ayor Grover Robinson completed his first year as mayor as of November. Robinson is Pensacola’s second strong mayor. He also was a longtime Escambia County Commissioner. Business Climate sat down with the mayor to discuss his first year as mayor as well as the future of his term.
When we interviewed you after you were elected, you said a major focus during your time as mayor would be connecting with citizens. Do you feel you have accomplished that? I feel like we’re working to be better at that. That’s an ongoing process. We’ve been having town halls, engaging with our neighborhoods director and engaging with neighborhoods. We’re reaching out to be more connected. We have our weekly press conferences. We’re trying to be out there in more ways to connect with citizens. I think we have accomplished that. It’s one of those things I don’t think you can be totally done with. We’re going to work hard on it this year and continue to do the same thing. One of the initiatives you’ve been doing since you’ve been in office is Mondays with the Mayor press conferences. Do you think that has been effective? I think it’s been good. I think it’s allowed us to talk about things and to have a place to talk and answer questions. It has also allowed us to put out more information about the city and try to be there whenever we have challenges as well. I think it’s something we promised to do, and we’ve been consistent with doing it. It’s our feeling to continue to keep doing all the things we can do to try to be more connected with our citizens—to let them know what is happening here in city hall. You recently joined the National League of Cities Task Force, which has a membership of more than 2,000 cities. How does your being a part of this league benefit the city of Pensacola? That task force is dealing with the presidential election. The whole purpose of it is it’s bipartisan. The idea is to talk about things that happen in cities and the need for whoever is president to see the importance of what cities bring and commit to their organizations working with cities. As I have said before, we call it “purple solutions” they are not red or blue or democrat or republican. They are things that we do every day. We just try to get cities to function, and we want to make sure we get support from whoever is running for president and that they are supportive to helping
cities be the kind of places we need them to be, like great places to live, work and play. There are a few issues Pensacola has been dealing with before you became mayor, such as the growing homeless population. Do you have a plan of action to address that during your time as mayor? We’re trying to work on that. I think part of the challenge is that there is no silver bullet. It’s a continuous process. There are some things that I think will help us engage with that population, but also serve the general population. The challenge is they all take money, and we’re just trying to find ways to prioritize, but I have been happy about the discussions we’ve had. We had a meeting back in April Commissioner May and I met with several organizations that deal with homelessness. Some common themes came up in that, and I think we’re trying to address those. We will continue to talk about those things because this is not something that is unique to Pensacola. Homelesness and challenges around that are in every single city in the United States. We’re just trying to work on being better about it. It’s going to take cooperation with the city and county with other organizations, private organizations who are working in that field as well. The Pensacola Police Department has been experiencing some controversy since the Tymar Crawford incident. The Pensacola Dream Defenders have asked for a few demands from the city including creating a civilian oversight board. Will you be implementing any of their demands in place? I would say there are a lot of things that we are working to be better at. One of the things we focused on from the very beginning is how to be more oriented at the neighborhood level. All neighborhoods are a little bit different, and the way that we implement services is going to be a little bit different in each neighborhood. I think there has been something that came out of the event this summer that showed there are areas that we can always improve, but I think the men and women who work for the police department do a

Even if there are a number of neighborhoods that aren’t having challenges, there cleary are some neighborhoods that are. From the very beginning, we said that we’re going to keep working to be a better police force and be a better city. So, toward that end, yes, I think you’re going to see something happening. I want to be clear that I think you’re going to see more of an advisory committee. I think that one of the challenges is that as far as oversight, we have a citizens’ oversight. They are called the city council. They are citizens that provide oversight. We’re not looking to duplicate that effort, but there are certain things we can do to improve that and improve it in a way that engages citizens’ input. I do believe that the police force has been working on that, but I do believe we can absolutely be better in everything we do. We can continually work to improve. I’m proud that every department that I’ve worked with in Pensacola is willing to look within themselves to find ways to become better. Even if they’re doing an excellent job, they always believe that they could be doing better and be delivering better services to the citizens. Pensacola has been experiencing an uptick in gun violence. You reached out to U.S. Attorney Lawrence Keefe about the issue. Has that benefitted you and your team’s ability to handle the issue? This is another issue that is not unique to Pensacola. This issue is happening all across the nation, so again, from our standpoint, any gun violence is something we need to be addressing. There has been a conceivable amount of energies that have taken place in the past six months in working together with the federal government and local government in trying to make our community safer, and I think we’ve seen at least in the last couple of months a curtailing of that gun

