Mass collision
Six motorists were injured and one adult driver killed, following a multiple vehicle accident on the N3 northbound between Heidelberg and Vosloorus on Tuesday September 6. Rescue teams from both Ekurhuleni Metropolitan Municipality and Lesedi Local Municipality including various ambulance services, all worked tirelessly together in managing the scene. Rescue teams had to use specialized hydraulic rescue tools (jawsof-life) to free one critically injured truck driver from behind the steering wheel. The injured were transported to Thelle Mogoerane Regional Hospital by ambulances while the critically injured was also airlifted to Union hospital in Alberton. The accident happened around 12:46 midday and the possible cause was the massive grass fire burning adjacent the freeway. As per information on scene, strong wind was blowing heavy dense smoke across the freeway, obscuring motorists‘ vision and subsequent to that, the pile-up collusion happened. The freeway was closed between Kliprivier off ramp south-bound and Benoni off ramp north-bound for traff ic and motorists advised to use R103 as an alternative route. South African Police Services and Traffic Officers are investigating the scene.

Gauteng state hospitals are short of 574 doctors and 1 209 nurses, but Gauteng Health MEC Qedani Mahlangu says “there is no effect on patient care as the vacant posts are replaced immediately through walk-in applications and the annual block advertisement.” This is according to a written reply by Mahlangu to questions in the Gauteng Legislature. According to Mahlangu “the majority of posts are vacant due to a process of natural attrition. Some positions
are in the process of being filled.” She also says that “in health professional categories i.e. pharmacist, therapist and certain medical and nursing disciplines, scarce skills are required and they are not readily available for appointment in the Public Sector, thus the extended delay in filling these positions.” The largest vacancies among doctors are the following: Medical Officer Grade 1 – 151.Registrar (Medical) – 110. Medical Officer (Community Service) – 78. Medical Specialist Grade 1 – 60. Medical Officer (Intern) - 58. It is also worrying that there are 17 clinical unit and
department head vacancies. The largest vacancies among nurses are as follows: Nursing Assistant Grade 1 – 184. Professional Nurse Grade 1 – 340. Professional Nurse Speciality Nursing – 141.Clinical Nurse Primary Health Care 88. There are at present 5 125 doctors and 27 873 nurses in Gauteng state hospitals, but many in the highly skilled categories are close to retirement. MEC Mahlangu should not be complacent as the shortages do affect the quality of patient care and training needs to be stepped up, particularly in specialist areas.

Rev Goddess, Heidelberg Methodist Church If I had to sit down and think about life in Heidelberg, the surrounding areas of Heidelberg and indeed the whole country and world I would make a statement to say that there is a tremendous amount of hurt out there. Many have lost loved ones (for whatever reason), many are sick, many have been involved in natural disasters and many (unfortunately) have been involved in trauma caused by theft, hijacking and terrorism. The net result of this state of the world and more importantly (coming close to home) Heidelberg and surrounds is that there are many people who are living with a “cloud” over their heads and probably carrying baggage that they cannot even move let alone walk with. Do you doubt my statement? Have a look around at your home, work place, church, malls, shops and social gatherings. On the whole people do not smile. In fact they walk around with a look of “doom” on their faces. Sadly many people now only start smiling after they have consumed some
alcohol – and this makes them think that they have to take alcohol to be happy. This is all so wrong! We need to take some time to think about the many blessing we have in our life. You woke up this morning, you had something to eat, you had the challenges of the day to face (this is a blessing – some people just lie and “waste away”), God provided what you needed (not necessary what we want) and JESUS LOVES YOU. If we start thinking about these blessings and SHARING them with the people around us we will start laughing again. Our life will turn around and we will realize that we do not have to turn to alcohol for happiness and laughter. Our LIFE will make us happy and we will be able to joke about our life, the ups and downs and generally the way that Jesus carries us all through the storms. I have mentioned this before but I feel that it is necessary to mention it again. Take some time at the end of each day to think of all the positive things that you have experienced and seen during that day. You may even need to write them down. Once we look at the positive things we will realize how blessed we are and come to the conclusion that life is indeed a blessing. If you feel that life is too much at the moment, please do not try to handle life on your own. Seek advice from your church and if you do not have someone to turn to you are welcome to give our office a call and make an appointment to see me or one of our counsellors. God wants us to be happy. Let us allow Him to help us be happy and count your blessings – they are many.

