DATELINE: SAN DIEGO COUNTY. It is another beautiful Fall day in San Diego, during this month of December of 2021.
It is also the height of the Holiday Season.
Thanksgiving has passed and now the spirit of Christmas is in the air, along with charity and goodwill towards all. As you exit your car, you begin The Paper - 760.747.7119

loved ones, in her shoes, and your spirit aches to no end.
You see a pregnant woman, a forlorn mother with an innocent child at her feet, and she’s holding a crude cardboard sign with simple black crayon lettering: PLEASE HELP US! GOD BLESS YOU!
It is soul-crushing, and you give as much hard cash as your heart begs of you.
Then, your whole worldview suddenly changes.
The scene torments you.

You’re well aware that you’ll never forget what you’ve just seen.
Upon exiting the supermarket, feeling good about yourself, and pushing a shopping cart full of Christmas blessings, including a huge Butterball Tom turkey . . . you suddenly see a most surreal scene.
The homeless, impoverished, and abandoned pregnant woman, along with her young child – whom you cheerfully gave $60 – just entered a parked, late model luxury Mercedes Benz with a man at the wheel, both laughing as they count the money from panhandling, before finally driving off! Sadly, this sacrilegious scamming of the public is nothing new to San Diego County. Aside from our own region, it is now happening all over America,

In a recent report to Fraud Magazine: “Con artists and fraudsters often are pathological and express little emotion or remorse about their crimes. There is a growing trend of schemes designed to target (and exploit) a vulnerable and transient population: the homeless.” Completely unknown to many people, such scams may seem trivial but, in reality, they can produce large amounts of daily revenue into the wrong hands.
SAN DIEGO ‘PANHANDLING SCAM’ BY PREGNANT WOMAN GOES VIRAL AROUND WORLD. In this particular San Diego scam, repetition begat carelessness and carelessness would prove to be her downfall. Repeating her scam caused her to lower her guard against carelessness, as revealed in an investigative report by San Diego’s KGTV-10 which initially broke the news to a shocked and disbelieving audience. The San Diego ‘Homeless Panhandler Scam’ went viral on the world’s internet, and grew further legs with the Associated Press releases, as well as Reuters World News Outlet.

It was sounding a bit like an old Ma and Pa Kettle movie here this morning:
Hey, Ma! (From my bed, all covered with nice, warm blankets)
Yes, Pa? (Puttin' on lipstick and rouge and all that stuff women wear . . .) You been outside yet?
No, Pa, just fixin' to take the trash out and take the dogs out. Why, Pa?
Just figurin' when you get back in, it'd be nice if you could come over her by my bedside, Ma. Really, Pa? Why?
Well, if I touched your skin and it was wet, I'd figure it was rainin' out. If it was cold, I'd figure it's a might chilly, and if it was nice and warm, well, you know, I figure it'd be a mite pleasant weather. Before I get out

Not exactly the worldwide image San Diego County’s Visitor & Tourism Department is proud of or, understandably, wants publicized.
With various heart-tugging encore ‘performances,’ different witness saw the same panhandler and child at various places.
The final curtain came down on this particular scam artist when she was again spotted, this time at the Eastlake Village Center in Chula Vista, where she became a familiar sight for more than two months. According to KGTV local news: “The woman’s boyfriend would join them on the weekend. The woman would hold a cardboard sign that said: PLEASE HELP, and plenty of people did.”
Each time she was spotted leaving in a brand new luxury Mercedes Benz.
One witness, Melissa Smith, told the newscast: “They were leaving and I noticed they went into a Mercedes Benz. I thought, ‘Wow! A brand new Mercedes Benz?!’ “Lo and behold, they were in front of us. Here they are counting money, laughing. Their little boy is in the front seat with them.” As the witness begins taking photos

The last thing I want to do is sound like an old fart. But some things cannot be helped.
Yesterday I was fiddling with my truck radio dial, looking for classic Christmas tunes, but I couldn’t find any. Only new stuff. Here it is December and the only festive music I found on the airwaves was Beyoncé having a vocal seizure. I finally turned the radio off and drove in silence like a true geezer.
That’s how geezerhood starts, you know. First it’s complaining about current music. Next thing you know it’s early dinners and Ensure mealreplacement shakes.

They have iTunes, Spotify, and streaming service subscriptions coming out their earholes.

Just last year, on September 27, 2020, another San Diego County fraudulent ‘homeless’ panhandler scheme, dubbed “The BMW Scammers,” were caught and identified. Investigation revealed that they made as much as $500 per day. SUCH SCAMS REALLY HURT THE REAL HOMELESS PLIGHT. It must be pointed out that homelessness in San Diego County is a very real and serious condition which city officials are earnestly trying to rectify.
The dishonest ones, who are misrepresenting themselves as being homeless, or impoverished, are not only hurting the plight of individuals who truly need our help, but they are beginning to raise the hackles of the homeless community, itself. As one homeless person in San Diego bitterly complained, “It burns my butt because they (the imitators) make it bad for the people that are really struggling and really trying to get somewhere.”
According to various city statistics: “1 in 4 panhandlers meet the clinical definition of being an alcoholic

DO SUCH HOMELESS SCAMS REALLY GENERATE LARGE SUMS OF MONEY? Just weeks ago, on November 11, 2021, a national crime study (estimated) that fraudulent panhandling can generate an average of $45,000 annually by people who are far from being homeless and far from being poor. People who really know how to hustle the system can make far greater sums than that. As research reveals, unlike genuine homeless people who are often impoverished, weak, sick, and malnourished with very little stamina, “professional scammers can stand all day panhandling and know how to ‘hustle’ the public and strategic spots to drive to- and-from, covering greater distances and different lucrative places. Oftentimes driving in rental cars or luxury automobiles.”
CBS NEWS REPORTS WHEELCHAIR FAKE PANHANDLER MAKING $100,000 A YEAR. According to a CBS news report, a man openly confessed to feigning mental illness while sitting in a wheelchair and became, in his own words: “Really good at duping people by faking mental and physical disability.”