violence, and we just need to stay on it and keep moving forward. I think it also points to initiatives that we need to do within these neighborhoods to provide alternatives to things that introduce them to gun violence, and I think part of that is staying involved at the community level and at the neighborhood level, so I do think that we’re going to continue to do as much as we can to offer alternatives to our citizens and youth. I think that’s a big part of it as well. Another concern of many citizens of Pensacola is pedestrian safety. Do you plan to make strides to make the city more pedestrian friendly? We’ve hired a complete streets coordinator. We’ve been working to make ourselves more walkable in our community. We believe it’s essential here in downtown, but it’s not just downtown, we also have several walkability issues that are moving out of the downtown area across the entire city. It goes to the western end and to the northern end of our city. So, for me, it’s not just about downtown; being a more walkable city extends throughout the city. We have a number of initiatives that are in the works now: introducing bike lanes, switching some roads that are one-way to twoway and introducing more pedestrian accentuated cross walks. We have a host of projects going on right now where we are trying to find ways to make our community more walkable, safer to walk and easier for our citizens to walk. We’ve spoken about a lot of progress and projects you’ve accomplished within your year as mayor. What do you think has been your biggest success this year? I think our biggest success is really straightening out things here in city hall, developing a good relationship between council and mayor, investing in people to make sure we get the services administered correctly and investing in our employees and making sure they have training and proper compensation. Those things will help us be more effective when we are administering those services. I think out of this first year, we got ourselves internally focused, so now we’re ready to work externally. I think year two, three and four you will see us on a much more external focus, and I think we’ll be in a better position because we spent this year internally getting ourselves better prepared.

FLORIDA SUPREME COURT JNC ANNOUNCES EXTENSION OF APPLICATION DEADLINE FOR CRIMINAL CONFLICT AND CIVIL REGIONAL COUNSEL
The Florida Supreme Court Judicial Nominating Commission is accepting additional applications for Criminal Conflict and Civil Regional Counsel for the First, Second, Third, Fourth, and Fifth Districts. These appointments by Gov. Ron DeSantis are to fill vacancies created by the conclusion of the fouryear terms of the current Regional Counsels. A description of the duties and details of the position of Regional Counsel for the Offices of Criminal Conflict and Civil Regional Counsel can be found at section 27.511, Florida Statutes. The commission did not receive a sufficient number of applications by the initial deadline to permit the nomination of the minimum number of qualified candidates required by section 27.511(3)(a), Florida Statutes. Accordingly, the application deadline for Regional Counsel is extended to Dec. 24. An application for the position of Criminal Conflict and Civil Regional Counsel for the First, Second, Third, Fourth, and Fifth Districts may be obtained from The Florida Bar’s website. Escambia County Issues Response to NAS Pensacola Shooting
Our thoughts and prayers are with Naval Air Station Pensacola. Escambia County EMS, Fire Rescue and Emergency Management responded in support. District 1 Commissioner Jeff Bergosh: Today was a tragic and sad day and all of our prayers are with the victims of today. We should also be very, very proud of our local first responders who stepped up like the heroes they are and met the threat head on and neutralized it. And, I also want to give special appreciative thanks to our Escambia County EMS personnel for the swift an expert care of the wounded. District 2 Commissioner Doug Underhill: Tragedies such as this are the tests that challenge how well we are prepared to respond to crisis. Our first responders, in collaboration with our Navy partners, performed exceptionally well when it mattered most. Today Escambia County and the Navy reaped the rewards of systematic collaboration and training, and almost certainly prevented what could have been a much greater loss of life. Every one of us should say a prayer for the victims and the first responders, and take a few minutes to consider our own resiliency and preparedness that we might perform as with honor if ever called upon. District 3 Commissioner Lumon May: We are praying for the families, friends and loved ones whose lives
have been changed forever by the tragic shooting at NAS Pensacola today. We ask God to bring comfort to those who are grieving and strength to those who are recovering. Our deepest condolences are with all who have been affected. Commission Vice Chairman, District 4 Commissioner Robert Bender: NAS Pensacola is such an integral, important part of Escambia County and we are very supportive of our military and are keeping all of our thoughts and prayers with them. We continue to support them as Escambia County and as citizens in this time of grief. Commissioner Chairman, District 5 Commissioner Steven Barry: We are heartbroken by the tragedy that occurred at NAS Pensacola this morning. Escambia County Tax Collector Offers Partial Payment Plan for Property Taxes
