Afghanistan: CUT LOSSES by Michael Yon Most people likely wish to hear that everything will turn out right in Afghanistan. The reality is that it will not end well. This bastard war will have a thousand fathers and nobody will claim it. In 2009, I wrote, “If a writer wants to make money, he should avoid truth and tell people what they want to hear. Yet to win the war, tell the truth.” Since 2006, at minimum, the AfPak war on the whole has been going down. Only in 2010 did I see some flicker of hope for a change of direction. In my view, that flicker has been snuffed. And writing truthfully about Afghanistan will never pay the bills, because I have nothing to say that people want to hear. It is just bad news atop more bad news. U.S. Rocket Strike, Kandahar Province, 2011

Our continued losses in Afghanistan are for nothing. We should continue with a smaller presence to harass and kill terrorists, and losses from that are expected and part of the fight. But the ongoing larger war is going nowhere. We have been there since 2001. This is 2012. There is no vaguely discernible end. We should look at Afghanistan as a century-long project, to be put on a far backburner. The United States has problems to deal with at home. left: USAID project came to standstill in Nimroz Province, Afghanistan, 2011 On 21 Jan. 2012, I published the following, and wish to reiterate today:

Time to Leave Afghanistan This war is going to turn out badly. We are wasting lives and resources while the United States decays and other threats emerge. We led the horse to water. Importantly, there is no value in pretending that Pakistan is an ally. We should wish the best of luck to the Afghans, and the many peaceful Pakistanis, and accelerate our withdrawal of our main battle force. The US never has Shortly after IED strike, Kandahar Province, 2011 been serious about Afghanistan. Under General Petraeus we were starting to gain ground, but the current trajectory will land us in the mud. The enemies will never beat us in Afghanistan. Force on force, the Taliban are weak by comparison. Yet this is their home. There is only so much we can do at this extreme cost for the many good Afghan people. We must reduce our main effort and concentrate on other matters. Time to come home. The Paper - 760.747.7119

Comments from Michael Yon’s Blog Readers: The quality of American Generals is equal to the British Generals in WW1 . . . Donkeys leading lions. ••• Disagree: The fault lies in Afghanistan itself. There's only so much civilization a First World power can stomp into a culture like that. ••• LTC (R)Ralph Peters put it bluntly the other day. All we are doing now is feeding egos. This country is again not interested in winning, but in decorating Senior Officers to enhance their records and Official Personnel Military Files. Leave the 7th to the 7th Century. Let Karzai have it. ••• Unfortunately you are correct. Time to blast a final swath through the country as we withdraw and let the chips fall. Recent news clips have talked about how the Afghan war has

While our politicans point fingers, we are simply spilling blood for no reason. Time to rest our military and give our soldiers a break. ••• From the beginning I have always thought that we are creating a time space - time to let the Afghan forces train properly- time to get the rule of law in place - to get teaching workingto allow tribal leaders to become politicians - to allow farmers to grow something else than opium- to allow a chance to interdict with the drug barons - to allow cross border dialogue - to allow trade - to get finance running. All this and more, yet - here we are years after 9/11, with thousends of our soldiers killed and injured to come to the same realisation as others before and think hardare we going to make the difference? Adam said, "How do I do that?" God first said (under His breath), "Geez....." And then, just like everything else, God explained that to Adam, as well. So, Adam goes down into the valley, across the river, and over the hill, into the cave, and finds the woman. Then, in about five minutes, he was back. God, His patience wearing thin, said angrily, "What is it now?" And Adam said.... a headache?"

As an old saxon wrote over a 1,000 years ago: “The British are buying time so we may meet with them. By meet he meant marry, interact and trade and they became Anglo Saxons.” None of this happens in Afghanistan. All this with 3M supporters just across the border in Pakistan. On their wedding night, the young bride approached her new husband and asked for $20.00 for their first lovemaking encounter. In his highly aroused state, her husband readily agreed. This scenario was repeated each time they made love, for more than 40 years, with him thinking that it was a cute way for her to afford new clothes and other incidentals that she needed. Arriving home around noon one day, she was surprised to find her husband in a very drunken state. During the next few minutes, he explained that his employer was going through a process of corporate downsizing, and he had been let go. It was unlikely that, at the age of 59, he'd be able to find another position that paid anywhere near what he'd been earning, and, therefore, they were financially ruined. Calmly, his wife handed him a bank book which showed more than forty years of steady deposits and interest totaling nearly $1 million. Then she showed him certificates of deposits issued by the bank which were worth over $2 million, and informed him that

