Shortage of petrol South African petroleum industry workers went on strike on Thursday, according to a union official. He warned that pumps at filling stations could run dry in about three days. Employees picketed outside refineries and fuel depots, vowing to push for a 9% pay rise against a 7% offer from oil companies including Sasol, Chevron and Total SA.

“These workers transport petrol and work in the refineries, so the impact will be huge if the strike is prolonged,” Clement Chitja, spokesperson for the Chemical, Energy, Paper, Printing, Wood and Allied Workers Union (CEPPWAWU) said. “The petrol stations may run dry in three days or so, but it is not our intention. Employers must come to us with better offers. With our members and other unions, more than 20 000 workers are on strike.” Chitja warned companies against using non-union substitute workers to produce and transport petrol.

Last Monday, petrol stations in northern Gauteng ran dry as a result of intimidation by striking union members at a major petrol Hub in Pretoria, according to Fani Tshifularo, ED of the South African Petroleum Industry Association (SAPIA).

Wage talks covering South Africa’s oil refineries and its distribution networks stalled last week as CEPPWAWU, the largest of the three unions in the sector. Zimisele Majamane, deputy chair of the NPEA which bargains on behalf of the oil companies, says the strike continues, and there’s been no notice of suspension. “There is no activity at that depot, as the intimidation is very rife,” he said. “It is a major concern as the reports of intimidation is complexing the situation. We are worried about the safety of employees.”

WE DELIVER

The DA has submitted urgent verbal questions to hold Gauteng Social Development MEC, Nandi Mayathula-Khoza to account on what her department’s contingency plan is for mitigating the risk that more than 2.4 million Gauteng residents will possibly not receive their social grant money on April 1, 2017. Gauteng accounts for 14.3% of the national population receiving social grants. 2.4 Million SASSA-dependant residents not receiving payment will have an adverse effect on the Gauteng provincial economy. MEC Mayathula-Khoza has a constitutional responsibility to ensure that the

allocation of social grant funding takes place to ensure that old-age pensions, war veterans, disability, foster care, care dependency and child support payments go ahead. Many NGO’s in the province might have to close their doors and halt services to the most vulnerable residents in our province. We are heading towards an unparalleled catastrophe, because the ANC’s Bathabile Dlamini has failed to put the interests of the poor first. The DA is ready to do whatever we can to ensure that every single person who needs a grant, gets a grant April 1.

P or N? From the desk of Rev Ray Goddess Life is full of options….and each choice we make has a definitive consequence. Just take some time to think of all the bad or difficult things that have happened in the last month. I think all of us would agree that most of the consequences have been pretty dramatic and sometimes even disastrous. But here is what I would like to know. How many of us have thought about the positive things that have happened in life? You see to be positive or to do things that are positive is just important and also have consequences – but this time they are good. So where am I trying to guide us? In recent times I have spoken to so many people who are struggling with “darkness” in their lives. On top of this most of the people are becoming quite depressed and seem to be going deeper and deeper into a hole. Sadly some people even feel that they will never get out of that hole. Well here is something to think about. It is our CHOICE to think about, watch or read negative stuff. It is at the same time our choice to think about, watch or read POSITIVE stuff. You see the choice is yours but the sad truth is that we generally concentrate on, remember and speak about the negative occurrences in our lives and never seem to concentrate on the positive things. So before I carry on with this article let me challenge you for just one week NOT to watch, listen to or read ANY negative stuff. If you are watching TV and negative

Rev Goddess, Heidelberg Methodist Church stuff comes on the TV switch channels or switch off the TV. If the program you are listening to on the radio is negative switch it off or change channels. Make sure that you do not find yourself in the company of people who are constantly talking about negative stuff. At the same time I challenge you to watch, think about and read only positive stuff for the week. You see there are a lot of positive things that occur in our lives but we tend to just ignore them. I understand that there are going to be times when you “cannot” escape the negative…..but most of the negative will be cut out of your life for that week. At the end of the week I challenge you to take just 15 minutes to write down what your experience was. I am pretty sure that you will feel better, feel more motivated and be less irritated when cutting out/down on negative things in your life. Jesus loved – and that is positive – be more like Him and see the difference in your life…….

