All hell breakes loose All hell broke loose from 3 am in the morning on Friday, March 22, after residents of Alra Park and Mackenzieville were upset and argued about the RDP homes. Site and plot owners had to use other roads to reach their destination. Metro police and many other traffic officers had to intervene. Alra Park and Mackenzieville agitators was forced back to Alra Park. Motorists were brought to a halt and some motorists even stopped off the road and climbed out of their cars to watch the chaos. It was not the first time that the protesters acted in this manner. Tens of Hundreds of disgruntled residents and communities of Alra Park, Mackenzieville, Ext. 2. Snake Park, Ma-Waga, (Cutterville ) and Cerutiville unite and came out in their numbers, with the sole aim to occupy hundreds of f inished and unfinished Low Cost Houses, in Mackenzieville Ext. 2, says: Golden Miles Bhudu, chairperson of GRENUPP-BUF. The move came as a result after the GRENUPP-BUF emailed a letter on the 28 Feb. 2019, to the office of the following: President, Minister of Human Settlement, MEC – Human Settlement – Gauteng Prov. MMC- Human Settlement- Ekurhuleni, Ward Councilor, Nigel and Springs Town Planner.
A community meeting was held with particularly the residents of Snake Park, who according to prior arrangements are supposed to be the very first beneficiaries, because of the appalling conditions they have to endure over many years on end. The meeting attended by representatives of the off ices of various departments mentioned previously was made to understand that the Low Cost Housing Project has been earmarked to build six hundred (600) Units. That an ON and OFF beneficiary LIST, of approximately two-hundred (200) Snake Park residences are available and in order to normalize the current situation, that LIST needs to be checked and double checked, and be implemented as a matter of absolute urgency. Also that the remaining four hundred (400) Units, when completed and ready to be distributed, that must happen with the without any corruption, favoritism, boetieboetieskap, political nepotism and jumping the que, because of knowing rascals in high places. GRENUPP-BUF call on the powers that be to put aside narrow Party Political jargon, especially on the country-side,( e.g. Greater Nigel), which is also on the boarder of Mpumalanga Province, and treat the area as part of Gauteng Province.

Wollaston Labuschagne it has been four years since the Conditions of Township Establishment were approved by the City of Ekurhuleni’s City Planning Department, yet the Mackenzieville Housing Project is again at a standstill. Furthermore, there is immense uncertainty regarding the beneficiaries of the approximately 600 RDP houses. Interestingly, 460 subsidy applications were recently submitted to, and processed by the Gauteng Human Settlements Department, and 193 of those applications have been approved thus far. Cllr. The Dialdirect Namola Emergency App is a free app that allows anyone in South Africa to get help fast in emergency situations. With the app, they know who the user is and, with the use of GPS coordinates, where they are located,
before the user has even answered the callback. The app, which went national in November 2017, has over 260,000 users and has assisted over 22,500 South Africans in real incidents. Mackenzieville Ext 2 housing project on 21 October 2014. Include the signatures of these officials as I insist to know who the officials were that approved the plans. The Conditions of Township Establishment were approved by CoE: City Planning Department on the 21st October 2014 by the area manager at the time as per the attached Layout Plan and conditions of township establishment. 2. What is the latest situation with the application for the relaxation of the building lines that has been approved by the City Planning Department and what is the latest completion date? An application has been submitted to City Planning in terms of the department delegation to relax building lines and servitudes and is awaiting City Planning responses. 3. Kindly provide a list of all the call letters that were distributed during the past six months to potential beneficiaries No call letters distributed in the last six months by the Human Settlement Department apart from the initial call letters issued during 2017 when the first subsidy applications were compiled. The second batch of call letters were to be issued during October 2018 after a meeting held with councillor Labuschagne, Ward committee and PMM. The Human Settlement Department and Housing Development Agency were not part of the meeting. The process of issuing was stopped after consultation with the Housing Develop-

