DRONES SEND REAL ESTATE TO

NEW HEIGHTS

In recent years, drones have been used for a wide range of things. They have been used by the military for surveillance beyond enemy lines.

They have been used for entertainment and have even become a popular Christmas present that can connect to WIFI and be controlled by your smartphone. Drones have been used for monetary purposes, too. In 2013, Amazon released a concept video where it used drones to deliver packages to customers. Today, companies across the nation are using drones in commercial and residential real estate. Pelican Drones, a company based out of Pensacola, is using drones to provide premium aerial photography, videography and industrial drone services.

“It’s a great tool to highlight the surrounding amenities and businesses, places of interest or water proximity,” Pelican Drones owner Chris Ton said. “It’s the full package here because in Florida, we have so much water, golf courses and neat natural resources, but to add a little bit more of a punch to the listing, an aerial shot goes a long way.”

to capture the entire property. You can use Pelican Drones to show how close your home or business is to schools, the beach, interstates or night life. Pelican Drones can also enhance your video project with voice-over, text overlay, licensed music and 3D animations. Multiple Listing Services (MLS) statistics shows that properties that include aerial imagery are 68 percent more likely to sell than properties without aerial imagery.

I think that’s the biggest point,” Ton said. “Everyone wants to stand out on Google, Zillow and MLS, and to do it properly, your iPhone just can’t compete with the level of drone professional HDR interior ground stills and fullblend marketing video. It really sets you apart in this digital age.”

“What we’re getting back from our clients is nothing but repeat requests for us to keep doing what we’re doing to their high end home, boats and yacht listings,” Ton said. “We’ve seen properties with over million dollar price points move as fast as a week after seeing the imagery.”

Pelican Drones offers several styles of drones.

They have heavy lift film drones to a more day to day real estate and construction related drone, which doesn’t have as much noise and doesn’t require as much set up

time. When someone calls in for a real estate inquiry, Ton said that they go over a menu of real estate related services which includes everything from drone photos to a full blown walk through video or a 3D 360 tour. Once you have selected the service you want, Pelican Drones schedules a date with good weather to do the shoot. They also discuss the properties best selling points and make a plan of action to focus on those areas.

If you do decide to use drones to showcase your property, make sure the company you go through is licensed through the Federal Aviation Administration (FAA) and insured with an aviation policy. The civil penalties for utilizing a drone for commercial purposes without first obtaining a remote pilot’s certificate from the FAA are up to $32,666 for each incidence.

“We’re surrounded by an international airport, a navy base, the helicopter flight training center for the navy that buzzes all along the beaches and everywhere else, so it’s certainly something you’re going to want to utilize a professional in the area for this service.”

FAA’s website also states that if a drone interferes with wildfire suppression, law enforcement or emergency response efforts, whether it was deliberately or recklessly, the pilot can be imposed with a $20,000 civil penalty per violation. MARCH 16, 2020 FIRST JUDICIAL CIRCUIT RESPONSE TO COVID-19 The First Judicial Circuit is closely monitoring developments in our community, state, and nation as it pertains to the COVID-19 pandemic.

In compliance with the March 13 administrative order of the Supreme Court of Florida, all jury trials in the First Judicial Circuit (with the exception of those which have already commenced) are suspended. While essential court functions must continue, the First Judicial Circuit will comply with the recommendations of the Centers for Disease Control, which has stated that gatherings of more than 50 people should be discontinued at the present time.

In order to minimize the risk to those who must attend court proceedings in person, and to comply with CDC guidance, access to the courthouse and to courtroom proceedings will be limited effective immediately. Only

those persons with business before the court, or with agencies housed within the courthouse facilities (such as the Escambia County Clerk of Court, Office of the State Attorney, or Office of the Public Defender) should attempt to enter courthouse facilities. Furthermore, only necessary participants will be allowed into any court hearing, to include witnesses, attorneys, and parties, as well as essential court staff. Criminal proceedings for which more than 50 people are scheduled to be heard will take place at staggered intervals, in order to limit the number of people gathered in one area. Those persons who have no official business to conduct and are not necessary participants will not be allowed in the facility, according to Chief Judge John Miller. “Our goal is to provide services to the fullest extent possible while protecting the public health and safety.

