PENSACOLA LOCAL BROTHERS OPEN MIXEDUSE DEVELOPMENT IMPERIUM by Gina Castro
Mixed-use developments are on the rise in downtown Pensacola. A mixed-use development is a combination of residential and non-residential buildings, such as commercial or industrial buildings. This type of development infuses commercial and industrial with residential living to offer a variety of benefits. Studer Properties was one of the first to invest in mixed-use developments. The company spent a whopping $50 million to build Southtowne, a 258unit apartment complex that opened in 2018. The bottom floor of the property is commercial with restaurants such as SaBai Thai on Jefferson and retail stores such as Bodacious Bookstore and Café and Posh Baby. Studer Properties sold this mixed-use development to Stone Point Capital LLC, a Greenwich, Connecticut company, for $60.63 million in December 2019. Although East Garden District (EGD) has not begun construction yet, they too are investing in mixed-use developments. EGD plans to build a retail and residential property on Jefferson Street. The ground floor will be retail and two-story townhomes will be built above. Mixed-use developments was one of Mayor Grover Robinson’s major talking points during the Pensacola Association of Realtors Commercial Forum in January. “I think mixed use is a great thing. For the most part, commercial and residential uses are very symbiotic,” Robinson said.
“The commercial use provides a service that most people living in the residences need and then the residents provide business for the commercial property. There is a symbiotic relationship that I think can be very good when done the right way.” Brothers and Gulf Breeze natives Paul and Steve Grimes are the developers behind the latest mixed-use development to enter the downtown Pensacola scene. The Imperium is a three-floor building located at 120 West Government St. Steve moved to California for a career with software sales. Paul made a life for himself in East Hill, where he has been a successful appraiser for the last 20 years. Paul and Steve spent a lot of time in Pensacola growing up, and even after moving from the area, Steve visited Pensacola often. During one of Steve’s visits, the brothers got to talking about finding a vacation home in downtown for Steve. Steve wanted a condominium above a commercial space, but they couldn’t find a property for sale that fit his needs. “We are both big believers in the downtown. We wanted to be a part of it,” Paul said. “But, nothing was for sale, so
we thought why don’t we just build something and do it ourselves that way we can have brand new units and add something nice to downtown.” So, the brothers began looking for empty lots in the heart of downtown. Eventually, they found a parking lot across from the Escambia County Courthouse and began building the Imperium. The architect of the project is Pensacola native Brian Spencer. Spencer believes mixed-use properties are on the rise because of their efficiency. “Mixed-use buildings have been the rule vs. the exception for centuries. Prior to the advent of automobiles and the associated construction of high-speed highways and interstates, the mixture and close proximity of commerce and dwellings provided an efficient use of real estate,” Spencer said. “This efficiency is becoming increasingly desirable today, as people realize the benefit of eliminating the less productive time that is spent commuting in a vehicle.” Spencer decided to approach the design of Imperium from a brutalist architectural angle to match the design of the courthouse. “Brian calls that block “brutalistic” because the courthouse is a kind of modern with sharp edges, and it’s not an old style- historic design,” Paul said. “He thought we should be more consistent with that building because it includes the whole block.” The Grimes brothers wanted a very modern, minimalist look, which fit the brutalist style. The face of Imperium is primarily glass windows, and the structure of the building and patios is block-like with sharp edges. The ground floor has three commercial units that are each 685 square feet and priced at $274,000. The professional office space has a single open work area with 12 inch ceilings, built-in kitchenette and a glass storefront, which can be an ideal space for a studio or a gallery.
There is also reserved parking for the commercial units and a gated entrance to the building. Above the commercial units are three two-floor townhomes that are each 2,677 square feet and priced at $1,245,900. The ceilings range from 10 to 22 feet in height. There are two and three-bedroom floor plans and 3.5 bath layouts. The townhome also comes with a large twocar garage and a private elevator to all three levels. Paul said that the garages were designed to fit two cars and a golf cart.
Paul said that Imperium was just the property the Indiana couple was looking for. The couple wanted a brand new, modern building that is fewer than a two block walk from Palafox. One of the major selling points of mixed-use properties is that they are located in the inner city where there is more walkability. However, they did sell a townhouse to a couple from Indiana, which leaves the middle townhome and two commercial condo still available.

