2 3 6 Suspected police involvement in cable theft! SChooL BUS ACCIDENT

O

n 1st October 2011 R800 000 worth of copper cable was recovered in the Zesfontein Road area. Suspects were arrested and a case opened. As a result, the area was monitored. On 21 October 2011 our patrolmen together with SAPS vehicle RR425 saw smoke coming from behind the scrapyard dealer’s premises in Zesfontein Road and suspected that cable was being burnt. They entered the scrap dealer’s premises, where they found 5 suspects and 3 roles of copper cable. One roll was untouched and still in its original packaging, one was approx three quarters full, while the third had been cut into pieces and was being burnt at that time. The rolls of cable still contained their batch numbers and indicated that they belonged to African Cables in Vereeniging. African Cables was contacted and they confirmed that the roles were indeed theirs. They further advised that these particular rolls of cable had been despatched to Middleburg, where they had arrived and been booked out to a sub-contractor. The goods subsequently went missing and a theft case was opened in Middleburg. Crystal Park police vehicle CP22 joined the scene. Our patrolmen were then instructed to leave the scene. However, our patrolmen noted that members of the SAPS had started loading the suspected stolen cable onto both SAPS vehicle CP22 and the white bakkie belonging to the suspects. It was assumed that the suspects and the cable were being taken to Crystal Park police station, to be charged and the cable booked into evidence. Later that night, CPI, a private investigation

company employed by Eskom, arrived at the police station to inspect the recovered cable, it was found that the full roll of cable was missing, as well as many of the cut-off pieces. It was also discovered that the cable at the police station had not been booked into evidence. Even worse, it was discovered that the SAPS had not actually arrested or charged any of the 5 suspects, therefore no case had been opened by the SAPS. CPI then opened a case of possession as well as a case of theft with the CID branch. The possession case was subsequently closed by the Commander, quite rightly, as no suspects had been arrested at the time. The theft case is currently under investigation. Capt van den Berg, Branch Commander, and his team are investigating the matter, with particular emphasis on the possibility of police corruption. It is hoped that this will result in some future arrests. On the night in question, statements were taken by CPI but were only handed in at a later stage. It was discovered that the SAPS did not take a single statement on the night of the incident. However, our patrolmen, as a matter of course, had automatically made statements as well as taken photographs at the scene, which showed the copper cable on the suspects’ bakkie. It was fairly obviously to everyone on scene that the 5 suspects were in possession of the stolen cable and were in the process of burning it. This raises several questions. If members of the police were not involved, then: WHY DID THEY NOT ARREST THE SUSPECTS? WHY DID THEY NOT OPEN A CASE OF

POSSESSION OF STOLEN CABLE? WHY WAS NONE OF THE RECOVERED CABLE BOOKED INTO EVIDENCE? WHAT HAPPENED TO THE MISSING CABLE? WERE THE SUSPECTS ALLOWED TO TAKE THIS CABLE OR HAD THIS BEEN ‘APPROPRIATED’ BY CORRUPT MEMBERS OF THE SAPS? Is it any wonder that the cost of electricity just keeps climbing, while those responsible for

the theft of cable continue to go unpunished. Our patrolmen deal with members of the SAPS on a daily basis and a great number of them are dedicated to providing an excellent standard of service delivery. It is a pity that their reputation can be ruined by a few corrupt individuals. As a result, it comes as no surprise that there are so many people who have lost faith and have difficulty placing their trust in our boys in blue.

W

e often receive comments and questions from our residents about the crime stats reported in The PCN. The Farrarmere area is normally depicted as having the highest crime rate. However, this is not strictly speaking true. One needs to take into consideration the fact that we have twice, if not three times as many Precinct members in that area, all reporting to our Control Room, which results in the crime in Farrarmere being the most accurate. In some of the smaller Precinct areas, not all incidents of crime are reported to us, and the stats are in fact much higher in these areas than reported by ourselves. The crime statistics reported by The PCN only include those reported to our Control Room, a patrolman despatched to the scene and an

Incident Report completed. While the police are not allowed to disclose crime stats, as instructed at national level, our stats are likely to exceed those of the police, for the simple reason that not everyone takes the time (and effort) to physically go to the police station to open a case. This results in the perception that crime is lower than it actually is and does nothing to assist the police in obtaining additional resources required to combat crime. We urge all residents to report all incidents of crime to the police, no matter how petty you think it may be. If everyone opened a case, then perhaps the ‘powers that be’ may wake up and realise that crime in our suburbs is out of control and hopefully do something about it.