ESCAMBIA COUNTY COVID-19 UPDATE #2 The Escambia County Joint Information Center is distributing updates around 10am and 2pm Monday through Friday to streamline communication from our partner agencies regarding COVID-19. As this dynamic situation unfolds, the frequency of these updates may change if there is breaking news.

Individual organizations will continue to send news releases. This list of information is what has been provided to the JIC from our partners.

Ascension Medical Group Sacred Heart On Monday, March 16, 2020, Ascension Medical Group Sacred Heart is opening the first regional drive-through testing center for COVID-19 Monday, March 16.

• IMPORTANT: All patients are required to be screened before arriving at the drive-through testing center by calling the Ascension Sacred Heart COVID-19 Screening Call Center at (850) 746-2684.

• The screening call center will open on March 16 at 6am and will be open Monday through Friday from 6am to 10pm • For the week of March 16, the hours of operation for the drive-through testing center for COVID-19 will be 9 am-1 pm Baptist Health Care • Baptist Health Care continues to see patients as scheduled.

• Baptist Health Care has no presumptive positive or confirmed cases of COVID-19 in any of our facilities at this time.

• We continue to follow all CDC protocols, including implementation of screening protocols and measures to provide for the greatest access while ensuring the safety of our patients, visitors and team members. Physical isolation areas have been set up in the ERs at all three BHC hospitals (Baptist, Gulf Breeze and Jay) for those who meet CDC criteria for possible COVID-19. The modifications and air handling are constantly monitored to ensure that they meet regulatory requirements.

• As always, we ask that visitors who are not feeling well consider other ways of connecting with loved ones who are hospitalized, such as through FaceTime.

• We are continually updating our website and encourage the public to visit eBaptistHealthCare.org for information and updates.

Health Information Provided by the Florida Department of Health Currently, there are no confirmed COVID-19 cases in Escambia County.

• The COVID-19 test is not designed to be a screening tool for asymptomatic people. If you meet the screening criteria for COVID-19 (experiencing symptoms, have a travel history, or exposure to a COVID-19 patient), contact your healthcare provider. Call, do not visit, your health care provider and tell them about your symptoms and your travel history or exposure to a COVID-19 patient. They will determine if you meet the criteria for testing.

• If you don’t have a health care provider or health insurance, call, do not visit, Community Health Northwest Florida at 850-436-4630 or other community walk-in locations, and tell them about your symptoms and your travel history or exposure to a COVID-19 patient.

They will determine if you meet the criteria for testing.

• The best way to prevent illness is to avoid being exposed to the virus. The Department recommends everyday preventive actions to help stop the spread of respiratory diseases, including: – Staying home when you are sick and avoiding contact with persons in poor health; – Avoiding touching your eyes, nose and mouth with unwashed hands; – Covering your cough or sneeze with a tissue, then disposing of the tissue; – Washing your hands often with soap and water for at least 20 seconds,

especially after going to the bathroom, before eating, after blowing your nose, coughing or sneezing; – If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol.

Always wash hands with soap and water if hands are visibly dirty; and – Cleaning and disinfecting frequently touched objects and surfaces using a regular household cleaning spray or wipe.

• The Department of Health updates Florida’s COVID-19 information page daily. Please visit www.flhealth.gov/ covid-19 for the latest information.

• For any other questions related to COVID-19 in Florida, please contact the Department’s dedicated COVID-19 Call Center by calling 1-(866) 7796121. The Call Center is available 24 hours a day. Inquiries may also be emailed to COVID-19@flhealth.gov.

Escambia County • Escambia County and City of Pensacola are following the CDC recommendation that organizers cancel or postpone all publicly-permitted, inperson events that consist of 50 people or more beginning Monday, March 16, until further notice.

Pensacola International Airport • Pensacola International Airport continues to monitor coronavirus (COVID-19) and stay in regular contact with state and local partners to ensure a coordinated approach for any necessary response.

