THE MAKING OF A NEW DOWNTOWN DISTRICT How Placemaking is the Key Element in East Garden District by Gina Castro Where do you stay when you visit vibrant cities like New Orleans or Miami? Do you stay in a hotel eons away from all of the action? Of course not. You find a spot a couple of blocks from interesting landmarks, inviting bars and restaurants and whatever else the city has to offer. Whenever there is a city heavy with history and culture, you can’t help but want to explore it. The element that lures you to those busy, welcoming parts of towns is placemaking. Placemaking is designing a city or community with the intention of catering to people. “You certainly can seek out a place to stay that just checks the box of a hotel room, but then there are other places to stay that will check more boxes of being ingrained within the district or the community that it serves as a magnet for the district,” Henderson said. That people-centered aspect is what Chad Henderson is hoping to accomplish through the East Garden District (EGD). Henderson hopes to make the East Garden District hotel the space Pensacola visitors will gravitate toward to feel ingrained within the district and Pensacola community. Henderson calls the hotel “the anchor” of this development because it will not only draw tourists to EGD and the rest of downtown but also it will be a space for locals to enjoy. “I travel quite a bit throughout the country. For me, when I’m traveling, I always seek out the local experience,” Henderson said. “I want this hotel to be that for the folks traveling to Pensacola. If you want great local flavor, this hotel within the East Garden District would be a place to stay and not only explore the East Garden District but explore the greater downtown and all it has to offer.”

Although Henderson and his team are not ready to announce the brand or soft flag of the hotel, Henderson did share more details about their plan for the hotel. The hotel, which will be at the corner of Chase and Jefferson Street, will have at least six floors, approximately 150 rooms, some event space, a rooftop bar and a very inviting lobby with food and beverages available for tourists and locals to enjoy. Henderson’s plan for a street diet, which narrows the street and expands the sidewalks, for Jefferson Street is making progress with the City. This diet will increase the walkability and safety of EGD for visitors. Henderson recently announced that construction for the first EGD building is underway. The Well, which shares a wall with the brewery Perfect Plain, is a wood cellar aging program that will serve aged beer and cocktails. DC Reeves, the owner of Perfect Plain and Garden and Grain, decided to be a part of the EGD development by opening The Well. Reeves opened Perfect Plain in November of 2017, which was before Henderson’s plans for EGD came to the surface. “We feel like we took a leap of faith by not being on the main drag,” Reeves said. “We were not 100 percent sure how we would be embraced in the beginning. We certainly envisioned that area [EGD] has the potential to be a new downtown district. We feel like East Garden District makes a lot of sense to be this new, up and coming place for people to gather. I’m really excited about EGD and even more excited that somebody like Chad, who is passionate about our community, is stepping up and investing in an area we want to make great.” Reeves has a history of tying

the historical background of Garden Street to his businesses. Perfect Plain was named after the way Rachel Jackson, wife of Andrew Jackson, described Pensacola in 1821. The name Garden and Grain was inspired by the law in the 1760s which gave property owners north of Garden Street a residual garden lot. Reeves decided on the name The Well because of how settlers from the 1800s repurposed beer and wine barrels into water wells. square feet will be dedicated to the bar and seating area. “Our goals were to maintain historic and structural integrity of this building and then also meet our clients needs and wants,” Principal Architect of Dalrymple Sallis Architecture Scott Sallis said. “The end result was keeping the building but trying to create a warm cozy elegant atmosphere inside. It’s going to intentionally contrast Perfect Plain.” Reeves said his newest space will definitely be the more refined space out of his three properties. The Well will have darker tones for a more roman-