recovered and is often a mental trap where people keep going in the wrong direction because they do not want to admit that they wasted the resources that have already gone into an effort. I am in no way equating soldiers' deaths or injuries to finance but the concept is the similar. Who has the "courage" to say that it is time to leave without fearing that saying so cheapens the lives of the soldiers who have died or are griviously injured? I'm not a brilliant strategic "Great Game" thinker, I've never served; I don't purport to know military or political strategy. I'm just an old man and father. I cannot pass judgement on the overall success or failure of our Western effort in Afghanistan. If the goal was to punish and kill AQ members and deny them sanctuary, it seems to have been done. If the goal was to create a Central Asia version of Texas, well, that can never happen. At one time, I thought that the West should simply buy the ‘Post Script’ Cont. on Page 3 they were one of the largest depositors in the bank. She explained that for more than three decades she had 'charged' him for sex, these holdings had multiplied and these were the results of her savings and investments. Faced with evidence of cash and investments worth over $3 million, her husband was so astounded he could barely speak, but finally he found his voice and blurted out, 'If I'd had any idea what you were doing, I would have given you all my business!' That's when she shot him. You know, sometimes, men just don't know when to keep their mouths shut. Them Traditions Die Hard! Back in the early 1960's, Coach John Vaught took his Ole Miss Rebels up to play Michigan State. In the locker room before the game, Coach Vaught said: "Now men, I know that you know your history, but those folks in that other locker room are Yankees. The folks in the stands are Yankees. Not so long ago, Yankees came South. They burned our homes. They burned our crops.

‘Afghanistan’ Cont. from Page 2 poppy harvest at a higher price than the Taliban can afford. It would help farmers prosper, cut Tali finances, and keep opium out of the market. On further reflection I realized that this can only work in a rule of law market. The Talis will just kill farmers who sell to the West and the rest will go back to selling to the Talis. It's a wacked out part of the world, I am saddened by the children who, through no fault of their own, are stuck in that place. Remember the horse and water: some people just cannot be helped. And with Pakistan next door just as riven with ancient hatreds, this problem cannot be "solved" in a few generations. ••• I could not agree more and have been saying the same thing for months. I just don't understand why we are there. As a retired Air Force combat veteran with a son who has had four tours, I think it is time to come home. ••• There may be 50 Ways to Leave Your Lover...but there's only one way to leave Afghanistan: Load everything and everyone American on the trucks and LEAVE NOW! ••• Pull conventional forces back to the Forward Operating Bases (FOB’s), and consolidate to the bases that will be required to project force into Pakistan and Iran. Evict all Afghans from them, so that they can no longer collect intelligence on coalition forces and engage in so-called "green on blue" attacks. Use the FOBs to support Special Operations Forces (SOF). Keep enough arty (artillery) to maintain good range fans. Keep enough helicopters and fixed-wing to support SOF with an "embarrassment of riches." They should have tactical air on-call at all times. If SOF wishes to continue to train their dedicated commando units, and to go tear-assing around the country killing Talibs and Al Queda and drug dealers, then support that. Afghanistan should replace the Republic of Pinelandia and Robin Sage should become a live-fire capstone exercise. Let Afghanistan revert to a Rod

and Gun Club for SOF. But the priority should be targets in Iran and Pakistan. We should no longer prioritize the creation of Afghan military and police units. Too many of the Afghans that would staff such units are illiterate, their loyalties are to tribes, not to a nation-state, and such units too often degenerate into muscle for warlords. Better to train them and to make them loyal to SOF as hired guns. We should recognize that our idealism is not realistic. We cannot "nation-build." It is a bad theory. The most important thing that can be done for modern Afghanistan is the removal of the Karzai clan, all of it, from the country. Their stolen assets in Dubai and elsewhere should be frozen and seized. They should be prosecuted, all of them, for theft from America. Then a systematic cleansing and purge of all corrupt political actors in Afghanistan should be executed. If this leaves a vacuum, so be it. Somebody will fill it. If they are corrupt, we should purge them, too. We should continue cleansing until a Darwinian process of evolution finally produces strong, honorable leaders that can lead Afghanistan into the 21st century. Support them, but within limits, and never losing sight of the fact that we retain forces in Afghanistan purely to project power into Pakistan and Iran. This, at least, would be an honest endeavor. ••• Full agreement on the Karzai clan, but leaving any forces in Afghanistan -- even under a clear-eyed, hard-nosed policy of SOF training ground & Central Asian Power Projection hub -- is impractical; what Central Asian nations would continue to allow us their airspace & rail for transit & logistics if we openly declare such? If we decide we need to pressure Pakistan, the way to do so is via India & the Indian Ocean. Even so, better to leave that to the Indians. ••• What you describe is basically whats planned to happen. Most of the conventional forces are pulling out this year and into next. Most will be gone by 2014. SOF is already pulling

