The Vista In Bloom project is a public art program intended to transform City-owned traffic signal boxes into distinctive works of art, creating a more vibrant, attractive cityscape.
This program is under the direction of City Council and is facilitated by the Public Arts Commission and City staff.
The program celebrates local artwork, deters graffiti, and involves residents in contributing to the beautification of the city. Artists will receive a stipend of $100.
This covers time, labor, and materials. Please note that the City of Vista will not provide paint or materials.

Greetings Escondido,
As I write this, the 4th of July is still very fresh in my mind. Growing up in Greater Philadelphia, the Declaration of Independence and its meaning/purpose was discussed a lot in school. As we know, it was a legal argument for why the colonies should separate from England. In the context of the day, it was a pretty bold move. I think a lot of us take all the things that happened since for granted but we shouldn’t, the goodness of America was not automatic.
I still read it on occasion. The arguments it makes for why the colonies should leave are very valid today. It is almost a value statement that you might see in a company. But one of the things that has always impressed me is that the signers didn’t agree on a lot of things, but were still able to work together.
When I see and hear the tribalism in the media today, I sometimes wonder what would those signers think. Would they ask us to be more civil in our discourse, would they ask us to seek more common purpose. I think they would have. A lot of divisive issues were not worked out in the beginning. It was far from a perfect start, but somehow, they managed to keep the dialogue going with the intent of making a better country. I think that is still a good lesson for us today.

What, exactly, is this “Sponsor a Fresh Start” program?
This program goes by different names from one animal shelter to another around the country. At your Rancho Coastal Humane Society in Encinitas it’s called “Fresh Start. The goal of Fresh Start is to find homes for pets who need a little extra boost. It encourages potential adopters to give them a second look then give them a fresh start.
The Fresh Start program identifies cats and dogs waiting longer than expected to be adopted. When you sponsor a Fresh Start, you’re helping to create a package that includes treats, toys, and, in some cases, follow up classes with professional trainers. An adopter might be more likely to take home a pet when they know that it will leave the shelter with all the basics (collar, leash, harness, etc.) as well as continued train-

Through the first 150 years of its independence, America’s three branches of national government were basically an interlocking “good ole boys network” made up of the America’s “white male gentry.” Political movements and issues came and went but the collegial atmosphere promoted compromise, good will and gentlemanly conduct. The 19th amendment in 1920 giving women voting rights and was the beginning of a historic change in the make-up of our federal government. The impact of woman’s suffrage and civil rights legislation continued to erode the white male GOB network throughout the 20th century.
Other changes were in the wind. Southern Democrats from the mostly rural south were much more conservative than their big city brethren in the north-east. Conversely Republicans from the populous northeastern states tended to be more liberal than Western and Midwestern Republicans. As a result, in passing legislation the majority party could rarely rely on “block voting” from its members. Most successful legislation was passed by a coalition among members of each party resulting in a majority vote. By the end of the 20th century, Republicans had mostly replaced the once “Solid South” of conservative Democrats and the liberal North-eastern Republicans had given way to more party establishment Democrats. Both parties had become less diverse in politics and more monolithic in political direction and the stage was set us on our present perilous course.

In recent years the professionals running the DNC (Democrat National Committee) have become far more skilful in utilizing technology to achieve their objectives than their counterparts in the RNC (Republican National Committee). Some of the factors that have helped them hone their skills are their decades of success in controlling politics in major cities and more populous states. The fact that Democrat politicians tend to enter politics in their early years, regarding politics as a life-long occupation rather than a civic duty. The Democrat’s strong influence within the academic community facilitates supportive research and early indoctrination of the young.
The main objectives of the DNC and the Democrat party are no longer issue oriented. The sole objective of the DNC today is to gain and maintain political power. Political power provides wealth, security and all the good things in life. These are the reasons that we go to work, build businesses and save for a rainy day. It is a basic human need. Issues like climate change, diversity, social justice and others are simply metrics used by DNC analysts to determine winning strategies. As with any business, the ultimate success is the achievement of a monopoly position where bothersome competition is eliminated. As Americans we have learned that monopoly positions in business must be broken up or tightly regulated in order to insure that consumer’s needs are met. Governments are responsible for ensuring that monopolies do not become predatory, but when a governing party becomes a monopoly there is no mitigating power and the result is tyranny.

Ever since I can remember I’ve had the burning desire to discover new places, new adventures. Because of this, I set out to discover a new country . . . and I was successful. I even ventured inland a great many miles where I discovered a place I called Minnesota. “This,” I thought, “would be a great place for Scandinavians.” So I headed back to Norway to recruit settlers. While I was gone, some clown named Columbus claimed he discovered America. Life ain’t fair. Except life also gives us The Paper. UNTIMELY ANSWERED PRAYER During the minister's prayer one Sunday, there was a loud whistle from one of the back pews. Tommy's mother was horrified. She pinched him into silence and, after church, asked, 'Tommy, whatever made you do such a thing?'