11 People murdered daily Information needed
The annual release of crime statistics by the SAPS today does not bring good news for the people of Gauteng. The crimes that people are most scared of, according to the latest Victims of Crime Survey, are contact crimes such as murder, attempted murder, assault and robbery. In Gauteng, all of these categories have seen an increase totalling 473 incidents a day, up from 458 per day in the previous reporting period of 2014/15. In addition to the 11 people murdered in Gauteng every day, a further 13 people face murder attempts and another 117 people are grievously assaulted. The rate of murder is often a reflection of societal pressures and violence which will need to be addressed through social interventions which deal with behavioural issues. It is important for us to interrogate the reasons behind these increases and how they relate to policing and police management. The question that must be asked is whether the dissolution of the specialised units has contributed to increases in specific crimes. Could the lack of a specialised unit to deal with organised crime may be a reason for the increased number of car hijackings in the province to around 20 per day? The increased numbers of people found to be driving under the influence of drugs and alcohol may also be an indicator that many of the other crimes reported may be linked to drug and alcohol abuse. How much could this have been addressed by re-introducing the narcotics units? The crime stats do not paint a pretty picture for Gauteng and create a negative environment for economic investment. It requires concerted efforts by the SAPS and the community to work together to reduce crime.
Heidelberg Police received information on September 8 on suspected stolen goods abandoned along Kismet Street, Shalimar Ridge in Heidelberg. An infant was found dead in a decomposed state, wearing a bluish baby gown underneath a bridge. It is alleged that the street kids saw the baby and informed a anonymous woman who informed the police. Suicide A 64 year old male was found dead at Fenter Street bridge in Heidelberg Central on September 6. Allegedly there was a red and white rope next to him and seems that he was trying to commit suicide. The rope broke and

Increases spending Gauteng MEC for Finance Ms. Barbara Creecy today welcomed the sustained improvement of 97% and 98% spending on infrastructure and conditional grants by Gauteng Departments as at the end of the 2015/16 financial year. The MEC noted that since 2014 there has been a sustained improvement in the Province’s ability to spend on its infrastructure budget particularly in the areas of construction of new health facilities, refurnishment of schools and building of new roads and other public infrastructure. We also implemented the infrastructure delivery improvement programme which entailed bringing in a team of professionals including engineers and construction specialists to assist Departments to enhance efficiencies in the delivery of infrastructure,” she said Referring to recent media reports on underspending in the Department of Health, the MEC noted that while on paper the Department did not spend 2% of its budget in the previous year, this does not mean that resources were returned to the Provincial Treasury. The Department of Health is constitutionally bound to provide services to all citizens including patients from other provinces when they come to Gauteng hospitals. This leads to additional expenditure for medicines and other consumables but it does not mean that the money is wasted or that it has not been spent on the health needs of the province. “Nevertheless, the current level of accruals across Provincial Government is too high. Accruals not only pose a threat to the overall f inancial health of the Provincial Government but they also have the potential to undermine the current buying power of Departments in the face of increasing demand for education and health care. Year-end accruals by Departments are receiving attention from Provincial Treasury. Health, Education, Human Settlements and Infrastructure Development have agreed to institute measures to ensure that they reduce accruals within the course of the current financial year. These includes, eliminating the issuing of manual purchase orders in all departments affected by accruals to ensure that spending is done within the approved budgets. Furthermore during the course of the year, the budgets of these departments will have to prioritise existing accruals and commitments, and discipline in the utilisation of the remaining funds will be enforced.
The MEC also said significant progress is being made in support of the Township Economy Revitalisation (TER) Strategy. In 2015/16 f inancial year, the provincial government surpassed the 12% target for procurement from township enterprises, to reach an actual procurement of 14.1% or R6, 8-billion. The major part of the spending was in commodities such as maintenance, security services, and medical and food supplies across the five development corridors of Gauteng. Furthermore as at end March 2016, 5 679 township-based suppliers had been registered on the database. With regard to spending on the allocated budget for the first quarter of the current financial year, the MEC praised provincial departments for overall spending of R34.4billion or thirty three percent. Commenting on current underspending in Human Settlements and Roads and Transport, the MEC said Provincial Treasury is working with both departments to improve their expenditure. To date both
Departments have exceeded 30% of their budget. Treasury will continue to work