So here’s a concept: Why not play some music for us? Bring back the Christmas classics of yore, I beg of you, Mister DJ. More Sinatra; less Brittney.
Once upon a time, our radios played a Christmas lineup that never changed. It was the same topforty Yuletide mix each year, the same tunes your great grandfather listened to while fighting the Mexican-American War. And it worked.
This music was a yearly tradition. It was the soundtrack of the allAmerican middle-class childhood. During the holidays when the radio played in the old station wagon, an automobile whose only seatbelt was Mama’s right arm, it played the overture to our season: “All I Want For Christmas is My Two Front Teeth,” and “I’ll Be Home for Christmas” and “Frosty the Snowman,” and of course, Gayla Peevey’s masterstroke, “I Want a Hippopotamus For Christmas.”

SUBJECTS ARRESTED IN TENT WITH DRUGS AND FIREARMS
On November 22, police officers from the Escondido Police Department responded to an anonymous tip of a subject selling drugs who was also in possession of a firearm. The subject was reported to be living in a tent on California Transportation (Cal Trans) property on the side of Highway 78 in the area of the 800 block of Metcalf Street in Escondido.
Officers contacted two people in the tent and saw a weapon in plain view. Detective Chris Naranjo obtained a search warrant for the tent and seized two handguns, ammunition, Hydrocodone pills, fentanyl, methamphetamine, heroin, and ecstasy pills. Police arrested Teron Armstrong, a 37-year-old resident of Escondido, for possession of narcotics for sale, possession of a controlled substance while armed with a loaded firearm, possession of a controlled substance for sale, and felon/addict in possession of a firearm. Randy Peltier, a 34-yearold resident of Escondido, was arrested for felon/addict in possession of a firearm. Both subjects were booked into Vista Detention Facility.

PALOMAR HEALTH CEO DIANE HANSEN AWARDED 2021 BUSINESS WOMAN OF THE YEAR BY SAN DIEGO BUSINESS JOURNAL
Palomar Health CEO Diane Hansen has been awarded 2021 Business Woman of the Year in the large company category by the San Diego Business Journal. Each year, the San Diego Business Journal recognizes dynamic women business leaders and their significant contributions to San Diego’s workplaces and communities. Diane was nominated by her team not only for her leadership and ideals, but also because of her many noteworthy accomplishments to elevate Palomar Health in all areas. Hansen started with Palomar Health as EVP and CFO in 2012 and stepped into the President and CEO British... all rose and perished within 240 years. They were not conquered by external enemies; they rotted from within.
America has now passed that 240 year mark, and the rot is starting to be visible and is accelerating. Not just America ... this is applicable to the western world. We are past the Mercedes and Land Rover Years ... the camels are on the horizon.
Man About Town THE CAMELS ARE ON THE HORIZON
The founder of Dubai, Sheik Rashid, was recently asked about the future of his country, and he replied: "My grandfather rode a camel, my father rode a camel, I ride a Mercedes, my son rides a Land Rover, and my grandson is going to ride a Land Rover...but my great-grandson is going to have to ride a camel again”. Why is that, he was asked?
And his reply was, “Hard times create strong men, strong men create easy times. Easy times create weak men, weak men create difficult times. Many will not understand it, but you have to raise warriors, not parasites."
And add to that the historical reality that all great empires...the Persians, the Trojans, the Egyptians, the Greeks, the Romans, and in later years, the
The greatest generation consisted of 18 year old kids storming the beaches at Normandy.
And now, two generations later, some 18-year-old kids want to hide in safe rooms when they hear words that hurt their feelings.
They also want free stuff from the government because they think they are entitled to it. The "camels are on the horizon" for sure.
Something to ponder? History has a way of repeating itself. •••• I was saddened but not surprised to learn of the death of Senator Bob Dole, the often fiery Republican Party stalwart and presidential hopeful who espoused a brand of plain-spoken conservativism as one of Washington's most recognizable political figures throughout the latter half of the 20th century.

At that time, the health system was struggling, contemplating mergers, and needed to make big and bold changes to become a viable and competitive public healthcare district. She did just that and so much more, while implementing a completely new leadership style focusing on quality, employee engagement and patient satisfaction. After just nine months, she completely proved her ability to be strong and forward-thinking for one of the largest health districts in California within one of the most competitive markets of San Diego.

“Diane has moved mountains at Palomar Health in a short 3.5 years. She’s taken on challenges, worked through a global pandemic and tackled situations that most private healthcare systems never have to face,” says Linda Greer, Palomar Health Board Chair. “She is not afraid to make the difficult decisions and remains focused on the greater needs of the community to ensure the public healthcare district will be around for generations to come. She leads with compassion, integrity and trust, and Palomar Health is a better organization under her leadership.” advanced lung cancer.
A presidential candidate in 1996 Dole lost, in my judgment, because he listened to political “handlers” and put on a political face instead of the face and voice of Bob Dole. No matter which side of the aisle you were on you always knew where Bob Dole stood. Except when he campaigned for president. Had he remained true to himself on the campaign trail and spoke and acted like Bob Dole we may have had a totally different look to the presidency.
So much for listening to political “experts.” Dole had been seriously wounded in WWII and over the past few years had been hit with a series of medical problems. He was a good man. A damned good man.
Sorry to see him gone. •••• Seems we are losing more and more of our WWII warriors. First, Senator Bob Dole and now Army Col. Edward Shames, the last remaining member of World War II's 'Band of Brothers,' who also died at age 99. Shames was the last surviving officer of the historic World War II parachute infantry regiment of the US Army known as Easy Company.
During World War II, Shames "was a member of the renowned Easy Company, 506th Parachute Infantry Regiment, 101st Airborne Division now known globally as the 'Band of Brothers.'"

