Words fail me.

For someone who writes thousands of words a week, it is hard to find the words to express how proud I am of the the tremendous effort put forth by the firefighters who saved our communities during the horrible week of the firestorms. I am not alone.

As we wander through the streets and communities of North County, residents and business people say the same thing.

Area residents have openly expressed their gratitude for the firefighters. You’re a firefigher in uniform? Come in and have a free meal at a great many restaurants. Repeatedly, people mentioned, “we learned from the 2007 fire.” We sure did. And we got ourselves much better organized and responded with a great deal of magnificent teamwork.

Fire crews were, at one time, battling nine fires across the county. Gov. Jerry Brown declared a state of emergency last Wednesday, clearing the way for more resources to help local firefighters. We had four helicopters, eight airplanes and 22 military aircraft being used across the county. Camp Pendleton had 22 helicopters in the air at one time combating the fires – 12 of which were used on county fires, the rest on the fire that torched 20,000+ acres on Camp Pendleton. Third Marine Aircraft Wing helicopters partnered with the California Department of Forestry and Fire Protection to conduct aerial firefighting against several wildfires in San Diego County.

Cal Fire said the U.S. Forest Service has a contract with the owner of the DC-10, and it's an exclusive contract that has the crew on for six days and off for one. Meanwhile, on the ground, thousands of firefighters worked their exhausted bodies to frightful excess.

A grand, heroic job.

But we can do better, still.

Perhaps our state and/or federal legislators need to open their thinking a bit and consider a very viable option that may save even more property and lives. We may have to get out of parochial thinking and acknowledge that maybe, just

maybe, another country may have the answer we don’t. It may involve dealing with Russia . . . but a good friend of ours, Kent Ballad, who lives in the middle of his forested 70 acres in Indiana, and who is constantly aware of the danger he accepts by living in the middle of a potential tinderbox, thinks it is more than worthwhile and justified:

Why, oh WHY won't you people do the right thing and buy a moderate-to-large fleet of those astounding Russian-made water bombers? Russia makes the best firefighting aircraft in the world. Many are jet powered, allowing heavier loads to be lifted and carried at greater speeds, and at least one model of these take on more water after a drop by merely diving into a lake or river while still going like a bat out of hell and filling their tanks. Then they shut the under-fuselage hatches, throw the coal to the engines, and take off again fully loaded to return to the fire 100-150 MPH faster than any propeller-driven airplane. They just fill them with fuel in the mornings and each plane never stops until they need to refuel or until the fire is out. Sure, I'm all for supporting American aviation, its companies and workers. But nobody in the States even makes anything like that. Not for any price. And given the sheer size of Russia, they have forest fires that make ours look like a minor toaster oven accident. If there is some Federal barrier to buying civilian aircraft from the Russians, sic your noisy Senators on the FAA and get things changed. (It'd give them

I have never, ever understood why the hell you don't have a minimum of fifteen to twenty of those larger Russian water bombers and maybe a score of several smaller ones. (Yes, the Russians make them in different sizes for spot-fires, dangerous canyon flying, all the usual reasons.) Mr. Ballard may have a point and is worth looking into. Perhaps our various firefighting agencies may wish to weigh in on the question.

Compare that to the almost paltry 325 gallon capacity of a CH-46E helicopter or a CH-53E, only slightly better, at 900 gallons of water to assist in the firefighting. Up to three times as much water dropped per attack on the fire as our present means of airborne fire suppression.

Other nations are already using the DE200. Italy, for example, employed the firefighting aircraft from 20 August till 30 September 2004. The aircraft, flown by joint Russian-Italian flight crew performed more than 100 flights with about 90 hours flown. During seven hours of operational flights, the aircraft participated in the extinguishing of four forest fires and dropped 324 tons of water. The partnership was renewed in 2005. The aircraft flew 150 hours covering 63 missions, including ferry flights, and 435 scoops and drops of water, the total mass of which exceeded 3,500 tons of water.

In 2006 the Portuguese Fire Fighting Services leased the aircraft for evaluation purposes. In total, 42 flights were performed during operations in Portugal, with a total flying time of 119 hours. The aircraft performed 301 water scooping operations and dropped 2,389 tons of water on fires.