Die VLU Goue Suide, dames se kongres was vanaf 7-8 September te Meulstroom. Dawie Roodt het die dames toegespreek oor mense studies en die ekonomie. Volgens Dawie het die grootste groei in die ekonomie in die laaste 100 jaar plaasgevind. Dit was die jare wat dogters begin skool gaan het en vroue professionele beroepe beoefen en gelyke regte verkry het. Verder vertel hy dat kwalifikasies niks beteken sonder ‘n werk nie. Gareth Crocker het ook saam gekuier en vertel sy lewensverhaal en bemark sy nuutste boek “KA-BOOM”. Tydens die kongres is Ina Booyse as die nuwe presidente aangewys en Barbara Nell is gekies tot visie presidente. Die hoogtepunt van die kongres is die prysuitdeling, waar Goue Suide streek ‘n sesde plek vir masjienwerk behaal en ‘n tweede plek vir fotografie. Vir poësie behaal hulle ‘n tweede en ‘n derde plek. Dangerous veld fires Protect your child! South African Weather Services (SAWS) is warning residents on dangerous veld fires due to prolonged periods of little and no rain coupled with warm dry strong winds. Veld or bush fires can easily be sparked and will spread rapidly in strong winds. Precautions: Dangerous veld/bush f ire conditions: Don’t make fires in the open and/or leave fires unattended. Prepare and maintain f ire breaks in controlled manner. In the case of a large fire report it immediately and move away from the area to let the professionals deal with it. In case of veld f ires along the roads, motorists should approach obscured road sections by smoke with great caution. Never throw water onto a fire started by an electrical fault or fires started by oil or paraff in lamps. In this case sand or a
blanket should be used to smother the fire. Listen to the radio or TV for warnings and obey the instructions from disaster management officers. Wenner duiwe Op 3 September het Heidelberg posduifklub hulle veertiende wedvlug gevlieg waarvan die eerste vlug vanaf Middelburg gevlieg is en die tweede vlug vanaf Nouwpoort. Dit was ‘n mistige oggend. Die duiwe is in Middelburg om 6:50 losgelaat en die eerste duif van André Botha het om 14:57 in geklok teen ‘n spoed van 1317 meter per min oor ‘n afstand van 643 km. Die duiwe vanaf Nouwpoort is om 8:35 losgelaat en Danie Botes se duif het eerste om 15:52 ingeklok met ‘n spoed van 1409 meter per min oor ‘n afstand van 616 km. Die jong duiwe se seisoen is dan afgehan-del en vlieg nie meer apart van die ander duiwe nie. Aan beide die twee wedvlugte het 9 lede deelgeneem en 120 duiwe onderskeidelik.
Uitslae van wedvlug 1: Danie Botes (12,13,24), André Botha (1,16,20,25), Coetzee hokke (8), Tien De Vries (15,19,26), GVR (4,5,9,10,18,21), Sarel Haasbroek (2,17), Marius Klingbiel (6,7,11,14,23,29,30) en Roberto Lanci (3,22,27,28).
