Welcome Welcome to the 2024 Arctic Winter Games Dear Official, On behalf of the Mat-Su 2024 Arctic Winter Games Host Society, Board of Directors and our hosting community, we would like to welcome you to the 2024 Arctic Winter Games, being held on the ancestral lands of the Dena’ina’ and Ahtna Dene, the Matanuska-Susitna Valley. These Games are taking place in and around the communities of Palmer, Wasilla, Eagle River and Anchorage, Alaska. The 2024 Arctic Winter Games will showcase our participants in sports and cultural activities. This exciting week-long event is full of competition and performances. The Performances will include a cultural gala, musical concert and fashion show. We can’t wait for you to attend the Winter Carnival at the Fairgrounds and Pin Trading Central at the Alaska Airlines AWG Headquarters (Palmer Train Depot). Media Interview Policy Participant access inside sport venues •
Media will not be permitted to directly approach participants for an interview. Media can be granted access to participants for interviews if coordinated through the contingent designated media liaison.

Media will not be permitted access to locker rooms, dressing rooms, or staging areas.
•
During competition, media will not be permitted on the field of play. There will be designated media areas for those wishing to photograph or report on the outcome of events.
•
“Court-side” comments at the end of competition will be permitted if requested in advance through the media relations chair and approved by the contingent designated media liaison.
•
The Host Society will facilitate a media interview area at sport venues where media scrums can take place immediately following competition. A member of the Media Committee will be assigned to assist the media in this area during high-profile matches. Coaches and/or mission staff will be encouraged to attend these media scrums if appropriate.
Participant access outside sport venues •
Access to the Athlete Village for media will not be permitted. Requests for interviews of participants must be coordinated in advance through the media relations chair and approved by the contingent’s designated media liaison.

Media may be granted to opportunity to tour the Athletes Village prior to participant arrival. Media will be required to be accompanied by an individuals designated by the Director of Marketing and Public Relations. Pre-event tours and access will be made available at the discretion of the Director of Marketing and Public Relations and will be dependent on scheduling and availability.

Media may have established a connection with Mission Chefs and may contact them for a participant interview post-Games.

The media relations chair will continue to assist local and outside media to arrange participant interviews if requested.

DISRUPTIVE BEHAVIOR POLICY The 2024 Arctic Winter Games Host Society (AWGHS) intends that all planned events are able to provide a safe, comfortable and enjoyable environment for everyone. The following policy outlines behavior deemed unacceptable during AWGHS events and the associated consequences. This policy applies to participants, spectators, special guests, media and volunteers.
Venue Rules At all AWGHS Venues, no one shall :

Be intoxicated, display offensive or disorderly conduct Possess or consume alcoholic beverages, cannabis products, or illegal drugs Possess any weapon, knife (other than ordinary pocket knife) and firearm, explosive or any other object, which may be dangerous Commit any criminal act as defined in the Alaska Statutes or other Federal Statutes Display any signage, flag or banner which the AWGHS deems unacceptable or unsafe Enter any restricted area Do anything prohibited by signs posted by the AWGHS or any government authority Fail to comply with any direction given by an identified AWGHS staff, agent or volunteer Interfere directly or indirectly with the safe and orderly operation of any competition event, training event, ceremony, presentation or any official AWGHS function Use inappropriate, offensive or threatening language directed at volunteers, officials, participants or other spectators Use flash photography, air horns, whistles or laser pointers within indoor sport venue sites, during competition Smoke/vape in any area other than those specifically designated Display unauthorized commercial advertising or corporate logos Distribute any materials intended to promote or protest other events or organizations, for example, samples, placards, button, badges or any other article except authorized by the AWGHS Solicit for any contributions or donations, unless authorized by the AWGHS Operate any type of unauthorized sound amplification system or loudspeaker Build or erect any structure except as authorized by the AWGHS Drive, park, load or unload any motor vehicle except as posted and authorized by the AWGHS Discard material or litter except in approved facilities
Mat-Su 2024 Arctic Winter Games staff, officials and security members have the authority and may use their discretion to determine if someone’s behavior or language is disruptive enough to require removal. Procedures on managing this type of behavior are outlined in the Security Handbook, however, spectators violating the above expectations/rules, will be issued one warning by staff, officials or security, after which if the behavior continues, they will be escorted out of the venue for the remainder of the day. Signage regarding the policy will be posted at all indoor venue locations and will be enforced by Mat-Su 2024 Arctic Winter Games security.