PENSACOLA BEACH LIFEGUARDS RETURN TO TOWERS WEEKEND OF MARCH 1 Pensacola Beach Lifeguards will return to their towers the weekend of March 1 for the 2020 lifeguard season. Initially, one to three towers at Casino Beach will be manned from 9 a.m. to 5 p.m. seven days a week, shifting to 10 a.m. to 6 p.m. beginning Sunday, March 8. As summer approaches, staffing will increase to provide coverage at up to 10 towers, including the towers at Gulf Islands National Seashore, which are staffed starting Memorial Day weekend. Pensacola Beach Lifeguards have maintained a presence on Casino Beach throughout the winter since the 2018 season ended Oct. 14, primarily through patrol vehicles. Residents and visitors are urged

to exercise caution when visiting the beach and swimming in the Gulf, especially when lifeguards are not present: Follow the posted beach condition flag warnings. DONOR GIFTS $150,000 TO SUPPORT UWF DEPARTMENT OF MUSIC STUDENTS, HONOR DIRECTOR OF STRINGS The University of West Florida announced today a gift of $150,000 by an anonymous donor honoring Dr. Leonid Yanovskiy, the director of strings in the UWF Music Department. The gift will support the Arthur Thal Scholarship Endowment, which benefits students studying any string instrument. “The UWF Department of Music has an esteemed reputation and this generous gift allows us to continue to retain musical talent in our community and attract talent from around the country,” said Howard Reddy, vice president for university advancement. “Additionally, it is a deserving honor to Dr. Yanovskiy, who has shared his time and talents with UWF.” Yanovskiy has been a member of both the UWF faculty and Concertmaster of the Pensacola Symphony Orchestra for 20 years. The Summation Weekly TOLLS GO UP ON PANHANDLE BRIDGE AFTER LEGAL FIGHT NEWS SERVICE OF FLORIDA STAFF – After a legal battle with bondholders, the Florida Department of Transportation has raised tolls on a financially troubled Panhandle bridge. The department announced this weekend that it was raising tolls on the Garcon Point Bridge, which opened in 1999 over part of Pensacola Bay but has had inadequate toll revenues to meet financial obligations. The department’s move came after Leon County Circuit Judge John Cooper last week ordered that tolls increase. UMB Bank, which is the trustee for bondholders, filed the lawsuit in December

TOBACCO CASE GOES TO SUPREME COURT NEWS SERVICE OF FLORIDA STAFF – The Florida Supreme Court is being asked to take up a multimilliondollar lawsuit against R.J. Reynolds Tobacco Co. that involves the death of a man who started smoking at age 12. The estate of John C. Price filed a notice this week that is a first step in asking the Supreme Court to hear the case, according to documents posted on the court website. The request came after a divided panel of the 1st District Court of Appeal in October tossed out a verdict against R.J. Reynolds because of an error in jury instructions and ordered a new trial in the Duval County case. The appeals-court ruling said Price, who started smoking at 12, smoked two to three packs of cigarettes a day for most of his adult life. The lawsuit against R.J. Reynolds is what is known as an “Engle progeny” case

DESANTIS, PENCE TO DISCUSS CORONAVIRUS NEWS SERVICE OF FLORIDA STAFF – Gov. Ron DeSantis and Vice President Mike Pence are scheduled Friday afternoon to discuss the coronavirus, as the state and federal governments deal with the spread of the highly contagious virus. DeSantis and Pence are slated to meet at 3 p.m. in Palm Beach County, where Pence and

The dispute stems from about $95 million in bonds that the state-created Santa Rosa Bay Bridge Authority issued in 1996 to pay for construction of the bridge. The situation has been complicated because the bridge authority has been effectively defunct since 2014, according to court documents. The lawsuit focused on whether the Department of Transportation should be required to raise the tolls. Cooper in December directed the department to increase tolls, but the department did not act by Feb. 1, spurring UMB Bank to go back to Cooper and request the order that he issued last week. The department raised tolls, effective Sunday, from $3.75 to $4.50 for two-axle vehicles when motorists use the SunPass system and to $5 for motorists who pay cash. It also trimmed a discount for frequent users of the bridge.

