PENSACOLA COMPANY CREATES COVID-19 RAPID TEST by Gina Castro
Pensacola’s Medical Specialties Group of Louisiana (MSGLA) created a COVID-19 Rapid Test Kit that is able to show results within 5 to 10 minutes. This COVID-19 IgG/IgM Rapid Test functions as a chromatographic immunoassay, which is when an antibody is attached to a support and used to help measure a specific aspect, to detect IgG and IgM antibodies in blood, serum and plasma. John F. Carter of MSGLA explained that the process of the test is just a prick of a finger. The blood sample is then added to the test applicator. If the test results are negative, a solid red line will appear by the “C,” which stands for control. Negative results mean that the IgG and IgM antibodies were not detected. “If you come up positive on this test, then you can self quarantine for the 14 days that the federal government wants. If you come up negative, you go about your day,” Carter said. “If you do come up positive and your symptoms worsen over several days, then you now have to
go to the hospital and tell the health care provider that you tested positive seven days ago.” MSGLA’s website shows that the accuracy for the test ranges between 97.8 percent to 99.6 percent. This rapid test, which is FDA approved, is faster than the Polymerase Chain Reaction (PCR), which is what health care providers have been using to test for COVID-19. PCR results, though very accurate, can take three to five days to give results. Because COVID-19 can take up to two weeks to show symptoms in an individual, this virus is spreading rapidly across the world and the
U.S. As of April 12, there are 19,895 cases of COVID-19 in Florida with 204 cases in Escambia County. “I think the important part is for more people to have knowledge whether they are positive or negative. We need more results to understand where this thing is going. The only way that it benefits all of us is that more tests get done,” Carter explained. “We’re already hearing that hospitals and urgent cares are over crowded. Somehow more testing
needs to get to the marketplace, and we think we have the ability to play a role in that.” The overall cost for this rapid test is $49.95, and at this time, health insurance does not cover its cost. However, Carter said that MSGLA has already submitted the necessary paperwork so that health insurance can reimburse those who purchase this test and are waiting upon approval. MSGLA is also working with local healthcare providers to
get this rapid test into hospitals and urgent cares. MSGLA is unable to test patients within its facility. Carter said that MSGLA hopes to share this test nationwide. They sent a test kit proposal to Vice President Mike Pence, who is a member within the COVID-19 Task Force, and are waiting for his response. The UWWF COVID-19 Response Fund will support families within our service area that are struggling to keep their lights on or pay their bills. It will ensure that seniors and veterans have food on their plates and provide relief to households that can't access adequate childcare or fill emergency prescriptions. It will provide support to nonprofit agencies and programs to nonprofit programs that are providing critical services to our community. If you believe you have become sick, call, do not visit, your health care provider and tell them about your symptoms and your travel history or exposure to a COVID-19 patient. It is important to call ahead before visiting your health care provider. Offices must take proper steps to avoid further spread of COVID-19. If you do not have a health care provider or health insurance, call, do not visit, Community Health Northwest Florida at 850-436-4630 or other community walk-in care locations, and tell them about your symptoms
and your travel history or exposure to a COVID-19 patient. They will determine if you meet the criteria for testing.