Two more join GNCP committee On the evening of Tuesday, October 25, residents from the Greater Northfield Community Precinct (GNCP) gathered at St Theresa’s at the corner of Twelfth Avenue and Fifth Street, Northmead, for the precinct’s annual general meeting (AGM). According to Brandon Scott, chairman of GNCP, this year’s turnout from residents was the best it has ever been. He described the response from the community as “enlightening”. Scott informed the residents that GNCP‘s main function is to address crime and service delivery issues by taking these concerns to the relevant authorities i.e. the SAPS and the Ekurhuleni Metro. He added that by grouping together as a legal and recognised structure the precinct is able to stand up and have a voice with regards to the services that the community deserves. “Your membership gives us a mandate to bring forward community complaints,” he said. Residents were also reminded of the various services offered through GNCP membership such as paramedic services, the animal poisoning unit, trauma counsellors, roadside

assistance etc. Two new members, Colleen Reid and Andi Poppmeier, were elected and welcomed onto the GNCP committee for 2011/2012. All members of the 2010/2011 committee chose to continue serving on the committee. The election of office bearers would take place at the next committee meeting in November. Scott told the crowd that GNCP is definitely the busiest precinct in terms of response from paramedics, attributing this to a more elderly community and a number of schools in the area. With regards to the crime status in GNCP, Scott said that biggest increase in the precinct is that of drug related crimes. According to him house robberies have declined but hijackings have skyrocketed. Other major concerns are the theft of motor vehicles and numerous house break-ins which he dubbed “an epidemic”. He warned that residents in the precinct need to be extra vigilant as a house burglary can quickly turn into a house robbery or other contact crime. “If we stand at the helm of our community we can stand up against crime in our area,” said Scott.

School bus in Accident On Friday 28 October an accident occurred on Snake Road involving a school bus, a truck and a motor vehicle. An Etwatwa school bus was returning from an outing in Johannesburg when the incident occurred. We believe the school bus was travelling at high speed when it collided with the truck, which in turn collided with the motor vehicle which was in front of it. Luckily the occupants of the motor vehicle were uninjured. However, a total of 34 children were injured during the accident and received medical attention before being transported to O R Tambo Memorial Hospital. The cause of the accident is currently under investigation.

Armed suspect arrested

There was lots of activity in Rainbow Avenue on 28/29 October 2011. From 23h00 onwards calls were received by the Control Room, reporting suspects on premises at various houses in Rainbow Avenue. Our patrolmen were despatched to investigate, but the suspects were nowhere to be found. Our patrolmen kept an eye on the area and suspects were spotted in nearby Gamtoos and Komati Street area, and at one stage shots were fired. At approximately 2 am on the morning of 29 October 2011, a call was received from another resident in Rainbow Avenue stating that there were suspects on the premises.

FCP

On arrival at the scene, our patrolmen were given access to the premises and one of the suspects was spotted hiding behind a bush. The suspect, realising that he was surrounded, eventuallydroppedhisweaponandsurrendered. The suspect was apprehended, and taken into custody by members of the SAPS. From information received, it is believed that this suspect, together with his accomplice were involved in the hijacking earlier that evening in Ensign Street, Northmead, which vehicle was recovered in Tsekane. Well done to all involved.

Despite the title, the movie has very little to do with an actual abduction. Teenager Nathan (played by Taylor Lautner of Twilight fame) discovers his life has been a lie, after finding a website showing photos of missing, possibly abducted children. Nathan makes contact and soon realises that he could possibly have been abducted as a child. He tackles his mother on the subject, who admits that she and his ‘father’ are not his real parents. However, before they can sit him down and explain the circumstances, 2 villains appear and kill both parents. He then goes on the run with girl next door Karen (played by Lily Collins), tracking down clues to his past. They are being chased by both the CIA and an army of assassins from the Eastern Bloc – it turns out his real father is a spy, who, after his wife’s murder, gave Nathan to his ‘mother and father’ to look after and keep him safe. You’ll find the usual car chases and shoot-outs – but nothing out of the ordinary or special. The movie was OK but nothing spectacular.

READING GOGOS – TOUCHING LIVES

Reading opens doors to so much in life yet many children are unable to read.

Eighteen years ago David Bentley wanted to do something more about education so he visited schools Daveyton with the intention of identifying needs. He realised that there were few books available to teachers and went about establishing a mobile library which made books more accessible in the township. A partnership with the Africa and Asia Association resulted in books being sent from Japan. Ekufundzeni: A Place of Reading was born.

1 to 3) children and involve them in activities which foster a love of reading and education. Ideally, the Gogos would like to send volunteers into more schools on the East Rand and further afield.

With the realisation that the library would be more effective if run in conjunction with exposing children to books, a group of volunteers began visiting schools in Daveyton and, four years ago, the Reading Gogos came into being.

If you enjoy reading and would like to make a difference in the lives of children, please consider joining the volunteer READING GOGO programme. Of course not everyone is able to spend time with the children but, the Gogos would be grateful to receive any non-fiction books that are curriculum relevant or which have a South African theme (flora, fauna, mining, etc.). If you are computer literate, you may be able to help with the administration of the library.

These forty ladies – not all of them gogos - now visited four Daveyton schools for an hour a week. They read to Foundation Phase (grades
