Air travel today often is less enjoyable and far more hectic than in “the old days.” Once upon a time there was an air carrier that had a reputation of being “the fun airline” – the “World’s Friendliest Airline” and, it was.

Kenny Friedkin founded PSA in 1949, with a $1,000 monthly lease of one Douglas DC-3. This lone 1935-era two-engine plane made a weekly round-trip flight from San Diego to Oakland, with a stop-over in Burbank. At first reservations were taken from San Diego by using a World War II surplus latrine, refitted as a ticket office.

Friedkin was born in New York City during World War I. He and his

parents moved to Kansas, and later San Diego, California. He got interested in aviation after he saw an air show in San Diego at the age of 8.

Friedkin obtained his pilot license at the age of 17. In 1945, he opened a flight school called the PlosserFriedkin School (later named the Friedkin School of Aeronautics).

The parent company to the school was Friedkin Aeronautics Inc. But, the school was not making enough profit, so he tried numerous business methods from aerial fish delivery to banner-towing with the help of his comrades J. Floyd Andrews

and Bill Shimp.

Friedkin tried to build a charter airline called Friedkin Airlines, which flew between San Diego and El Centro, but it was a failure. Using the lessons learned from that abortive attempt and receiving advice from a travel agent, Friedkin and his wife, Jean, created Pacific Southwest Airlines. The airline was a huge success, and gave Friedkin Aeronautics Inc. a profit.

by 1955, the young airline had two Douglas DC-4, four-engine planes purchased from the long ago, almost forgotten Capital Airlines.

The DC-4 was the stalwart aircraft carrying coal, food, clothing during the “Berlin Airlift” when the German city was cut off from the West by the Soviet Union.

PSA, ever the airline of innovation, painted black-lined boxes around the DC-4 windows to make the aircraft appear more like the newer, advanced Douglas DC-6.

In January 1958, it scheduled 37 DC-4s a week Burbank to San Francisco (29 of which originated in San Diego) and four nonstop flights San Diego to San Francisco; the fare from Burbank to San Francisco was $9.99. United Airlines, Western Airlines and TWA at that time were operating a combined total of 241 nonstop flights each week from Los Angeles to San Francisco with 49 flights a week being operated from Burbank to San Francisco. About half of these flights operated by the competition were First Class only ($22.05); the rest carried coach passengers for $13.50 (all fares operated by interstate air carriers were subject to 10 percent federal tax.)

Later in 1958 PSA shifted some flights from Burbank to Los Angeles International Airport; that year it carried 296,000 passengers.

In late 1959 PSA began flying Lockheed L-188 Electra turboprops configured with 92 seats and a sixseat lounge, replacing 70-seat DC4s. Boeing 727-114s, Boeing 727214s, and Boeing 737-214s.

By the 1960s, PSA had grown into a fleet of Lockheed L-188 Electras on the San Diego-San Francisco route; later during that same decade the Electras were replaced with the faster and larger Boeing 727s and 737s.

In 1962, Friedkin died at the age of 47 of a cerebral hemorrhage.

His wife, Jean, died the following year.

I am walking in the woods. I am going to a place where I have fished for a lifetime. I used to call this spot my “Honey Hole.” It’s a secluded place on the bay where live oaks drape over the water and the crushed beer cans are plentiful. I love it here.

I have made many important decisions at the Honey Hole. This was where I decided to apply for college.

This was where I cried when a girl broke my heart. This was where I officially gathered my courage before asking Jamie Martin to marry me.

When I was sad, I would visit this shore and somehow feel hopeful again. Hope can be a fleeting thing.

Trying to recapture it is like trying to catch a gnat with a pair of Barbie tweezers.

As a young man, I would sit on an overturned five-gallon bucket, holding a rod, listening to the sound of my spinning reel, and shutting off my brain.

She then said "I have been here for 15 years and I have never seen you around!".

He then said "I have been in prison for the last 17 years!".

She was stunned and finally asked him what he had done. He said that he had murdered his first wife!

She was stunned again and after a long pause she said... "So you're SINGLE?"

flying time between Los Angeles and San Francisco was scheduled for 60 minutes while Burbank-San Francisco was 55 minutes. In 1966 PSA started flying to San Jose, and in 1967 to Sacramento Executive Airport; later that year PSA and other airlines moved to the new Sacramento International Airport.

Ontario was added in 1968 and Long Beach, Fresno and Stockton in 1971-72.

In the Los Angeles Times’ news section “Opinion L.A,” the newspaper called PSA "practically the unofficial flag carrier airline of California for almost 40 years,” was the first large discount airline in the United States. It was called "The World's Friendliest Airline.”

Accordingly, the company painted a big smile on the nose of all its airplanes, dubbing them the “PSA Grinning Birds.”

Starting in 1974 PSA briefly operated several wide-body Lockheed L-1011 TriStar jetliners for two years before deeming them unprofitable and parking them. PSA's L1011-1s were unique in having lower deck seating.

