Illicit tobacco trade a direct threat to job security in Gauteng Heidelberg - British American Tobacco South Africa (BATSA) is among the most efficient users of capital in creating jobs and stimulating production, a study shows, supporting 36 352 full-time equivalent jobs and contributing R12.8 billion to total provincial GDP in Gauteng province alone, according to a recent independent research report into the company. However, BATSA’s positive impact on the Gauteng economy is limited by increasing illicit tobacco trade in South Africa, which is estimated to cost the National Treasury almost R6 billion in lost revenue each year. Gauteng MEC for Economic, Environment, Agriculture and Rural Development Lebogang Maile paid a visit to the company’s Heidelberg factory on Monday, 4 September for a first-hand view of its impressive operations, and a briefing on the negative impact of the illicit trade on the company and on the Gauteng Province. “The eighth largest BAT factory in the world is located right here in Heidelberg. Our ability to positively contribute to the provincial (and national) economy is directly impacted by the growing instances of illicit trade in South Africa, and we need to make the public aware that if this trend continues, it will lead to job losses at our production facilities.” For this reason, the company has recently embarked on a public awareness campaign, Keep It 100, to bring the issue of illicit

tobacco into public discussion. The campaign launched with a burning billboard in central Johannesburg, and will continue on social and traditional media until December. At present, the bulk of BATSA’s manufacturing operations are located in Gauteng, and it has a substantial economic footprint in the province. The company’s initial contribution to production in Gauteng amounted to R9.3 billion, and it employed 1 093 people directly, with a wage bill totalling R485m in 2015. This means that BATSA alone generated R11.27bn in tax revenue, and contributed R12.8bn to the total GDP of Gauteng. “All of this amounts to nothing if we have to cut jobs because of increasing illicit tobacco trade in South Africa. If someone is paying less than R16.50 for a pack of cigarettes, they are not paying the tax required by law on that packed of cigarettes. Purchasing legal cigarettes instead of cheaper, illegal ones means that you are contributing to the national fiscus, and ensuring ongoing employment for our employees,” continued Makhathini. Current Gauteng economic impact, based on Quantec report For every R10m of capital investment, BAT South Africa’s operations in Gauteng and its value chain created 25 jobs, giving it a labour-to-capital ratio of 2.5, which is well above the provincial average for all industries of 15 jobs per R10m invested,

the economic impact study by independent research house Quantec showed. The company’s GDP-to-capital ratio is 0.90 for Gauteng, meaning that for every R10m worth of capital expenditure, BAT South Africa and its direct, indirect and induced activity stimulates R9m in GDP for Gauteng, also considerably higher than the provincial average of around R3.6m. The Quantec study analysed the direct contribution of BAT South Africa to the national and Gauteng economy, as well as its indirect and induced impacts – also known as multiplier effects. Of particular interest to Maile, who has been a champion of revitalising the township economy, would be the finding that BAT South Africa’s reliance on independent outlets to sell its products has a significant impact on employment in the wholesale and retail trade sector. This includes informal retailers such as spaza shops, which make up the largest portion, or 69 453, of the 179 000 outlets across the country that sell its products. A large portion of BAT South Africa’s firstround employment impact is in this labourintensive sector, accounting for 19 145 jobs – or 60.9% of first-round employment. Many of these businesses are small, independent, black-owned, and derive a significant portion of their revenue from the sale of tobacco products.

When taking into account the first-round effects on employment, BAT South Africa’s operations sustained an additional 3 517 jobs in Gauteng among direct suppliers to the company. The indirect and induced impacts accounted for another 31 742 jobs. Altogether, BAT South Africa’s operations in Gauteng supported 36 352 full-time equivalent jobs across the province – representing 0.69% of all employment in Gauteng. The vast majority of jobs sustained by BAT South Africa’s operations in Gauteng were in the formal sector (78.4%). Considering only formal employment, the company’s province-wide employment multiplier was estimated at 26.08. This means that for each person directly employed by the company in Gauteng, 25 additional upstream and downstream formal sector jobs were sustained in the province.

