by lyle e davis Editor’s Note: This week we turn the cover story over to an author that has impressive credentials to tell his story. Part of his story involves a religious conversion. We normally don’t get involved with religious stories . . . but occasionally, the story demands it. Such was the case in this instance. The players in this story are mostly gone now . . . heroes from both sides. Only their stories remain to be told: Mitsuo Fuchida I must admit I was more excited than usual as I awoke that morning at 3:00 a.m., Hawaii time, four days past my 39th birthday. Our six aircraft carriers were positioned 230 miles north of Oahu Island. As General Commander of the Air Squadron, I made last minute checks on the intelligence information reports in the Operations Room before going to warm up my singleengine, three-seater " 97-type " plane used for level bombing and torpedo dropping. The sunrise in the East was magnificent above the white clouds as I led 360 planes towards Hawaii at an altitude of 3,000 meters. I knew my objective : to surprise and cripple the American naval force in the Pacific. But I fretted about being thwarted should some of the U.S. battleships not be there. I gave no thought of the possibility of this attack breaking open a moral confrontation with the United States. I was only concerned about making a military success. [At 07:20, Fuchida, commanding the air group, led the way down the island's eastern side then banked west and flew The Paper - 760.747.7119

‘I attacked Pearl Harbor ’ Cont. from Page 1 began to billow and the proud battleships, one by one started tilting, my heart was almost ablaze with joy. [At 07:53, Fuchida ordered Mizuki, his radio operator, to send back to the carrier Akagi, the flagship of 1st Air Fleet, the code words "Tora! Tora! Tora!" (tora is Japanese for "tiger" but in this case "To" is the initial syllable of the Japanese word totsugeki meaning "charge" or "attack" and "ra" is the initial syllable of raigeki meaning "torpedo attack". The three word message meant that complete surprise had been achieved in the attack. Due to favorable atmospheric conditions the transmission of the 'Tora Tora Tora' code words from the moderately powered transmitter were heard over the ship's radio in Japan by Admiral Yamamoto and his staff, who were sitting up through the night awaiting word on the attack. During the next three hours I directly commanded the fifty level bombers as they pelted not only Pearl Harbor, but