The story of Easy Company was later immortalized in the HBO miniseries "Band of Brothers," based on The New York Times bestseller by Stephen E. Ambrose.
His obituary tells us Shames "was involved in some of the most important battles of the war. He made his first combat jump into Normandy on D-Day as part of Operation Overlord," according to the obituary. Shames "gained a reputation as a stubborn and very outspoken soldier who demanded the highest of standards from himself and his fellow soldiers," it said. "In Germany, he was the first member of the 101st to enter Dachau concentration camp, just days after its liberation." When Germany surrendered, Shames "and his men of Easy Company entered Hitler's Eagle's Nest where" Shames "managed to acquire a few bottles of cognac, a label indicating they were 'for the Fuhrer's use only,' said the obituary. "Later, he would use the cognac to toast his oldest son's Bar Mitzvah," according to the obituary.
After the war, Shames worked as an expert on Middle East affairs with the National Security Agency. He later served in the US Army Reserve Division and retired as a colonel. And so we bid farewell to two magnificent warriors . . . two guys who represented the best of America at a time when we needed men like them to win a god-awful war. I can’t help but wonder, “where are we headed with today’s warriors? Are they made of the right ‘stuff.” Time, I’m afraid, will tell.

Homeless Panhandlers? Continued from Page 3
(http://www.cbsnews.com>news>s cammer-claims)
The fraudulent Kentucky panhandler, identified as Gary Thompson, now in his late 30s, has been arrested by Lexington police several times. He has been charged with begging, trespassing and theft by deception. According to the report, “It’s all an act that Thompson said he is proud of.”
And Thompson, himself, is quoted as proudly declaring: “I’m really good at it, really good! I clear about $100,000 a year doing this.” Thompson, who can walk, travels around Lexington, Kentucky, in his wheelchair asking for money from shoppers.
However, Thompson’s family told WKYT-TV that they have had enough of his games. For now, Thompson shows no shame for how he makes money in his panhandling scheme. “Yeah, it’s fun!” he says enthusiastically. “It sure makes me money!”
Unfortunately, Gary Thompson has learned to hustle the sentiments of innocent people who only had good intentions in their hearts.
“I mean, people give money to people in wheelchairs that are handicapped,” says Thompson. “I’ll just not act retarded anymore and get their money. I’ll just act normal. I am normal. It just helps to be mentally handicapped.”
Now that Thompson’s story has made the news, countless Lexington residents feel crushed that their charitable intentions were exploited in a most vulgar and obscene way: exploiting the real homeless people, and hurting the real cause.
How does Thompson feel about the outpouring of grief and brokenhearts he has left in his wake by scamming them? Thompson said he is going to keep scamming people even though he has already been to jail and his act has now been exposed on the print and visual news media.
Says Thompson, “If my luck runs out in Lexington, I’ll just move on to another city. I gotta go, y’all. I got to make some money!” (https://www.cbsnews.com/news/sc ammer-claims-he-pulls-in-100k-ayear-panhandling/) HOMELESS STATISTICS IN NORTH SAN DIEGO COUNTY. Real homeless people on the streets without proper shelter, nutrition, and protection from the natural elements, etc., is a very real problem in North San Diego County, as it is everywhere else.

Here is a brief overview, with approximations for our North San County cities with homeless populations. This overview is, by no means, complete.
THE FOLLOWING DATA IS FROM THE “2020 POINT-INTIME COUNT.” This Point-inTime (PIT) is an annual survey of homelessness conducted in the county during the last week of January. It is coordinated by the Regional Task Force on Homeless (RTFHSD.org) and can be viewed on Escondido’s official website: https://homelessness.escondido.org / ESCONDIDO HOMELESS POPULATION. Of its North County counterparts, Escondido has the highest total homeless population, estimated at 429. The city of Escondido has many teams and partners working together to tackle homelessness at all levels.
ENCINITAS HOMELESS POPULATION. A Point-in-Time-Count conducted on a single night in January of 2020 by the Regional Task Force of the Homeless reported an estimated total of 80 homeless people living within city boundaries, 58% of whom live without shelter on the streets, beaches, parks, and canyons. OCEANSIDE HOMELESS POPULATION. An estimated 408 homeless population.
CARLSBAD HOMELESS POPULATION. Estimated at 147 homeless population. (The 2021 Point-in-Time Count was scheduled to start in January. However, due to the Covid-19 pandemic, the traditional count has been cancelled for the year in order to protect the volunteers from further spreading COVID-19. RTFH will still complete a modified, sheltered PIT count. For more information, visit PIT 2021 #WeAllCountUPdate.)
VISTA HOMELESS POPULATION. According to last year’s January 26, 2020, report, it is very difficult to pinpoint how many people are without homes/shelter in Vista. The city of Vista adopted its Strategic Plan to Address Homelessness in March of 2020. One of the more recent data on homelessness comes from a January 2020 count that (estimated) 51 people in Vista that were living without shelter, while a previous year found 122 people living outdoors. (Back in 2019, the regions’ “2019 Point-In-Time Count” (estimated) that 490 were unsheltered in Vista, CA at that time. (https://www.sandiegouniontribune.com>vista>story) ARE CHILDREN USED AS SYMPATHETIC PAWNS FOR PANHANDLING? Hard to believe such a question is warranted.
Yet, statistically, this is often the case. Just last year, in November of 2020, a Seattle news team watched in horror as widespread panhandlers with
children in tow, were going to cars all day long during the city’s second-worst air quality in the world. These children are often exploited to gain sympathy and that means added dollar income. Dr. Lelach Rave, one of the foremost pediatrician experts, was horrified.
“The children spent hours without masks, breathing smoke from the northern California wildfires. When you’re dealing with – especially – young children, where the tissue is sensitive and their respiratory systems are still developing, it’s even more dangerous,” Dr. Rave stated in disbelief and great concern. The children were not wearing facemasks during the COVID-19 pandemic.
“It’s risky for all of us to be out here without masks. I don’t know what’s behind why these moms are choosing to do this,” Dr. Rave said, incredulously. According to Secretary Ross Hunter of the Washington Department of Children: “Panhandling with a child is not abuse or neglect in and of itself. However, any time a passerby or law enforcement officer feels that a child is in danger at that moment, the appropriate response is to call 911.” DO FRAUDULENT SCAMMERS DRUG CHILDREN FOR ALLDAY PANHANDLING? In Snohomish, Washington, city leaders take a harder line than their Seattle city counterparts. City Mayor, John Kartak states: “I’m not comfortable with the idea of using children to panhandle. They shouldn’t be out there all day long being used to collect money.”
Seattle’s KIRO-7 news crew noticed the advantages of panhandlers with children and they are street-smart in realizing this exploitation, as one source commented: “Soft-hearted pedestrians were quick to respond with cash. Obviously, she had a child. So that made a difference.” News crews noticed that the women worked in tandem.
“I watch the vans drive around and pick them up and drop them off,” said one source.
Last year on downtown Seattle sidewalks, women worked in tandem, and with children. When a video of the panhandlers was shown to Secretary Ross Hunter, of the Washington Department of Children, Youth, and Families, Hunter’s response was only: “I’ve not seen this before.” In the video, while some of the children appeared alert, others were motionless.
In many cases children are suspected of being drugged in some fashion so that the panhandling mother is able to work throughout the day
without complications.
“The baby’s not waking up. Did you drug the baby?” asks one pedestrian, greatly concerned.
In the video the panhandler replies, “He’s sleeping.” The pedestrian is unconvinced: “Okay, wake him up for me. Show me he will wake up.” The video shows the child not able to wake up.
The pedestrian grows more concerned: “I felt like the kid was in peril. The child was totally flaccid.” (Flaccid is defined as: soft and limp, not firm. Lacking force, having weakness.)
Her concerns suddenly grow into anxiety as she later told KIRO-7 news, “There was no movement from this kid at all, and that’s when I decided to intervene– it was like my ‘mother bear’ instinct kicked in.” After watching the video, Ross Hunter of Washington’s Department of Children, said: “I’m concerned about that. It’s hard to imagine a baby doesn’t wake up, and I will go look into it.” KIRO-7 followed four of the panhandlers as they rendezvoused in downtown Seattle and counted a stack of bills before boarding a bus. On the bus, the four spoke among themselves while a boy played on an iPhone. The four talked about how much money they made. Though hundreds of dollars were plainly seen, one woman said, “We need more dollars.”
After a 70-minute ride, the women walked to an apartment complex where rent can be as high as $3,000 a month. Interestingly, when panhandlers with children appeared on streets in Snohomish, Washington, city officials were quick to offer assistance and even employment. None were interested.
All turned down any offer of help.
PANHANDLING PUBLIC SAFETY LAWS EVOLVING. The prevalence of street begging has necessitated new laws regulating such behavior. Such laws regarding panhandling near crosswalks and street median dividers, especially where there is heavy traffic, are to preserve human safety. Such laws are nothing new for San Diego County. For years now, such laws have been enacted here out of necessity.