If you are like me, each morning you get up, do what is necessary, get dressed and put on your shoes without much thought. The truth is that there are hundreds of people in the Heidelberg area who have no shoes or very old broken shoes. These same folk often walk many kilometres to get to work or to get to school. Some even walk many kilometres just to get a loaf of bread and some milk for the day or week. Just after we arrived in Heidelberg we put out a challenge to everyone to come past the Heidelberg Methodist Church on the way to work and take off your shoes (to be given to those who are less fortunate than many of us) and spend the day at work without shoes. There are two reasons for this – firstly so that we experience what it is like to go without shoes and secondly to create an interest so that others can come to the church and take their shoes off as well. the first time we did this we collected 700 pairs of shoes. This time we are aiming to collect 1000 pairs of shoes – we CAN do this with your help. You may wonder where the idea comes from. Runner up in the Amazing Race Blake Mycoskie (with his sister Paige) was travelling in Argentina during 2016 when he was touched by how many people did not have shoes to wear. Being an entrepreneur, he decided to start a business making shoes and covenanted to God that for every pair of shoes bought from his company they would GIVE one pair of

Massive projects rolled out Every financial year, the municipality rolls out projects in order to address infrastructure development backlogs of the locality. While it is understood that the community might complain about the slow paced delivery of infrastructure development, cognizance of the fact that these projects demand massive financial backing which the institution does not have at its disposal should be viewed as a major contributing factor to this. Some of these capital projects are funded through the annual Municipal Infrastructure Grant allocation received annually specifically for this reason, while others come from sources such as government sector departments and other external sources. These are over and above the other daily maintenance tasks that are continually taking place in and around the locality through the internal Operations and Maintenance (O & M) budget of the municipality. Another significant aspect to the municipality is the upliftment of the local community in the implementation of these projects is in the form of

subcontracting to local SMMEs and creation of local job opportunities. The municipality is of the view that job creation, poverty alleviation and local business support are crucially important in the development of the local economic landscape. Some of these projects have already been completed like the Provision of Sewer reticulation for 450 households in Grootvlei in ward 5 which created fifty four (54) local job opportunities and a total of four (4) local SMMEs were appointed while others are still in implementation phase. “It is also important that we foster inclusive development throughout all the wards within the locality so that all our people know and understand that our government cares for all”, said the Executive Mayor, Cllr. Mafunda Makhubu. There are also other projects that will benefit a big portion of our communities like the construction of low-cost housing units in Siyathemba and Grootvlei. The construction of the stimulation centre in Nthoroane and the Skills Development Centre in Balfour are other exciting projects that are at embryotic stage.

Measles outbreak Parents are advised to ensure that their children are up to date with their measles vaccination. This follows 21 reported cases of a measles outbreak in the Actonville area near Benoni between July and August. Ekurhuleni is rolling out an emergency measles vaccination campaign in all its primary care health facilities. As part of the campaign, children under the age of five will be vaccinated or receive a booster dose. “Measles is a very contagious disease that can spread through contact with infected mucus or saliva and is a serious condition that can be fatal for small children. An infected person can easily release the infection into the air when they cough or sneeze,” Ekurhuleni Spokesperson Themba Gadebe said. Parents should immediately rush their children to the nearest clinic, should they show any signs of a high fever, cough, runny nose and red watery eyes for medical assistance.

‘n Moeder se liefde vir haar kind Rekord lesers is almal bekend met die verhaal van die seuntjie met Down Sindroom, Riaan Arnoldi met sy sprankelende blou ogies wat diep wortels in die harte van die gemeenskap geanker het. Riaan is gediagnoseer met Down Sindroom toe hy slegs ses weke oud was. Mamma Nicolene het met alle ywer haarself in 2014 toegerus met kennis en vaardighede om ten volle opgewasse te wees om die beste vir Riaan te verseker. Sy het by die instituut in Philadelphia, Amerika ‘n kursus voltooi waar ouers toegerus word met vaardighede om hul kinders se brein te ontwikkel tot op die punt waar hulle alles kan doen vir daardie ouderdomskategorie. Moenie dink as jy ‘n kind met Down Sindroom het nie, dat daar enigsins iets skort met hul intelligensie nie, hulle ontwikkel net stadiger as tipiese kinders, Hierdie kinders moet dieselfde behandeling ontvang as ‘n normale kind. Kinders met Down Sindroom is gewoontlik agressief maar met goeie dissipline kan dit goed beheer word. Nicolene se doel is om vir Riaan ‘n normale lewe te kan skep. Riaan is tans 4 en ‘n half jaar oud en bring sy ogend by Pienkie Ponkie Kleuterskool in Heidelberg deur. Riaan is nou al opgewasse om saam met sy eie ouderdomsgroep maatjies te ontwikkel. Die interaksie met sy maatjies gee hom die nodige stimulasie om op hul vlak mee te ding. Riaan leer deur hierdie ervarings en optredes van die ander kinders wat tot gevolg het