together and consolidating and will be here long after all the others have left. The next ISAF (International Security Assistance Force) 4-star commander is supposed to be a Marine, so that's a huge tell. Due to congressional limitations I'm told the Army may have to give up a 4-star to make room. Time will tell. I just surprised Michael (Yon) seems to discount the SOF affect post-conventional. It was successful coming in. In principle, though, I might agree. As I watch the Afghans every day, watching what is their priority, who are their friends, how do they define an enemy, etc. This country will not catch up to the 19th century for another couple hundred years and will revert back at least 100 the moment we turn control of security over. ••• Take the gloves off, and we could have the whole thing wrapped up in three weeks. Since we aren't going to do that I have to agree that it's time to go. We should have re-written their entire constitution like we did in post-WWII Japan, instead of letting the Afghans elect "Taliban-lite." We should have cleaned out the Taliban safe-haven in Pakistan, instead of letting the Pakistanis pretend like they are our allies and "take care of the Warzistan problem" for us. We should have used ROE that put the lives of our troops above the lives of the enemy, instead of twisting ourselves in doublejointed pretzels to adhere to conventions that our enemy wasn't even a signatory to. Unfortunately, in war it's the side who makes the least mistakes that wins. ••• Mike, I have worked in Afghanistan as a contractor twice. Once at a FOB and once at a megabase. You are completely correct. We are throwing good money after bad which is secondary to the loss of even one of America's valiant warriors. That country only knows the pain of history and it is satisfied with it. We need to leave the horse at the well. ••• Personally I don't recall one not ending badly. I'm from the Nam era. We lose for the most basic reasons. Politicians, Military Brass riding a desk at

the Pentagon, the liberal news media, and most of all, the American public who actually pays to support wars that kill our soldiers because we don't know how to win. We care more about our reputation in front of our enemy. I always believed that the ones who have the best and smartest atitude when it comes to war and fighting to win is Israel. They take no S*** from anyone except our stupid politicians in Washington. The name of the game is to get in with everything and get out with least ammount of casualties. We do not need to make a career or be the beta test team for contractors when it comes to dealing with any enemy in the 21st century. Drop a small Nuke and it would be the last time anyone would think about threatening this country. History needs to repeat itself except we have a bunch of weak people running this country. Never had these problems in the 30's 40'or 50's ask your parents or grand parents. We are a doomed nation and our enemies think we are weak and to caring! Thank your liberal neighbors for this. Time to go to Mexico where our real problem is. ••• Attention returning soldiers; would the last one out please put a bullet in Karzai's head? Thank you.

••• Good one! I agree Double Tap Please! ••• The 'regular army" should have gotten out of the way of SF and let SF prosecute this conflict. It would have turned out differently here and in Iraq. ••• Hadrian is recognized as one of the greatest emperors of Rome because he pulled back the empire to defensible boundaries and build walls and fortifications. You could also arguably cite the British withdrawal from Afghanistan a century ago. You could also argue about the American revolution. Although the British lost the colonies, it led (for many reasons) to the heighth of the British Empire. Withdrawing from Vietnam didn't hurt American power in the long run, nor did the loss of bases in the Philippines. ••• We lost the moment our gov‘Afghanistan’ Cont. on Page 7

Page 4 - August 30, 2012 Election Fraud? You don’t normally see hotly contested races at the school board level . . . but that is what appears to be brewing in the race for the Escondido Union School District. Two candidates are running to represent District One, which no trustee represents this year. Jose Fragozo, a past candidate, parent and electronic technician who frequently attends board meetings, is running against parent Joe Bologna. District One is in the center of the city and has a population that is about 79 percent Latino. Local political watchdog, patent attorney, and activist, Robroy Fawcett, pointed out to the County Registrar of Voters that Mr. Fragozo’s candidate statement contains errors and should be corrected before going on the ballot and that this should be done by the Registrar rather than going to court. Mr. Fawcett alleges that

Local News Fragozo states, “He served as a former president of the EUSD Parent Advisory Committee, and is currently serving on the EUSD Independent Citizens Oversight Committee (of Prop T funds at EUHSD)."

administrators, teachers, staff, and parents all know that Jose is a consistent and vigorous voice for educational progress and also for a demanding educational experience for our young people."

Mr. Fawcett argues the error is self evident within the sentence. The EUSD and the EUHSD are different districts, and the EUSD does not form an ICOC to oversee the bond funds of the EUHSD.

Fawcett argues, “this sentence appears to suggest an endorsement, rather than a statement of qualifications, and includes a statement of knowledge, "all know," that is speculative and cannot be proven, when it is likely that most "teachers, staff, and parents" do not even know Mr. Fragozo.”

