San Onofre Nuclear Facility
Editor’s Note: We don’t mean to frighten you but . . . what would happen if we had a nuclear meltdown at San Onofre? Consider: There are concerns about a plume exposure pathway zone with a radius of 10 miles, concerned primarily with exposure to, and inhalation of, airborne radioactive contamination, and an ingestion pathway zone of about 50 miles, concerned primarily with ingestion of food and liquid contaminated by radioactivity. The average prevailing westward wind direction at San Onofre blows inland 9 months of the year. The 2010 U.S. population within 10 miles of San Onofre was 92,687, an increase of 50.0 percent in a decade, according to an analysis of U.S. Census data for msnbc.com. The 2010 U.S. population within 50 miles was 8,460,508, an increase of 14.9 percent since 2000. Oceanside is within 20 miles of the facility, as is Carlsbad. The Status of Nuclear Power in America and Around the World Being Powerless in a Nuclear Age Do you ever wonder where your lights and water come from? Most of us never give it a second thought. With a simple flip of a switch we can call on the gods of illumination. A quick turn of the faucet renders the cool, refreshing blessings of life enriching water, falling instantly at our feet to
cleanse and hydrate our bodies. These are simple, mindless acts we all perform daily and take for granted. We hardly ever think about where the water and power come from, as long as it’s there at our beck and call. I am no exception to the rule, as I mindlessly use both to my advantage on a daily basis. It wasn’t until the San Onofre nuclear power plant went down for repairs, that I became concerned and more aware. I began to wonder and worry about the infrastructure of our own nuclear plants, as I flashed back to recent world events, when just after the tsunami on March 11, 2011, Japan was met with severe problems at their nuclear facilities. Several heroic people died or suffered radiation poisoning while attempting to shut down the

Fukushima Daiichi reactors in order to save millions of their fellow Japanese countrymen. I, like many others out there began to play the WHAT IF game. What if we have an earthquake near San Onofre? What if we have a tsunami, will the reactor hold? What if it doesn’t? Etc, etc, etc. I began to wonder if the producers and regulators of the world’s Nuclear Energy treated the aging reactors like we do our cars. In an effort to save money many of us keep our older vehicles on the road well past their prime, holding them together with duct tape and band-aids. Can the same scenario be true for the nation’s and world’s nuclear reactors? Are these aging behemoths of unspeakable junkyard dog fury, held at bay, tethered with only dental floss to keep them in their yards, as their unthinking operators feel confident they won’t break loose and bite?
Page 2 - October 18, 2012 ‘Meltdown’ Cont. from Page 1 Even old dogs bite. Japan finally decommissioned three nuclear reactors at the Mihama and Tsuruge facilities on September 18, 2012. The cost to decommission a plant ranges from $400 million to $1 billion dollars. In a frightening revelation it was disclosed the three reactors were forty years past their original shut down dates. Just like their sister reactors in Fukushima Daiichi, these reactors were built well before the current stringent earthquake and tsunami regulations and building codes were in place. There was also a disturbing trend I noticed when doing my research … no matter what year the shut downs occurred, almost all of the reactor/plant shut downs occurred within the month of August. In August 2011, the North Anna, Virginia, plant automatically shut down after an earthquake. When assessing the facility after the quake, minor repairs were necessary and one of her reactors was replaced after a coolant leak was discovered. There have been several reactor shut downs in August of this year (2012). In Minnesota, two out of three plants were shut down at the Monticello and Prairie Island plants, while the maintenance

crews at the facilities performed needed repairs. The three plants produce 20% of the electrical power used in the upper Midwest. On August 12, 2012, the Millstone, Connecticut, reactor was shut down due to high temperatures at the cooling water intake. The repairs are still underway. August 13, 2012, the Calvert Cliffs, Maryland, reactor was shut down after a control rod dropped into the reactor core. Modifications are being made to prevent future instances from occurring. It’s comforting to know that each time a malfunction or accident occurs within a United States nuclear plant, the NRC takes measures to ensure all the plants reassess their facilities, in order to prevent possible or repeat occurrences in any location. In Belgium, on August 17, 2012, the Doel and Tihange , which provide 55% of the country’s electricity, were shut down. The nuclear reactors at both facilities were years past their original decommission dates. Currently no plans are in the works to build new reactors. For now they sit idle waiting to be fully decommissioned. The Crystal Rivers, Florida, reactor in Tampa Bay was shut down in 2009. I must say I was very impressed initially with what I read, regarding the safety measures