years. So when the time came to choose the Chief Commander for the Pearl Harbor mission I had logged over 10,000 hours. During the next four years I was determined to improve upon my leadership at Pearl Harbor. I saw action in the Solomon Islands, Java, and the Indian Ocean. Just before the Battle of Midway on June 4, 1942, I came down with an attack of appendicitis and was unable to fly. Lying in my bed, I grimaced at the sounds of defensive and attack concussions all around me. By the end of that day, we had suffered our first major defeat, losing ten of our warships including carriers. From that time on things got worse. I did not want to surrender . . I would rather have fought to the last warrior. However, when the Emperor announced that we would surrender, I acquiesced. The day before the atom bomb was dropped, I was in Hiroshima, attending a weeklong military conference with the Army. Fortunately, I received a long-distance call from my Navy Headquarters ordering me to immediately return to Tokyo. With the end of the war my military career was over, as
Japanese forces were disbanded. I returned to my home village near Osaka and began farming. But that was a discouraging life. I became more and more unhappy, especially when the war crime trials opened in Tokyo. Although I was never accused, General Douglas MacArthur summoned me to testify on several occasions. [After the war, Fuchida was called on to testify at the trials of some of the Japanese military for Japanese war crimes. This infuriated him as he believed this was little more than "victor's justice". Convinced that the Americans had treated the Japanese the same way and determined to bring that evidence to the next trial, in the spring of 1947, Fuchida went to Uraga Harbor near Yokosuka to meet a group of returning Japanese prisoners of war. He was surprised to find his former flight engineer, Kazuo Kanegasaki, who all had believed had died in the Battle of Midway. When questioned, Kanegasaki told Fuchida that they were not tortured or abused, much to Fuchida's disappointment, then went on to tell him of a young lady, Peggy Covell, who served them with the deepest love and respect, but whose parents, missionaries, had been killed by Japanese soldiers on the island of Panay in the Philippines.
the air over Pearl Harbor, an American soldier named Jacob DeShazer had been on K.P. duty in an Army camp in California. As a radio near his elbow announced the sneak attack demolishing of Pearl Harbor - he angrily proclaimed : " Jap - just - watch and and see what - we're GOIN ' TO DO TO YOU ! " One month later, DeShazer volunteered for a secret mission with the Jimmy Doolittle Squadron--a surprise raid on Tokyo from the carrier Hornet. On April 18, 1942, DeShazer was one of the bombardiers, and was filled with elation at getting his own revenge. After the bombing raid, they flew on towards China, but ran out of fuel and the crew was forced to bail-out over Japaneseoccupied China. The next morning, DeShazer found himself . . a horrifically despised prisoner of Japan. During the next 40 long months in confinement, DeShazer was cruelly tortured. His vitrious hatred for the Japanese guards badly mistreating him, at one point, drove him to sanity's edge. But after two years, the U.S. prisoners were given one Bible to read. DeShazer, not
For Fuchida, this was inexplicable, as in the Bushido code revenge was not only permitted, it was a responsibility for an offended party to carry out revenge to restore honor. The murderer of one's parents would be a sworn enemy for life. He became almost obsessed trying to understand why anyone would treat their enemies with love and forgiveness.] As I got off the train one day in Tokyo, I saw an American distributing literature. When I passed him he handed me a pamphlet entitled: "I Was a Prisoner of Japan." Involved at that moment with the trials on Japanese atrocities committed against war prisoners, I put it in my pocket, determined to read the story when I had time. What I read was the fascinating episode that eventually changed my life. On December 7th, when I was in
ter imprisonment in a pit of extreme hatred. The dynamic power of Christ, bombardier Jake DeShazer then accepted into his life. It changed his entire attitude toward his captors. And his virulent hatred turned to love and concern. And he resolved that should his country win the war . . when he was liberated . . he would some day come back to Japan to introduce others to this life-changing book. Shazer did just that. After some training at Seattle Pacific College, he returned to Japan as a missionary. And his story was printed in pamphlet form. But I could not explain away DeShazer's incredible conversion. Neither could I forget it. DeShazer's peaceful motivation, I had read about, was exactly what I was seeking. Since the American had found it in the Bible, I decided to purchase one myself, despite my traditional Buddist heritage. Over the ensuing weeks I read the New Testament eagerly. When I came to the climatic drama--the Crucifixion. I read in Luke 23:34 the prayer of Jesus Christ at His death : "Father, forgive them; for they know not what they do." I was impressed . . I was certainly one of those for whom He had prayed. The many men I had killed had been slaughtered in the name of patriotism. For I did not comprehend the love Jesus Christ wishes to implant within everyone's heart.
Sergeant Jacob DeShazer being an officer, had to let the others read it first. Finally it came to be his turn. DeShazer's turn lasted for a short three weeks. There, in the Japanese P.O.W. camp, he read and read--and eventually came to understand that the book was more than an historical classic. And its message became relevant to him - right there in the hovel of his cell, his bit-
Right at that instant, I seemed to personally encounter Jesus for the first time. I understood the meaning of His death as a propitiation and substitute for my life of wickedness. So in prayer, I requested Him to forgive my sins and change me from a bitter, disillusioned ex-pilot into a well-balanced Christian - with true purpose in living. That date, April 14th . . His dad was standing right behind him, and he had to shake the Mayor’s hand as well and say very complimentary things. Sam Abed has, in my not so humble opinion, been doing a grand job of both keeping his campaign commitments and also acting as a unifying force for the Escondido City Council.

