Reuse ekonomiese inspuiting President Cyril Ramaphosa het verlede Donderdag amptelik 'n nuwe treinvervaardigingsfabriek in Dunnottar, Nigel, bekend gestel. Die 72 hektaar terrein by Dunnottar huisves die fabriek, 'n verskaffers en spooropleidingskool. Hierdie nywerheidskompleks, gebou teen 'n koste van ongeveer R1 miljard, sal 580 nuwe pendeltreine vervaardig, toets en lewer. Die bekendstelling van die treinfabriek sal na verwagting meer as 8 000 direkte werksgeleenthede dwarsdeur die Gibelakonsortium se voorsieningsketting skep. ‘n Merkwaardige 1 500 werksgeleenthede sal uit hierdie projek realiseer. Gibela Konsortium is 'n nuwe bemagtigde Suid-Afrikaanse spoormaatskappy wat die herlewing van spoorvervoer in SuidAfrikaanse metropolitaanse gebiede verrig. In sy toespraak het president Ramaphosa gesê: "Na jare van agteruitgang is ons vasbeslote om produksie as 'n groeiende sektor van ons ekonomie te herstel, hoofsaaklik omdat dit groot potensiaal het om werkgeleenthede te skep, sekondêre bedrywe te ondersteun en ons uitvoerkapasiteit te verhoog." Die president het gesê die fabriek het
gehelp om die belangrikste uitdaging in Suid-Afrika vandag aan te spreek: werkloosheid, veral onder die jeug. "Dit is nuwe werksgeleenthede in 'n nywerheid wat relatief nuut in ons land is en wat groot potensiaal vir uitbreiding het. Dit is die soort ordentlike werk waaroor die maatskaplike vennote gepraat het tydens die werksraad samesprekings. Hierdie werk stel jongmense sonder veel ondervinding of vorige opleiding in staat om vaardighede te leer wat vir hul iets in die lewe sal beteken. Die plant is geskeduleer om teen Desember 2018 twee nuwe treine af te lewer, 'n verdere nege treine teen Maart 2019 en 'n geskatte 56 treine oor die volgende twee jaar.

Outdoor advertisers warned to maintain cleanliness by adhering to by-laws In decluttering its environment, the City of Ekurhuleni has launched operation Lungisa to get rid of illegal advertising material from the street by deploying Expanded Public Works Programme (EPWP) personnel to identified hotspot areas. The illegal advertising, mostly on street poles, traffic lights, dustbins, bus stations, electrical infrastructure and other municipal property, have become intolerable eyesore. The Central Business Districts (CBDs) are the mainly targeted areas due to the high number of foot traffic that attracts the illegal advertisers. The operation is being carried out with the Ekurhuleni Metro Police Department (EMPD). Removed signs and mobile bill boards will be impounded to the City’s storage facility until the owners comes to claim them and be issued with applicable penalties. According to the City’s Billboards and the Display of Advertisements by-laws, no person shall erect or display any advertising signs or advertisements painted on a boundary wall, bridges, any water tower, reservoir or silo and all non-locality bound painted advertisements. Electrical transformer boxes and dustbins are the most popular
for pasted advertisements which damage the infrastructure when the adverts are removed and subsequently require repainting. This causes costly and unnecessary expenditure to the City. Some of illegal advertisements are placed without consideration to traff ic signage by obscuring them, cause confusion or interference, and obstructing pedestrian traffic. Among the forbidden signage are banners and flags that advertise sale promotions or commercial products or events, or banners suspended across a road, affixed to a bridge spanning a road. The City’s Outdoor Advertising Management Committee (OAMC) keeps a register of all approved signs or advertising structures and allocate them a unique registration number that is displayed on the sign in a suitable, clearly visible position so that it can be identified as approved. This is to ensure seamless processing of outdoor advertising applications. Daarom word inwoners versoek om nie op hierdie smse te antwoord nie. Ekurhuleni se werwingsisteem stuur 'n epos korrespondensie na die kandidate se
e-pos adresse wat tydens registrasie gespesifiseer is om hulle in kennis te stel van die status van hul aansoek. In sommige gevalle kan korrespondensie deur middel van 'n oproep wees. Daarbenewens het geen aansoeke om werk by Ekurhuleni enige betaling nodig wat gemaak moet word nie. Marievale saga sloer steeds Die Suid-Afrikaanse Nasionale Weermag (SANW) is beveel om nie met die watervoorsiening van die inwoners van Happiness Village in te meng nie, waarvan sommige van hierdie inwoners uit die Marievale-weermagbasis gesit is. Dit is volgens 'n skikking wat op 9 Oktober in die Pretoriase hooggeregshof bereik is na 'n aansoek deur advokate vir menseregte (LHR). LHR het gesê dat die aansoek om minagting van die hof teen die Minister van Verdediging, die SANW en die bevelvoerder van die Marievale Militêre Basis op 19 November 2018 verhoor sal word. Na aanleiding van die onwettige uitsettings wat verlede jaar in Marievale deur die SANW ingestel en uitgevoer is, is die ontvoerders dakloos gelaat en verskeie van hulle het in 'n nabygeleë semi-informele nedersetting, bekend as "Happiness Village", verhuis. Vanweë die SANW se voortgesette nienakoming van die hofbevel van 9 Mei 2018, waarin beveel word dat die uitgevaardigdes na hul huise herstel moet word of met alternatiewe akkommodasie
aangebied word, bly baie van hulle in Happiness Village waar hulle huise opgerig het. Happiness Village is ongeveer 200 meter van Marievale geleë. Alhoewel dit op staatsgrond is, is dit geskei van Marievale en word dit slegs deur burgers gebruik vir residensiële doeleindes. "In die afgelope paar maande is die inwoners van Happiness Village egter verontagsaam deur die toenemende teenwoordigheid van gewapende militêre personeel in Happiness Village wat hulle geteister, geïntimideer en bedreig het," het LHR gesê. Op 17 September het sommige militêre personeel 'n waterpyp ontkoppel wat die inwoners van Happiness Village met drinkbare water voorsien het. LHR het daarna hof toe gegaan om toegang tot skoon water te herstel en het ‘n interdik teen lede van SANW verkry om nie naby die inwoners se huise te kom en hul nie te intimideer nie. Inwoners hoop dat die saak met sy tragiese nadraai nou dringend reggestel sal word.