Mr. Fragozo said he stands by his statement; he served while his son was a student at Rincon and he also says he is a member of the EUHSD committee as well. The following link on the Escondido Union High School District's website shows that Mr. Fragozo is on the EUHSD ICOC. http://www.euhsd.k12.ca.us /235510115205838253/lib/23 5510115205838253/1.10.12_ Minutes.pdf Mr. Fawcett goes on to say that Fragozo’s statement is further in error when it says: "Board members, school her head to one side or t'other, as if pondering the thought. I can't help but note the look of complete admiration she gives me with those big brown eyes of hers that always seem to say, "Why, that's brilliant! I would never have thought of that!"

Man About Town Does anyone else talk to their dogs? I do. When we go for a walk I talk to them just as though they were human. Particularly, Trixie. I talk to her about what a beautiful day it is and point out the lovely flowers. Or, I talk to her about what great dogs we have for neighbors and isn't it fun when she plays with them? Sometimes she looks at me quizzically and cocks

I've decided that wherever dogs go when they die, that's where I'd like to go. ••••• As I write this, I’m having my typical breakfast of oatmeal with blueberries, raspberries, almonds and yogurt. Seeing and eating the blueberries reminds me of a rather ironic visit to Alabama. We were guests of the Travel Media Writer's Organization. All expenses paid, very, very posh hotel. We went to breakfast and I ordered oatmeal with blueberries. When the bowl arrived I counted the blueberries. Both of them. When Evelyn fixes oatmeal she puts, probably 12-15 blueberries on top of the oatmeal, about 8-10 raspberries. And I got two blueberries. At a posh hotel restaurant. And was probably charged $8-$10

Fawcett says if the entire statement is not deleted, at least the above-quoted sentence should be deleted. Fragozo says, “that’s his opinion.” Fragozo also said he lives in Trustee Area 1 - but refused to give The Paper his address; he did acknowledge that he relocated from Hidden Meadows to the central part of Escondido so he could claim residence within the district and run for the seat.

Escondido Police Announce New Curfew Hours With the new school year being upon us, the Escondido Police Department reminds all parents and children about the change in curfew time for the city of Escondido. As of July 22, 2012, the curfew times of the city of Escondido are between 10:00 pm and 5:00 am. The purpose of the curfew ordinance is to ensure the juveniles in our community are not out after certain hours of the day when they can become victimized or can get into trouble. The purpose of the curfew law is not to be zero tolerant and arrest every juvenile who is out after 10:00 pm. The following activities are exceptions to the curfew law: 1) Minors who are working or returning home from work

I regret now not having said anything. I should have. I was offended and I reckon other patrons of the hotel would be offended at such a paltry number of blueberries for an expensive bowl of oatmeal. Even though our hosts were paying for the breakfast I still don't like to see anyone overcharged. ••••• We all had a bit of a scare last night, particularly Trixie. About 11pm, Evelyn had taken her out for her night time potty break and she had just finished going pee-pee when there was a flash off to the right. Trixie headed straight for the door, pulling Evelyn along on the leash. Evelyn saw something belt across the yard but couldn't make out what it was. She had not taken a flashlight as she normally does. Evelyn brought Trixie in and Trixie commenced to barking furiously. We also noticed she was quivering. She was scared.

That's why Trixie never goes out unless she's on a leash. Coyotes are quick and deadly. ••••• Long time good friends, John and Rosemary Nigro, have moved their Vineyard Travel Agency into their luxurious office-in-home in Lake San Marcos. Smart move. for another term.

He has earned the respect and general support of both his political allies as well as opponents. Though low key, he is an excellent speaker and communicates well, both with his colleagues as well as the body politic.

Mike Morasco is an incumbent City Council Member who will have served out the two plus years of his appointment. In our view, he is a strong fiscal conservative with an equally strong sense of sensitivity to the social needs of our community. His focus has been, and will likely continue to be, on the city’s financial stability, safety, and growth. Solid experience on the Escondido Union High School District made it relatively easy for him to move into the vacant council member chair which developed when Sam Abed was elected to be Escondido’s Mayor. Low back pain can be a crippling experience. You might not be able to play golf, work, or even sit in the car for a 30-minute drive. And you may not be able to remember the last time you even had a restful night’s sleep. Life cannot be enjoyed to its fullest if you are suffering with low back pain or sciatica . . . that just will not go away! Do You Have any of the Following Conditions? • Sciatica • Lower Back Pain • Spinal Stenosis • Degenerative disc disease • Herniated or Bulging Discs • Facet Syndrome • Failed Back Surgery Fortunately, if you are suffering from any of these problems, your pain may be relieved or eliminated by non-surgical spinal decompression therapy. Far too many medical doctors believe your options are limited to bed rest, pain pills, exercises, steroid injections, and surgery. They are wrong! That’s because