• At this time, the airport is open and fully operational. Airport staff will continue to work to provide a safe and easy travel experience for passengers and will update as directives come from the Florida Department of Health.

• Travelers who are not feeling well are encouraged to please stay home and reschedule travel plans. Some airlines are waiving cancellation fees due to the public health concerns in regard to COVID-19. Please check with your airline to confirm if this is an option for your flight.

• The airport has increased the frequency at which public touch points are cleaned, such as elevator buttons, escalator handrails, chair armrests, counter tops and other high-traffic public areas. Hand sanitizer stations are also located throughout the terminal for the public’s use.

• Pup Patrol activity in the terminal will cease until further notice.

• Airport USO center is closed until further notice.

• United is cancelling the Chicago flight for the month of April.

Escambia County Supervisor of Elections Supervisor of Elections David H. Stafford today offered Escambia County voters some tips to prepare for Election Day, Tuesday, March 17, including actions the Election Office is taking to for COVID 19 Preparedness.

• The health and safety of our community – including voters, poll workers and staff is our top concern.

• Voters and election workers are reminded to help prevent the spread of respiratory diseases, like COVID 19 by taking everyday precautions.

• We have directed our poll workers and staff to wipe down equipment frequently, to wash their hands thoroughly and often, as stay home if they’re sick.

• Our office is providing each polling location with a limited supply of hand sanitizer, disinfectant wipes and tissues; however, voters are encouraged to bring their own sanitary items with them to the polls as desired.

• “Over-the-counter” Vote-by-Mail ballots can be picked up by voters (or their designees) at our office Saturday until 5p.m., Monday, and Election Day (emergency only).

• Confirm the location of your polling place prior to Election Day: It is listed on your sample ballot, voter information card, online at EscambiaVotes. com, or call 595-3900.

• Several polling locations have changed since the last election. A list of the changes is attached.

• Busiest times at the polls tend to be from 7 - 9am, and from 4 - 6pm.

• If you are unsure of your registration status, check EscambiaVotes.com, email us at soe@escambiavotes.com, or call 595-3900.

• If you need to update your address, contact us prior to Election Day so you can be directed to your proper polling location.

• Photo and signature ID is required for all voters – if you do not present an approved form of ID, you may vote a provisional ballot.

• Florida holds closed primary elections. Only registered Republicans and Democrats are eligible to vote in this election.

• Registration books closed on February 18 – new registrations and party changes for this election may not be made at the polls.

• You may not return your completed vote-by-mail ballot to your precinct on Election Day – it must be returned to the Elections Office by 7pm.

• If you requested a vote-by-mail ballot but chose not to return it and wish to vote at your polling place instead, please bring your unvoted ballot package with you so it can be cancelled.

Escambia County School Board Escambia County School Superintendent Malcolm Thomas announced on March 12 that in an attempt to prevent the spread of COVID-19, the Escambia County School District will take the following measures to restrict students and employees traveling within and outside of our district, and specifically, out-of-state: • Following the order by the Governor and Commissioner of Education, all school districts in the State of Florida will be closed for Spring Break and one additional week.The start of state testing will also be delayed by a minimum of two weeks. For Escambia County, Florida, this means Spring Break will be March 16 – 20, and all employees that were originally scheduled to work during Spring Break should report to work next week as planned. Spring Break will be used to further clean and sanitize school campuses, district facilities, and school buses. This time will also be used to update the district’s educational continuity plan.

• For the week of March 23 – 27, no student nor employee should report to school or to work. During the mandatory second week closure, all district employees will receive their regular pay.

• The plan at this time is for all students and employees to return on Monday, March 30.

• All student after-school activities and athletic events are canceled starting Monday, March 16 through Saturday, March 28.

• The School Board of Escambia County will still hold their Regular Meeting on Tuesday, March 24 at 5:30 p.m., in Room 160, at the J. E. Hall Center, 30 E. Texar Drive.

• Superintendent Thomas will be providing updates to families and staff by automated telephone messages. Parents and employees are encouraged to monitor district media sources, including the district website.

