Revitalisation of this foreshore area will create further links along the river, making it more accessible to surrounding suburbs and the CBD. Redevelopments will create places for people while ensuring environmental integrity. The project area is located between East Parade, Summers Street, the Swan River and the Graham Farmer Freeway. It will be well integrated with its surrounding neighbourhood and focus on connectivity to improve inner city living and support positive economic and social activity.

Located on the foreshore of East Perth these stunning homes provide an affluent lifestyle for the busy professional. Simple lines and a colour scheme of red, grey and black characterise these apartments. The spacious central living and dining areas are ideal for entertaining. Floor-to-ceiling windows provide ample natural light, while the apartments’ lighting takes the form of in-wall up-lighting. The living areas also feature wrap around verandas, which provide a shady interlude between indoors and out.

The Alcazar offers a high level of advanced security with underground parking. A unique feature of this landmark complex is its cocktail bar and bistro located on the ground level.

Stunning fixtures and fittings including stainless steel surfaces to kitchen and corian flooring to bathrooms and timber flooring throughout living spaces are reflective of the high standard within this apartment.

Creating a contemporary apartment complex that sits well within a traditional architectural environment can be a tricky task. Add space limitations and an awareness of the pedestrian viewpoint and the job requires an even more creative solution.

In the case of the modern Alcazar apartment complex, situated on the site of the historical East Perth Power Station building, scale and honesty were integral elements of its distinctive profile.

The building’s aesthetic lines and compartmentalised functionality are reminiscent of a Japanese sushi lunchbox, de’Ville says. There are 100 apartments in the space, which alsoincludes a cocktail bar, a bistro, lap swimming pool, a gymnasium and a car park. The buildings careful layout within the space allows for ten apartments on each floor, with four larger penthouses occupying the top floor.

The project’s architect, Trinity de’Ville of the 619 Crew, says that the design’s form closely follows its function. The building’s stepped-back shape allows it to be viewed in its entirety from a comfortable distance, says de’Ville. At the same time, closer pedestrian traffic and shop-fronts are not overshadowed by it. Scale and function affected the profile in another way too. With the construction space only 100m wide, the box-shaped, composite design allowed for maximum internal floor space for each apartment.

In a traditional suburban home only 30% of the floorplan might be allocated to living areas, says de’Ville. Here we have turned this ratio on its ear dedicating over 60% of the layout to living and dining areas with around 30% reser ved for bedrooms and bathrooms.

Space-hungry suburban luxuries such as an expansive hall were replaced with small entry alcoves to each bedroom to screen them from the central living areas.

In an enclosed living space, issues such as ventilation need careful planning, says de’Ville. The kitchens in the apartments all have their own exhaust emission ducts, thus avoiding the sharing of odours between neighbours that can happen with a common exhaust system.

From the entrance in the building below, with its scrubbed silica bricks and exposed pipework, honesty of materials was central to the project’s design. This is carried through in the terrazzo floors and hardwearing surfaces of the apartments above.

The creation of these apartments came about as a collaboration between tough materials, honest design and a need for strong ergonomic solutions, says de’Ville. The feedback on the complex has been extremely positive. As an architect, there will be no greater reward than the occupiers appreciating their environment for what it was intended to represent.

Part of the urban consideration is building smarter for closer living proximities, says de’Ville. All the apartments feature timber-frame, solid core doors and soundproof plasterboard interior walls. Pre-cast concrete floors run throughout the apartments. When polished they have a grey/black industrial surface. This industrial look is also reflected in the kitchens bench-tops, each pressed from a single sheet of stainless steel and in the cabinetry, set on castors

The East Perth Power Station building has a strong history in Western Australia. Celebrating this history and retaining and adapting the heritage site for contemporary use are pivotal to the project design.

The area and locality of the Power Station is also of cultural significance to local Aboriginal people. The area is listed on the Department of Indigenous Affairs’ Aboriginal Sites Register and classified as an ethnographically recorded camp and meeting place. This includes a ‘fringe camp’, where many Aboriginal visitors to Perth camped, under the protection of the former Bunbury railway bridge.

The Power Station building (and some equipment) is listed on the State Register of Heritage Places and is one of only a handful of surviving largescale utilities from pre-World War One. It includes remnant equipment believed to be unique in the world because it contains the five different stages of power-generation technology that occurred in the 20th Century. The project area itself is one of the few remaining industrial sites on the Swan River and in the former East Perth industrial district.

Design The final Master Plan for the East Perth Power Station will establish a framework for the project area’s land use, including public space, built form structure and design, infrastructure requirements and environmental outcomes. The design framework will consider elements such as the following:

BUILDING ON THE SETTING Responding to and enhancing the site’s special characteristics, such as its social, cultural and physical heritage and its links with other destinations.

ENHANCING THE QUALITY AND ENJOYMENT OF THE RIVER FORESHORE

RECONNECTING WITH THE CITY Ensuring the development is not self contained or isolated but an integral part of Perth’s city heart.

Encouraging water recreation through berthing and mooring opportunities; jetties for ferries and public use; rowing, canoeing and kayaking facilities; and cafés and kiosks.
