Message from the Premier of Queensland
On behalf of the Queensland Government, I welcome you to Maintenance Repair Overhaul Australasia 2023.
We are delighted that this key event for the maintenance, repair and overhaul (MRO) sector is returning after its successful launch in Brisbane in 2020. This is a great opportunity for airlines, manufacturers, service providers, suppliers and industry experts to meet face-to-face again, to explore the latest technologies, to network, and to engage in knowledge-sharing forums.
Australasian and Asian commercial MRO demand is expected to reach USD$28 billion in 2023, representing almost a third of the global MRO market. The market is forecast to grow by almost four per cent annually over the next decade.
Queensland’s diverse MRO capabilities and strategic location at the heart of the Asia-Pacific region ensures we are ready to capitalise on this demand.
Our $1.2 billion aircraft manufacturing and maintenance sector supports more than 4,200 jobs across more than 300 enterprises.
The majority of Australia’s aircraft engine overhaul businesses are located in Queensland. Collectively, these enterprises have rotary and fixed-wing capabilities, defense and civil MRO, niche manufacturing, and a significant strength in uncrewed systems development.
The Queensland Government continues to support the aerospace sector.
The $175 million Jobs and Regional Growth Fund supported the $60 million Alliance Airlines MRO facility at Rockhampton Airport, supporting approximately 100 new long-term operational jobs, including at least 16 local traineeships and apprenticeships, expected by 2024.
Through assistance from the Jobs and Regional Growth Fund, Jet Aviation’s $4.5 million hangar expansion at Cairns Airport increased facilities by 50 per cent for better heavy maintenance opportunities on turboprop and jet-powered commercial aircraft. This supports an additional 39 highly skilled jobs, including local apprenticeships.
Additionally, the Qantas Group, Virgin Australia, Airbus Group Australia Pacific, Northrup Grumman, GE Aviation and Raytheon Australia all have significant operations based in Queensland.
The Queensland Aerospace 10-Year Roadmap and Action Plan is accelerating opportunities for growth in an industry which is expected to employ approximately 5400 highly skilled people by 2025–26.
Queensland continues to position itself as a significant global centre for the aviation maintenance industry as we prepare for the future world.
The Sunshine State has many world-class tourism attractions and experiences, from our amazing rural and regional hinterland to our golden beaches, and I encourage you to take the time to explore.

MRO demand in Asia is expected to grow from $26.2 billion USD in 2023 to $36.6 billion USD in 2032, with Australasia exhibiting a CAGR of 8.1 percent over this period.
The Roadmap recognises the strengths and significance of the MRO segment of the aerospace industry in Queensland and the opportunities from the growing MRO market in Australasian and Asian commercial markets.
Queensland also has a significant defence MRO presence, supporting operations and sustainment at Royal Australian Air force Bases at Amberley and Townsville along with aircraft based at Army’s Aviation Centre near Oakey. Queensland’s defence aerospace capability also includes manufacture and MRO for the F-35 Joint Strike Fighter program.
The long-term strategies in the Roadmap and the state’s strategic location in Asia-Pacific place Queensland in an excellent position to provide high-value niche services and capabilities including training, manufacturing, MRO, and uncrewed aerial systems’ applications for military and civil markets.

With this rich legacy, a new era of aerospace is being progressed by our growing aviation and aerospace industry in Queensland.
To help strengthen this sector, the Queensland Government took action to prioritise the growth of the aerospace sector as a key driver of economic growth and job creation objectives via its Queensland Aerospace 10-Year Roadmap and Action Plan.
MRO is a major part of the aerospace industry in Queensland with a mix of mature and evolving capabilities, providing opportunities as well as challenges.
Queensland has a strong competitive advantage in the MRO sector with the majority of Australia’s aircraft engine overhaul businesses located in Australia.
Queensland is home to Qantas’ only aircraft heavy engineering maintenance facility in Australia, servicing its Boeing 737s and Airbus 330s aircraft. Half of the company’s Boeing 787-900 Dreamliner fleet is based in Brisbane.
Alliance Airlines’ $60 million aviation MRO facility at Rockhampton Airport will maintain support the company’s growing fleet of aircraft. Alliance Airlines will onshore the major maintenance activities previously carried out overseas.
Queensland is home to several of the world’s top-10 aerospace companies and one-quarter of Australia’s aerospace companies, including leading defence companies Airbus, Boeing, Northrop Grumman and Raytheon along with other national leaders.
TAE Aerospace’s MRO facility in Ipswich is the only such capability in the Asia-Pacific region to service the F135 engines used in the F-35 fighter aircraft. Additionally, MRO capabilities provided by Asia Pacific Aerospace, Skytek, Heston MRO, Jet Aviation, Helimods, GE Aerospace, Pacific Turbine Brisbane, Avcro and Flying Colors Aviation, to name a few, service customers from commercial and defence sectors.
Brisbane has been home to Boeing’s Queensland autonomous systems development program, its
largest outside the United States. This initiative has led to the development of the multi-role autonomous military drone, MQ-28A Ghost Bat. It is proposed that production orders of MQ-28A will be assembled at the new defence precinct at Toowoomba Wellcamp Airport in Queensland. The innovation of new autonomous technologies platforms and associated sustainment is an emerging capability gap that Queensland is taking the lead on.
The Queensland Government continues to play a supporting role for the growth of MRO capabilities through attracting economic investment, partnering with industry and business, and investing in and developing a highly skilled workforce.
In April last year, the Queensland Government convened an investor forum highlighting aviation and aerospace MRO investment opportunities and explore strategic partnerships between government and industry as the sector emerged from the COVID-19 pandemic. Furthermore, Queensland has significant aviation technical training capacity.
Fittingly, in 2020 Qantas chose its historical home state of Queensland for the Qantas Group Pilot Academy, which operates from Queensland’s Toowoomba Wellcamp Airport.
