FCP PBP 3 2 6 Will our Justice system prevail? SUCCESS IN JET PARK
recently and the bail hearing was set down for Wednesday 16 November 2011. Members of The Precinct Women’s Support Group (PWSG) attended the hearing in support of Chantelle’s family and friends. We were totally astounded and appalled with the proceedings in court that day. There were over 50 people there in support of the Barnard family, who took up the first three out of the four rows of seating in the court. The behaviour of the accused’s mother and father was disgusting to say the least. His mother, in a desperate attempt to sit in the front row, pushed her way along the row so that she
could squeeze into a space in the middle, so that she could be close to her accused son. The accused’s father later did the same, telling Chantelle’s brother to ‘move your arse’ so that he could get past. You could feel the tension and hostility in the courtroom. As for the proceedings – it was almost like a mini trial, details of which we cannot go into at this point. Suffice to say that the accused’s sworn affidavit quite blatantly included false statements, which became quite obvious as the hearing unfolded.

any of you may remember the brutal rape and murder of 20 year old Chantelle Barnard, whose body was discovered in the home of the accused, Jurgen Vandekeere, on 1st April 2011.
After numerous hearings in the Benoni Magistrate’s Court, this case was finally set down for trial in Delmas High Court in February next year. However, in the interim, Jurgen’s father, Roland, made an urgent bail application

As there was insufficient time on the 16th to cover everything, the bail hearing was adjourned and will reconvene at 11.00 am on Tuesday 6 December 2011, and if necessary will continue on Wednesday 7 December 2011. Jurgen’s estranged wife, Suretta, knows all too well what he is capable off, herself having been the victim of violence at his hands. In August last year, she was beaten so badly that she had to be hospitalised. The PWSG strongly opposes bail and firmly believes that not only is the accused a danger to society, especially our women, but is also considered to be a flight risk. We can but hope and pray that when the bail hearing continues in December that the State Prosecutor will do everything possible to ensure that bail is denied.

W
hat can I tell you this week! Most of the important issues, as far as the Precincts are concerned, are basically covered in both ACP and FCP’s articles. The one thing that I would like to say is that the support of Precinct committees by their members is considerably lacking, judging by the number of residents who take the time to attend the Annual General Meetings once a year. It is a statutory requirement to hold an AGM and it’s not as if we are forever asking our members to attend meetings. The least you
can do is put in an appearance, just once. Your committees put in a lot of time and effort on your behalf and we sometimes think “what’s the point? No-one really cares unless something bad happens to them. Then they want to know what we are going to do about it. It’s time for the community to stop being so complacent and get involved. No matter how little you think you have to offer, at least you’d be doing your part in the awesome task ahead of us in the fight against crime. Be a part of the solution.

When patrolmen C Janse van Vuuren and H Blom drove up to the premises, they spotted the three suspects running towards a red Ford Ranger. The suspects took off in their vehicle and tried to push our patrol vehicles off the road in an attempt to escape. When the SWAT team arrived, they blocked the bakkie to prevent their getaway. SAPS were quick to respond to the scene, and Const Thlongwane took the three suspects into custody. It is believed that these suspects were on SAPS’s wanted list. Well done to everyone involved in this arrest.

A big success was achieved on Friday 18 November 2011. At around 05h00 that morning our Control Room was alerted by the guard at premises
in Bisset Road. He reported that three male suspects were in the process of stealing tyres from a company’s premises. Both of our JPBP vehicles went to the scene to check it out.
ACP appeals to residents

tlasville Community Precinct held its AGM on Wednesday 16 N o v e m b e r 2 0 11 , resulting in an additional committee member coming on board – welcome Deon. Our chairman, Kevin, reported that crime had been relatively low in the area in recent weeks. However, during this past weekend, several incidents occurred, the worst an armed house robbery in Pylstert Street in the early hours of the morning on Monday 21 November 2011. Other incidents include a dog poisoning in Gompou St, break-ins in Jupiter and Mars. Further, there was an armed house robbery in Homestead Street in Alphen Park on the evening of Monday 21 November. While this is not in Atlasville, it is just outside our borders. We can no longer just sit back and watch crime happen around us. Crime on our doorstep is just as bad as crime in our suburb. As indicated previously, ACP has set up Blackberry Messenger (BBM) groups within the community, which has proven to be very successful. We would like to encourage all ACP members who have a Blackberry cell phone to join this initiative. Hear about what’s going on as things happen. Be a part of an active community. Crime is not a joke. We need everyone to take this seriously. Should you want to be a part of this