In October 2006, two of these aircraft were leased to Indonesia and were fighting fires for 45 days. This reportedly cost Indonesia around US$5.2 million. Sounds like a lot of money. It isn’t. Not when you weigh how many properties, lives, and wildlands were saved. Portugal again leased the aircraft July 10 to September 30, 2007. During this period 58 fire-fighting flights were conducted with a total flying time of over 167 hours. 2,560 tons of water was dropped.

Italy, Portugal, Greece, Serbia, Indonesia . . . a number of nations see the value of leasing or buying these aircraft. More recently the two aircraft saw successful duty in the huge Mount Carmel forest near Haifa, Israel, in 2010. It would appear a cost-benefit analysis may be in order. This analysis, however, may have to wait a bit as they are still busy with mopping up actions on the several fires that remain problematical.

Then, before crunching numbers and analyzing the cost benefit of acquiring new air assets, it would probably be a good idea for them to take a few days off and rest up a bit.

The postal worker was touched. He showed the letter to all the other workers. Each one dug into his or her wallet and came up with a few dollars. By the time he made the rounds, he had collected $96, which they put into an envelope and sent to the woman.

The rest of the day, all the workers felt a warm glow thinking of Edna and the dinner she would be able to share with her friends.

The Escondido Police Department is reporting the arrest of two persons who are believed to be responsible for starting at least two fires in the area of South Escondido.

Escondido Police Officers contacted two persons matching the description not far from Westfield Mall. After questioning, both subjects were taken into custody for Arson related charges. One of the suspects arrested is a seventeen year old juvenile who resides in Escondido. The other suspect is identified as Isaiah Silva, 19 years old, of Escondido. Investigation is continuing.

I'd like to correct a few of the inaccuracies in Lackerdas' last two letters. To begin with, Lackerdas says that the separation of church and state is not codified in any law. This is false. It is actually part of the supreme law of the land: The United States Constitution. It's the first line of the first amendment. Lackerdas' second major mistake was to declare that atheism requires faith. This is insulting to both theists and atheists. Theists have faith in their god, and atheists lack that faith. Lacking a belief in something isn't a matter of having faith that it does not exist, it is a matter of lacking the faith and/or the evidence to believe it. Do Christians simply "have faith" there is no Horus, or Thor, or Ra? Or do they lack faith in those gods and have faith in their own? Atheists simply lack faith in Yahweh just like Lackerdas lacks faith in Quetzalcoatl.

Lackerdas stoops low when he tries to equate atheists and secularists with easily subjugated Marxists. To suggest that people who are indoctrinated into a religious dogma are freethinkers while those indoctrinated into a secular dogma are slaves undermines what few good points he is actually making. Religion has been used to control the masses for all of human history, as have non-religious institutions. A dogma is a dogma. All human rights are given and taken away by people. That's why human rights change from era to era, and region to region. Did I miss the part about the Miranda Rights in the bible? How about the 13th Amendment? Was it god that freed the slaves, or was it people?

Despite what the people making the laws might say, all rights are alienable. That's why they need protection. Rights are not supernatural. I'd like to ask Mr. Lackerdas what "science based religion" he is referring to. Science is a system of knowing based on observation and experimentation. This doesn't fit any definition of religion that I can find. Is math a religion, too? Lacking a religion is not a religion itself.

No one is trying to scrub religious expression from public life. The issue is that city council time is being used to proclaim one religion over all others. It is a waste of council time, and it is illegal (both in the letter of the law, and in precedent, which Lackerdas simply ignores). Some of us are simply trying to maintain the separation of church and state that is codified in the first amendment of our constitution. These people I have no patience for or with. If and when caught, they should be given stiff sentences in prison.

The law provides for stiff sentences but all to often judges are persuaded by slick talking attorneys who specialize in arson defense to hand out probation or allow arsonist to plead to a lesser charge.

California Arson Laws Penal Code 451 and 452 PC spells out the punishment available for judges to consider.