We were having a pleasant lunch at Mike’s BBQ, with Hizzoner, Escondido Mayor Sam Abed. In the midst of our meal we were approached by a handsome young lad of about 10-12 years of age, who appeared to be the star of his youth soccer league, all decked out in his uniform. He reached out to shake Mayor Abed’s hand and say,

Theoretically, Abed and Councilmember Olga Diaz are in opposing camps. She is a strong Liberal, Abed a strong Conservative. Yet he clearly likes and admires Diaz and has shown a willingness to work with her. Soon, friends Christian. beyond my close family, learned of my decision. And they could hardly comprehend what was happening to the Mitsuo Fuchida 'war lord' they had known.
Though my country has the highest literacy rate in the world, education has not brought our salvation. Peace and freedom -- both national and personal -- come only through a personal encounter with Jesus Christ.
Big headlines appeared in the newspapers and magazines: "Pearl Harbor Hero Converts to Christianity." Old war buddies came to visit me, trying to persuade me to discard "this crazy idea." While others accused me of being an opportunist, that I was falsely embracing Christianity . . only to impress the American victors. Over the decades, time has now proven all of them wrong. As an evangelist, I have traveled across Japan and the Orient introducing others to the Savior who had changed my life. I believe with all my heart that those who will direct Japan -- and all other nations -- in the days to come must not ignore the message of Jesus Christ. And youth must regain their moral compass and realize that He is the only hope for
I would give anything to retract my destructive behavior at Pearl Harbor, but that is not possible. Instead, I now work toward striking the death-blow to the basic selfishness and greed in human hearts. Deep hatred in a man's heart cannot be uprooted without assistance from Jesus Christ. He is the only One who was powerful enough to significantly alter my life . . and to daily inspire my life with His thoughts. He was the only answer to Jake DeShazer's tormented and egregiously tortured life. And He's the only answer in our young people's search for a purposeful life.
/s/Mitsuo Fuchida Epilogue: In May 1950, Fuchida had become a ‘born again Christian’ and met with Jacob DeShazer for the first time. A couple of years later, he toured the United States as a member of the Worldwide Christian Missionary Army of Sky Pilots. It would be the first of numerous tours around the world as a missionary; he declared himself to be an "ambassador of peace". In
1955, he published the book From Pearl Harbor to Calvary. It was a subsequent volume to his first book: Midway - The Battle That Doomed Japan. According to his son, Joe Yoshiya Fuchida, in the summer of 1966, Mitsuo Fuchida applied for a green card at the US consulate in Kobe but did not apply for citizenship.
Fuchida died of complications caused by diabetes in Kashiwara, near Osaka on 30 May 1976 at the age of 73.

For my birthday I got a humidifier and a de-humidifier. I put them in the same room and let them fight it out. Half the people you know are below average. Hard work pays off in the future, laziness pays off now. How do you tell when you're out of invisible ink? How many people does it take to change a searchlight bulb? I almost had a psychic girlfriend but she left me before we met. I bought a dog the other day. I named him Stay. It's fun to call him. "Come here, Stay! Come here, Stay!" He went insane. Now he just ignores me and keeps typing. I bought a house on a one-way dead-end road. I don't know how I got there.

new lease on life, and her teaching career! At her first visit, although apprehensive and a little groggy, she did well and responded easily to our simple instructions during her treatment. With her second and third visits she became more confident and comfortable with her treatment, and by the time we were ready to place her crowns, she no longer required oral premedication! She remarked that her new crowns felt and looked “great!”
A week later Mary returned to our office with her mother and after reviewing her treatment plan and sedation procedures, she signed the consent forms and paid the fees needed to reserve her appointment. As she left she was prescribed an antibiotic to bring her infections under control before her treatment and given her premedication to be taken the night before her scheduled appointment. She was instructed to have her “companion,” in this case her mother, arrive with her the day of treatment and that her companion would have to sign an agreement of responsibility to take her home afterwards, calling us to assure us of her safe return. Well, Mary had a new smile a month later… and with it a
Mary appeared for two additional appointments to balance her “bite,” and neither required any sedation. She’s no longer afraid to see her dentist now and although she still may ask us to use a little nitrous oxide (laughing gas) sometimes to relax her during her regularly scheduled cleanings (we’re still treating her gum problem) and exam, she’s very happy with her dental work and tells us she’s received numerous compliments on the appearance of her teeth! Wow, what a difference Sedation can make!