Kevin also indicated at the AGM that domestic workers are easy targets for street muggings, and it was felt it was important to make them look more visible in the street and allow them to stand out. We have started selling yellow T-shirts for domestics (prices to be advised) – there are already quite a lot of these T-shirts in circulation and they are working well. Please advise Kevin if you would like to buy one for your domestic worker and email sizes to the email address listed above. If your domestic workers feel that they are being followed encourage them to send a ‘please call me’ or phone their employer or the control room on 0861 425 493 and a patrolmen will be sent out to assist them. Also, please be aware of the Boksburg North SAPS sector vehicles and their direct contact numbers in urgent and life threatening situations. Farramere Report back
O
n the evening of Monday 21 November 2011 it was time once again for our AGM, held at Belvedere School. Our chairman, Clive Patterson, provided a report back to the community relating to what has been happening over the past year. Residents were addressed by our Sector Commander, WO Mofokeng, who reported that the major concern in the area was the number of incidents of housebreaking. Both our chairman and our Sector Commander pointed out that many of our residents are extremely careless. While doing patrols around the area, they have often found gates lying wide open, garages open etc and the response from some of these residents is one

where they don’t seem to care. No wonder we have a crime problem! It was again stressed that residents need to stop leaving valuable items in their vehicles, particularly laptops. An appeal was made for everyone to take a few minutes extra to remove their personal possessions from their vehicle when they arrive home. WO Mofokeng encouraged people to call the Sector Vehicles direct if needed. A list of the cell phone numbers for all Sector vehicles in Benoni is listed below. It was felt that in today’s society, people generally people do not know their neighbours, which is quite sad. One resident reported that all the residents in his street had made a point of communicating with each other, and this seems to be working. We don’t expect residents to become bosom buddies with their neighbours, but believe you should at least know their name and

contact number. We need to look out for each other, particularly in light of the high crime everywhere. Our elderly are particularly vulnerable and we need to look after them. Our Ward Councillor, Mary Goby, also addressed the community. Since being elected Mary has done a great deal for the community. Mary advised that the procedure for Ekurhuleni complaints is to telephone 0860-543-000. Residents should obtain a reference number from the operator. If no action has been taken within 72 hours, residents should contact Mary on 082-679-7109, but residents need to give her the reference number so that she can follow up on the issue. Clive thanked the Homestead Helpers - a group of dedicated individuals who have done a fantastic job in restoring Homestead Dam to a place where people want to spend time. An update on the proposed closure was given and at last folks, we are almost there. We only need a further 173 mandates to complete the
67% requirement. We are hopeful this will be complete by the end of the year. The next step is to conduct a Traffic Impact Study, which we hope to arrange in the New Year. Another issue that was mentioned was the fact that quite often we have difficulty in contacting our residents. We send out emails, sms’s etc and a lot of these are returned. We ask all our residents to update their contact details with us (please see article on page 2). As usual at an AGM, the committee stood down and a new committee elected. We are pleased to announce that we have four additional members on the FCP committee to add to the existing committee who were re-elected. We extend a warm welcome to Heiko, Wally, Norbert and Yateem Please, everyone, let’s try to be a bit more security conscious in our everyday lives. We need the entire community to work together so that we can try to eradicate crime from our suburb. Let’s make 2012 as crime free as possible. With everyone’s efforts, we can make it happen.