put into place when the reactor was constructed. According to Tampa Bay Online, Crystal Rivers 3 is one of five power plants in the state of Florida and it is the only nuclear energy power plant in the state. The other four power plants are coal burning. The reactor enclosure was built to withstand a category 5 hurricane or a tornado with 360 mile an hour winds. The facility was built 30 ½ feet above sea level, which helps it to withstand any hurricane surge. The plant was also installed with waterproof doors resistant to 40 ½ feet of water without a breech. The housing walls surrounding the reactor core are made of 42” thick concrete. Now given all that information, I was shocked to learn the plant was shut down due to the delamination of the concrete walls surrounding the reactor core. Not to be confused with a crack or other type of breech, delaminating is a form of peeling, as the concrete comes apart in sheets or layers. The Florida Nuclear Regulatory Commission and the engineers have to come to an agreement as to the scope of the repairs needed. Tens of millions of dollars have been spent trying to come up with a solution to the problem. Try as they might, the engineers still have not figured out how to make all the necessary repairs in order to not only get the plant up and running but fully operational. the shutdown, the grand sum of 150 million dollars had been spent and the reactor was still non-operational. According to an independent review of repair options commissioned by Duke Energy, it has been estimated that returning the damaged reactor to service could cost $3 billion dollars and take up to eight years to complete the necessary repairs. Duke Energy went before an NRC, Nuclear Regulatory Commission, hearing in August 2012 to submit their proposed repair plan. At the time of the hearing, they were finalizing a merger with Progress Energy. The status of the 838-megawatt Crystal River 3 reactor and the three-year shutdown became an issue in the weeks preceding the merger, which was completed in late July 2012. It was stated at the that no decision had as yet been made whether to fix or retire the Crystal River 3 reactor. With the cost to decommission a plant ranging from $400 million to $1 billion dollars, the NRC, the state of Florida and Duke-Progress Energy will now have to decide if going forward with the repairs is the most viable option of the two. The United States nuclear power plants are divided into four regions, and every month there is Power Reactor Report. Countrywide drought has affected the amount of water available to cool the reactor cores at the plants located near rivers. I noticed when I looked at the site map for the reactors they were almost always built next to a water source, albeit a river or the ocean. Those built next to rivers have been hit hard by the nationwide droughts, in part due to diminished rains and snow runoff. Water districts in every community implement and regulate a rotating watering schedule, to save precious water needed to help create power. Many other power plants run on diesel or coal fuel, hydrogen power, water and wind turbines. Not too many green choices. According to a report by the Energy Information Agency, nuclear power provides the country with approximately 18% of its electricity. Though coal is the nation's largest source for electricity, providing 43% of our energy and natural gas makes up another 25%. Renewable sources make up the remaining 14%, with hydroelectric dams accounting for more than half. Wind accounts for around 3% and biomass (paper mills or agricultural plants) supply only 2%. Solar and geothermal make up less than 1% of American electricity production, according to the Energy Information Agency. Laying a mere stone’s throw away from San Diego is the San Onofre nuclear power plant, which was
built on federal land and is part of the Camp Pendleton Marine base. Because it’s located within the boundaries of a military facility, San Onofre lies in protected air space. The facility overlooks the Pacific Ocean and salt water is pumped in to cool the reactor rods. As the rods cool, steam is created supplying the 1.4 million southern California households with electrical power. The original plant, San Onofre 1, was built in 1968 and retired in 1992. The two current reactors were built in the 1980’s. Initially the San Onofre power plant shut down in October 2011, due to a massive power outage that affected millions in California, Arizona and Mexico. According to the Huffington Post: “A four-page letter from NRC Regional Administrator Elmo E. Collins laid out a series of steps Edison must take before restarting the seaside reactors located 45 miles north of San Diego. Elmo wrote that the problems in the generators must be resolved and fixed and "until we are satisfied that has been done, the plant will not be permitted to restart." The plant's four steam generators each contain nearly 10,000 alloy tubes that carry hot, pressurized water from the reactors. The Unit 3 reactor was shut down as a precaution in January 2012 after a tube break, and extensive wear was found on similar tubing in its twin, Unit 2, which has been shut down for maintenance. If nothing else positive came about from the tsunami and Fukushima Daiichi disaster of March 2011, at least it spurred the nuclear commissions worldwide to reassess their nuclear energy programs and safety protocol. I am confident that this is the reason we are seeing so many plants close down for repairs and updates to the cooling stations, the waterproof doors and the generators. The Japan nuclear disaster set the bar high, showing the world how important it is to avert tragedy and be proactive in repairs and the decommissioning of out dated reactors. Atomic energy is nothing new. Chicago Pile-1 (CP-1) was the world's first human-made nuclear reactor http://en.wikipedia.org/wiki/Chi cago_Pile-1 - cite_note-cp1anl-3 CP-1 was built on a rackets court, under the abandoned stands on the west side of the original Alonzo Stagg Field Stadium, at the University of Chicago in 1942. The first self-sustaining nuclear chain reaction was initiated in CP1 reactor on December 2, 1942, and in 1965 the site was designated a National Historic Landmark. In the United States, there are currently over one hundred nuclear reactors operating at 64 plants across the country, half of which