The L-1011s flew intrastate routings of Los Angeles-San Francisco, Los Angeles-San FranciscoSacramento and San Diego-Los Angeles-San Francisco. PSA was the only intrastate airline in the

Kathy’s Legacy is also resolved to establish a support system for victims and their pets to coshelter when leaving an abusive situation. In the meantime, they are fostering pets long-term while vic-

The Lake Tahoe Airport, located in the Sierra Nevada Mountains, did not allow scheduled airline jet operations until the 1980s although Pacific Air Lines briefly operated Boeing 727-100s into Lake Tahoe in 1966. PSA never again served Lake Tahoe after retiring its Electras.

Airline deregulation changed the playing field for the nation’s air carriers, especially for PSA. The San Diego-based airline changed from an “intrastate” carrier to an “interstate,” expanding its destinations to Reno, Las Vegas, Salt Lake City, Phoenix, Tucson, and Albuquerque.

Later the route system was expanded even further to Portland, Bend, and Medford, Oregon, and on north to Seattle and Bellingham, Washington.

The intra-state strategy had avoided the steep costs from federal regulation. This business plan later served as the model for Texas-based Southwest Airlines, doing in the Lone Star State what PSA had done in California. Following the Airline Deregulation Act of 1978, PSA expanded to other destinations, eventually operated international service to Cabo San Lucas, Mazatlán, and Puerto Vallarta in Mexico.

Local A-frame Building Made History - Valley Center can lay claim to a number of architectural wonders and dramatic custom homes, many by world-known architects and designers, but it also can now boast that it was home to the first-ever commercial A-frame building approved by the County of San Diego. The fact was recently discovered by researchers at the Valley Center Historical Society whose archive is at the local History Museum.

An intense airfare war ensued among PSA, Air California, Western Airlines, and United Airlines, with no apparent winner.

PSA began to expand beyond its reach with hotels and a number of other non-aviation ventures, overlooking “what brought ‘em to the dance,” that made the airline quite successful – that of serving the North American West.

With no apparent winner in the airfare war, Western Airlines merged with Delta, and AirCal was purchased by American Airlines. An hour after the AirCal-American merger was announced, the coveting eyes at USAir agreed to purchase PSA. However, by 1988, the PSA flag and routes had disintegrated into USAir’s system; PSA’s San Diego repair and office facilities were abandoned with equipment and operations moved to USAir’s east coast hubs, thus erasing San Diego’s original “hometown airline” from the skies.

In 1986, PSA expansed into USAir. That Pittsburgh-based air carrier wanted the lucrative California routes. The Eastern carrier set about buying San Diego’s airline.

In 1986, PSA became the first of two airlines that were bought, or merged, into what was then USAir, followed by Piedmont Airlines in 1987. It was the beginning of a series of take-over musical chairs

For years, the A-frame was a familiar site atop a hill on Valley Center Road at Lilac Road. Razed several years ago, it was home to Parsons Realty.

The late Ruth Tilton Parsons, who began selling real estate from her Lilac Road home in 1954, realized at the time that she had a prized location and the turquoise-painted A-frame would be a landmark, with her name boldly mounted at the top -- 25 feet above ground level. She even paid for the street lights at the intersection outside her landmark office.

At the time, County engineers determined the stresses involved and ordered an eight-inch slab instead of the normal four inches.

Special straps at the corners secured the building to the concrete so the building would not blow over in the wind. From the time the A-frame opened for business in 1959 until it was razed, it held. The site remains vacant.

I hear their little voices reverberating across the water, happy and strong.

The last thing I want to do is interrupt them. It’s not polite to interrupt a man when he’s fishing. So I listen to their conversation: “What time we gotta go home?”

“Four. My mom makes me help with dinner.”

“My mom gets mad when I’m in the kitchen, and she’s like, ‘Quit eating all the dang pickles!’”

“My mom lets me cut stuff with a knife sometimes. You wanna come over for dinner?”

“I have to ask my dad.”

“We’re having chicken. Mom doesn’t know how to make anything but chicken.”

Boyhood is beautiful. The lull of their gentle conversation is one that’s familiar to my ears. I remember the cadence of childhood. I haven’t forgotten its language. I could probably even participate in their conversation if they gave me the chance. But I never get the chance anymore.

ESCONDIDO OFFICER INVOLVED SHOOTING UPDATE

On September 17, Johnathan Carroll, a 38-year-old resident of Escondido, fired two pistol rounds from his vehicle at another car. One bullet went through the victim’s car door and struck the victim in the back, as he was driving on Pennsylvania Avenue from Ash Street. The victim is 20 years old and he had a 15-year-old passenger when they were shot at. Two shell casings were found at the scene.

The victim called 9-1-1 and told the police he had been shot and gave the police the suspect vehicle description and the license plate number. The suspect vehicle was a white Mercedes GL450. The victim was treated at PMC for a minor gunshot wound and released. There is no known relationship between Carroll and the shooting victim.