The punishment for arson charges in California depends on (1) the type of property at issue, (2) whether or not someone was injured, and (3) whether you set the fire deliberately or only "recklessly."

The pictures throughout the photo gallery we’ve developed all tend to show one consistent thing . . . firefighters in an absolute, utter state of exhaustion. Lucky to grab an occasional rest, if really lucky, an all too brief nap.

The penalties for arson can include substantial state prison time ... and may even include the penalties associated with murder if a victim of the arson is killed.

They eat on the run, work steadily for eight, 10, 12 hours a day. Hard, physical labor, slamming a pickaxe or mattock or shovel into the ground, hauling heavy firehoses, suffering intense heat, and just plodding on, plodding on ... until the job is done.

If convicted of felony arson, penalties can include sixteen (16) months to nine (9) years in the California State Prison (or sixteen (16) months to three (3) years in the state prison if convicted of attempted arson. One would hope if a felony arson is committed the judge will sentence the felon to the full maximum term in prison.

Chairside Bleaching has the advantage of allowing multiple applications to remove the more stubborn stains in your mouth. At – Home Bleaching – These products are gels or strips

containing different concentrations of carbamide peroxide (10%, 16%, 22%). The gels are most effective when used with custom-fitted mouth guards which hold the gels against the teeth. For those with teeth severely stained, home trays can be used beforehand to help condition teeth for better results at chairside. Floppies, back-up hard drives and “flash” drives are “non archival.” They are electromagnetic and subject to deterioration. For storing more dynamic or larger files, “cloud storage” (like Carbonite, Drop Box etc) is more reliable than a back-up drive for several reasons. It’s automatic and doesn’t depend on your remembering to do it. It won’t get a virus or crash. You can’t drop it and ruin it. At $60/ year or less “the cloud” is an inexpensive way to ensure against data loss.

You must also have passwords for applications that your PC normally remembers for you like your E-mail, WiFi, Outlook/Outlook Express/Win Mail/Live Mail etc. Do you know where all your passwords, discs and product keys are?

Lets say your hard drive died. You got a new hard drive, reinstalled the OS and device drivers and downloaded your files from the “cloud” or your backup device. All your files are back on the hard drive but not your programs. Quick Books, Ancestry.com, MS Office, Picasa, iTunes, Hallmark or any programs that contain files must be reinstalled before you can access them. You will need to re-load the drivers for printers, cameras and any other peripheral devices that you use. That means you must have installation discs and/or the product key to authorize a download from the Internet.

A Redneck from Texas walked into a bank in New York City and asked for the loan officer. He told the loan officer that he was going to Paris for an international redneck festival for two weeks and needed to borrow $5,000 and that he was not a depositor of the bank.

The bank officer told him that the bank would need some form of security for the loan, so the Redneck handed over the keys to a new Ferrari. The car was parked on the street in front of the bank. The Redneck produced the title and everything checked out. The loan officer agreed to hold the car as collateral for the loan and apologized for having to charge 12% interest.

If you do it, you have only yourself to blame but when your brother-in-law does it, the ties that bind families together may suffer. If you really must allow others to use your PC with any kind of frequency we recommend getting a “guest drive.” It costs about $100 to set up but it can pay for itself many times over. Julius Rosenberg was originally recruited by the Soviet secret police in 1942. According to his former handler, Alexandre Feklisov, Julius provided thousands of Top Secret documents including missle plans of which an upgraded model was used in 1960 to shoot down Gary Powers’ U-2 spy plane. Among the most damning information in the Soviet cables named Julius Rosenberg as the head of the A-bomb spy ring. While this fact wasn’t proven during the trial, Feklisov’s confirmation a half-century later quells those who said the Rosenbergs were dupes. According to Feklisov in recent years, Julius was responsible for passing a complete set of design and production drawings for Lockheed’s P-80 “Shooting Star” fighter planes, the first operational jet in the U.S. Air Force.