Scott Lunsford, Escambia County Tax Collector, offers help for those taxpayers who may need to make partial payments for their 2019 property taxes. If a property owner decides to make partial payments, the following information applies: • Property owner must submit an application (found on the back of the tax bill, available at the tax collector’s office and on our website) with initial partial payment. • Partial payments are accepted for current year taxes only from November 1 until March 31. • No discount allowed for partial payments. • A $10 processing fee deducted from each partial payment. • Partial payments are not accepted after March 31, and any remaining balance as of April 1 is delinquent and subject to all applicable penalties and fees. UWF to Offer New Construction Management Degree
The University of West Florida is launching a Bachelor of Science in Construction Management beginning in Fall 2020, pending approval from the Florida Board of Governors. The UWF Board of Trustees approved the program at its quarterly meeting held on Dec. 5, 2019. The proposed program currently operates as a specialization in building construction within the Bachelor of Science in Engineering Technology program. Dr. George Ellenberg, provost and senior vice president, says repositioning it as a stand-alone degree will increase the program’s visibility and provide students and potential employers with a better understanding of the education and training graduates receive from UWF. “We are responding to local workforce demand for the construction management industry, and this offering will help satisfy many of those needs,” Ellenberg said. “Students and potential employers can be assured that this will be a rigorous program that prepares graduates for a career in the field.” Housed in the Department of Administration and Law in the College of Education and Professional Studies, the new program will consist of 120 semester hours, taught in the traditional faceto-face format. Students will graduate prepared for various positions in the
building construction and general contracting industries including, construction management, supervision, inspection and estimation. “The Northwest Florida community will benefit greatly from the addition of this program,” said Dr. William Crawley, dean of the UWF College of Education and Professional Studies. “Alongside building construction occupations, our area is growing and we have the opportunity to retain our graduates’ local talent. Equally important, based on the caliber of our other programs, potential employers can have confidence in hiring the students and alumni of the building construction management program in the future.” The U.S. Bureau of Labor Statistics predicts more than 11% growth in construction management related occupations through 2026 with an annual median wage for construction managers of $93,370. In addition, the Florida Department of Economic Opportunity projects more than12% growth in construction management jobs in the state of Florida through 2026 with an annual median wage of $79,850. In the local counties of Escambia, Santa Rosa, Okaloosa, and Walton, construction of buildings and specialty trade contractors ranked among the top 20 fastest growth industries.
Escambia County Fire Rescue has placed two red bulbs on the “Keep the Wreath Green” fire safety wreath representing two structure fires which occurred on Wednesday, Dec. 4. Escambia County Emergency Communications received a call at 1:49 p.m. reporting a structure fire in the 600 block of Bayshore Drive. Upon initial investigation, smoke was visible in the first floor gathering room at the Riveria Condominiums. The fire was apparently started by three very old extension cords plugged together with Christmas lights. Two of the cords were not UL approved. The second fire occurred in the 7100 block of Community Drive at 10:09 p.m. When Escambia County Fire Rescue arrived, smoke and flames were visible. Four adults were displaced and are being assisted by the American Red Cross. No injuries were reported. The fire was apparently started by an unattended candle left burning on the dresser in the bedroom. There was not a working smoke detector in the home. The related images with this release

The “Keep the Wreath Green” fire safety campaign is a collaborative initiative with the city of Pensacola to promote fire safety during the month of December. During the month-long campaign, five-foot wreaths are on display at 18 county fire stations and five city fire stations, with wreaths also placed outside Escambia County’s Ernie Lee Magaha Government Building downtown, the Escambia County Public Safety Building, Pensacola City Hall and Cordova Mall near the food court entrance. Each time firefighters respond to a residential fire with damage, a green light bulb will be replaced with a red one to remind citizens of the dangers posed by fires in residential home. Winter Queerstice: Pensacola’s all inclusive holiday celebration
by Dakota Parks When people think of the holidays, they often picture food, family and friends. For the LGBT+ community, however, holidays can be alienating. Especially for those with strained or intolerant family relations. One local clinic, Pensacola Osteopaths is hoping to change that by creating a holiday party that everyone is welcome at. Winter Queerstice is a holiday party and a public fundraiser to raise funds for the clinic’s LGBT+ and gender-affirming health care costs. When Dr. Alexys Hillman, an Army veteran, opened Pensacola Osteopaths in May 2018, the focus was on a clinic that provided holistic healthcare, including manipulation services. Osteopathy is a branch of medical practice that emphasizes treatment methods through the manipulation and massage of the bones, joints, and muscles. As Dr. Hillman describes it, osteopathic doctors try to focus on natural remedies and assessing the entire body and mind before prescribing