A registration check of the license plate provided by the shooting victim revealed that the registered owner was Carroll, who also had a listed address in Escondido. An Escondido Police Officer spotted Carroll driving his Mercedes in the area of his residence. Officer Chandler Hoppal got behind Carroll’s Mercedes and he activated his emergency lights. Carroll did not stop but instead accelerated and a high-speed pursuit ensued, at times reaching over 100 miles per hour. Carroll crashed his Mercedes while negotiating a right turn from Bear Valley Parkway to Encino

Drive. Carroll’s vehicle collided with a raised concrete curb that disabled his vehicle. Officer Hoppal positioned his vehicle behind the disabled Mercedes and exited his police car. Officer Hoppal was the only police officer at the scene at that moment and additional officers were still responding.

Within seconds, Carroll opened his driver’s door and began to exit his car with a gun in his hand. Officer Hoppal fired 12 rounds at Carroll striking him in the head, arm and abdomen. Carroll fired his handgun twice. One round struck his own car and the other round was not accounted for. Two shell casings from Carroll’s handgun were located at the scene. Carroll was transported to Palomar Medical Center where he was pronounced dead.

Carroll’s gun was a 9 mm non-serialized semi-automatic handgun commonly referred to as a “ghost gun.” When the gun was examined it was missing four bullets from the magazine. An additional non-serialized handgun was located in the glove box. A non-serialized AR style rifle was located in the rear storage area. There was one loaded rifle magazine and several hundred rounds of 9 mm and 40 caliber ammunition in the car.

Officer Hoppal was not injured in the gunfight and he is currently on administrative leave per Department Policy. Officer Hoppal has been an officer with the Escondido Police Department for

Saucering: Does anyone still do it?

I remember as a young lad, about a hundred years or so ago, that my grandma Tollefson and many of my aunts and uncles in Minnesota, and some in Nebraska, would "saucer" their coffee.

You'd pour a cup of hot coffee then tilt your cup and let coffee run into your saucer, presumably to cool.

Then you would sip it from your saucer.

Haven't heard or seen of that practice for years. I suspect this was a midwestern thing, perhaps brought over from the Scandinavian or Germanic countries. Don't recall ever seeing it in California. >Anyone familiar with this practice? And is it still done? In

Tom has a storied career in journalism. He’s been a reporter, columnis, editor and has also emptied a few wastebaskets, as have I. He handled the publicity for the movie “Some Like It Hot” when it was filmed at the Hotel Del and he handled publicity for the Hotel Del as well. He’s hobnobbed with the stars, has hundreds of stories to tell and occasionally tells them within the pages of The Paper.

ESCONDIDO ‘SHOULDER TAP’ OPERATION

On September 21, the Escondido Police Department conducted a Shoulder Tap Operation. Shoulder Tap Operations are when minors stand outside stores that sell alcohol and ask adults to buy them alcohol. These types of operations are part of a program utilized by ABC and local law enforcement agencies used to detect and deter shoulder tap activity. State law prohibits the furnishing of alcohol to a minor, which is a misdemeanor violation of Business & Professions Code 25658(a). as well as her companion, Cindy.

Both of these pups are rescues. We adopted them about 11 years ago.

They are now getting into their latter years but are still just as loving as the day we got each of them.

They like daddy . . a lot. But they LOVE mommy (Evelyn). Cindy tends to grieve when Evelyn is away from the home for more than a day. She thinks either Evelyn has abandoned her . . or perhaps Evelyn has been injured and is not coming back home. I shall journey over to the Madison Mansion twice a day, or more, and see that the pups and the cats get fed . . and the pups get to romp in the back yard for some exercise.

As I write this Evelyn has not yet left . . . and I miss her already.

She’s the glue that keeps everything together within the mammoth and hallowed halls of The Paper.

Can’t wait for her to get back from Oklahoma. And the girls (our pups) will eagerly await her return as well.

•••• Speaking of Evelyn, and I just was, her state’s football team is doing a lot better than the state in which I grew up. Evelyn is an “Okie,” I’m a “Husker.”

Oklahoma barely beat my Huskers in a very close game . . then the Sooners went on to beat West Virginia while Michigan State snatched victory away from my Huskers and put the game away with an overtime field goal.

Sharp. Provocative. Top Shelf reporting! And your lead-in quote to your story ("I Want My Country Back") was a stroke of pure genius on your part because it powerfully set the emotional stage for your insightful narrative which followed. As national polls show, we're all mad as hell at the sheer stupidity and needless loss of American lives due to the anachronistic "political correctness" which neuters our military war machine.

You see, most folks don’t know of a closely held secret about Ms. Evelyn. Everyone thinks she’s this sweet, genteel, prim and proper lady.

What they don’t know isthe US Government hired her to teach Marines how to fight dirty.

••••• A few weeks ago I learned that I could no longer wear any of the three pair of long trousers I owned.

Either they shrunk a great deal or I need to lose weight.

And so I’ve gone on a diet.

Cutting out all breads and pasta (and I love pasta!) . . . eating smaller portions, mostly protein. So far I’ve lost about 8-10 lbs. It varies from day to day. The first 10 lbs. or so are relatively easy to lose as they are mostly water.

But once you remove the excess water from your body that’s when the weight loss tends to slow down.

