PSC STUDENTS’ ARTWORK ON DISPLAY AT NATIONAL NAVAL AVIATION MUSEUM

… 2… 1… LIFT OFF! You can now see Pensacola State College’s graphic design students exhibition “50th Anniversary of the First Step” at the National Naval Aviation Museum. The works of the nine Graphic Design students will be displayed in the museum until January 2020. The exhibition is the final body of work for the graduating students and pays homage to the Apollo 11 mission, the crew and Neil Armstrong’s 1969 first step on the surface of the moon. “The exhibition exemplifies the creative interpretation of the moon landing through color, fabrication, typography, photography and graphic design,” PSC’s Graphic Design Exhibition Coordinator Mark Hopkins said. Each year, the museum gives out three awards to the graduating students: Most Creative, Director’s Choice and Best in Show. The director of the museum retired Navy Capt. Sterling Gilliam announced the recipients of the awards. Karli Kimmons received the Most Creative award; Devin Bonner received the Director’s Choice award; Lam Nguyen received the Best in Show award. The exhibition – themed differently each year – is an annual project. Graduating Pensacola State students have exhibited their artwork at the museum since 2014, explained Hopkins, a veteran who served 20 years in the U.S. Navy and the Naval Aviation Museum’s former art director. Hopkins said that this exhibition also benefits veterans. “It impacts the military because this is the students’ giving back to the people who served, and in some cases, their family members, or they themselves, have had some connection with
the military,” Hopkins said. The students’ displays covered a wide range of approaches to the theme. One display was of Margaret Hamilton, the lead software engineer of the Apollo Project, standing next to a stack of the handwritten codes she wrote to get the Apollo to the moon. There were also displays about the food the astronauts eat while in space, the evolution of the space suit and the purposes of each part of the space suit, to name a few. Nguyen, the Best in Show recipient, did his display on the evolution of the space suit. “I actually got inspired to create the evolution of the space suit because of a cartoon show I watched as a child. It’s called Dexter’s Laboratory. It was really exciting to be able to approach this project from that mindset,” Nguyen said. Once Nguyen graduates, he plans to start his career as a graphic designer at the Lamar Advertising Company. Hopkins expressed how important the opportunity to showcase these artists’ work in this museum is to their careers. “The motivation behind this exhibition was to get more exposure to our graduating seniors,” Hopkins said. “The first two shows we did were held downtown. So, the only time someone saw their work was the opening day. This museum is the 12th most visited museum in the country, so I can’t give them anymore exposure other than this.”

Nguyen also said how beneficial this exposure is for artists like him. “I’m so appreciative of getting the experience of working at a museum and of Mark, our professor, for giving us the opportunity and Dr. Macon the opportunity,” Nguyen said. “Being able to present my art at such a large scale is just awesome. It’s great exposure.”

On January 1 there are significant changes happening in county court. The judicial branch and clerks of court are working to ensure courts users in Florida are aware of what is going on. • On the first day of 2020: • Dollar limits for civil cases in county court double to $30,000 • Small claims cases are increasing to include amounts up to $8,000, an in crease of 60 percent • Civil filers must include a cover sheet that specifies the amount of money in dispute in cases valued at more than $8,000 • Filing fees remain as they have been and do not change Staff in the OSCA, in the judicial circuits, and with clerks of court are making operational and informational changes in preparation. Florida’s State Courts System and the Florida Court Clerks & Comptrollers worked together to develop a communications plan to inform the public of the changes. Public information officers in 20 judicial circuits and with 67 clerks of court along with communications staff at The Florida Bar are using coordinated messages, graphics, and video on their websites, in their offices, and on social media to make sure the public is aware what is coming. Increases in county courts’ jurisdictional limits were passed by the legislature and signed by the governor. Increases to small claims amounts and the civil cover sheet changes were adopted in rules approved by the Supreme Court. A series of videos featuring clerks of court, a county judge, and The Florida Bar President John Stewart explain different aspects of the changes and are also highlighted on websites and social media. The change should be seamless and invisible to most courts users. Lawyers and self-represented litigants who file electronically will be automatically prompted to include an amount in dispute when filing civil cases. The Florida Courts E-Filing Portal will automatically produce a civil cover sheet in compliance with new rules. Look for these messages on the websites and in the social media feeds of the OSCA and our circuits, along with clerks of court around the state. More details can be found at KnowYourCourt.org.
THE FLORIDA BAR FOUNDATION KICKS OFF 2020 FLORIDA PRO BONO LAW SCHOOL CHALLENGE
MAITLAND, Fla. – The 2020 Florida Pro Bono Law School Challenge will kick off on Feb. 3, 2020. The statewide competition, now in its second year, connects Florida law students with lawyers to partner on pro bono cases from local legal aid organizations. Students and lawyers can visit www.FloridaLawSchoolChallenge.org through April 3, 2020, to pick a case. All 12 of Florida’s law schools will compete to see which can take the most cases. Law students were thrilled to be given an opportunity to learn from lawyers and gain practical experience with clients through the first challenge,” Claud Nelson, the Foundation’s pro bono program director, said. “And, we heard from many lawyers that they had meaningful experiences mentoring a student and giving back to their community.” A core part of the Foundation’s mission is to promote public service among lawyers by making it an integral part of the law school experi-
ence. The Foundation launched the pilot version of the competition in January 2019. More than 300 students and lawyers were matched on cases. Florida Coastal School of Law won the top honor for matching the most students with its own alumni. Florida A&M University College of Law and The Barry University Dwayne O. Andreas School of Law were runners up. “After such a phenomenal response to our pilot, the Foundation knew we needed to continue this successful program,” Florida Bar Foundation President Hala A. Sandridge said. “It’s another unique Foundation project that has gained national attention for creative and efficient strategies that increase access to justice.” Nelson and Eli Mattern, CEO of SavvySuit, the legal tech firm that built the challenge’s online platform, will present on the challenge at Legal Services Corporation’s 2020 Innovations in Technology conference in January.