Having spent two years on a church mission to Argentina, he is fluent in Spanish and has a great affinity and love for the Latino community. Key issues include the implementation of conservative fiscal policies, to control spending without raising taxes, to reform the public employee pension system and to keep our balanced budget. He also seeks to increase code enforcement to improve the appearance of the city, to continue efforts to remove unlicensed, unregistered, uninsured and DUI motorists from our streets, to enforce gang injunctions and curb gang violence to reduce crime, and to cooperate with ICE to deport illegal criminals from our community. We urge a vote for Mike Morasco in November.

Olga Diaz, endorsed by The Paper? Yes. We feel Olga has earned another term. She is a hard worker, she does her homework, she is an articulate spokesperson for a significant part of our community. She is an incumbent. That is important because she knows her job; a new councilmember needs a minimum of one year, more like two, before s/he knows even the basics of the job. Ms. Diaz knows the procedures and policies. We strongly disagree with Councilmember Diaz on the illegal immigration issue and we have some difference with her on the DUI/Traffic Checkpoints. But we still think she’s earned your vote

She has satisfied us that she is not out for Chief of Police Jim Maher’s scalp. Her problem is not with him, she says; she just thinks there is a more cost effective means of using saturation patrols rather than the large manpower requirements needed for checkpoints. She may have a point. We hope her fellow councilmembers will listen to her arguments and weigh them. A bit of a firebrand when first elected, she has learned the gentle art of diplomacy and is able to discuss issues reasonably and calmly. Her professional training gives her analytical talents and she communicates her ideas and arguments effectively. She listens, she works hard, she thinks creatively. While considered a political Liberal, we find her to be a fiscal conservative, keeping a close eye on the taxpayer’s dollar. Olga Diaz deserves your vote for a second term on the Escondido City Council.

Dr. Stephen Heilman Sincerely, Stephen Heilman, D. C. PS. One of the biggest myths about pain is that it will go away by itself, without any treatment. Alcoholic Beverage Control (ABC) along with the Escondido Police Department’s Special Investigations Unit cited one store clerk for selling alcohol to a minor on Thursday, Aug 23rd. The action was the result of a minor decoy operation in which minors under the direct supervision of department agents attempted to purchase alcohol from 11 retail licensees in the city of Escondido. The clerk, employed by the Snack & Bottle Shop located in the 700 Block of East Valley Pkwy., who sold to the minor faces a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation. In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor. That may include a fine, a suspension of the license, or the permanent revocation of the license. ABC is conducting the compliance checks statewide to reduce the availability of alcohol to minors. Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980s. When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent. When conducted on a routine basis, the rate has dropped in some cities as low as 10 percent or even below. In 1994, the California Supreme Court ruled unanimously that use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law. The Doctor is In! n’t reach many of the areas in the mouth at greatest risk for dental disease. NEW FLASH! Changes in the basic philosophy of oral hygiene are now san marcos dental center occurring based on 760.734.4311 new scientific sanmarcosdentalcenter.com research, with new products and techniques being San Marcos Dental Center introduced. Here are just a few:

Dr. Gregory Hurt, DDS

Oral Hygiene – Tradition Versus Scientific Facts Despite being science-based professionals, dentists and hygienists teach oral hygiene based on traditions with no research base. Tooth brushing is one of those traditions. There are many studies comparing different types of tooth brushes (manual, power, soft or hard bristles, etc.) assuming that toothbrushing is the most important oral hygiene activity essential for oral health. Granted, tooth brushing removes more plaque (bacterial colonies) than not brushing BUT such an ingrained habit tends to ignore that toothbrushing does-

1. Interproximal First – Plaque first accumulates on the proximal (between teeth) surfaces of your teeth with your lower molars and premolars (bicuspids), followed by your upper molars. The lingual (tongue side) surfaces of your upper teeth accumulate very little plaque. Start by “dry brushing” first, then flossing or “tipping” between your teeth. 2. Dry Brush First – No water or toothpaste to start! Do this with your entire mouth until it feels clean, then add toothpaste for breath refreshment and fluoride treatment! 3.

