‘n Jong seder val in Nigel Magda Maritz Magda@rekordpaper.co.za 19-Jarige oud-Volkie Alton Palmer wat op 14 Julie tydens ‘n motorongeluk op die R42 tussen Springs en Nigel gesterf het, se skielike heengaan het skolgolwe deur die plaaslike gemeenskap gestuur. Hy was die enigste kind van Altie en LouAnne Palmer. Huldeblyke en boodskappe van medelye stroom steeds in en hy was sonder twyfel uiters gewild en geliefd onder vriende en familie. Sy afsterwe laat ‘n groot leemte. Alton is op 23 April 1998 gebore en het sy laerskoolloopbaan by Laerskool Hannes Visagie in Nigel begin. Hy het in 2016 by Hoër Volkskool in Heidelberg gematrikuleer en was in die fleur van sy lewe ten tye van die ongeluk. Nie net was hy ‘n kranige atleet nie, maar Alton het oor besonderse rugbyvaardighede beskik. Daarvan getuig huldeblyke deur afrigters en rakke vol trofeë en toekennings in sy ouerhuis. Sy vernuf op die veld het hom al in die laerskool bo ander laat uitstaan en gedurende sy hoërskoolloopbaan is hy deur verskeie erkende rugbyprovinsies opgeraap. Hy is verskeie kere vir die AVS SA Bokkiespan gekies en was ondermeer kaptein van die o/18 IPT-klubrugbyspan. Alton het vroeër vanjaar by Springs Rugbyklub aangesluit, waar hy die veld as kaptein van die o/21-span opgedraf het.
Kort voor sy dood het hy aan die o/20 Valke Curriebeker proewe deelgeneem en is na afloop daarvan in die amptelike oefengroep opgeneem. “Alton het altyd ‘n positiewe gesindheid gehad en ons gaan sy bydrae op die rugbyveld mis. Sy plek op die veld en in ons harte is leeg. Sy rugbyvriende en bestuur van die klub gaan veral sy borrelende persoonlikheid mis. Ons dra sy ouers en familie in ons gebede op,” het Rudolf Cronje, afrigter by Springs Rugbyklub, gesê. Vir menige jong rugbyspelers was Alton ‘n ware rolmodel. Sy spore lê diep en wyd in die harte van almal wat sy lewenspad gekruis het en sy vriende het hom beskryf as iemand wat geen vyand gehad het nie. Hy sal vir baie dinge onthou word, maar dit is veral sy alomteenwoordige glimlag en vriendelikheid wat die meeste gemis sal word. Personeel by Hoër Volkskool het Alton as fenomenale rugbyspeler onthou en gesê hy was ‘n sportman van formaat. “Alton se opvoeding getuig daarvan dat hy ‘n gebalanseerde seun met goeie maniere was. Hoewel fyn besnaard en sensitief, het hy altyd geglimlag en almal het groot waardering vir sy humorsin gehad. Sy deursettingsvermoë in die klaskamer sowel as op die rugbyveld was een van sy sterktste karaktereienskappe,” het die hoof
Mnr Hennie Pieterse vertel. Familie en vriende het hul laaste eerbetuiging gebring tydens Alton se begrafnisdiens wat op 20 Julie by die Grace Gemeente in Nigel plaasgevind het. Hy is by Nigel Begraafplaas ter ruste gelê. Alton Palmer (19) het op 14 Julie tydens ‘n motorongeluk gesterf. Hy was die enigste kind van Altie en Lou-Anne Palmer en sy skielike afsterwe word deur die hele gemeenskap betreur.