are well over 30 years old. According to the New York Times study examining the decommissioning of nuclear power plants, the following results were noted: Each power plant is required to set up a trust fund that they put a portion of rate payer money into for future decommissioning costs. These trust funds are allowed to invest as they see fit, including in the stock markets. The 2008 stock market crash eroded many of the funds that were already deficient for covering the cost of cleaning up a reactor site. If an established fund has a surplus in the monies needed to cover the decommission, the power company gets to keep the rest of the established fund as a profit and is not required to refund any portion back to the users. However, if the fund runs short the public makes up the difference. Scenarios where power companies profit from any excess in the trust fund encourages cutting corners and delaying decommissioning as long as possible to try to gain more excess profit in the fund. This also encourages risky investing where profit can go to the power company. If the fund falls short the public is stuck with the bill. There is also the possibility of a nuclear power operator simply filing for bankruptcy or going out of business, dumping the insufficient trust fund on the public to deal with the abandoned nuclear plant. Since most nuclear power plants and their operators divert each plant into its own LLC, a company could close or abandon a plant and the LLC company without any recourse to the larger private company that operates multiple facilities. A prime example of how these power companies can easily scam the public and shirk all responsibility for the plant decommissioning was seen with the Zion nuclear plant in Illinois. Exelon sold the plant to ZionSolutions including the trust fund. The trust fund was intended to send excess back to rate payers. With a slight of hand the fund was given as an asset to “ZionSolutions;” rate payers lost oversight, access and refunds. ZionSolutions, oddly named specific to the plant, appears to be a company created just for decommissioning Zion and is related to a company called Energy Solutions, a private company that has a nuclear waste dump in Utah. They intend to take the entire Zion facility and dump it in the Utah desert. The discount “decommissioning” by dumping the entire plant in the desert would net ZionSolutions about a 20% profit. No word on what happens to it then when ZionSolutions evaporates. I was curious how many first generation reactors worldwide were out there which had outlived their decommission dates. What I found is there are staggered generations, (2 and 3) operating simultaneously worldwide and that Bill
Gates plans to build a stage 4 reactor in China. According to an article by POPSCI: Bill Gates recently confirmed during a talk at China's Ministry of Science and Technology that Terrapower, a company in which he is a primary investor, will be collaborating with Chinese scientists on a next-generation nuclear reactor. It's still in the early stages, but there are a lot of impressive superlatives being thrown around, and we have to wonder: Why not bring it stateside, Mr. Gates? Gates himself classified the project as in the "early stages," and understandably so: the reactor proposed would be a Generation IV reactor, which don't exist yet. In fact, they're not even particularly close to existing; most estimates peg the earliest construction of a Generation IV reactor at around 2030. In case you were wondering, currently active nuclear reactors are classified as Generation II or III, with first-generation reactors having been long shut down. Gates is quoted as saying, "The idea is to be very low cost, very safe and generate very little waste," and he classified it as a traveling wave reactor. It's a theoretical kind of reactor, under study by Terrapower that requires no enriched uranium, but actually uses depleted uranium, which means hardly any nuclear waste. Theoretically they can also run for decades without refueling. The name comes from the idea that fission begins in a specific part of the core and moves outward, in a traveling wave. Terrapower and the Chinese scientists will be researching the possibilities of this reactor over the next five years--good thing Terrapower falls under the umbrella of our pal Nathan Myhrvold's loaded Intellectual Ventures, because that research alone could top a billion dollars in cost. If successful in this endeavor the worldwide problem of storing nuclear rods could be resolved, simply by utilizing them in a category 4 reactor. I’ll be reassessing my power usage the next time I throw the switch.