FLORIDA TAXWATCH RELEASES INTERACTIVE COUNTY COMPARISON TOOL
Florida TaxWatch (FTW) released its 2019 edition of the How Florida Counties Compare report which compares the revenue and expenditure profiles of Florida’s 67 counties to give taxpayers an overview of how their local government stacks up with the rest of the state. With the release of the 2019 How Florida Counties Compare report, FTW has also relaunched an interactive online tool allowing users to compare two counties side-by-side. Florida TaxWatch President and CEO Dominic M. Calabro said, “Florida TaxWatch is proud to announce today the release of the 2019 How Florida Counties Compare report and relaunch of our interactive online county comparison tool. The spending and taxing decisions of county governments have major impacts on the daily lives of every family across our state and it is important for all Floridians to understand where their hard-earned dollars are being spent. We present this report as a resource for Florida’s taxpayers, policymakers, and elected officials as they continue to make critical fiscal and policy decisions influencing the
future prosperity of our state and its residents.” Local taxing and spending are a major part of Florida government operations. More than half of all Florida government revenue (53.1 percent) is raised at the local level, one of the highest shares in the nation. Florida’s 66 county governments (plus Jacksonville’s consolidated government), more than 400 municipal governments, and approximately 1,000 independent special districts spend nearly $80 billion annually. The report presents the most recently available data for each county’s property taxes, other taxes and fees, county and municipal revenues, county and municipal expenditures, and other related measures. While the 2019 How Florida Counties Compare report compares the magnitude and makeup of Florida’s local governments’ fiscal operations, it does not attempt to compare or evaluate levels of service. City Selects Ryan Fitzgerald as Risk Manager The City of Pensacola has selected Ryan Fitzgerald to fill the Risk Manager position, responsible for managing the city’s risk management operations including self-insurance, insurance procurement, claims settlement, overall risk assessment and more. Fitzgerald’s first day with the city was Monday, Dec. 16. Fitzgerald Joins the City of Pensacola from Lafayette, Louisiana, where he most recently served as the Risk Manager for the Diocese of Lafayette. He previously worked in insurance and risk management for the Diocese of Pensacola-Tallahassee in Pensacola. “I’m very excited to work at the city level,” Fitzgerald said. “It’s been an aspiration of mine since I got into the risk management field, so for me, this is a fantastic opportunity not only to be the Risk Manager for the City of Pensacola, but to move back home.” Fitzgerald received a Bachelor of Arts degree in organizational management from Ashford University and an Associate of Arts degree from St. John’s River State College. He also earned an Associate in Risk Manage-
ment professional designation from the American Institute for Chartered Property Casualty Underwriters, which is a nationally recognized institution. While working for the Diocese of Pensacola-Tallahassee, Fitzgerald gained experience handling insurance claims after Hurricane Ivan, working with FEMA along with multiple insurance carriers and insurance adjusters. At the Diocese of Lafayette, Fitzgerald said he experienced risk management on a much larger scale, overseeing 121 churches, 31 Catholic schools, a nursing home and approximately 3,000 employees, with just under $1 billion in insurable assets. Fitzgerald also has previous experience working with data as an senior operations analyst for ADT Security Services, which helped him develop his passion for analyzing risk and finding ways to reduce risk while increasing safety and cost savings for an organization. Fitzgerald said he’s looking forward to bringing his broad range of experience to the City of Pensacola. “Ultimately what I’d like to do is develop a culture of safety
first,” Fitzgerald said. “I want to spend the city’s resources wisely, and I want to reinvest in the city insurance program – things that will help reduce loss and save the city money on premiums. But it’s really about lives. It’s protecting our people – that’s both employees, our citizens and those folks who come to visit Pensacola and use city services.” As the city’s Risk Manager, Fitzgerald’s job duties will include managing the city’s selfinsurance program, designing and supervising a claims management program, administering the city’s group employee benefit insurance programs and taking appropriate steps to either eliminate, prevent, reduce, assume or transfer risk of loss. “Risk management is such an integral part of any organization, and I’m glad to have Ryan Fitzgerald’s expertise here at the City of Pensacola,” Mayor Grover Robinson said. “I’m looking forward to hearing his ideas on how we can improve our insurance policies and overall risk assessment to ensure we are operating as safely as possible for our employees and citizens.”

