Daar sal wel 'n toename van 4,9 sent per liter in die kleinhandelsmark van petrol plaasvind om voorsiening te maak vir die jaarlikse salarisverhoging vir petroljoggies, kassiere en ander administratiewe personeel. Dit is in lyn met die ooreenkoms van die Motorbedryf-bedingingsraad van November 2016 en moet aangepas word vir die lone van die personeel. As die regering nie ingegryp het om die meeste van die onderverhaling wat veroorsaak is deur die dalende waarde van die rand en 'n minimale styging in internasionale oliepryse, te absorbeer nie, sou die petrolprys met 28 sent per liter en diesel met 31 sent verhoog het. Die Departement van Energie het in ‘n verklaring melding gemaak dat hul bewus is daarvan dat die volgehoue prysstygings van die afgelope paar maande verbruikers onder druk plaas en het besluit om tydelik vir hierdie maand in te gryp, dit is 'n eenmalige tydelike ingryping om verligting teen brandstof prysstygings te bring. Prys van 'n liter 95-oktaan petrol van R16.03 styg tot R16.08 in Gauteng. Die groothandelprys per liter diesel sal onveranderd bly teen R13.92 in kusgebiede en styg tot R14.41 in die binneland, met inagneming dat die kleinhandelprys van areas sal wissel.

Statistics shows that only R1500 is spend to keep each citizen of South Africa safe. Cash-in-transit robberies have increased yet the police are battling to come out with an effective plan to deal with these crimes. Escalating crime rates will eventually have a detrimental effect on investors who want to contribute to the Gauteng’s economy.

How will the law deal with ‘dagga drivers’, motorists under the influence of marijuana? The Constitution Court ruling decriminalising the private personal use of dagga in South Africa has elicited a variety of emotions from citizens but questions surrounding regulatory law are left unanswered. On Tuesday 18 September, Deputy Chief Justice Raymond Zondo handed down a landmark ruling regarding the use of marijuana in South Africa. The Constitutional Court made it legal for adults to consume and cultivate cannabis within the privacy of their own homes. Yet key questions regarding regulations, within the context of decriminalization, still persist. Judge Zondo has given parliament 24 months to update legislation relating to marijuana use and cultivation. But what happens during that 2-year time frame? Legal marijuana opens up further debate in South Africa. How will law enforcement navigate the grey areas? Issues regarding the differences between personal use and possession with the intention to sell, extending into the cultivation clause, are currently up in the air. Judge Zondo says that police need to use their own discretion and that ultimately the courts still hold the final say. The rules regarding drunk driving are clear; if a motorist operates a vehicle while above the legal limit they are breaking the law and will be arrested, if apprehended and tested, either at a roadblock or during a random stop and search. While it’s proven that the consumption of marijuana has the ability to impair senses, it’s much harder for law enforcement to actively police ‘dagga driving’. This is a

huge concern for a country with shockingly high levels of road fatalities, mostly attributed to speeding and drunk driving. As with alcohol consumption, use of marijuana leads to intoxication. However, unlike alcohol, testing for marijuana intoxication is a lot more complex than simply doing a breathalyser. Laws and limits exist for driving under the influence of alcohol but, as Tetrahydrocannabinol (THC), the principal psychoactive constituent of marijuana, remains in a user’s system for far longer than alcohol does, it makes it tricky to establish limits and laws around marijuana use.” What the law currently says

Section 65 of the National Road Traffic Act explicitly states that no person may drive a vehicle or occupy the driver’s seat of a motor vehicle of which the engine is running on a public road while under the influence of intoxicating liquor or drug having a narcotic effect. According to the abovementioned law, any motorist under the influence of marijuana may be arrested. In theory, any person caught with even traces of marijuana in their system whilst driving can currently be arrested and/or prosecuted. But because it can remain in a person’s bloodstream for hours to days after use, a person who tests positive for marijuana isn’t necessarily intoxicated. At present, no

limit has been established to determine how much THC needs to be present in the bloodstream for a person to be considered intoxicated.” It is likely that legalisation of marijuana will only increase the number of active users driving a vehicle while under the influence. Until regulations are in place, however, it will be extremely difficult if not impossible to prove actual intoxication and there will be little to stop these drivers from taking to our roads. It is essential that regulations are drawn and parameters set before legalisation, to avoid a spike in intoxication-related traffic incidents and ensure that our roads remain safe.”