Drive-through COVID-19 testing in Escambia County
Drive through testing is available at two locations. IMPORTANT: All patients are required to be screened before arriving at the drive-through testing centers by calling the local COVID-19 Screening Call Center at 850-746-2684. The screening call center is open Monday through Friday from 6 am to 10 pm. The call center staff will assist in helping find the testing center that best fits the needs of each person needing a COVID-19 test. The hours of operation for the drive-through testing centers for COVID-19 are 9 am to 1 pm. UTILITY ASSISTANCE Gulf Power Suspending collections through the end of March ECUA - Will not cut off water to your home or business for nonpayment. Offering payment plan assistance to those with extreme financial losses because of the COVID-19 pandemic. COX (Internet) - Offering a low-income internet tier with no annual contract and relaxing data usage overage charges for all tiers until May 15, 2020. RESOURCES FOR SENIORS Food Resources for Seniors
Council on Aging of West Florida operates over a dozen senior dining sites in Escambia and Santa Rosa counties, from which to-go meals are distributed Monday through Friday at 11 am. First-time clients must first call (850) 432-1475 by noon the day before they desire their meal to sign up. Escambia County is coordinating additional food distribution sites (myescambia. com/covid-19-information-forescambia-county/food-sites-list). Please call the individual site to inquire about qualifications necessary to receive nutrition. SHOPPING HOURS FOR SENIORS Many stores are offering specified shopping hours for seniors. The list is constantly changing so it is recommended you Google: COVID-19 Shopping for Seniors to see if there are any updates: Dollar General: The first hour of operation is reserved for seniors. Call your local store to find out opening times. Fresh Market: Anyone 65 and older can shop from 7 to 8 am. Publix: Anyone 65 and older can shop on Tuesdays and Wednesdays from 7 to 8 am. Target: Stores are reserving an hour on Wednesdays for "vulnerable shoppers." Call your local store to find out exact hours. Walgreens: Every Tuesday, starting Tuesday, March 24 (through April 28), is now Seniors Day with all-day discounts and seniors-only shopping from 8 to 9 a.m. (and now open one hour earlier on Tuesdays for 60 and older to shop). Walmart: Every day from 7 to 8 am is reserved for elder shoppers and those at highest risk for complications from COVID-19. Winn-Dixie: Stores are open 8 to 9 am Monday through Friday exclusively to seniors and highrisk customers. TRANSPORTATION Escambia County Paratransit offers transportation for disabled individuals living in Escambia County. Please call ECAT Customer Service at 850-5953228 if you need assistance with a specific route or have additional questions. Updated information will also available on www. mye s c a m b i a . c o m . E s c a m b i a County Community Transportation will temporarily suspend all paratransit services after 7 p.m. for weekday and Saturday services.
All medical necessary trips will be honored. Sunday service is temporarily suspended. All expired paratransit eligibility will be extended for 90 days. In-person paratransit eligibility interviews will be rescheduled or completed over the phone. In Santa Rosa county, the TriCounty Community Council is committed to providing the safest, most efficient, most courteous and reliable services to the transportation disadvantaged residents. Transportation services are available for all who meet eligibility requirements including the elderly, disabled, and those with low income. Some riders are transported for specific purposes by sponsoring agencies. Riders transported under the NonSponsored program are charged a co-pay based on the service area of the trip, while others may be charged the full cost of the trip. Reservations must be made no later than 12 noon the day before your scheduled appointment. Call (850) 626-6806. VIRTUAL SUPPORT GROUPS The Center for Independent Living operates the Peer Support Group for people with disabilities (including seniors) that will be occurring online on April 7, 2020, at noon. This will be the first time online. People will be able to participate by either calling in or joining on the internet. ESRBA'S COVID-19 CONTINUITY OF OPERATIONS PLAN – PHASE 2 Amidst concerns about the spread of COVID-19 and necessity to practice social distancing, we want to let you know that serving our members still remains our top priority. However, we are taking precautionary actions that may require us to deliver those services in a different manner for a while out of concern for our members, staff, and the community at-large. We have now implemented the infrastructure and work processes to take our office completely virtual, with all staff working from home with few exceptions. We will monitor all new information as it becomes available and reassess at that point. I want to assure you that our commitment and high-standards of service to our members will go unchanged. You will be