workers a decent retirement.
by Logan Jenkins San Diego U/T
In this view, any envy toward (let’s take one of the plushest examples) paid-for-life federal judges — often called “Article III” judges — is destructive because it suggests there’s something wrong about public pensions when, in an ideal world, we’d all enjoy something like them.
What pieces of work are public pensions
There is, however, a working camp far removed from either pension policy pole.
Back awhile, I was interviewing a rep for a North County police union. The fellow was railing over an attack on pensions.
Let’s go back to the federal bench.
“How would you like it if your pension was taken away?” he asked.
They can turn in the robe and receive their current pay until they die. They can keep working and get the same check. Or they can assume “senior status” and work part time while receiving the same amount.
“Well,” I said, “I’d feel very much as I feel today.” Like countless others, I’d counted on a pension that would fatten over time. One day, the company said the gravy train had run out of gravy. Pensions frozen, we went on 401(k) rations. Who could protest? Pink slips were flying like confetti. The pension party was over. Pity. Though we’re preoccupied by “class warfare,” the 99 against the 1 percent, another form of hostility is simmering as San Diegans prepare to vote in June on city pension reform. If you view government as a means of providing services at the lowest cost, then it’s basic math that pensions should be reformed or phased out in a city with gaping demands on its general fund. San Diego has bad experience with wishful arithmetic. If, however, you see government as a reflection of humane culture — a model employer, if you will — then it’s admirable that legislators from Washington to city hall offer
When Article III judges hit retirement age, they have three options:
Tellingly, the senior-status option is the most popular, I’m told. Bottom line, these dedicated judges work for free — and seemingly forever. Just look at the feisty fossils on the Supreme Court. You think they care if pensions are waiting? The dying Lionel Van Deerlin, a 93-year-old newsman (and congressman for 18 years), was polishing his last U-T column during the 2008 primary season. Like a mortally sick person holding on through Christmas, he made his last deadline. I suspect Van appreciated his congressional pension and, being a New Deal-style Democrat, would wish the same security for all workers. But it was the labor at hand that kept him going strong. The luckiest workers in the world are not those with a fat pension but those who die old on a job they can’t live without.

I bought a million lottery tickets. I won a dollar. I bought a self learning record to learn Spanish. I turned it on and went to sleep; the record got stuck. The next day I could only stutter in Spanish. I bought my brother some giftwrap for Christmas. I took it to the Gift Wrap department and told them to wrap it, but in a different print so he would know when to stop unwrapping. I bought some powdered water, but I don't know what to add to it. I can remember the first time I had to go to sleep. Mom said, "Steven, time to go to sleep." I said, "But I don't know how." She said, "It's real easy. ify to purchase a home. So how do you get started? And…how do you determine what you are qualified to borrow? The most important thing to find is a real estate professional familiar with selling and purchasing multi-family units. Remember, the real estate agent selling the multi-family building represents the seller’s best interest and not yours. You need to have an agent representing you and your interests in the purchase. You are not paying the commission on the purchase, the seller is. It is to your advantage to have an agent on your side of the transaction. If you are purchasing 4 units or less, then a conventional loan can be obtained to finance the purchase. This means you can finance the loan over a period of 30 years. You will also need a down payment of 20 - 25%. You should also expect that the longest term you will find is a 7year fixed with a 30-year amortization.

That includes his neuter, up to date vaccines, veterinary exam, and microchip. Rancho Coastal Humane Society is at 389 Requeza Street in Encinitas. You need to have an agent that is able to assist you in determining if the deal will be profitable and what your cash flow will be before and after your mortgage debt. This means your agent needs to be knowledgeable about the Debt Service Coverage, Cap rates (capitalization rate) and Internal Rates of Return. Here are some additional tips on your investment property purchase. Think Long Term. It is important in this economic state that you think of this investment as a long term one. Buying investment property to make repairs and flip could very well be a risky plan. Think about keeping it for at least five years or longer. Location. Just as you do when purchasing your personal home, a great location is crucial. Your location alone can almost guarantee that your property will have very little vacancy, and if a vacancy occurs, the unit will be rented quickly.