A morning for Abused Women
A
udrey Todd of the CPF’s Victim Support, arranged a special morning for a group of abused women, which was held at Benoni Police Station on Saturday 19 November 2011. The day kicked off with a song from guitarist Alan Webster, followed by another from Nakhane Toure and Sean Prohn. Sarah Higgins gave a superb performance, which helped to lift everyone’s spirits. Professional Trauma Counsellor, Dr Barbara Wade of The Olive Branch addressed the audience on various aspects of Abuse, which was very enlightening. This was followed by some inspirational words from Audrey Campbell from the Christian Family Church. Daniella Snyman, performed a very touching ballet solo, and once again Nakhane and Sean ended of the morning. A light lunch was provided and each and every woman received a gift, thanks to some wonderful sponsors. Audrey, thank you so much for arranging this special day. Your dedication to helping others in the community does not go unnoticed.
Cops in "state of collapse"
The following article appeared on the Sunday Times website. AMUKELANI CHAUKE and SIPHO MASONDO | 20 November, 2011 23:54 Sloppy detective work and negligence by Gauteng police resulted in a high percentage of cases being closed without being investigated in the past year. A parliamentary portfolio committee survey of eight police stations in the province found that the stations were all but dysfunctional and were riddled with corruption. Officers were found charging the public for free basic police services such as taking a
statement or fingerprints. The abuse of sick leave is rampant. MPs visited the police stations between August 2 and 12. They found that: At Johannesburg Central police station, 30% of the 23746 cases were closed because of sloppy detective work - ranging from incorrectly formulated charges to poor statement-taking.Of the 135 detectives at the station, only 48 were fully trained, and each detective investigated 70 cases. About 81 disciplinary actions were reported against officers in 2010, another 35 as of March, and one policeman has been arrested. At Pretoria Central, of the 14083 cases opened last year, 60% were closed because of poor detective work caused by "demotivation, a perception of lack of promotion and managers not holding juniors to account". There were 293 disciplinary cases against officers at
the station, of which five were for fraud and corruption. The 136 detectives each investigated 100 dockets. In Honeydew, 10309 of the 14900 cases were closed because of poor detective work. The station has 79 detectives and each carries an average of 50 dockets - which the committee said was below the national average. The conviction rate for rape was 7%, 9% for murder, 3% for property crime and 6% for assault. In Wierdabrug, Pretoria, some police officers charged communities R120 for taking fingerprints and R500 for affidavits. A warrant officer allegedly bought a BMW for cash and some officers owned shebeens. About 61.9% of the 11424 cases reported were closed without being properly investigated. The committee said Wierdabrug "is actually in
a state of collapse". In Loate, in Mabopane, two detectives had been fired for corruption and three had been suspended. In April, May and June, totals of 115, 126 and 126 sick leave days were taken by 38 officers. Dianne Kohler-Barnard, the DA's spokesman on the police and a member of the committee that visited the police stations, said the committee visited stations in Mpumalanga, Western Cape and KwaZulu-Natal earlier this year and similar problems were found. Popcru general secretary Nkosinathi Theledi said most station commanders needed management training. Zweli Mnisi, spokesman for the police ministry, said: "Detective work, like any other science, is always under construction. One can never say 'I am an expert' ... but through constant training they can get better."

These are a few snippets of just some of the crimes that have been reported in the last week:
NOVEMBER 14 – A garage was broken into in Amarella Street, Alphen Park and a bicycle was stolen. NOVEMBER 14 – Suspects cut the fence at the back of a property in Rennie Road, Benoni North, poisoned their dog and stole the wheels off a vehicle. NOVEMBER 14 – A break in occurred in a complex in Dawn Road, Farrarmere. The suspects forced open the patio door and stole various items. NOVEMBER 15 – The window of a vehicle in Browning Street, Farrarmere was broken in order to steal a laptop from the vehicle. NOVEMBER 15 – Suspects broke a window of a home in Lucerne Street, Lakefield and stole a laptop. NOVEMBER 15 – Two vehicles were stolen from a property in Tredoux Street, Beyers Park. NOVEMBER 15 – A woman was hijacked of her Merc in Eighth Avenue, Northmead. NOVEMBER 15 – An armed business robbery took place in Princes Avenue, Benoni CBD. NOVEMBER 16 – A cellphone was stolen out of a vehicle in Rainbow Avenue, Farrarmere. NOVEMBER 16 – Jewellery was stolen from a unit in Brentwood Park Road, Benoni North after the suspects forced open the front door. NOVEMBER 17 – A business in First Road, Bredell was broken into, with the suspects stealing a computer. NOVEMBER 17 – Criminals broke into a house in O’Reilly Merry Street, Rynfield and stole a TV and DVD player. NOVEMBER 17 – Suspects broke in through the roof of a business in Ampthill Avenue, Benoni and stole computers. NOVEMBER 17 – 3 armed suspects held up a woman in her home in Mia Street, Actonville and made off with cash. NOVEMBER 17 – A woman was pulled out of her vehicle at gunpoint by 3 suspects who hijacked her vehicle. NOVEMBER 18 – The window of a vehicle was broken in Pretoria Road, Rynfield. The suspects stole a laptop out of the vehicle. NOVEMBER 18 – A home in Linda Street, Farrarmere was broken into by forcing open the front door and security gate. TVs were stolen. NOVEMBER 18 – Suspects forced open the burglar bars of a home in Sonneblom Street, Northmead and stole various items. NOVEMBER 20 – A break in occurred in Mars Street, Atlasville. The suspects stole a TV. NOVEMBER 20 – A cell phone and jewellery was stolen from a house in Limbahout Street, Impala Park.
