East Garden District Street Diet Makes Room for the Future

hile many of us are planning our new year diets, downtown Pensacola will also be slimming down through what healthcare real estate developer and Pensacola native Chad Henderson is calling a “street diet.”

Henderson is pioneering the East Garden District (EGD) project, which is bounded by Palafox, Chase, Tarragona and Garden streets and spans Jefferson Street. The project is making additions that benefit the safety of pedestrians and strengthens community bonds all while paving the way for a more environmentally friendly city. Henderson estimates this project will cost about $50 million. A primary focus for this project is to improve the walkability of the neglected two-block area by implementing a street diet to Jefferson Street. The street diet will create narrower roadways to calm traffic and wider sidewalks. “The street diet will allow for much more of a walkable environment that promotes pedestrian safety,” Henderson said. “In other words, it will be an environment that is very comfortable for people and allowable for cars but not necessarily comfortable for vehicles. However, you certainly can still have vehicular access. It’s just much more of a pedestrian safe environment.” EGD decided to implement this street diet after seeing the results of Studer Properties’ similar project at Southtowne and the YMCA. The area, located on Intendencia between Tarragona and Jefferson, features wide sidewalks, street lighting and crosswalks. Henderson plans to add onto

that idea of downtown being more pedestrian friendly. The roadside of the wide brick sidewalks will feature tall trees for much needed shade during Florida’s hot summer days. There will also be larger crosswalks and plentiful street lighting, which will help make pedestrians more visible to oncoming vehicles while also driving more foot traffic to nearby shops. “We wanted to make sure that the environment promotes walkability to where you could access a lot of the ground floor retail and experiences along Jefferson and Garden streets,” Henderson said. “And certainly, an element of that is making people feel safe.” EGD also wants to help strengthen Pensacola’s community feel by adding an Urban Plaza to the project. Henderson has looked to the father of Pensacola’s City plan, Elias Durnford, to help establish the community and connectivity the project hopes for. Tosh Belsinger, with 1559 Advisors, has been brought in by Henderson to assist in the development and marketing of the East Garden District project. “The EGD has certainly drawn inspiration from Pensacola’s rich history,” Belsinger said. “When the British took control of Pensacola from the Spanish in 1764, Elias Durnford was appointed Commanding Engineer and Surveyor-General of the new British West Florida. Durnford laid

out a new city plan for Pensacola, much of which is still intact today, including Seville Square and Plaza Ferdinand. The East Garden District’s Urban Plaza on Jefferson Street will pay tribute to Durnford’s vision for Pensacola, and the importance of beautiful public spaces in urban planning and community building.” The Urban Plaza features an open space with plenty of seating and shade for comfortable outdoor eating or a spot to rest and chat with friends. “The motivation for the Urban Plaza was to create places where there could be gathering spots,” Henderson said. “A lot of the EGD was framed up with the mindset of creating spots for people to gather, have human capital exchange and promote ideas of interest in entrepreneurship and other ideas. We wanted to have a good gathering place for people to get together and enjoy our historic downtown and the amenities around it but also foster conversations to move our community forward.” Following their initiative of moving the Pensacola community forward, EGD will also be making environmentally friendly additions to the project. One of the issues facing Pensacola is flooding from rain runoff. So, EGD will slow, treat and store rainwater from the roadways and walkways through environmentally friendly systems such as pervious pavers, subsurface tree storage cells and beautiful rain gardens. “There is always the pressure of storm water within downtown,”

Henderson said. “Implementing a bioretention aspect to the project will help alleviate some of the storm water concerns within this area of downtown, and that was important to us.” Systems like pervious pavers help remove pollutants from the water by absorbing the rainwater into the gravel base before letting the water enter the soil. This filtration system reduces the amount of pollutants that enter the soil. These environmentally friendly systems also add an elegant and modern feel to the area like some larger cities showcase. “This would be, to our knowledge, the first of its kind in the immediate area, but certainly larger cities, such as Austin and Nashville, have utilized these techniques, and we have learned from those examples,” Henderson said. In bringing these revolutionary ideas to the forefront of the establishment of EGD, Henderson hopes to inspire more of Pensacola’s stakeholders to follow his footsteps. “One of the points to note is just how this development can be a case study or a white paper for multiple stakeholders in our community, such as the City, the CRA, the state, Gulf Power and other stakeholders, to showcase what development can look like throughout our downtown,” Henderson said. “It’s really a stakeholder engagement opportunity for a lot of different entities and authorities to come together and talk about good development and moving forward.”