• Effective immediately, all out-of-state school-related travel for both students and staff members is suspended for the remainder of the school year.

• All student and staff school-related instate travel is suspended for the next 30 days, at which time, requests may be re-evaluated to determine feasibility of travel within the state of Florida.

• All student field trips will be suspended for a period of 30 days, and future requests will be evaluated after that time.

• Outdoor sporting events will be considered on a case-by-case basis. Events

involving teams traveling here from other counties will be canceled if that county has had any incidents of COVID-19. Example: The Aggie Classic has been cancelled.

• Based on current guidelines from the Department of Health: Anyone (students/faculty/staff/etc.) who travels to any foreign country, must self-isolate for 14 days upon return. Anyone (students/faculty/staff/etc.) who goes on a cruise, anywhere, must self-isolate for 14 days upon return.

University of West Florida • The UWF John C. Pace Library is providing a limited number of laptops for students who do not have a computer to check out for the entire two-week period.

• University of West Florida students resume classes Monday, March 16 with instruction from faculty delivered remotely. Last Wednesday, the State University System of Florida mandated all universities transition to remote instruction. Face-to-face instruction at UWF is currently set to resume on March 30.

• All university-sponsored events scheduled from March 16 until March 30 taking place on campus, at other UWF instructional sites or off-campus must be postponed, canceled or virtually conducted.

• Faculty and staff business meetings will continue as scheduled unless notified otherwise. Faculty and staff should consider hosting meetings virtually, when possible.

• UWF Athletics: The Gulf South Conference has suspended all athletic competition, countable athletic-related activities, and off-campus recruiting for an indefinite period. This decision was made after thorough collaboration between the conference office, university presidents and chancellors, and the league’s athletic directors.

• All university-sponsored domestic and international travel (business-related travel, study abroad, exchange, faculty-led programs) is prohibited until further notice unless approved by a University vice president. Only travel deemed essential by a vice president will be approved.

Pensacola State College • The health and well-being of Pensacola State College students, faculty, staff, and the community are always the most important priority of the PSC administration. PSC is in constant communication with local county health officials as well as state agencies regarding the COVID-19 virus, and we are continually monitoring the situation.

• Pensacola State College will be on spring break the week of March 16 through March 22. In addition, coinciding with the Governor’s required K-12 closings, all Pensacola State College classes are suspended from March 23 through 29.

• During the time that classes are suspended, the PSC administration will monitor conditions to determine what further actions are needed after March 29.

• All full-time employees will report to work the week of March 23. Kelly Services staff and work-study students will be permitted to return to work the week of March 23, as well. Any employee with special circumstances that will prevent them from returning to work should contact their supervisor as soon as possible.

• All PSC events have been postponed through the end of April, for example, the Lumberjack Festival that was scheduled for March 28.

• PSC is asking that all students, faculty, and staff frequently check their email, the PSC website, social media, and the local media for further updates from the college.

LAWMAKERS TO VOTE THURSDAY ON $93.2 BILLION BUDGET JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida lawmakers will vote Thursday on a record $93.2 billion budget for the upcoming fiscal year that includes spending $500 million to increase teacher pay and bolstering reserves as the novel coronavirus threatens state revenues.

The budget was distributed Sunday evening, starting a legally required 72-hour review period before lawmakers can vote on it. The House and Senate scheduled floor sessions at noon Thursday and announced precautions because of the coronavirus, known as COVID-19.

The House, in part, will close its public seating galleries to visitors and is “excusing any member from attendance who has symptoms associated with the virus or who meets the criteria for being part of the higher risk population,” according to a memo Sunday from Speaker Jose Oliva.

Also, the House and Senate will not hold a traditional “sine die” ceremony at the end of session, an often-raucous event that draws a crowd of lawmakers, lobbyists, staff members and reporters to

the fourth-floor rotunda of the Capitol.

Despite concerns about lawmakers spreading the virus, they cannot legally cast votes without being present, a memo from Senate President Bill Galvano, R-Bradenton, said.

