After writing off more than R2,7-billion, the Ekurhuleni Metro is still short paid. The Democratic Alliance member of the finance portfolio and Nigel councilor (Ward 88), Wally Labuschagne has lambasted the Finance MMC, Moses Makwakwa, for the lack of a proper credit control policy that has led to the decline in collection of money for unpaid municipal accounts.
“Ekurhuleni’s collection rate target of which the ANC is very proud is 93 %,” he said. After stating the facts about the debt Labuschagne insisted that the outstanding amount of over R71 000 owed by a councilor from Nigel be investigated and collected. He also requested confirmation of the fact that R15 000 of this debt had been written off. Labuschagne said the Metro’s collection

rate is 2% lower than that of the City of Cape Town’s collections. Labuschagne contributed the fall in rates at 85,69%, the lowest in two years, to the failure of the Metro to re-appoint the contractor hired to cut off power defaulters. “Makwakwa shrugged his shoulders when I warned him of the consequences of not putting in place the proper control measures” said Labuschagne. “It is this blatant don’t care attitude that is unacceptable in a public representative. “I want to know who will be responsible for the loss of millions in uncollected rates. “The DA
has been demanding answers about why the Metro dragged its feet in appointing a credit control contractor and what steps are being taken to prevent a further jump in collection rates”. Labuschagne said that other revenue source had also declined significantly as a direct result of the late start of credit control in Ekurhuleni. The combined decline in income was R20,8 million. The Nigel councilor urged the ANC to take the necessary steps to collect the money due to Ekurhuleni in order the save the Metro and to render quality service to its communities.

When you receive this copy of the Rekord there will only be THREE Sundays left before Christmas! Yes 2012 has come and gone. A year that will be remembered by some as a year of sadness, for others it will be a year of joy and yet for others it will be a year of celebration. While our experiences through the year may differ there is one fact that all of us experience together. This fact is that Jesus is the reason for this Christmas Season! What an awesome privilege and blessing to be able to celebrate Jesus’ birth once more. The problem that I have is that year by year there seems to be less interest in doing what God has called us to do at this time. We seem to spend more time thinking of ourselves than of others. We seem to spend more time celebrating in a worldly fashion than celebrating the birth of Jesus. We seem to spend more time concentrating on money and holidays than the love Jesus’ has for each of us. Here is a fact that I would like all to consider. The presents we buy for others (family and friends) are usually aimed at making an impression and not at the fact that this is a gift of love and it is not the size of the gift but rather the thought of the gift that counts. So instead of looking for an expensive gift rather look at a practical gift that can be used and consider giving the rest of the money to an institution that can use the money to help the needy (the poor, marginalized, sick, underprivileged). Just take some time to think of how many gifts you have received that are not used and just lie in the cupboard gathering dust. Let us make a difference and help others. With the above in mind I wonder how many of us actually think of what Christmas is all about and take time to celebrate Christmas with the love of Christ. A few things that are happening this Christmas that are exciting are: An African Christmas 6&7 December at 18h30 at Heidelberg Methodist Church: This is a fun time celebration in song and play acting looking at the life and birth of Jesus in song. Carols by Candle Light 17 December at 18h00 at 4 Seasons Nursery: This is a time of fellowship and joy as we bring our picnic baskets and enjoy a meal together and then celebrate Jesus by singing a few carols. Please bring something to sit on, a candle, your own picnic basket and drinks. If it rains we will move into the hall at 4 Seasons so there is no reason not to come.

Soapy liquid flows into the Nigel Dam A soapy liquid has been pouring out of a storm water drain at the Nigel Dam and flowing into the water. A resident noticed this, said there was no specific smell to the substance, but it was definitely an environmental threat. He contacted the Environmental Department and reported it. The storm water drain is situated near the big gate and opposite the Electricity Department. The resident says he thinks the problem will be attended to.

Deaf people often fall victim to the ignorance of the hearing public. Ekurhuleni has deemed it fit to conduct a deaf awareness workshop, where ordinary residents were informed how they can promote inclusivity of deaf people in their communities. The lack of access to information, abuse and the generalization that deafness affects a person’s intellectual capacity or ability to learn these were listed as barriers which prevent many deaf residents from flourishing in their communities. The purpose of the workshop was to recognize deaf people in our communities and afford them the same opportunity of accessing information. Businesses and organisations are encouraged to train their frontline staff to be able to communicate in sign language, in order to communicate just like any other spoken language and deaf people to use their hand and faces to communicate.

The financial situation of the Nigel SPCA has not improved, despite some very welcome donations of dog food. This is still urgently needed and will ease the burden, especially over the festive season. The SPCA also desperately needs a new computer. The old one has been sent in for repair, which means another financial hazard. Several of the metal cat portable “cages” have disappeared and they are too expensive to purchase. The plastic boxes do not last long and the mesh types are far more better to transport the cats. Maybe there’s someone out there who can make a few?

This cactus has bloomed every year for more than 47 years in a Nigel garden. Ben Pretorius, pictured with his grandson Gabriel, says the cactus only blooms at night and then closes its flowers in the morning. It is known as the “Queen of the Night”. Ben also says that tradition says whenever it blooms there is rain, but this has not happened so far!
