Words fail me.

For someone who writes thousands of words a week, it is hard to find the words to express how proud I am of the the tremendous effort put forth by the firefighters who saved our communities during the horrible week of the firestorms. I am not alone.

As we wander through the streets and communities of North County, residents and business people say the same thing.

Area residents have openly expressed their gratitude for the firefighters. You’re a firefigher in uniform? Come in and have a free meal at a great many restaurants. Repeatedly, people mentioned, “we learned from the 2007 fire.” We sure did. And we got ourselves much better organized and responded with a great deal of magnificent teamwork.

Fire crews were, at one time, battling nine fires across the county. Gov. Jerry Brown declared a state of emergency last Wednesday, clearing the way for more resources to help local firefighters. We had four helicopters, eight airplanes and 22 military aircraft being used across the county. Camp Pendleton had 22 helicopters in the air at one time combating the fires – 12 of which were used on county fires, the rest on the fire that torched 20,000+ acres on Camp Pendleton. Third Marine Aircraft Wing helicopters partnered with the California Department of Forestry and Fire Protection to conduct aerial firefighting against several wildfires in San Diego County.

Eight CH-46E Sea Knight helicopters and two CH-53E Super Stallion helicopters were deployed to help contain the fires at Marine Corps Base Camp Pendleton. A CH-46E helicopter can transport a water bucket with a capacity of 325 gallons, while a CH-53E can transport a water bucket The Paper - 760.747.7119

containing 900 gallons of water to assist in the firefighting.

Cal Fire said the U.S. Forest Service has a contract with the owner of the DC-10, and it's an exclusive contract that has the crew on for six days and off for one. Meanwhile, on the ground, thousands of firefighters worked their exhausted bodies to frightful excess.

A grand, heroic job.

But we can do better, still.

Perhaps our state and/or federal legislators need to open their thinking a bit and consider a very viable option that may save even more property and lives. We may have to get out of parochial thinking and acknowledge that maybe, just

maybe, another country may have the answer we don’t. It may involve dealing with Russia . . . but a good friend of ours, Kent Ballad, who lives in the middle of his forested 70 acres in Indiana, and who is constantly aware of the danger he accepts by living in the middle of a potential tinderbox, thinks it is more than worthwhile and justified:

‘The Firefighters’ Cont. from Page 1

Why, oh WHY won't you people do the right thing and buy a moderate-to-large fleet of those astounding Russian-made water bombers? Russia makes the best firefighting aircraft in the world. Many are jet powered, allowing heavier loads to be lifted and carried at greater speeds, and at least one model of these take on more water after a drop by merely diving into a lake or river while still going like a bat out of hell and filling their tanks. Then they shut the under-fuselage hatches, throw the coal to the engines, and take off again fully loaded to return to the fire 100-150 MPH faster than any propeller-driven airplane. They just fill them with fuel in the mornings and each plane never stops until they need to refuel or until the fire is out. Sure, I'm all for supporting American aviation, its companies and workers. But nobody in the States even makes anything like that. Not for any price. And given the sheer size of Russia, they have forest fires that make ours look like a minor toaster oven accident. If there is some Federal barrier to buying civilian aircraft from the Russians, sic your noisy Senators on the FAA and get things changed. (It'd give them

Hell, for that matter, save most of your own tax money and have a respectable fleet of these Rooskie aircraft purchased by the National Forest Service and the BLM. That way Federal funding could be used and the Russian jets could be economically stationed throughout America, wherever there are frequent fires. And if all aircraft are desperately needed in just one state for a major series of fires--then FLY them there! The planes and crews could arrive within hours to start work and their mechanics and ground crews could arrive in 36-48 hours behind them in trucks and semis. I have never, ever understood why the hell you don't have a minimum of fifteen to twenty of those larger Russian water bombers and maybe a score of several smaller ones. (Yes, the Russians make them in different sizes for spot-fires, dangerous canyon flying, all the usual reasons.) Mr. Ballard may have a point and is worth looking into. Perhaps our various firefighting agencies may wish to weigh in on the question.

translates to 2,880 gallons of water at a time. Compare that to the almost paltry 325 gallon capacity of a CH-46E helicopter or a CH-53E, only slightly better, at 900 gallons of water to assist in the firefighting. Up to three times as much water dropped per attack on the fire as our present means of airborne fire suppression.