Escondido • Mayor Sam Abed Escondido’s Business Retention Program A couple of weeks ago, my m e s s a g e focused on new businesses establishing in Escondido. We are thrilled to have new restaurants, new innovative startups and a new microbrewery locate in the City. But while business attraction is important, retention of established businesses continues to be among our top priorities. Since last fall, I have had the pleasure of conducting almost a dozen personal visits to Escondido businesses. From large retail stores to small manufacturing firms, the visits have been both educational and rewarding for me. And based on the feedback I’ve received, they’ve
been valuable to the businesses as well. Nothing compares to speaking face to face with the passionate owner of a company. As a longtime business owner myself, I know entrepreneurship is challenging. Connecting with our business community on a personal level tells our companies that the City is invested in their success, and assures them that they have the support they need to thrive. If you would like to learn more about the business retention program in Escondido, go to http://www.escondido.org/business.aspx . There you’ll find resources including business licensing information, fee deferrals and incentives for businesses and how to schedule a visit with city officials. I’m looking forward to meeting with many more businesses in the coming months.
Rancho Bernardo • Mayor Jerry Sanders It’s Time to Weigh in on Balboa Park The city of San Diego has extended the public comment period for the Plaza de Panama project’s Draft Environmental Impact Report until March 22, so there’s still time for you to weigh in on the project. The proposal aims to restore Balboa Park’s plazas and promenades in advance of the park’s 2015 Centennial Celebration, bringing to San Diegans an additional six acres of parkland, including the Plaza de Panama, Plaza de California, West El Prado and Esplanade. Through the construction of the Centennial Bridge and Road, it would
maintain proximate public access from both the east and west sides of the park, which is critical for the continued success of the institutions and museums in the park. The project would be paid for by private donations and a self-supporting bond, and will require no government funding. The Draft EIR provides a comprehensive review of potential environmental impacts of the proposed project, as well as 13 alternatives to the proposed project. The Draft EIR is available for review online at PlazadePanama.org under the Info & Documents tab. This level of detailed information and analysis is exactly what was promised to the public, and now it’s up to San Diegans to take this opportunity to provide us with their input.
Vista • Mayor Judy Ritter The City has received a grant from the San D i e g o Association of Governments to develop a Safe Routes to School plan. This plan includes six elementary schools and will position the City to be more eligible to receive grants to fund sidewalk and street improvements across the city, and especially close to schools. Additionally, Vista is using over $2.5 million in grant funds to supplement city capital for several of our road improvement projects. These funds help the City spare general tax dollars for other important services such as public safety, parks and other community services. From the east to west boundaries of our city we are
dedicating resources for high priority road improvement projects along our major arterials. In the next few weeks, resurfacing will begin on Emerald Drive. When Emerald is completed, work will begin on Bobier Drive. In May, road improvements will begin along Business Park Drive. We are also keeping track of roads in need of repair and budgeting for improvements as funds become available. Caltrans’s W. Vista Way Safety Barrier project is also underway. The 3-foot high concrete barrier under construction is replacing the existing chain link fence separating the freeway and W. Vista Way.
San Marcos • Mayor Jim Desmond City’s Future Detailed in “Guiding Themes” Just recently, the City Council adopted a new general plan that will serve as its blueprint for the next two decades. The plan was developed over two years; in more than 36 public meetings; and with feedback from residents, property owners and businesses. The plan will guide the city in areas like land use, mobility, open space, resource conservation and safety. Probably most important, it incorporates seven “guiding themes” developed by the community to ensure the San Marcos of tomorrow resembles what residents, businesses and stakeholders envision today. Those themes include creating a vibrant destination city alive with people, shops, restaurants, events and street life. It means
we’ll focus on building a strong local economy and employment base; continuing our agricultural heritage; and supporting our emerging notoriety as an educational and academic hub. We will also focus on connecting people with places in a variety of ways --- not just by car, but also by public transportation, foot and bike. San Marcos will also be known for sustaining environmental quality and building a greener community; and for providing a safe and healthy community for its residents. Finally, we will be a city with choices --providing more variety for shopping, dining, recreation, cultural and entertainment experiences. As we move ahead towards these new horizons, the city will continue to rely on your participation in this community because San Marcos belongs to all of us. To learn more, visit www.san-marcos.net.
Oceanside • Mayor Jim Wood Hwy 78 Corridor Study SANDAG is inviting North County residents to attend one of the following workshops it will be sponsoring to educate the public on upcoming transportation improvements it has planned for the next 10 years to improve travel on the State Route 78 corridor. SANDAG, in collaboration with Caltrans, the Cities of Oceanside, Carlsbad, Vista, San Marcos and Escondido, the County of San Diego and other key stakeholders, is exploring the feasibility of adding Express Lanes (HOV), toll lanes and other congestion management alternatives to Highway 78