medications. However, Dr. Hillman quickly realized there was a serious need in the community for more than just osteopathic manipulation. At her clinic, they now offer a discounted disability program, primary care for uninsured and low-income patients, rapid HIV testing, free birth control consultations and reduced medication, at-cost Pap smears, and sliding-scale appointments for transition management for transgender and non-binary patients. When Ariel Bailey left the U.S. Navy and transitioned from male to female two years ago, she struggled to find adequate health care providers in the Pensacola region. When she lost insurance and could no longer afford her medical provider, she reached out to Dr. Hillman. Together, they have created the only informed-consent clinic in the entire region for Hormone Replacement Therapy (HRT). Now, Bailey serves as the program manager for their gender-
affirming health care program. The traditional way of handling HRT at medical practices is to require transgender patients to obtain a letter of recommendation from a therapist. This requirement can often take months of therapy sessions and prohibit low-income patients from acquiring medication. Bailey is not only the program manager at Pensacola Osteopaths, but she was also the first transgender patient of the program. “I swear, every day I’m still meeting a new transgender person that thinks they’re the only one. Being a face of an organization allows me to educate people and promote visibility,” said Bailey. “We aren’t just giving out hormones like candy—people actually think that we just give hormones to everyone that walks through the door. We still do lab tests and assess overall health including mental health. We just promote this level of believability—if a patient comes in seeking treatment, we believe them. There is no need for gatekeeping in the medical community. And that’s an amazing thing, as a patient, just to be believed.” The clinic itself is a warm, inclusive environment. From the literature on the coffee tables promoting LGBT+ comics, feminist magazines, and even educational children’s books to a year-round clothing transfer for both homeless and transgender patients to exchange clothing at, the office is rich in diversity. It even features a tiny food pantry. This advocation for patients is at the heart of the Winter Queerstice event. Dr. Hillman’s team at Pensacola Osteopaths believes that medical providers owe their patients a “degree of wellness” and advocation behind and in front of doors. Other HRT providers in town, for example, do not promote hormones for transgender patients on their websites or office literature. “If you’re going to treat them, don’t treat them like they’re a secret—these are people too.
Transgender patients should feel just as welcome to walk into a clinic and get their medication as any other patients in there. I don’t know how anyone can get good health care when they’re not allowed to talk about what they’re getting or what their doctor is doing for them,” said Dr. Hillman. The event is not just about community building, education, and visibility while raising medical funds, it’s also about people. “I’m really looking forward to having people mingling and laughing. It’s such a weird thing, but the thing I’m looking forward to the most is just the laughter and the joy. Being able to bring people together that don’t have to worry about being clocked or deadnamed that typically goes around the holiday season. The whole event concept started from a conversation with one of my patients about LGBT people that don’t want to go home for the holidays,” explained Dr. Hillman. Clocking is a term used to describe when transgender people have been recognized as transgender, or outed as such, rather than the gender they are presenting. Deadnaming is another phrase used to describe when family and friends continue to call transgender people by their pre-transition names, or dead names, rather than their newly adopted and accepted names. The holidays can be a hard time for both of these issues. Winter Queerstice is providing a safe space, free of that struggle, donned with festive decorations, photo stations, refreshments, raffles, and live entertainment. Winter Queerstice will be held on Dec 18, from 6 p.m. - 10 p.m. at the Pensacola Opera, located at 75 S. Tarragona Street in Pensacola. UWF, UF researchers to study issues facing Northwest Florida Estuaries
Researchers at the University of West Florida and the University of Florida will collaborate on a project that supplies new estuary programs throughout Northwest Florida with data. Dr. Jane Caffrey, professor in the UWF Center for Environmental Diagnostics and Bioremediation, and Dr. Matthew Deitch, assistant professor at the UF-IFAS West Florida Research and Education Center in Milton, will collect, analyze and model data. Their work supports the Pensacola and Perdido Bays Estuary Program in Escambia and Santa Rosa counties, the Choctawhatchee Bay Estuary Program in Okaloosa and Walton counties, and the St. Andrews/St. Joe Bays Estuary Program in Bay County. “We’re trying to figure out how to improve the environmental conditions in each estuary program region,” Caffrey said. “And this is something for which you need a lot of science, a lot of monitoring.” The project is funded by a grant from the Florida Institute of Oceanography’s Centers of Excellence Program. The grant will fund a full inventory of historical data, which includes water quality trends, land cover trends and information about activities upstream from the estuaries. “There is not a lot of integration of data because the local estuary programs are in the early stages,” Caffrey