Good friend, Bruce Krider, lost 60 lbs in six months. He’s promised to come into town (from Palm Springs, his new home) and take me under his wing with tips, diets, and exercises. He tells me I will lose 40 lbs before the end of the year.

That’s only about three months. I look forward to the challenge and look forward to spending time with Bruce. (Bruce is the former Chair of the Palomar Medical Board).

By some observers, the purchase of PSA by USAir was a result of “overreach.” The airline was involved in too competitive markets beyond California and no doubt helped lead to the airlines’ demise.

The PSA acquisition by USAir was completed in 1988. In 1997, the airline changed its name to US Airways. In 2005, after its second bankruptcy filing, the Phoenixbased America West Airlines acquired US Airways, continuing with the AWA name until it merged with American Airlines in 2013, making the latter giant carrier the world’s largest. It was as if PSA had never existed. But it did and in this hectic day of air travel, PSA has been sorely missed ever since.

With the merging of PSA into USAir, the 1980s and ‘90s - those two decades became an era of musical chairs in the sky. While it appeared PSA was gone, in a way it continued. In November 1995, the PSA name was given by US Airway to Jetstream International Airlines, reportedly a one-plane operation that seldom flew. The “new” PSA Airlines came into existence so that US Airways could “preserve” the once proud PSA trademark it had purchased. US Airways had acquired Jetstream International in 1987, when it was a subsidiary of Piedmont Airlines.

Engineers and architectural buffs may be interested to learn that the first modern A-frame in the U.S. was designed by noted Los Angeles architect Rudolph Schindler in 1936. The concept had been long known in the South Pacific and Europe.

PSA Still Exists

Today, PSA lives on flying as a feeder airline for the “American Eagle” flag. In November 1995, USAir had renamed Jetstream International Airlines to PSA Airlines to protect the trademark of “Pacific Southwest Airlines.” The “new” PSA also moved its corporate headquarters to Vandalia, Ohio. By March 1996, the airline had transitioned to a fleet of Dornier 328 aircraft. In February 1997, USAir changed its name to US Airways and PSA began operating under the US Airways Express brand.

Today, PSA Airlines is an American Airlines regional carrier headquartered at Dayton International Airport flying under the American Eagle brand for American Airlines. PSA is a wholly owned subsidiary of American Airlines Group.

The new PSA Airlines operates an all-jet fleet consisting exclusively of Canadian-built Bombardier regional jet aircraft. The company has more than 5,000 employees, operating more than 800 daily flights to nearly 100 destinations for American Airlines under the American Eagle brand.

In August 2015, PSA Airlines announced a maintenance base would be established at Cincinnati/Northern Kentucky International Airport.

In August 2016, PSA Airlines announced a new 45,000-squarefoot maintenance base would be opening in late 2016 at the Greenville-Spartanburg International Airport.

The “Other” San Diego airlines

There was yet another local airline that could be in the skies above San Diego. Back in 1978, North County entrepreneur Ted Vallas of Encinitas purchased an East Coastbased American Inter-Island Airlines from parent company American Airlines, which operated throughout the Virgin Islands and other Caribbean islands. After two years, Vallas moved the air carrier’s St. Croix repair and office facilities as well as the fleet of Convair aircraft to San Diego, merging it into Air Resorts Airline.

Beginning in 1980, and the next 17 years Air Resorts operated as a scheduled air carrier from San Diego International Lindbergh Field with a perfect safety record.

But, due to rising costs and competition, Vallas shutdown and discontinued operations in 1997.

“Back in 1980, I wanted to operate Air Resort flights from Carlsbad’s Palomar Airport, but things weren’t right for that facility because of a heavy schedule of private business jet training at that airport, so we flew our operations from San Diego International Lindbergh Field.”

Resorts airline was flying to Santa Barbara, Burbank, Las Vegas, Palm Springs, Cabo San Lucas, and Tucson. The airline’s 14 Convair 440 planes flew regularly scheduled routes as well as a number of charter flights for the Navy and various college athletic teams.

The late Ted Vallas Because of a series of business setbacks Air Resorts ceased operation out of San Diego International, but Vallas hasn’t given up on a “resurrection.” He may have been on the verge of creating a new carrier flying under the trademark of California Pacific Airlines based at North County’s Palomar Airport in Carlsbad.

“I always admired the way PSA operated their early operations before they tried to go beyond California,” Vallas said. “Back then PSA really did put the smile into flying. If and when we get into full operation here at California Pacific Airlines, we want to put that PSA smile back into today’s air

travel experience.” But those painted-on “smiles” of PSA won’t be on any CPAir planes as USAir/USAirways cleverly trademarked them.

After a number of abortive attempts and business setbacks, Vallas was confident CPAir would finally get off the ground.

“Reports of our demise have been greatly exaggerated,” Vallas said in 2016, stealing a famous quote from Mark Twain.

But it wouldn’t be until November 2019 that CPAir finally lifted off the runway from Carlsbad, albeit ever so briefly.

The prospects of any future homebased airlines for San Diego County are limited, at best.