Page 4 - October 18, 2012 Alleged North County Gang Members Rounded Up, Arrested In what San Diego Sheriff William Gore described as the largest sweep he could recall, more than 100 alleged members of street gangs were arrested last Wednesday. More than a dozen different law enforcement agencies were involved in the operation. The arrests resulted from three investigations that have been under way for more than a year and involve regional task forces of federal, state and local police agencies. 119 people were named in a series of federal indictments and criminal complaints that were unsealed Wednesday. Authorities said they arrested 104 of those individuals during early-morning sweeps. One of the detainees was Rudy Espudo of Escondido who U.S. Attorney Laura Duffy said is a member of the Mexican Mafia, the prisonbased gang that controls drugdealing, extortion and other crimes of Latino street gangs

Espudo belongs to an Escondido gang and oversees Mexican Mafia activities across North County, according to an indictment. Espudo, as well as almost 50 others, was named in two indictments that listed charges of racketeering conspiracy, including drug sales and distribution, kidnapping, robbery, extortion and money laundering. The largest investigation in terms of the number of arrests was an 18-month probe dubbed “Operation Notorious County,” which was led by the North County Regional Gang Task Force. It targeted gangs operating in San Marcos, Escondido and Fallbrook and led to charges against 51 people. The investigations utilized extensive wiretaps on approxand capers. Laura Strickler Reverse mortgages have evolved significantly in the last few years. The industry has always listened to feedback from the senior community. Some changes take years to implement, but the industry always strives to meet consumer demand. This is the case with the fixed rate reverse mortgage program. Initially, the only reverse mortgage offerings were adjustable rate loans. But many clients felt uncomfortable with an adjustable loan program. For the most part, they were homeowners who purchased their home with a safe, 30 years fixed rate loan. An adjustable rate program was a newfangled loan program outside of their comfort zone. Pet Therapy Program Presented at Kiwanis Meeting At a recent meeting of the Kiwanis Club of Sunrise Vista, the speaker was Robin Cohen, Manager of the Helen Woodward Center’s Pet Encounter Therapy program and she talked about the use of animals to comfort thousands of ailing and underprivileged individuals every year. Each animal meets a different need. Staff and volunteers their financial issues. That was when home equity wasn’t an issue. The industry answered the call for a fixed rate loan program. The fixed rate program is an excellent choice for those of you who need to use a large chunk of the loan proceeds immediately. One use would be to pay off an existing mortgage on your home. Once the existing loan is paid off, you no longer have a mortgage payment. However, you are still responsible for paying your property taxes and homeowner’s insurance premiums. The main difference between the fixed rate program and the adjustable rate program is that you are required to take all of the loan proceeds in cash at closing. Using the same example as in the previous column, a 62 year old homeowner with a home valued at $300,000 would qualify for a loan amount of $185,700.00 at today’s rate of 4.99%. The homeowner has an existing mortgage of $170,000 with a mortgage payment of $1,200.00. This would be paid off when the reverse mortgage closes. After closing costs and mortgage insurance costs of $7,592.00, and paying off the $170,000 mortgage, the remaining cash to the borrower would be $8,108.00. Now the homeowner has $8,108.00 to use for whatever they wish. AND, their mortgage

Letters to the Editor Vallecitos Water District is NOT the holdup Kirk Effinger’s recent editorial (in the North County Times) is full of exaggerated claims and false allegations about supposed “mistreatment” of developers by the Vallecitos Water District. The assertion that Vallecitos Water District has held up the development of the Creek and University District projects is nonsense and disingenuous. I served on the San Marcos Creek Task Force as a citizen/creek area property owner appointed by the City Council, not as a representative of Vallecitos Water District. The Task Force carefully reviewed the plans for the projects, and the City and Vallecitos staffs worked very close with each other. President Theodore Roosevelt 'In the first place, we should insist that if the immigrant who comes here in good faith becomes an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or origin. But this is predicated upon the person's becoming in every facet an American and nothing but an American ... There can be no divided allegiance here. Any man who says he is an American, but something else also, isn't an American at all. We have room for but one flag, the American flag ... Additional violations included possession of marijuana, possession of alcohol related products and being drunk in public. Political Warfare Begins in San Marcos Normally, a candidacy