by lyle e davis I guess Bill Williams lives the life most of us wish we could live. 1. He’s got a stunningly beautiful wife, Peggy. 2. They have three children together. 3. They have nine grandchildren. 4. He travels the world, taking pictures. 5. He shows travelogues at area libraries, civic and service clubs, and schools, telling people about his exciting life and travels and showing them colorful examples. He’s a retired high school teacher from Oceanside High School. Even while teaching school, when on summer vacation, he’d be heading for some exotic locations, camera in hand. He has continued that pattern right up till the present day. Most recently, he has returned from Uganda, in Africa. Uganda is a small African country located on the SE part of Africa, slightly smaller than Oregon. Its population is around 31 million, most of whom speak English. Swahili is the native language but since Uganda was a British colony from 1894 until 1962, they learned English. In a carryover from the British era, many of the farm fields are still comprised of tea fields. Though Bill visited in January, during the dry season, he says the best times to visit are between March and September. “You’ll see plenty of animals in Uganda,” Williams said. “One of the reasons you see so many pictures of lions in trees over there is because they get up in the tree to avoid the red ants. The red ants over there are a lot more aggressive and vicious than ours are over here. Our guides told us if we got attacked by red ants the best action to take was strip off all our clothes as quickly as possible. We don’t know why, but the red ants will not climb trees. It is a great tourist attraction and generates a lot of revenue for the country and the villagers, but permits are very hard to come by. Williams is pretty well connected, but even he had to wait six months, same as anyone else, to get a permit. The permits cost $500 a day and authorities are very strict as to who can go. “We have a meeting in the morning at 7am - the trackers are four hours ahead of us. Our guide has radio contact with the trackers. The guides come up and check you out first thing in the morning. If you’ve got a case of the sniffles, if you have a fever, if you’re not feeling well . . . you stay in camp. Gorillas can catch the same diseases you and I do and authorities don’t want to run the risk.. Similarly, villagers are absolutely forbidden to go into the mountains. They don’t want the gorillas disturbed or exposed to any cold, flu bugs, or any other maladies

The gorillas are back in the bush because it’s hot and here it is cooler. If you spend more than one hour in their company, they get stressed . . . and that’s not good.
There were only three people in my group and we had to climb a 65-70% grade. There’s a lot of climbing involved and it took us 4.5 hours, each way. Another Belgian group took over 10 hours to find their family of gorillas. It’s a unique experience, tracking gorillas. The guides go out way ahead of us and are in radio contact. Guides will tell you ahead of time which family you will be tracking; guides know them. Once they locate the ‘family’ of gorillas you are designated for, they radio back the position, using GPS location points. The next morning, you set out, but because gorillas never seleep in the same area twice, they will be gone by the time you arrive. Still, it is known they are in the area, so your guide helps you track and, hopefully find them. You are only allowed one day in the bush so if you don’t find them, you get 50% of your fee returned. In my case, we were I put hardwood floors on top of wall-to-wall carpet. I put my air conditioner in backwards. It got cold outside. The weatherman on TV was confused. "It was supposed to be hot today." I replaced the headlights in my car with strobe lights, so it looks like I'm the only one moving. I saw a bank that said "24 Hour Banking," but I don't have that much time. I spilled spot remover on my dog. Now he's gone. I stayed up all night playing poker with tarot cards. I got a full house and four people died. I took a course in speed reading. Then I got Reader's Digest on microfilm. By the time I got the machine set up, I was done. I took lessons in bicycle riding. But I could only afford half of them. Now I can ride a unicycle. I used to have an open mind but my brains kept falling out.

