February 24, 2004: I left San Marcos, California, for my 5th trip to China on business.

This trip was to be different.

This time, I was scheduled to speak at two separate conferences on western hospital management, one in Shanghai at a conference on hospital management at Ruijun Hospital and another in Wenzhou at a conference at the South Asia International Hotel.

Following the conferences I was off to Zhuhai for a day, then to Haiko on Hainan Island on other business.

My partner, Edward Chen, met me at the Pudong International Airport in Shanghai. The weather was telling at that point. Gray skies, chilly though not “cold” and threatening rain most of the time. On more than one day, we would be caught in downpours which might have had something to do with generating a cold at the end of the trip.

The hotel was one of the old and better known in Shanghai, the Jin Jiang Hotel, a 5 star hotel, once the host to international visitors and diplomats.

My job at the conference was to provide Chinese healthcare professionals a glimpse of western hospital management. That is pretty hard to do in 20 minutes with breaks for translators but I gave some highlights and at the The Paper - 760.747.7119

In Wenzhou it’s a bit tougher to communicate with cab drivers because they are not used to driving for those who don’t speak their own language as in Beijing or Shanghai.

One of the translator/medical residents assigned to our group was Yu Shuru, a 28 year old resident in neurology. Shuru spoke not only English due to her studies in Australia but also the local dialect and Mandarin as well.

She was the ultimate translator and tour guide.

Shuru and I were walking down a major shopping street and we noticed a little commotion ahead. This 20-something young man, cigarette dangling from his mouth was selling a puppy. He was holding it. Not affectionately, just holding it.

Then, all of a sudden, the vendor just threw the pup into the midst of a busy walkway.

Startled pedestrians of all ages were nearly falling trying not to step on this tiny puppy.

The Irish Railway

The puppy, startled, could not have been away from its mother for the first time since birth for more than an hour and was now trying to figure out what to do in this new, overwhelming and bewildering situation which it had never seen. First going this way, then that way, trying to avoid the shoppers as much as they were trying to avoid harming it. Our guess was that the puppy was about a month old.

I handed the puppy to Shuru and said to the puppy, “Here Pup, go to your Mommy.” I asked her if she could find a home for the puppy. She said, “yes.”

I stayed in the lobby of the hotel with my new relative and through the window walls of the hotel watched Shuru run across the street to get a small carton of milk.

I thought, “Great, a good outcome to an otherwise potentially bad ending.” (Little did I know what was in store for us.)

Milk in hand, we went up to my hotel room to feed the puppy. I got down one of the coffee cups from the in-room coffee service set up and Shuru squirted about half the contents into the cup. (If you look very closely to the right, the puppy is watching the milk being squeezed into the cup and is licking her lips.)

Shuru said, “Are you sure?’ I said, “Sure.” She asked how much the puppy was. The vendor said, “300 RMB,” about $36 for the puppy.

As we were walking away, I watched the vendor go back to the side of the street and produce another puppy from a burlap sack and thought, “Oh Jesus, he’s got the whole litter in there.” Well, I really was in no position to do anything with a litter of puppies, leaving the following day.

The realization and the futility of it that this one little puppy was but the tip of the iceberg made me sick.

Well, that was “one hungry puppy.” She drank most of the milk, the cup being half as big as the puppy herself. Having accomplished the first feeding, we began to think about what would come next (out the other end), so I went down to the lobby to buy a newspaper in case the new pup had to “do anything.”

We waited a bit for any sign of progress that way but no luck.

She turned to me and said, ”No, Bruce, its too much, He wants 300 RMB.” I said, “I don’t care.” I had a U.S. twenty dollar bill, a few hundred

I just felt really concerned for the puppy. I thought the first thing which needed to be done is to eliminate an impending disaster.

When the hysterical shrieking and alarms finally subsided, I found out that she was referring to my credit card.

I have been asked to shop elsewhere in the future.

They need to make their instructions to us seniors a little clearer!

The puppy seemed to accept that new affection with little difficulty. We were getting REAL attached to this little one.