for a seat on the Vallecitos Water Board is a rather sedate thing. Not a lot of bombast, not a lot of politicking. Not so this year. Timothy Shell, an incumbent member of the Vallecitos Water Board of Directors in Division 1 and a candidate for re-election, has complained to the city of San Marcos that his signs are being sabotaged and he feels the city of San Marcos may be playing favorites. He noted that he had received notice from the San Marcos City Clerk’s office that a number of his signs had been place in illegal locations and they had to be moved within 72 hours. He went out and worked till 3am, moving all signs to legal locations. He then noted that Betty Evans, another candidate for his seat, and who has been endorsed by Mayor Jim Desmond, had signs in illegal locations as well (the Borden Road construction fence) and reported that information to the city. He reported this to Karl Schwarm, the Code Enforcement officer, who allegedly told Shell, “that sign will come down today.” As of October 16th, Evan’s sign was still at that location, according to Shell. (See below)
“If this is due to her close relationship with Mayor Jim Desmond, that is not fair. Using City resources to support one candidate over another doesn't seem right,” said Shell, in his letter to the city. “I would much rather just let the voters see our names, hear our qualifications and our vision for the Vallecitos Water District, and then decide the candidate they prefer. Sadly, that does not appear to be possible in my race for Vallecitos Water District Board of Directors in San Marcos, since I have no ties to San Marcos politicians or developer,” said Shell. The Paper talked to the City Clerk’s office and were advised that both Code Enforcement and their office were working together to resolve any issues. The City Clerk did acknowledge that Betty Evans’ sign was still up as of this morning (October 16). She also assured The Paper that the city and its staff did not play favorites, that all candidates were given copies of the sign ordnance and all candidates were expected to abide by them and if they didn’t, then code enforcement would step in. As to the theft of signs, those complaints should be referred to the Sheriff’s Department. “Regarding the signs on the Borden Road construction fence, I am concerned and appalled that the City of San Marcos does not appear to be consistently enforcing the sign ordinance with my opponent, Betty Evans,” said Shell.

Mr. Effinger is absolutely correct when he says that the Vallecitos Water District has long enjoyed a reputation for strong fiscal health and conservative management policies. However, he is totally incorrect when he states that Vallecitos Water District policy does not allow for reimbursements to developers. For decades, Vallecitos has had fair and equitable reimbursement policies for developers that are comparable to many public agencies in San Diego County. Mr. Effinger’s father, Bill Effinger, who is a developer representative, was even present at the board meeting when the current policy was adopted, yet he did not speak or object to the policy when it was presented ‘Man About Town’ Cont. from Page 4ya raiding parties we’d never kidnap ugly women. for public comment. The current policy is very fair to developers and can easily be found in Ordinance 161 in the Engineering Section of the District’s website at http://vwd.org. Mr. Effinger’s exaggerated claim that Vallecitos Water District is charging developer’s fees that are in some cases triple those of other jurisdictions is completely false. The truth is Vallecitos has a longstanding policy that developers pay their fair share of impact fees and this policy is reflected in the developer impact fees that were passed by the board this last spring. What Mr. Effinger conveniently fails to disclose is that the base sewer capacity fee which was recently passed actually decreased for developers. Contrary to Mr. Effinger’s assertion, Vallecitos Water District does not make “last minute” fee demands on developers. Developers are provided estimated fees very early in the development process and are required to prepare engineering studies that identify a project’s impacts upon existing water and sewer systems so service to existing customers is not diminished. Those studies assure that the facilities necessary to accommodate the new impacts are constructed and paid for by developers so that current District ratepayers don’t foot the bill. Mr. Effinger needs to get his facts straight and be honest about his true intentions and the developer interests he represents. /s/Margaret “Betty” Ferguson San Marcos, Ca.

Rancho Bernardo • Mayor Jerry Sanders Last week, I announced that the city will not raise water rates even though the city’s wholesale water costs will increase 9.6 percent at the beginning of 2013. This is the second consecutive time that the city has declined to pass along an increase in the price of wholesale water to its customers. Effective last January, the city’s wholesale water costs went up more than 7 percent, but the city was able to absorb the increased costs because of efficiencies adopted by the Public Utilities Department.