Marievale inwoners protesteer teen militêre weermag inmenging en kry verligting
It is time for change On 5 July this year President Ramaphosa set up another “technical team” tasked with finding solutions to the persistent petrol price hikes that have hurt the pockets of South Africans since the beginning of the year. Over the past ten months, the price of petrol has increased seven times. While this “technical team” was given two weeks to present solutions to mitigate these fuel increases, the Minister of Energy, Jeff Radebe, has confirmed to the DA that no significant progress has been made – with an “initial report” still more than a month away. The Minister said that “The initial report was expected at the end of September 2018, however, more work is still required before the report is finalised. It is anticipated that the work would be completed by the end of November 2018.” This “technical team” has missed its
deadline by almost 100 days and counting, while South Africans are f inancially suffocating. To make matters worse, there was no relief announced in the Medium Term Budget Policy Statement (MTBPS) for consumers – with fuel taxes set to increase each year over the medium term. These fuel price increases are not only the result of international markets and global trends – as the ANC government claims but are also in large part due to the weakening rand that is directly related to the mismanagement of the economy by the ANC government. Approximately one third or R5.30, of the cost of petrol per litre goes directly to government via the General Fuel Levy and the Road Accident Fund Levy. Instead of increasing the fuel levy on already sky-high fuel prices aint the goverment suppose to spend public money on creating jobs and delivering basic services to all?

Metro rail train up in flames Disaster and Emergency Management Services (DEMS) f iref ighters from Germiston and Boksburg central fire stations, collectively battled the blaze of a burning passenger train in Germiston train station on October 16. On arrival, two carriages one being the central engine cart of the train was found burning wildly, f ire spreading to the
adjacent cart. The train was at the platform and there wasn‘t any commuters still in the train. Active fire-fighting was initiated after the power supply was cut off for safety reasons. Water supply was connected from the hydrant within the station in one of the platforms. The source of the fire is undetermined and still under investigations by Prasa officials.