able to reach us via our regular ESRBA emails and phone numbers during normal office hours. (Staff contact information is listed at the end of this message.) Noah and I will work with Ballinger Publishing to ensure your subscription to The Summation Weekly goes uninterrupted. I will be coming into the office regularly to check the drop box (located to the left of our front door), mail, and handle other essential administrative tasks. DEADLINE EXTENDED AGAIN TO APPLY FOR BOARD OF BAR EXAMINERS Lawyer applicants are being sought to fill three vacancies on the Florida Board of Bar Examiners. A joint screening committee of Florida Bar Board of Governors members and Board of Bar Examiners members will recommend nine nominees for three lawyer vacancies. The nominations will be forwarded to the Supreme Court to fill three five-year terms commencing November 1, 2020 and expiring on October 31, 2025. Attorney members must have been an active member of The Florida Bar for at least five years, maintain active membership while serving on the board, and be deemed qualified by the Court to assess whether applicants meet the essential eligibility requirements for admission under the Rules of the Supreme Court Relating to Admissions to the Bar . Appointment or election to the bench at any level of the court system will disqualify any applicant. Law professors or trustees are ineligible. Board members of the Bar Examiners must be able to attend approximately ten meetings a year in various
Florida locations. Members should be willing and able to devote the equivalent of three to four days’ work a month, or up to 350 or more hours per year on Board business, depending on committee assignments. Actual travel expenses connected with the meetings and examinations are reimbursed. Persons interested in applying for these vacancies may download the Application for Special Appointment or should call Bar headquarters at (850) 561-5757, to obtain the questionnaire. NEXT DISTRICT 3 COMMISSIONER LUMON MAY NEIGHBORHOOD CLEANUP SCHEDULED FOR APRIL 17 Residents of Brentwood and Aviation Field neighborhoods will have the opportunity to dispose of yard debris and other items free of charge Friday, April 17 during the Brentwood/Aviation Field Neighborhood Cleanup in District 3. Only residents in the designated cleanup area are able to participate in the neighborhood cleanup. Items left at the curb outside of the cleanup area will not be collected. The general cleanup area is south of West Michigan Avenue, west of Warehouse Lane, and north of West Fairfield Drive. See the map below for the details of the cleanup area. During neighborhood cleanups, Escambia County departments team up to bring services to residents in an effort to keep local neighborhoods clean and safe. Participating is easy: Residents in the cleanup area simply leave eligible items at the curb to be disposed of free of charge by Escambia County and partnering agencies. All debris must be at the curb directly in front of your residence by 7 a.m. on the day of the cleanup. Please keep tires and paint cans separate from all other debris. Do not place piles under low-hanging lines or near poles, fences or mailboxes. Items eligible for removal include:
• Household appliances and electronics • Yard waste • Household junk and debris • Bicycles and toys • Old furniture and mattresses • Barbecue grills • Household hazardous waste (old paint, motor oil, chemicals, batteries) • Tires (limit 10 per household)
ESCAMBIA COUNTY COVID-19 UPDATE #47 Florida Department of Health in Escambia County • As of 10 a.m., April 12, Escambia County has had 221 positive COVID-19 cases. Currently there are 28 cases among residents or staff in long term care facilities. These numbers are expected to change daily due to the return of results from ongoing testing. For the most up-to-date information regarding confirmed cases of COVID-19 in Florida, visit the COVID-19 dashboard. The site is currently updated twice daily. • Use the COVID-19 testing self-checker to determine if you need to call your healthcare provider to be tested. • The total number of COVID-19 related deaths in Escambia County is 3.

Since 2016, more than 2,500 of debris were collected and disposed of through the Community Redevelopment Agency's neighborhood cleanups. The county's neighborhood cleanup program is hosted by the Escambia County Community Redevelopment Agency's Safe Neighborhood Program. Local partners include Escambia County Waste Services, Environmental Code Enforcement, Public Works, Animal Services and Road Prison, along with the City of Pensacola Sanitation Department and Keep Pensacola Beautiful. During the cleanups, county staff handle issues such as roaming dogs and cats, unsafe structures, tree trimming, right of way mowing, street sweeping, household hazardous waste recycling and more. CITY TO RECEIVE OVER $450K IN CDBG FUNDING THROUGH CARES ACT As part of the Coronavirus Aid, Relief, and Economic Security Act passed by Congress and signed into law March 27, 2020 by President Donald J. Trump, the local community will receive a combined total of $1,325,041 in Community Development Block Grant funding from the U.S. Department of Housing and Urban Development. ETHICS PANEL REJECTS COVID-19 ANNOUNCEMENTS PLAN JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — The Florida Commission on Ethics rejected a request Friday to alter the state’s 15-year-old lobbying “gift ban,” as a cable-television and internet company wanted to run public-service announcements from Gov. Ron DeSantis and other state officials about the COVID-19 pandemic. Commissioners voted 6-3 to maintain a ban against providing free publicity or exposure, after Charter Communications wanted to run messages from DeSantis on its Spectrum networks, which reach about 2.5 million people across Central Florida and the western Panhandle. “By basically providing elected officials an opportunity to appear in professionally produced public-service announcements, it’s basically an opportunity to provide them with additional advertising opportunities,” said Commissioner Daniel Brady, one of DeSantis’ five appointees to the ethics panel. “There are more news announcements by elected officials on the course and status of the COVID-19 than any of us have ever seen in our lifetimes.”
