Complexes, body corporates and flats are charged a differently structured tariff called Bulk Residential Complexes (Tariff B), which is applicable to the electricity resellers. These tariffs will increase by between 5.32% and 8.5% from 1 July 2018 – subject to usage.
Eskom power stations continue to operate optimally Eskom’s power stations and other critical facilities continue to operate
optimally in line with the contingency measures that the company has put in place to ensure security of power supply during this period of wildcat strikes. There are, however, a few isolated incidents where some protesting workers tried to blockade the entrances of our power stations, but these situations have been quelled by the presence of the Public Order Police. The situation remains tense but stable. We appreciate and thank our employees who continue to work hard to keep the lights on. The safety of all our employees is of paramount importance to us during this time. Eskom will continue to provide regular updates about the state of the power system through various media platforms.

Rand Water beplan om die M2-drinkwaterpypleidings en verwante infrastruktuur te vervang, aan te vul, te bedryf en instand te hou. Hierdie bestaande pyplyn is ongeveer 14km lank met 'n binnedeursnee van 203mm. Die pyplyn loop van Servaas Stasie na Heidelberg. Die roete van die pyplyn loop deur twee munisipaliteite, naamlik Ekurhuleni en Lesedi Plaaslike Munisipaliteit. Die M2-pyplyn is 'n swaartekrag wat van Selcourt Reservoir voorsien word. Die M2pyplyn loop parallel met die bestaande M7en M5-pypleidings. Die M-pype voorsien Nigel en Heidelberg met grootmaat drinkbare water. Die voorgestelde pyplyn sal ongeveer 14km lank wees met 'n binne diameter van 700 mm tot 1000 mm. Geassosieerde infrastruktuur sluit klepkamers, kruisverbindings, katodiese beskerming en skuurkleppe in. Die bestaande M2-pyplyn het direkte aftrekkingspunte, en daarom moet die voorgestelde pyplynvervanging en vergroting eerste parallel met die bestaande M2-pyplyn gelê word, wat dan in gebruik sal wees en in situ bly. Die BA-aktiwiteite is reeds geïdentifiseer. Die M2-pyplyn het die afgelope jare talle lekkasies gehad. Die pyplyn het sy operasionele lewensduur van 65 jaar oorskry. The winter is setting in and households may start to count every cent they spent on electricity. During this season, others may even start to question whether they are paying a right electricity tariff, or whether they might not be saving if they were to buy electricity from Eskom instead of the City or viceversa. The City of Ekurhuleni provides electricity in areas where it has been licenced by the National Energy Regulator of South Africa to do so. There are other selected areas in Ekurhuleni were Eskom has a licence to provide electricity. The City’s electricity tariffs are applicable to those areas where the city is licensed to supply electricity. The tariffs are categorized to fit different circumstances of residents and businesses, such as residents in stand-alone stands, complexes and flats. The most prevalent tariff for residents is Inclined Block Rate Tariff (Tariff A IBT). This tariff is structured into blocks which

‘Human trafficking syndicate’ bust The DA-led City of Johannesburg is working with the Department of Home Affairs (DHA) to address the growing challenge of illegal immigrants living in the City. Unverif ied reports suggest that the problem has become endemic to a level where the City of Johannesburg is currently playing host to an estimated 500 000 illegal immigrants. A committee comprising of the DHA and the City was set up to spearhead a clear programme of action to deal with the problem, which the DA inherited when it took over the administration of the City from the ANC less than two years ago. Available evidence from police crime statistics, indicate that illegal immigrants are partly responsible for the rise in contact crimes in the City. The City of Johannesburg is a critical stakeholder in the fight against crime, and it is incumbent upon City administrators
to ensure that law and order is maintained. It is for this reason that seven raids carried out by the City and the DHA was able to expose hundreds of illegal immigrants who had taken over 134 buildings in the CBD. The DA pledges its ongoing commitment to legal migration. The ANC has failed to adequately implement a cogent immigration policy that addresses the issue of porous borders and dysfunctional refugee centres, which often leads to increases in illegal immigration. While the City of Johannesburg works to address the challenges brought about by the ANC’s failed immigration policy, we remain strongly opposed to any form of xenophobic violence against foreign nationals. Anyone found guilty of xenophobia, must face the full might of the law. Where the DA governs, service delivery and upholding the rule of law is made a priority.