Carlsbad’s Palomar Airport could handle no more than two scheduled airlines and that might be too many. The only facilities that would be left in the county are: Otay Mesa on the Mexican border adjacent to Tijuana International, and Gillespie Field in El Cajon.

San Diego’s Lindbergh Field is at capacity. It is one of the few major airports in the nation operating with only a single runway. Heavy airliners like the Boeing 747 can’t take off from Lindbergh with a full fuel load due to the runway’s limited length (9,400 feet). At one time in recent years, British Air operated an international flight schedule from Lindbergh Field to London, but on the round trip returning to England, their Boeing 747s had to land in Phoenix to take on a fullload of fuel before starting the long, 12-hour flight to London. A full-load of fuel from San Diego is said to make a 747 too heavy to lift from Lindbergh’s single runway.

The newer, more efficient Boeing 777 however has altered that problem.

Because of its “single” runway, requiring planes to fly low over the city’s skyline, San Diego International has been dubbed in some aviation circles as one of the 10 most dangerous airports in the world. However, one airline pilot explained San Diego actually is one of the safest because pilots are all too aware of the hazards flying “tree-top” over the city’s skyline.

“There’s no such thing as a ‘routine’ landing at Lindbergh,” he said.

Down through the years with all of Pacific Southwest Airlines ala USAir ala US Airlines ala Jetstream International ala American Airlines’ musical chairs, with occasional bankruptcy filings and management changes, the moniker ‘PSA” flying under the American Eagle trademark has little or no longer meaning to San Diego County. Today, go to any of the Eastern states where PSA flies the American Eagle banner and you won’t find too many who will know what “PSA” stands for … and, it’s doubtful anyone will know those letters were once emblazoned

on a smooth-running, inexpensive and easily accessible air carrier that heralded the proud trademark of a great California airline.

In 2015, PSA’s legendary founder Kenny Friedkin was inducted into the International Air & Space Hall of Fame at the San Diego Air & Space Museum. The popular airline he started remains in the hearts of those of us who can recall making those quick trips up and down our coast on PSA’s “Grinning Birds.”

Alas, PSA, we knew ye when.

As for California Pacific, after years of struggling, the fledging airline got off the ground for one month in 2019. CPAir flew a schedule of six flights a day during the month of November, but financial difficulties and Federal red tape grounded Ted Vallas’ dream, never to fly again.

He died in November 2020, just five months shy of his 100th birthday. With his demise the dreams of a great number of local business associates and investors went with him.

I don’t know how it happened. One day I was reading Superman comics; the next day I had lines around my eyes and osteoarthritis around L5 and S1.

When people get older we don’t get all jazzed up about little things like we used to. Grown-ups talk about mortgages, headlines, and how complicated it is going grocery shopping during a pandemic.

But I remember earlier days. I remember passing idle hours discussing the intricacies of my mother’s meatloaf, my disgust for red cabbage, and the veritable hell that is congealed salad.

The boys’ laughter is so loud it’s probably scaring the fish. I am about to walk away to give them privacy, but something inside me is moved, seeing them shoulder-to-shoulder. A white kid and a dark-skinned kid.

They are happy. They are cheerful.

And they are sharing. I needed to see this.

Last night, I turned on the TV to see sadness on every channel. So I switched to international channels. I was hoping to see a British mystery, or a period drama, or at the very least a cooking show. But there were riots on those channels.

The two boys are sharing a bag of Cheetos.

The blonde kid reaches into the bag, removes a handful, eats it, then licks his palms. The other kid reaches into the bag and does the same. They keep doing this: eating, licking, eating, licking, etc. It’s pretty gross.

But it makes me smile. Because I finally realize what I am seeing here.

Preventing wildfires

2020 was California’s worst year ever for wildfires – 33 people died and 4.2 billion acres burned. This year is on track to be even worse.

Thankfully, the Legislature has responded to this crisis with a historic investment in wildfire prevention and response. With $200 million per year in ongoing funding, California’s land managers and firefighters will have the resources to turn the tide against our state’s deadly wildfires.

Until recently, this funding was in doubt. The Governor’s budget proposal contained little for wildfires, and the Legislature cancelled a hearing to review strategies for wildfire prevention.

In response to these concerning developments, I joined members of my caucus to advocate for solutions that will protect property, animals and the environment, and most importantly, save lives. Our proposals would secure badly-needed funding and encourage better vegetation management.

Specifically, we asked for three things: · $500 million for Fire Prevention and Forest Health Grants,

· An exemption from red tape that slows down these projects, and

· $200 million per year for the next five years for wildfire prevention and mitigation.

Through our advocacy, the $200 million in ongoing funding was included in the state’s updated budget.

Still, there is much work to do.

An ounce of prevention is worth a pound of cure – especially when it comes to wildfires. For example, California’s 2020 budget included $203 million for fire prevention, but spent $2.3 billion on wildfire response.

While the $200 million per year we secured is a good start, California must continue investing in fire safety and make it easier to reduce fuels that feed these blazes.

As fire season approaches, there is no more critical public safety issue than preventing and suppressing wildfires. I will continue working with colleagues from both parties to ensure we have the resources to prevent wildfire disasters.

