Many of us can recall a time when we’d go to the hardware store or the gun shop, see a rifle or shotgun we liked, purchased it, went home, then went target shooting or hunting.

Indeed, I remember when I was a young married, going to the hardware store, seeing single shot, .22 caliber rifles, buying two, and taking my then-wife out for an afternoon of target shooting.

I think I paid $22 for each rifle. No filling out of forms, no formalities, just paid the bill, collected the weapons, and was on my way.

Later on, it was fairly common to admire someone’s .410, 12 guage or 20 guage shotgun . . . or his hunting rifle, make an offer, buy it, and go about your business.

No more.

Whether it’s a rifle, shotgun or a handgun you’re thinking of, there are a few things you need to know in today’s world.

California gun laws allow almost anyone to buy a firearm without a license. The only people generally prohibited from acquiring or possessing a gun are: •felons (that is, anyone convicted of any felony offense in any jurisdiction), •persons convicted of certain misdemeanor offenses, •persons who are addicted to narcotics, •persons who suffer from mental illness, and •minors (that is, anyone under 18)

In the case of a long gun, such as a rifle or shotgun, it’s a bit easier than with handguns.

You have to supply appropriate ID and you have a 10 day waiting period while a background check is done on you.

If you clear the background check you can come pick up your rifle or shotgun from the dealer, after the 10 days has expired and presuming you pass the background check.

Assault Weapons

This question appears to be uppermost in most people’s area of interest. The problem appears to be one of both definition and over-reaction.

In fact, California has prohibited assault weapons for years; but that generally refers to automatic weapons. To even own one, let alone buy and sell them, you need a class 3 firearms license (this covers machine guns, etc., the true

assault weapons. Class 3 licenses are difficult and expensive to obtain). On a true automatic weapon, you pull the trigger and the weapon continues to fire until the trigger is released.

That hasn’t been legal for years. Yet the exact same weapon, once you disable the automatic feature and make it a semi-automatic (where you pull the trigger, one bullet fires, and you have to pull the trigger each successive time you wish to fire, is, and has been for some time, legal.)

•you are of good moral character, •you have good cause to justify the permit, •you are a resident in the county, or that you spend a substantial amount of time at your place of business or employment which is located in the county, and •you have completed an approved firearms' training class.

Good cause is an individual issue; however, if applying for business purposes, proof that you are a legitimate and fully credentialed business will be required as well as having to demonstrate that good cause for carrying a firearm exists. The same applies for those wanting to apply strictly for personal protection; the required documentation will be discussed at the time of the initial first interview, additional documentation may be requested.

Approved Firearms’ Training Instructors

There are too many to list in this article. Better to use Google or some similar search engine and type in: “Approved firearm instructors in San Diego County.” You’ll be shown page after page of licensed instructors. Call them, find out their fees, (they may vary) and inquire about an appointment.

Bottom line: You must demonstrate your shooting prowess on a shooting range, under the direction of a certified instructor, and prove you can hit the target.

If you receive a valid CCW license, California gun law authorizes you legally to carry a loaded, concealed weapon as long as you abide by the terms and conditions outlined in your permit.

There are four issuing categories in which the County of San Diego issues concealed weapons.

Applicants will be required to submit documentation to support and demonstrate their need for any of the categories. The categories are: • Protected law enforcement • Personal protection (w/documented threats) • Security • Business

Applications must be submitted to Sheriff’s License Division in person. You can call the Sheriff’s License Division at 858-974-2020 to schedule an appointment for your initial interview. The first part of your interview will determine your need and the required documentation.

Appointments may be set between the hours of 9:00 a.m. to 3:00 p.m, Monday through Friday. You will need to allow an hour for the interview. You will be given additional information and instructions to bring with you for your second interview.

The Department of Justice and San Diego County Sheriff’s Department are both involved in the processing of this application, each agency requires certain fees.

Fees will be collected at the end of your second interview.

The recent passage of California Assembly Bill 144 (as embodied in California Penal Code Section 26350) has since dealt a major blow to the right to bear arms in California. As the law stands

today, unloaded open carry of handguns is illegal.

One more hurdle: Once you acquire a weapon, unless you can prove you have a safe for your weapon, the dealer is required to sell you a trigger lock/guard that keeps unauthorized users, including children, from accessing your weapon.

In fact, there is not likely to be much of a change in federal or California law in terms of acquiring weapons. The chief problem for gun owners is the possibility that California and/or the feds will opt to restrict the size of magazines you may use in your rifles.

