Land grabs President Cyril Ramaphosa has already commented on the land invasion saying no one has a right to do so as this is a clear sign of disorder and violation of law. He warned those who invade land that they would feel the full might of the law and said that if illegal occupation of land was allowed it would set a bad precedent. On February 27‚ a motion for land expropriation in the National Assembly was passed by a majority vote. The matter has been referred to the Constitutional Review Committee‚ which must report back to Parliament by August 30. Section 25 of the Constitution, known as the property clause,
states the government must make laws and take other steps to help people or communities to get land to live on‚ and to claim back land if they lost it after 1913 and because of an apartheid law.

Libraries across the City of Ekurhuleni will next week, celebrate South African Library Week. As part of the Library Week celebrations, patrons will not be charged any fee for late returns from 19 to 25 March. This year’s theme for Fine-Free Library Week is “Libraries; Heart of the Community”. The theme seeks to emphasizes the idea that libraries belong to the community and are
central hubs of knowledge for community development. “Libraries are so much more than just books, they reflect and serve communities according to their needs,” Ekurhuleni’s MMC for Community Services Cllr Dora Mlambo said. “We are pleading with library users to return all overdue material they have borrowed in order to allow others to benefit from them,” Cllr Mlambo said.
The Library Week celebrations will also recognise the vital role played by the libraries, from school to public, academic or special libraries. They offer vital resources to address community needs, and are places where the community gathers to interface on community issues. Moreover, Libraries are also central to the aspirations of members of the community by providing education.

Waarskuwing Na aanleiding van vorige beriggewing rondom die veiligheid binne winkel sentrums is daar weer intussen verskeie voorvalle wat by nabygeleë sentrums plaasgevind het. ‘n Inwoner van Heidelberg wat op Vrydag, 2 Maart inkopies gedoen het was ‘n slagoffer nadat sy oorkant die kleedkamers se ingang aan haar linkerkant met ‘n soet sprei in die gesig gesprei is. Haar oë het gebrand, sy het disoriënteerd gevoel en voordat sy tot verhaal kon kom is sy weerskante aan haar arms geneem met die opdrag “walk”. Sy vertel dat sy nie veel kon sien nie en met die toemaak van ‘n deur agter haar het sy besef dat sy in die moeilikheid is. Hulle het geen woord gepraat nie en my probeer ontklee waarop ek hardop geuiter het “Here Jesus help my!” “Die volgende oomblik het ‘n kind van ongeveer 14 jaar die kleedkamer binne gekom en ek het sukkel-sukkel die gang afgestap na die hoof ingang, waarop ek hulp by die sekuriteit gevra het, wat net hul skouers opgetrek het. Na verdere opvolg van identifikasie van aanvallers is gevind dat die sentrum se kameras nie eers geaktiveer was nie”. Wiesenhof Koffie Roostery is die trotse rooster en verskaffer van al die koffieprodukte en koffietoerusting wat binne die Wiesenhof-franchise winkels gebruik word. Hierdie franchise winkels word by Life Hospitale asook Makro winkels gevind. Met hierdie suksesverhaal het Marisa Jooste die trotse eienaar van die Heidelberg Suikerbos life Hospitaal se Wiesenhof koff iewinkel geword, sy het reeds Desember 2017 die winkel oorgeneem, maar het amptelik op Dinsdag, 20 Maart die openings funksie gehou. Meryke sal later die jaar die Wiesenhof Koffiewinkel by Dalview Kliniek in Brakpan oorneem. Tydens die opening het Kobus Wiese, stigter en skepper van Wiesenhof Koffies die gesin verwelkom en hulle alle sukses toegewens. Wiesenhof verteenwoordigers, hospitaal bestuur en personeel, vriende en besoekers was teenwoordig en het ‘n voor smakie gekry van die smaaklike koffie en eetgoed wat bedien was. Die Jooste sussies is opgewonde oor die toekoms en sien hierdie as ‘n uitdaging. Marisa het aan Hoërskool John Vorster gematrikuleer en Mode Ontwerp gestudeer by Oaksf ield College. Daarna het sy ‘n beroepsloopbaan begin by Rage SA, en wou sy nog altyd ‘n entrepreneur wees en haar eie ding aanpak. Marisa is die geleentheid gebied om die

