According to the National Institute of Mental Health, nearly one in five U.S. adults live with a mental illness. Despite how common and prevalent mental illness is in America, talking about mental health can be an uncomfortable topic for many people. A social stigmatization lingers around mental health and leads to a reluctance to talk about it and seek treatment. Navigating the mental health realm can also be confusing: where do you start, how do you pay for it, who should you see and what kind of treatment is best for you? Now, more than ever, with the outbreak of COVID-19 and the preventative measures of social distancing, mental health is an important conversation to be having. We spoke with a licensed mental health counselor, a psychologist and a mental health advocate about how to stay mentally vigilant during crisis, navigate the mental health realm and break down the stigma around mental health. There are several different types of providers for mental health, which may cause confusion for some people: psychiatrists, psychologists, therapists and counselors. A therapist is a broad term for professionals who are trained, and often licensed, to provide a variety of treatments and rehabilitation for people, including talk therapy. Psychiatrists are medically trained doctors that can prescribe medication for patients. Psychologists are PhD level doctors that can diagnose a mental illness and work in conjunction with a psychiatrist to treat a patient; psychologists also do important academic and clinical research. Tamara Powell, a licensed mental health counselor with Empathic Practice, explained the importance of finding a good “fit” with a mental health provider. “Go onto their website, read through their bios and don't just pick one at random. By doing that, you're going to start to get

a flavor of our personality and how we talk because therapist/ client fit, is everything. I tell my clients that in the first session: if you're not feeling it, I want to know,” Powell said. “You're going to be spending a lot of time with this person being very vulnerable, and that's not easy to do. I think it's the most sacred or intimate relationship you can have with a person. Most people tell their therapist things they don't even tell their partner or family. So, it's worth the extra 20 to 30 minutes of research.” Empathic Practice is a multimodal treatment clinic ranging from talk therapy, to nutritional health, mindfulness, yoga, meditation and massage therapy. “Most of my clients tend to be ones who would rather be on as little necessary traditional medication as possible. So, I always tell people that we can start out on the mindfulness tools like yoga and massage,” Powell said. “But, if it comes to the point where they’re still struggling to make it through the day with their presenting symptoms, then we're going to work with a psychiatric practitioner who is going to help with medication.” Paying for mental health treatment is an additional stressor. According to the National Alliance on Mental Illness, in 2018 only 43.3 percent of U.S. adults with mental illness received treatment; however, 64.1 percent of U.S. adults with serious men-

tal illness received treatment. Furthermore, 11.3 percent of U.S. adults with mental illness had no insurance coverage in 2018. Even those with insurance often have inadequate insurance or cannot find providers that accept it. Many therapists and psychiatrists do not take insurance to avoid rushing to diagnose a patient, or to ensure patient confidentiality. As Powell explained, some insurance agencies will push for a diagnosis in the first session with a patient to limit the number of sessions the agency will pay for. Sliding scale appointments are available at most practices to help low-income patients and out-of-pocket patients pay for treatment. Lakeview Center is a leading treatment facility for mental health that serves over 36,000 people annually in 60 programs and services across Escambia, Santa Rosa, Okaloosa and Walton counties. Their behavioral health services include inpatient and resident treatment to outpatient services such as trauma services, psychiatry, counseling, day treatment and intensive, round-the-clock outpatient services. Lakeview also offers nearly all programs on a sliding scale basis to ensure that all patients can afford treatment. Dr. David Josephs, a psychologist and clinical director at Lakeview Center, explained some general warning signs for mental illnesses and explained that it is normal to feel “out of funk” during COVID-19 self-quarantine. “For your loved ones, look out for changes in behavior and how they're functioning. Are they sleeping well? Are their eating patterns different? Are they drinking or using substances more? Are they on edge and angry? If people are noticing changes in their personality right now, it is probably related to the situational stress,” Dr. Josephs said. “It would be very unusual that we wouldn't be ex-

periencing some level of anxiety or outrage in response to what's going on, because it's a very serious problem. However, it should not lead to pathology as long as we recognize changes and engage in practices that we can do at home to help adjust.” Dr. Josephs said that people should continue eating well, exercising and getting the right amount of sleep. He said that the easiest thing to do when you’re feeling stressed, anxious, or overwhelmed is to get some good sleep and see how you feel the next day. Lakeview Center, and many other clinics in town have moved their services to online, virtual sessions, so patients can call or video chat with their therapists and doctors. Dr. Josephs also explained that talking and raising awareness about mental health is instrumental to breaking the stigma around it.