That issue remains to be resolved.

We spoke with Bud Duncan of Duncan Gunworks in San Marcos and he confirms heavy traffic in his store.

Many weapons are on back order and sales are brisk.

Duncan’s dad started the business back in the late 40’s, Bud took the business over from his dad in the early 1970’s.

Seldom has he ever seen the business as brisk as it is today due to the keen interest in gun acquisition and the protection of 2nd amendment rights.

The question of 2nd amendment rights has come front and center as a result of recent political controversies that developed as a result of the tragic shooting of innocent children back in Connecticcut.

Governmental critics argue the government is overreacting and trying to blame weapons instead of blaming the deranged user of any weapon.

The critics also argue all the regulations in the world did not keep Attorney General Eric Holder from authorizing the “Fast and Furious’ operational plan that resulted allowing thousands of these guns to go south of the Mexican border . . . and then showing up with dead people around them, innocent people, including women and children.

They fear that presidential “Executive Orders” will take away 2nd Amendment rights.

Indeed, this very controversy is what appears to be fueling astronomical demands at gun shops locally as well as nationwide.

Page 4 - January 24, 2013 Carlsbad Police Arrest Driver With Weapon

On Wednesday, January 16th at approximately 1:40 a.m., City of Carlsbad police officers responded to the area of Magnolia Avenue and Village Drive regarding a possible intoxicated person in a vehicle with a firearm.

The victim, 56 year old Kenneth Jeters, told police that an acquaintance of his, 37 year old Brent Manion, had taken his 2000 Ford F150 pickup and was in possession of a loaded pump-action shotgun. Jeters told police that he believed Manion was under the influence of a controlled substance, possibly methamphetamine.

Officers arrived on scene and were in the process of approaching the vehicle when Manion fled the scene.

Officers pursued the vehicle south through Carlsbad, eventually onto Carlsbad Boulevard and south into Encinitas. At one point, the vehicles approached speeds greater than 100 miles per hour.

Local News

San Diego County Sheriff’s Department deputies assisting in the pursuit deployed spike strips in the area of Santa Fe Drive and San Elijo Avenue in Encinitas. Manion crossed the strips damaging the vehicle’s tires. Next, Manion exited the roadway and tried to drive north on the railroad tracks in the area of Encinitas Boulevard. The vehicle came to rest on the tracks. Manion tried to flee on foot but was arrested.

Officers found a loaded pump shotgun inside the vehicle.

No injuries were reported.

Manion was evaluated for Driving Under the Influence of a controlled substance and was booked into the Vista Detention Facility for Felony Evading, Auto Theft, Driving Under the Influence, and Felon in Possession of a Firearm.

Carlsbad Police Department is continuing the investigation.

Escondido Police Arrest Suspected Armed Robber On Friday, January 18th, at

Well! The reason this email made my day is that another one of "our" kids made it.

I founded and Evelyn and I ran Los Caballeros de Aventura for six years. Probably had about 500 kids go through our program during that time . . . most started young and stayed till they were 18.

Adrian (whom we knew best as Junior) was always one of my favorites.

We'd go around Saturday morning to collect the kids to take them on a hike and this cute little stinker looked up at

about 8:40 a.m, the Escondido Police Department SWAT team served two search warrants in the City of Escondido. The warrants were served in the 900 Block of Milane Lane and the 900 Block of North Fig Street. Both warrants were associated with an armed robbery case that occurred on December 8, 2012.

The SWAT team secured both locations and detectives conducted searches for evidence of the previously mentioned robbery. The warrants were served and the locations were secured without incident.

Eduardo Arguelles, 22 years old, of Escondido, was arrested at the first location in relation to robbery. He was transported to the Escondido Police Department and then booked at the Vista Detention Facility, charged with Robbery and Conspiracy to Commit Robbery.

Arguelles is being charged with the robbery of a 7-11 store located in the 700 Block of N. Midway. During the

robbery, Arguelles allegedly used a handgun to steal cash and lottery tickets. This investigation is ongoing and no further information is available.

Grand Opening of Escondido Technology Center

The East Valley Branch Library will reopen as a Technology and Internet Center on Wednesday, January 30, 2013. A ribbon cutting ceremony will take place at noon at the Center, located at 2245 East Valley Parkway.