25 JULY 2017 Die bestuurder van ‘n kantelbakvragmotor is met geringe beserings na ‘n nabygeleë hospitaal geneem, nadat hy in ‘n ongeluk op die R42-kruising oorkant Heidelberg Mall betrokke was. Die ongeluk het omstreeks 08:50 op 11 Julie plaasgevind. Volgens ‘n ooggetuie op die toneel het die vragmotor die kruising vanuit Nigel se rigting genader, toe dit lyk of die bestuurder daarvan beheer verloor het. Dit is nog nie duidelik wat presies gebeur het nie, maar volgens die vragmotorbestuurder het ‘n ander vragmotor blykbaar ‘n rooi verkeerslig oorgesteek en voor hom ingery. Hy kon glo nie daarin slaag om betyds te rem nie en om ‘n botsing met die ander vragmotor te vermy, het hy uitgeswaai en die padversperrings by die verkeerslig getref. By impak het die vragmotor (perd en sleepwa) oor die wal van ‘n helling beweeg en dit het meters verder in ‘n knipmes posisie in die veld by Hoër Volkskool se gronde tot stilstand gekom. Niemand anders is tydens die ongeluk beseer nie.
Lotter Egpaar vier 60ste huweliksherdenking Pastoor Mike Lotter (82) en sy vrou Tina (79) het op 8 Junie 1957 ewige trou aan mekaar beloof en vir die afgelope 60 jaar kom hulle elke dag nog hul huweliksbeloftes na. Die egpaar is in Carletonville getroud vanwaar hulle later na Nigel verhuis het en vir die afgelope 17 jaar is hulle deel van die gemeenskap. Uit die huwelik is ses kinders gebore en hulle vertel met oorgawe dat hulle die grootouers van nege kleinkinders en een agterkleinkind is. Beide is met goeie gesondheid geseën en met Pastoor Lotter se ma wat verlede jaar op die ouderdom van 104 jaar oorlede is, wil dit voorkom of goeie gene vir nóg ‘n aantal jare in dié suksesvolle huwelik gaan sorg. Pastoor Lotter het die tuig as prediker ses jaar gelede neergelê en deesdae geniet die egpaar dit om met hul karavaan uit te kamp. As raad aan ander getroude paartjies, het Pastoor Lotter gesê mense gee te maklik op en probeer nie hard genoeg aan die huwelik werk nie. “Dien die Here met jou hele hart en Hy sal sorg vir die res. Ons huwelik is deur God se liefde en Sy genade geseën,” het hy gesê.

Dunnottar man arrested for possession of drugs and explosives Magda Maritz magda@rekordpaper.co.za Police arrested a 42 year old man in Dunnottar on July 20, after he was found in possession of drugs and ammunition. According to Gauteng provincial
spokesperson, Capt Kay Makhubele, the discovery was made during a routine ‘stop and search operation’ conducted by SAPS members in the area. “This intelligence
driven operation led police to a house in Dunnottar where they discovered dagga, explosives, an R5 weapon with two magazines, a pistol and live ammunition,” Cap Makhubele told Rekord.
The suspect was arrested and charged with being in possession of explosives, drugs and ammunition and detained at the police cells. He was expected to appear in Nigel Magistrate’s Court on July 24.

Vrees nie - glo net U dogter is dood’. Slegter nuus kan mens kwalik ontvang. Onlangs, onverwags op ‘n laat somer Saterdagmiddag het een van ons beste vriende so ‘n tyding gekry. Sy was skynbaar ook sy enigste dogter en hy sou sekerlik alles wou gee om haar te red. Onverwags en terwyl hy met die Meester praat kom die doodstyding en moes hy hoor dat dit te laat is. Nouliks kan ‘n mens jou in die plek van so ‘n ouerhart indink. Maar op hierdie oomblik van benoudheid en skok en die gevoel van totale verlies en hartseer spreek die Here lewe en vertroosting. Verander hy wanhoop in hoop en lewe. Die sleutel: ‘Moenie vrees nie…Glo net’. Ons leef in ‘n tyd van daaglikse minder aangename nuus, van onsekerheid en benoudheid oor wat die toekoms inhou. Miskien het dit gister of vandag met u gebeur. Vir baie is die lig aan die einde van die tonnel besig om al flouer en flouer te skyn. Daar bestaan talle redes om met reg benoud en twyfelagtig te word. Ons ervaar eensaamheid in die verwerking van die daaglikse uitdagings, of dit deur ons eie toedoen is en of dit veroorsaak

Maar as ek by Jesus is, lei Hy my vanuit my toestand van vrees na die hart van Sy vrede en geloof. Ek moet Hom opsoek en my hartseer met Hom deel. Daar vind ek gemoedsrus en word my vertroue versterk. My lofgebed: Vader, U was nog altyd my hoop, my lied en my vreugde. U sal vir altyd onveranderlik bly. Amen.