As we head into fall (where did the time go) I wanted to give you some updates at the County of San Diego.

We have made a major step in our fight against COVID with the introduction of monoclonal anti-body treatment. This treatment prevents the virus from attaching to the cells and replicating or spreading. The one-time treatment typically has people feeling better by 24 hours and studies have shown a reduction of hospitalizations and deaths by 85%! The key is to catch it early.

Also, at our last Board meeting, I was happy to support and vote in favor of moving forward with plans to legalize microenterprise home kitchen operations (MEHKOs). The ordinance would create economic opportunities for small-scale, home-cooking operations and it would also legalize food businesses

that have been making and selling food from home illegally. I will keep you updated with the progress as County staff now have 120 days to return to the board with a draft of the ordinance.

Lastly, just a reminder about the County of San Diego’s Rental Assistance for Small Landlords (RASL) program, which helps eligible small-scale, independent, property owners who are experiencing significant rental payment shortfalls from their tenants due to COVID-19 impacts.

The program assists landlords who are not able to access any other source of governmental COVID-19 financial assistance that would compensate for lost rental income.

Q: Earlier this year, PayPal charged me $100 for a donation to PayPal to a person I did not recognize. I could not find out anything about the person through an online search.

I did not make the donation. I disputed the transaction immediately, but PayPal responded with a message that "we’ve determined there was no unauthorized use."

I sent an internal message to PayPal to protest its decision. Two months later, PayPal responded, saying that "the decision made at the conclusion of a buyer claim is final and can only be appealed if new information is presented which was not considered during the original investigation."

Can you help me get my $100 back, please? -- Jon Lau, San Francisco

A: PayPal should be able to protect you against unauthorized charges to your account. Specifically, <a href="https://www.paypal.com/us/ webapps/mpp/paypal-safety-andsecurity">PayPal promises</a> that you can "contact us if anything seems suspicious so we can help you protect yourself from fraudulent charges against your account."

Which is what you did.

So what went wrong? It's difficult to tell based on your correspondence with PayPal. The company rarely says anything specific when it comes to fraud. All I know is what you told me: You had a mysterious charge from someone you didn't know. You asked PayPal for help. And PayPal sided with the fraudster.

A few things are clear. First, you may have had a security issue -maybe a compromised password or some other security vulnerability. It looks as if someone authorized that transaction. According to PayPal, that someone was you. But of course, it wasn't you.

Another thing: You were dealing with lower-level employees (probably computer-generated responses) who were not really reading anything you were saying. It's unclear what "new information" you could have provided.

I think you should have contacted someone at a higher level at PayPal. I list the names, numbers and email addresses of the <a href="https://www.elliott.org/company-contacts/paypal/">PayPal executives</a> on my consumer advocacy site, Elliott.org. A brief, polite email to one of them might have led to a successful resolution.

I contacted PayPal about your $100 charge. A representative responded, "We looked into this one and positively resolved it for Mr. Lau. Our dedicated Customer Service team has reached out to him with education about his case." Your money has been returned.

Q: Last year, I reserved a tour through Paddywagon, an Irish tour operator. I prepaid $1,219 for a two-day Wild Atlantic Way tour of the Irish countryside.

We could not go because of the pandemic. I sent an email canceling the tour in May, more than 28 days before the tour started. Under the terms of the tour, we qualified for a full refund.

Paddywagon acknowledged the cancellation immediately but has claimed ever since that they cannot issue a refund until they are allowed access to their offices in Dublin.

I can see no reason that the company would not have access to their funds to issue a refund. I have emailed Paddywagon multiple times, and they always respond with the same excuse.

An Actor Who Was The Unlikeliest of Heroes

One of Hollywood’s venerable stars, who was featured in dozens of movies, television and radio shows was a highly-decorated U.S. Naval officer during World War II. Edward Albert Heimberger had a very long resume that included being a businessman, insurance salesman, nightclub singer, circus performer, Army intelligence agent, pioneer television star, Hollywood character actor, environmental activist, and World War II decorated Naval hero.

A: Paddywagon should have refunded your tour quickly, as promised. By the time you contacted me, the company had your money for nearly a year.

That's way too long, even in a pandemic.

Before I continue, I want to acknowledge that some may find the term "paddy wagon" disrespectful. As someone with Irish heritage myself, I understand. It is, nonetheless, the name of the tour operator.

By the way, you chose a terrific tour.

The Wild Atlantic Way is a guided road trip through the Irish countryside.

Highlights include Cliffs of Moher, Ring of Kerry, Killarney and Dingle Peninsula. I'm sorry you missed it, and I hope you get a chance to go back and see that part of Ireland.

I reviewed the paper trail between you and the tour operator. Paddywagon responded to all of your email queries, explaining that it couldn't begin processing refunds until the Irish government began allowing people to return to work.

"Refunds must be done securely using the office equipment which cannot be removed from the building to allow for processing refunds remotely," a representative explained. "We wish to assure you that your refund is in the queue and will be processed as soon as it is safe for us to return. Please note, due to the high volume of refund requests we have received, it will take some time to get through the backlog."