PENSACOLA SELECTED TO HOST 2021-25 SUN BELT CONFERENCE BASKETBALL CHAMPIONSHIPS PENSACOLA, Fla. (Tuesday, March 3, 2020) – The Sun Belt Conference announced today that the city of Pensacola, Fla., has been selected to host the 2021-25 Sun Belt Men’s and Women’s Basketball Championships as a part of the league’s partnership with Pensacola Sports, in collaboration with the Pensacola Bay Center, Pensacola State College and Visit Pensacola. Over the five-year agreement, the conference is set to return to 12-team formats for both men’s and women’s tournaments. The 2021 Sun Belt Men’s and Women’s Basketball Championships are scheduled for March 5-8, with first-round and second-round games played simultaneously at the Pensacola Bay Center and Hartsell Arena on the campus of Pensacola State College, and semifinal and championship games played at the Bay Center. Both championship games are slated for live coverage with the women’s final on ESPNU and the men’s final on ESPN or ESPN2. “To build on the rich basketball history across our men’s and women’s programs in the Sun Belt, it was important to find a home for our championships where we could grow and create new traditions for our entire membership,” said Sun Belt Commissioner Keith

BAPTIST HEALTH CARE ACHIEVES MILESTONE FOR NEW CAMPUS, ENCOURAGES LOCAL ENGAGEMENT Baptist Health Care achieved another milestone in the journey to build the community’s new full-scale health campus that will be located at the intersection of Brent Lane and I-110. The locally-owned, not-for-profit health care system has secured financing for the project, successfully closing the public financing transaction on Feb. 12. The Series 2020 bonds were issued through the Escambia County Health Facilities Authority and publicly marketed on Jan. 28, 2020. Proceeds from the bonds will be utilized to fund part of the cost of the flagship replacement campus and refinance existing debt of the organization. Originally estimated at the price tag of $550 million, the cost of the project is now expected to be $615 million following more detailed design and planning. Baptist previously announced the selection of the world-class project team that will be partnering in this major community investment. Gresham Smith will serve as architect. Meadows & Ohly will serve as project manager. Brasfield & Gorrie will serve as general contractor, and Smith Seckman Reid will serve as the medical equipment and technology planner. “We have assembled the best of the best in health care design and construction,” said Mark Faulkner, Baptist Health Care president and CEO. “This new medical campus is a significant investment in the greater Pensacola area for decades to come. Our community can have full confidence that we have carefully and deliberately selected a nationally-recognized team of experts in health care design and construction. And we are firmly committed to engaging local and minority contractors and vendors in this proj-
ect. We are building a campus that our community is going to be very proud of.” Now, through Brasfield & Gorrie, local and minority specialty trade contractors, vendors and suppliers are invited to express interest in participating in the project. A groundbreaking ceremony is planned for summer 2020. The new health campus will provide a central location for clinical care, programs and services that will be easier for patients to access via the I-110 corridor. Equipped with innovative technologies for diagnosis and treatment along with a concentration of related services, the campus will provide a more modern approach to patient experience, wellness and care. House and Senate leaders said Thursday that formal budget negotiations could take place this weekend as lawmakers try to wrap up the 2020 legislative session. House Speaker Jose Oliva, R-Miami Lakes, advised House members to stay in Tallahassee because of a “good possibility” that budget conference committees will meet during the weekend. But Oliva and Galvano said earlier this week that they expected that the session to go into overtime because of delays in negotiating the budget for the fiscal year starting July 1. A budget would have to be finalized by Tuesday for the session to end March 13. That is because of a legally required 72-hour review period before lawmakers can vote. had approved Wednesday. The amendment would need 60 percent support from voters in November to go into effect Jan. 1. A homestead propertytax discount is currently offered to honorably discharged veterans who are 65 and older with permanent, combat-related disabilities. Under the proposal, the discount would remain in place until a surviving spouse remarries, sells or otherwise disposes of the property. If the surviving spouse sells the property, the discount could be transferred to a new residence. The state’s Revenue Estimating Conference has projected the constitutional amendment would cut property-tax revenue by $1 million next fiscal year, growing to $4 million a year.
HOUSE BACKS THC LIMIT FOR MEDICAL MARIJUANA DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE – Pointing to research showing that prolonged use of marijuana can have harmful effects on adolescents, the Florida House on Thursday gave preliminary approval to a proposal that would place a 10 percent limit on the amount of euphoria-inducing THC in medical marijuana for patients under age 21. House members backed a move by Rep. Ray Rodrigues, R-Estero, to add the medical-marijuana amendment to a broad Department of Health legislative package (HB 713). While the THC cap is a priority for House leaders, including Speaker José Oliva, the Senate has balked at the plan. During debate on the proposal Thursday, Rodrigues, who has shepherded the House’s medical-marijuana legislation for years, said limits on the strength of THC, or tetrahydrocannabinol, are necessary to protect developing brains. “Those who say cannabis has no effect on the developing brain are science deniers,” he said. But Democrats objected to the proposed cap, saying it would interfere with patients’ relationships with doctors and is contrary to a 2016 constitutional amendment that broadly legalized medical marijuana in Florida. “We’ve made a decision that this is a legal product for medical purposes. Having made that decision, what dosage is appropriate is something that should be left to the people who are best equipped to make that decision, and members, that is not us,” said Rep. Joe Geller, D-Aventura. Rep. Ralph Massullo, a Lecanto Republican who is a dermatologist, said research proves that adolescents may be
subject to “lasting damage” from cannabis use. “What harm does it do for us as a state to go slow?” Massullo, who supports medical marijuana, said. “For us to not take this step is to put our youth at risk.” Rodrigues’ amendment also would require the state’s medical-marijuana license holders to sell products or lose their licenses. Lawmakers are frustrated because some medical marijuana firms have failed to launch operations while they seek to sell their licenses, which have sold for upwards of $50 million. In addition, Rodrigues’ amendment would create a new testing requirement for smokable marijuana, among other things. Rep. Carlos Guillermo Smith, DOrlando, argued that the state would be “jumping the gun” with the THC cap, pointing out that Thursday was the first time representatives were learning about the proposal, which had not been vetted by committees. Rodrigues’ amendment “does harm” to patients by taking away access and “pushes them into the black market,” Smith said. The amendment was approved on a voice vote, and the House could pass the overall bill as soon as Friday. Senate President Bill Galvano indicated that his chamber would not agree to such a plan, after Sen. Gayle Harrell, R-Stuart, was forced to withdraw a similar amendment during a Rules Committee meeting Tuesday. Harrell dropped the amendment after receiving bipartisan pushback. Galvano, R-Bradenton, told reporters he had been interested in how the THC cap would play out in the committee. “Obviously there was no appetite for that in the Senate,” he said Tuesday.