Other nations are already using the DE200. Italy, for example, employed the firefighting aircraft from 20 August till 30 September 2004. The aircraft, flown by joint Russian-Italian flight crew performed more than 100 flights with about 90 hours flown. During seven hours of operational flights, the aircraft participated in the extinguishing of four forest fires and dropped 324 tons of water. The partnership was renewed in 2005. The aircraft flew 150 hours covering 63 missions, including ferry flights, and 435 scoops and drops of water, the total mass of which exceeded 3,500 tons of water.

In 2006 the Portuguese Fire Fighting Services leased the aircraft for evaluation purposes. In total, 42 flights were performed during operations in Portugal, with a total flying time of 119 hours. The aircraft performed 301 water scooping operations and dropped 2,389 tons of water on fires.

In October 2006, two of these aircraft were leased to Indonesia and were fighting fires for 45 days. This reportedly cost Indonesia around US$5.2 million. Sounds like a lot of money. It isn’t. Not when you weigh how many properties, lives, and wildlands were saved. Portugal again leased the aircraft July 10 to September 30, 2007. During this period 58 fire-fighting flights were conducted with a total flying time of over 167 hours. 2,560 tons of water was dropped.

Italy, Portugal, Greece, Serbia, Indonesia . . . a number of nations see the value of leasing or buying these aircraft. More recently the two aircraft saw successful duty in the huge Mount Carmel forest near Haifa, Israel, in 2010. It would appear a cost-benefit analysis may be in order. This analysis, however, may have to wait a bit as they are still busy with mopping up actions on the several fires that remain problematical.

Then, before crunching numbers and analyzing the cost benefit of acquiring new air assets, it would probably be a good idea for them to take a few days off and rest up a bit.

Scandinavian Health Article

I just finished reading your great article re health care in Scandinavia. I want to share an experience I had in Lithuania in March. I go over to Eastern Europe frequently to teach ... I'm a retired M.D.

While there I had some choking problems while swallowing so a friend took me the E.R. at the University Hospital. I waited for "30 minutes" and was seen by a gastroenterologist. She sprayed a topical anesthetic in my throat. She proceeded to examine my throat, stomach & duodenum painlessly ... all over in ten minutes. She found a polyp that she cauterized and removed and sent to the lab. I was back at the house two hours after having left for the hospital.

She told me I could have soup that night and regular food the next day.I went to pay my bill [they have National Health Care} ... the total bill was $80! . . if I was a Lithuanian citizen ... but upon seeing my U.S. Passport, she said, "No charge for Americans!" They did not know I was a doctor! They called a week later re: the pathology report (benign) ... I've been fine ever since. I talked to some medical friends here re: this experience. They agreed this would probably require hospital-

ization for a few days here and would have cost $5000 to $8000! Residents there pay a flat tax (income) of ~ 35%

I needed to share this with you. A friend of mine {not a doctor} had a similar experience last fall in Vienna. Larry Johnsgard M.D. San Diego County, CA.

In the scope of your clear health care article, you did not cover how other industrial nations view their population. As I have studied, I see other industrial nations view people as a most valuable resource and vibrant energy for the good of their nation. In the US, the powers that be seem to say that most of our population are disposable people. Until we value each individual in every situation and walk of life, I don't see much real change coming. I worked 45 yrs. in healthcare. Scary for our people. Thank you for your article. Sincerely, Barbara Takahara Escondido, CA

fire in the series of blazes, started by accident at a construction site. The causes of all the other fires remain under investigation.

'Fire bugs' is the term being used inside the fire agencies. Sources say the fires started in a way that were not normal -there were no sparks from a lawnmower or car engine, no thrown cigarettes and no cars involved. One source, a long-time arson investigator who is now retired, told us that CAL FIRE has a crack investigative team that will be looking closely at physical evidence and talking to witnesses to try to determine exactly how these fires started. The San Diego Fire Department also has an investigative team that will be looking into this.

A Joint Arson Task Force has been set up to gather information - tips can be sent in by calling San Diego Crime Stoppers at 619-235-TIPS (8477). On Friday, 57-year-old Alberto Serrato pleaded not guilty to an arson charge in connection

Take my Assembly Bill 1850 for example. The bill deals with domestic violence assaults that are witnessed by children. While this is just one bill, I am hopeful that in a small way its passage is representative of a new era in Sacramento. Partisanship certainly still exists, sometimes to an infuriating degree. But it is refreshing to know that lawmakers can still come together to do the right thing even in these hyper-partisan times.