Home Affairs corruption exacerbating illegal immigration Under resourced Violence & Abuse units fail women and children The Family Violence, Child Abuse and Sexual Offences Unit (FCS) for Nigel, which is situated in Springs is chronically under-resourced, this was revealed through a Parliamentary reply. The FCS Unit has a shortage of 250 rape kits, 300 DNA collection kits, 6 recording equipment for interviewing, 2 vehicles, 1 one-way mirror for interviewing, 3 twoway radios and 4 laptops. This situation is totally unacceptable and shows the lack of concern by the Government for the very units that investigate the rape and murder of children and women of our country are brought to book. Last year alone 39 828 rapes were reported and of these a horrific 19 017 (41%) are
child rapes. It cannot be that the very units established to bring perpetrators to book do not have the basic equipment such as rape kits. What this means is that vital evidence needed to convict people will be lost forever. It is no wonder that as far as child rapes are concerned that only 1 in 3 result in a conviction. If we are to combat this scourge, we need political commitment, which will ensure we back up the rhetoric of fighting gender violence through the desperately needed funding. Mike Waters MP
Mackenzieville housing project on hold The Mackenzieville Extension 2 Housing Project was announced as far back as November 2015 to the previous Ward 88 Councillor and the residents of both Alra Park and Mackenzieville in Nigel. This project was meant to be completed by 2017, however, it is still not completed and currently on hold. The City’s Building Control as well as the Disaster and Emergency Management Services (DEMS) Departments noticed building transgressions, which resulted in the project being placed on hold. Since the work stoppage in April 2018, one of the contractors refuses to pay unemployed local workers and the appointed CLO. In my capacity as Ward Councillor, I have sent e-mail correspondence to the MMC of Human Settlements, Cllr Lesiba Mpya, his HOD and the Project Manager. I have not received a response from any of them. At a Mayoral Imbizo event on 30 May, the MMC of Environment and Waste Manage-ment Services, Cllr Ndosi Shongwe, was informed of the gravity of the situation and the plight of workers that have not been paid by the contractor for two months. When MMC Shongwe put questions to the Human Settlements Project Manager, he assured the MMC he will pursue the matter. However, three weeks later, absolutely nothing has been done and the unemployed people, that were supposed to have benefited from the project, are left without any income. Documents and information concerning the project clearly state that the housing project should have been finalised and the 600 houses should have been completed by now. Yet, no one from the City of
Ekurhuleni (CoE) can provide information on what is currently happening or when construction will resume. When I contacted one of the Directors of the construction company she abruptly said to me, “the department owes me R5mil” (CoE Human Settlements and Provincial Housing Department). However, CoE Off icials dispute this amount. The fact, nevertheless, remains that unemployed residents and struggling sub-contractors are currently left desperate and without any income - although the said construction contractor entered into a binding employment agreement with them. Furthermore, the Nigel community, who are meant to be the beneficiaries of this project, have absolutely no idea who the beneficiaries of the RDP houses will be as the subsidy application process has not started. It is clear that MMC Mpya is not capable of managing his Department or the contractors. His lethargy has resulted in the grave inconvenience and deprivation of the poor, homeless and unemployed residents of Ekurhuleni. Yet again, innocent residents have to suffer because of the incompetence of the City’s leaders. It has been proven that in Democratic Alliance (DA) run metros, housing is an absolute priority and that is exactly what the DA in Ekurhuleni is working towards. The Department of Home Affairs (DHA) must probe what action they are taking against corrupt officials whose actions exacerbate illegal immigration. “Just to get [in] the line, you have to bribe the guards between R300 to R500”, an affected person tells the DA about the rot of corruption at the Desmond Tutu Refugee Reception Centre in Tshwane. During an oversight inspection to the refugee centre they uncovered, in more depth, the exploitation that immigrants face. We saw the brutality and the corruption first hand. We were shocked by the cruelty of the guards and other officials there. Those affected clamored to talk to the media about how they are exploited and abused as the press were barred from entering the premises. Home Affairs is failing to ensure order and the rule of law, and undermining basic human rights and dignity. Instead, they solicit bribes from and beat