The price of water is obviously a huge issue for everyone in San Diego, including families on super-tight budgets and businesses trying to contain costs in this challenging economy. I want to caution San Diegans that our Public Utilities Department cannot continue indefinitely to absorb the rising costs of water without raising water rates. The city will be able to absorb the additional price hike scheduled for Jan. 1 because the Public Utilities Department continues finding ways to save money. Among other things, the department will offset its rising expenses by using savings from a number of infrastructure projects that finished under budget.
Vista • Mayor Judy Ritter Vista has a n o t h e r Farmer’s Market for residents and visitors to check out. In September, the Vista Village Business Association began sponsoring a Farmers Market in downtown Vista for merchants, residents and commuters to purchase fresh produce. The Main Street Certified Farmers Market is open every Wednesday in the historic downtown area from 4-8 pm. The market features organic certified fresh produce, seafood, a variety of nuts and honey and even has arts & crafts and live music. I encourage you to bring your friends and family and enjoy an evening visiting
downtown and shopping the Farmer’s Market for your weekly produce. Vista is fortunate to have two farmers markets now. Vista's original Farmers Market is open every Saturday from 8 a.m. Noon at the County Courthouse (North County Regional Center), 300 block of South Melrose Drive, in Vista, just South of Highway 78. Take time to browse one or both of the markets. They both feature fruit, vegetables, food items, plants and other specialized products and market shoppers can stroll among the many booths specializing in flowers, arts and crafts, as well.
While the beginning of October has been more like summer, cooler temperatures are right around the corner. With it comes sweaters, jackets and making sure your home is ready for the change of season. Here are some energy saving tips: Buy a power strip for your entertainment center – and remember to use it! Your TV, sound and gaming systems can all be plugged into a power strip and one button turns everything off. Some strips even come with a remote control.
Appliances with glowing lights or displays (like coffee makers) use small amounts of electricity all day and night, which can add up over time. Unplug them when it makes sense. You can get timers for your electronics that require charging – the timer allows you to plug in your phone or tablet computer and not waste electricity once it’s fully charged. Make sure your heating system is in working order. For more information about conserving energy this holiday season, please visit www.sdge.com.

Trick and Tax As Halloween approaches, many San Diego County residents will receive a new state tax bill that is deceptively labeled a “fire prevention fee.” Homeowners in State Responsibility Areas may have to pay nearly $150 a year for this new fire tax. The legislature passed the fire tax in 2010, and my Republican colleagues and I strongly opposed the legislation. It is an unfair tax disguised as a fee. At the end of October, more than 100,000 fire tax bills will be sent to State Responsibility Area residents within San Diego County. This is the largest number of bills sent to any county. In addition, none of the money raised by this tax will generate additional fire
When you suspect a phony invitation, press the CTRL, ALT, DEL keys simultaneously. When the Task Manager box appears, click on the APPLICATIONS tab and “end task” on any suspicious programs. If there are no suspicious programs in APPLICATIONS, turn off your PC and restart it. Then run your Spyware scan program (Spybot, Malwarebytes etc).
Recently PC users have been getting phone calls from a person identifying himself as a “Windows” representative. He tells you that your PC is infected and “Windows” asks you to turn on your PC and allow them to fix it. This is a scam based in India. The “technician” is only interested in invading your PC and getting your credit card number. These guys are really nasty. If you let them into your PC and then refuse to pay they will leave your PC inoperable. Don’t let them in. Users need to be diligent about security updates for the Windows operating system and third party applications like Java, Reader, Acrobat, Flash, Real Player and others. Check each of these
websites for security updates monthly. Check your anti-virus security suite regularly to make sure it’s on, updated and scanning daily. Run your anti-spyware scan once a week. If you do all these things there is an excellent chance that you won’t get hit. If you suspect you have an infection you need to deal with it ASAP. Allowing malware to remain in your PC can corrupt your operating system. Here at The Computer Factory an infected PC can usually be cleaned for $90 but if we need to replace a corrupt operating system and save user files the cost will be $135. ‘A stitch in time” as they say.
Scareware is a form of malware that tries to get you to do something stupid by warning you that if you don’t do what it tells you to do, something bad will happen. Phony virus warnings are an example. The FBI Ransom virus is another clever and nasty example. It lurks near questionable sites (porn, music sharing etc) and pounces when it sees you download something. It locks up your PC, announces that the FBI has caught you in an illegal act and tells you to pay $200 (by money card) within 72 hours or face prosecution. If you think you might have actually done something wrong you may be tempted to pay rather than take a chance. Bad decision.