While they are well protected in Uganda, they are still killing gorillas, often for bush meat, in the Congo.
When you leave on the trek into the gorilla country, and within a certain range, you have to leave your backpack and anything else, including your walking stick, behind. You’re only allowed to take your camera(s). Once you are within 20 feet of the gorillas you stop and may begin filming. You are allowed one hour, no more. Guides will let you know . . . ‘we have about 10 minutes before this visit is complete.’ When that 10 minutes is up, you’e outta there. No ques-

I went to a restaurant that serves "breakfast at any time". So I ordered French Toast during the Renaissance. I went to San Francisco. I found someone's heart. I went to the hardware store and bought some used paint. It was in the shape of a house. I also bought some batteries, but they weren't included. I went to the museum where they had all the heads and arms from the statues that are in all the other museums. I wrote a few children's books ... not on purpose. I wrote a song, but I can't read music so I don't know what it is. Every once in a while I'll be listening to the radio and I say, "I think I might have written that." Most of us remember the Idi Amin years, from 1971–79, thousands were killed under his regime. Potential military and political rivals and the villages from whence they came were subjected to torture, executions, and wholesale slaughter.
Another highlight of Williams’ trip was going through Queen Elizabeth National Park . . . what makes it so special, you are in a boat, large enough to accommodate 20 people and large enough hippos could not tip it over. “We were able to photograph the animals as they are right by the water.As you float by, they look right at you. You can see the African fish-eagle, the large African elephant, crocodiles . . . Uganda has a world reputation for having the largest population of Hippos.”
Durin the Idi Amin era, with its indiscriminate warfare and firing of artillery and other heavy weaponry, it is estimated that Uganda lost 75% of its elephants, 98% of its rhinos, 90% of its crocodiles, 80% of its lions and leopards, in addition to numerous species of birds. Finally, in 1979, Amin fled advancing armies, going first to Libya, then permanent exile in Jeddah, Saudi Arabia. He died on 16 August 2003, at the age of 75. Of more recent vintage is the LRA (Lord Resistance Army, Insurgency). Headed by Joseph Kony, the LRA, since 1987 through the present, would abduct teen and subteen boys and force them to serve as members of its army ... and force them to kill innocent civilians, including women and children. It is said that they have fled Uganda into the Sudan and other nearby areas such as Eastern Congo and in the Central African Republic Williams reported no signs of military activity and he was aware of no particular fear by the people of Joseph Kony,

Another highlight of the trip to Uganda were the chimpanzees. “Chimps are seven times stronger than man,” says Williams. “They can live 50 to 60 years in their natural habitat.” At one time there were about a million chimps alive; today, it's estimated to be between 150,000 and 175,000. When you watch them, you have to watch them high in the trees,

Page 4 - March 15, 2012 Veterans Sought for CCC North County Forestry Crew United States military veterans interested in forestry work can join a new California Conservation Corps veterans crew based out of the CCC's Vista office. The nonresidential crew will receive paid training from the U.S. Forest Service in wildland firefighting and chain saw use. The crew will work on fuel reduction and other forestry-related projects in the Cleveland National Forest. To qualify, veterans must be between the ages of 18 and 25, have an honorable discharge or general discharge under honorable conditions, and not be on probation or parole. Those interested in applying for the program need to contact the CCC by Monday, April 2. Those who complete the CCC's veterans program may be eligible for the USFS Wildland Firefighter Apprenticeship Program that can ultimately lead to full-

San Diego County Suicides Up To Record 392 Some sobering statistics released by county officials show the San Diego County suicides number 392 for 2011, the highest in 23 years. That works out to more than one person every day. Almost 12 persons out of every 100,000 grouping committed suicide last year. The largest majority of suicides were Caucasian, at 74%. Next came Hispanic with 11%, Asian, 8%, AfricanAmerican, 6%, and 3% other. The highest number were in plate and then she could enjoy it vicariously by watching me eat it? She didn’t think that was the greatest idea I ever came up with. So I popped for two orders. $64 worth. I told her to eat slowly, to chew her food 32 times before swallowing, that it was expensive. That was the second idea I had that she didn’t think was one of the greatest ideas. Even though neither one of us drink very often, we decided we’d have a glass of wine as well. She ordered Merlot, I had a Chianti. Since she was rapidly approaching her 40th birthday (you’ll note I didn’t mention from which directions) we decided we might as well spend our children’s inheritance money and do it up right. We decided to top it off with a Creme Brule’ dessert. Evelyn, recognizing my earlier comments about it being a tight economy and all, suggested we share one and I