There is also the additional burden of potentially being judged by otahers that it was our fault that we have a mental health problem or that we have a substance-use problem,” Dr. Josephs said. “I think talking more about mental health and talking about mental health in the con-

text of general healthcare is important. They are brain illnesses and we all have a brain—we are all vulnerable” Abraham Sculley is mental health advocate and speaker with Active Minds and Speak2Inspire. Sculley struggled with depression through college and now uses his own story to help encourage others to talk about mental health and end the social stigma around it. After taking a medical withdrawal from UWF, he changed his major from IT to psychology, so he could learn how to help others with their mental health. “In our household, we never really talked about mental health. We never talked about feelings or emotions as much as other people do. When I was going through severe depression, I just thought it was a normal period of life as a college student. I chalked it up to stress that I was experiencing,” said Sculley. “I thought, ‘I just have to get over it or toughen up.’ I was afraid to tell my parents. I later found out that my mom also was diagnosed with depression a while back. Imagine if I had known about that, how much more comfortable I would have been to have that conversation with her instead of trying to hide it and kind of figure it out on my own.” Sculley travels around to different colleges, universities, churches and non-profits to tell his story and discuss what prevents people from seeking treatment and how to overcome that. “It's all about storytelling and education. I believe that we all have a story, and my specific story may not be the exact same experience as someone else, but by normalizing the talk about being diagnosed with a mental illness, getting on medication and the challenges of finding a therapist, I can help others. I want people to know they’re not alone,” said Sculley.

ESRBA'S COVID-19 CONTINUITY OF OPERATIONS PLAN – PHASE 2 Amidst concerns about the spread of COVID-19 and necessity to practice social distancing, we want to let you know that serving our members still remains our top priority. However, we are taking precautionary actions that may require us to deliver those services in a different manner for a while out of concern for our members, staff, and the community at-large. We have now implemented the infrastructure and work processes to take our office completely virtual, with all staff working from home with few exceptions. We will monitor all new information as it becomes available and reassess at that point. I want to assure you that our commitment and high-standards of service to our members will go unchanged. You will be

able to reach us via our regular ESRBA emails and phone numbers during normal office hours. (Staff contact information is listed at the end of this message.) DEADLINE EXTENDED AGAIN TO APPLY FOR BOARD OF BAR EXAMINERS Lawyer applicants are being sought to fill three vacancies on the Florida Board of Bar Examiners. A joint screening committee of Florida Bar Board of Governors members and Board of Bar Examiners members will recommend nine nominees for three lawyer vacancies. The nominations will be forwarded to the Supreme Court to fill three five-year terms commencing November 1, 2020 and expiring on October 31, 2025. Attorney members must have been an active member of The Florida Bar for at least five years, maintain active membership while serving on the board, and be deemed qualified by the Court to assess whether applicants meet the essential eligibility requirements for admission under the Rules of the Supreme Court Relating to Admissions to the Bar​ . Appointment or election to the bench at any level of the court system will disqualify any applicant. Law professors or trustees are ineligible. Board members of the Bar Examiners must be able to attend approximately ten meetings a year in various