It’s May in Sacramento and the bill season is in full swing. Legislators are rushing to pass their bills before a key deadline at the end of the month. It can be a time when partisan rancor rises to unfortunate levels, but also a time when legislators often join together to pass practical reforms.

My legislation would protect these children by declaring that kids who are present during acts of domestic violence are, by definition, witnesses to the crime and have suffered harm. This clarification will allow the courts to issue protective restraining orders. I was pleased to see Republicans and Democrats join together to support my bill, which received unanimous approval from the full Assembly on May 8th.

Fire! (and other random thoughts)

The wildfires that raged across our region this past week underscore just how exposed and vulnerable we are to the vagaries of fate—and possibly, madness.

As this is being written no blame has been assigned for the causes of any of the nine separate blazes that ignited across North County midweek, but many people—including yours truly—harbor deep suspicions that at least some may have been intentionally set. There are no coincidences, and in all the years I have lived in Southern California I have never seen outbreaks--both in

The arrest of two young men in Escondido caught allegedly attempting to set more fires last week and the suspicious origin of a church fire there on the same night is just one illustration of the thin line between the beneficent and the maleficent. Many of us moved to the region--or choose to stay— thanks partly to the pleasing juxtaposition of city and suburban comfort and convenience alongside open spaces that afford both panoramic vistas and respite from a sea of asphalt and concrete that we most associate with counties to the north.

That the county has developed in this manner is in no small part a happy accident, resulting from the terrain. That, and the fact that the one mesa near our coastline that would have allowed the type of rapid subdivision so prevalent in the great basin of Los Angeles and Orange counties is home to a huge military installation. The couple were American citizens executed on June 19, 1953, for conspiracy to commit espionage. They were accused and convicted of passing atomic bomb secrets to the Soviet Union. What makes the case controversial is all others convicted to passing secrets, received varying lengths of prison sentences.

The question remains: why were the Rosenbergs executed? In 1995, after the collapse of

their elessons well from prior years.

Valuable lessons were learned from the other terrible fires in the past few years . . . lessons that saved properties and probably lives as well.

2,600 homes were lost in October 2003, 17 people were killed. In 2007, 10 people died, 1,700 homes lost. This year, only one known death, that of a transient in Carlsbad. Reasons for success? The organized, coordinated firefighting, strong support from law enforcement, strong cooperation from the citizentry . . . all added up to dealing with what what might have otherwise been a more major catastrophe.

City and county officials are already planning on holding meetings to assess this effort and determine how they can be

the Soviet Union, the U.S. government released a series of decoded Soviet cables confirming that Julius acted as a courier and recruiter for the Soviets. But, the documents were ambiguous about Ethel’s involvement. Other spies connected with the case, who were captured by the FBI, included: David Greenglass, (Ethel’s brother), Harry Gold, and Klaus Fuchs. Greenglass supplied documents to Julius from Los Alamos. He served 10 years of a 15-year sentence. Harry Gold, who identified Gold, served 15 years as being the courier for Greenglass. Morton Sobell, who was tried along with the Rosenbergs, served a 17 years of a 30-year sentence. In 2008, Sobell admitted he was a spy and confirmed that Julius, indeed, provided classified atomic information to the Soviets. Perhaps the most incredible of the sentences went to German scientist Klaus Fuchs, who served only nine years. The German scientist was convicted of passing secrets to the Soviets from the A-bomb research facilities in England. Julius went to work for the U.S. Army Signal Corps’ engineering research laboratories at Fort Monmouth, N.J., in 1940. He worked as an engi-

Re: Kirk Effinger’s Column on Development

Kirk Effinger, and many who share his views on continuing residential development in not only north San Diego county but all over Southern California, put forth their arguments in terms of improved infrastructure leading to increased numbers of consumers leading to increased tax revenue leading to more governmental growth and attendant spending.

I seldom hear the proponents of development talking about where the water is going to come from or how the power is going to be produced/procurred to run these new households and businesses. How do we reconcile the desire to protect wild creatures while continually encroaching further on their habitat? Thank you for your attention. David Hackler Oceanside, CA.