Commission Chairwoman Kimberly Rezanka, also a DeSantis appointee, warned the carve-out could set a dangerous precedent. “When one person is shown in a PSA, there may be another agency head that may ask to be put in one,” Rezanka said. “And there are companies that analyze how much your name in the paper is worth, or your name on the internet is worth or your name on television.” State law prevents lobbyists and organizations that hire lobbyists from providing gifts to state officials — what is known in Tallahassee as the gift ban. Charter hires lobbyists to work on issues in the Legislature and the executive branch. Charter attorney Ron Meyer argued that the request was strictly to put out narrowly crafted, but timely, messages from leaders — such as the governor and the state surgeon general — about safety during the ongoing health crisis. “A public-service announcement dealing with COVID-19 coming from Ron DeSantis will carry substantially more public weight than one coming from Ron Meyer, who nobody knows,” Meyer said.
COURT BACKS BORROWERS IN LOAN FORGIVENESS FIGHT JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A federal appeals court Friday cleared the way for a lawsuit in which two Florida women allege they were given false information about whether their student loans would be forgiven when they worked in public-service jobs. A three-judge panel of the 11th U.S. Circuit Court of Appeals sided with Amanda Lawson-Ross and Tristian Byrne in the lawsuit against Great Lakes Higher Education Corp., which serviced the women’s student loans. The ruling overturned a lower-court decision that had dismissed the case, which includes allegations that the company violated a state law known as the Florida Consumer Collection Practices Act. The case was filed as a potential class action. A district judge agreed with Great Lakes that a federal higher-education law bars such state-based claims. But the appeals court said the federal law, the Higher Education Act of 1965, does not preempt “state law claims alleging that student loan servicers made affirmative misrepresentations to borrowers regarding their eligibility for a federal program that forgives student loan balances.” The ruling said the Higher Education Act governs disclosure of information such as outstanding principal amounts, interest rates and amounts paid on loans. But it said that is different than the issue about whether Great Lakes gave false information to borrowers. “Although at first blush the subject of the communications at issue might appear to resemble a description of payment plans or options to prevent default, the borrowers were not behind on payments or facing default,” said the 31page ruling, written by Judge Jill Pryor and joined by judges William Pryor and Eduardo Robreno. “Instead, they requested information about a loan forgiveness program for borrowers employed in pub-
lic service jobs, specifically, whether they were in a position to meet that program’s requirements. Great Lakes’ voluntary, personalized, affirmative misrepresentations in the form of advice about whether an individual borrower was on track to qualify for the (loan forgiveness) program was different in kind from any disclosure required” by the federal higher-education law. The ruling said Lawson-Ross earned master’s and doctoral degrees in counseling psychology and went on to jobs at the University of Florida and Florida Gulf Coast University. It said she expected that after 10 years, her loans would be forgiven under the federal public-service program, a belief that was confirmed by representatives of the loan-servicing company. Byrne graduated with an associate degree in criminal justice and learned about the loan-forgiveness program while working for the Pinellas County Sheriff’s Office, Friday’s ruling said. Byrne also alleges that she was given assurances by the loan-servicing company that she would qualify for the program after making payments on her federally backed loans. Both women made payments before finding out that they didn’t qualify for the forgiveness program because of the types of loans they had. The forgiveness program was tied to what are known as federal direct loans. Lawson-Ross, for example, began making loan payments in 2007 and didn’t find out until nearly 10 years later that she was ineligible for the forgiveness program, the ruling said. “Had Lawson-Ross known that her loans were ineligible for the … program, she either could have made sure she was eligible for forgiveness under the ... program (presumably by consolidating her loans) or undertaken a different career path,” said the ruling, which sent the case back to the lower court.

