Binder Lake Boat Ramp The Binder Lake boat ramp sports a “rougher” texture that eliminates slipping on the moss during the summer. The ramp is at a greater pitch which makes loading and unloading much easier. Missouri River Access The river has always been right in our back yard. Now it is easily accessible! The Carl R. Noren Missouri River Access, located in North Jefferson Recreation Area, is open from 5 a.m. to 11 p.m.

MOUNTAIN BIKING If you are a mountain bike enthusiast, check out the 15 miles of trail throughout Binder Park and 3.1 miles of the Frog Hollow Nature Trail near the West Edgewood Greenway parking lot (access across the new bridge). These trails offer fun for all ages and ability levels and are designed for non-motorized vehicles - ATV’s and motorcycles are prohibited. Continue improvements to the new 18 hole disc golf course at Binder Park. Project made possible with the help of the Jefferson City Disc Golf Club. For more information about the Jefferson City Disc Golf Club and the development of the new course, visit www.jeffersoncitydiscgolfclub.appspot.com or like them on Facebook. The McClung Park playground is scheduled to be replaced in the fall of 2015. Design work is complete on the next phase of the Oak Hills Golf Center Masterplan. The renovation of hole #9 is underway and has been slowed by the extremely wet spring and summer. Plans are to shorten the hole to a par 3 which includes a new, larger green complex, expand existing back tees, construct a new forward tee, add new cart path and increase the size of the retention pond. New hole #9 is scheduled to open summer 2016. Final plans are scheduled to be completed late summer to renovate Ellis-Porter Riverside swimming pool. First priority is to replace aging infrastructure and water filtration systems and address meeting current commercial swimming pool ADA standards. Other new amenities might be added to the plans, if budget allows. The newly renovated pool is scheduled to be ready for the 2016 season opening date. Improvements are underway in the North Jefferson Recreation Area. Scheduled work includes adding a new outdoor shelter, restroom facility and walking trails in the Quigg Commons. Other plans include extending the trail system along the riverfront near the Noren Access. Design is complete to add a restroom facility at Community Park. Construction is tentatively scheduled to begin fall 2015. Plans are underway to transform two lower tennis courts adjacent to the Washington Park skate park into instructional/youth tennis and outdoor pickleball courts. Work is scheduled to begin fall 2015.

Coming Soon! Green Berry Acres Neighborhood Park

GREENWAY TRAIL EXPANSION • •

Design and planning is underway to build Phase II of the Frog Hollow Greenway Trail extension. Phase II will extend the existing trail across the creek, via a low water crossing, to just west of the Hwy 179 overpass. Work is scheduled for the summer of 2015. Better access to the West Edgewood Drive Recreation Area has been made possible with the rehabilitation and installation of a pedestrian/bicycle bridge over Frog Hollow branch of Wears Creek. The new bridge will connect the greenway trail at the West Edgewood Drive parking lot and the 3.1 miles mountain bike and hiking trails located in the West Edgewood Drive Recreation Area. Project made possible through a generous donation from the Jefferson City Host Lions Club and a Land and Water Conservation Fund outdoor recreation grant.