More on Prayer

I'd like to correct a few of the inaccuracies in Lackerdas' last two letters. To begin with, Lackerdas says that the separation of church and state is not codified in any law. This is false. It is actually part of the supreme law of the land: The United States Constitution. It's the first line of the first amendment. Lackerdas' second major mistake was to declare that atheism requires faith. This is insulting to both theists and atheists. Theists have faith in their god, and atheists lack that faith. Lacking a belief in something isn't a matter of having faith that it does not exist, it is a matter of lacking the faith and/or the evidence to believe it. Do Christians simply "have faith" there is no Horus, or Thor, or Ra? Or do they lack faith in those gods and have faith in their own? Atheists simply lack faith in Yahweh just like Lackerdas lacks faith in Quetzalcoatl.

Lackerdas stoops low when he tries to equate atheists and secularists with easily subjugated Marxists. To suggest that people who are indoctrinated into a religious dogma are freethinkers while those indoctrinated into a secular dogma are slaves undermines what few good points he is actually making. Religion has been used to control the masses for all of human history, as have non-religious institutions. A dogma is a dogma. All human rights are given and taken away by people. That's why human rights change from era to era, and region to region. Did I miss the part about the Miranda Rights in the bible? How about the 13th Amendment? Was it god that freed the slaves, or was it people?

Despite what the people making the laws might say, all rights are alienable. That's why they need protection. Rights are not supernatural. I'd like to ask Mr. Lackerdas what "science based religion" he is referring to. Science is a system of knowing based on observation and experimentation. This doesn't fit any definition of religion that I can find. Is math a religion, too? Lacking a religion is not a religion itself.

No one is trying to scrub religious expression from public life. The issue is that city council time is being used to proclaim one religion over all others. It is a waste of council time, and it is illegal (both in the letter of the law, and in precedent, which Lackerdas simply ignores). Some of us are simply trying to maintain the separation of church and state that is codified in the first amendment of our constitution. Lackerdas would be singing a very different tune if the prayers in question were to Allah, or Satan. Bunny Meyers North County

These people I have no patience for or with. If and when caught, they should be given stiff sentences in prison.

The law provides for stiff sentences but all to often judges are persuaded by slick talking attorneys who specialize in arson defense to hand out probation or allow arsonist to plead to a lesser charge.

(l-r) Lisa Hettinger, Laura Horn, Susan Lawson, Lesley Clifton, Bonnie Clifton

California Arson Laws Penal Code 451 and 452 PC spells out the punishment available for judges to consider.

The punishment for arson charges in California depends on (1) the type of property at issue, (2) whether or not someone was injured, and (3) whether you set the fire deliberately or only "recklessly."

The pictures throughout the photo gallery we’ve developed all tend to show one consistent thing . . . firefighters in an absolute, utter state of exhaustion. Lucky to grab an occasional rest, if really lucky, an all too brief nap.

The penalties for arson can include substantial state prison time ... and may even include the penalties associated with murder if a victim of the arson is killed.

They eat on the run, work steadily for eight, 10, 12 hours a day. Hard, physical labor, slamming a pickaxe or mattock or shovel into the ground, hauling heavy firehoses, suffering intense heat, and just plodding on, plodding on ... until the job is done.

If convicted of felony arson, penalties can include sixteen (16) months to nine (9) years in the California State Prison (or sixteen (16) months to three (3) years in the state prison if convicted of attempted arson. One would hope if a felony arson is committed the judge will sentence the felon to the full maximum term in prison.

Report from the Saturday Market on Kalmia

Just got back from the market which was pretty busy. It is not a Farmers’ Market though there are some fruit and vegetable stands, it is more a little bit of everything, homemade soaps, Home Depot (nice little project kits with helpers). Prime Angus beef, jewelry, pillows and food stand — Gyro,

Thai, Italian and more. I would recommend this as a great spot for a stroll and a nice in-hand lunch. Ran into Joyce Wells, who is the organizer, and she said if there are things people would like at the Saturday Market to please get in touch at JoyceGWells@yahoo.com. What You Should Know About Teeth Whitening An Update

These days, "whiter teeth" is one of the most popular requests we get from dental patients, and tooth-whitening procedures are in high demand with everyone being more and more preoccupied with health and fitness. As we diet and exercise our way to a more youthful appearance one of its hallmarks is having a bright, beautiful smile. Studies show that an attractive smile can influence society's estimation of a person's overall well being and that an enhanced perception of someone's well being promotes their success in business and social endeavors. Everyone loves a bright white smile, and there are a variety of products and procedures available to help you improve the look of

Begin with a Dental Checkup – Your dentist can diagnose and treat any pressing oral health conditions and determine which whitening procedure will work for you. Once the dentist determines the reason for discoloration – injury, food or tobacco stains, childhood or teen antibiotics – a suitable whitening method can be selected. Without this you could be wasting time and money using whitening products that aren’t effective for your kind of stain.