said. “What we are trying to do is take a deep dive into all the information that is out there and try to provide them with synthesis of what we know about each of their systems and what the major problems are.” Caffrey and Deitch will tackle a wide range of issues that area estuaries face; including loss of seagrass, issues with stormwater runoff and the effects of population growth on water quality. “We want to talk with local stakeholders about what they think are the most important problems to address,” Caffrey said. “We would then do some modeling work to see how successful specific projects might be.” Caffrey said she and Deitch could, for instance, create a model that would show how planting beds of oysters in a local bay might affect water quality. She and Deitch would then present their findings to the appropriate estuary program. “There is a reason we’ve lost many oysters and much seagrass recently,” Deitch said. “We want to see what else happened simultaneously. Once we know that, we can start to piece together what we need to return to our estuaries to have those features back in.” Caffrey expects the project to launch in January 2020. GROUPS SEEK GREEN LIGHT FOR ASSAULT WEAPONS BAN Jim Saunders News Service of Florida TALLAHASSEE --- Pushing back against arguments raised by Attorney General Ashley Moody and the National Rifle Association, gun-control supporters contend the Florida Supreme Court should sign off on a proposed constitutional amendment aimed at blocking possession of assault weapons. The political committee Ban Assault Weapons NOW, the gun-control group Brady and a coalition of 13 cities filed briefs Friday saying that the proposal meets legal tests to go before voters. The Supreme Court must sign off on proposed constitutional amendments and looks at the wording of ballot titles and summaries --- the parts of amendments that voters see when they go to the polls. Moody’s office, the NRA and the National Shooting Sports Foundation filed briefs last month raising a series of objections to the proposed amendment, including the NRA taking issue with the term “assault weapons,” which it described as impermissible political rhetoric. But the backers of the proposed amendment disputed such arguments in the briefs filed Friday and said the wording clearly informs voters about the intent of the measure. The proposal emerged after the February 2018 mass shooting at
Parkland’s Marjory Stoneman Douglas High School that killed 17 people. “The intent of the sponsor and supporters, which include law enforcement and military veterans, is to prevent future tragedies by restricting the possession of the most lethal firearms that may be used to commit mass killings,” the Ban Assault Weapons NOW brief said. “The proposal specifically targets semiautomatic rifles and shotguns that are capable of accepting more than 10 rounds at once and does not include any firearms that do not meet the definition of an assault weapon.” Ban Assault Weapons NOW has proposed placing the amendment on the November 2020 ballot, though it is unclear whether the committee can meet a February deadline for submitting 766,200 valid petition signatures to the state. As of Monday morning, it had submitted 124,683, according to the state Division of Elections website. If it does not meet the signature deadline, the committee could try to put the proposal on the 2022 ballot. Backers of another amendment that seeks to expand Medicaid eligibility, for example, are seeking Supreme Court approval of their ballot wording but have already shifted their efforts to the 2022 election. The Ban Assault Weapons NOW pro-
posal calls for prohibiting “possession of assault weapons, defined as semiautomatic rifles and shotguns capable of holding more than 10 rounds of ammunition at once, either in fixed or detachable magazine, or any other ammunitionfeeding device.” The measure builds in certain exemptions, including for assault weapons legally owned before the ban would take effect, though those guns would face a registration requirement. In their brief last month, attorneys for Moody argued that the ballot wording would not give an adequate explanation of the effects of the proposal. “The proposed amendment is, in practical application, a ban on virtually all semi-automatic long guns. This is so because virtually all semi-automatic long guns --- either off-the-shelf or by virtue of broadly available accessories --- hold, or are ‘capable’ of holding, more than 10 rounds of ammunition,” Moody’s lawyers wrote. “The ballot summary does not disclose this effect, which Florida voters are unlikely to understand absent explanation.” The NRA meanwhile, focused heavily on the term “assault weapons.” “The amendment hides behind political rhetoric and a misleading ballot summary to coax voters into abridging their existing right under the Florida Constitu-
tion to keep and bear arms and criminalizing the most commonly owned rifles and shotguns in America,” lawyers for the gun-rights organization wrote. But attorneys for Brady, formerly known as the Brady Center to Prevent Gun Violence, wrote that assault weapons is a “neutral descriptor” and not political rhetoric. “Not only is the history of the term ‘assault weapons’ much more complicated than is presented by opponents, that history is a red herring intended to distract from what is actually at issue --- that the term ‘assault weapons’ is currently widely used and understood by both voters and legislators to describe a particular category of semi-automatic long gun,” the brief said. Also, supporters of the measure said its effects would be clear to voters. “The proposal defines weapons with the most lethal characteristics. That purpose is clear and explicit to the voters,” the Ban Assault Weapons NOW brief said. “A reasonable voter can determine whether the possession of (a) particular weapon is prohibited or whether that particular weapon is exempt under the proposal. Further, the speculation about how many weapons will be banned ignores the exemption for currently possessed assault weapons that are registered.”