14 MARCH 2017 Two to four men who claims to be from a water company to install water saving shower heads, or from an electricity company to change energysaving electric bulbs for free as part of government laydown program has been spotted several times. Do not let them in, they rob at gunpoint. Make sure doors are locked at all times. Never let strangers in. Motorcycles are the newest target for criminals in our area. Three motorcycles were stolen in Brakpan last week. Please ensure your vehicles and motorcycles are locked up and secure at all

Number plate robbery progresses Be mindful of the new number plate hijacking trend. After you have parked your vehicle in the parking lot and proceeded into the shopping centre or offices, your number plate is removed from your car. Being unsuspecting you leave in your car as usual. A vehicle with criminals follows you, with the aim to overtake and display your

number plate in their car. This action from the seeming concerned citizens should prompt you to pull over to get your number plate back. Once you bring your vehicle to a stop, you are held at gunpoint and must hand over your vehicle and belongings. The problem is that passersby may not be aware of your predicament. Be proactive by fastening your number plate with pop

MEC for Roads and Transport Dr Ismail Vadi officially launched the rehabilitation of P41/1 road in Nigel, Ekurhuleni on March 6. The event was held at the Lubocon Site Camp, Nigel on the R42 which forms part of phase 1 of the road’s rehabilitation program. The N3 to Durban/Johannesburg on the Heidelberg route is the Coal Haulage strategy of the province. The project valued at R15 million includes the repair and resurfacing of this busy road. As traffic volume on the said route is steadily increasing the planned rehabilitation is envisioned to improve the

link between Nigel/Springs. Lungisa Tshele represented Lubocon Civils who were appointed as B-BBEE contractors to execute a substantial portion of the construction work. The project P41/1 between Heidelberg and Springs is expected to take three months. Furthermore, the labour content of the work will be maximised (where possible) to enhance job creation as well as provide training to emerging contractors, locals and other labourers. MEC Dr Vadi was decidedly firm that roads should primarily undergo rehabilitation as a preventive measure. Being pro-active saves time and money.

Gauteng hospitals Abortion statistics maintenance slashed

267 SKAKEL 083 6198 267 6198

H2410

The bad news in the Gauteng Provincial Budget tabled that the money for maintenance in Gauteng hospitals and clinics has been slashed by more than half, from R750 million last year to R356 million. The overall health infrastructure budget is down from R2 billion to R1.6 billion. It is projected to fall even further to R866 million in 2018/19 and R914 million in 2019/20. This is grossly inadequate to deal with growing maintenance backlogs in our hospitals and clinics, as well as build new health facilities for a growing population. Many of our hospitals are visibly crumbling, creating risks for staff and patients. Last week a part of the Charlotte Maxeke Johannesburg Hospital’s roof collapsed. Has enough money has been set aside to fix all the identified problems at CMJH and other hospitals? The foul-smelling and moldy emergency room at the Jeppe street clinic in inner-city Johannesburg may not be f ixed soon either. Maintenance and repair has again not received the priority that it deserves in the provincial budget. This heightens the danger of more incidents where safety is threatened because of lapsing buildings.

The Gauteng Health Department released statistics on abortions in state hospitals and clinics. There has been a decline in legal abortions, from 20 796 abortions performed in 2013 to 16 736 in 2016. More risky abortions performed after 12 weeks pregnancy were as follows: in 2013 – 3575, in 2014 – 4157, and in 2015 - 2738 It is unclear why there has been a decline in abortions in state facilities. It could be due to fewer unwanted pregnancies or to wider use of contraceptives. It could also be due to poor abortion services at state hospitals and clinics, or nurses who scold pregnant women who want abortions. There is anecdotal evidence that this pushes some women to have dangerous private abortions by unqualified people. The department can’t give any information on illegal or botched abortions, including deaths from such abortions, because it says “this information is not routinely collected therefore not readily available”. Concerns were raised that statistics in this regard are not being collected as this would indicate areas of improvement that would prevent illegal abortions. We need to understand why many women still have abortions by illegal private operators that endanger their lives, and take effective steps to prevent this.