Zero-tolerance What about by-laws? stance on corruption
On March 15 the office of the Executive Mayor of Ekurhuleni was alerted of an unauthorised electronic message titled, “Large scale looting at the City of Ekurhuleni” circulating on social media networks, which placed unsubstantiated allegations against senior government officials within the City. The Executive Mayor would wish to remind the public that the Prevention and Combating of Corrupt Activities Act 12 of 2004, Section 34-37 (PCCA) obliges any person who holds a “position of authority” who knows of or ought reasonably to have known or suspected that another person committed a corrupt activity or the offence of theft, fraud, extortion, forgery to report such. If an amount of R100,000.00 or more is involved and anyone has knowledge or suspicion or cause it must be reported to any police official. A failure to comply with this obligation is an offence punishable by a fine or imprisonment for a period not exceeding 10 years. The PCCA Act further more defines a position of authority to include a partner in a partnership, a chief executive officer and any other person who is responsible for the overall management and control of the business or public institution of an employer. This means a person who holds a position of authority, including a manager of a business or public institution, who knows or ought reasonably to know that any other person has committed a corrupt activity or theft, fraud, extortion or forgery, must report it. A failure to do so could result in the person facing the possibility of a 10-year-jail sentence. The public may also report fraud and corruption anonymously and confiden-tially to the City’s dedicated hotline, on 0800 102 201 or email: emm@thehotline.co.za. “We remain committed to a zero-tolerance stance on corruption in the City of Ekurhuleni and we would like to urge the public to report acts of corruption to the relevant law enforcement agencies or the City’s dedicated corruption hotline. We can only effectively fight the scourge of fraudulent conduct if we report cases to the police.” Mayor Masina said.
By-laws are there to provide for the provision and regulation of traffic related matters. The regulation and control of taxis, street trading, parking grounds and meters as well as parking attendants and car watchers, the control and regulation of signs and advertisements all within the municipal area of the municipality and to provide for matters incidental thereto. Up to date from the beginning of this year residents were complaining about a few of these by-laws that are reported but at the end nothing change. One out of 30 reported issues get solved the rest unsolved. Keeping animals is one of the by-laws the public just do not follow. Some residents have 6 dogs and they are running in the streets and other residents feed them and need to look for homes. 28. Keeping of animals (1) No person shall keep any animal or bird, which disturbs the public peace. (2) No person shall without a permit issued by the Council keep any wild or dangerous animal, reptile or insect which has an inherent propensity to attack human beings or animals or the keeping of which is likely to become a nuisance or injurious to the health of or is fraught with danger to any person. (3) Any animal, reptile or insect, the keeping of which is prohibited in terms of subsection (2) may if found at large, be removed by any authorised off icer or authorised official and may recovered the cost of so doing from any such person. (4) Any such animal as is referred to in subsection (2) of this section found at large or apparently abandoned within the metropolitan area may be destroyed by the authorised officer or authorised official without any further warrant than this bylaw and the Council shall cause such animal to be removed and buried and the owner or the person who last had the animal in captivity shall be liable, in addition to any penalty under this bylaw, to pay to the Council a reasonable sum to defray the cost of destruction and removal and burial of such animal and shall be liable to prosecution.
(5) No person being the owner or having the charge or control of any whatsoever, whether domesticated or not shall allow or permit such animal to cause any annoyance, offence or inconvenience to any person in any street or cause any obstruction or inconvenience to traffic generally. 42. Disturbance of the peace (1) No Person shall unduly or without just cause, fire or discharge any firearm, airgun or air pistol within the Metropolitan area. (2) No person shall discharge fireworks without the prior written consent of the Council, and such written consent shall hereafter be called a “Fireworks permit”. Such “Fireworks permit” will be readily available at the event and produced on request by an authorised officer. Any person failing to do so shall be guilty of an offence. (3) Provided that subsection (1) shall not apply in the event of formal target practice at a recognised shooting range. (4) No person shall without the consent of the Council in writing, play or permit the playing of any music, or use or permit the use of any loudspeaker or public address or other audible device on or adjacent to or which maybe heard in any street or public place. (5~ No person shall disturb the public peace in a street or public place, or on private premises by making, noises or causing them to be made by shouting, quarrelling, fighting, singing or playing any type of musical or instrument or by means of a radio, loudspeaker or similar device, or by riotous, violent or immoral behaviour. (6) No person shall at any time sound any warning device on any vehicles in such a matter as to produce a shrieking, raucous or offensive noise; Provided, however, that where in the case of emergency the driver of a vehicle acts with the object of avoiding an accident, the use of such warning device shall not constitute on offence. These are indeed the by-laws but complaining to the responsible officers are to no avail as all the request fall on deaf ears. What must be done to elicit some response from the authorities?