There has continued to be an unprecidented decline in crime and a significant decrease in traffic accidents. Currently the department has lost 12 Officers to other departments and another 12 openings have not been filled. And this is the Chief that has been placed on unpaid leave to conduct an investigation? To protect him? We have become aware of the various rumors and allegations that are floating around. We have not published them because they are just that: rumors and allegations. In 1988 the drug company Allergan acquired the rights to distribute Scott’s botulinum toxin and shortly thereafter changed its name to “Botox.” Since then, Botox has proven to be useful in several areas including treatment for frequent urination, reduction or removal of brow wrinkles (1992), excessive sweating, frown lines, etc. With the new millennium, FDA approvals continued to roll in. In 2002 Botox Cosmetic (the frownline fixer) got it’s official government go-ahead for cosmetic treatments and its use has exploded since then. The opportunity to still “look young” as the baby boomers reach retirement age was and still is, overwhelming and, not surprisingly, the response to this “serum of youth” has become huge world-wide! Botox has now become a new method of treatment in dentistry. People with overactive saliva
In the past, there has been a Chief of Police who was a good man and a fairly decent Chief . . . but who had a drinking problem that was fairly common knowledge. No rumors or allegations ever surfaced in the public arena. He was never “put on paid leave while an investigation was conducted . . . in order to ‘protect him’ ...” He served out his term and retired. He has since passed away. Knowing Chief Maher, who seldom drinks, we have a hard time believing he deserves this type of treatment. We have learned who the other two officers are who are involved in this incident and what the incident is all about. The matter could easily have been handled inhouse. Instead, a major controversy has been allowed to develop. Based on what we have learned, from reliable sources, depending upon the disposition of this matter, there is a good prospect of at least two lawsuits being filed against the city of Escondido. It is time to complete this investigation and report to the people of Escondido, and then all parties should get back to meaningful, productive work. glands producing copious amounts of saliva can be injected and brought under control. Individuals with jaw joint pain, typically called Temporal Mandibular Dysfunction (TMD) often times get relief through intramuscular injections. TMD can also be associated with migraine headaches, and either or both can be treated with Botox treatments with and sometimes without oral appliances. Another use is in patients who show too much of their upper gums because of too much tension pulling up on their upper lip. Two small injections of Botox can control this anomaly as well. As time progresses it appears that Botox will continue to be used in ways that help alleviate not only the “look of old age,” but contribute to remedy medical and dental problems we run into as individuals and as a society. It seems that, with the help of science, we truly can make a purse out of a sows ear!

Yesterday I was at my local Wal-Mart buying a large bag of Purina dog chow for my loyal pet, Jake, the Wonder Dog and was in the check-out line when a woman behind me asked if I had a dog. What did she think I had an elephant? So because I'm retired and have little to do, on impulse I told her that no, I didn't have a dog, I was starting the Purina Diet again. I added that I probably shouldn't, because I ended up in the hospital last time, but that I'd lost 50 pounds before I awakened in an intensive care ward with tubes coming out of most of my orifices and IVs in both arms. I told her that it was essentially a Perfect Diet and that the way that it works is, to load your pants pockets with Purina Nuggets and simply eat one or two every time you feel hungry. The food is nutritionally complete so it works well and I was going to try it again. (I have to mention here that practically everyone in line was now enthralled with my story.) Horrified, she asked if I ended up in intensive care, because the dog food poisoned me. I told her no, I stopped to pee on a Fire Hydrant and a car hit me.

I thought the guy behind her was going to have a heart attack he was laughing so hard. Wal-Mart won't let me shop there anymore. Better watch what you ask retired people. They have all the time in the world to think of crazy things to say. School Daze The teacher was asking her students what they wanted to be when they grow up. It was Johnny's turn. Johnny said, “I wanna be a billionaire and go to expensive clubs, find a bitch there, and buy her a million dollar apartment in Vegas. Get her a Ferrari, buy her a beach house in Miami , a jet to fly with, get her expensive jewelry and have sex with her three times a day.” The teacher was lost of words and didn't know what to do. So, she just proceeded along and asked Marie what she wanted to be. Marie replied, "Without a doubt, ma'am, I’d like to be Johnny's bitch."