Rehab onwettig Die Magaliesburg-gesondheidsentrum, die dwelmrehabilitasiesentrum waar die 40-jarige Mahomed Shaik Sulaiman aangerand is en later in die hospitaal dood is, werk onwettig, het die Gautengse Provinsiale Regering (GPG) vasgestel. Die Gautengse Departement van Maatskaplike Ontwikkeling Sosiale Ontwikkeling (GDSD) het bevind dat sy registrasie as 'n binnepasiënt behandelingsentrum ingevolge die Wet op die Voorkoming en Behandeling van Misbruik 70 van 2008 in Januarie 2017 reeds verval het. Die Departement het ook bevind dat prosedures wat gevolg het tot die pasiënt se dood, gebrekkig was. Hierdie sentrum is power toegerus om pasiënte behulpsaam te wees, in terme van die Wet op die Voorkoming en Behandeling van Dwelmafhanklikheid. Na bewering is die oorledene nie volgens protokol toegelaat nie en daar was geen behoorlike mediese assessering voor toelating nie. Hy is nie by 'n ontgiftingseenheid toegelaat om onttrekkings te bestuur nie. Die aggressie van die oorledene kan vererger word deur onttrekkings omdat dit nie medies bestuur word nie. Daar was geen professionele personeel aan diens toe die voorval plaasgevind het nie en dit blyk dat die oorledene nie onmiddellik mediese hulp ontvang het nie. Daar was geen voorvalverslae op die lêer nie en die sentrum het nie eers 'n voorvalregister nie, "het Mayathula-Khoza verduidelik. Sy het gesê die departement het 'n proses begin om dit af te sluit. Die sentrum moet nie enige diensgebruikers erken voordat hulle behoorlik geregistreer is ingevolge die Wet op die Voorkoming en Behandeling van Misbruik van Mense nie. Huidige
diensgebruikers moet die program voltooi en ontslaan word. "Dit is regtig hartseer dat 'n inwoner sy lewe verloor het terwyl hy hulp probeer kry. Natuurlik kan die regering nooit die oorlog wen oor dwelms wat alleen werk nie. Aangesien ons die burgerlike samelewing aanmoedig om by ons aan te sluit deur sulke sentrums te vestig, is dit noodsaaklik dat wette nagekom word. Daar word 'n beroep op alle Behandelingsentrums, Halfweghuise, Buitepasiënt en Gemeenskapsgebaseerde Dienste doen om te voldoen aan die bepalings van die Wet op die Voorkoming en Behandeling van Misbruik van Misdrywe 70 van 2008 en die regulasies om sulke ongelukkige voorvalle te voorkom. Volgens Artikel 19

(13) van genoemde Wet word bepaal dat 'n persoon wat hierdie artikel oortree of versuim om daaraan te voldoen, skuldig is aan 'n misdryf en by skuldigbevinding strafbaar is met 'n boete of gevangenisstraf vir 'n tydperk van hoogstens 12 maande
of beide. Die departement begin met 'n proses om alle onwettige sentrums te sluit. Familielede word aangemoedig om nie hul geliefdes na die onwettige behandelingsentrums te stuur nie.

Reduce air pollution We’ve all probably experience driving behind a heavily smoking vehicle. Have you ever wondered what that emission is doing to the environment and ultimately how it affects human life, or if your vehicle is also contributing to air pollution? The City of Ekurhuleni’s Air Quality Practitioner Bobby Marilli has encouraged owners of vehicle fleet to regularly get them tested, especially when they notice an emission of a black cloud that follows them. “Transportation is a major source of air pollution due to vehicles’ gas emissions that are harmful to the environment. While this air pollution carries significant risks for human health and the environment, by regularly servicing our vehicles and
vehicle manufacturers inventing new fuel technologies, we can significantly reduce emissions to a more tolerable levels,” Marilli said. October is marked as Transport Month, and has been so since 2005. Regardless of how vital the transportation sector is to our economy, the society needs to consider viable ways of transportation that does not inadvertently contributes to poor air quality through emission of harmful gases. According to the Ekurhuleni Public Health By-laws any diesel vehicle emission may not exceed a reading of 60 HSU for naturally aspirated diesel engines and 66 HSU for turbo-charged diesel engines, to ensure that the smoke excreted is not harmful to the environment.

New speed boat The summer season brings with it increased water temperature levels and as such increases the presence of the invasive water plants in the water bodies. Therefore, in addition to the watermaster machine purchased by the city almost ten years ago, the City resolved to boost the water body maintenance equipment by investing in a 12-seater speed boat to eff iciently and effectively attend to water bodies maintenance issues as and when required. The speed boat is equipped with a 200-litre herbicide spraying unit designed to spray aquatic invasive plants such as water hyacinth, Mexican lilies, water grass and many others found in the water bodies and shorelines. The water invasive plants predominantly grow in the City’s water bodies such as the Kleinfontein Dam, Middle Lake, Civic Lake and Homestead Dam in Benoni, Jan Smuts Dam in Brakpan, Murray Park Dam in Springs, Victoria Lake in Germiston and all other small water bodies around the city. Furthermore, in an effort to ensure efficient clearing of all the city’s water bodies, the city has employed the services of the dedicated staff members comprising of seven wetland attendants and two watermaster operators. As a long term solution, the City is working on introducing biological methods such as beetles, weevils and indigenous fish species to control the growth of alien invasive plants in the water bodies.