1000 dolls to fight human trafficking Business women and government representatives from all over Gauteng are joining hands to create awareness about the reality of human trafficking in South Africa, as well as raise funds for the victims of this atrocity. On Saturday, 13 April 2019, ambassadors from all sectors of business will come together for a High Tea at the Promenade Events Venue in Pretoria, where these ladies will build and dress a projected number of 1,000 Freedom Dolls in support of the fight against human trafficking, with a specif ic focus on women and children. The dolls will then be distributed throughout South Africa and even as far as America to spread the word, and a number of them will also be donated to the beneficiary of the day, Our Home, to be sold for R50 each to help raise funds for the initiative. Our Home, founded in 2006, is a safe haven and support centre for women and girls who fell victim to sex trafficking, where they can receive counselling and learn new skills. Vilna Badi, founder of Our Home, who has been reaching out to women on the streets of Pretoria for more than a decade, will on the day share some of her experiences and the stories of the women she has dealt with over the years. Octavia Ephraim, entrepreneur, author, former Mrs United Nations Ambassador
and human trafficking activist, will also be speaking at the event, educating the audience on the push and pull factors of human traff icking and sharing her knowledge in this regard. The Fund behind it all This doll-making initiative is organised by the Business 4 Empowerment Trust that was established 10 years ago and has since raised millions for various of their beneficiaries, including victims of human trafficking in South Africa. Yolandi Venter, representative of the Business 4 Empowerment Trust, explains that the amount of R50 per doll is symbolic of the amount for which a girl’s body is sold on the street. “A mere R50 is the price tag put on a human being,” she notes. “More needs to be done to prevent this terrible abuse and help the victims of human trafficking. Our efforts shouldn’t end when the event is over. We need to get the message out there and garner sustainable support from businesses and government to f ight human trafficking in the long run.” Girls who get lost in the system According to several news reports last year, human trafficking is on the increase in South Africa and Yolandi points out that it is often the most vulnerable girls who are targeted. “Imagine if your child goes missing - you will leave no stone unturned and will not
rest before you find him or her. You will involve the police, you will post it all over social media and you will urge everyone to look for that child. But that is not the case for some of the most vulnerable girls in our society,” she says. “In the case of orphaned, abandoned or abused children, or children living in foster homes or situations where the parents are uninvolved, that urgency is lacking. The reality is that people often just accept that the child has run away and no one ever looks for them.” In fact, in one actual case, two girls, who lived in an orphanage, were on their way to a public pool one day when a man asked them for directions to a take-away restaurant close by. To thank them for their help, he offered to buy them a cold drink, which they gladly accepted. The next morning they woke up drugged and tied to unfamiliar beds – the start of their sex slave journey. Back “home”, it was eventually accepted that they had run away. Who will listen, who will hear? “In order to keep supporting the f ight against human trafficking as a whole, we need investors to commit funds in the long-term,” says Yolandi. “We determine the need of the beneficiaries that we support on an annual basis, because we want to ensure that we can
cover their day-to-day expenses. It takes a long time for many of the girls who are taken off the streets to start functioning independently in society, if ever. If they are not supported adequately, they end up back where they were rescued from. “We are sincerely thankful to everyone who has supported the cause thus far and are also planning a Gala event in September this year, not only to thank our donors, but to also give feedback about what exactly the money was used for and raise further awareness about existing needs and challenges.” Anyone interested in getting involved, or who would like to find out more about this cause, can contact Roxanne Mancini, email info@b4et.org.za or phone 012 940 1900.