Shelley Guy Reynolds Will Receive Florida Bar Bro Bono Award in Supreme Court Ceremony Jan. 30 The Florida Bar will recognize 22 lawyers for their work on behalf of low-income and disadvantaged clients at a Jan. 30 ceremony at the Supreme Court of Florida. Established in 1981, The Florida Bar President’s Pro Bono Service Awards are intended to encourage lawyers to volunteer free legal services to the poor. The annual awards recognize those who make public service commitments and raise public awareness of the volunteer services provided by Florida lawyers. Florida Bar President John M. Stewart will present the 2020 awards. Shelley Guy Reynolds, a graduate of The Florida State University School of Law in 1989, began her legal career at the State Attorney’s Office in Escambia County. Working in the

juvenile division, she felt most helpful to the families of young, troubled children. Now Reynolds, who has her own practice, works with Legal Services of North Florida on domestic violence cases and child delinquency cases, having invested seven months and more than 250 hours on a case with one child. Reynolds worked to preserve the child’s legal status within the United States and to keep the child from being housed in a Department of Juvenile Justice program. Her stubborn commitment to the child didn’t make her popular with her adversaries, but eventually, thanks to the hard work by co-counsel at LSNF and a special, out-of-town Guardian Ad Litem, they secured a favorable result for the child. Reynolds’ pro bono work changed the way the juvenile court now handles immigrant children’s delinquency cases.

FIRST JUDICIAL CIRCUIT TO HOLD DRIVER’S LICENSE CLINIC TO ASSIST PARTICIPANTS IN RESTORING DRIVING PRIVILEGES

First Judicial Circuit will host a Driver’s License Clinic on Friday, March 6 to assist individuals whose licenses have been revoked, suspended, or cancelled. The event will be held from 9 a.m. until 2 p.m. at the M.C. Blanchard Judicial Building in Pensacola. Staff from the Florida Department of Highway Safety and Motor Vehicles, Escambia County Tax Collector’s Office, Florida Department of Revenue, Escambia County Clerk of Court, Escambia County Sheriff’s Office, Office of the State Attorney, and the Office of the Public Defender, along with judges and court and community corrections staff, will be on hand to assist registrants and provide individualized information relevant to each participant’s personal circumstances. The goal of the clinic is to provide “one-stop shopping” for citizens to interact with the appropriate state agencies and/or the court, so they can determine how to regain their driving privileges. Drivers’ licenses may be suspended for a variety of reasons, including: 1) failure to pay traffic tickets; 2) the accumulation of too many points on one’s driving record; 3) failure to

pay child support; 4) failure to pay or work off fines, fees, and costs imposed as part of a criminal sentence; 5) failure to maintain automobile insurance; 6) failure to register a vehicle or keep or renew the registration; 7) failure to obtain, renew, or return a car tag; or 8) designation as an habitual traffic offender. Licenses may also be revoked as a consequence of entering a plea to certain crimes, such as driving under the influence or certain drug-related offenses. ESCAMBIA COUNTY VETERANS COURT IN NEED OF MENTORS

Escambia County Veterans Treatment Court, January 10, 2020: Escambia County Veterans Treatment Court Judge and veteran of military service, the Honorable Gary Bergosh, resolves to build on previous program success by bolstering the Veteran Mentor program with a kick-off event at the Artel Gallery of Pensacola on January 29, 2020 from 5:30 - 7:30 p.m. Veterans Treatment Court was initiated in 2015 in Escambia County as a proactive response to justice-involved veterans with non-violent criminal conduct related to mental health and substance abuse issues stemming from military service. The program allows honorably discharged veterans the opportunity to engage in the closely monitored program that requires regular court appearances (a weekly minimum in the early phase of the program), as well as mandatory attendance at treatment sessions and frequent and random testing for substance use. Veterans respond favorably to this structured environment, given their past experiences in the Armed Forces.

“Since establishing Escambia’s Veterans Treatment Court, we have seen decreased incarceration for military veteran non-violent offenders and an increase in the number of veterans receiving substance and mental health assistance,” said Judge Bergosh, a retired Marine Corps officer. Current statistics reveal that one in five veterans has symptoms of a mental health disorder or cognitive impairment. One in six veterans who served in Operation Enduring Freedom and Operation Iraqi Freedom suffers from a substance use issue. Research continues to draw a link between combat-related service and/or trauma and substance use. It is hoped that by keeping veterans out of jail and prison, Veterans Treatment Court saves the lives, families and futures of justice-involved veterans, all while reducing costs to the taxpayers. ESCAMBIA COUNTY PUBLIC SCHOOLS FOUNDATION RECEIVES AT&T GRANT FOR STUDENTS TO EXPERIENCE ‘STEM@WORK’ Students at Pine Forest High School will benefit from a statewide investment by AT&T this year - one that seeks to increase understanding of how classroom curriculum translates into STEM (Science, Technology, Engineering and Math) careers. For ten consecutive years, AT&T is working with the Consortium of Florida Education Foundations (CFEF) to provide experiential learning opportunities for students in school districts across Florida through “STEM@Work.” Realworld application of STEM education concepts, problem-solving and critical thinking skills will all be key elements of the 42 separate projects to be organized and funded through CFEF member local education foundations, including the Escambia County Public Schools Foundation. The Cyber Security Career Academy at Pine Forest High School in Pensacola, Florida is part of the school’s Career and Technical Education program that provides high school students elective courses focused on a specific cyberse-