Homeless Panhandlers? Cont. from Page 5
Back in 2015 a panhandler was killed by a driver in Escondido, California.
The victim was a 27-year-old woman soliciting for financial handouts at West Mission Avenue at Quince Street where she stepped off a center median and approached a pickup truck to receive money from the sympathetic driver. The good intention led to a fatality.
After receiving the cash donation she tripped on her return to the median divider and was accidentally run over by the trailer behind the truck, which was hauling concrete and sand.
She was pronounced dead at Escondido’s Palomar Medical Center. It is also against the law to solicit in any aggressive manner.
Earlier this year, a 34-year-old San Diego man was stabbed in the back at a 7-Eleven convenience store when he refused to give money to a panhandler. He was aggressively attacked from behind when he felt the cold blade of a knife plunge deep into his back. He was taken to a hospital with non life-threatening injuries and survived. He was one of the lucky ones.
Aggressive panhandling is becoming widespread.
In a Newsweek Magazine interview, billionaire Oprah Winfrey (estimated worth $2.6-billion), advised people to be cautious, saying that she will now “think twice” before giving money to a panhandler after a Baltimore woman was stabbed to death after donating.
Escondido’s police department’s website (police.escondido.org/panhandlers.aspx) discourages the public from giving randomly to beggars. It is not only a legal issue, it can be extremely dangerous, as noted above. FAMOUS PEOPLE WHO WERE ONCE HOMELESS. Homelessness is indiscriminate and can happen to anyone, especially now during the Covid-19 national pandemic. It may shock many today to learn that homelessness has even struck some of the most famous people.
Many famous people were once homeless and living on the streets. Mega movie-star and singer, Jennifer Lopez was once homeless. As was genius and Apple master-

An important voice for good governance
California’s State Auditor, Elaine Howle, is retiring after 21 years. The Auditor’s office is an invaluable resource, investigating inefficiency and waste, along with fraud and abuse in government agencies. Over the years, Ms. Howle has not shied away from some of the most contentious issues/failures of state government. Examples include probes into Department of Motor Vehicles (DMV), the Employment Development Department (EDD) and the state’s efforts to combat homelessness.
At the DMV, auditors found a wide range of “significant deficiencies,” including lack of adequate staffing, reliance on outdated technology, and even one DMV worker who slept on the job three hours a day for four years – with no consequences. The roll-out of Real ID magnified these problems, leading to excessively long wait times for many DMV customers. Another example is the EDD. Problems include at least $11 billion in fraudulent claims, with millions paid to prison inmates. The state audit led to significant reforms, including legislation requiring EDD to check claims
against inmate records.
As for California’s homelessness programs, the audit found we’ve spent $13 billion through 41 different programs in the last three years, though we still have the nation’s largest homeless population, and the problem is growing, not shrinking. There is no single entity directing the effort, there is no statewide strategic plan.
These are just a few of the problems and failures discovered by audits conducted under the leadership of Elaine Howle. The importance of her steady, trusted voice for good governance cannot be overstated – and this guidance must continue. That’s why several colleagues and I wrote a letter to the Joint Legislative Audit Committee requesting the appointment of a bi-partisan committee of one Democrat and one Republican from each house to vet prospective candidates. Elaine Howle leaves big shoes to fill; we must ensure the right person gets the job.
Assembly Republican Leader Marie Waldron, R-Escondido, represents the 75th Assembly District in the California Legislature, which includes the communities of Bonsall, Escondido, Fallbrook, Hidden Meadows, Pala, Palomar Mountain, Pauma Valley, Rainbow, San Marcos, Temecula, Valley Center and Vista.