Pavilion & Building Rental 6 FACILITY RENTAL POLICIES 1. These rates apply to all individuals, businesses, and organizations. 2. Reservations are accepted on a first-come-first-served basis up to one year in advance. Inquiries may be made by telephone, but ­reservations must be made in person, unless using a debit or credit card. All reservations made more than 60 days in advance require a $10.00 non-refundable holding fee which is applied to the rental, with the balance due 60 days prior to the rental date. If the balance is not paid within this time, the reservation will be canceled and the facility will be made available to others. Reservations made within 60 days require payment in full at time of booking the reservation. 3. If a cancellation occurs 10 or more business days prior to the scheduled reservation, the facility/hayride rental fee and deposit is ­refundable, less $10.00. If a cancellation occurs less than 10 business days prior to the reservation, ½ of the rental fee and the entire damage deposit will be refunded. If the cancellation is made by the Department of Parks and Recreation, a full refund will be issued. 4. All facilities require a $50 damage, clean-up, and/or key deposit in addition to rental charges payable by cash, check, MasterCard, Visa, Discover or bank debit card. Provided the key is returned (if applicable), the facility is cleaned properly and there is no damage, the deposit, if paid by cash or check will be returned by mail approximately two to three weeks after the date of usage. If paid by credit/ debit card the refund will be credited back to the card the Monday after your rental. 5. Sale of items, usage after 11 p.m., charging admission, and playing amplified music require the completion of a Special Use Permit ­Application and advance approval from the Department of Parks and Recreation prior to a reservation being made, but not less than 10 business days in advance of the planned reservation. 6. All amplified music is prohibited after 10:00 p.m. 7. Alcoholic beverages are permitted in the parks except where specifically prohibited and posted. 8. All rental time outside park public access hours of 5:00 a.m. to 11:00 p.m. carries an additional charge of $25/hour above and beyond rates charged during public access hours. 9. All outdoor pavilions have enough picnic tables, restrooms, barbecue pits, water fountains and water spigots to accommodate the designated capacity. Those facilities with kitchens also have sinks, counter space, refrigerators and serving areas.

McClung Indoor Pavilion The McClung Indoor Pavilion is located in McClung Park, 930 McClung Park Drive off Chestnut Street across from Lincoln University’s Dwight T. Reed Stadium. The indoor pavilion can accommodate groups as large as 200 and is frequently used for square dancing, leisure classes, summer day camps, wedding receptions and a wide variety of other rentals. The indoor pavilion offers the following amenities: • 20 – 8 ft. aluminum folding tables • 200 – metal folding chairs • Serving kitchen includes oven/stove, microwave, double sink, full size refrigerator/freezer, six electrical outlets, cabinets and counter space • Adjustable air conditioning and heating • Public restrooms • Stage area measures 14 ft. X 8 ft. (112 sq. ft.) • Assembly area measures 76 ft. X 42 ft. (3,192 sq. ft.)

Washington Park Center The Washington Park Center, 1203 Missouri Boulevard, is located in Washington Park at the corner of Kansas Street and Missouri Boulevard. The historic building offers a rentable public meeting room for groups as large as 45 and is frequently used for birthday parties, baby and wedding showers, as well as other smaller events. The following is included with the room rental: • 8 – 6 ft. folding tables • 50 – cushioned, stackable chairs • Kitchen includes double sink, microwave, full size refrigerator/freezer, six electrical outlets, cabinets and counter space • Adjustable air conditioning and heating • Public restrooms • Rental room measures 37 ft. x 16 ft. (688 sq. ft.)

North Jefferson City Cedar City Room The North Jefferson City Multipurpose Building Cedar City Room is located in the North Jefferson Recreation Area at 810 Sandstone Road. The reserveable room can accommodate groups as large as 100 and offers the following: • 18 – 8 ft. aluminum folding tables • 100 – metal folding chairs • Kitchenette includes single sink, microwave, full size refrigerator/freezer, cabinets and counter space • Adjustable air conditioning and heating • Public restrooms • Assembly area measures 64 ft. X 25 ft. (1,600 sq. ft.)

Operating Schedule Oak Hills Golf Center is open daily year round, providing the temperature is at least 40 degrees, and there is no frost on the greens or frozen turf conditions. The driving range is open as long as the course is open, with the exception of Monday mornings during the summer for mowing purposes. If you are uncertain about course conditions, call the clubhouse at 573-634-6532. Golf Course closes at sunset daily!

Golf Etiquette When good etiquette is practiced, golf is a much better and more enjoyable game. Benefits of practicing good golf etiquette include faster rounds, greater enjoyment, improved course conditions and better interaction between golfers.

Golf Programs/ 9 Policies Golf Clubs and Supplies Is it time for new clubs or maybe some golf accessories? Oak Hills offers a variety of golf clubs, golf balls, hats and other golf attire from Callaway, Titleist, and Wilson. Come in and see our great deals. We can also order whatever you need! For every purchase, receive Awards Points towards free golf.