curity/IT career track. This program currently has over 100 students participating in various cyber/ IT courses. Students take career academy courses during the regular school day but only receive a few hours per week of total instruction. Typically, this is not enough training to prepare students for professional level work upon graduation. Therefore, Pine Forest HS, in cooperation with Global Business Solutions, Inc. (GBSI), is proposing this plan for an after-school curriculum to help provide this additional hands-on training and accelerate workforce competencies. The curriculum will include lab activities, exercises, and mini competitions designed to enhance student knowledge, skills and abilities. The grant funds for this program will cover the cost of project books, and programmable project kits that will be reusable for another after-school session. GBSI will provide teacher professional development to the cybersecurity teacher at Pine Forest High School. The business partner and teacher will

co-teach the subject matter and mentor students through hands-on lab exercises and coding challenges. In addition, they will co-teach a classroom of students at Pine Forest HS. After-school activities will be held once a week from 3:30 - 5:00 p.m. Topics will focus on realworld application of security concepts in a coding environment. This training will improve the knowledge, skills and abilities of participating students in fundamental cybersecurity concepts and inspire them to pursue a career path in the cybersecurity field. The students will encounter coding challenges when learning the Raspberry Pi Python software, which is the core of this project. Furthermore, they will explore how software and hardware works together to put the “smart” in our smart devices. Industries engaged in STEM disciplines will create many of the high-value, high-wage jobs of tomorrow, and we also know that many jobs today – and even more tomorrow – will require education beyond a high school degree,”

said Joe York, President, AT&T Florida. “CFEF and other organizations are key to ensuring that young people are exposed to the educational and skills development opportunities to prepare them for success in their careers.” This year’s statewide grant brings the total investment by AT&T over ten years to nearly $1 million. More than 75,000 students have been directly impacted through 476 projects involving 950 local workplace partners in 51 school districts throughout Florida. “When I think back on my school years, the times I got to do something hands-on and outside the classroom are my strongest memories and some of those experiences influenced my career path,” said Mary Chance, president of the CFEF. “We are so grateful that AT&T continues to see the value of giving students experiences that allow them to experience how math and science are applied in careers through STEM@Work.”

Campbell will showcase his original Beatles cartoon paintings created since his retirement from his 50-year career in cartoons. The exhibit will also feature paintings from other cartoons that Campbell was involved with throughout the Golden Age of Saturday Morning Television including Scooby-Doo, Rugrats, Smurfs, Flintstones, Jetsons and more. The exhibit is free and all works are available for purchase. Pensacola Children’s Museum Opens Publix Super Markets Exhibit The Pensacola Children’s Museum (PCM) announces the opening of a new exhibit sponsored by Publix Super Markets Charities. This interactive and educational exhibit will be open at PCM for the next five years. DEFAMATION SUIT FILED AGAINST EX-REGULATOR RUBIN News Service of Florida Staff Alleging “scandalous and false accusations,” an attorney has filed a defamation lawsuit against former top state financial regulator Ronald Rubin, who was fired last summer after sexual-harassment allegations. Attorney Kimberly Grippa, who filed the lawsuit Wednesday in Leon County circuit court, sought to be hired as general counsel of the Florida Office of Financial Regulation last year and then became swept up in the controversy about Rubin’s ouster. Grippa’s role in the controversy stems, at least in part, from Rubin’s allegations that Tallahassee lobbyist R. Paul Mitchell helped orchestrate his ouster as commissioner of the Office of Financial Regulation. Grippa is the exwife of former Leon County Commissioner Tony Grippa, a friend of Mitchell. Rubin has sought to tie the sexual-harassment complaints that led to his firing to a decision against hiring Kimberly Grippa. He has contended that Mitchell was angry about the

hiring decision and is close to state Chief Financial Officer Jimmy Patronis, who led efforts to fire Rubin. In the defamation case filed Wednesday, Kimberly Grippa said Rubin has filed lawsuits alleging she was a coconspirator in an “enterprise” against him. She said the allegations have caused her to be denied job opportunities. The defamation case said Grippa has “no means of defending herself against the unsubstantiated, impertinent, scandalous and false accusations defendant (Rubin) has cast upon her in an attempt to swing the spotlight away from himself and his behavior. Media and press coverage of defendant’s accusations has led to a character assassination of Grippa and her professional reputation. None of the allegations against her are true, supported by evidence and are nothing more than a scandalous attempt to shift focus from Rubin’s discriminatory and scandalous behavior against women.”