SIU investigation Magda Maritz magda@rekordpaper.co.za In a press release dated July 11, Democratic Alliance (DA) Lesedi caucus leader Gerry Holtzhausen said the party is concerned about the mayor of Lesedi Local Municipality’s (LLM) silence regarding a pending investigation into widespread allegations of corruption at the municipality. “Cllr Lerato Maloka must come out and assure the people of Lesedi that she will co-operate with the investigation so that the municipality can be rescued,” he said. The investigation into corruption follows president Zuma’s recent announcement that LLM should be investigated by the Special Investigating Unit (SIU, which has been welcomed by the DA. According to Cllr Holtzhausen, the president has signed a Proclamation which authorises the SIU to investigate the endemic corruption at the municipality. “This comes two years after the DA first met with SIU about corruption at the municipality,” he said. The SIU will among others, look into allegations of mismanagement of funds and irregular and wasteful expenditure incurred by the municipality. The DA has urged that the SIU take into consideration the misappropriation of funds (totalling R40 million) over the last financial year, a further R20 million owed to LLM by a company charged with collecting funds from pre-paid electricity meters and chronic service delivery issues (including the unreliable supply of electricity due to the municipality’s failure to pay Eskom). Encouraging the investigation into
corruption, DA Ward 8 Councillor Mirna Mulder said the DA initiated the process two years ago after LLM spent around R1 million on a promotion/events company for a festival in Ratanda. “The festival never took place, and the company disappeared along with the money,” she said. According to Cllr Holtzhausen, LLM once was cash-flush with around R18 million in the bank, but the municipality is now R78 million in the red due to wasteful expenditure. “Service delivery and basic maintenance of infrastructure such as the roads, have suffered severely at the hands of LLM due to corruption and the DA is concerned that while an action is finally being taken, widespread service delivery protests may flare up again as it did in 2011,” Cllr Holtzhausen warned. The DA said while waiting for the f inal outcome of the investigation by SIU, it remains committed to ensuring that corruption is tackled head-on in order to get the municipality to function properly and efficiently again. In response, Cllr Lerato Maloka told Rekord she welcomes the investigation and undertake to give her full co-operaion. “I wish to state that we stand f irm against corruption and mismanagement of public funds. Hence we highly respect and welcome the SIU investigation. We furthermore respect the decision of president Zuma and like the DA and the EFF we all have confidence in him. We know that there was a problem of mismanagement of finances and improper conducts of which we have taken necessary steps,” she explained. The proclamation as it stands depicts the following areas which will be investigated: * Procurement of, or contracting of goods, work or services by or on behalf of the municipality and payments made in respect thereof in a manner that was not fair, transparent, equitable and contrary to applicable legislation; * Unauthorised, irregular or fruitless and wasteful expenditure incurred by the Municipality in respect of refuse removal services, the supply and delivery of fuel, an automated time and attendance systems and organisational re-engineering related service; * The failure by the Municipality to pay timeously the debts of
the Municipality; * The failure or refusal by the Performance Audit Committee of the Municipality to submit prescribed audit reports to the Municipal Council; and * Any unlawful or improper conduct by councillors, officials of the Municipality, contractors or suppliers of the Municipality in as far as it relates to the allegations mentioned. Regarding the recent power outings in Heidelberg and Ratanda, Cllr Maloka explained it was a result of change and improvement of the prepaid and third party electricity vending system, which will ultimately aspire to curb electricity theft. “The tariff tokens were insufficient and had to be manually collected. This had nothing to do with the SIU investigation or corruption,” she said.