As of early Thursday afternoon, the state Division of Elections had tallied 615,968 valid petition signatures for the proposal, spearheaded by the Citizens for Energy Choices political committee. Backers need to submit 766,200 valid signatures by a Feb. 1 deadline to be eligible to go on the ballot. Also, they need approval from the Florida
Supreme Court of the proposed ballot wording. The Supreme Court heard arguments Aug. 28 but has not ruled on the amendment, which is opposed by state leaders, major business groups and current players in the utility industry. The proposal calls for creating a “competitive” electricity market that would deregulate the way millions of residents and businesses get electricity.

The bill would allow so-called “transportation network company” drivers to contract for the installation of digital advertising devices that could be put on the roofs of vehicles and would be a maximum of 20 inches tall and 54 inches long. Ads could not be displayed when vehicles are parked or turned off, under the bill.

He was shot in the chest. “Losing a loved one is always hard, but to have Dennis taken from our family in such a terrible and avoidable way on Christmas Eve is absolutely heartbreaking,” Kionne McGhee said in the statement. “We’re thankful for the outpouring of love and support from the community. Even more, we are comforted to know that his works and memory will live on for years to come.” A memorial service is scheduled for 11 a.m. Jan. 4 at Morningstar Missionary Baptist Church in Goulds.

TALLAHASSEE—Florida Agriculture Commissioner Nikki Fried and National Rifle Association lobbyist Marion Hammer sparred Friday after Fried’s lawyers filed a court brief arguing that an NRA-backed gun law is unconstitutional. Hammer, the gun-rights group’s longtime Florida lobbyist and former national president, sent a memo to NRA members accusing Fried of thinking “it’s OK to deliberately violate state law and not be punished.” The memo came after The News Service of Florida reported Thursday that Fried had filed a brief backing cities and counties that challenged a 2011 state law that threatens tough penalties —including fines and potential removal from office—if local elected officials approve gun regulations. A Leon County circuit judge this year found the law unconstitutional, and the case is pending at the 1st District Court of Appeal. “Joining anti-gun cities and counties, Florida’s agriculture commissioner is asking the 1st DCA to allow local government officials to have immunity
from punishment when they intentionally break the law,” Hammer wrote. “Folks, you can’t make this stuff up... who would have imagined such selfimportant arrogance?” That spurred Fried to issue a news release providing a statement about the case and firing back at the NRA. The Department of Agriculture and Consumer Services, which Fried has headed since getting elected last year, oversees concealed-weapons licenses, a closely watched issue by the NRA. “I made a promise during my campaign that the NRA would have no influence over me or our department. I stand behind that promise,” Fried said in the news release. “The out-of-touch NRA simply can’t handle that they’ve lost control, they’ve lost in court, and they’ve lost revenue made at the expense of communities demanding common-sense gun safety. Despite the improved efficiency and accountability we’ve brought to concealed weapons licensing—including up to a 98 percent cut in review times—the NRA can attack me all they want. and counties from passing regulations that are stricter than state firearms laws, a concept known as “preemption” of local gun laws. The 2011 law was designed to strengthen the preemption by adding penalties, such as the possibility of local officials facing $5,000 fines and potential removal from office for passing gun regulations. Dozens of cities, counties and local elected officials challenged the 2011 law last year after the mass shooting at Marjory Stoneman Douglas High School in Parkland. They argued that the potential penalties had made local officials afraid to move forward with gun-related measures that might not be preempted by the 1987 law. Leon County Circuit Judge Charles Dodson in July found parts of the 2011 law unconstitutional, citing issues related to “legislative immunity,” which protects local government officials in their decision-making processes. He also pointed to the constitutional separation of powers, as judges could be asked to rule on penalizing local officials. Lawyers for Gov. Ron DeSantis and Attorney General Ashley Moody took the case to the 1st District Court of Appeal, with the NRA also filing a friend-
of-the-court brief in support of the law. But Fried’s brief, filed Tuesday, said the law violates constitutional immunities provided to elected officials as they make policy decisions. “The act of governance requires independent judgment and discretion on the part of those individuals who are the decision-makers. Immunity is a necessary shield for government and its officials when it exercises this discretion to promote the public good,” attorneys for Fried, the only statewide elected Democrat, wrote. “Without immunity from liability, officials would be tempted to vote for what is safest for them personally, rather than what is best for their community.” Hammer’s memo Friday, however, described Fried as being the “most anti-gun commissioner of agriculture in over 40 years—maybe ever!” “Keep in mind there are 283 cities, 109 towns, and 20 villages in the state of Florida, for a total of 412 incorporated municipalities and 67 counties in Florida,” Hammer wrote. “That means the overwhelming majority of local governments follow the law and are not whining to the courts wanting to be above the law.”
