Child abuse is on the rise. Prior to the pandemic, Escambia County already had a higher rate of child abuse than most other counties in Florida. Since the pandemic, however, those numbers have increased dramatically. In fact, we’ve seen a 33 percent increase in physical abuse, sexual abuse and neglect in just the last three months according to Gulf Coast Kid’s House (GCKH), an area non-profit that provides counseling and legal services to victims of childhood abuse and their families. Organizations like GCKH provide critically needed counseling, deposition and legal services for victims in a comprehensive, one-stop environment. Having these services under one roof limits the number of strangers a child has to repeat the story of their abuse to, and it makes all of the necessary appointments much more manageable for the family as a whole. Because their clients are children, we rarely hear the personal stories of how GCKH helps victims of abuse. Once grown, many victims understandably do not want to relive their abuse publicly. However, once in a while, a survivor comes forward to share their story in the hopes that it will help another victim and bring awareness to the organization that supported them through their process of surviving childhood abuse. For Hannah, the abuse began at age two. “My mom took me to the doctor because I kept telling her that daddy hurt me,” Hannah said. “She took me to the doctor, and he did an exam. He didn’t see anything, which is very common with molestation because there aren’t always visible signs.” The abuse, which included sexual, physical and verbal abuse, continued in secret until Hannah’s mother, Robin, left her father when Hannah was eight years old. Her father threatened Hannah to keep quiet, and she never said a word. Even so, Robin knew something was off enough that she didn’t trust him alone with Hannah. “He was abusive to me, so whenever I separated, I had suspicions. I was really concerned that if something had not already happened, it very well could,” she remembered. “So, we left, and an investigation was done through Child Services. It was found that he had not done anything, but they still saw him as a risk, so they recommended supervised visits.” For the next few years, Hannah was seeing a therapist and having supervised visits with her father. Around age 13, Hannah wanted a break from the visits. “I decided that I wanted to pause visits for a while because he had gotten on a huge tangent and just threw a yelling, screaming fit in a visit one time, and I
wanted a break. So after a couple of months, he scheduled an appointment with the therapist that we had been seeing. He told her what had happened because he thought that was why I didn’t want to see him. “ Assuming Hannah had told her therapist about the abuse, her father confessed to everything. As one can imagine, the therapist was shocked that this had happened to Hannah and no one knew. She was also shocked that the father showed no remorse and attempted to justify his abuse by claiming it came from a place of love. “My therapist just played along with him and got all the information out of him that she could,” Hannah said. “She recorded it and then confirmed with me that it had happened.” For Hannah, the truth coming out sent her world into a tailspin. “All of it was just so confusing,” she said. “I always thought that wrong things had been done to me, but I never had any kind of perspective as to how bad it was. Once everyone knew, it was hitting me in the face that, ’Oh my God, this is really bad.’ I started using a service dog around that time because I couldn’t leave the house.” Hannah found that her friends started to drift away as well. “I definitely had a lot of friends that did not know how to support me. When you are going through something like that, it really is so much effort to pick up the phone, send a text or call somebody. So, people get frustrated that you don’t want to text them back or call them.” Hannah advises young people to stick by their friends who may be going through something similar, saying, “Just be there for them. If you haven’t heard from them in two days, just let them know you are thinking about them.” Robin remembers that Hannah was “emotionally raw” at that point. “She couldn’t go outside, and she couldn’t be around anyone else because she was so exposed emotionally,” she said. “Some of the best advice I got from counseling was to just let Hannah hurt. Let her hurt and let her express that however she needed to. I tried to listen to her and let her tell me what was go-
ing to be helpful for her.” Once the truth had been uncovered, charges were filed, and friends pointed the family in the direction of GCKH. Both Robin and Hannah are grateful for the help and support they received from GCKH, and they don’t know if they would have gotten the outcome they did without the organization. “So we called, and that was just the best thing ever, in a very horrible situation,” Robin said. “Looking back, I don’t know how we would have ever navigated through all of the legal process and got the counseling we needed in one place. I couldn’t imagine having to go from building to building and office to office and relive the story each time. I can’t imagine Hannah having to meet all these different people—strangers. There’s no way that we would have been able to stick with the process.” For Hannah, GCKH provided a safe place where she knew everyone was fighting for her. “I had a therapist, and there were victim’s advocates and things like that along the whole way,” she said. “Every deposition I did, I had someone sitting right there in the room with me that was literally just there to be a comfort to me—to keep me company. At the Kid’s House, everything is in this one building. It’s not the sheriff’s department. It’s not an interrogation. The whole process was a lot less grueling with the help of the Kid’s House. It was the same team throughout the process, so I got to know them. The prosecutor was amazing. She was so sweet to us, but you could tell she was just an absolute bulldog in court, and she was. I still actually sometimes go back and do the counseling because I can quit or restart for as