SCHOOL PANIC ALARMS GET LEGISLATIVE BACKING The Senate and House are poised to approve legislation that would require schools to install panic alarms for emergencies such as school shootings. Both chambers Thursday prepared their bills for approval, making panic alarms the latest school-safety measure to emerge in the Legislature since the February 2018 mass shooting at Marjory Stoneman Douglas High School in Parkland. The House and Senate bills are similar, but they differ in how vendors would compete for a state contract to implement a panic-alarm system for all schools to use. Under the House bill (HB 23), vendors vying for an $8 million state contract would need to be “certified by the U.S. Department of Homeland Security under the Support Anti-Terrorism by Fostering Effective Technologies Act.” The federal law is meant to encourage companies
to develop anti-terrorism programs that “could save lives.” The Senate bill (SB 70) would not provide a dollar amount for the state contract, and the Florida Department of Education would be required to consult with the statecreated Marjory Stoneman Douglas High School Public Safety Commission, the Florida Department of Law Enforcement and the state Division of Emergency Management on the contract agreements. Thirteen of Florida’s 67 school districts have already put in place panic-alarm systems, Rep. Chris Latvala, a Clearwater Republican who is helping shepherd the House bill, said Thursday. If the House bill passes and a school’s current panic-alarm system does not meet state requirements, the school would need to change its system, Latvala added.
FEDS BOOST TESTING AID AS CORONAVIRUS CASES CLIMB CHRISTINE SEXTON NEWS SERVICE OF FLORIDA QUINCY–Gov. Ron DeSantis on Thursday said the federal government will send “tens of thousands” of novel coronavirus testing kits to the state and asked people not to purchase a type of tight-fitting mask to protect themselves from the contagion. DeSantis, speaking to reporters during an appearance in Gadsden County, also announced that five more people have tested positive for the coronavirus, a contagious disease known as COVID-19. That brought to nine the number of Florida-related coronavirus cases, a total that includes one nonFlorida resident who is being detained in the state. One of the new cases involves a 72-year-old Santa Rosa County man with underlying medical conditions who had recently traveled abroad. DeSantis said the Florida Department of Health is conducting an investigation but that the man is “not in shape to fully answer all the questions.” The other four new cases, meanwhile, involve residents who have tested positive for COVID-19 but aren’t in the state. They won’t be allowed back into Florida until they test negative, DeSantis told reporters. “So we don’t anticipate that having any impact on the people actually living in Florida,” the governor said. The state also is trying to quickly gear up to test people for the virus. DeSantis said the federal government is sending testing kits to Florida. The final destinations will be hospitals and doctors’ offices, as the state tries to meet an edict from the federal Centers for Disease Control and Prevention to allow anyone who a doctor suspects has the virus to be tested. “We don’t have them yet, we’d like
to get them, obviously, as soon as possible,” DeSantis said. “We certainly believe that would help things. Especially if we’re in a situation where we have a surge of people showing up with symptoms. Being able to do that local testing would make a big, big difference.” DeSantis also asked people to refrain from purchasing what are known as N95 masks, a type of tight-fitting mask, as a precautionary measure to prevent COVID-19 infection. “For just the average person going to Amazon and buying a mask, that is not what you need to be doing. The CDC has been very clear on that. In fact, if you put the mask on, you are more likely to be fiddling around your face and actually you may be more likely to transmit the virus if you are in contact with it,” DeSantis said. “Those really need to be used for health-care professionals that are treating patients.” COVID-19 was first reported in Wuhan, China, on Dec. 31, and has spread to dozens of countries, with cases popping up in various U.S. states. The Florida Department of Health has stockpiled about 150,000 masks, DeSantis said. Vice President Mike Pence was expected to meet Thursday with 3M, a company that manufactures the masks. DeSantis previously had announced that a Florida resident had been detained in Washington state after traveling back from Asia. That means five of the nine cases involve Florida residents who are not in the state.