Tax break for employees on voluntary retrenchment benefits The South African Institute of Tax Professionals (SAIT) recently made submissions to the South African Revenue Service (SARS) regarding the tax treatment of amounts received in consequence of voluntary retrenchments. SAIT has received clarification that voluntary severance packages qualify as severance benefits. The submissions were made in response to the recently published Completion Guide for IRP3(a) and IRP3(s) Forms (SARS Completion Guide).The SARS Completion Guide assists employers in submitting tax directives on, amongst others, the retrenchment of employees. The SARS Completion Guide appears to adopt the view that only involuntary severance payments qualify for the preferential tax treatment of “severance benefits” and not voluntary severance packages. If an employee agrees to a voluntary severance package and the employer elects “severance benef its - voluntary retrenchment” in the IRP3(a) form, the application is currently processed by SARS according to the normal tax tables, and not the favourable tax table for severance benefits. Voluntary and involuntary retrenchments are usually a result of a general reduction of staff, reduction of staff in a particular class or the employer ceasing or planning to cease trading. In most cases, individuals being retrenched also do not hold more than 5% of the shares or members’ interest in the employer company. We thus agree with the submission that a voluntary severance package usually meets all the requirements for a “severance benefit” in terms of the Income Tax Act 58 of 1962 (the Act) and should accordingly be granted the same tax treatment as involuntary severance packages. In terms of current tax tables, the first ZAR 500,000 of a severance benefit (excluding leave and notice payments) received in the lifetime of the individual is exempt from normal tax, with the remainder taxed at increasing marginal rates with 36% being the maximum rate. The clarification that voluntary severance packages qualify as severance benefits is to be welcomed as it has significant financial implications to employees who are retrenched. As employers could be, amongst others, personally liable for shortfalls of PAYE withheld, we recommend that legal and tax advice be obtained as early as possible in any proposed business restructuring or retrenchment.

ATM By-Laws on cemeteries Pharmacy Tech innovation in the healthcare industry is seeing some exciting developments that are changing lives and the latest of these is a clever ATM pharmacy that has today launched in Johannesburg. Shoppers can literally collect their government supplied chronic medication at a fully automated dispensary and avoid long queues. This highly sophisticated pharmacy vending machine was developed by a team comprising experts from Right to Care and Right ePharmacy in collaboration with the Gauteng Department of Health. Gauteng Health MEC, Gwen Ramokgopa, says, “This innovation dramatically reduces waiting times and congestion in public healthcare facilities. The system is run by qualified pharmacists and pharmacy assistants and integrates with the clinical management of patients with chronic conditions at public facilities. The date for the next collection is shown on the receipt the patient receives when collecting medication and prescription collection reminders are sent by SMS. Late collections are immediately flagged for follow up. It also offers patients service in all off icial languages and there is support at the site to help patients deal with the technology.”
It is common practice among many South Africans, having different beliefs, to wish to maintain the connection with their deceased relatives, which is vividly displayed at cemeteries, crematoriums and particularly during burial. Since the cemetery is a shared space for all communities, the city has a responsibility to ensure that the community using the cemetery space have due regard to fellow users. To this end, the city’s Cemetery and Crematorium By-laws outline the limitations and parameters set to promote peaceful, communal use of these important facilities. In terms of the By-laws, gardening and general care of cemeteries are the responsibility of the city. Accordingly, any upkeep of graves should not include planting, erection, placing or leaving upon a grave any object or decoration. The only exception is within the first 30 days after interment when wreaths are traditionally laid as a symbol of remembrance. No
person, other than the Cemetery Officer is allowed to plant a tree or shrubs in any section of the cemetery. The Cemetery and Crematorium By-laws also regulate the depth, length and width of grave excavations. The material of a coffin is also regulated in that it should be either in natural wood or perishable material. The coffins for cremations must be constructed of mainly timber or wood derivatives. Those that require, as part of their religious rituals, to take an animal to the cemetery, must seek permission from the cemetery officer before doing so. During funerals, the Cemetery Officer has the discretion to allow or prevent any type of music that, in their judgment, is unseemly or unsuitable for a funeral. Contravention of the Cemetery and Crematorium By-laws, including disregarding the directions of the Cemetery Off icer, is an offence, punishable by imprisonment or a fine, or both.