immigrants. This corrupt system is exacerbating illegal immigration, in Johannesburg alone is around half a million people. Senior officials at the centre acknowledged that they often hear allegations of bribery and corruption, adding that DHA is investigating a number of corruption cases internally. Since these allegations of corruption are known, one would expect the department to take serious action but it’s unclear what DHA is doing about it. The Department of Home Affairs should be a key player in upholding the law and in seeing that those who enter and stay in our country, do so legally. It’s time that DHA gets to work to address illegal immigration. Only the DA is capable of bringing the kind of change that ensures that DHA operates without corruption and people entering our borders from across the world are treated with dignity. John Moodey MPL
China Katastrofe Oorweldig deur die geleentheid om Engels in China te onderrig, het ‘n groep, almal onder die ouderdom van 25, SuidAfrika verlaat met ‘n eenrigtingkaartjies na China om hul onderrig geleenthede te begin. Met aankoms is hul na verskillende skole gestuur om hul avontuur te begin. Almal was goed en gelukkig, maar skielik het hul wêrelde opwaarts gedraai en is hulle deur die amptenare aangehou om onwettig te werk. Die groep is op drie verskillende vlugte na Suid-Afrika terug gestuur vanaf Maandag 25 Junie. Minister van Internasionale Verhoudinge en Samewerking, Lindiwe Sisulu, het die Chinese owerhede bedank vir die vrystelling van die paspoorte en om te verseker dat die groep toegelaat is om China te verlaat. "Ek is bly dat hierdie voorval opgelos is. Ek wil 'n oproep aan alle Suid-Afrikaners maak dat hulle hulself moet vergewis van die wette en regulasies van lande wat hulle besoek of aansoek doen vir werk. Hulle moet ook seker maak dat hulle die korrekte dokumentasie het voordat hulle reis, "het Sisulu gesê. Die veldtog is daarop gemik om SuidAfrikaners aan te moedig om hul bestemmings en die wette van die lande wat hulle wil besoek of om werk aansoek doen, te ondersoek. "Ons het te veel Suid-Afrikaners in gevangenisse regoor die wêreld, wat van kommer is. Ons wil hê dat Suid-Afrikaners al die nodige inligting moet ondersoek en versamel voordat hulle reis, sodat risiko's vermy word en hulself betrokke raak by
aktiwiteite wat onwettig mag wees. " Dirco het gesê dat daar met Chinese owerhede gewerk het om die groep SuidAfrikaners wat in China gestrand is, te help weens 'n visum-bedrogspul. Sisulu het destyds in 'n verklaring gesê dat sy bewus was van Suid-Afrikaanse burgers wat gestrand is in China as gevolg van die visum-bedrogspul en gesê sy het die departement opdrag gegee om met die Chinese owerhede te werk om hul paspoorte vry te laat sodat hulle kan so gou as moontlik terug na Suid-Afrika kom. Volgens die SA ambassade in Beijing is 51 jong Suid-Afrikaners mislei deur 'n agent om op 'n studievisum na China te reis terwyl hulle beplan om as Engelse onderwysers te werk. Die belofte was dat hulle hul werkvisum by aankoms in die land sou kry, maar dit het nooit gebeur nie. Terwyl hulle in China op studievisums begin werk het, was dit in stryd met die immigrasiewette van die Republiek van China. "Ons is baie bewus daarvan dat die Chinese owerhede hul eie regsproses sal volg wanneer so 'n oortreding plaasvind en die aangeleentheid dienooreenkomstig hanteer," het Sisulu bygevoeg. "Ons doen 'n beroep op alle SuidAfrikaners om versigtig te wees van hierdie swendelary en om met die betrokke owerhede te gaan voordat hulle na ander lande reis. Dirco sal voortgaan om konsulêre hulp aan dié Suid-Afrikaners in nood te verskaf en ook om die betrokke families op hoogte te hou van die jongste ontwikkelings." Rekord het ondersoek ingestel en is ingelig dat ons plaaslike studente wat wel dieselfde passie deel en die besluit geneem het om in China skool te gee wel die korrekte prosedures deur die regte kanale gevolg het.