Florida locations. Members should be willing and able to devote the equivalent of three to four days’ work a month, or up to 350 or more hours per year on Board business, depending on committee assignments. Actual travel expenses connected with the meetings and examinations are reimbursed. COUNTY, CITY ANNOUNCE SMALL BUSINESS COVID-19 RECOVERY GRANT PROGRAM Escambia County and the City of Pensacola, in partnership with the UWF Small Business Development Center, FloridaWest EDA and the Greater Pensacola Chamber of Commerce have created the Escambia County Small Business COVID-19 Recovery Grant Program. The grant is intended to assist for-profit businesses located in Escambia County with their immediate cash flow needs as a result of a demonstrated economic injury due to COVID-19. The max grant award is $2,500 per applicant or business. The opening date to apply is Monday, April 20 at 8 a.m. CST with a deadline of Monday, April 27 at 5 p.m. CST. The application will be available online starting Monday, April 13, but applications will not be accepted until Monday, April 20 at 8 a.m. Please note that complete applications will be reviewed in the order they are received. Escambia County will fund the grant with a contribution of $100,000 to UWF. The City of Pensacola will contribute an additional $25,000 for businesses within the city, with $12,500 from Mayor Grover Robinson's discretionary fund and $12,500 from District 3 Councilman Andy Terhaar's discretionary fund. “Small businesses are such an integral part of our local economy,” Councilman Terhaar said. “We know these are incredibly difficult economic times for many small businesses in our community, and we hope this grant program

REEL IT IN AMERICA A VIRTUAL FISHING TOURNAMENT Pensacola Sports announced today a virtual fishing tournament—Reel it in America, Fishing for a Cause. The weekly tournament begins today and will run for four weeks. Anglers will have a chance at winning prizes based on the fish they catch. will contribute to their recovery efforts so they can continue to thrive in Pensacola after all of this is behind us.” The Florida SBDC at UWF will assist eligible for-profit businesses with applying for the grant, and UWF will distribute the appropriate funds to businesses who have been awarded grant funds. A thirdparty review board will be created to review applications, determine eligibility and approve the award of grant funding to each applicant on a case-by-case basis using the following parameters: 1. Be a for-profit, privately held small business that maintains a place of business in Escambia County, Florida and established on, or before January 1, 2019. (verified by Sunbiz - dos. myflorida.com/sunbiz/search or hold an occupational or business license). Businesses within city limits applying for City of Pensacola funding must be registered in Sunbiz. 2. Have been a going concern since at least Jan. 1, 2019. 3. Have been mandated by federal, state, or local government to reduce or eliminate services and/or have a demonstrated reduction in sales revenues of 25% or greater due to the loss of business income related to COVID-19. 4. Provide written justification of economic loss or injury caused as a result of the declared disaster, e.g. sales or in-

Part of each entry fee will go towards prizes for the top winners. Plus, Pensacola Sports will donate part of each entry fee to Disabled American Veterans, which are helping veterans affected by COVID-19. All anglers must live along the Gulf Coast (Florida, Alabama, Mississippi, Louisiana, Texas) and the east coast of Florida and follow local, state and federal laws. It is up to the angler to abide by said laws. Anglers must use a rod and reel to catch the fish. Electric reels are allowable. ESCAMBIA COUNTY WELCOMES CHRISTINE FANCHI, NEW TRANSPORTATION ENGINEER Escambia County is pleased to welcome Christine Fanchi as the new transportation engineer. Born and raised in Fort Walton Beach, Fanchi obtained her bachelor’s degree in civil engineering from Auburn University. She is also a graduate of the Leadership in Engineering Administrative Program. She is a licensed professional engineer and a certified professional transportation planner. Fanchi has extensive experience working with large and small municipalities, freeway design, sidewalk design, longrange planning and sea level rise. “I look forward to the opportunity to work collaboratively with residents, partners, and county leadership to foster future economic growth and improved mobility within the county and region," Fanchi said. Fanchi brings six years of experience

with the public sector and 20 years in transportation engineering and planning experience to the county. Most recently she served as the transportation engineering design manager with the City of Fort Lauderdale. Previously, she worked as city transportation planner at the City of Avondale, special projects manager in the street transportation department at the City of Phoenix, deputy project manager for Dibble Engineering, transportation project engineer for CK Engineering and a transportation design engineer for BRW, Inc. in Phoenix, Arizona. Fanchi is known statewide for her commitment to safety and street design for citizens. In 2016, she was awarded Bicycle Professional of the Year Award by the Florida Bicycle Association and in 2020 she received the Complete Streets Champion Award from the Broward Metropolitan Planning Organization.