Julius and Ethel Rosenberg were the only two American civilians to be executed for espionage during the Cold War. The judge held them responsible not only for espionage, but also for the 50,000 U.S. deaths of the Korean War. The Rosenbergs were held up as example of “scapegoats’ by those against their convictions. The “Red Scare” dominated the next four decades. The federal government did not have an electric chair, so the one at New York state’s Sing-Sing prison was used. Adding to the controversy was the execution itself. Eyewitness testimonysaid Julius died immediately from three series of electric jolts, but Ethel was still alive, requiring two more jolts.

The Rosenbergs’ two sons spent years trying to prove the innocence of their parents, but after Morton Sobel confessed in 2008, they acknowledged their father had been involved in espionage, but maintained they were not involved in passing A-bomb secrets.

Education Foundation Launches 50/50 Together Fundraising Campaign - Carrying out its mission to support innovative learning in Escondido’s public K-8 elementary and middle schools, the Escondido Education Foundation’s (EEF) second annual campaign, “50/50 Together,” enters its final phase in May and June 2014. I would not want to see our open spaces completely abandoned in an effort to forestall future disasters. But in the face of changing weather patterns that threaten to make wildfire danger increasingly prevalent, it’s time to more closely examine--and possibly change--development and building standards to mitigate their unintended consequences.

Last Saturday night a driver lost control of his car, swerving onto a sidewalk in Rancho Bernado, hitting and killing a 62-year-old woman. Following the accident, the driver took off.

The woman and her husband were walking on the north sidewalk of Rancho Bernardo Road at Bernardo Center Drive about 8:20 p.m., according to San Diego police. A car described as a smaller, silver car was headed west

when it suddenly veered to the right, rolled up the curb and hit the woman, but not the man, police say. The woman died at the scene.

Police had no description of the care except that it would be missing its outside passenger mirror and have front-end damage.

Police say that the pedestrians, who were walking toward a restaurant, were where they should have been, and the driver had no reason to veer onto the sidewalk in the well-lit area. The investigation continues.

CITY OF SAN MARCOS TRANSNET AND TRANSPORTATION IMPROVEMENT PROJECTS

NOTICE IS HEREBY GIVEN that on May 27, 2014, a public hearing will be held with respect to the City of San Marcos adoption of the TransNet Local Street Improvements Program of Projects for fiscal years 2015 through 2019. The voters of San Diego County approved the TransNet Ordinance and Expenditure Plan on November 4, 2004 and provides that the San Diego Association of Governments (SANDAG), acting as the San Diego County Regional Transportation Commission (“Commission”), shall approve a multi-year program of projects submitted by local agencies identifying those transportation projects eligible to use transportation sales tax (TransNet) funds as an element of the Regional Transportation Improvement Program (RTIP), which is required by law to be developed and adopted by SANDAG every two years. The TransNet revenues are apportioned to each local agency based upon the following formula: (i) each agency receives $50,000 annual funding base; (ii) remaining revenues are distributed on a formula of the agency’s population and miles maintained. SANDAG has provided a forecast estimate of annual TransNet revenues per local agency for fiscal years 2015 through 2019, which subsequently has been programmed in the RTIP update. All projects to be considered for TransNet funds AND any transportation projects that are regionally significant capacity increasing, regardless of funding sources, are required to be included within the 2014 RTIP. The 2014 RTIP is scheduled for adoption by the SANDAG Board of Directors on September 26, 2014. The City of San Marcos is submitting nineteen (19) transportation-related projects for inclusion within the 2014 RTIP and they are: Via Vera Cruz Bridge and Street Improvements; Bent Avenue Bridge; Discovery Street Improvements; San Marcos Boulevard Complete Street; Richland Elementary School Improvements; Borden Road Widening and Improvements; Street Maintenance Operations; Citywide Traffic Signals; Armorlite Complete Street; San Marcos Bicycle and Pedestrian Plan; Palomar Station Bridge; Creekside Drive; San Marcos Creek Bridge at State Route 78; Street Improvements and Widening on Barham Drive; Street Improvements: Discovery Street; Borden Road Street Improvements and Bridge Construction; Woodland Parkway Interchange Improvements; South Santa Fe from Bosstick to Smilax; Grand Avenue Bridge and Street Improvements.
