The Hague Institute for the Internationalisation of Law

The Hague Institute for the Internationalization of Law (HiiL) is an international research institute that studies the challenges globalization poses to legal systems, in particular at the national level. Through research and reflection by the best scholars worldwide, HiiL strives to provide practical answers for professionals struggling with the challenges that globalization poses to law and governance in the 21st century. The organization identifies relevant research topics through a dialogue with politicians, professionals and academics. The areas of research are: •

Rule of Law: How is rule of law promoted by states, international organizations, and private actors, and what can be done to make their efforts more effective?

Private Actors: What is the role of private actors in transnational rule making and how is this effecting national legal systems and the core requirements of rule of law which they are designed to embody and uphold?

Highest Courts: To which extent is the increasing interaction between the national and international level affecting the role of highest national courts?

Transnational Constitutionality: How can to core constitutional principles be maintained in respect of decision making which takes place in a transnational environment between international law and national law?

Criminal Process and International Crime: How to create common rules of international criminal process for adjudicating crimes with transnational impact?

Special Tribunal for Lebanon

The Special Tribunal for Lebanon started work on the 1 st March 2009. It is a tribunal of international character and it is an independent judicial organization. It is located in The Hague but it also has an office in Beirut, Lebanon. Its primary mandate is to hold trials for the people accused of carrying out the attack of 14 February 2005 in Beirut which killed 23 people, including the former prime minister of Lebanon, Rafiq Hariri, and injured many others. The explosion was internationally condemned. "The secretary-general condemns in the strongest terms those who instigated, planned and executed this callous political assassination", said the UN secretary-general, Kofi Annan. The Special Tribunal for Lebanon has four organs: •

Chambers

Chambers has three distinct sections: pre-trial, trial and appeals. The president of the STL, Judge Sir David Baragwanath, is the presiding judge of the appeals chamber and also represents the entire tribunal. The Office of the Prosecutor

The Office of the Prosecutor investigates and prosecutes those responsible for the 14 February 2005 attack against the former Lebanese Prime Minister Rafiq Hariri and others, as well as for any accused in the "connected cases". The prosecutor is Daniel A. Bellemare. Defence Office

The Defence Office protects and promotes the rights of the suspects, accused and their counsel. It does not represent the accused but rather ensures they receive fair treatment. The Defence Office has an equal status to the Office of the Prosecutor. The head of the Defence Office is Francois Roux. Registry The Registry is responsible for the good administration and servicing of the tribunal, making it in effect the engine room for many external and internal functions

Paris City Hall

The Paris City Hall is locally known as the Hôtel de Ville. It is the building, where City of Paris's administration functions take place. It is the place where the Mayor of Paris and his officers are situated. The main functions of Paris City Hall include all local administrative affairs, the development and the execution of various projects linked to the main policies of the City Hall. Furthermore, the office of the Mayor of Paris is also a vital venue for large receptions and events. The most important Parisian local policies focus on: •

Child protection- The City Hall has developed local policy towards minors in difficulty that aims to prepare them for their autonomy and create conditions for a full citizenship.

Integration- Paris, the cosmopolitan capital, welcomes over 110 nationalities, 300 000 foreigners. Many of them are coming from non- EU countries. The City Hall aims to promote the recognition of the contribution of those foreigners to the dynamic life of the city.

Fight against the discrimination- The City Hall of Paris is developing and promoting projects and campaigns that are raising the awareness of the consequences of discrimination. They promote the idea of equality.

Security- Prevention and safety are priorities for the municipal officers.

Ecology- The City Hall invests in the creation of projects aiming to protect the adverse effects on the environment (The Climate Action Plan). It also raises the awareness of the impact of the transport, energy and waste on the environment and the air quality in the city of Paris.

Institute for Environmental Security

The Institute for Environmental Security (IES) is an international non-profit non-governmental organization established in 2002 in The Hague, in order to increase political attention to environmental security as a means to help safeguard essential conditions for peace and sustainable development. The Institute's mission is: "To advance global environmental security by promoting the maintenance of the regenerative capacity of life-supporting eco-systems." Its multidisciplinary approach integrates the fields of science, diplomacy, law, finance and education. Activities are designed to provide policy-makers with a methodology to tackle environmental security risks in time, in order to safeguard essential conditions for peace and sustainable development. Key objectives of the programmes are: •

Science: Create enhanced decision tools for foreign policy makers, donors and their target groups on regional, national and local levels;

Diplomacy: Promote effective linkages between environment, security and sustainable development policies.

Law: Contribute to the development of a more effective system of international law and governance;

Finance: Introduce new and innovative financial mechanisms for the maintenance of the globe's life supporting ecosystems; and

Education: Build the environmental knowledge capital of people and organizations.

Organisation for the Prohibition of Chemical Weapons

The Organisation for the Prohibition of Chemical Weapons (OPCW) is the implementing body of the Chemical Weapons Convention (CWC or Convention). The OPCW is given the mandate to achieve the object and purpose of the Convention, to ensure the implementation of its provisions, including those for international verification of compliance with it, and to provide a forum for consultation and cooperation among States Parties. The OPCW Member States already represent about 98% of the global population and landmass, as well as 98% of the worldwide chemical industry. The OPCW provides all States not Party to the CWC support in preparing to join the CWC and to effectively implement the global ban on chemical weapons. The Technical Secretariat of the OPCW is responsible for the day-to-day administration and implementation of the Convention, including inspections, while the Executive Council and the Conference of the States Parties are decision-making organs designed primarily to determine questions of policy and resolve matters arising between the States Parties on technical issues or on interpretations of the Convention. The chairs of the Executive Council and the Conference are appointed by each body's membership. The Technical Secretariat is headed by a Director-General, who is appointed by the Conference on the recommendation of the Council.

Friends-in-Need of Aruba Foundation

Friends in Need of Aruba is a foundation created in order to manage several actions for the protection of animals in Aruba and fighting against the lack of consideration of some local entities toward animals in the streets. The Foundation possesses most of members of the board in the Netherlands, but provides organizes several actions in Aruba in order to include this awareness of the situation in the mind of citizens, companies and public administrations. The main goal of the Foundation is to raise an effort for getting an efficient and legal structure and framework which would administer the issue with transparency and with respect of the animal kind on the island. The Foundation organizes seminars in coordination with local entities who have to deal with the condition of animals living in the street for finding solutions avoiding bad treatment or euthanasia. The Foundation is a growing foundation with a need of report, survey and research of possible legal grounds which would be a basis for the creation of public-private entities which would have a first role to protect these animals, cure and find a new master for them. There is a need for a research in international, European existing legislation on the protection of animal rights and efficient and inspiring policies in this field, so animal would not be treated as less as possible as a simple property. Friends in Need of Aruba is a foundation dedicated to rescue animals from the streets, “maybe we can't save the whole world but we believe we can save more and do more for those lovely creatures.�
