Belastingbetaler moet boet maar.. Rekord ontvang daagliks klagtes oor die haglike toestand van kragbokse en soveel ander munisipale gebiede soos straatligte, grassnydienste en mangate. Die kragboks op die hoek in Kerkstraat by die Polisie kantore is al 5 keer gerapporteer met verwysing nommer 3389061 en nog steeds in daar geen werk hiervan gemaak nie. Om die sogenaamde call centre’s te skakel waar jy van bakboord na stuurboord ge-
stuur word is ‘n hopelose situasie. So is dit ook met talle ander dienslewerings wat net doodeenvoudig op ‘n doodloop straat afstuur. ’n Inwoner is van mening dat as daar instandhouding op die bokse gedoen word, sal die kragprobleme verminder. ’n Rit deur die dorp het getoon dat gevaar mense op sypaadjies oop en bloot inwag en dat daar van instandhouding van die bokse feitlik geen sprake is nie.
Van die bokse is al deurtrek met mierneste, terwyl ander bokse se deure afgebreek en weggedra is. Dit is baie kommerwekkend dat dit toegelaat word dat dié eenhede se toestande agteruitgaan. Die kragbokse wat oopstaan, skep ook geleenthede vir onwettige verbindings. Met die reënseisoen is inwoners bekommerd oor die invloed wat dit op die krag gaan hê.
Die inwoners kla dat die kragbokse ‘n veiligheidsrisiko is en sê hulle vrees dat ‘n kind se lewe moontlik in gevaar gestel kan word deur die swak toestand van hierdie kragbokse. Die toestand van die bokse is onaanvaarbaar. Wie gaan verantwoordelikheid neem as iemand wat nie van beter weet nie by een van die bokse dood skok?” is die vraag op almal se lippe.

If you own a house or property and have access to electricity, water and waste removal services, you should receive a monthly bill from your local municipality for these various services, as well as the taxes you pay on your property. Always check your account and ensure that the details are correct. Five main charges on your bill namely: Water – a tariff per kl is charged by the council based on your metered water consumption. If you are on pre-paid water, there will be no water usage charge on your municipal account. Sewerage or waste water. Electricity – if you are on a metered account, you will receive a charge for this based on how much electricity you used. If however, like most new households, you are on pre-paid electricity, there will be no electricity usage charge on your municipal account. Refuse removal of solid waste. Rates and Taxes, also called assessment rates. The account will give you a detailed breakdown of the total amounts payable
including: Basic services, also called availability charges - Availability charges are a fixed amount charged to recoup the capital costs of delivering water, electricity and sewer connections to your property. Itemised consumption and adjustments for water and sanitation and refuse collection - Water is charged based on how much you use each month. If you are on prepaid electricity there will be no electricity charge on your account. Assessment rates also known as rates and taxes - The income generated by the levying of assessment rates is used by your municipality to provide services to the region such as libraries, parks, sports fields, roads, infrastructure and so on. All property owners must pay rates and taxes from the day they become the registered owner, regardless of whether you live in the property or not. It is your responsibility to open an account at council in your name and pay a consumer deposit. Make sure that you provide the correct billing address, and if you do not receive the statement every month, you need to enquire at council to rectify this. Remember to pay an amount every month even if you have not received your account

The City of Ekurhuleni has recently noted that the customer service call centre has been experiencing technical glitches that result in callers being cut off before they are assisted. The cut-off happened mainly when callers select an option they are prompted to select. The City has, as an interim measure, eliminated the prompt option so that calls are routed directly to any available call centre agent. The IT department is currently seized with overhauling the call centre system to introduce a new version that will give customers effortless access to call centre agents, and result in speedy resolution to their queries. Customers may still able to log their queries through the call centre at 0860 543 000, or alternatively use My Ekurhuleni App to access services at a touch of a button. The App is also compatible with feature phones (non-smartphones), and customers may use those devices to report service delivery issues via a USSD (*134*30263) option, at no cost.