Effektiewe afvalherwinning Slegs 10% van 'n geraamde 95 miljoen ton algemene afval wat gegenereer is, is herwin. Dit is volgens 'n grondlynstudie wat deur die nasionale departement van omgewingsake (DEA) in 2012 gedoen is. Daarom is daar onlangs baie klem gelê op herwinningspogings as 'n manier om die skadelike impak van afval op die omgewing te verminder. Na vele suksesverhale in afvalherwinning poog almal om die vorderings proses aan te vul om afval te verminder deur die proses van die stabilisering van afvalopwekking, die insameling en verwerking van herwinbare produkte te verbeter. Ekurhuleni poog ook om herwinbare produte te verbeter, daarom die implementering van ‘n plan gemik op die vermindering van skadelike omgewings, sosiale en gesondheidsimpakte van afval op mense, terwyl die volhoubare lewensbestaan van afvalherwinning verseker word. Herwinning was die algemeenste in Kaapstad met 22,7%, gevolg deur Johannes-

burg met 16,2% en Ekurhuleni met 12,7%. Daar is egter in die loop van die jaar verbeterings aangebring deur die munisipaliteit se opvoedingsveldtogte wat daarop gemik is om die gemeenskap betrokke te maak in herwinning. Onder die progressiewe vordering is die munisipaliteit se plan om die afvalherwinners in sy afvalverwerkingsprogramme op te neem, soos om die prys van alle herwinbare produkte by die terugkoopsentrums te reguleer. Daarom kan herwinningsmaatskappye of self individuele persone met herwinbare afval teen 'n vaste tarief aan die munisipaliteit verkoop, wat die afvalherhalers 'n ordentlike inkomste en 'n beter lewe kan gee. Inkomste kan gegenereer word deur afval te versamel, soos plastiekbottels, bokse, blikkies, plastiek en metaal. Sorteer dit kategories en bring dit na die terugkoop sentrum waar elke item per kilogram gekoop word.

Post office confident in paying social grant payments The state-owned enterprise says it has paid more than 97% of R5.4m to recipients with the new Sassa card. The SA Post Office (Sapo) on Wednesday said it will be able to pay all grants by the end of the month when it completely takes over the payments of South African Social Security Agency (Sassa) social grants from Cash Paymaster Services (CPS). Sapo COO Lindiwe Kwele, the executive responsible for the daily implementation of the entity’s social grants payments, said: “We are pleased with how smoothly the August month-end payments run went because it was our biggest since we started making social grant payments incrementally from July 2018. “This signals Sapo’s readiness to take over the payments completely and marks a delightful endorsement of the benefits of leveraging state capacity through collaboration.” To date, Sapo said it has paid more than 97% of the 5.4 million social grant to recipients with the new Sassa card. Payments were still ongoing at Sassa cash pay-points in line with schedules. “What is more pleasing about the partnership between Sapo and Sassa is the direct benefits the millions of social grants beneficiaries derive from the initiative, as they are now freed from practices such as unwanted deductions,” said Kwele. Sapo said 76% of the August grants payments were finalised in the first week

of September and more than one million of these transactions were carried out over the counter inside a post office. Kwele said the August payment run was Sapo’s third since its ground-breaking state-led agreement with Sassa was concluded in December 2017. The Sapo COO said payments data for August were “very reassuring” in terms of social grants recipient’s adjustment to the modes of the new payments regime, especially in relation to available channels for accessing their grant money. They said the data demonstrated that, to date, a total of 6.2 million ATM transactions were carried out during September while merchant purchases and withdrawals transactions totalled 4.2 million. Kwele said the high number of beneficiaries who were switching to the Sassa gold card was encouraging and was a source of confidence. Sapo said this was the final week of cash payments to just more than 300,000 social grants recipients at 1,213 payment points situated in areas that do not have a post office or national payment infrastructure points. “Over 200,000 of these social grants recipients have already been successfully paid via Sapo’s mobile units with the remainder due to be paid in the next week in line with Sassa’s payment schedule,” said the post office.

The City of Ekurhuleni wishes to distance itself from the bogus chainsaw motorised vehicles tender scam circulating, scamming people of their hard-earned monies. The culprits send possible victims an appointment letter bearing the City of Ekurhuleni logo together with the fraudulently generated order number for bidders to bid to supply chainsaws to the City for 12 months. The victims are thereafter given specific specs of the chainsaw motorised vehicle that is only available from one service provider and are requested to deposit a certain amount of money before delivering the goods. This is a scam and the city distances itself from it, an investigation is currently ongoing to establish if there is any involvement of the City’s officials in this scam. Entrepreneurs are encouraged to be aware of the unauthorised use of City of Ekurhuleni (CoE) name, email address, employee names and logos. The fraudulent emails have some elements of similarities to the CoE email example: name.surname@ekurhuleni-gov.org. The difference is as follows: SCAM: ...@Ekurhuleni–gov.org. Correct email: ...@ekurhuleni.gov.za. To confirm if quotations or tenders are authentic contact details are available on the City’s website on www.ekurhuleni.gov.za or alternatively bidders may contact Hannes.vSchalkwyk@ekurhuleni.gov.za or Siphokazi.Xokozela@ekurhuleni.gov.za. Ondersoek is ingestel en verskeie soorte dwelms ontbloot. Die manlike vreemdeling is vir besit van dwelms gearresteer Saterdag, 18 Setember skemeraand na aanleiding van 'n wenk van lede van die gemeenskap. Die volgende dwelms is gevind: 16 kristal methamghetamine ziplocks, 8 ziplocks van khat, 60 rocks, 8 pakkies nyope met 'n straatwaarde van R12 400. Twee selfone van die verdagte is ook gekonfiskeer. Die 30-jarige verdagte is by die Nigel polisiestasie aangehou weens beslaglegging en handel in dwelms.