SAPS Nigel Crime Report A burglary occurred at a house in Pine Street (Visagie Park) on July 11. According to Police Spokesperson Sgt Nellie Dwaba, the burglary occurred in the morning as the owner only discovered it upon his return to the house around 14:30. A number of household items over the value of R60 000 were stolen. A bakkie was reported stolen on July 13. According to the owner, the incident occurred at Hallgate Smallholdings in the early hours of the morning while he was asleep. He only discovered the theft the next morning. The Police in Nigel received several complaints of theft from a motor vehicle the past few weeks. According to Sgt Dwaba, theft of rims and mag wheels are on the rise. She has warned residents also that mag wheel theft is normally accompanied by dog poisoning. Nigel CPF confirmed that its members responded to several cases of dog poisoning in all sectors over the last two to three weeks. A business robbery occurred at a factory in Vorsterskroon on July 14. A security officer on the premises was overpowered by four unknown suspects. They allegedly tied his hands and feet and locked him inside an office. The suspects looted the administration building, making off with a number of computers and televisions to the value of approximately R100 000. A culpable homicide case was reported to the police, after a fatal accident which
occurred opposite Nigel Golf Course in the early hours of the morning on July 14. Police are still investigating the cause of the accident. Police are investigating an attempted carjacking, following an incident that occurred in Ghandi Street (MacKenzieville) on July 15. The complainant alleged that while stopping at his house around 11:30, three armed men approached him, and forced him out of the vehicle. They demanded money and the car keys and one of the suspects allegedly fired a shot at him. A struggle between one of the suspects and the complainant then ensued and the complainant told Police that he was hit on the head with the f irearm. Shortly thereafter, a neighbour who just arrived at her house scared the suspects away. They fled in an unknown vehicle and no arrests have been made yet. 10 People were arrested for driving under the influence of alcohol during the weekend of 15-16 July. Two residential burglaries were reported on July 18. The first burglary occurred in Republic Street where household items to the value of around R4 500 were reported stolen and the second burglary occurred in Extension 2, where items to the value of R1 000 were stolen. A male person was arrested by the police on July 18 on charges of being in possession of dagga. He will appear in Nigel Magistrate’s Court soon.

Spaarwater search body recovered
The body of Mangaliso Mfele, the fisherman that went missing after checking on his f ishing nets in the Spaarwater Dam on the evening of June 30, was discovered floating on the water on July 11. According to police spokesperson Sgt Harry Manaka, the cause of death is a confirmed drowning.
Rekord reported on July 11 that police divers conducted free dive searches and a sweeping line search in the dam where Mfele’s fishing nets were found on July 5. They returned to comb the waters for the next two days, but only found his small fishing canoe. Mfele’s body surfaced four days after he went missing.

Bennet sê hy het dadelik ondersoek ingestel, maar toe hy die enjinkap oplig was dit net vlamme. “Ek het besef ek moet die brandende motor so vinnig moontlik van die huis af wegkry en het dit met ‘n ander voertuig tot in die straat gesleep,” het hy aan Rekord gesê. JPS Paneelkloppers het ook dadelik bystand verleen en Nigel Nooddienste kon daarin slaag om die vlamme te blus voor die voertuig heeltemal uitgebrand het. Dit is nie duidelik wat die brand veroorsaak het nie, maar Bennet sê hy vermoed dit was weens ‘n meganiese probleem.

Shalimar Ridge RDP Flats vacant and vandalised af ter three years Magda Maritz magda@rekordpaper.col.za Seen as a step in the right direction for South Africa’s housing crisis, the Gauteng Department of Human Settlements has over the years pumped millions into the construction of several RDP’s, low-cost houses and affordable family units such as the Community Residential Units in Shalimar Ridge (Ratanda) over three years ago. Built to accommodate hundreds of residents from the area, the block of flats is, however, still unoccupied and although guarded at great expense by a security company, some of the internal assets have already been vandalised. DA Gauteng Shadow MEC for Human Settlements Mervyn Cirota and DA Ward 8 Councillor Mirna Mulder conducted an oversight visit to the property on July 11. The purpose of the visit was mainly to inspect the flats, but also to determine the reason why it had not yet been handed over to the Lesedi Local Municipality (LLM) and allocated to qualifying residents. During the inspection it was evident that the 12 blocks of flats (with 144 units each) have not been properly maintained. The grass is overgrown and littered with weeds, while most of the building rubble
has not been removed from the property. In some of the units electrical cables, plugs and boards have been stolen along with the water taps. Some bathroom tubs are broken and electricity smart meters are lying on the floor. Accompanied by DA Lesedi caucus leader Gerry Holtzhausen, DA Ward 10 Councillor Sieg Paul, and Dennis Ryder (MMC Engineering Services at Midvaal Municipality), MPL Cirota told the media that hundreds of families could already be living in comfort in the family units, yet they are left to slow degradation without reason. “This situation is not going to remain. It is a travesty that people have to wait for over three years. It is time for the MEC to visit the property and take responsibility. We want to know who is to be held accountable for the vandalised and broken assets,” he said. Cllr Cirota added that he will soon address MEC Paul Mashatile in parliament and raise questions as to when the flats will be completed and when allocation thereof will be taking place. The DA will further ask questions such as why the flats are still vacant, who is responsible for maintenance and how much has been spent so far on the security company.