FLORIDA REPORTS TWO CORONAVIRUS CASES JIM SAUNDERS NEWS SERVICE OF FLORIDA - TALLAHASSEE --Gov. Ron DeSantis’ administration said late Sunday that Florida has two “presumptive positive” cases of the coronavirus involving residents of Manatee and Hillsborough counties. DeSantis issued an executive order directing state Surgeon General Scott Rivkees to declare a public health emergency as Florida tries to control the spread of the contagious disease, known as COVID-19. “I have been working with federal partners and our Department of Health to ensure that communities are ready to handle the challenges presented by COVID-19,” DeSantis said in a prepared statement. “The dedicated professionals at our county health departments, as well as those working at local medical providers, are well equipped to address these and future cases.” The cases in Manatee and Hillsborough counties are the first in Florida, as the virus has spread to dozens of countries after starting in China. The first U.S. death from the disease was reported Saturday in Washington state. The Manatee County case involves an adult who does not have a history of traveling to countries that have been identified for restricted travel by the federal Centers for Disease Control and Prevention, the Department of Health said. The person, whose name, age and gender were not released, sought health care and will remain isolated until cleared by public-health officials. “The Florida Department of Health is working closely with the patient, their close contacts and health care providers to isolate and monitor persons who may have been exposed to COVID-19 and implement testing of anyone who may develop COVID-19 symptoms, including fever, cough, or shortness of breath,” a department news release said. The Hillsborough County case involves an adult with a history of traveling to Italy, which is under a travel warning from the Centers for Disease Control and Prevention because of an outbreak of the respiratory illness. The Hillsborough County patient is isolated and will remain so until cleared by public-health officials, the Department of Health said. DeSantis, Rivkees, Lt. Gov. Jeanette Nunez and other officials are slated to hold news conferences Monday in Tampa and Miami at Department of Health facilities. Statements released late Sunday sought to give assurances about the state’s response to the two cases. “This is the scenario that we prepare for every day in public health,” said Rivkees, who doubles as secretary of the Department of Health. “The department is moving forward with the appropriate plans, and we are working directly with the Centers for Disease Control and Prevention and local medi-

cal providers to ensure these individuals receive the proper treatment and that anyone who has come into contact with them is following the necessary protocols, limiting or stopping any further spread.” No vaccine exists for the virus, and federal health officials say a vaccine won’t be ready for another year to 18 months. U.S. Sen. Marco Rubio, R-Fla., issued a statement Sunday night saying he will work to get federal aid to help Florida with the virus, which emerged late last year in China. “The health and safety of every Floridian, especially the elderly and those with compromised immune systems, remain my highest priority,” Rubio said. “I will continue to work with the Trump Administration and Governor DeSantis to ensure our state has the resources and information it needs. I am working with my colleagues in Congress on a funding package to ensure Florida has every available federal resource to respond to the coronavirus, and I look forward to its swift passage in the coming weeks.” The announcement of the cases came a day after the Department of Health said state laboratories in Jacksonville, Tampa and Miami can now test for the coronavirus, instead of having to send samples to the Centers for Disease Control and Prevention in Atlanta. Deputy Secretary of Health Shamarial Roberson said that will shorten the time to receive results from tests. Rivkees said Friday that the department was monitoring 150 people for COVID-19 and that 15 people had tested negative for the deadly virus. Another four people, Rivkees said, were still under investigation. In addition to Florida conducting its own testing, Roberson said Saturday the state has revised guidelines about which residents should be tested for COVID-19. The new guidelines are based on federal recommendations and include testing people who fall into two main categories. The first group includes people who have recently traveled to and from China, South Korea, Iran, Italy and Japan and have fever and acute upper respiratory infections. Testing also is recommended for people who have been in close contact with someone who has tested positive for COVID-19 and are suffering from the symptoms. In addition to those groups, Roberson said the Department of Health is recommending COVID-19 testing for people who have been hospitalized with fevers and acute upper respiratory infections but who have tested negative for influenza. Roberson said people who fall into those categories and want to be tested should first call county health departments, which are charged with collecting samples. The collections are done by swabbing people’s noses or throats.