The Most Expensive Transportation Project Ever
This Friday, December 10th, the SANDAG (San Diego Association of Governments) will be voting on the most expensive transportation project ever. More expensive than the international space station, SANDAG’s regional transportation plan is estimated to cost (in today’s dollars) $160 billion. Almost the entirety of the plan will focus on public transportation in the downtown-region of San Diego, meaning once again North County will be shutout.
In 2004, San Diego’s Association of Governments (SANDAG) came to elected officials and the voters of San Diego promising much-needed road and highway improvements. A proposed half-cent sales tax would generate $14 billion dollars, and would relieve traffic congestion, improve safety, and match state/federal funds to improve the following freeways: I-5, I-8, I-15, SR 52, SR 54, SR 56, SR 67, SR 76, SR 78, SR 94, SR 125, I-805. Sure, San Diegans would be paying the tax until 2048, but they would be getting the free improvements that were needed. 18 years later, 14 of the 15 freeway
projects that were promised, haven’t been fulfilled, yet San Diegans will be paying that tax until 2048. Now SANDAG is back, with their hand out, making the same old promises.
SANDAG has already spent a majority of the dollars from the 2004 sales tax and now is in need of more money to fund this ambitious plan. The following are proposed taxes coming to San Diegans: • ½ cent sales tax – 2022 ballot, no expiration • An MTS ½ cent sales tax (70% of the County) • Fee per mile driven 4.3 cents – o 2 cents regional o 2.3 cents State • Creating a new fee for ridehailing (UBER or LYFT) $1.25 solo ride; $.65 carpool • 819 miles of new managed lanes (toll lanes)
North County residents will feel the effects of these taxes, directly in their wallet, yet will continue to sit in traffic. I urge you to contact your local SANDAG official ahead of this vote and let them know this plan does not suit North County!

PROBLEM SOLVED BY CHRISTOPHER ELLIOTT
Q: I ordered a king mattress and frame and paid $3,400 almost three months ago from Amerisleep. After multiple delays from the stated twoweek delivery, I received the mattress and one twin frame about a month later. They then said another twin was on the way to "create" a king. I never received the second twin. They then offered to upgrade to their premium frame a few weeks later. I accepted the offer.
After multiple assurances that the frames were on their way, they were never shipped. FedEx picked up the single twin, then dropped it back off. I don't have a frame that fits the bed. At this point, I just want a refund for the entire bed. Amerisleep's response was to authorize a refund for less than half the total price ($1,680). That was a month ago and still no refund. There was no itemization for the credit nor a response to the other requests. Separately, another Amerisleep representative told me the bed frame is not returnable. The representative asked me to send a photo of the warranty tag and that they will arrange for either a pick-up or allow me to donate the mattress to a local charity. I have not heard from them since. Can you help me get a refund? -Todd Brown, Gainesville, Fla.
A: Of course, Amerisleep should have sent you the mattress and frame when it said it would. A three-month wait is unacceptable. I've reviewed the correspondence between you and the company, and it isn't clear to me why the company didn't deliver the frame when it said it would. Instead, it made promises it didn't keep, leaving you frustrated and sleepless. It looks as if you tried to send emails and initiated a chat through the Amerisleep page.
Amerisleep offers a guarantee on its products ("Sleep easy, we've got your back") that amounts to a limited 20year-warranty, but that assumes it has delivered the mattress and frame. There's no guarantee it will get the bed to you in a timely manner, only a vague assurance that your mattress and accessories will "usually ship within 3-5 business days." Maybe there should be a delivery guarantee. You could have appealed this service breakdown to a manager at Amerisleep. I list the names, numbers and email addresses of the <a href="https://www.elliott.org/compan y contacts/amerisleep/">Amerisleep customer service managers</a> on my consumer advocacy site, Elliott.org.
I contacted Amerisleep on your behalf. More than three months after your initial order, Amerisleep contacted you to arrange to have your mattress taken away and promised to refund your money.

TRAVEL TROUBLESHOOTER
BY CHRISTOPHER ELLIOTT
Q: Frontier Airlines canceled my flights from Minneapolis to Denver last summer. I requested a refund since the next available flights were significantly later. Consequently, these Frontier flight cancellations qualify passengers for a refund under Department of Transportation regulations.
I have spent hours on hold with Frontier and talking to agents. When Frontier canceled my flights, a phone agent said they were able to find all of the payments I made by credit card and that every single one would be refunded to my Visa. I don’t want or need any Frontier vouchers or flight credits. Several phone agents have assured me that they submitted a refund request and I should wait 7 to 10 business days for the refund to process. But I've been waiting for more than a year. Can you help me get my money back? -- Kristy Heer, Minnetonka, Minn. A: You're right. Under Department of Transportation (DOT) regulations, an airline owes you a refund if it cancels your flight. If you requested a refund, you should have received one within a week.
But it looks like there were a few complicating factors. You paid for your ticket with Frontier flight credits, which means you would have only been entitled to receive flight credits as a refund. It looks like a Frontier representative promised you a cash refund, even though you had paid with credits.
As a result, you received about $18 back from Frontier instead of the $253 you thought you would get. Making matters worse, it looks as if Frontier didn't even try to reissue your flight credit, so you ended up with $18 and no flight credits. That doesn't seem fair. After all, you didn't cancel the flight -- Frontier did. I reviewed the paper trail between you and Frontier. Nice job on keeping all of your correspondence, by the way. It shows you repeatedly asking for something you were entitled to -- a full refund. It also shows Frontier promising you that refund in writing. Why didn't Frontier do what it said? I'm going to chalk this one up to pandemic confusion. As a last resort, you could have reached out to one of the executive contacts at Frontier for help. I list the names, numbers and email addresses of the <a href="https://www.elliott.org/company-contacts/frontierairlines/">top customer service executives at Frontier</a> on my consumer advocacy site, Elliott.org. You can also <a href="https://www.transportation.g ov/airconsumer/file-consumercomplaint">file a complaint with the DOT</a>, which could have moved things along.