Chief cause of the suicides, officials say, is clinical depression, closely followed by other diagnosed mental or substance abuse problems. John Puhek, a real estate broker in San Marcos, (John Puhek, Real Estate Center), has held for some time that the economy as been the cause of many suicides. He says, “the most recent murder suicide in San Marcos at 111 Valpreda Rd coincidentally was 2 doors down from 119 Valpreda which we sold as an REO (“real estate owned” bank foreclosed property) last Oct there was a suicide there two years ago, as the property was being foreclosed on.” He also argues that the banking and mortgage industry have contributed heavily to the great increase in suicides nationwide, due to the increased loss of home and jobs. ‘Local News’ Cont. on Page 13 was only too eager to comply with her birthday wish. Lo, and behold! Carmela sent out a dish of Canoli’s, with whipped cream and strawberry. Right in the middle of the whipped cream was a lit candle, in recognition of Evelyn’s birthday. Evelyn insisted that I share in the Canolis as well, giving me one of the two. (I noticed, however, that she kept the whipped cream and the strawberry for herself. Took the strawberry on our Creme Brule’ as well. I wasn’t looking for just a brief second or she would never have gotten away with that caper!) Allen, our waiter, seemed to agree with all our decisions. He was all smiles. He had an even bigger smile when we left as I had left him a rather large tip. He has Nitrous Oxide, and now the sedation pill. Injections don’t bother me at all, but, one day I just might decide to experiment and either take a whiff of nitrous oxide, or try the sedation pill. First off, we like Souplantation, Escondido. Granted, it is a bit on the small side and it does have some things that need fixing, but, overall, we like it. It’s that time of year again, one of our favorite times, because March is Classic Tomato Soup month at Souplantation. Classic Creamy Tomato is our Number One Favorite Soup of All Time at Souplantation. If we had our way, they’d have it every single month of the year - but we
misspelled, how would we know? In school, every period ends with a bell. Every sentence ends with a period. Every crime ends with a sentence. Is "tired old cliche" one? It's a fine night to have an evening. It's a good thing we have gravity or else when birds died they'd just stay right up there. Hunters would be all confused.

Chicken Noodle - Great big chunks of tasty chicken, large noodles, tasty broth, probably my Number 2 favorite soup. 8 Vegetable Chicken Superb, hearty soup. Healthy. Tasty. Creamy Mushroom - thick, tasty, rib-stickin’ good. I would rate this as a tie with Clam Chowder - “Chowdah,” as we New Englanders call it, is another of my favorites, but not at the Souplantation, Escondido. It is “okay” clam chowder. Even better, I love to drink my soup . . . just the way the SoupMaster intended; would love to see large soup mugs. They’re available. We have about four or five here at home. A fairly good variety of salads and foods available, however, one major problem I have is the salad bar. You have to be a bit of a contortionist to reach under the sneeze guard to access the various dressings and toppings. The serving “spoons” aren’t much larger than a thimble . so if you

When we were there (Monday) the ice cream/yogurt maching was not working properly. Equipment should always be working in a restaurant. Staff are always superb at Souplantation. Plenty of warm smiles and quick bussing of tables. Everyone appears eager to help. Restrooms are neat, clean and frequently tidied up. This is imporant to any restaurant and speaks to the restaurant’s value of cleanliness in their operation. Overall, high marks to the restaurant, largely due to the staff and their attitude and the attention to cleanliness. The only downside to this location is the small size and the awkward salad bar. As a chain, I’d love to see the Creamy Tomato Soup served forever and ever . . . Amen.