Rates and taxes - In terms of rates and taxes on a new property that is built off plan, there are two ways that council will levy rates and taxes. If at the time of registration of the property in your name, the council has not yet completed the property evaluations, you will be charged a ‘vacant land tariff ’ which is slightly higher than the residential tariff. Once the council completes the valuations, you will be switched to the residential tariff. At this point the council will do a ‘rates adjustment’ which means they work out the difference between what you paid under the vacant land tariff versus what you should have paid under the residential rate, which is usually slightly lower. Typically, if you were paying the higher vacant land tariff you will receive a refund or credit on your account. You will also receive a small assessment rebate which all property owners receive – the exact amount varies between different councils. Availability Charges for water, electricity and sewerage connections -
You will be charged for services that have been ‘connected’ to your property – such as water, electricity and sewerage connections. These are known as basic service or availability charges and they are a fixed rate each month. Once your water meters are installed these charges will switch to a metered consumption and you will no longer be charged a basic fee, but charged for your actual usage based on the meter readings. If for whatever reason the council continued to charge you for the basic charges after your water meter was installed, they will revert back to the installation date of your meter, reverse the basic charges and then charge you for your actual consumption. It can be really confusing when you look at all the charges and terminology on your municipal bill, especially if you’re new to home ownership. Take the time to study your account and make use of your local council’s support line or website for assistance on any queries. Artikels vir die kongres is onder andere somerbaadjie, persiese borduurwerk en gehekelde mochillia sak. Die Goudrifstreek se 24ste konferensie vind op 2 Maart te Edleen plaas. Die dames gaan ook ‘n inligtingsoggend op 8 Maart te Boksburg bywoon. Die Goudrifstreek loots van jaar ‘n newborn baba projek by staatshospitale, waar daar klere gebrei gaan word asook kombersies om as skenkings te dien. Moenie ‘n verslaaf de w or d nie! erslaafde wor ord Meer as 11% van alle Suid-Afrikaners ly tans aan een of ander verslawing. Alkohol en dagga is die gewildste dwelmmiddels in ons land. Die gevolge van verslawing is verpletterend vir die verslaafde sowel as familie lede. Verslawing het die potensiaal om gesondheid, loopbane, huwelike en gesinsverhoudinge totaal te vernietig. Die volgende statistiek gee ’n idee van die uitwerking wat die misbruik van alkohol en dwelmmiddels op die samelewing het: Alkohol Alkoholmisbruik is die algemeenste vorm van substans misbruik. Dit dra jaarliks direk by tot bykans die helfte van alle motorongelukke. Alkoholmisbruik raak na beraming 17,5 miljoen Suid-Afrikaners. Meer as 30% van ons bevolking misbruik alkohol of loop die risiko om daaraan verslaaf te raak. Dagga Die gebruik van dagga neem jaarliks toe en in die afgelope twee jaar het dit met 20% toegeneem. Mense spandeer jaarliks enorme bedrae om dagga te koop, daar is bevind dat die geld wat Suid-Afrikaners aan dagga spandeer jaarliks in die omgewing van R3,5 biljoen verloop. Kokaïen (in kristalvorm) Kokaïen verslaafdes kan tot soveel soos R30 000 per maand aan hul verslawing spandeer. Tik Tik word deur tot 42% van die Wes-Kaap se dwelmverslaafdes misbruik. Die globale tik-handel voorsien hierdie dwelmmiddel na beraming aan 51 miljoen gebruikers wêreldwyd – hierdie getal styg jaarliks. Alkohol misbruik Matige gebruik van alkohol is sosiaal aanvaarbaar. Die volgende is kenmerke van sosiaal aanvaarbare alkoholgebruik: Drink tydens sosiale geleenthede of maaltye. Drink sy drankie stadig. In 'n tydperk van 24 uur, word daar net een tot twee drankies gedrink. Drink nie elke dag nie.Alkohol word nie gebruik om 'n persoon op te kikker of te kalmeer nie. Wanneer word alkohol misbruik? Alkoholmisbruik word nie noodwendig aan die hoeveelheid alkohol gemeet nie, maar aan die kwaliteit van die gebruiker se funksionering. Alkoholmisbruik is 'n groot probleem onder veral jongmense en die meeste van hulle is onbewus van die gevare daarvan. Groepsdruk speel ’n belangrike rol in alkoholmisbruik. Fases van alkoholmisbruik Fase 1: Sosiale gebruike Die persoon besef geleidelik dat die gebruik van alkohol 'n kalmerende uitwerking het. Dit help om spanning en stres te verlig. Die persoon begin om ‘n toleransie ten opsigte van alkohol te ontwikkel, gevolglik moet die persoon se
alkoholinname vermeerder om dieselfde kalmerende uitwerking te ervaar. Fase 2: Geheueverlies Gedurende hierdie fase begin die gevaartekens, alhoewel die persoon nie sigbare tekens openbaar dat hy/sy onder die invloed van alkohol is nie, vind hy/sy dit die volgende dag moeilik om al die gebeure toe hy/sy onder die invloed van alkohol was, te herroep. Fase 3: Die kritieke fase Tydens hierdie fase begin die persoon beheer verloor, hy/sy drink met die doel om dronk te word. Verskonings om elke dag alkohol in te neem word uitgedink. Alhoewel die persoon van mening is dat hy/sy in beheer is, het afhanklikheid reeds begin intree. Fase 4: Die finale fase Wanneer hierdie fase bereik word, kan die persoon vir dae lank alkohol misbruik en konstant onder die invloed verkeer. Die persoon is totaal afhanklik en kan nie meer sonder die inname van alkohol funksioneer nie. Selfs al besef die persoon dat sy/ haar afhanklikheid besig is om sy lewe op alle terreine te verwoes, beskik hy/sy nie oor die wilskrag om die misbruik te staak nie. Tekens van alkoholmisbruik Gepreokkupeerd met alkohol. Angstig as alkohol nie beskikbaar is nie. Begin leuens oor die alkohol gebruik vertel. Spog oor die inname van alkohol. Asem ruik die volgende dag nog na drank. Drankies word vinnig gedrink. Dink aan verskonings om te drink. Ontken afhanklikheid. Skuldgevoelens oor alkoholgebruik. Eet peperment lekkers om asemreuk te verbloem. Hoofpyne/naarheid in die oggend as gevolg van erge alkohol gebruik die vorige aand. Gevolge van alkoholmisbruik Fisieke gevolge Die volgende f isieke toestande kan as gevolg van alkoholmisbruik ontwikkel: Hoë bloeddruk, maagsere, nierversaking, floutes, swak gesondheid, slegte spysvertering, algemene wanvoeding, sirrose van die lewer en verlies van breinweefsel. Sielkundige (Psigiese) gevolge Die volgende psigiese gevolge kan as gevolg van chroniese alkoholmisbruik ontwikkel: Senuweesiektes, ernstige afhanklikheid, onder prestasie, aggressiewe uitbarstings wanneer onder die invloed van alkohol verkeer, depressie en ‘n verwoestende uitwerking op verhoudings- en gesinslewe. Behandeling van alkoholisme Alkoholisme kan genees word. Belangrike aspekte: Die behandeling moet by die unieke probleem en omstandighede van elke verslaafde pas. Soek 'n program wat in daardie behoeftes voorsien. Behandeling moet meer as net die misbruik aanspreek.
Verslawing affekteer 'n persoon se hele lewe, insluitend verhoudings, werk, gesondheid en sielkundige welstand. Die sukses van behandeling sal afhang van die verslaafde se vermoë om 'n nuwe lewenswyse aan te neem en te begryp waarom daar in die eerste plek besluit is om hulle na alkohol/dwelmmiddels te wend. Verbintenis tot die behandeling is uiters belangrik - dis nie 'n vinnige of maklike proses nie. Nasorg is deurslaggewend vir herstel op die langtermyn, ongeag die duur van die aanvanklike behandelingsprogram. Daar is talle plekke waar hulp
PAGE 3 beskikbaar is. Buiten dokters en sielkundiges bied maatskaplike werkers en beraders ook behandeling vir verslawing.