Historically Speaking by Tom Morrow
Dec. 7, 1941: ‘A date that has lived in Infamy’
It’s been 80 years this week since the Japanese sneak attack on Pearl Harbor which drew this nation into World War II. President Franklin D. Roosevelt told Congress and the American people Dec. 7, 1941, was “a date that will live in Infamy.”
had become bored and sought to experience the "Real West" in the notorious town of Tombstone in southern Arizona.
O'Neill took the opportunity to experience the local saloons before taking a job with The Tombstone Epitaph newspaper. By early 1882, he was back in Phoenix working as a deputy marshal. Later that year, O'Neill moved to Prescott, his home for the next 15 years.
O'Neill arrived in Prescott, continuing in his journalistic career, starting as a court reporter. He soon founded his own newspaper, Hoof and Horn, a paper for cattlemen and ranchers. In 1886, O’Neill became captain of the Prescott Grays, a local unit of the Arizona Militia. In 1888, while serving as Yavapai County judge, O’Neill was elected county sheriff, running on the Republican ticket. After his term as county judge was up, O'Neill was unanimously elected mayor of Prescott. In 1894 and 1896 he ran for Delegate to the Legislature of the Arizona Territory.
USS Arizona
While World War II officially began on Sept. 1, 1939, when Germany invaded Poland, the U.S. managed to stay on the sidelines until Japan’s Dec. 7, 1941 attack. The U.S. Navy’s bases in Hawaii, Guam, and the Philippines were major obstacles in keeping Japan from dominating all of the western Pacific region. The U.S. stopped Japan’s aggression six months later with the June 4-6, 1942 U.S. Naval victory in the Battle of Midway. It would take another four years for a final victory. Arizona’s ‘Rough-Riding’ Legend
Out of the untamed Wild West came a number of tales, legends, and an equal number of true stories. Few of those accounts would top the ones told about William Owen “Bucky” O'Neill – newspaperman, town marshal, judge, county sheriff, local militia leader, city mayor, and, captain in the famed “Roosevelt Rough Riders” of 1898.
Captain Bucky O’Neill
O’Neill was born the first of four children on Feb. 2, 1860, in St. Louis, Missouri. During the first part of 1879, when he was 19years old, O'Neill answered an item in the Washington Star newspaper calling for men to migrate to the Arizona Territory. He arrived in Phoenix riding a burro in September that same year. Upon arrival he was hired as a printer by the Phoenix Herald. By late 1880, O'Neill
During this time, one of his best friends was the infamous cattle regulator Tom Horn, who was hanged for murder in the Wyoming “Johnson County War.” In 1897, O'Neill helped introduce a bill in the Territorial Legislature allowing women to vote in municipal elections, however the U.S. Supreme Court dismissed the bill.
In 1898, war broke out between the United States and Spain. O'Neill joined Teddy Roosevelt’s all-volunteer Rough Riders, becoming Captain of Troop A. The Rough Riders landed at Daiquirí, Cuba on June 22, 1898. On July 1, 1898, the Rough Riders and the U.S. Army’s 10th Cavalry were stationed below Kettle Hill where O’Neill was killed. Col. Theodore Roosevelt, commander of the Rough Riders, wrote in his report about the death of his captain: “The most serious loss that I and the regiment could have suffered befell the captain just before we charged. O'Neill walked up and down his troops. His men begged him to lie down, and one of the sergeants yelled, ‘Captain, a bullet is sure to hit you.’”
As the story was told by his men, O'Neill took his cigarette out of his mouth, and blowing out a cloud of smoke laughed and said, “Sergeant, the Spanish bullet isn't made that will kill me.” Soon after a bullet struck him in the head killing him instantly.
O’Neill’s men buried him on the slope of San Juan Hill. After the war, his family and friends asked the War Department to find and recover his body. Despite it being eight months since his death, O’Neill’s well-preserved body was found, exhumed, placed in a coffin, and returned to the United States. He was reinterred in Arlington National Cemetery. The epitaph on his gravestone reads: "Who would not die for a new star on the flag?" On July 3, 1907, a monument by sculptor Solon Borglum was dedicated to O'Neill and the other Rough Riders in their memory on the lawn of the Yavapai County courthouse in Prescott. Some 7,000 people gathered to witness the unveiling. Borglum’s dynamic sculpture of O’Neil depicts a “Rough Rider” on horseback. This monument is a “must-see” when visiting Prescott, the one-time capital of the Arizona Territory.

San Marcos • Mayor Rebecca Jones Supporting our local nonprofits
I’m happy to report that the City of San Marcos’ $3 million COVID-19 Nonprofit Community Grant Program is well underway, helping San Marcos community nonprofits shine even brighter. The Grants Committee has awarded 33 grants to date, totaling $921,715, since the program’s debut in August.
The aim of the program is to offer assistance to essential nonprofits that serve San Marcos residents who have been disproportionately impacted by the pandemic. The overall funding objective is to touch every corner of the city by supporting nonprofits working to better the lives of San Marcos residents.
It’s not too late to apply - applications are still being accepted! You can find out all the details at www.san-marcos.net. The City of San Marcos will continue to award grants monthly until the $3 million of funding is exhausted. San Marcos is honored to support numerous nonprofits in our community!

Whenever your old man was openburning leaves in the ditch, Chuck Berry was on the transistor singing “Run, Run, Rudolph” while your sister played lead guitar on the yard rake. Escondido • Mayor Paul “Mac” McNamara Greetings Escondido,
I know a lot of this readership enjoy Facebook but I am not one of them. Too often I see comments from people who I assume are well intentioned but sadly woefully uninformed about the issue of the day. Candidly, and I say this with kindness, their comments exacerbate the challenge and don’t help the solution.
So, I’m going to ask everyone who feels compelled to comment on Facebook to take a breath and ask yourself can you prove your accusations. If not don’t make the situation worse by feeding fear. There is a big difference between the comment of the Gov’t is considering doing something and the Gov’t shouldn’t do something. One is an unfounded fear and the other is an important caution for how we move forward. We have some really tough and potentially expensive challenges facing us. Let’s have a debate that reviews all the arguments and consequences and decide as a community how we move forward.
We are in the holiday season. Let’s incorporate those great values into our discussion of how we should live. My wife in her wisdom always reminds me that we are in the same boat. I think we are all in the same boat! Stay informed, Be Kind, Remember your neighbor, and Stay safe! Semper Fi, Mac