Climate debt for damaged caused

On the 14 th of March, a cyclone with winds of up to 177km/h hit Southern Africa, devastating large parts of Zimbabwe, Malawi and Mozambique. Even in the early stages of the aftermath, it has been hailed as a humanitarian disaster. According to the UN’s weather agency, it is possible that cyclone Idai has the potential to be the worst weather related disaster to ever hit the Southern Hemisphere. This is a climate disaster engendering climate injustice. In Zimbabwe, close to 100 people have been confirmed dead, and over 200 are missing. Over 600 houses were destroyed, and around 20 000 were damaged. Zimbabwe is experiencing landslides and roads are completely destroyed leaving people stranded. In Malawi, approximately 56 people have been killed, and close to 600 missing. Due to flooding and other damage, around 11 000 households are displaced, with around 920 000 people being affected in total. Reports coming out of Mozambique are saying that over 500 000 people have been impacted. The death toll in Mozambique is around 200, but is continuing to rise as more than 350 000 people are at risk, with estimations saying that the death toll could triple. With this level of devastation, it is important to ask why this climate shock has occurred. The reality is cyclone Idai is an example of extreme weather brought on by climate change. According to the UN IPCC 1.5C degree report, human activities have been responsible for approximately 1C degree

increase in temperature globally since before the industrial revolution. If we continue to increase greenhouse gas emissions at the same levels, we are likely to reach a 1.5C degree increase within the next 20 years or sooner. Research has shown that extreme climate and weather conditions were observed around the 0.5C degree increase mark. The report states that “trends in intensity and frequency of some climate and weather extremes have been detected…” (IPCC 2018), and this increase in frequency and intensity will only continue to worsen as temperatures continue to rise. Moreover, scientific research has confirmed a link between cyclone Idai and heating oceans linked to climate change. Climate change is extremely serious in the African context, with high levels of inequality, poverty, limited resources, environmental destruction led by transnational corporations and indebtedness to rich countries. Africa did not cause the climate crisis and most Africans have very low per capita emissions compared to Americans or South Africans, for instance. Yet Africa is going to experience some of the worst extremes of climate change and increasing temperatures. The IPCC 1.5 degree Report tells us that Sub-Saharan Africa, has already been experiencing more frequent and intense

climate extremes, and an overshoot of 1.5C degree increase will mean devastating consequences for the region. The temperature increases that the region will face are projected to be at least twice higher than the global average. Many measures could have been taken such as early warning systems, media mainstreaming climate news so extreme weather is monitored and anticipated, disaster management systems put in place, for instance, to prevent a loss of life. This has not happened because of climate denialism amongst political leaders, the media and states in the region. On Monday 18 March 2019 we engaged key institutions in the media family such as the Sunday Times, Press Council and the South African National Editors Forum (SANEF) to #EndClimateDenialism in the media. We await a formal response from SANEF regarding our demands to ensure the media #EndClimateDenialism. We have initiated and welcome a debate on the role of the media in mainstreaming and reporting the worsening climate crisis so we can educate the public and advance climate justice alternatives, now, as part of the deep just transition to sustain life. Failure by the media to take climate science seriously imperils our society even more. Climate change is being driven by petro states, such as Trump’s USA leading the

fracking boom, and carbon corporations. Rich industrial countries also owe the world a climate debt for 150 years of using coal, oil and gas for industrialisation. From the standpoint of climate justice, we demand petro states, carbon corporations and rich industrial countries contribute reparations to Mozambique, Zimbabwe and Malawi for the climate debt owed, so these countries can rebuild as part of the deep just transition. Finally, South Africa is the 14 th highest carbon emitter in the world. Our coal addiction is a big part of the problem. Energy imports from Mozambique were also disrupted due to the carnage of cyclone Idai and this contributed to Eskom’s recent rolling black outs. We demand a deep just transition now beyond fossil fuels like coal, to socially owned renewable energy, a food, seed and water sovereignty system, a universal basic income grant and climate jobs, as a minimum, to ensure we mitigate climate shocks, meet the needs of workers and poor communities. Through our climate justice charter process we will advance these alternatives for South Africa.