18 Gauteng schools implicated in fraud Six Gauteng schools have been implicated in fraud and 12 schools have been involved in financial mismanagement. This was revealed by the Gauteng Education MEC, Panyaza Lesufi and according to MEC Lesufi the following schools are implicated in fraud; Rotara School, President High School, Rosina Sedibane Modiba Sports School, Freeway Park Secondary School, Funeka Secondary School and Dr WK Du Plessis School. The school principals, deputy principals, SGB, administration clerks, f inance officers and educators were involved in the fraudulent use of public money that was meant to be spent on learners. The following table indicates the schools implicated and the amount of money that was defrauded from each school: Name of the schools description of cases Rotara School fraud of funds to the value of R103 326,66. President High School fraud amounting to R129 230,27. Rosina Sedibane Modiba Sports School fraud of R3 202 818,88. Freeway Park Secondary School tender fraud to the value of R1 198 800,00. Funeka Secondary School misappropriation of cash amounting to R1 950,00 and R9 947,00 in 2013 and 2014. Dr WK Du Plessis School fraud of funds to the value of R1 196 537,90. The schools that have been involved in the f inancial mismanagement of funds are; Hoërskool Linden, Leondale High School, Alra Park Primary School, Winnie Mandela Primary School, Masakhane Primary School, PS Fourie Primary School, Dr WF Nkomo Secondary School, Melodi Primary School, Drake Koka Primary School, TM Letlhake Primary School, Thutopele Secondary School and Glenvista High
School. These cases involve failure to follow procurement procedures, renting out of the school buses without the knowledge of the SGB, issuing of loans to food handlers, failure to receipt school amounts and contravening finance policy. All these cases involve school principals and some Uniform Committee members who have since been charged with misconduct. It is highly concerning that the principals and the SGB who are mandated to look after the school’s f inances are involved in fraud and financial mismanagement. Stealing from schools is stealing from the taxpayer and this is a crime; perpetrators must be brought to book.

Escalating teenage pregnancy A great concern is the escalating rate of teenage pregnancies amongst girls in the province. A media report stated that more than 1000 young schoolgirls fell pregnant in 2017 just in Ekurhuleni. The sexual assault/harassment cases confirm the extent of this problem. It is shocking that a grade 5 pupil who is aged between 10 and 11 years-old was amongst the list of schoolgirls who fell pregnant. In most of these cases, young girls are impregnated by older men and teachers, principals, parents and relatives are also
linked in such cases. Older men use money and material things to lure them. This disgusting behaviour must come to an end. These young girls are future leaders of our country and we cannot fold our hands when their future is being destroyed. Teenage pregnancy results in school drop outs and leads to an increase in cases of HIV/AIDS. This is a social problem and there is a cry out for more parental involvement in educating children about the consequences of teenage pregnancy.

Die kompetisie bestaan uit 4 kwalifiserende rondtes, waaruit die beste 8 ruiters in elke dissipline kategorie gekies word om Ekurhuleni te verteenwoordig tydens die Gautengkampioenskappe. Daaruit word die beste 12 ruiters in elke dissipline kategorie gekies om Gauteng te verteenwoordig tydens die SuidAfrikaanse Nasionale kampioenskap. Die ruiters het elke jaar vreeslik pret en ons is trots om te sê dat beide die laerskole hul skole se naam hoog hou tydens die uitdun rondtes. Daar word verwag dat van die ruiters in die Ekurhuleni-span, wat oor 2 weke bekend gemaak gaan word opgeneem sal word. Die laaste rondte is afgesluit met ‘n parade, waaraan die skole in skoolverband deelgeneem het, en het gesorg vir baie vermaak. 44, and I did it! The 44 year old Madilla Joyce Selepe from Nigel, employed by Nigel Correctional Service is proud to announce that she finished the comrades marathon this year with a time of 11.57. Madilla started running the comrades in 2016. Last year she had a bad experience and has been cut off at 70km and did not have the privilege to finish.