The first workshop will take place on Wednesday, March 14, from 57 PM, at the City of San Marcos City Hall (Valley of Discovery Room – 1 Civic Center Drive, San Marcos). The second workshop is scheduled for Thursday, March 15, from 5-7 PM, at the City of Oceanside’s El Corazon Senior Center (3302 Senior Center Drive, Oceanside). Nome and Paul Van Middlesworth email: pvanmid@yahoo.com The Computer Factory More Things to Consider for Your Next PC
For the past couple of weeks we’ve discussed the CPU and how to be sure you’re getting your moneys worth by using the CPU price performance charts at WWW.passmark.com. There are some other items to consider relating to performance and features before you slap down your “hard earned” for a new PC. First lets make a distinction between “mainstream” users and “power” users. “Mainstreamers” represent over 80% of PC users. They don’t do high-end tasks like video/audio transcription, solids modeling and design or high-end competitive gaming. “Mainstreamers” must be able to surf the WWW,
We Need More ProBusiness Champions Every year the California Chamber of Commerce, a leading voice for job creators in the state, releases its legislative report card. The Chamber’s mission is to make California an attractive and competitive place to do business and it grades lawmakers based on their support or opposition to pro-business legislation. The Chamber identifies legislation that would stifle economic growth and labels these bills “job killers.” Whether they are unreasonable regulations that add layers to government bureaucracy or increase the cost of energy, collectively the job killers would make California even more unfriendly toward business. I am proud to have received a perfect score from the Chamber this year. Voting for measures
download streaming video, play music and movies and open multiple functions in “real time.” Fortunately almost any PC sold today can easily accomplish these tasks assuming it meets these minimum standards. A 64bit Windows 7 Home Premium or above, (not Win 7 Basic), at least 4GB of DDR3 RAM (memory), a 500GB hard drive, at least a 400Watt power supply, a one Gbit Ethernet interface and a DVD-R/W. The video circuit can be an “integrated” part of the motherboard but there must be a 16X PCI-X video connector on the motherboard to ensure that a video card can be added in the event that the “onboard” video fails or the user needs a video upgrade.
monitor and PC) and teeny weensy PCs are cute but most of their components are proprietary, not industry standard. That means when something goes blooey, you’re in for serious downtime and expensive repair. Potential buyers of any “off the shelf” PC should be aware that manufacturers may cut corners by using marginally capable power supplies, omitting the 16x PCI-X video add-on connector or filling all the memory slots. For example, a PC sold with 4GB of RAM often has only 2 memory slots. Manufacturers tend to fill both slots by using two, 2GB memory modules. If they used a single 4GB module instead, users could easily upgrade to 8GB simply by
adding another 4GB RAM module. The “off the shelf” gang hopes to make a lucrative sale when you are forced to toss the factory-installed memory and add all new memory modules. The dirty buggers. Stepping up from a minimum basic system to one with more power can make sense. Often a 100% increase in speed and power can be achieved by spending 20-25% more up front. While you may not notice much improvement in performance now, in two or three years you may enjoy significant benefits from the more potent PC. Next time we’ll discuss features and enhancements.
The basic system described above will meet “mainstreamers” requirements for now and the immediate future. We build a lot of “basic” PC workstations for cost conscious home and business users who are sure that their applications are stable and not likely to change. Even if needs do change, the open architecture (non-proprietary) PCs that we build can be significantly upgraded. When buying an “off the shelf” PC, there a few things to watch for. “All in one” PCs (integrated
that hurt the business community is counterproductive to getting people back to work. Instead of passing job killer legislation, lawmakers should reform regulations to ease the burdens on businesses and make it easier for them to hire new employees. Unemployed Californians are relying on the Legislature to be responsive to the economic crisis and enact policies that encourage job creation. Like the Chamber, I am committed to creating a more jobs-friendly state and will continue to support bills that help get people working again. Senator Mark Wyland represents the people of the 38th Senate District, which includes San Diego (Rancho Bernardo, 4S Ranch, Rancho Penasquitos, Carmel Valley) and Solana Beach, Encinitas, Carlsbad, Rancho Santa Fe, San Marcos, Escondido, Vista the south Orange County cities of San Clemente and San Juan Capistrano.

