The front page sported a rosetinted spectacle zooming into the lens that Juans should view things in positive horizon as this nation traverses the normalcy it hopes for. Its concept may be fleeting but there is one thing that remains—we have to ceaselessly focus on the angle of optimism. Otherwise, we will be deemed obsolete in our quest to generate normalcy. The back cover portrays a Filipino savoring the normalcy it recently grasped with a plastered smile. But, behind this historical triumph lies the contrary to what his face is showing—anguish, rage and void. Scan the code to CONNECT
The modern-day plague that ostensibly engulfed almost the whole globe undeniably made the publication take a setback. Knowing that the paradigm of learning had shifted into an online setting, the staff struggles, if not, grope, the caliber on how to juggle things between online learning and organization’s responsibilities. While there are a lot of staff that this organization has to let go, we are grateful for those who stick through the publication’s lowest of lows. Honed to be dauntless more than ever, this setback was a set up for a majorMuchcomeback.haveleft us but there can never be too much who will leave us. We cannot redeem what we lost, but can only generate one. So, Bagwis has created a new flight forging a bequest of amplifying the voices of the masses and setting the truth in blaze. This is parallel to the transient concept of normalcy: it cannot be redeemed, but it can only be created. The art of creating a better, if not, best concept of normalcy would not only take 24 hours nor by a single sleep, but rather through the unity of those who are situated in all angles of the spectrum– the medical workers, the seated regime, and the populace itself.Sit back and navigate through this first semester’s issue!

Makabuluhan ang sinabi nitong “The questions are tough because the job of president is tough.”

Had it not been for termites siphoning its sinews, a wood would not doom for weakening. This is the repugnant point after Pharmally Pharmaceutical Corporation funneled billions of pesos all the while the country tries to rise above the quicksand of hopelessness brought by the recent global plague. The fraudulent people behind appalling corruption are at large the threats to the cognizant mass: the termites that emaciate the trust of the populace to the presentFromascendancy.thetepid investigation conducted by the Committee of the House of Representatives on Good Government and Public Accountability, Pharmally was found out to have been dealing with transactions anomalously involving the pandemic supplies for this land. Owing to the Procurement Service-Department of Budget and Management (PS-DBM), the Senate Blue Ribbon Committee outed the corporation for bribing 26.39% of ₱42 billion contract despite having a capital of only ₱625,000. The presidential economic adviser Michael Yang and former PS-DBM head Lloyd Christopher Lao are being sued due to overpriced contracts between the government and Pharmally. The company itself claims that it was Yang who provided them loans to boost Pharmally’s trifling paidup capital, but, Yang remained unshaken and has maintained that it was his friends who lend funds to the Taiwanese company that successfully cornered P11.5-billion in pandemic supply contracts. The off tangency of statements between him and the company itself was a deafening indication to the public that the humongous foreigners are doing a money-heist-like robbery in Philippine history at the height of national uncertainties. Meanwhile, Lao supervised the PS-DBM to which the Department of Health (DOH), with DOH Secretary Francisco Duque’s consent, had transferred P42-billion in pandemic funds. It was music to the ears when the Commission on Audit (COA) played its musical role thereby flagging the transfer because of inadequate supporting documents.Aside from overpricing, an enormity of swindling was committed by Pharmally against the government. The executive Krizzie Magno confesses at the Senate hearing that their company changes the expiry dates of face shields. Shamelessly, even if the face shields are crumpled, even if the boxes are untidy and not in best form, they still repacked them. While the frontliners work hard while wearing personal protective equipment lest they be killed, this corporation works harder to tamper the medical supplies’ expiration dates. The conundrum to the question where their consciences are sitting at remains in the abyss of air unanswered. What is beyond nauseating to hear, albeit funneling folds of billions from the government, the officials did not pay right taxes like how the ordinary citizenry does. Based on the Senate’s timorous investigation, Twinkle Dargani, the company president, only paid ₱1,000 for her income taxes last 2020 while her brother, Mohit Dargani who is the corporate secretary only paid ₱97,241. Digging deeper with their illegal accumulated wealth, the Senate revealed that Twinkle owned a 2021 model Lamborghini Urus costing ₱25 million while Mohit had a 2021 Porsche 911 Turbo S with a price of P8.5Theirmillion.director named Linconn Ong possesses a Porsche Carrera 4S worth 13.5 million, a Lexus RCF with a price of ₱5.9 million and a Porsche 911 Turbo S that is ₱8.5 million. Rose Nono Lin, treasurer of the company, have 2020 Land Rover/Range Rover SC that is ₱11.9-million worth, 2019 Lexus LX450D, ₱8.8 million, 2018 Cadillac Escalade at ₱8.9 million and Toyota Land Cruiser, ₱4.8-milyon. Lin, however, rejected the catapulted accusations stipulated on her conscience and rebutted that their company is not part of the Pharmally Pharmaceuticals sister firm and that her husband is long before fond of luxury cars. In fact, she was astounded that these cars are already parked in her garage. Sure, they may have bought extravagant vehicles and can buy high-priced possessions but truth be told, they cannot buy the trust of the people, not after all they have done. Not only has the company’s dignity been lost, but at the same time these people have already lost their self-respect. Above all things considered, the overpricing, tampering of expiration dates, and not paying the right amount of taxes are acts deserved to be called out by the Filipino masses. This is not the first time that the Chinese exploited the Filipinos in its own very land. Leni Robredo was right when she said that our diagnosis as Juan was, we never learned from the past. It is only right that the present regime filed a case of estafa against the Pharmally officials. Should the Bureau of Internal Revenue not uphold the turtle-pace but rather hasten its stride to chase for these foreign tax evaders. The problem of bribery in the country is as bad, if not, worse than the pandemic we are all trying to suppress for years. More than the need to vaccinate people to defeat the modern-day plague, the corruption mess to where we inhabit needs no vaccines but a concrete platform from the administration as this remained an epidemic worth to triumph for. Ultimately, the government’s sinews are gauged by how much trust it earns from its citizenry. But as long as there are termites siphoning its strength, its downfall is set to befall. Clear as the scorching sun, we will be deemed obsolete so long if we will not exterminate these termites.