Have Your Whitening Done in a Clean and Safe Environment – Teeth whitening chemicals if not applied properly can damage your teeth and gums resulting in burns or infections, and “kiosk” whitenings are done by people wearing “scrubs” or laboratory coats who are made to look like “health care professionals,” but aren’t. Dental offices use licensed professionals and strict disinfection protocol including washing hands, changing examination gloves and disinfecting work surfaces after each patient. Choosing the Right Procedure – There are three ways to whiten

your smile: 1) Chairside Bleaching, 2) At – Home Bleaching and 3) Whitening Toothpastes. After examination, your dentist will offer you the option of either 1 or 2 because the 3rd choice, Whitening toothpastes aren’t as effective but are frequently prescribed as an after treatment way of maintaining your whiteness.

Chairside Bleaching - This treatment uses a concentrated form of peroxide and requires the application of a “rubber shield” to protect your soft tissues (lips, gums, etc.) prior to active whitening. A special light and/or laser will be used to enhance the whitening process (i.e. Zoom Whitening Systems). Chairside Bleaching has the advantage of allowing multiple applications to remove the more stubborn stains in your mouth. At – Home Bleaching – These products are gels or strips

containing different concentrations of carbamide peroxide (10%, 16%, 22%). The gels are most effective when used with custom-fitted mouth guards which hold the gels against the teeth. For those with teeth severely stained, home trays can be used beforehand to help condition teeth for better results at chairside. The custom trays can also double as desensitizing trays that can be used either before or after chairside bleaching to minimize discomfort.

Smile whitening is no longer a luxury reserved for the rich and famous. Well-tolerated, noninvasive, and affordable treatments are available to help whiten your teeth and reap the psychological and socialemotional benefits of a whiter, brighter smile!

Our next two columns will cover the steps you need to take in order to preserve your files, pictures, protect your personal information and privacy and keep your PC free of malware.

If you have important documents or pictures on your PC you must either provide some sort of back up or resign yourself to the fact that you will lose them. All hard drives eventually fail. The strategy you use to protect your important files depends on how much there is and how often you change it. Pictures, wills, medical records, taxes and other files that are kept prima-

Christmas came and went. A few days later, another letter came from the same old lady to God. All the workers gathered around while the letter was opened. It read:

rily as permanent records should be backed up on “archival” media. DVDs and CDs are “archival.” They do not deteriorate over time. Floppies, back-up hard drives and “flash” drives are “non archival.” They are electromagnetic and subject to deterioration. For storing more dynamic or larger files, “cloud storage” (like Carbonite, Drop Box etc) is more reliable than a back-up drive for several reasons. It’s automatic and doesn’t depend on your remembering to do it. It won’t get a virus or crash. You can’t drop it and ruin it. At $60/ year or less “the cloud” is an inexpensive way to ensure against data loss.

You must also have passwords for applications that your PC normally remembers for you like your E-mail, WiFi, Outlook/Outlook Express/Win Mail/Live Mail etc. Do you know where all your passwords, discs and product keys are?

A Redneck and the Bank

you were away, we checked you out on Dunn & Bradstreet and found that you are a Distinguished Alumni from the Texas A & M, a highly sophisticated investor and MultiMillionaire with real estate and financial interests all over the world. Your investments include a large number of wind turbines around Sweetwater, Texas. What puzzles us is, why would you bother to borrow $5,000?

Lets say your hard drive died. You got a new hard drive, reinstalled the OS and device drivers and downloaded your files from the “cloud” or your backup device. All your files are back on the hard drive but not your programs. Quick Books, Ancestry.com, MS Office, Picasa, iTunes, Hallmark or any programs that contain files must be reinstalled before you can access them. You will need to re-load the drivers for printers, cameras and any other peripheral devices that you use. That means you must have installation discs and/or the product key to authorize a download from the Internet.