You were losing your patience -- and with good reason. By the end of the paper trail, you threatened to contact me. And that's exactly what you did. I have mixed feelings about that. On the one hand, I don't like to be brandished like a weapon, but on the other hand, I'm glad you reached out to me. One year really is too long for a refund.

Actor, Eddie Albert

Better known in TV and movie audiences as “Eddie Albert,” he was born April 22, 1906, in Rock Island, Ill. He was nominated twice for Best Supporting Actor (Roman Holiday, 1954; The Heartbreak Kid, 1973), and appeared in some 90 television productions. Among his many top film performances include “Brother Rat,” “Oklahoma,” “Captain Newman, M.D.,” and “The Longest Yard.”

Prior to the War, Albert had toured Mexico working as a clown and highwire artist with a Circus, but secretly, he worked for U.S. Army intelligence, photographing German U-boats moored in Mexican harbors.

As a teenager, he went to Central High School in Minneapolis and joined the drama club with schoolmate Harriette Lake (later known as actress Ann Sothern). They graduated in the class of 1926. Then Albert entered the University of Minnesota, where he majored in business. After graduation, he embarked on a business career, but the stock market crash in 1929 left him unemployed. Albert stopped using his last name since it invariably was mispronounced as “Hamburger.” He moved to New York City in 1933, where he co-hosted a radio show. After the show's three-year run, Albert was offered a film contract by Warner Bros.

Albert became one of the earliest television actors, performing live in one of RCA's first television broadcasts.

Albert wrote and performed in the very first teleplay, The Love Nest, which was aired “live” on Nov. 6, 1936.

In 1938, he made his feature film debut in the Hollywood version of “Brother Rat” with Ronald Reagan and Jane

Wyman, reprising his Broadway role of "Bing" Edwards.

On Sept. 9, 1942, Albert enlisted in the United States Navy and became a commissioned officer. He was awarded the Bronze Star with Combat "V" for his heroism during the 1943 invasion of Tarawa. As commander of a landing craft, Albert, under heavy enemy fire, rescued 77 Marines stranded offshore.

After the war, Albert starred in “On Your Toes.” Back on Broadway he did hit shows such as “The Seven Year Itch” (1952–1955) and in 1960 Albert replaced Robert Preston on Broadway in “The Music Man.”

In 1965, Albert starred in “Green Acres,” co-starring Eva Gabor as his urbanite, spoiled wife. The show was an immediate hit. Then, in 1975, Albert starred in the popular crime drama “Switch” as a retired police officer, Frank McBride, who goes to work as a private detective.

In his personal life, in 1945, Albert married Mexican actress Margo María Castilla. They had a son, Edward Jr., in 1951, who also became an actor. They adopted a daughter, Maria, who became her father's business manager.

In 1980, Margo Albert died from brain cancer.

In his final years, Albert suffered from Alzheimer’s. Edward Jr. put his acting career on hold to care for his father.

Albert senior died of pneumonia in 2005 at the age of 99. He is interred at Westwood Village Memorial Park Cemetery, next to his late wife and close to his Green Acres co-star Eva Gabor. Edward Jr. died a year after his father, suffering from lung cancer. He was 55.

But, more importantly, some popular actors put on a uniform to serve in a variety of ways:

James Stewart, Clark Gable, Ronald Reagan, William Holden, George Gobel, Gene Autry, U.S. Army Air Corps. Charles Durning, Mel Brooks, Hugh Martin, Audie Murphy, George Stevens, William Wyler, U.S. Army.

Victor Mature, U.S. Coast Guard; Henry Fonda, Robert Montgomery, John Ford, Johnny Carson, U.S. Navy.

David Niven, British Royal Army; Ian Fleming, Leslie Howard, British Secret Service. Tyrone Power, Lee Marvin, Ed McMahon, George C. Scott, Brian Keith, Gene Hackman, U.S. Marine Corps. Sterling Hayden began in the U.S. Marine Corps, but was transferred to be an agent in the OSS, (forerunner of the CIA).

Lew Ayers, a conscientious objector, served in the U.S. Army Medical Corps. He was awarded three combat battle stars. And, many of the other Hollywood actors as well were awarded Bronze Stars combat ribbons, along with a few Purple Hearts. Audie Murphy was the highest and most decorated in all services during WWII, and didn’t become an actor until after the War. Bob Hope and hundreds of other USO members and entertainers went to all areas of combat throughout the world to entertain the troops from 1942 through 1945. That period was the last time so much of the acting world was united in War efforts.

Making Roads Safer for Drivers

We’re creating safer roadway travel for our residents and visitors in Vista and one way is with radar speed display signs. The driver feedback signs, are traffic calming devices designed to slow cars down by making drivers aware when they are driving at speeds above the posted limits. The interactive sign only displays the speeds to approaching motorists driving over the speed limit, otherwise they stay dark. These signs are being used on the main roads in Vista and have been effective in slowing down speeding motorists. Providing information to drivers about their speed limits in real time gives them an opportunity to be aware of their speeds and to slow down if they are over the limit.