PANEL EYES MEDICAL MARIJUANA APPROVALS BY DOCTORS Christine Sexton News Service of Florida ALTAMONTE SPRINGS --- Florida medical board members --- confronted with a new state report that details how a relatively small number of doctors have approved patients to use medical marijuana --- are taking a pass on whether they need to act. Instead, members of a joint panel of the Florida Board of Osteopathic Medicine and the Florida Board of Medicine say they want to better understand the information in a 384-page report that tracks the amount of medical marijuana ordered in the state. “Before we come to any conclusions about providers and the amounts and any other details around why there are outliers, I think we first have to look at the data entry,” said Sandra Schwemmer, an emergency medical physician from Tavernier and chair of the joint panel. The report shows that 1,487 physicians certified patients for using medical marijuana between Oct. 1, 2018, and Sept. 30. But the majority of certifications --- 61 percent --- were done by just 9 percent of the physicians. In all, 291,865 patients had certifications during the 12-month period. The small number of physicians certifying
patients has worried members of the panel who fear that medical marijuana could become the state’s next pill-mill crisis. Before sounding the alarm, though, Schewemmer wants to ensure the information is accurate. “It’s important to be able to make sure all the physicians are entering (the information) the same way, because some of these outliers may not be outliers,” Schwemmer said. The report is compiled from data collected from the Medical Marijuana Use Registry maintained by the Florida Department of Health’s Office of Medical Marijuana Use and the state’s medical licensure database. At a meeting Thursday in Altamonte Springs, Schwemmer asked the Office of Medical Marijuana Use to meet with the physicians on the joint panel and explain how data is entered into the statewide registry. The report also showed during a sixmonth period, between March and September, that more than 1.82 million ounces of smokable medical marijuana were ordered for 128,040 patients. That translates to 113,922 pounds, or 57 tons, of flower marijuana. The maximum amount of smokable marijuana a physician can order for a patient is 2.5 ounces over a 210-day pe-

riod. The report shows that the average amount of smokable marijuana ordered for patients during the six-month period was 2.46 ounces. Florida voters in 2016 approved a constitutional amendment that broadly legalized medical marijuana in the state, but lawmakers initially banned smokable marijuana. That changed after Gov. Ron DeSantis took office in January and pushed lawmakers to eliminate the ban. Florida patients can use medical marijuana to treat 10 specific conditions, such as cancer, HIV, AIDS and post-traumatic stress disorder. Additionally, patients who suffer from conditions that are the same kind as the 10 specific conditions, patients who have terminal illnesses and patients who suffer from chronic nonmalignant pain can qualify. Some patients have more than one qualifying condition, and patients can be certified for low-THC cannabis or types of marijuana that can make them feel high, or both. The report shows that 34 percent of the patients who qualified for medical marijuana did so for the treatment of nonmalignant pain, followed by the broader “same kind” category. Steven Rosenberg, a dermatologist from West Palm Beach and member of
the joint panel, wanted a better understanding of the physicians who were qualifying patients for treatment for posttraumatic stress disorder and whether the physicians were psychiatrists. According to the report, 22.6 percent of the patients who were certified for medical marijuana suffer from post-traumatic stress disorder. Rosenberg said there was really “no objective criteria” for a PTSD diagnosis and that “it’s really up to the physician.” It wasn’t just the amounts of medical marijuana ordered that gave the board members concern. For instance, the report showed that 2,221 certifications were done by physicians who identified themselves as “not practicing.” Those certifications were for low-THC cannabis and medical marijuana by sublingual, suppository or topical routes. Likewise, another 3,203 certifications were done by out-of-state physicians. Staff members said physicians who live out of state but practice in Florida can certify marijuana for patients. Moreover, physicians who have taken proper educational courses and registered with the state can certify patients. But physicians can list “not practicing” in the state database even if they have an active unencumbered license.