Has Education Been a Budget Priority?
grammatic funding actually dropped by $700 million.
The education of our students is one of my top priorities in the State Legislature. Wisely using the state’s educational resources is essential for our economic future as well as that of California’s students.
In the Governor's 2012-13 budget plan, schools would once again be targeted for massive potential cuts, at a time when revenues are expected to grow $4.8 billion without tax increases. At the same time, funding for health and welfare programs would be left largely intact.
While the majority party in Sacramento has spoken about their commitment to protect education funding in the state budget, a closer look will reveal that’s far from the truth. When spending plans are put on paper, education takes a backseat to health and welfare spending. Even though health and welfare spending grew by $3 billion year over year, K-12 pro-
I will fight to prioritize education and continue to emphasize job growth in order to restore fiscal solvency. It is my hope that a reinvigorated economy will naturally generate sufficient revenues to fully fund education. California’s future depends on it.

The court said in its decision that by contracting with Redflex, the city violated a state law requiring that "a witness must testify as to the identity of the record and its mode of preparation in every instance." Local attorneys say that, under the recent court ruling, the company may have to send a representative to court to testify. This would not be cost effective for the company, they say. Those same local attorneys said they didn’t know how the San Diego courts would react, but at least they now had an additional arrow in their legal quiver to argue. What has not been addressed yet is whether past convictions can be reversed and fines returned as a result of this ruling. Carlsbad Police Detective Charged in Drug Theft A vice and narcotics detective with the Carlsbad Police Department has been charged with two felonies following his arrest more than a month ago, when he was accused of stealing drugs from an evidence room. Michael C. Koch, 44, is an 18year veteran of the Carlsbad Police Department. Two employees of the department claim they saw him stealing narcotics from the evidence room.
Letters to the Editor Last February our Rancho Coastal Humane Society Adoptions team sent home 46 pets. This February they sent home 73 pets! So ... if my fumble fingers managed to hit the right keys ... that's 63% more pets that woke up in their new homes with their new "people" this morning than last year! THANKS TO YOU for helping to spread the word! John Van Zante Public Relations Director Rancho Coastal Humane Society Editor’s Note: Rancho Coastal is one of three rescue organizations we are pleased to support with our “Pet of the Week” feature on Page 10 of The Paper.
If Koch is convicted of the charges, he faces three years and eight months in prison. Koch continues to draw his $7,200 per month paycheck, though he has been placed on administrative leave. This is typical city policy. Only after an individual is convicted may the city take disciplinary action. Brendan O’Rourke Guilty It took jurors less than an hour to find Brendan O’Rourke guilty of felony charges stemming from a 2010 shooting at a Carlsbad elementary school which wounded two girls. The penalty phase will determine his sentence or, if found insane, if he will be committed to a state mental hospital.