The DA believes the fast-tracking of housing allocation is the only solution to reduce the 600 000 housing backlog in the province. “The same goes for the Ratanda hostel flats. The roof has collapsed and the roof tiles are all over the ground. The windows are broken; there are water leaks and sewer blockages. Despite their poor condition, these vacant flats are currently being
guarded by security guards,” Cllr Cirota said and explained that the money wasted on security services, should rather be used wisely in building more houses for the people. The DA said it will continue to hold the MEC accountable in ensuring that all unfinished provincial housing projects are completed and beneficiaries receive their homes.

Fire caution Working on Fire (WOF) is an expanded public works programme funded by the Department of Environmental Affairs to help fight unwanted veld and forest fires in South Africa. From July 1 teams of dedicated firefighters have suppressed 54 fires in Gauteng alone. Last week, WOF teams battled 39 fires. The West Rand area has recorded 20 fires to date, which indicates that this is a dangerous stage of the winter fire season. A total of 419 veld and forest fire fighters stationed at 17 bases across the province, are deployed to help in with f ire suppression and to safe vegetation from the f ires. An estimated 3000 hectors of vegetation was burned in the province. WOF f ire f ighters are professionally trained to suppress veld and forest fires
and have been deployed throughout the province to reduce the personal and economic harm caused by unwanted wildfires. ‘‘There recent big f ire was in the Suikerbosrand Nature Reserve wherein we had to deploy 35 firefighters on that fire. A f ire was threatening wildlife, human lives and properties,’’ Stephen Boyes, General Manager of Working on Fire in Gauteng said in a press release. He added that strong wind and dry weather conditions could lead to the break out of additional fires. ‘‘Landowners such as farmers need to be extra vigilant. Do not leave any fire or open flame unattended and not burn grass when f ire danger index is high,’’ he advised.

EMM ‘silently’ changed bank accounts Ekurhuleni Metropolitan Municipality’s (EMM) e-Siyakhokha Services is said to have been designed to make it faster and easier to interact with the municipality. It is a free online service that allows home owners, companies, property managing agents and tenants to register, view, download and make payments for all utility accounts electronically from the comfort of their homes or office. However, according to its website the online platform is presently suspended and according to the Democratic Alliance (DA) this poses a great risk to residents who find themselves unable to pay the municipal accounts. “Since the beginning of July, EMM has a new bank account with Nedbank,” DA shadow MMC for Finance in Ekurhuleni Bruce Reid said in a recent statement. “The tender for the bank account in which residents must pay their municipal accounts, ended at the end of June. This means the ABSA account where residents have been paying into, is no longer active. Nedbank has been awarded the tender and in typical ANC fashion, no information regarding this change was communicated to residents,” he explained. The DA said it found the situation unacceptable. “Residents have received termination notices owing to non-payment, only to find out their payments have not reflected due to the change of banks,” Cllr Raid said.
This could perhaps explain the reason why the online platform e-Siyakhokha is presently suspended. Cllr Reid also confirmed that the MMC for Finance in Ekurhuleni, Cllr Doctor Xhakaza is not answering his questions in this regard. The DA has meanwhile urged EMM to off icially communicate to residents where they must pay their accounts, to avoid having their electricity cut off.

In die semi-finaal van die toernooi het Volkies weer teen Trinity te staan gekom en hulle met ‘n telling van 21-18 geklop. In die daaropvolgende finale kragmeting teen St Mary’s, het Volkies ware karakter gewys toe hulle dié span met ‘n telling van 24-19 gewen het. Volkies het altesaam 19 wedstryde in vier dae gespeel en as trotse wenners van die beker-afdeling uit die stryd getree. Die span wat uit Clarice Uys, Monique Minnie, Runé Uys, Landi de Wet, Lise-Marie Verwoerd, Ani Ford, Claudine Steyn, Bianke Schoeman, Juan-Mari Jordaan en Megan Baird bestaan, het ook kort voor hul vertrek na Austalië, tweede in Gauteng geëindig en speel op 5 Augustus in die Suid-Afrikaanse Netbaltoernooi wat by Dr EG Jansen in Boksburg aangebied word.