Meyer, who noted Florida is one of the few states to prohibit the direct use of elected officials in public-service spots, rejected an assertion that PSAs featuring lower-ranking agency officials, celebrities or athletes could carry the same impact as PSAs by leaders directly involved in pandemic-related issues. “I’m not sure that (former Tampa Bay Buccaneers quarterback) Jameis Winston could communicate as effectively as perhaps the commissioner of education could, information relating to whether schoolchildren could be returning to the classroom for the last two weeks of the school year,” Meyer said. “And I think parents would probably find the information coming from the commissioner of education or the superintendent of schools more reliable, more credible, timely certainly than a famous athlete.” The vote followed a separate 6-3 decision against a proposal that would have allowed PSAs but only during simultaneously declared national and state emergencies and with state agencies selecting who would appear rather than firms connected to lobbyists. “We have not seen anything like what we’re dealing with before,” said Com-

During a mid-day appearance Friday in Jacksonville, Gov. Ron DeSantis said 225,755 initial claims had been filed this week. “I think it took us a year or certainly many months to reach this level of claims during the great recession,” DeSantis said. “So, this is a shock like we’ve never seen before. So, we’re shifting as many resources to this as we can to meet this real crushing demand.” The U.S. Department of Labor on Thursday estimated that 169,885 jobless claims had been filed in Florida during the week ending April 4, after a record 228,484 claims during the prior week. The numbers for the current week, which runs through Saturday, came as the state took steps to shore up the overwhelmed CONNECT online unemployment system.
MOODY WARNS OF SCAMS WITH STIMULUS MONEY NEWS SERVICE OF FLORIDA STAFF Attorney General Ashley Moody warned Floridians to be alert for scams as the federal government begins sending out money as part of a $2.3 trillion coronavirus economic-stimulus package. “Anytime money is being doled out by the government, scammers will devise schemes to steal as much of it as possible,” Moody said in a video. The first checks to Americans who qualify — up to $1,200 for eligible individuals or $2,400 for people married and filing taxes jointly — are being directly deposited into bank accounts of tax filers who have submitted bank information to the Internal Revenue Service.
VACATION RENTALS REMAIN OFF LIMITS NEWS SERVICE OF FLORIDA STAFF Gov. Ron DeSantis has extended until April 30 an executive order that suspended rentals of vacation properties because of the COVID-19 pandemic. DeSantis late Friday issued an extension of a March 27 executive order that was slated to last two weeks. The March 27 order said “many cases of COVID-19 in Florida have resulted

Commissioner John Grant, a DeSantis appointee and former longtime lawmaker, suggested the commission revisit Leznoff’s proposal so that such public-service announcements could be made during any state of emergency, such as hurricanes. “We could well have hurricanes starting this month, and we could have a big one coming in here and the governor may not have much time,” Grant said. “So I think any time there is a state of emergency, public-service announcements related to that state of emergency should be allowed for the duration of that emergency."
Those steps include increasing the server capacity, offering paper applications and shifting state employees and hiring hundreds of others to field calls and process the massive backload of claims coming in due to the coronavirus pandemic. “I think the things we’ve done have been positive, but if there are more things to do, you know I want to do it,” DeSantis said. He said federal stimulus dollars, which will increase unemployment benefits, should start to arrive soon. “You’re not going to live high on the hog on that, but for people who have lost their jobs, to be able to get that, that I think can make a big difference when you’re talking about kids, when you’re talking about food, and you’re talking about all the necessities of life,” DeSantis said. The Department of Labor report indicates the Florida numbers have been driven by layoffs in a variety of sectors, as businesses shut down or scaled back amid social distancing to reduce the spread of COVID-19, the deadly disease caused by the coronavirus.
“#IRS deposited the first Economic Impact Payments into taxpayers’ bank accounts today. We know many people are anxious to get their payments; we’ll continue issuing them as fast as we can," the IRS tweeted Saturday. Moody advised people to learn when they could receive payments and to be suspicious of anyone requesting personal information in exchange for expedited payments. “The IRS will not initiate contact with tax filers by email, text messages or social media to request personal or financial information,” Moody said in the video. The one-time checks could be weeks or months away for people who didn’t set up direct-deposit accounts with the IRS.