Shuru’s friend, a policewoman was with us and as it got to be about 6 pm, I suggested that it was getting late and I should not keep them. I would liked to have played a little more and dote over the pup but I needed to be considerate of my new friends and their lives. After all, I had just presented them with a task they had not been counting on. Shuru said she would find a good place for the puppy and we thought we would talk the next day.

ANOTHER DAY: I was on another group excursion the next day. Our group went to a very pretty mountainous area to the north and spent the day. I had expected to see Shuru as an interpreter but she was not there; the hospital had sent a different interpreter.

That day, Shuru had taken our puppy to her father’s factory where there was another 2-month old puppy they were taking care of. Great, instant puppy friends. Not only that but there was a nice outdoor area where the dogs could play and be comfortable.

I did not hear from Shuru for a day. The following day however, I got an e-mail from Shuru. She said, “Our daughter” did not eat at all yesterday and she looks very sick.

“What now?” I thought. We had been too lucky.

Something was not right but what could it be? Was the milk bad? Did the other puppy get too rough with her?

Shuru took the puppy to the veterinarian office across from her apartment. He told her that the pup was very ill and may not make it but it would certainly have to stay hospitalized. If she made it the next 24-48 hours she would probably be OK. Otherwise, it did not look

good.

That night I said a little prayer for a little dog. “God you can move mountains, so could you just help out this one little puppy?” I felt like there was a reason that we happened upon the street vendor.

I had to go to Zhuhai the next day and did not have internet access so I did not communicate with Shuru, although I could have called her on my mobile phone but I figured I would just wait until later when I got to Haiko when I would be able to get online.

Maybe I was afraid of what I might hear.

I was in my hotel room the next day in Haiko when I got an SMS text message on my phone about 12 noon. It read, “I’m sorry, Bruce. She’s dying. I am with her now.”

I immediately called Shuru on her mobile phone. Shuru quickly answered. The background noise was clearly that of a vet office (barking dogs).

I said, “Shuru, its Bruce, are you sure?” She said, “Yes.” I said “Is she suffering?”

She said, “Yes she is. She is breathing hard and with a lot of difficulty.”

With a kind of hollow feeling and a heavy heart, I had the thought that there is only one other thing possible we can do to help this little creature at this point. I said “Can we at least give her a shot and spare her more suffering?” (The November prior I had to put our pet in California to sleep and now I was doing it again.)

Shuru said, “Yes.” I said, “OK, then, let’s do it.”

She said, “Alright, I will.

Sorry, Bruce.”

I said, “Shuru, I just appreciate you being there. Otherwise she would be dying by herself in a garbage pile somewhere. At least she can feel you petting her head and feel not quite so alone.”

Shuru told me that there was another puppy from the same litter in the vet’s office going through the same thing.

Whatever happened was happening to all those puppies.

We were both crushed.

By the way, I wasn’t dealing with a lay person. Shuru is

not only an interpreter, she is a physician, and in fact a general internist doing a fellowship in neurology. She is highly compassionate and loves animals besides.

The next day in Haiko about 8 pm, Shuru and I met online on MSN Messenger and chatted about the previous week.

She told me something very interesting and sad. Her veterinarian said that 75% of the puppies sold by street vendors will die in this same way. What happens is that these vendors dye the new puppies different colors in an attempt to make them more cute or sellable.

Unfortunately, the dye they use kills the puppies in a few days. It is so toxic that the puppies’ young systems cannot handle the toxicity. We imagine that their livers which try to cleanse the blood become overwhelmed and fail. Then the other systems shut down and the pups die a miserable death going into respiratory distress and then, ultimately, cardiac failure unless the end is hastened by medical compassion.

Shuru and I keep in touch almost daily via email. This unhappy event galvanized us both to do something, whatever we can to change this situation.

Our plan is to suggest to local and province governments a framework which would result in significant income to those governments through vendor fees and registration requirements to sell domestic pets but include neutering requirements and the involvement of the Chinese veterinary profession, which I am sure they will support.