dat hy soos enige normale kleuter ontwikkel. Riaan is vol selfvertroue, voel tuis tussen sy maaitjies en neem spontaan aan alle verrigtinge deel. Pienkie Ponkie kleuters wissel klassies, het vaste speeltyd, en kleuters geniet dit vreeslik Nicolene vertel dat hierdie ‘n langtermyn proses is wat baie geduld en stamina verg. Jou moederlike intuisie speel ‘n belangrike rol en moet altyd vertrou word. Tydens so ‘n proses moet jy ingesteld wees om die vordering van jou kind te monitor en indien nodig positiewe skuiwe te maak om die beste vir jou kind te verseker. Tans werk Nicolene en Riaan saam met drie verskillende terapeute. Sy vertel dat spraak terapie baie belangrik is en ‘n aanhouende proses is. Jou kind moet aanklank vind by sy terapeute om sodoende die beste vordering resultate te verwerf. Nicolene se langtermyn doelwit is om Riaan in ‘n hoofstroomskool te plaas. Riaan se lewensvaardighede en sosiale ontwikkeling moet van so aard wees dat hy gemaklik in die samelewing kan funktioneer. Hy verstaan alles wat mens vir hom sê en in familie verband volg hy dieselfde roetine as die res van sy huisgesin. Wat baie bemoedigend is, is dat hy op hierdie ouderdom presies reageer soos wat kinders van sy ouderdomsgroep doen. Riaan het aan sy tweede atletiek byeenkoms deelgeneem in Pretoria en spog met ‘n 2de plek in die 60m en hy behaal ‘n 4de plek met die trapfiets reeks. Die Down Sindroom Assossiasie Pretoria bied gereeld soortgelyke aktiwiteite aan, waaraan kinders en mense met Down Sindroom kan deelneem. Hier word hy omring met kinders wat net graag wil deelneem aan sulke geleenthede, en is hy totaal en al uit sy kassie en kan nie wag om deel te neem nie. Links op die foto ontvang hy sy medalje vir sy prestasie behaal. Riaan is balvaardig en op hul plaas is die varke sy gunsteling dier. Nicolene wil graag aan elke ouer die bemoediging gee dat niks onmoontlik is nie. Bly hoop en glo en weet dat jy die vermoeë besit om vir jou kind ‘n beter lewe te kan skep. Ouers met gestremde kinders moet nooit skuldig voel as hul net n af dag nodig het nie. Staak terapie en kursusse, net om kindwees saam met jou kind te ervaar. Vat die tyd en verwerk jou gevoelens en moenie stagneer nie. Elke dag het nuwe uitdagings met nuwe hoop.

Hayfever sufferers Bloed skenk

It could be a tough season for hayfever sufferers that don’t have a battle plan in place as they face the onslaught of the sneezing and streaming season. A total 42% don’t have a treatment plan in place, while 48% of those that have been prescribed an allergy medication only plan on taking it when they feel they need to. Nicole Jennings, spokesperson for Pharma Dynamics says to reduce symptoms, which typically include intense itching of the nose, eyes, palate, ears and throat with repetitive bouts of sneezing, profuse watery nose and tearing, the use of preventative treatments, such as antihistamines and nasal sprays should be taken early on in the season and as prescribed to effectively relieve symptoms. “The number one reason why some sufferers may not be medicating hayfever symptoms could be because they saw no result in the past. Some patients may be resistant to using their prescribed or over-the-counter (OTC) medication on a regular basis, while others try a medication for two to three days, get no relief, and stop usage even though it may take up to two weeks to reduce symptoms. Then there are also those that stop using their medication when symptoms

abate, only to become symptomatic again. “Another mistake people make with their allergy medicine is simply forgetting to take it. To prevent this common problem try link the time you take your allergy treatment to another regular activity. “Taking medicine improperly could also decrease the efficacy of a treatment. Very few people know how to properly use a nasal spray or inhaler, which have to be activated and used properly. Little things like the direction of the spray is critically important,” she says. The major culprit behind SA’s hayfever woes is grass pollen, because of the long flowering season and also as a consequence of the different grass species that pollinate in response to sunshine hours. Some grasses pollinate when the daytime hours are longer, some when the hours of light and darkness are equal in length. The tree pollen season is shorter than the grass season, but may occur as early as May or June when cypress trees start to pollinate. Oak and plane trees typically follow. According to Jennings, these alien trees are planted in many South African cities and it is these wind pollinated Northern Hemisphere trees that trigger the symptoms of hay fever and conjunctivitis, rather than our indigenous trees, which are largely insect or bird pollinated. Another way to alleviate symptoms is to avoid exposure to the allergen. Jennings recommends that you stay indoors when pollen counts are high (in general pollen levels are highest in the afternoon and begin to subside as the sun sets) and rather use an aircon inside the office, home or car for ventilation than opening the windows during peak times. Pharma Dynamics’ survey further found that 32% of surveyed sufferers won’t be able to work at some point during the spring and are likely to stay away from work as a result of nasal allergy congestion or other hayfever related symptoms such as headaches, puffy and irritated eyes or general fatigue often associated with the seasonal condition. About 42% said they typically take two days sick leave, while 31% cited three to four days and 28% generally put in five or more days to recover. Uncontrolled hayfever or allergic rhinitis will affect asthma making chest symptoms more difficult to control.