Unsupervised Youth Play In order to be approved for unsupervised play, golfers sixteen years of age and younger must successfully complete the following: pass a written multiple choice test related to golf rules, etiquette and safety or complete the Oak Hills Jr. Golf Camp. Young golfers ages nine through sixteen who do not meet these requirements and all youth golfers ages eight and younger will be permitted to play only under the supervision of someone seventeen years of age or older. Violations of rules, poor etiquette, bad sportsmanship, abuse of facilities, horseplay and/ or other complaints received from golfers will be grounds for suspension and/or revocation of the privileges granted under this policy.

Dress Code Policy Shoes: • Tennis or golf shoes required. No boots of any kind allowed. Pants/Shorts: • No cut-off, biking or running shorts allowed. Shirts: • Collared shirts with or without sleeves, hemmed. • Crew neck t-shirts with or without sleeves, hemmed. • Ladies tank top/sweaters with a minimum of 1 1/2” strap. • No spaghetti straps, tube tops or swim suits allowed. • All shirts must fall between the waist and knee. • Shirts longer than the shorts must be tucked in.

Anything determined to be offensive by clubhouse staff will not be allowed to be worn.

Special Programs JEFFERSON CITY Special Olympics

The Jefferson City Special Olympics is a year round sports training program for any Jefferson City resident sixteen years of age and older, having disabilities because of cognitive delays. Participation in Special Olympics provides people with disabilities the opportunity to develop physical fitness, to gain self-confidence, build a more positive self-image and to form friendships with other Special Olympians. If you or someone you know is interested in participating in one, several, or all of the sporting events, you simply need to contact the Department of Parks and Recreation. Signing up consists of completing a form designating the sports in which you would like to participate, a medical information form and release form. Friday Night RecreatioN Friday Night Recreation is a year round recreation program for Cole and adjacent County residents with mental and/or physical disabilities who are 15 years old or older. Family members and friends are welcome and encouraged to attend any of our activities. Friday Night Recreation is co-sponsored by the Jefferson City Department of Parks and Recreation and Cole County Residential Services. The program includes social, physical and creative activities and tries to fill the leisure needs of our participants. Dances, game nights, dinners, hayrides, bingo, movies, and nature activities are some of the events we offer. Anyone wanting to participate must pre-register before attending any of the activities. Pre-registration consists of filling out the registration/application form and returning it to the Parks and Recreation office along with the registration fee. This form includes a parent/ guardian release, a brief medical history, and emergency contact information. Schedules and applications may be picked up at the Department of Parks & Recreation and Cole County Residential Services. Capital City Table Tennis Table Tennis will have drop-in play on Thursday evenings from 6:00 - 8:00 p.m. Participants must be 8 years or older. Karate is a martial art involving blocks, strikes, evasions, throws, and joint manipulations and is divided into three aspects: kihon (basics), kata (forms), and kumite (sparring). Youth American Style Shotokan Karate Class focuses on kihon and kata with some for kumite. A judo gi can be purchased at a martial arts supply store or through class instructor. Minimum age is 5 years old. Youth classes are held Tuesday from 5:30 pm - 6:30 pm. Advanced youth classes are held Tuesday from 6:30 - 7:30 pm. Holiday Events Candy Cane Hunt