As a hospital administrator and consultant for the past thirty plus years, one of my best skills is organizational development. If I can use that background to help orchestrate the development of a framework which will benefit everyone except the individual street vendors, I think we have a chance at making some real headway. I am also encouraged by the movement Jill Robinson has been able to achieve in her work with Chinese governmental units and the Chinese academic and science community. I believe the majority of people in China are of the same mindset and only need a fresh set of eyes or a slightly

different mindset to improve the way various things are approached.

Do I feel a little bit like Don Quixote? Yes, I do but not enough to dissuade me from trying to prevent large numbers of month-old puppies from being routinely poisoned and sentenced to an agonizing death.

According to the pet-purveying street sellers, different colored dogs fetch different prices. A white poodle, for instance, would be priced at around 700RMB, a reddish coat will up that price to 1000RMB, and a “Teddy” sells for even higher - at 1500RMB. So in order to make sure all the dogs are “teddies,” they dye them.

“At around 11:10am, Mr. Wei and his wife put on their gloves, which had already been dyed to a purplish color from their natural yellow, and began preparing the toothbrush, dye paste, and a pot of hot water. After, Mr. Wei entered a 10-squaremeter room, I could already detect the acrid smell from within.

At 12:30pm, I managed to infiltrate the premises to see what was going on. At that time, Mr. Wei's wife was working on a white poodle puppy.

She used a toothbrush to color the puppy's face before lowering him into the vat of dye and hot water. Because the water temperature was very high, the little puppy kept screaming. She moved the puppy around to get all its fur wet with dye, blow dried it, and then began smoothing the color out. After the coat was dry, she began the process again. By this point, the puppy had stopped struggling.

If Mr. Wei's wife saw that the water was getting lighter, she would take out another bottle of dye and add more. She said "our place's chemicals are the best, one dye will last roughly a month."

Page 4 - June 28, 2012 Escondido Police Officers Agree to Terms With City After several months of sometimes bitter negotiations the city of Escondido and its police officers have agreed to a new labor contract.

Details were not available as of press time concerning he details of the new contract.

The city’s focus has been on shrinking pensions for new hires, questions of restoring benefit cuts made during the recession and whether the city would restore pay hikes based on years of service, which are called "steps."

Council members already agreed to the contract earlier this month in a session closed to the public, a move that prompted union officials to call for an online ratification vote by officers that ended at 5 p.m. Monday. It is presumed that last night’s (Wednesday) council approval was merely a matter of form.

Escondido Chamber of Commerce Taps Katherine Zimmer As New CEO Katherine Zimmer, ACE, has been named the new chief executive of the Escondido Chamber of Commerce, succeeding Harvey Mitchell, who served in that post since 2003.

Those pay hikes prompted the police union and other city employee groups to protest outside City Hall.

Prior to joining the Escondido Chamber of Commerce , Ms. Zimmer had been vice president of marketing and communications for the Napa, CA. Chamber of Commerce, a position she has held since 2005.

Since puppies aren't made to withstand large doses of chemicals, they are usually very unhealthy by the time they get to market. To perk them up, the sellers said, they feed them cough medicine.

Puppies doped up on cough medicine can stay active and playful for about ten hours before they collapse.

While this news report is from Beijing, illegal dog sellers are all over China - including in Shanghai. If you're thinking of adopting a new pet (or know of anyone who is) make sure you're going through a reputable seller.

Even better, consider giving organizations like SCAA a call.

The worst thing you can do for yourself or dogkind - is pick up a puppy from some guy selling them off the street. Even here in America, it’s best to NOT buy from pet stores as they often get their dogs from Puppy Mills in the midwest; nor from backyard breeders. Better to see your local rescure organization or Humane Society.

Commentary He Should Have Listened I attended last week’s “People’s Town Hall Meeting,” and came away thoroughly impressed. This is how a Town Hall Meeting should be conducted . . . with an emphasis on respectful participation, sharing time equally, and attentive listening. In short, a model for civil discourse.

We applauded Mayor Sam when he came out with the idea of Town Hall Meetings.