The Escondido Technology Center will be open Monday through Thursday from noon to 6:00 p.m. The Center consists of 30 computers which may be accessed by residents in the same manner as those at Escondido Public Library at 239 S. So I broke a couple rules).

He wouldn't take that either. We talked over old times, got caught up on the family, and refreshed our friendship.

Oceanside Man’s Death Ruled an Accident

The Medical Examiner says 30year old Andrew Kyle Olson, a pedestrian who was struck and killed on state Route 76 in Oceanside last week, was an accident.

Olson was struck about 3:50 a.m. Thursday at North Santa Fe Avenue. Oceanside police said Olson had apparently stepped into the right turn lane from the south shoulder of state Route 76 and into the path of an oncoming vehicle.

The driver stopped after the crash. The Medical Examiner’s Office ruled Olson’s death an accident.

Area Code 442 Confusing Some North County

Area residents used to 760 as the area code of choice for

North County are becoming confused over the new 442 Area Code recently introduced in North County.

The largest single user of this 442 Area Code is the new 11story Palomar Medical Center, which opened last August in western Escondido.

Hospital spokesman Leonel Sanchez said last week that all 5,000 phone numbers assigned to the hospital begin with 442, forcing people to dial the unfamiliar code when trying to call patients, doctors and other staff members.

Since hospital officials wanted the same three-digit prefix to all numbers for the hospital, they were assigned 442 numbers as the area code. It

At the time, I’m enjoying my last summer before high school, and life is good. But then, it happens… I develop a knife-like pain in my mid-back from a condition known as ‘scoliosis.’ In my case it comes on suddenly.

The pain in my back gets so intense that I can’t take a deep breath, and sometimes I can’t even think straight or stand up straight. The shooting pain sometimes wakes me up in the middle of the night. I’m afraid that I’ll lose my position on the team if the disability continues. After watching and waiting if my spine would get more crooked and considering surgery (that’s the only option, according to the doctor) I decide against it. But, listen to this…

A friend of mine convinces me to give his doctor a try. This new doctor does an exam, takes some films, and then ‘adjusts’ my spine (he tells me that there’s pressure on the nerve in my mid-back). The adjustment doesn’t hurt, it actually feels good. I get relief, and shortly, I can stand up straight again. Oh, did I mention that this doctor is a chiropractor? OSHER Lifelong Learning (CSUSM) is Offering Drawing Class – The Drawing

according to the California Department of Transportation.

This is a construction project that allows damaged joint seals along the freeway’s Mission Road bridge to be repaired. The seals, if left unrepaired, could cause structural bridge damage, according to Cal Trans.

The nighttime work will also allow crews to finish new eastbound merging lanes. By the end of March, Caltrans expects, drivers will find one new lane between the Woodland Parkway and Barham Drive onramps and two new lanes between the Barham on-ramp and the end of the Nordahl Road off-ramp. Detours to surface streets will be marked and Caltrans planned to notify residents and businesses of the closures, the official said.

Online Scholarship Information for $2.5 Million in Funding for Students – The San Diego Foundation has launched an online scholarship application to ease the process for students applying. With one application, students have a multitude of scholarships, over 100 available through one streamlined application.

The Foundation plans to award upwards of $2.5 million in scholarships in 2013, in a wide variety of scholarships to graduating high school seniors, current college students, and adult re-entry students.

The cost, however, has gone up but will not provide for any additional services.

The new contract will cost the city $14.55 million in the first year . . . which would cover operations costs, an umbrella category that, in turn, supports patrol, traffic, homicide, juvenile intervention, and other services.

Last year’s budget was $14.38 million.

In its second year the city’s cost would rise to $15.24 million, $15.70 million in its third year, $16.17 million in its fourth year and $16.69 million in its fifth year.

In addition to these costs the city would be liable for another 2.8 percent to 4 percent to each year’s overall cost, to provide for sheriff’s retirement cost.

San Marcos Mayor Jim Desmond said there have been no discussions about the city starting its own police force. He feels the increases “are reasonable” given that the city has been “very happy with the Sheriff’s Department.” He noted that the city’s law enforcement costs have remained about the same the past couple of years.

By contracting with the county agency, San Marcos avoids high and unexpected liability costs, Desmond said. Cities with their own police forces are exposed to lawsuits involving accusations against officers.

San Marcos • Mayor Jim Desmond City Celebrates its Golden Anniversary

The City of San Marcos celebrates its golden anniversary this year with a series of special events hosted by the San Marcos Historical Society. The 50th anniversary, commemorating City’s incorporation on January 28, 1963, will capture San Marcos’ community spirit while emphasizing the 1960s.