A Redneck from Texas walked into a bank in New York City and asked for the loan officer. He told the loan officer that he was going to Paris for an international redneck festival for two weeks and needed to borrow $5,000 and that he was not a depositor of the bank.

The bank officer told him that the bank would need some form of security for the loan, so the Redneck handed over the keys to a new Ferrari. The car was parked on the street in front of the bank. The Redneck produced the title and everything checked out. The loan officer agreed to hold the car as collateral for the loan and apologized for having to charge 12% interest.

Later, the bank's president and its officers all enjoyed a good laugh at the Redneck from the south for using a $250,000 Ferrari as collateral for a $5,000 loan. An employee of the bank then drove the Ferrari into thebank's private underground garage and parked it.

Two weeks later, the Redneck returned, repaid the $5,000 and the interest of $23.07. The loan officer said, "Sir, we are very happy to have had your business and this transaction has worked out very nicely, but we are a little puzzled. While

It’s amazing how many times relatively simple fixes turn into nightmares because folks don’t remember passwords or can’t find the installation medium or product key for their programs. friends and family. Better to loan out your toothbrush or your underwear than your PC. It’s easy to boil a toothbrush or wash your u-trow but it’s going to cost you big time if your brother-in law blunders on to a Trojan and infects your PC. The problem with allowing others to use your PC is that it’s so easy to click on malware and infect the PC, anyone can do it. If you do it, you have only yourself to blame but when your brother-in-law does it, the ties that bind families together may suffer. If you really must allow others to use your PC with any kind of frequency we recommend getting a “guest drive.” It costs about $100 to set up but it can pay for itself many times over. neer-inspector until 1945, when he was fired after the Army discovered he was a member of the Communist Party.

Julius Rosenberg was originally recruited by the Soviet secret police in 1942. According to his former handler, Alexandre Feklisov, Julius provided thousands of Top Secret documents including missle plans of which an upgraded model was used in 1960 to shoot down Gary Powers’ U-2 spy plane. Among the most damning information in the Soviet cables named Julius Rosenberg as the head of the A-bomb spy ring. While this fact wasn’t proven during the trial, Feklisov’s confirmation a half-century later quells those who said the Rosenbergs were dupes. According to Feklisov in recent years, Julius was responsible for passing a complete set of design and production drawings for Lockheed’s P-80 “Shooting Star” fighter planes, the first operational jet in the U.S. Air Force.

Julius and Ethel Rosenberg were the only two American civilians to be executed for espionage during the Cold War. The judge held them responsible not only for espionage, but also for the 50,000 U.S. deaths of the Korean War. The Rosenbergs were held up as example of “scapegoats’ by those against their convictions. The “Red Scare” dominated the next four decades. The federal government did not have an electric chair, so the one at New York state’s Sing-Sing prison was used. Adding to the controversy was the execution itself. Eyewitness testimonysaid Julius died immediately from three series of electric jolts, but Ethel was still alive, requiring two more jolts.

The Rosenbergs’ two sons spent years trying to prove the innocence of their parents, but after Morton Sobel confessed in 2008, they acknowledged their father had been involved in espionage, but maintained they were not involved in passing A-bomb secrets.

Education Foundation Launches 50/50 Together Fundraising Campaign - Carrying out its mission to support innovative learning in Escondido’s public K-8 elementary and middle schools, the Escondido Education Foundation’s (EEF) second annual campaign, “50/50 Together,” enters its final phase in May and June 2014. Everyone in the community of Escondido is invited to support excellence in the Escondido Union School District (EUSD) with financial contributions of any size. The campaign exceeded its $50,000 goal last year, which enabled the Foundation to award 37 competitive grants to 19 teachers and schools for the 2013-14 school year. “Great communities have great schools, and we want every child in Escondido to have great opportunities,” says EEF Executive Director Katie Ragazzi.

While half of all proceeds through schools will go back to those schools to fund their goals, all contributions to the Foundation will be distributed in the district-wide Dr. Mike Caston Innovation Awards, competitive grants that put dollars directly in the hands of highly-trained educators working with an extremely diverse student body. “Community involve-

He would prefer to be the only dog in his new home and would do best in an adult-only home or with children older than 14. Zuko is available for adoption at the Escondido Humane Society, 3450 E. The Pastor Says . . .

tions could not have been good. Others, for reasons only they know, tried to get attention by setting other fires.