“Florida’s Constitution and laws do not contemplate the Legislature conducting votes remotely,” Galvano’s memo said. “This public health emergency certainly provides reason to explore changes to our laws that may allow such an option in the future; however, as it relates to this vote, in the midst of a pandemic, I am not willing to risk a legal challenge that could prevent our budget from being promptly enacted.”

Galvano also wrote that the Senate will “take significant precautions to mitigate the risks associated with group gatherings. Staffing for the sitting will be minimal and limited to those staff specifically designated by the chief of staff, secretary, sergeant, majority office and minority office. We will also forgo a traditional sine die ceremony in the rotunda. While the Capitol will remain open, members of the public are strongly encouraged to avoid congregating in the public gallery and the rotunda.”

TALLAHASSEE — State political candidates faced a deadline last week to file reports showing how much campaign money they raised in February.

Here are top legislative fundraisers for the month. Incumbent lawmakers could not raise money in February because of the ongoing legislative session.

FLORIDA JOBLESS RATE AT 2.8 PERCENT IN JANUARY NEWS SERVICE OF FLORIDA STAFF

Florida’s unemployment rate stood at 2.8 percent in January, as the state released the first figures for 2020 on Monday. The numbers showed an estimated 291,000 Floridians out of work from a labor force of 10.44 million.

The Florida Department of Economic Opportunity will release February unemployment numbers on March 27.

For January, the seasonally adjusted employment rate represented a new low, dropping 0.1 percentage point

Hendry County had the highest unemployment rate in the state, at 5.1 percent, followed by Citrus County at 4.9 percent. The county rates are not seasonally adjusted.

Galvano also pointed to “recalibration that took place” related to “everything else that’s going on today with the reaction to the coronavirus.”

Bradley and Cummings, in part, resolved numerous education and healthcare issues, including setting aside $500 million to increase teacher pay across the state.

The current year’s budget totals about $91 billion. The House initially proposed a $91.37 billion budget for the 2020-2021 fiscal year, which starts July 1, while the Senate proposed a $92.83 billion spending plan.

GILLUM GOING INTO REHAB FOR ALCOHOL ABUSE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Saying he “fell into a depression” after losing the 2018 race for governor, Democrat Andrew Gillum on Sunday announced he is going into a rehabilitation facility because of alcohol abuse.

The announcement came after an incident Thursday night in a South Beach hotel room, where a man reportedly overdosed. Gillum was in the room, and a police report said he was “unable to communicate with officers due to his inebriated state.”

Three small bags of suspected crystal meth were found in the room, police said, but Gillum later denied doing drugs.

In the statement released Sunday night, Gillum 40, said that after “conversation with my family and deep reflection, I have made the decision to seek help, guidance and enter a rehabilitation facility at this time.”

“This has been a wake-up call for me,” Gillum said in the statement.

“Since my race for governor ended, I fell into a depression that has led to alcohol abuse. I witnessed my father suffer from alcoholism and I know the damaging effects it can have when untreated. I also know that alcoholism is often a symptom of deeper struggles.

Nearly 300 state consumer-protection employees could have their salaries and benefits held up when the new fiscal year begins under part of a proposed state budget that requires removal of gas-pump inspection stickers showing pictures of Agriculture Commissioner Nikki Fried. The proposed $93.2 billion budget (HB 5001) says about $20 million from the Department of Agriculture and Consumer Services would be placed into reserves until Fried’s agency submits a plan for removing the stickers, which continues a fight between Fried, the only statewide elected Democrat, and Republican legislative leaders. “The department may request release of funds upon submission of the plan for approval by the Legislative Budget Commission,” the budget says, referring to a joint House and Senate commission. "I now need to firmly focus on myself and my family,” Gillum said. “I will be stepping down from all public facing roles for the foreseeable future. In the disputed stickers, Fried’s face appears next to the words “inspected and approved for accuracy,” along with her name and a consumer assistance web address and phone number. The replacement design includes the department’s logo, the commissioner’s name and contact information below a statement of “Approved for Accuracy,” all atop a background in blue shades that depict ranch and farm images.