SENATE SAYS NEW LAW SCUTTLES MEDICAID INITIATIVE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Just days after Gov. Ron DeSantis signed a controversial law making it harder to pass ballot initiatives, the Florida Senate is using the law to try to block a proposed constitutional amendment that would expand Medicaid coverage. Senate attorneys filed a six-page document Saturday at the Florida Supreme Court, arguing that part of the new law dealing with required petition signatures should scuttle the proposed Medicaid amendment, which could go on the 2022 ballot. The Senate and House have contended since November that the Supreme Court should reject the Medicaid proposal, which is backed by the political committee Florida Decides Healthcare. But the Senate argued in Saturday’s filing that the new law, signed Wednesday by DeSantis, bolsters its case. The Supreme Court serves as something of a gatekeeper in decid-
ing whether ballot initiatives go before voters. It reviews the wording of proposed initiatives and determines whether they meet legal standards, such as not being misleading and not lumping together multiple subjects The Senate’s new filing focuses on required numbers of petition signatures needed before the Supreme Court will review initiatives. Based on a formula tied to turnout in the 2016 presidential election, backers of ballot initiatives proposed for the 2020 ballot had to submit 76,632 statewide signatures to trigger the Supreme Court review and also meet varying signature requirements in a quarter of the state’s congressional districts. The new law increased the required number of statewide signatures and mandated that requirements be met in half of the congressional districts, up from a quarter. The new statewide threshold for 2020 initiatives went from 76,632 signatures to 191,550 under the new law, according to the Sen-
CORONAVIRUS CONTINUES TO SPREAD AT NORTHWEST FLORIDA PRISON ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE — Four more inmates have tested positive for COVID-19 at a Northwest Florida private prison where a total of 40 people have contracted the highly contagious virus, the Florida Department of Corrections said Saturday. Blackwater River Correctional Facility, a Santa Rosa County prison operated by The Geo Group Inc., now has a total of 34 inmates who have tested positive for COVID-19, the respiratory illness caused by the novel coronavirus. Six prison employees also have tested positive for COVID-19, corrections officials said. The Milton facility, which has a maximum capacity of 2,000 inmates, is so far the state's hardesthit prison amid the coronavirus pandemic. All but one of the state’s 35 inmates who have tested positive for COVID-19 are located at the Panhandle facility. The other prisoner is housed at Sumter Correctional Institution in Bushnell, corrections officials said. As of Saturday, 44 corrections employees at 20 prisons and three probation offices across the state also have tested positive for COVID-19, according to the Department of Corrections' website. Inmates housed at Blackwater — and their loved ones — have been sounding the alarm about prison officials’ response to the virus, which has caused 458 deaths in Florida as of Saturday evening. No inmates or prison staff have died from COVID-19, according to the corrections agency. Natausha Hunt told The News Service of Florida on Tuesday that her son, Gary Ford, had been in quarantine with dozens of inmates at Blackwater for more than two weeks. “He called me panicking and scared, and said, ‘Momma, they are leaving us here to die,’ ” a sobbing Hunt said in a telephone interview. Hunt said Friday that her son had not been tested for the virus, although he has been coughing. Ford
fears he may be infected with the virus because he is housed with inmates who have been tested for COVID-19, Hunt said. Florida Department of Corrections officials declined to comment on Ford’s account, citing federal regulations protecting patients’ confidential health information. State officials, however, maintain they are taking many precautions to prevent the spread of the virus. In prisons operated by the state, new inmates are placed in quarantine, the temperature of inmates who are in medical quarantine is taken twice daily, and inmates in the general population can ask questions and request a temperature check, the Department of Corrections said in an email Wednesday morning. A spokeswoman for the Florida Department of Management Services, which oversees contracts with private prison operators, said Tuesday The Geo Group was taking extra measures to stem the outbreak at Blackwater. The Santa Rosa County health department, which helps test inmates housed at Blackwater Correctional Facility and Santa Rosa Correctional Institution, is conducting random testing of staff and employees, Debbie Stilphen, a spokeswoman with the county agency, told the News Service on Tuesday. “We are randomly sampling staff and inmates from different pods based on the number of specimen containers available,” Stilphen said in an email. Stilphen said the county has enough tests to meet the demand of symptomatic inmates at the two prisons. “The reason we are doing the sampling is to find out who might need to be tested in the process of our investigation,” Stilphen said. Gov. Ron DeSantis’ administration has not revealed how many inmates have been tested for COVID-19 in Florida’s prison system, which houses roughly 94,000 inmates in 145 facilities statewide. State officials also won’t say how many prisoners are in medical isolation due to the virus.