Die Automobiel Assosiasie (AA) sê hy is bekommerd dat brandstofheffings ‘n “maklike” belasting geword het vir die regering om elke jaar te verhoog. Dit nadat Tito Mboweni, minister van finansies, tydens sy 2019-begrotingsrede verhogings in die brandstofheff ing en padongelukkefondsheffing aangekondig het. Die algemene brandstofheffing gaan met 15c per liter toeneem en die padongelukkefondsheffing met 5c. Dit beteken die algemene brandstofheffing verhoog tot R3,52 per liter petrol en R3,37 per liter diesel. Die padongelukkefondsheff ing verhoog tot R1,98 per liter vir petrol én diesel. Dié heffingtoenames sal op 3 April in werking tree. Koolstofbelasting op
brandstof van 9c per liter op petrol en 10c per liter op diesel sal op 6 Junie in werking tree. Die doeane en aksyns op brandstof bly onveranderd op 4c per liter. Die AA wys daarop dat wanneer al die verhogings ingetree het, sal die totale koste van heffings R5,63 per liter petrol beloop en R5,49 per liter diesel. “Met die verhogings vorm die heffings enige iets tussen 40% en 42% deel van elke liter brandstof wat gekoop word. “Inteendeel, die vooruitsigte vir Maart dui klaar op ‘n meer as 50c per liter prysverhoging, dalk selfs nog hoër.” Die AA sê die regering moet verkieslik sy belt stywer trek om ‘n voorbeeld aan SuidAfrikaners te stel, eerder as om nog ‘n laag belasting by te voeg

2019 budget speech not so positive
According to Finance Minister Tito Mboweni the key to setting the nation on a path to fruitfulness, is a commitment to reducing expenditure, addressing the rot of corruption and raising the levels of growth. Mboweni says GDP growth is forecast at 1.5%, increasing to 2.1% in 2021. It’s a modest forecast, that will not be enough to fund the nation’s spending, which will rise, this year to R1.83 trillion. That makes for a projected shortfall of R243 billion, which will have to be funded by borrowing. “Put another way,” Mboweni told MPs, “We are borrowing about R1.2 billion a day, assuming we don’t borrow money on the weekend.” In the year to come, the nation will shell out R209.4 billion just servicing interest on debt. That amounts to around R1 billion every working day. As a result, Treasury expects Gross National Debt to rise to just over 60% of GDP by 2023/2024, before pulling back to below 60% two years later. Wage bill A large component of the increasing government spending is the public service wage bill, which currently accounts for over 34% of national expenditure. Mboweni has termed the level of expenditure as unsustainable, and has pledged to find ways to minimize it where possible. This includes shrinking staff by natural attrition, cutting back on overtime and bonus payments, and facilitating the early retirement for public servants who want to accelerate their exit. Speaking in a pre Budget brief ing Mboweni said he’s not convinced the size of the public service is the problem, suggesting the pay levels of public servants could be the real issue. Revenue collection
An added blow to the equation is a massive under-collection by SARS – Treasury reports just over R15 billion less than expected will flow into the fiscus from revenue collection this year. This is due in part to higher than expected VAT refunds. The revenue service will be a key focus area for Mboweni and his team in the coming months. He’s promised a permanent Commissioner will be appointed in the coming weeks, and the Large Business Unit, disbanded under Tom Moyane’s stewardship of SARS, will be reformed in April this year. New taxes In terms of taxes, government is moving to increase revenue by upping so-called sin taxes and taxes on fuel. Beer will go up by 12 cents a can, a bottle of whisky will cost R4.54 more, and a packet of cigarettes will cost R1.14 more. It’s not just traditional smokers who need to beware – Treasury has warned vapers they’re coming for them too, with plans to impose taxes on electronic cigarettes and tobacco heating products. Gamblers can also be expected to start contributing towards rehabilitation programmes for addicts. Draft legislation will also be published soon for the introduction of a 1 percent gambling tax to mitigate the negative effects of excessive gambling. Tax on fuel rises by 29 cents a litre for petrol, and 30 cents a litre for diesel. Personal income tax remains unchanged, but there’s also no measure to mitigate for so-called bracket creep. Expenditure Treasury is adjusting budget baselines to save just over R50 billion, and reprioritizing spending to focus on social and infrastructure spending, with a focus on health, education, roads and public infrastructure. “Learning and culture receives the largest
share of spending,” Mboweni said, adding more than R30 billion will be allocated to build new schools and maintain existing infrastructure. Prioritised infrastructure projects include a plan to eradicate pit latrines in schools, maintain roads and expand integrated transport systems, as well as the construction of an academic hospital in Limpopo. Mboweni also announced the department of Arts and Culture will be considering a new national theatre and national gallery, stressing the importance of preserving South Africa’s cultural heritage “The global renown of South Africa’s art and culture is an expression of our soft power and our heritage” Social spending also gets a small boost, with an R80 per month raise on the cards for pensioners, and a R40-per-month bump for foster care grants. Eskom R69 billion will go towards the plan to unbundle Eskom, split into equal portions over the next three years. This is, however, a provisional figure, that could increase or decrease, depending on the size of the tariff hike NERSA allows Eskom to implement. But before it can begin to operate as a stand alone entity, there is a lot to be done – including moving all physi-
cal assets to the new company, moving all service provider and client agreements, and forging an agreement with organized labour to move existing workers to the new company. Mboweni was at pains to point out that the financial support will come with strict conditions. “I want to make it clear: the national government is not taking on Eskom’s debt”, he said, “Eskom took on the debt. It must ultimately repay it.” Government will focus on containing costs at Eskom, improving technical performance, and carrying out crucial maintenance. A new shareholder agreement will also be inked with Public Enterprises Ministry, that will set out strict targets for Eskom executives, the achievement of which will determine how they are paid.