Pacific Belles Chorus Presents Scholarship

At their "All American Picnic" show recently, Pacific Belles Chorus, the Escondido chapter of Sweet Adelines International, presented their 2012 Notable Young Musician Scholarship Award

Kailyn O'Donnel, graduate of Rancho Bernardo High School, received $2,500.

Accepted to eight Bachelor of Fine Arts programs, she has chosen Texas State University to nurture her singing, dancing and acting talents, with Broadway musical theatre her goal.

Emily Balderrama earned $1,500, and has chosen the Music Department at Cal State University Fullerton. A Rancho Bernardo High School graduate, she has been playing the cello since age 10 and teaching private cello lessons since 7th trade. Alana Stroud, a Valley center High School graduate is on her way to Whittier College on an academic scholarship that will cover part of her tuition.

Oscar picked up $1,500, and performed a rousing rendition of the classic Neapolitan song, "Funiculi, Funicula."

Kimberly Durflinger has a passion for music. After graduating from Helix Charter High School, she plans to attend Eastman College of Music in Rochester, N.Y., pursuing a Bachelor's degree in Musical Performance. She was awarded $1,000.

Daley Ranch Trails Reopened All trails within Daley Ranch in Escondido have been reopened following the completion of the repaving of roads surrounding the Ranch House. The work was performed by Asphalt & Concrete Enterprises, Inc., of Santee, and was completed approximately two weeks ahead of schedule and under budget.

The project may not have been completed ahead of schedule had it not been for Escondido businessman George Weir of George W. Weir Asphalt Construction, Inc., whose “above and beyond” efforts allowed the project to be completed in a timely manner. During the last evening of construction, the final load of asphalt was being delivered at approximately 7:00 p.m. when the dump truck inconveniently broke a drive axle at the bot-

tom of La Honda Drive.

Since the asphalt plant had closed by then there was no possibility of the contractor finishing the job that evening and his other commitments for the next few days unfortunately would have prevented him from finishing the work quickly. However, Project Manager Bud Oliveira contacted George Weir to see if by any chance he had approximately 10 tons of asphalt still on the road. Within 45 minutes George Weir personally escorted his truck to the site and the other contractor was able to complete the project.

The San Diego Animal Defense Team claims credit for having helped to shut down three target stores and observing the home of owner Jon Le, the of those three target stores, which were raided on March 27 and all animals confiscated. Now, the owner of Puppy Stars, Pet Place and Naedeen Puppies was arrested on June 19. Johnson Le, 28, is being held on suspicion of four felony counts and 10 misdemeanor counts of animal abuse, as well as more than a dozen violations of the state's Health and Safety Code, according to the San Diego Humane Society. The SDHS said many of the animals, including 57 puppies, suffered from diseases and health conditions and were ill.

Oceanside Unified School District Approves Budget of Nearly $162 Million The late Senator Everett Dirksen, Illinois, once said . . “you take a million here, a million there, pretty soon, you’re talking some big money.”

That applies to the Oceanside Unified School District as they have just approved a budget of almost $162 million Tuesday for the 2012-13 fiscal year. Under this plan, the district will draw on about $17 million from the district’s reserves, and restore employee work days and pay that had been cut in the past two years.

Some data from the budget: Spending: $161.7 million, down 1 percent from 2011-12 but up 4 percent from 201011.

Revenue: $145.2 million, down 12 percent from 201112 and 10 percent from 201011.

Ending reserves: $12 million, down 58 percent from 201112 and 49 percent from 201011 Per pupil spending: $8,194, down 2 percent from 2011-12 but up 5 percent from 201011.

Teachers: 783, down 4 percent from 2011-12 and 17 percent from 2010-11.

Students: 19,732, the same as in 2011-12 and down 1 percent from 2010-11.

Escondido • Mayor Sam Abed Free Public Tours of City Hall and Police and Fire Headquarters Did you know the City of Escondido offers free guided tours of the awardwinning City Hall and the Police and Fire Headquarters buildings? Both tours are a great way to learn more about city government operations, as well as some fun facts about the City’s history.

Completed in 1988, Escondido City Hall was awarded the prestigious Urban Land Institute Award for Excellence in 1989. The tour includes a walk through City Hall and around its exterior. Tours of City Hall are

offered on a quarterly basis on the first Thursday of January, April, July, and October.