For starters, the City will be weaving the anniversary-theme into programs throughout the year by offering free concert tickets to individuals turning 50 years of age during 2013, providing free admissions to the 50th person visiting Las Posas and Woodland pools during the summer Sunday open-swim ses-

sions, and a 50th Anniversary fireworks special during the annual Independence Day event.

The San Marcos Historical society will also be hosting a variety of events offering fun for the whole family. Events are set to kick off beginning Saturday, Jan. 26 from 2 to 4 pm with a 1963-themed open house and birthday celebration at Heritage Park located within Walnut Grove Park, 950 Sycamore Drive.

Many other exciting activities are planned throughout the summer.

Last week we noted that the Consumer Electronic Show with 2 million square feet, 156,000 attendees, and over 3000 exhibits was NOT open to the public.

Several readers commented that it seems strange that the world’s largest consumer electronics show was closed to consumers. There is a reason.

CES is just the latest iteration in the evolution of technology expos. From the late 80’s until 2004 COMDEX ruled the roost. Prior to that it was the NCC (National Computer Conference 1973-1987). We’ve been along for the entire ride. First as an engineer (1965-75) for Systems Engineering Labs and Westinghouse and later as head of operations for NCR, Packard Bell, United Telecom and a couple of others and finally, since 1995, with front row seats as owner-

Budget Should Consider Long Term Goals

The 2013-2014 state budget was released earlier this month. In contrast to past years when California had multi-billion dollar deficits, this year’s budget challenges are greatly reduced.

Unfortunately spending is still increasing, and there is little indication that the legislature will restrain its habit of overspending.

Without a large deficit to address, the legislature and the Governor should focus on the long term budget problems.

Past California budgets have not generated reserves for future funding needs. This year must be different. The state’s debt remains high and needs to be paid down.

Improvements to our state infrastructure are long overdue, and the state’s unfunded

Hardly anyone still active in the business goes back as far as we do and even fewer can write about it from first hand experience. Our tired old eyes have seen it all and it allows us unique insight into the evolutionary process that governs electronics technology.

Early NCCs were playgrounds for mainframe makers IBM, Amdahl and “the bunch” (Burroughs, Univac, NCR, CDC and Honeywell). In the late 70s general purpose “min-computers” began to replace “mainframes” and companies like DEC, Data General, PerkinElmer, Sequent and Prime stepped up.

In the early 80s powerful “workstations” from Apollo, Silicon Graphics, Harris and Sun Microsystems took center stage.

We attended the NCC in the summer of 1982 at the Astrodome in Houston.

It was the last of the quiet little “insider” NCCs before the November 1982 bombshell release of the IBM PC. The 1983 (Anaheim) and 1984 (Las Vegas) NCC drew over 100,000 attendees, 3000 exhibitors and was open to the public. PCs from the likes of Apple, Compaq, IBM, Commodore, Atari and related peripheral gadgets dominated the shows. In 1985 the NCC attracted fewer than 40,000 attendees and 800 exhibitors, a victim of the poor economy and competition from COMDEX (computer dealers exhibition). The NCC folded in 1987.

COMDEX had been around since the seventies. Their semi annual expos known as “Geek Week” were relatively small. In the late 80s the fall

pension liability is unacceptable.

Long term goals should not be overshadowed by the bill factory. During session, legislators will propose new legislation that induces unnecessary spending, when our primary focus should be on eliminating debt, reducing spending, and auditing government programs.

The 2013-2014 budget postpones debt service payments to allow for spending. This is the wrong approach. Taxpayers expect legislators to be responsible with the state budget.

Let’s get to work.

COMDEX established itself in Las Vegas and opened its expo to the public. The growing PC business with rising stars like Dell, Gateway, Packard Bell and thousands of software and peripheral companies attracted hordes.

COMDEX peaked in 1999 attracting nearly 2500 exhibitors and 200,000 attendees. As PCs became a commodity, newer technologies like game boxes, MP3, home entertainment, Internet and cellular products and tablets along with associated gadgets and applications began to grab our attention.

COMDEX folded in 2003.

In 1998 The CES (Consumer Electronic Show) initiated its once-ayear winter Las Vegas expo. With a scope much broader than COMDEX’s narrow PC focus, it soon eclipsed its rival and has been growing in scope and attendance ever since. Today the CES

focuses on advance electronic technologies for all aspects of life and work. The show features new product concepts and technologies that are often years away from consumer availability.