Lower Right or Lower

Left… Difficult areas to clean – Almost all studies show that the most difficult area to clean is your lower right back teeth if you’re right handed, and your lower left back teeth if you’re left handed … so spend a little more time there. Most toothbrushing brochures suggest brushing your front teeth first, which is the area of your mouth “least” likely to accumulate plaque. You should start in the areas of greatest risk. Simply changing your toothbrushing pattern will increase your effectiveness. 4. Most Effective Plaque Removal – Xylitol is a natural sugar that bacteria can’t metabolize. It interferes with the acid production by the bacteria in mouth and reduces the plaque levels there. If consumed 3-5 times daily, xylitol reduces plaque accumulation by 50%! Toothbrushing depends on your dexterity, Xylitol works no matter what your toothbrushing

skill level is. Just chew gum, use toothpaste (Sply, Epic, Squigle, etc.) a mouthrinse, suck on candy, etc. as long as it has xylitol in it! Between it and a thorough brushing you will decrease your susceptibility to decay and periodontal disease significantly! 5. Remineralization – Studies now show that with a more scientifically based approach to Oral Hygiene, along with using toothpastes having xylitol and fluoride in them, it’s not only possible to prevent decay and disease, we can even remineralize those areas in our mouth that are damaged by bacteria accumulation (plaque). In Conclusion: When you change your approach to Oral Hygiene and base it on Scientific Facts instead of the old, traditional methods, you’ll be much more effective in preventing decay and gum disease … and have a much healthier body! We all know a healthier body means a better and often longer life!

This project is vital to enhancing and restoring approximately 200 acres of wetland habitat, and SANDAG estimates that it will cost approximately $1 million to complete the environmental document for the restoration effort. Both Oceanside and Carlsbad will

the traditional open trench replacement type of construction (tearing up the road to remove the pipes), the City will apply a trenchless technology using a pipe lining process to rehabilitate the existing sewer pipes. Using the special liner, the new pipe is created “within the existing pipe,” thus eliminating the need to excavate the roads. The trenchless technology provides great benefits to the community, as the method is less costly than replacing the pipes and the work is completed in a few days versus six-to-nine months allocated for the traditional open trench pipe construction. the way. In the city’s ongoing efforts to get motorists moving and improve traffic flow, several roadway improvement projects are nearing completion. More than $41 million of construction projects are being completed to improve the dubious SR-78 bottleneck. Improvements include the replacement of the Nordahl Bridge interchange, auxiliary lane additions and other widening projects, which will be completed this fall. During the school year and periods of roadway construction, drive with caution and set those alarm clocks a little earlier, providing ample time to reach your destination safely and on time.

Vista • Mayor Judy Ritter Throughout the city, old sewer collection systems are nearing the end of their useful life. Replacing the aging pipes will greatly reduce the possibility of future leaks or costly emergency repairs. The City is currently in its third year of using a phased approach to replace the outdated portions of the collection system. The construction project is being funded from sewer revenues which residents pay through their monthly sewer bills.

be contributing $100,000 each, with the remaining funds coming from the environmental work that is already underway for the North Coast Corridor 1-5 Express Lanes Project. Additionally, SANDAG will soon begin work on designing a new double track rail bridge, replacing the old one that currently spans the lagoon. Concurrently, Caltrans is working to identify alternatives for improving the nearby 1-5/Hwy. 78 interchange to address issues of regional connectivity and congestion. The whole idea is getting everyone on the same page to enhance our area, while being sensitive to the needs of this delicate and beautiful environment that surrounds us each day.

How to “Want” What You “Need” There is often a compromise between what we want and what we need. Our houses, cars and vacations would probably be much different if suddenly we won the lottery. So it is to a lesser extent with computers. A high school student needs access to a computer to survive. For schoolwork they only “need” a PC that can use the Internet and compose homework. Most any desktop PC with XP and MS Office will fill that. We have gobs of good used PCs ranging in price from $175 to $275. It’s a good idea to allow a teen have his/her own personal computer if possible. PC sharing can cause family tensions.

Local Tragedy Prompts Necessary Legislation

What every teen “wants” is a smart-phone with 4G, a tablet and a “cool” notebook PC. The well-equipped teen only needs to come home to change clothes. For teen-age business and science majors and “jocks,” those Android devices will cost about a grand. Arts and Drama majors will want Appleware to comfortably mesh with their clique. Figure two grand. Most adults aren’t nearly as dependent on their devices for social interaction and status. “Cool” takes a back seat to function. We’re going to discuss how to tell whether or not your old PC can still “cut the mustard” and how to optimize the selection process if you need a new one.

to know these things in order to determine whether your PC is capable of doing what you want it to do, whether it can be upgraded to meet your needs or whether it has trade in value. Lets get started. Left click on the start button (lower left) and go to “Computer” (Vista or Win 7) or “My Computer” (Win XP). Right click on “Computer” then left click on “Properties.” This brings up a screen that answers the questions concerning your operating system and its revision level, identifies the CPU and tells you how much and what kind of RAM you have. Either screen print this data or jot it down. Now go back to “Computer or My Computer” and

left click. This brings up information on the size of your hard drive and the type of optical drive you have. In addition to telling you the size of your hard drive it also displays how much of it you’ve used. Also print or write down this information. Next list things you do with your PC and programs you use. List also things you don’t like about the way your PC and things you would like to do but can’t. Armed with this information you’re ready to “talk turkey.” If you want to have some fun, call Best Buy’s “Geek Squad” and discuss your options. After you stop laughing give us a call or stop in. Next week we’ll discuss options.