The next tour will be held on July 5, 2012 and will begin at 10:00 a.m. in the City Hall lobby, 201 N. Broadway.

The tour lasts approximately 45 minutes. No reservations are required.

Rancho Bernardo • Mayor Jerry Sanders When you live in a city as beautiful as San Diego, it’s second nature to care about the environment. I learned just how much our residents care about the environment when I saw the results of a pilot program our Household Hazardous Waste Team developed to help San Diegans recycle harmful materials.

Residents had expressed concerns about the inconvenience of properly disposing of household batteries and fluorescent bulbs. To do so, they had to drive to our household hazardous waste facility at the Miramar Landfill. The HazMat Team decided to conduct a pilot project where residents could take these added materials to the used oil

recycling events.

This pilot project has been a huge success. We have increased our collection of batteries and fluorescent light bulbs by almost 10 tons. This comes on top of our announcement last year that San Diegans recycle general waste at a rate of 68 percent.

This was in addition to the thousands of gallons of waste oil and antifreeze that HazMat collected on their own in the 2012 fiscal year. The HazMat team took in 5,730 gallons of used motor oil in fiscal year 2012, compared to 3,950 gallons in fiscal year 2011.

I not only commend city staff for their work, but thank the residents for participating in this worthwhile and highly successful program.

Vista • Mayor Judy Ritter One of my favorite events during the month of July is The “Red, White and Boom” fireworks display that takes place in Brengle Terrace Park on July 4.

Celebrate Independence Day in grand Vista style! Festivities will be held at the Moonlight Amphitheatre within Brengle Terrace Park. Events include live music and one of the biggest fireworks displays in San Diego County. This is a great opportunity to enjoy a picnic and entertainment with family and friends.

San Marcos • Mayor Jim Desmond Keeping San Marcos Moving As the City continues its efforts to keep San Marcos motorists moving and improve the flow of traffic, the Regional Arterial Management System (RAMS) project is something to talk about.

With support from the San Diego Association of Governments and participation of our neighboring communities, the purpose of the RAMS project is to optimize traffic flow across the San Diego region through a coordinated management system for traffic signal systems across our neighboring jurisdictions.

Currently, the County, cities, and Caltrans manage traffic signals and

systems independently of each other.

By designing common software applications for traffic engineers and signal system managers, RAMS offers the opportunity for local agencies to coordinate and integrate existing traffic signals and management activities at critical inter-jurisdictional corridors and roadways. Agencies will also be able to view signal status, controlled time, timing and coordination information, and signals from our neighbors.

In other words, this project gets San Marcos systems talking with other local systems to time traffic signals and get you moving more efficiently on the road.

The summer art camp will offer a four day session where children will view artwork from current and past exhibitions held at OMA, with art styles ranging from representational to abstract. Art education instructors will teach children how to use a variety of media such as painting, drawing, sculpture and graphic

design. Not only will the children be involved in both individual and group projects, but they will produce their own art exhibit to be viewed at the end of their session.

That is why I have introduced SCA 2 to provide a specific outline of reforms and an opportunity for legislators to redesign our current process. SCA 2 is a constitutional amendment that requires the first year of each two-year session to be dedicated to producing a budget. The resulting budget would serve for two years.

This change would give the legislature enough time to focus on the budget process. The legislature spends too much time on insignificant bills, and not enough time on our most pressing problem: California’s finances.

After 10 years of losses, Jobs was looking for a way to get rid of Pixar when Pixar signed a modest contract to produce three films for Disney. When “Toy Story” became a smash hit. Jobs started paying attention. He took Pixar public while maintaining 50% of the company. Jobs had already returned to Apple when Disney bought Pixar in 2004 for $7 billion in stock. Jobs became Disney’s biggest shareholder

Charter Schools Are Good For Education Even in the face of California’s constrained fiscal environment, education funding should always be the state’s top budget priority. Sacramento is poised to spend $64.1 billion on California’s K-12 public schools in fiscal year 201112, with many contending that it is not acceptable to spend less. What is completely unacceptable is spending this kind of money and denying parents the opportunity to send their child to a school of their choice.