Marriage – your ticket to a longer life A healthy marriage can prolong your life. SA Marriage Week is taking place from 1-7 September. Married people are more likely to seek timely treatment and they are less likely to die due to their illness. Marriage is also associated with better heart health and certain studies show that

married men are less likely to die due to heart illnesses or strokes than their single counterparts. Why? “Married people are more likely to foster healthy lifestyles and mutual support increases a couples chances to stay healthy. There is even research that shows that marriage can give your immune system a boost.” says Annelize Steyn, editor of INTIEM magazine. Research also shows that marriage is not just advantageous for the couple’s physical health, but they are also spiritually healthier, happier, recover from illnesses faster and avoid high-risk behaviour. “Marriage is a partnership after all and one does not want your spouse to be negatively impacted by your choices. For this reason you are committed to help take care of your spouse and to encourage them the make the right lifestyle choices,” says Liezel. “It is interesting, however, that the same consequences are not found in a relationship where the couple only lives together. Hier kry die span die geleentheid om eerste handse ondervinding op te doen en speel die toernooi op Astro, ‘n soort veld bekend as kunsgras vir die van ons wat nie geweet het nie. Geen verdere prestasie is behaal nie die span het voorwaar goed gevaar en baie geleer. Dit is ‘n seisoen wat hul nie gou sal vergeet nie en die afrigter juffrou Laura Lee Pistorius vertel dat sy trots is op haar span. Hierdie is ‘n uitmuntende seisoen vir die hokkiespan gewees aangesien dit die meeste provinsies in Suid Afrika was wat hier kompeteer het. Vossies is een van die kleinste skole wat hierdie hoë vlak bereik het. Hulle het skouer geskuur met wenners van Limpope, Mpumalange en Vrystaat area.

Rugby World Cup 2023 is first an economic opportunity Hosting the Rugby World Cup in 2023 will bring South Africa R27.3 billion in direct, indirect and induced economic impact. It will also sustain 38 600 annual job equivalents - some temporary and some will be permanent. This is according to a Grant Thornton economic impact assessment commissioned by SA Rugby as part of the bid process. At the South African Government’s insistence, the report was independently verified before it provided the financial guarantees to underwrite the bid. Other highlights from the report show that hosting the tournament will generate R11 billion in direct spend in South Africa and R1.4 billion in tax revenue. Low-income households will benefit by an amount of R5.7 billion. In conducting the assessment Grant Thornton’s team carried out numerous interviews and surveys to determine the costs of hosting the tournament. Other data that was scrutinised included economic impact studies from previous Rugby World Cup events, rugby tournaments and internationals held in South Africa as well as other large sports events hosted here in the past. The results are expressed as direct, indirect and induced impact. For example, direct impact will be the amount that a guest pays for a hotel room. Indirect impact is what the hotel spends buying food for guests during the tournament, while induced impact will be the amounts that the hotel’s employees spend in local shops as a result of their employment with the hotel. South African Rugby CEO, Jurie Roux, says the assessment was rigorous.

The assumptions are based on best practice and government thoroughly scrutinised the determinations before committing to the financial guarantees. “There would have been no guarantee of R2.7 billion if government was not convinced that hosting the 2023 Rugby World Cup was an economic opportunity as well as a sporting occasion.” An important consideration is that the economic impact will be shared across the seven host cities. With the most matches and the f inal, Johannesburg will benefit by an amount of R10 billion with 14 102 jobs created or sustained. The contribution to Cape Town’s GDP will be R5.2 billion with 7 304 jobs. The economic impact for the remaining f ive host cities – Durban, Tshwane, Bloemfontein, Nelson Mandela Bay and Mbombela - is between R1.4 and R4.5 billion. In addition to the tangible economic impact, the report also lists a number of intangible benefits that will accrue to the country. These include enhancing South Africa’s international profile, increased tourism before and after the tournament and the cohesion and national pride that results from hosting a major international sporting event. Notably, the report states that no additional stadia will need to be built and that successfully hosting the event will generate interest to host other global events in South Africa in future. The report concludes: “The resulting economic impact assessment shows that the 2023 Rugby World Cup will provide significant economic benefits to the local economy in respect of jobs sustained, gross

geographic product and taxation.”