Your granny’s hifi always blared something by Elvis Presley or the Les Baxter Orchestra, as she painstakingly decorated gingerbread houses, complete with cigarette ashes on the shingles. “Little Jack Frost Get Lost” by Peggy Lee was playing while your mother sewed angel costumes for your church’s live Nativity.
And when Johnny Albertson vomited onstage during the aforementioned Nativity because he had the stomach bug, the children’s choir was busy singing “Away In a Manger.”
And don’t forget the annual CBS special, “A Charlie Brown Christmas,” with music by the Vince Guaraldi Trio—perhaps the greatest soundtrack album ever recorded. There wasn’t a child living in the Land of the Free who didn’t tune in and dance the Charleston in his or

And I would be remiss if I didn’t mention “You’re a Mean One Mister Grinch,” performed by Boris Karloff.
As it happens, my cousin’s child recently informed me that she had never seen the 1966 “How the Grinch Stole Christmas” TV special. “You’ve never seen it?” I asked.
“Never,” she said, shaking her head. “I don’t even know who the Grinch is.” Jesus wept.
Also, I have never gone 365 days without hearing Arthur Fiedler and the Boston Pops Orchestra play “Sleigh Ride,” while my aunt Eulah rattles her cocktail shaker along with the percussion section. So I want to know what happened to the good stuff. The holiday music of Rosemary Clooney, Mel Torme, the Andrew Sisters, Alvin and the Chipmunks, Glen Miller, and Burl Ives, for cripes sake.

Paul & Nome Van Middlesworth, The Computer Factory www. thecomputerfactory.net
Should we upgrade to Windows 11 Yes or no? THE ANSWER IS NO.
You may have noticed that Microsoft recently has been inviting you to accept the “free upgrade” to Win11. Since we opened “The Computer Factory” in 1995, we have experienced eleven new Windows OS (operating system) releases, Win95, 98, 2000, ME, XP, Vista, Win7, Win8, win8.1, win 10 and now Windows 11. Some Microsoft OS have been excellent, like Win98, XP, Win7 and even Win10. Others have been “stinkers”, like Win ME, Vista, and Win8. For previous new OS releases Microsoft has authorized “down grade rights.” It meant that if you bought a new PC after the release of a new OS, you could exercise “downgrade rights” and have your new PC configured with the old OS at no cost. “Downgrade rights”

mind, Steve Jobs. Before dying at age 56 in 2011, Steve Jobs recalled those harsh homeless times. At a commencement speech at Stanford University he gave the homeless a voice and a face: “I would walk the 7 miles across town every Sunday night to get one good meal a week at the Hare Krishna temple.”
Gorgeous movie Oscar-winner, and television producer, Halle Berry, was once homeless when she was first starting her career in Chicago. Such a wretched life can often break the heartiest of souls. It toughened Halle Berry. She would eventually be voted among “The Most beautiful Women in the World.” But, it took its toll. Berry would later confess, “It taught me how to take care of myself and that I could live through any situation, even if it meant going to a shelter for a small stint, or living within my means – which were very meager.” TV talk show host, David Letterman, lived out of his 1973 Chevy pickup truck in Los Angeles.
Comedian Jim Carrey was homeless and once lived out of a VW camper.
Sylvester Stallone once spent three weeks sleeping at the Port Authority bus station, just to stay warm, fed, and alive. He sold his dog for $50 but after selling his movie script

came in handy when Microsoft’s latest and greatest OS releases were “stinkers”. Buyers of the new “Vista stinker” in 2007 were able to exercise downgrade rights and stay with XP. When the “Win 8 stinker” was released in October of 2012, many PC new buyers opted for “downgrade rights” and stayed with Win7. Few users upgraded to ME, Vista or Windows8 from previous operating systems. “Early adopters” who did soon regretted their pioneer spirit and quickly reinstalled their old OS.
It has long been our practice to wait at least a year after the release of any OS before recommending it to our customers. Even though Win10 was one of Microsoft’s “good” operating system releases, it was not until they announced the end of Win 7 support in January of last year that we recommended upgrading to Win 10. Windows7 could do everything that Windows10 could, so there wasn’t any incentive to “upgrade” until Microsoft ended support for Win7 in January 2020. We are taking the same approach with Windows 11. Win11 is merely a version of Win10. Users with Win10 on their existing PCs should not consider upgrading to Win 11. Adapting to Win11’s minor changes to the desktop and other Windows features changes represent annoyance without improvement. Even if there were tangible benefits in upgrading to Win11 or if Microsoft incorporates future features that are of significant benefit, we would still recommend waiting at least a year before upgrading from Win10 to allow Microsoft time to fix the inevitable bugs.
“Rocky” bought his ‘best friend’ back for $3,000. And comedian and TV host of “Family Feud,” Steve Harvey, also was among the homeless and had to live in his 1976 Ford Tempo for three long years, before his big break came. Television’s popular Dr. Phil, “Mr. Self-Help” (real name Phil McGraw), said he was once homeless, living in a car in Kansas City with his father who was doing internship to be a psychologist. Star Trek’s William Shatner was homeless and lived out of his truck.
Among Hollywood notables, there is nothing new about homelessness. Such plights go way back in time, even among the most illustrious members of the silver screen. Homelessness and hunger knows not discrimination.
Silent film star, Charlie Chaplin, had to figure out how to make a living on the streets of London. Harry Houdini ran away from home at age 15 and begged for money on the streets for coins.
And it still shocks many film buffs today to find out that Hollywood movie legend, Cary Grant, once slept in alleys when he couldn’t find enough money to stay at a flophouse when he was working on the military docks.
Most ten year old PCs that have been upgraded to Win10 are perfectly capable of performing the present day stand-alone and Internet based applications used in most homes and businesses. Since Microsoft has committed to support Win10 through October of 2025 your old PC should be good for another four years with Win10. But if you upgrade a PC that is more than three years old to Win11, Microsoft will not support the Win11 OS, so don’t do it. If you buy a new PC today, it will come with Win11 and no “downgrade rights” option. The absence of the “downgrade” feature is reasonable since Win 11 is not really a new OS but simply a minimally altered version of Win10. Win11 should have few problems since it has been in service as Win10 for the past six years. The Win11 OS on new PCs