Yet that is what Sacramento Democrats are trying to do. During the past six years that I have served in the State Assembly (three as Vice-

I read with interest your church reviews and noted there didn't appear to be any reviews on Catholic churches--maybe because my husband calls me a Baptist Catholic. (I converted in the sense that I joined the Catholic church--having attending mass since our marriage almost 46 years ago. I still sing "Baptist" hymns however when home. I still pray my own unscripted prayers. So I was eagerly waiting to see your review of a priest and mass.

I so enjoy The Paper. Thanks for giving the humor-chuckles.

Gerri Balli North San Diego County Editor’s Note: In my first draft of the story I had commented on the fact that I had not included Catholic churches. I kinda wish now I'd left that discussion in the story. Basically, I pointed out that the research project I had undertaken was not so much focused on the churches themselves, but the individual pastors and how many of them delivered sermons that were inspiring, motivational, humorous, dynamic, and, sometimes, charismatic.

My experiences with the Catholic church had been that the church conducted its services following a long established routine of liturgy, ceremony and ritual and the priests, generally, were not known for giving motivational and/or entertaining messages, but homilies.

One possible local exception was Father Rafferty, formerly of St. Timothy's. I heard him speak at a Rotary meeting and he was brilliant. I spoke with a fellow Kiwanian who knows Father Rafferty well and he

said, "yes, he's a brilliant speaker . . . but he doesn't know when to stop. I've told him several times that he is a great orator but he needs to wind down his sermons after 30 minutes.”

(They were close friends so my friend could be direct with him). Father Rafferty, I understand, has since transferred to another parish.

I have published an in-depth cover story on Baha'i, at least three cover stories on Mormons (not so much on the church itself as adventures and/or historical essays on their pioneer days). Eventually, I may do an in-depth story on Islam and Buddhism. Don't want to do too much on religion as I don't want our readers to think of us as a religious paper (which we most definitely are not).

It can’t be a lecture and an adoption of a position of “I’m right and you’re all wrong.”

To decree that participants cannot applaud is also, frankly, silly.

The participants applauded at last week’s meeting and not only did the planet not spin off its axis . . . people seemed to feel better for it.

Had Mayor Sam and/or the other councilmembers attended, I do not believe there would have been booing. If there had been, Kent Davy would have shut it down immediately.

A word, however, to those who protest the present council majority: knock it off with the insulting signs and posters and the confrontational postures. You may have a constitutional right to display signs, and to make angry statements under the Freedom of Speech doctrine but there is such a thing as common sense as well.

That he is firm in his conviction, there can be no doubt.

But is he so firm that he can’t examine both sides of an issue and be open to discussion?

We’ll see.

We hope this has all been a learning experience for Mayor Sam . . . and for his council majority that have, to this point, generally backed Abed’s positions.

Remember, this is Mayor Sam Abed’s first year as Mayor. He’s still learning the job. He’ll likely make a few more mistakes, errors in jdugment.

But, on balance, he’ll probably do a lot more in good decisions and good judgments than bad.

When he makes the good ones, we’ll be the first ones to applaud . . . but if we disagree with him, we’ll certainly not be bashful about letting him know . . . as well as our readers, of our not so humble opinon.

Let’s move forward.

If the protestors will conduct themselve in a civil manner, it’s entirely possible the Council will respond in kind.

Try it. It just might work.

There were folks who presented positions and argument for issues with which I, and perhaps others, did not agree. But they had their say.

And they were not booed.

They were applauded.

A good object lesson for the Escondido City Council.

Overall, The Paper believes Mayor Sam and the Council have done a good job with the city. There were, in our opinion, two major errors in judgment. The Clay Phillips management pay raises, and the shutting down of discussion during the Town Hall meeting in May. Aside from that, Abed has done a good job. He’s balanced the budget, as he promised he would. For two years now. He works hard and has developed contacts at the local, state and federal level that may be of assistance to Escondido.
