EOI requirements

EOI should be no more than 7 x A4 pages in total supplied in softcopy only as pdf, emailed to the recipient identified above. EOI will need to clearly demonstrate that the team has the right mix of skills and the necessary experience. To establish a consistent basis of comparison, it is requested that the EOI be submitted in the following standard

Covering letter Overview of team including number of years in business, location, and names of principals and directors committed to the EOI Details of relevant experience, with social/healthcare projects EOI Evaluation criteria

EOI submissions will be evaluated against the following two criteria: • Team constitution and key staff. • Past work and relevant experience. 8.

Project outline

Architects without Frontiers (AWF), in Partnership with the Cotton On Foundation are inviting expressions of interest to provide pro-bono services for the design of a new HIV Centre in Mannya Village, Uganda. The village of Mannya in Uganda, Eastern Africa, lies a five hour drive from the Ugandan capital, Kampala. A decade ago the village consisted of little more than a small group of dwellings with a struggling primary school. Now, thanks to the hard work of all involved and the support of the Cotton On Foundation, it boasts a medical centre, secondary school, dormitories and a child sponsorship program. The Cotton On Foundation is now looking to add a new HIV centre to the village. The aim of the HIV centre building is to be the centrepiece of the village and demonstrate best practice health planning as well as innovative, sustainable design. 9. Project Deliverables The selected Architect will work with the local Ugandan Architect and Infrastructure Coordinator along with AWF to develop Schematic Designs for the centre. Once Schematic Designs are complete the project will be handed over to the local team for documentation and preparation of final construction drawings. The requirements for the pro bono architect are as follows: a. Site Visit 15th – 24th January 2013 The Architect will be required to travel to Uganda in January 2013 to meet with the client and visit the site. The Architect will also be required to accompany AWF and local Cotton On Foundation Staff to visit case study projects in Rwanda and Uganda. All travel and accommodation costs will be covered by the project client. b. Presentation of initial concept designs 11th February 2013 The selected Architect will present their initial ideas to a meeting of Cotton On Foundation specialists in Geelong in early 2013. The design deliverables for this concept design will include: • Concept plans and elevations • Three dimensional Sketches of intended design c. Design Development The selected Architect will develop the design based on feedback from the meeting and initial electronic feedback from the Cotton On Foundation Uganda team. d. Site Visit Uganda March 2013 The selected Architect and AWF may return to Uganda to present the developed design to the Cotton On Foundation Uganda team, revise any outstanding issues and handover to the local team for construction documentation The design deliverables for Design Development will include: • Developed plans and elevations • Developed sketches/ 3ds of intended aesthetic • Indication of proposed materials e. Comment on final construction package The selected Architect to provide feedback to the Cotton On Foundation Uganda team on the final package to ensure design intent has been retained and drawings are ready for construction. 10. Project Design Concepts will be developed by the selected Architect following consultation with AWF, the Client (the Cotton On Foundation), the local team and local stakeholders. The design should take into account the sustainable infrastructure principles used by AWF to guide the project which include: 1. Key stakeholder consultation 2. Adherence to the Mannya Masterplan 3. Consideration of gender issues

Water and sanitation considerations Sustainable construction/ future maintenance strategy Local training opportunities provided Adherence to budget

The design will also: • Employ best practice design principles for health buildings • Keep environmental systems in mind, with an emphasis in reducing operational costs such as power and water (use of passive systems) • Consider the ongoing cost and maintenance of the building • Encourage, where possible, the use of local resources 11.

Project Infrastructure requirements

Any design will also need to consider: • Power requirements of the facility • Water options for the facility (cost, maintenance, ease of construction) • Technology requirements • Sewerage treatment options 12.

Communication

Open and clear communication is expected at all times between the Architect and AWF. Weekly updates with the AWF Project Coordinator will be required as a minimum. MOUs will be signed before work commences. Communication schedules with the Client will be negotiated with the Client. 14.