Step one is to know what your existing PC is and what it has in it. Knowing whether it’s a Dell, HP or Gateway isn’t helpful. You need to know what CPU (processor) you have, how much and what kind of RAM you have, the size of the hard drive and how much of it you have used and what operating system you’re using. You need

Sacramento Spending Spree

A recent article in the Sacramento Bee highlighted the view shared by the majority party that the state has made significant budget cuts and "spending (today) is 11% below California’s prerecession peak." However, a closer examination indicates that spending is actually on the rise. Total spending is projected to increase by 6%, from $135.1 billion last year to $142.6 billion this year. The 2012-13 budget adopted in June also grows state General Fund expenditures from $87.0 billion to $91.3 billion, a nearly 5% increase. To make matters worse, in the last two weeks, the Legislature passed bills that

will add billions in new spending. For example, 358 bills passed out of the fiscal committees of both houses that will cost taxpayers an estimated $2.3 billion! In addition to direct state spending increases, the fiscal committees passed a number of bills that would have facilitated increased local taxes. These measures eroded constitutional provisions protecting citizens through reduction of the vote threshold needed to impose new taxes. Thankfully, I joined with a number of my fiscally conservative colleagues to keep these measures from reaching the Governor’s desk. Kathy B. Ever considered exploring alternatives to night clubs for meeting potential dates? Allow me to assist. Although we have many wonderful bar and night club venues in North County, sometimes we may want to think outside of the “bar scene” box. With the advent of the internet, our options have widened considerably. One option would be the dating websites. While there are many “pay” dating sites easily available, there are a few that do not cost a penny. PlentyOfFish.com is free,

thanks to its advertisers, is now world-wide and has several million singles profiles to choose from. If you are into hiking, biking, walking, running, certain breeds of dogs or cats, knitting, cooking, drinking wine, dancing or just about ANYTHING, there’s Meetup.com. They offer local mutual interest groups by the thousands and is free to join. On September 5th, Lyle, Evelyn and I will be at Chin’s Szechwan on Escondido Blvd before the First Wednesdays’ free concert at the California Center for the Arts. After trying one of Chin’s $3 drink specials, a delicious cup of coffee or one of their flavored iced teas, we will then head over to the Center for the 7 pm Concert. The 9/5 concert will be San Diego’s most well-known and loved nostalgia band, the Mar Dels. I’m especially excited to hear the Mar Dels this time as they have added some songs from the 80’s and 90’s into their repertoire. Letters to the Editor Farewell to Eric Dear Lyle, I went to the Senior Center today just to pick up The Paper. When I got home the first thing I read was about Eric Wormser passing away. I saw his picture there and read below it. I didn't read anything in the NCT obituary, therefor, I was at least happy to learn about his passing from your news article. Yes, he will be missed. I read your paper all the time and also submit notices to Evelyn about EMPAC General meetings. At one time, I used to submit notices

Editor’s Note: What a lovely note! I have forwarded a copy of the original to Dorothy Wormser, Eric’s widow. Eric and Dorothy were an inseparable pair and a delight to know. While we understand Dorothy’s desire to move to Virginia to be closer to their oldest son, we shall miss Dorothy as well. Very, very special people. Thank you for writing.

Richard H. Garhartt, Sr. March 16, 1932 July 18, 2012 Richard died peacefully in his sleep. He had battled back from heart valve replacement, bladder cancer, and multiple strokes, which took what was left of his vision, after macular degeneration. Born in Albany, New York, to Leigh and Carrie. Preceeded in death by his wife of 49 years, Olga. Survived by daughter, Grace Hayse, of Escondido; sons, Richard Garhartt, Jr. of Oceanside; Michael Garhartt, of San Diego, and Douglas Garhartt, of San Clemente, CA. He has ten grandchildren. He retired from the Navy after 20 years of service. Later, he worked in the Phone Company as an Auto Mechanic for 15 years. He was a loving husband, a great father and a patriot. Richard held several different part time jobs. He was a model for DuBrule Hairpieces, a security guard for celebrities performing in town, he guarded property for Pardee Homes. He was in the first group of Mira Mesa volunteers (RSVP), a volunteer group that checks on seniors and people away on vacation. When he wasn't working he loved hunting and fishing. He was the cook of the family and there was always room for one more at his table. The family wishes to most gratefully thank the staff of “Eagle’s Nest,” (Board and Care home) for their loving care of Richard. May God bless you all.