The Department of Parks and Recreation would like to invite all daycares/preschools/kindergarten classes to our eleventh annual Candy Cane Hunt. We will have a candy cane trail at the North Jefferson Recreation Area Multipurpose Building for the children to walk along, a chance to visit Santa and his helpers, find candy canes and participate in a craft activity. If your daycare/preschool group is interested in participating in this event, please contact Santa’s Helper (Angie Toebben) at 634-6491 by Tuesday, November 17 to schedule your group. The Candy Cane Hunt will be held on Tuesday, December 8, Wednesday, December 9, Thursday, December 10 and Friday, December 11 starting at 8:45 a.m. with each group scheduled 15 minutes apart until 12 p.m. You may schedule a time on Wednesday afternoon between 1 – 2 p.m. Please let us know what day, how many children will be coming and the age of the children. Time slots are available first come first serve. Admission is a $1.50 donation per person, with all proceeds going to the Youth Sponsorship Fund. Donations received at the Candy Cane Hunt are a source of funding for Parks and Recreation sponsorships, available to those who otherwise would not be able to afford to participate in organized recreation activities. Christmas Home Decorating Contest Enter the 30th Annual Christmas Home Decorating Tour and Contest, which is sponsored by Cottonstone Gallery, Parks and Recreation, the News Tribune Co. and Jefferson City Outdoors. Contest is limited to residents within the city limits who have completed and turned in the entry form by the December 5 deadline. For our 30th anniversary, we will be adding new categories and making other exciting changes in this program. Please check out the News Tribune in November for entry forms and contest changes. In conjunction with Capital City Fly Fishers and Missouri Department of Conservation, McKay Lake will be stocked with Rainbow Trout. Nov. 1 to Jan. 31 is catch and release (artificial baits, no natural or scented baits). Starting Feb. 1, trout may be caught and kept under regulations (any legal bait/lure can be used). Promotional sessions for elementary school children are held at the ice arena to encourage and develop interest in ice skating among youth. The admission fee is $1 and skate rental, if needed, is $1. School night passes are good for Monday, Wednesday and Friday from 4-5:30 pm or Friday from 6 - 9 pm. The school night passes were distributed to area schools at the beginning of the school year.

Group rates are available during all of our public sessions. Groups of 20 or more can receive 50¢ off admission fee and 50¢ off skate rental. Reservations must be made at least one week in advance.

The ice arena is available during the day for your school group! Pre-school and school groups might want to consider the arena for private parties, physical education classes or field trips.

Washington Park Ice Arena 23 Ice Dancing Class Ice Dancing is a discipline of ice skating that focuses on musicality. Proper posture, correct timing, clean footwork and individual expression will be fine-tuned during these classes. Skaters in the ISI Gamma level and above are eligible to enroll. Ice Dancing classes take place on Thursday evenings. The 23 dances correspond directly with USFS Ice Dancing descriptions.

Off-Ice Conditioning Class Off-ice conditioning class helps skaters improve their overall fitness level. This class includes cardiovascular exercises and promotes muscular strength and endurance. An emphasis is placed on core body strength and agility, which is utilized most in figure skating elements. The class will also focus on jumping and spinning techniques. Private Lesson Policy Skaters interested in taking private skating lessons may contact the Ice Arena for information on skating professionals eligible to teach private lessons. Students receiving private instruction must pay admission to the public or freestyle session, as well as pay the instructor for the private lesson. Instructors interested in teaching private lessons must contact Rachel Bruemmer, Skating Director or Brent Echols, Assistant Skating Director at 634-6480 for eligibility, requirements and contact information. The Jefferson City Department of Parks and Recreation is not liable for any private instruction from a coach who is not registered through the Washington Park Ice Arena, a member of ISI, USFS or PSA and covered by liability insurance through one of the aforementioned national skating organizations.

Washington Park Ice Arena Recreational Synchronized Skating Capital Classics Team Sensations and Team Vibrant

Synchronized Skating is a fun and exciting team sport for figure skaters. Team Sensations is a performance based team. This team focuses on the fundamental elements of synchronized skating. Team Vibrant will be an advanced formation team working toward transitioning to competitive skating teams. The teams will perform at least four times during the skating season: the Winter Recital, the Capital City Classic Competition at the Washington Park Ice Arena, the annual Ice Show (3 shows) and the Spring Recital. Team Vibrant will also attend at least one out of town competition in the St. Louis area. A team costume is required, but the cost of the costume is kept to a minimum. All skaters Pre-Alpha or Basic 1 and above are encouraged to sign up for this program.

Junior Instructors

Axel Club

In order to assist staff instructors, junior instructors must attend an off and on ice training seminar held at the beginning of the season. Participants must at least be entering 7th grade and have passed Freestyle 1. Attendance at monthly training meetings is required for all instructors. Attendance will factor into scheduling Jr. Instructor volunteers for classes.

Skaters who wish to have their name printed on a skate and displayed in our lobby for the great accomplishment of landing an axel must have passed Freestyle level 5 in our ISI program.