COVID-19: YOUR ROAD MAP TO LEGAL ADVICE STARTS WITH THE LAWYER REFERRAL SERVICE JEFF NALL EXECUTIVE DIRECTOR, ESCAMBIA-SANTA ROSA BAR ASSOCIATION COVID-19 has impacted our lives in so many ways, creating fear and uncertainty with every twist and turn of the pandemic. The effects of the coronavirus have real consequences including illness, death, deterioration of relationships, and our inability to provide and care for ourselves and our families. Many people are finding themselves in need of knowledge about wills, estate planning, child custody and visitation as well as divorce, landlord and tenant issues, unemployment, bankruptcy, and foreclosure. Seeking help and resources of any kind can be intimidating. Where do we start? Where do we turn? What do we do? We know what part of our life has been upended, but are not sure how to proceed. Luckily, for those in Escambia and Santa Rosa counties who feel they may need legal help, a good place to start is the Lawyer Referral Service. It is provided as a public service by the Escambia-Santa Rosa Bar Association, the professional association of attorneys in the two-county area. But those same alternative-energy backers fear the need to reinvigorate the economy because of the COVID-19 pandemic could ramp up efforts by President Donald Trump to expand oil drilling in federal waters around Florida. “A really great way to create jobs for people is to actually invest in clean energy technologies of the future, which we know are cost competitive to old arcane systems of energy production,” said Aliki Moncrief, executive director of the Florida Conservation Voters. U.S. Rep. Kathy Castor, DFla., said the focus on building a stronger economy “coming out of COVID, coming out of the BP (Deepwater Horizon) catastrophe” has to be based on clean energy. “We know how to do this. YOUTHS AT JUVENILE FACILITY POSITIVE FOR COVID-19 NEWS SERVICE OF FLORIDA STAFF Four youths at a South Florida juvenile-justice facility have tested positive for COVID-19, the state Department of Juvenile Justice announced late Friday. The four cases at the Miami Youth Academy are the first confirmed COVID-19 cases involving youths in Florida’s juvenilejustice system. The department also announced that 10 employees at six juvenile facilities have tested positive, including two workers at the Miami Youth Academy. Four workers have tested positive at the Broward Regional Juvenile Detention Center, while the Palm Beach Regional Juvenile Detention Center, the Miami-Dade Regional Juvenile Detention Center, the Pinellas Regional Juvenile Detention Center and the Broward Youth Treatment Center have each had one infected worker. ARGUMENTS PUSHED BACK IN MAJOR GUN CASE NEWS SERVICE OF FLORIDA STAFF After the state’s lead attorney requested a delay, the 1st District Court of Appeal has pushed back arguments in a battle about a 2011 state law that threatened tough penalties if city and county officials approve gun regulations. The Tallahassee-based court issued an order Friday scheduling the arguments on July 14. The court was scheduled to hear the case June 16, but state Deputy Solicitor General James Percival submitted a filing this week asking for a continuance. The filing said Percival’s wife is expected to give birth to twins and it will be difficult to “obtain help from extended family members and friends during this time given the ongoing coronavirus pandemic.” The state is asking the appeals court to overturn a circuit judge’s ruling that said parts of the 2011 law were unconstitutional. THOUSANDS OF INMATES EXPOSED TO COVID-19 ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida Department of Corrections officials on Friday reversed course and released comprehensive data about thousands of inmates who have been exposed to the coronavirus while incarcerated. Corrections officials said there are 4,062 inmates throughout the state who have been placed in medical quarantine or medical isolation after being exposed to the highly contagious coronavirus. The vast majority of the inmates who have been exposed — 3,906 cases — are in medical quarantine, a practice used to separate individuals who came into close contact with a person who tested positive for the virus or who was symptomatic, corrections officials said. The remaining 156 inmates are in medical isolation because they are suspected of having or confirmed to have the virus, officials said. COVID-19 has been detected in 54 prisons and four probation offices throughout the state corrections system, which has roughly 94,000 inmates, 23,000 workers and 145 facilities. Friday’s reported number of facilities with confirmed COVID-19 cases more than doubled from Thursday, when officials reported cases in 25 facilities and three probation offices. For three weeks, the Department of Corrections refused to release the data, despite numerous requests from state lawmakers, The News Service of Florida and other media outlets. Corrections officials also kept the first two inmate fatalities secret for nearly a week, saying in a statement Friday they held off because they were “determining the proper manner for releasing