Together, we can keep our roads safe.

How do you make your technology product decisions?

Of all the consumer electronics products, those relating to computers, communication and the Internet are the least understood by the general public. The technologies behind Smart TVs, tablets, smart phones, PCs and their related gadgets, gewgaws, gimcracks and play-pretties are mysteries to most. We use them and spend a lot of money on them, but we really don’t understand the technology.

How do the technology giants demonstrate their products technological superiority over the competition when consumers can’t comprehend the technology? The answer is that they don’t even try. Their consumer electronics ads focus on “image building” rather than technology. They appeal to emotions, not logic. Selecting Apple products will

make you young, hip, urban, unique, exciting and cool as opposed to being a trite, Windows techno-dunce.

Apple spends millions to be sure you see an Apple logo on nearly every PC on TV and in the movies. This enhances the notion that everyone who is anyone uses Apple computers.

In reality, Apple has less than a 10% share of the personal computer business. Technology company ads rarely compare functionality with competing products. Instead they try to convince you that using their products will make you smart and attractive while the competition caters to subhuman, doofus, knuckle draggers.

Our occasional negative comments on products and services offered by retail giants Best Buy and Costco or consumer brands like Apple, Dell, HP and Lenovo might seem a trifle self-serving but we just can’t help ourselves. We feel compelled to serve as a beacon of truth and justice for the millions of loyal readers who rely on us to “tell it like it is.” Only a small percentage of the general public understands technology well enough to stand up against the predatory promotional business practices of the “big boys”. The rest of you are easy prey for their cleverly disguised misinformation campaigns. It’s our job to save you

Even when advertisements address some aspect of technology, it is typically superficial and non-technical in nature. They create “buzz words” to identify a technology associated with their product and then hype the buzz word. Apple hypes “Retinal display” screens and “iSight” cameras, yet these components are actually prod-

ucts sold to Apple by competitors Samsung and Sony. It seems unlikely that Samsung and Sony sell Apple better screens and cameras than they use in their own products. Intel creates product esteem and demand for their CPUs through image advertising and repetition, not by comparing technology head to head with their competition, AMD. Four ding-dongs and an “Intel Inside” slogan say nothing about product technology but the public perception of value that Intel creates through repetition enables them to charge premium prices for their CPUs. In reality AMD consistently beats Intel handily in price and performance.

Most consumer buying decisions are a result of image advertising and/or misinformation. Lenovo, HP and Dell together sell 70% of the World’s PCs. They use the same component

sources and the same Asian contract manufacturing facility that manufactures Apple’s PCs. There is little difference in the price, service or warranties among them. Your decision as to which product to buy is not likely based on a logical analysis of competitive features. Your decision will be an emotional judgment based on whichever company has created the most favorable image in your mind.

That’s how they spend their billions on media advertising.

Success in a small business like The Computer Factory is based on face to face relationships. We can’t oversell our products or services and expect to stay in business. Regarding the article " I Want My Country Back" by Colonel John Holly in the September 23 issue of The Paper, I first want to commend Colonel Holly’s service. The troops in Vietnam were as brave as any other ones in other wars.

What angers me about S Vietnam, is that its government was incredibly corrupt. When JFK was assassinated, America had 16,000 troops there - Special Forces. The S Vietnamese Government was stealing from the peasants, who were barely eking out a living. It gave birth to the Viet Cong-S Vietnamese Communists allied with North Vietnam.

America ended up bearing the brunt of the fighting in a war that was unwinnable. Whenever a country doesn't have the support of its people, its not going to win a war.

Many times, American troops would destroy a village to kill the enemy. Makes me think of the words of a Roman named Seneca "We Made A Desert And Called It Peace."

Many times America has given lots of aid to tyrannical dictators as long as they support Americas policies.

Case in Point-Cuba. America had Sugar Plantations, Gambling Casinos there, and would ignore the injustices committed by Batista, who ruled Cuba with an iron fist, and it was ripe for revolution when Castro came along.

In 1966, America was giving lots of aid to Brazil, whose government was barring free elections, committing human rights abuses, etc. Then when Brazil had a disagreement with a privately owned American oil corporation, LBJ threatened to cut them off without a penny. Yerrick served 24 years in the U.S. Army, in various capacities. He is a college graduate, and husband to Katherine who he met in Grand Rapids, Michigan.

Following retirement from the Army in 1989, he spent 10 years in the trucking industry until moving to San Diego in 2007. In 2009 he started an auto detailing company, retiring in 2017.

He has volunteered with the Retired Senior Volunteer Police Patrol of San Diego and American Cancer Society Discovery Shop in Rancho Bernardo. Yerrick became a fulltime volunteer for the Convention of States Project in December 2014.

A relentless goal setter, family man and community contributor, he wants to bring everyone around him along for the journey and the prize.

The meeting opens at 11:30am at Bernardo Heights Country Club, 16066 Bernardo Heighs Blvd, Rancho Bernardo, with lunch from 12noon to 12:30. Cost is $35 for lunch and in-person with Fred Yerrick.