Exposing manufacturers and designers to emerging technologies and applications enable them plan new products that will incorporate the new technologies. One indication of how far removed the CES is from PC technology might be to note some companies who don’t exhibit at CES like Dell, HP, Apple and Microsoft.

The CES is a technology bazaar where designers, inventers, engineers, marketers, manufacturers and buyers meet to see what opportunities technology holds for their products. Lookie-lews are not welcome.

Marine Band to Present Free Concerts – The California Center for the Arts, Escondido, (CCAE) presents the annual Marine Band Concerts on February 7 and 8, at 7pm, featuring the 1st Marine Division Band, consisting of 50 Marine musicians, based at Camp Pendleton, and is being called “The Inaugural 1st Marine Division Anniversary Celebration Concert” to commemorate and celebrate the anniversary of the Band’s organization during World War II. The history of the 1st Marine Division will be told through music by the jazz Big Band and the Concert Band, as well as the usage of video footage. Annual Math Field Day to be Held at Del Dios Middle School – On Saturday, February 9, the Escondido Union School District (EUSD) will hold its annual Math Field Day from 8:30-11:30am at Del Dios Middle School. Over 300 fifth- and sixthgrade students compete in a variety of events to demonstrate their mathematical prowess, including Sudoku, Math Wizardry, Crafty Calculators, First Class Airlines, Mental Math, Digit Deal, Luck or Logic, and Heads Up Math. Each event category tests different aspects of math literacy, such as mathematical reasoning, data analysis, statistics, and probability. The Escondido Union School District is immensely grateful to the Rincon Band of Luiseño Indians for making it possible to involve all the schools in this exciting competition and to award certificates, t-shirts, or medallions to participants and category winners. The Escondido Council of Parent Teacher Associations has been instrumental to this event, as well, by providing snacks to the hardworking Math Field Day competitors – thank you to the PTAs of Escondido! Antique, Art & Collectible Show Returns – On Sunday, February 10, the North San Diego Antique, Art & Collectible Show will return to the Conference Center at the California Center for the Arts, Escondido. Father Gregory Boyle to Speak at CSUSM – Author of “Tattoos on the Heart” and founder of Homeboy Industries will kick off the University’s Arts & Lectures series this year on Monday, February 11 at 6pm, for an inspirational talk on the transformative power of compassion and his work leading the nation’s largest gang intervention program. This program is anticipated to draw 1,000 attendees; a book signing will follow. Father Boyle has been nationally recognized, including his recent induction into the California Hall of Fame, for his

humanitarian work. In 1988 he began a grassroots effort to address the escalating problems and unmet needs of at-risk and gang-involved youth in the barrio communities of east Los Angeles. Thus Homeboy Industries was created, which today is the largest of its kind in the nation, emphasizing alternatives to gang involvement, and includes job training for former gang members and at-risk youth.

Spyder survived but, even today, is sill badly scarred from bad burns. A dog who almost died in a house fire is on her way to recovery. The Saint Bernard, Great Dane mix has been recovering since early January.

Lori Schwab saw her beloved Spyder for only the third time since the tragic fire on December 27th. Schwab adopted Spyder when she was just a puppy and now the dog, who is about 4 years old, has extensive bandaging on her after surviving a devastating fire one December evening.

The fire destroyed Schwab's home in Ocean Beach, but she got out safely. Spyder was badly burned in the fire and has a lot more healing to do.

Her skin is still exposed after a number of surgeries. "She had third-degree burns over about 25 to 30 percent of her body on her left side," said chief veterinarian Dr. Jenny Schiebert. Schiebert has been treating Spyder since she arrived at Shadowridge on Jan. 4. "Not once did she ever whimper, whine, growl, lift a lip... she is just a loving soul," said Dr. Schiebert. Spyder still needs several extensive surgeries before going home.

Alex dutifully went to the 'naughty chair' and had a seat. She looked down at the floor with a sullen look, some might call it a frown, on her face . . . for about a minute.

Then she looked up at Kenny and her eye's sparkled and she grinned.

"I just totally lost it," said Kenny. "I laughed so hard my stomach hurt.

That little imp. Looking at me with that big grin of hers . . . no way I'll ever be able to discipline her.

And she makes my day whenever Kenny brings her around.