The state is not identifying facilities where inmate deaths have occurred, but the News Service has confirmed that all of the inmates were housed at Blackwater River Correctional Facility in Santa Rosa County. Blackwater, a prison operated by The Geo Group Inc., is the state's hardest-hit correctional facility. As of Friday, 34 inmates and nine workers at the prison tested positive for the virus, according to the corrections agency. The Milton prison, which has a maximum capacity of 2,000 inmates, currently has 760 inmates in medical isolation or quarantine, officials said. Nearly all of the inmates at Tomoka Correctional Institution have been exposed to the virus, according to data provided by the state. The Daytona Beach prison, which has a maximum capacity of 1,263 inmates, has 1,126 inmates in medical quarantine or isolation. Seven inmates and three workers at the facility have tested positive for the virus, with 99 other inmates awaiting test results. Sumter Correctional Institution also has been impacted by the virus, with three inmates and two workers testing positive for COVID-19 and tests on 39 inmates pending, officials said. The Bushnell prison, which can house up to 1,639 inmates, has 484 inmates in isolation or quarantine, officials said. As of Friday, 330 Florida prisoners have been tested for the virus, with nearly 54 percent of the test results pending, according to corrections officials. The number of tests that have been performed encompass approximately 0.3 percent of the state’s roughly 94,000 inmates.

DESANTIS ENCOURAGES OUTDOOR ACTIVITY JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis wants people to go outside and exercise while keeping their distances from each other, as part of efforts to slowly reopen the state. DeSantis, who will look to recommendations from a task force on reopening businesses, schools and facilities shut down by the novel coronavirus, said the risk of transmission is “much more” minimal for people who are outdoors and not in large groups. “I think that to be able to get people out in the sunshine and be able to get some fresh air, I’ve always promoted essential activities with recreation,” DeSantis said while in Fort Lauderdale at the opening of a coronavirus testing site. “You just got to do it in a way that’s going to have low risk. If you go run in your neighborhood by yourself, if you’re not coming into contact with anyone, it’s very low risk.” Earlier in the week, DeSantis expressed concerns about a lack of physical activity by people on stay-at-home orders. DeSantis, who was expected to name members of the task force Friday, said Southeast Florida may have a slower revival than other parts of the state, as the largest concentration of coronavirus cases have been in MiamiDade, Broward and Palm Beach counties. His comments came as Duval County opened beaches with restrictions Friday. The task force is expected to follow a similar effort at the White House, where President Donald Trump issued a three-phase reopening plan on Thursday. DeSantis, who has left rules for beaches up to local governments, expects Florida to use the Trump plan as a “baseline.” “It doesn’t mean that Florida is going to do every single thing they say or not say,” DeSantis said.

“But that is a pretty good baseline. So, you look at different things. What does the workforce look like? Some of these businesses, letting people get back to work. I think that that is something that is very, very important.” Trump’s guidelines for a phased reopening leave much of the decision-making to governors. Phase one would allow restaurants, movie theaters, gyms, sports venues and places of worship to operate with physical distancing in place. Elective surgeries would also be allowed. The second phase would seek to reopen schools and reactivate youth activities, along with bars that operate with diminished standing-room occupancy. The final phase would resume all worksites, including visits to senior care facilities and hospitals. The president’s proposal requires the availability of increased testing and a trending down of the number of coronavirus cases before stay-at-home orders and other restrictions are lifted. “We do need to get to a next phase,” DeSantis said. “Maybe Southeast Florida looks a little different than the rest of the state. And I think that that would make sense.” Duval County beaches were being reopened Friday for certain recreational activities under an order issued by Jacksonville Mayor Lenny Curry. “This can be the beginning of the pathway back to normal life,” Curry said in a prepared statement. The order allows people to walk, bike, hike, fish, run, swim, surf and take care of pets, so long as they maintain physical distancing guidelines, with the beaches open from 6 a.m. to 11 a.m. and 5 p.m. to 8 p.m. People aren’t allowed to sunbathe or bring towels, blankets, chairs, coolers and grills. No organized group activities, from picnics to sporting events, are allowed. City golf courses have also been reopened for normal hours, with the same physical distancing guidelines.