Ice Theater Performance

Ice Theater combines exciting music and a variety of dance and skating skills to create a vibrant and captivating story on ice. Our Ice Theater players include skaters of many ages and levels who take an active role in costuming, props and sets as well as backstage coordination. Tickets will be on sale starting the first week of August at the Washington Park Ice Arena admissions desk or from a member of the cast. Group Numbers: Participation is FREE for skaters who have enrolled in Jefferson City Parks and Recreation group lessons in September-December 2015. All levels from Tots to Freestyle will be represented. Some groups will be asked to provide costume items and/or pay a small fee to provide costumes and props for the show. The group number practices will be held on Tuesday evenings. If needed, we may also host an additional practice on Saturday. Information will be provided at group lesson meetings held the first night of each set of lessons as well as via email.

Recitals Fall - Saturday, October 17, 2015 Winter - Saturday, December 12, 2015 Spring - Saturday, April 23, 2016 Each Recital will begin at 6:00 p.m. Come visit the Washington Park Ice Arena for an evening of skating. Participants will include skaters of all ages and ability levels. The Capital Classics Teams and the Formation Sensations will also perform their competitive programs. Sign up at the front desk to participate in any of the recitals. Admission is free, but donations will be accepted to help make improvements to the facility through the Jefferson City Parks and Recreation Foundation.

School Night Passes Promotional school nights are held at the ice arena to encourage and develop interest in ice skating among youth. The admission fee is $1 and skate rental, if needed, is an additional $1. School night passes are good for the Monday, Wednesday and Friday 4 - 5:30 p.m. or Friday 6 - 9 p.m. public sessions. The school night passes will be distributed to area schools at the beginning of the school year. This offer is only valid with the coupon and only usable by the elementary school children who received them.

Stick & Puck Stick and Puck is a time for all adult hockey enthusiasts to practice hockey skills in an informal pick-up game setting. Players are required to provide their own protective gear, stick and puck. This is a no-check and no-slapshot program. Rough and dangerous play will not be tolerated. Players must be at least 18 years of age to participate. No pre-registration is required for this program - just drop in and pay a $9 admission fee. There is no charge for goalies. 10 punch pass cards are available for $72. Stick and Puck sessions are usually held Wednesday and select Saturday nights. Jefferson City Figure Skating Club The Jefferson City Figure Skating Club (JCFSC) is an activity co-sponsor with the Jefferson City Parks and Recreation Commission. Established in 1962, JCFSC is a non-profit organization and a member of U.S. Figure Skating. The Jefferson City Speed Skating Club (JCSSC) and members are teamed with the Missouri Speed Skating Association (MOSA) and US Speed Skating (US). JCSSC allows members to participate in local practices and competitions throughout the skating season. The Parks and Recreation Commission believes that no youth should be denied access to Parks and Recreation programs for financial reasons. The Parks and Recreation Foundation makes recreation sponsorships available to those who otherwise would not be able to afford to participate in organized recreation activities. Those seeking sponsorships will be asked to complete a Recreation Sponsorship Application Form available through the Department of Parks and Recreation. Sponsorships are generally limited to those receiving benefits from a form of public assistance as designated on the application form. Sponsorship funding is limited to $200 per individual per calendar year and is restricted to ongoing programs conducted by Parks and Recreation staff. Specialized programs of short duration conducted by non-staff members (e.g. baseball clinics) are ineligible for sponsorship funding. All application forms requesting funding for youth programs must be signed by the parent/guardian of the prospective participant. Participants/parents must pay a minimum of 20% of the registration fee for programs for which sponsorship assistance is requested. Bleeding Policy In any Parks and Recreation program, a participant who is bleeding or who has blood on his/her clothing shall be prohibited from participating further in the activity until appropriate treatment has been administered. Appropriate treatment may include bandaging as necessary to prevent recurrence. This policy has been implemented to protect the participants, coaches, staff, and their families from diseases transported through the accidental contact of tainted blood. If medical care is needed, the participant must leave the activity until the problem situation has been resolved. A 70% isopropyl alcohol solution must be used to disinfect the skin and clothing. All infected areas must be thoroughly cleaned before this individual is allowed to continue participating in the activity. This may require that the player remove affected clothing and replace it in order to be able to continue participating. All participants should bring an extra shirt, pair of pants/shorts, and socks to each activity to change into in the event a blood incident should occur.