RECREATIONAL POT DRIVE TOPS $4.8 MILLION IN DECEMBER News Service of Florida Staff Hurrying to submit enough petition signatures to get on the November ballot, a political committee raised more than $4.8 million in December for a proposed constitutional amendment that would allow recreational marijuana use. The committee Make It Legal Florida raised $4,849,559 and spent $4,048,747 during the month, according to a newly filed finance report. Almost all of the contributions came from the medical-marijuana firms Surterra Holdings, Inc. and MM Enterprises USA, LLC. Surterra, which operates under the name Parallel, contributed $3.54 million, while MM Enterprises, which operates as MedMen, contributed $1.31 million, the report filed at the state Division of Elections shows. The two companies have almost totally funded the political committee, which had raised more than $8.6 million as of Dec. 31. The committee is seek-

ing to pass a constitutional amendment that would allow adults 21 or older to “possess, use, purchase, display, and transport up to 2.5 ounces of marijuana and marijuana accessories for personal use for any reason.” It would need to submit 766,200 signatures by a Feb. 1 deadline to get on ballot. As of Monday morning, the Division of Elections had tallied 294,403 signatures for the initiative. Make It Legal Florida, however, has filed a lawsuit in Leon County circuit court seeking more time for the petition-signature process. The lawsuit challenges a state law passed last year that placed additional restrictions on paid signature gatherers. To reach the November ballot, the proposed constitutional amendment would also need a sign-off from the Florida Supreme Court, which reviews amendment wording

PROPOSAL CALLS FOR ANOTHER FLORIDA U.S. SENATOR

News Service of Florida Staff Florida and other heavily populated states should have three U.S. senators, a pair of Democratic lawmakers proposed Thursday. State Sen. Lori Berman, D-Lantana, and Rep. Joe Geller, D-Aventura, want the Republican-dominated Legislature to ask Congress to propose a U.S. constitutional amendment that would add a senator for each state with a population of at least 6 million. “The United States Senate has become extremely malapportioned to the degree that soon 30 percent of the country’s population will elect 70 percent of the members of the United States Senate,” Berman’s proposal (SM 1652) said. “Conversely 70 percent of the country’s population will elect only 30 percent of the members of the United States Senate, a disparity fraught with unhappy consequences for the vast majority of the country’s population, which will be almost powerless to address many pressing issues

for the overwhelming number of urban and suburban residents of the United States.” The Senate was created with its current allocation of two senators for each state as the founding fathers sought to get support for the Constitution from smaller states. Berman contends in her proposal that when the Constitution was drafted, the population disparity between large states, such as Virginia, and small states, such as Delaware and Rhode Island, was about 10 to 1. Now, with California at 40 million people, Texas at 29 million and Florida at nearly 22 million, that ratio between some states “is closer to 100 to 1, something undreamed of by the founding fathers,” the proposal said. Florida’s estimated population stood at just under 21.48 million as of July 1, a nearly 1.1 percent increase from a year earlier, according to the Census Bureau’s national and state population figures released Dec. 30.

CITRUS INDUSTRY GETS BOOST FROM GRAPEFRUIT News Service of Florida Staff Florida’s grapefruit production continues to climb as the latest forecast for oranges held steady, according to an update on the 2019-2020 growing season released Friday by the U.S. Department of Agriculture. The January forecast maintains orange production at enough to fill 74 million 90-pound boxes, unchanged from December and still ahead of last season’s output of 71.6 million boxes. The forecast for grapefruit, however, grew 10 percent from December to January, after increasing 6.5 percent between October and December. The forecast kept the state’s citrus specialty crops, primarily tangerines and tangelos, at 1.05 million boxes. The industry uses 90-pound boxes as a standard measurement. While Florida continues to lead the nation in orange production and the overall numbers show a resurgence from Hurricane Irma’s decimation of the industry

in 2017, growers continue to struggle. The overall numbers are down from seasonal highs of more than 200 million boxes of oranges 20 years ago, as the industry has faced the impacts of hurricanes, citrus greening disease, a reduction in acres because of the state’s rapid growth and changes in drinking habits. Senate Agriculture Chairman Ben Albritton in December described the industry, which in Florida employs about 50,000 people, as “standing pretty close to a cliff right now.” Albritton, a citrus grower from Wauchula, said, “We’re down, from an infrastructure standpoint, the industry is down to a bare minimum.” The latest issue for the industry is an oversupply caused by processors that signed multi-year deals with foreign growers from Mexico and Brazil. The deals were inked as Florida growers weren’t expected to quickly recover from Irma.