Return to Play Policy If an athlete is declared medically unfit for competition by an onsite medical practitioner of sufficient training, as appointed by the Mat-Su 2024 Arctic Winter Games Host Society, they may not return to play/competition without approval by a designated Host Society medical personnel, such as the Chief Medical Officer or Attending Physician. The decision to remove an athlete from play is at the discretion of the appropriate medical practitioner on site and no appeals will be allowed. If the athlete returns to play/competition without such approval, their results may be nullified, and they may be subject to further disciplinary action. The nullification of results includes the results of a team if team sport athletes return to play or dress for a game and are available to play, even if they do not play/compete. Athletes, Coaches and Mission Staff must comply with this policy. The Mat-Su 2024 Arctic Winter Games Host Society must immediately notify the appropriate

Chef de Mission of any medical disqualifications and approvals to return to play. The Host Society shall incorporate medical protocols, and review these with the Arctic Winter Games International Committee and Chef de Missions before the Games. These protocols include, but are not limited to: 1. Concussion Procedure 2. Communicable Diseases Procedure 3. Skin Lesions Procedure (for wrestling) Any disputes regarding an athlete’s continuing status as out of play will be raised with the Chief Medical Officer whose assessment and decision will be final. Coaches, officials, statisticians, or other official Games personnel may report an event or participant that they believe needs to be evaluated consistent with the identified protocols listed above. Such report will be reviewed by the individual designated by the Host Society and determine if appropriate referral to the attending physician is warranted.

Safety and Security In Case Of Emergency
Polyclinic
In the event of an emergency, remain calm and follow all directions provided to you. If you identify an emergency situation yourself, immediately notify the nearest security personnel or Games volunteer. Always seek assistance rather than trying to handle an emergency situation on your own.
The Polyclinic a clinic for participants that need medical care. The Polyclinic is located at Eklutna 1 - Colony HS and is open from 0600 to 2200 everyday. Physicians, nurses and EMT’s will staff the Polyclinic. A coach, manager or mission staff member must accompany the participants to the Polyclinic for their first visit. There are on-call medical personnel from 2200 - 0600.
Security The 2024 Arctic Winter Games security measures will be strictly enforced for the safety of all participants, volunteers and spectators. During the Games, you will need proper accreditation and your badge must be worn and visible at all times. AWG Security can be identified by Blue Jacket/Shirt with a yellow safety vest worn outside of coat or shirt.
Condoms are available for free in the Polyclinic and at the Mayor’s Office of each village. Medical professionals will be at sport venues during competition. Note: Medical personnel at the venues can be identified by their red color jackets and red color shirts.

Food Services Breakfast Villages will have breakfast served to the participants of that village. Participants staying at Eklutna 2 - Colony MS will eat breakfast at Eklutna 1 Colony HS. Continental Breakfast 0530 - 0900 Hot Breakfast 0600 - 0900
Lunch & Dinner Lunch and Dinner will be served at Benteh 1 - Wasilla HS and Eklutna 1 - Colony HS Lunch 1100 - 1430 Dinner 1630 - 2130 Cafeteria closes at 2200 each night. Officials with schedules that do not allow time for them to return for either lunch or dinner will be provided meals in two ways. A sack lunch, picked up between 0630 and 0800 or a catered meal that will be provided at the venue. Please Note: All backpacks, sport bags and coats must be checked before entering the Dining Facility at Benteh 1 - Wasilla HS and Eklutna 1 - Colony HS for lunch or dinner. Officials are encouraged to keep their bag check items to a minimum to help prevent delays and misplaced items. Waterbotttles will be permitted in the Dining Facilities. There are waterfill stations at each Village and in the Dining Facilities.

This includes cigarettes, cigars, tobacco, chew, vaping and e-cigarettes.
