New Mixed-Use Community Planned for Moors Golf Course Land
A master-planned community development is slated to be built on 360 acres of the old Moors Golf Club located on Avalon Boulevard in Milton called Lakes of Avalon. Developers received the green flag for the development back in 2022 under the condition it adds additional setbacks and landscaping to create a barrier to its neighbors. Plains for the mixed-use community include single-family homes for sale and apartments for rent, along with the convenience of onsite retail, office space and healthcare.
Santa Rosa County commissioners approved the East Avalon LLC development’s conditional use request at a special zoning meeting held in January of 2022, despite opposition from residents who wanted the development’s 350-unit apartment buildings to be constructed on the parcel’s northwest side farther away from the Moors subdivision. Developer representative Rodney Sutton said the overall plan is to develop apartments and single-family homes at the front of the property, with a mix of retail and commerce space being built in the back section. Development plans now include a traffic light, which would be installed along Avalon Boulevard,

Water Leaf
Water Leaf is a 10-acre, 18-lot subdivision located in Midway between Overdown Drive and Gulf Breeze Lane, south of Gulf Breeze Parkway.
Water’s Edge (15 lots in Midway) though the state often requires an existing overwhelming capacity to permit new lights, which won’t come until there are increased residents coming to and from the area. Many of the local residents who spoke at the zoning meeting weren’t necessarily opposed to the concept, but didn’t want the three- or four-story building overlooking their private homes, an issue Sutton said would be negated by the additional setbacks and landscaping. Ultimately the commission approved the development moving ahead under the conditions the developer design with the buffers and additional tree plantings the neighbors had agreed to.
Water’s Edge is a 15-acre, 15-lot subdivision bounded on the north by Cedar Street, on the east by East Bay Boulevard and on the south by Maverick Lane.
The developer will now need to submit an engineered commercial site plan to begin “horizontal improvements” like parking, landscaping and stormwater work and then, once they receive a development order, final building plans will be reviewed. For updates and project details, visit lakesofavalon.com.