Termination of Participation Any of the following infractions will subject the individual or individuals to suspension from attendance at Parks and Recreation programs or facilities for a period to be determined by the Director of Parks and Recreation and prosecution for violation of the City of Jefferson trespassing ordinance: Any park user, program participant, or spectator, who verbally or physically threatens or who attempts to intimidate or harass a Parks and Recreation employee or another park patron or causes such employee or other park patron to be apprehensive about his/her personal safety; Any park user, program participant, or spectator, who uses vulgar or inappropriate language in addressing a Parks and Recreation employee or another park patron at a Parks and Recreation program or facility; Any park user, program participant or spectator, who fails to heed the request of an on-site Parks and Recreation supervisor to vacate park property; Any park user, program participant, or spectator, who violates any Parks and Recreation Commission rule, regulation, policy, code, expectation and/or guidelines for conduct.

Frequently, Parks and Recreation staff may videotape or photograph participants enrolled in programs, classes, events, or enjoying park facilities. These photographs are for Parks and Recreation publications, flyers, brochures, program guides, TV programs, or advertisements. All photos and videos are for Parks and Recreation use and become the sole property of the Department.

Cancellations Decisions regarding morning programs will be made by 8 a.m. and announced as quickly as possible thereafter. Fragrance Free Policy The Jefferson City Parks and Recreation Commission respectfully requests and encourages all patrons attending or participating in any Parks and Recreation meeting, special event, facility or program remain as fragrance free as possible by not wearing perfume, after shave, scented lotions, fragranced hair products and/or other similar products. Fragranced products can cause persons with some chronic illnesses to suffer additional symptoms.

Please complete the activity registration form located on page 33 of this program guide. We accept cash, checks, money orders, MasterCard, VISA, Discover, and all bank debit cards. On a credit card registration, please include the card number, expiration date, printed name as it appears on the card, and your signature. Make all checks payable to Parks and Recreation.

Drive Through

Place your registration form in the 24 hour drop-box located on the north side of the Parks and Recreation building or use the drive through window during normal office hours to complete simple transactions.

On-Line

The Jefferson City Department of Parks and Recreation and/or the Jefferson City Parks and Recreation Commission does not provide insurance coverage for injuries suffered while participating in programs or using facilities. Any costs related to such injuries should be presented to your personal medical insurance carrier.

Late Fee Policy Many parks and recreation programs have enrollment limits and registration deadlines. To ensure a spot in your favorite activity, please be sure to register before the registration deadline. Registering early will allow for proper staffing levels, adequate equipment and program supplies for all participants, as well as saving you money. If space is still available in a program after the registration deadline, the program fees will be higher.

You can register for activities on-line at www.jeffersoncitymo.gov/parks. You may create an account online if you are a new customer. If you are an established customer but don’t know your login information, your user name and password can be emailed to you if you have an email address on file.

Refund Policy The Parks and Recreation Commission has adopted the following refund policy regarding programs and facilities: Programs 1. If a cancellation is made prior to the registration deadline, a refund will be given, less a $5 processing fee. 2. If a cancellation is made after the registration deadline , a refund will be given for 1/2 of the fee paid. No refund will be given if a cancellation is made after 9:00 a.m. two business days prior to program start date. 3. Fees paid for team registrations are not refundable once a team registration has been accepted and recorded. 4. Full refunds are made if a program is canceled by Parks and Recreation. Facilities/Hayrides 1. Fees paid for admission to park facilities are not refundable. 2. The $10 facility holding fee required to reserve park facilities/shelters is not refundable under any circumstance except as in #5 below. 3. If a cancellation occurs ten or more business days prior to the scheduled reservation, the facility/hayride rental fee and deposit is refundable, less a $10 processing fee. 4. If a cancellation occurs less than ten business days prior to the reservation, 1/2 of the rental fee and the entire damage deposit will be refunded. 5. Full refunds are made if a rental is canceled by Parks and Recreation. 6. Refunds due to weather will only be given if the park itself is closed. Amusement Park Tickets 1. Amusement park tickets purchased through the Department of Parks and Recreation are refunded through Friday, September 25, 2015.