Sometimes she has to cancel the rest of the afternoon's appointments. My girlfriend does her nails with white-out. When she's asleep, I go over there and write misspelled words on them. My house is made out of balsa wood, so when I want to scare the neighborhood kids I lift it over my head and tell them to get out of my yard or I'll throw it at them. My theory of evolution is that Darwin was adopted. Did you know that drowning is the leading cause of injury death for San Diego County children between the ages of one to four –years old, with about 70 percent of these drownings occurring in residential swimming pools and spas? Drowning is preventable. Escondido Recreation is hosting an "April Pools Day" event on Saturday, April 7th at Washington Park Pool to kick off May as National Drowning Prevention month. "April Pools Day" is a FREE
Water Safety Event promoting water safety for all ages! Activities include a free swim lesson (at 9:00 a.m. sharp), the opportunity to swim with a Navy Seal, and real lifesaving techniques. Escondido Lifeguards and Fire Department will demonstrate a water rescue and there will be a safety fair for participants to gather information about pool safety. Rancho Bernardo • Mayor Jerry Sanders Keeping Citizens Up to Date One of my key priorities is ensuring the city works as efficiently and transparently as possible. With a new Web feature I’ve proposed, San Diegans will be able to track the status, cost and schedule of city infrastructure projects with a simple click of a mouse. Under my proposal, which the City Council will consider next week, the city’s Website will host information that enables the public to track the progress of more than 950 active infrastructure projects like street repairs, power-line undergrounding and watermain replacements. This new feature would be available for citizens in May.
The proposal before Council next Tuesday also includes a series of reforms designed to streamline the process of bidding out and completing these infrastructure projects – meaning fewer bureaucratic barriers to getting vital city construction jobs done in a timely manner. Last July, my office instituted reforms to streamline the city’s bidding process, allowing projects to move twice as quickly to the construction phase. Under those reforms, we hired a contracts program manager and reorganized city staff under the Public Works Department.
By adopting my capital improvements reforms, the City Council will help ensure faster delivery of needed infrastructure upgrades.

The City of San Marcos’ awardwinning parks and recreation programs help keep our residents moving! Over the last 20 years, the City’s gone from zero to 60 miles of trails in our community; and in the past 25 years, we have dramatically increased our parks and recreation facilities --- going from having just three major parks and two mini parks in 1987 to 16 major parks and 18 mini parks in 2012. Our recreation facilities have gone from two structures located in the center of the town to 13 recreation centers located throughout the community. And there is more to come!
We have three new parks in various stages of design. Connors Park, which is a four-acre park near San Marcos Elementary School, will break ground this spring and should open about a year from now. It will be built with a $3.7 million dollar state grant for park improvements. South Lake Park is a 45-acre park planned to the west of South Twin Oaks Valley Road and will include fishing, boat rentals, picnicking areas and trails that lead to and around the lake. Design work is currently under way for this new future park. Finally, the future two-acre Richmar Park will be located at the corner of Richmar and Firebird near the San Marcos Post Office and will include a local vendor marketplace, playground, open turf area, and community gazebo.
Oceanside • Mayor Jim Wood 100th Anniversary for Girl Scouts What a remarkable milestone as Girls Scouts of the USA will be celebrating their 100th Anniversary on March 12, 2012! When I heard this news from Jody Sims, Chief Advancement Officer with Girl Scouts San Diego, I was impressed! From what Jody told me, it was on that day in 1912 when Juliette Gordon Low gathered 18 girls in Savannah, Georgia to register the first troop of scouts. As the founder of Girl Scouts, Ms. Gordon Low recognized the need to bring girls of all backgrounds to
the great outdoors and provide them with an opportunity to become self-reliant. Here we are one hundred years later, with 3.2 million members and 50 million living alumnae. This great organization has shaped the lives of 80% of America’s female senior executives and business owners, two thirds of the women in Congress and virtually every female astronaut – now that is something to applaud! In San Diego and Imperial Counties alone, there are nearly 43,000 current girl and adult Girl Scout members who continue to make a difference in each of their communities, including Oceanside. Protecting Our Children Thousands of citizens passionate about protecting our children and communities donned their athletic shoes last week for "Finish Chelsea's Run"; an event to commemorate Chelsea King whose life was cut short by the heinous crime of a sex offender. While this event illuminates the positive steps taken by lawmakers to improve public safety, it's also a sad reminder that the world is a very different place than the one I grew up in. I co-authored Chelsea's law to increase criminal penalties for violent sex crimes against children. This year, I am supporting a reform bill that would not allow convicted felons to receive their pensions. You may be aware of the recent story of a teacher
who committed lewd acts against children. Under current law, that teacher is eligible for his full pension despite his dreadful acts. That is unacceptable. Public safety should be priority one for legislators and citizens alike. Granted, the responsibility to seek out sex offender information falls on parents who must rely on registries such as Megan's Law www.meganslaw.ca.gov to determine the presence of sex offenders in their community.