At the root of the Philippine political landscape are the significant choices sown by the citizenry which is a reflective action that embedded itself in the thriving system of Philippine government. As we set forth to unfold a new political paradigm, aspirants had been in the forefront of different media outlets; TV advertisements, newspapers, and digital platforms continue to capitalize the public’s view in relation to the 2022 May election. In the recent presidential interview hosted by Mr. Boy Abunda, one of the contentious issues on the round table was the motion of amending the Constitution to raise the qualifications of those seeking the highest seat in the nation. This purveyed a burgeoning affair on the educational attainment among presidential bets and had raised compelling questions to the masses.Inthe lens of Aksyon Demokratiko standard-bearer Isko Moreno, he put his stake on the amendment of the 1987 Constitution for presidential eligibility. Domagoso pertained to the appendage of specific years of public service before aiming to assume a position in the Philippine governmental sphere. Howbeit, he opposed the revision as to the inclusion of scholastic accomplishments because of the current educational competence of the state. Furthermore, Sen. Ping Lacson, the figurehead of Partido Reporma also held his choice in shifting the constitutional provision as a response to the signs of times. As he elucidated, the job qualifications of a commoner are more exigent than the written stipulation for the presidential application. It is a mind-boggling procedure to recalibrate what is said to be the monumental framework of democracy after the subversion of the 1972 Martial Law. The act itself is a reactive method to the unprecedented and daunting system of government that will weather the implications of the contemporary bureaucratic turbulence. On the other end, VP Robredo’s notion hovered the oscillation of the political system more than the alteration of requirements. She postulated that the trajectory is fueled by the influence of patronage that engulfed the access of those potentialities from the marginalized bracket, in which she stood her ground to the democratization of participation as a premium. She further explained that adjustments in the framework can produce the inclination of right leaders that the populace yearned. In the proposition of former senator Bongbong Marcos, he firmly argued that everyone could be a president but not parallel to a good leader. For him, the solution lies in the traditional two-party system in which the filtration process is administered by the pillars of the cluster and therefore, the qualifications need no further remodeling. However, his candidature had become subject to various appeals for cancellation due to the stemming allegations which ground on his prior tax conviction deemed by petitioners to be fraudulent conduct and a moral turpitude, as well as his ‘special diploma’ controversy that criticized his integrity. To put into account, the late Sen. Miriam Defensor-Santiago posited that a leader should be qualified by the conditions of professional, moral, and academic excellence, such that without educational accomplishments any idiot can run for president. The candidate that she tried to gauge was equipped with situational ability that will play a pivotal role in the demands of critical events. Moreover, former president GMA in her position on making hard decisions, stated that leaders should be able to balance the competing considerations, accumulate experiences and absorb as much information to strike the most implementable option; to have ideals with sufficient pragmatism in curbing turmoil. The presidency requires not just the willed objectives but the qualities that would withstand excruciating duties and the prevailing rigid dichotomy between power and liberty. With the heated arguments of the amendment of the constitutional provision, the recurrent phase of election is still an overarching measure dependent on the citizenry and, so is the solution for the revision of qualifications. To reckon with, Maria Ela Atienza’s Chronology of the 1987 Philippine Constitution concluded that the formulation was a definite reaction to the country’s martial law experience. In addition, the 1986 ConCom encapsulated people’s participation due to the emergence of People Power euphoria throughout its process where general confidence was acceded by the deliberative body to effectuate imperative structural reforms. The underlying concept is still forged by the people, and that relates to the aggregate change for the election. Hence, it is salient to scope the implementation of the Constitution to assess the relevance of the provision to the social norms and to the urgency of times and challenges. To obtain the ideal system, it should carpenter the collective standpoint of the public— a feasible plan to ratify the aim for good governance. On contrary, without the proactive initiative to adapt the matrix of social processes that is transforming our present condition, the nation will end up scarred by governmental deficiency. In the latter, the Filipinos are still the determinant variable that corresponds to our national imaginary, and thus, our decisions should be resilient to the erratic socio-economic circumstances for us to tantamount the unfaltering ramifications.