Emergencies, like last week’s fires, leave little room for complacency, for nonchalance. Some are committed to the best, others to the worst. There is seldom any middle ground of not caring.

How we react in the midst of difficult circumstances is a test of our true character.

Pastor Tom Fry, Retired, Church of the Nazarene The Best and the Worst

A reporter, in the midst of a live shot watched as flames came up to the house where he was standing. He grabbed a garden hose and fought the flames while remaining on the air. His quick thinking probably saved the house. A Boy Scout defied his mother’s admonition to “come right home after school” and went from house to house, doing what he could to put out fires and help people. Someone with false ID tried to cross evacuation lines to get into empty neighborhoods. His inten-

Jesus, on the cross, in the midst of intense suffering reached out to others. First to the thief beside him, later to provide for the future needs of his mother. And, finally, he reached out to all of us and took upon himself the sins of the whole world. Meanwhile, there were those who gambled for his clothing and mocked him as he suffered. At the cross there was no room for nonchalance. Everyone took a stand. Some for the best, others for the worst. For many, distant from the dangers of the fires, last week was a time to stand tall, to commit to the best. And lots of people did just that. We applaud the work of the professionals in saving lives and savings homes last week. But we also applaud the people who simply committed to the best and found a way to be like Jesus and reach out to people in need.

Escondido • Mayor Sam Abed Do You Have Plans For Memorial Day Weekend?

Over the years the original meaning and spirit of Memorial Day has faded from the public consciousness. Originally known as “Decoration Day,” Memorial Day is a day to remember the men and women who died while serving in the United States Armed Forces. You can honor those who paid the ultimate price for our freedom by attending a Memorial Day Remembrance Service at Oak Hill Memorial Park, 2640 Glenridge Road, on Monday, May 26, 2014, at 10:00 a.m. The remembrance is spon-

sored by the Escondido Allied Veterans Council.

In addition to this solemn observance of Memorial Day, you may also want to consider another event that has become a Memorial Day Weekend tradition in Escondido: the American Heritage Car Show sponsored by the Escondido History Center. This year’s free event will be held on Saturday, May 24, 2014, from 9:00 a.m. until 3:00 p.m. in Grape Day Park in downtown Escondido. The American Heritage Car Show will feature hundreds of domestic and import pre-'74 vintage, classic, muscle and hot rod cars. The event will include a DJ, a pancake breakfast, vendors, refreshments, and a raffle.

land developers dedicate open space that, frankly, could not be cheaply or easily made into usable home sites. In fact, over thirty years ago, a developer was put in charge of raising funds for a successful campaign to “Save Our Canyons” initiated by then-San Diego Mayor Pete Wilson.

I have often said, only half jokingly, that every business and government entity should have in place a “Department of Unintended Consequences” that would be charged with the responsibility to analyze and evaluate policies, proposals, and procedures for the pitfalls that inevitably materialize to ruin what was a seemingly good idea at the time, only to prove disastrous once initiated.

and are serving in the Armed Forces.

This day is about honoring our war dead, every man and woman who responded to the call of duty and gave their life to protect our way of life. We honor their memories and we pay tribute to their families. On Monday, we also acknowledge the living who serve our country in distance places overseas and here in the United States. We thank the troops for the great sacrifices they make for us each day and hope that they return safely to their families.

Please remember that City Hall will be closed on Memorial Day and residential trash is delayed one day for the remainder of the week.

Saving canyons, and perhaps building adjacent to them may be one such idea. Anyone who has witnessed wildfires, either first hand or following news coverage, cannot help but be struck by the common denominator that nearly all the fires in Southern California share: protected canyons that channel and intensify the winds and provide the fuel that feed the flames.

I would not want to see our open spaces completely abandoned in an effort to forestall future disasters. But in the face of changing weather patterns that threaten to make wildfire danger increasingly prevalent, it’s time to more closely examine--and possibly change--development and building standards to mitigate their unintended consequences.

San Marcos • Mayor Jim Desmond Register with Alert San Diego

All residents are

encouraged to register their cell phones and email addresses with Alert San Diego so that they will receive emergency notifications. Because the system uses the 91-1 database, listed and unlisted landline phone numbers are already included in the database and do not need to be registered.