and those upgraded from Win10 that are less than three years old will receive Microsoft support through 2032. In summary our recommendations are. Don’t upgrade any Win10 PC to Win11. Unless Microsoft develops some compelling new reason to upgrade, we recommend staying with Win10 until the end of Win10 support in late 2025. If you’re still using a Windows Vista or 7 or 8 and / or you’re still using a spinning hard disc drive (HDD), bring your PC in and get a free evaluation and estimate on trading in or upgrading to Win10 and/or replacing you old mechanical HDD with a fast new solid state drive SSD. If this is confusing stop by or give us a call. We’re here to help and we love doing it.
Ask your city and police officials how best to donate your money to help panhandlers and homelessness.
Because the panhandler you give your hard-earned money to – may just drive away in a Porsche.
According to the official U. S. National HUD findings, there have been 40 percent increases in homelessness in America in 2017 and 2019. In 2020-2021 homelessness continues to be a major national concern. According to U. S records, historically, homelessness emerged as a (national issue) in the 1870s. Today, it remains in the forefront of national news.
Hopefully, cities across America will work relentlessly to alleviate this sad, social epidemic.
And as a public service to all readers of The Paper, caution and discretion is strongly advised to help thwart the Samuel Morse con artists who continue to fleece an unsuspecting public.
Hopefully this exclusive report will help separate the criminal element from this truly heartbreaking human condition known as homelessness.

the Voice of San Diego by Sara Libby). Also, the investigation report by writer Andrew Keatts (July 17, 2017 issue of the Voice of San Diego) titled: "Yes, SANDAG and Other Agencies Are Allowed to Lie On the Ballot." There is no "Three Strikes and You're Out" here. If SANDAG has repeatedly lied, then they're automatically out! And whenever they DO tell the truth well, they've already "violated a sacred trust with voters" so sorry, we just don't trust them anymore -on ANYTHING they say.
A separate point of interest, why isn't the Mayor of Oceanside (Esther Sanchez) NOT joining her other North County mayoral colleagues in a weekly column in The Paper to address and represent her Oceanside constituents who endorsed her? Ouch! Oceanside residents feel a bit left out in the cold with non-representation. I salute San Marcos Mayor Rebecca Jones, Escondido Mayor Paul "Mac" McNamara, and Vista Mayor Judy Ritter for their valued time and attention. They make us all feel worthy and not taken for granted. One last comment, your current cover story "Three Heroes" written by your BRILLIANT writer Friedrich Gomez is very, very much appreciated during this month's "Pearl Harbor Remembrance."
We military (active and retired) are strongly united and dedicated to honoring our country by keeping alive the memories of those who gave their ultimate sacrifice. Thank you Mr. Davis, also, for your U. S. Army military sacrifice during the Vietnam War. We salute you as among our own ranks. -emailed from Kent Warren neighbors and friends, North San Diego Inland Empire.
Editor’s Note: Re: Oceanside Mayor Esther Sanchez. She has been offered a weekly column on several occasions but for whatever reason has chosen to not respond. Another Happy Reader
Mr. Lyle E. Davis, Owner & Publisher of The Paper: We just finished reading this week's cover story "Three Heroes" in honor of Pearl Harbor Day, Dec. 7. We are so deeply touched at the narrative that there are simply no adequate words other than to say "Thank You, Mr. Davis for honoring our country as you have."
The most amazing thing is, you DON'T have to be in the military to appreciate this electrifying story and the style in which is was written! As a former school teacher I would have to say that this story was the finest literary prose on Pearl Harbor that I've ever read. Even my husband was greatly moved and wiped away a few tears. It was THAT moving! And the style of writing placed us right in

the middle of the action as it unfolded, ostensibly, in "real time." Our neighbor came over with several copies of The Paper and they were greatly, greatly moved by the storyline. After they left, we sat down and read it ourselves and I will never, ever forget the experience that welled-up inside of me as the story "came alive" and overcame us, emotionally.
Mr. Davis, how can we adequately thank you? Even our sons and daughters just shook their heads, unable to express themselves without their voices cracking with emotion. The Paper is fast becoming an "essential" part of our weekly lives! Please thank Friedrich Gomez for this literary tour de force. The Paper never, never stops amazing us readers! You are so dearly loved by so many anonymous readers out here who are such loyal fans of yours even though they may not be "letter writers." Trust me, I know that as undisputed fact! And another thought . . .
Editorial Offices, Attn. Lyle Davis, Publisher of The Paper Weekly Magazine.
All of us harding working stiffs at my workplace read your comments on SANDAG lying to voters over and over again. A lot of us Googled the research engine, did our own research, and everyone one came through with a "near100% unanimous agreement with you." It NEVER stops hurting when politicians and Big Interests and Big Corporate Powers knowingly misled us and still have the ability to sleep soundly at night, or be able to hug and kiss their small children before bedtime and telling them to "Say your prayers." SANDAG entered into a sacred, coveted, trusted "union" with the people with their ballot promises. When that sacred vow of trust and loyalty was breached, well, it's like "adultery" within a marriage -- you can never trust that person again. That's why the Bible says the act of "Adultery" is grounds for divorce. SANDAG committed adultery in principle, and in ethics and morality. How do these board members look into the eyes of their own innocent children and vow that they never lied to the public as they have been accused. Mr. Davis, the world is watching and observing that you're one helluva newspaper Editor who refuses to let thugs, malfeasance, or political powers run your newsroom. And congratulations on your stellar "Three Heroes" Dec. 7 Pearl Harbor cover story (Dec. 2, 2021). Our daughters are currently in military service and they treasured that story written by Friedrich Gomez beyond words! They shared copies with their military brethren, men and women. You're greatly, greatly, respected Mr. Lyle Davis! Tony Logan, family, coworkers, of Valley Center/Escondido/Poway