Cunning SANR AL Without notifying the public, SANRAL increased fees on all Gauteng toll gantries, including the highly contentious e-Toll tariffs which to date have gone widely unsupported by motorists. Gauteng Premier, David Makhura admitted in his State of the Province Address that the e-Toll programme was a mistake, as there was inadequate consultation with the public. Had there been, it is safe to say that e-Toll gantries would have never been erected on public roads. However, SANRAL has continued with its secretive modus operandi and has increased toll tariffs without consulting and informing the public beforehand. This goes against the letter and spirit of the Constitution. Residents of Gauteng who are already hard hit by harsh economic times will now have to dig deeper into their pockets to travel on the province’s freeways. Gauteng MEC for Roads and Transport, Ismail Vadi, must explain if he was aware of the increase, and if so, why he did not make an effort to inform the public of SANRAL’s intentions to further tax the public.

On Thursday, 2 March 2017 a public participation meeting was held in the Nigel town hall. Two cases of great interest to Nigel and surrounds were presented. The general public as well as representatives from the business sector attended and registered as interested parties. They will in due course receive more information on further developments.New Energy with its two operating entities Enviroprotect and Plastics Green Energy has proposed development of a Waste Tyre and Plastics Pyrolysis plant in Vorsterkroon, Nigel. Environmental impact studies have indicated that haulier traff ic won’t increase noticeable and that the process is conducted absence of oxygen. New Energy offers cost-effective and environ-

mentally friendly options to recycling tyres and plastics. It is a known fact that we need to reuse what we can to save our environment from further ruin. They will endeavour to source local staff, and training will also be provided. A training trial was run at their Springs plant which proved a great success. HVH Gold, situated in Nigel, held their f irst public participation meeting in November 2016, to inform residents of the application for a mining permit. This was granted. The second public participation meeting was to inform of the mining licence application, as well as of mining activities and associated infrastructure. HVH Gold representative Tammy Russouw was adamant that dust control processes are in place and have also been practised.

Service delivery Dipaleseng Local Municipality launched the Local Council of Stakeholders under the Operation Vuka Sisebente programme (OVS) which is a provincially adopted delivery model to be utilized by all stakeholders with a strong base within communities as an extension of the Integrated Services Delivery Model at national level. This is a provincial programme aimed at closing gaps in terms of service delivery and adopting and integrated approach to services delivery issues and as well coordinated manner of planning as low as

ward level. Community Development Workers (CDW) will be stationed at the local war room offices, one in each ward where commu-nity members will have opportunity to walk in to these offices and lodge com-plaints or report matters of concern. The CDW would record and then correctly channel these complaints to relevant authorities. Follow up on these and produce monthly reports relating to activities of the ward war room. These reports will get escalated to the local war room at municipal level, which is chaired by the Executive Mayor.

CRIME PREVENTION INTRODUCTION We live in a violent and dangerous society, and at a time in this country‘s history when unemployment and other factors have led to an unprecedented increase in crime. The criminal element has little respect for the rights, property and lives of lawabiding citizens, and in many of the larger cities rape, theft, assault and other violent crimes are everyday occurrences. A weak economic climate and the associated unemployment are also affecting the level of crime. The hard reality is that crime has become part of our lives, and that no one is immune to the threat of the criminals who walk our streets. Despite repeated warnings from the police, who undertake regular crimeprevention campaigns, it seems as if a large number of South Africans are unconcerned about this situation, and are doing very little to protect themselves, their family or their property. As a result they become prime targets for criminals, who are by nature cowards and would rather prey on those who are vulnerable and unprepared.