The County of San Diego, in partnership with Blackboard Connect Inc., has instituted a regional notification system that sends telephone notifications to residents and businesses within San Diego County impacted by, or in danger of being impacted by, an emergency or dis-

aster. This system, called Alert San Diego, will be used by emergency response personnel to notify those homes and businesses at risk with information on the event and/or actions (such as evacuation) we are asking them to take. Most recently, nearly 22,000 Alert San Diego evacuation alerts were sent on to alert San Diego County residents and businesses about important evacuation information for the Bernardo Fire— 5,000 to San Diego County residents and 17,000 to city of San Diego residents, including homes, businesses and cellphones, according to the county's Twitter feed.

To register your cell phone number or for more information, please visit Alert San Diego.

even more effective next time around. Rancho Bernardo Woman Killed by Hit-Run Driver

Last Saturday night a driver lost control of his car, swerving onto a sidewalk in Rancho Bernado, hitting and killing a 62-year-old woman. Following the accident, the driver took off.

The woman and her husband were walking on the north sidewalk of Rancho Bernardo Road at Bernardo Center Drive about 8:20 p.m., according to San Diego police. A car described as a smaller, silver car was headed west

when it suddenly veered to the right, rolled up the curb and hit the woman, but not the man, police say. The woman died at the scene.

Police had no description of the care except that it would be missing its outside passenger mirror and have front-end damage.

Police say that the pedestrians, who were walking toward a restaurant, were where they should have been, and the driver had no reason to veer onto the sidewalk in the well-lit area. The investigation continues.

CITY OF SAN MARCOS TRANSNET AND TRANSPORTATION IMPROVEMENT PROJECTS

NOTICE IS HEREBY GIVEN that on May 27, 2014, a public hearing will be held with respect to the City of San Marcos adoption of the TransNet Local Street Improvements Program of Projects for fiscal years 2015 through 2019. The voters of San Diego County approved the TransNet Ordinance and Expenditure Plan on November 4, 2004 and provides that the San Diego Association of Governments (SANDAG), acting as the San Diego County Regional Transportation Commission (“Commission”), shall approve a multi-year program of projects submitted by local agencies identifying those transportation projects eligible to use transportation sales tax (TransNet) funds as an element of the Regional Transportation Improvement Program (RTIP), which is required by law to be developed and adopted by SANDAG every two years. The TransNet revenues are apportioned to each local agency based upon the following formula: (i) each agency receives $50,000 annual funding base; (ii) remaining revenues are distributed on a formula of the agency’s population and miles maintained. SANDAG has provided a forecast estimate of annual TransNet revenues per local agency for fiscal years 2015 through 2019, which subsequently has been programmed in the RTIP update. All projects to be considered for TransNet funds AND any transportation projects that are regionally significant capacity increasing, regardless of funding sources, are required to be included within the 2014 RTIP. The 2014 RTIP is scheduled for adoption by the SANDAG Board of Directors on September 26, 2014. The City of San Marcos is submitting nineteen (19) transportation-related projects for inclusion within the 2014 RTIP and they are: Via Vera Cruz Bridge and Street Improvements; Bent Avenue Bridge; Discovery Street Improvements; San Marcos Boulevard Complete Street; Richland Elementary School Improvements; Borden Road Widening and Improvements; Street Maintenance Operations; Citywide Traffic Signals; Armorlite Complete Street; San Marcos Bicycle and Pedestrian Plan; Palomar Station Bridge; Creekside Drive; San Marcos Creek Bridge at State Route 78; Street Improvements and Widening on Barham Drive; Street Improvements: Discovery Street; Borden Road Street Improvements and Bridge Construction; Woodland Parkway Interchange Improvements; South Santa Fe from Bosstick to Smilax; Grand Avenue Bridge and Street Improvements. Interested persons wishing to express their views on the aforementioned TransNet Program of Projects will be given an opportunity at the public hearing, commencing at 6:00 p.m., or as soon thereafter as the matter can be heard, and will be held at 1 Civic Center Drive in the Council Chambers, San Marcos, California. Written comments prior to the hearing will also be accepted and shall be submitted to City of San Marcos, Engineering Division, 1 Civic Center Drive, San Marcos, CA 92069-2918, Attention: Beth Herzog, Sr. Management Analyst. Phillip Scollick, City Clerk, City of San Marcos. PD: 5/08 & 5/22/2014