Services to be held at Fort Rosecrans in San Diego, September 4th at 11:00 AM. Both Richard and Olga will be interred with military honors. Arrangements by California Funeral Alternatives, Escondido.

Olga Garhartt February 14, 1936 June 14, 1994 Born in Ajo, Arizona, daughter of Maria and Erasmo Valenzuela. She died from Lymphoma Cancer, five years after having had a heart transplant. She was the first of two women to ever complete police FBI training in the city of San Diego. She was a revolver expert and a black belt in judo, karate and aikido. She worked at the Navy Exchange at Miramar Naval Air Station as store security. She had to leave that job when her heart problems developed. She managed her son, Michael’s rock band, “Kaos.” She did a bit part in a comedy movie with Rich Little, well known impersonator of the 1960’s, in which she played a drunk. She was the 58th recipient of a heart transplant and the first diabetic to receive a transplant. She was also written about in a book, “Into the Light,” dealing with neardeath experiences. Following the publication of this book she was quoted in the San Diego Tribune as saying she was no longer afraid of death. It was beautiful. She is survived by daughter, Grace Hayse, of Escondido; sons, Richard Garhartt, Jr. of Oceanside; Michael Garhartt, of San Diego, and Douglas Garhartt, of San Clemente, CA. She has ten grandchildren. She will be re-interred with her late husband, Richard H. Garhartt on September 4th at 11:00 AM, at Fort Rosecrans, California. Arrangements by California Funeral Alternatives, Escondido.

"Coach, point out that sumbitch what shot them dogs." Advice From a Retired Married Man It is important for men to remember that, as women grow older, it becomes harder for them to maintain the same quality of housekeeping as when they were younger. When you notice this, try not to yell at them. Some are oversensitive, and there's nothing worse than an oversensitive woman. Let me relate how I handled the situation with my wife. When I retired a few years ago, it became necessary for my wife to get a full-time job, along with her part-time job, both for extra income and for the health benefits that we needed. Shortly after she started working, I noticed she was beginning to show her age. I usually get home from the golf club about the same time she gets home from work.

Although she knows how hungry I am, she almost always says she has to rest for half an hour or so before she starts dinner. I don't yell at her. Instead, I tell her to take her time and just wake me when she gets dinner on the table. I generally have lunch in the Men's Grill at the club, so eating out is not reasonable. I'm ready for some homecooked grub when I hit that door. She used to do the dishes as soon as we finished eating. But now it's not unusual for them to sit on the table for several hours after dinner. I do what I can by diplomatically reminding her several times each evening that they won't clean themselves. I know she really appreciates this, as it does seem to motivate her to get them done before she goes to bed. Another symptom of aging is complaining I think; for example, she will say that it is difficult for her to find time to pay the monthly bills during her lunch hour. But, Boys, we take 'em for better or worse, so I just smile and offer encouragement. I tell her to stretch it out over two, or even three days. That way, she won't have to rush so much. I also remind her that missing lunch completely now and then wouldn't hurt her any (if you know what I mean). I like to think tact is one of my strong points. When doing simple jobs, she seems to think she needs more rest periods. She had to take a

break when she was only halffinished mowing the lawn . I try not to make a scene. I'm a fair man. I tell her to fix herself a nice, big, cold glass of freshly squeezed lemonade and just sit for a while. And, as long as she is making one for herself, she may as well make one for me, too. I know that I probably look like a saint in the way I support my wife. I'm not saying that showing this much consideration is easy. Many men will find it difficult. Some will find it impossible! Nobody knows better than I do how frustrating women get as they get older. However, Guys, even if you just use a little more tact and less criticism of your aging wife because of this article, I will consider that writing it was well worthwhile. After all, we are put on this earth to help each other. EDITOR'S NOTE: The husband died suddenly on January 31 of a perforated rectum. The police report says he was found with a Calloway extra-long 48 -inch Big Bertha Driver II golf club jammed up his rear end, with barely 5 inches of grip showing, and a sledge hammer laying nearby. His wife was arrested and charged with murder. The all-woman jury took only 10 minutes to find her Not Guilty, accepting her defense that her husband somehow without looking, accidentally sat down on his golf club. ••••• See you next week for more Chuckles!