long as I want, whenever I want.” For Robin, GCKH helped her deal with the grief and the guilt she felt as a parent “Going into counseling—especially the group therapy—was so beneficial for me,” she said. “I wasn’t alone. Any caregiver that had a child that had been a victim of abuse, whether it be sexual or physical, they were in there, and it all happened on their watch, so to speak. We all have the same thing in common—how did this happen? How did I not know? I also learned so much about the predator and how they function. One of the things I learned was that it had absolutely nothing to do with me. There was nothing I could have done because they are a predator, and they will find their prey. I might have caught on to some tactics, but then the tactics would have changed. I couldn’t have prevented him from being a predator. Bottom line. He was a predator and he preyed. That’s the biggest thing I would want a parent or caregiver to know—it’s not your fault.” Once the case got to court, Hannah’s father confessed to everything and still maintained that he had done nothing wrong. It took the jury 30 minutes to convict him and he was sentenced to life in prison. “We were fortunate in our situation—we got a conviction, and he’s now in prison for life. That wouldn’t have happened if we didn’t have GCKH to help us through all the legal processes and encourage us to stick with it. Hannah had to testify in the trial, and it would have just been too traumatic to try to get through that on our own. During the whole trial process, there was counseling, as well as the legal assistance. It’s really hard to put in words what they do for families.

As a mom, having this happen to your child—the shame and the embarrassment and the guilt is just overwhelming. But to have a place like GCKH where they are on your side—where you know that they’re fighting for you and your child is so amazing. They want a conviction as much as you do. They want to see everything work out. They want to see it through to the end. That’s what I felt from day one when we went in there. They directed us every way we needed to go. It was life changing for us. I don’t say that flippantly. Hannah is a functioning adult now. I’m thrilled that she’s willing to tell her story and put it out there to help others. Without the counseling and support that we had at the Kids House, her experience would have been a lot different.” Hope & Healing: A Campaign to Support Gulf Coast Kid’s House Since 1998, Gulf Coast Kid’s House (GCKH) has been providing the community child abuse education and prevention. GCKH combines all of the professionals and resources needed for the intervention, investigation and prosecution of child abuse cases under one collaborative roof. Due to COVID-19, all fundraising events in 2020 to raise money for GCKH have been cancelled, prompting the pressing need for the Hope & Healing Campaign. The Hope & Healing Campaign is an online fundraiser that runs through December 31, 2020. All donations go to ensure the continuation of GCKH’s mission to end child abuse and heal families through collaborative intervention, family support and prevention education. The Florida Bar Foundation will be accepting nominations for the 2021 Medal of Honor Awards until February 1. The Medal of Honor Award is given in two categories. The first category is for members of The Florida Bar, including practicing lawyers, judges, or teachers in the legal field. The second category is for non-lawyers, including lawyers who are not currently practicing. All nominees must be Florida residents. Nominees in the lawyer category must have a demonstrated dedication to the mission of The Florida Bar Foundation, which seeks to provide greater access to justice in Florida. Nominees must also be demonstrably committed to the purpose of The Florida Bar, which strives to inculcate in its members the principles of duty and service to the public, to improve the administration of justice, and to advance the science of jurisprudence.

UPDATE: LANGLEY AVENUE ROUNDABOUT PROJECT Due to weather delays, the new substantial completion date for the Langley Avenue Roundabout. Project is expected to be Wednesday, Nov. 25, weather permitting. Langley Avenue at Hilltop Drive will reopen to traffic at that time, but drivers are reminded that the area will remain an active construction zone until final completion of the project. Traffic will continue to be detoured in the area until Nov. 25. Drivers are asked to use alternate routes if possible and to follow all posted speed limit signs along the detour route. A city construction inspector will continue to monitor the project prog-
ress daily. This project is intended to provide safe entry and exit from the Hitzman Park complex, as well as provide an element of traffic calming for this stretch of Langley Avenue. The outstanding items on this project include finalizing the aesthetic enhancements, including ornamental landscaping and low-impact development stormwater features. THANKSGIVING COOKING SAFETY TIPS FROM PENSACOLA FIRE DEPARTMENT With the Thanksgiving holiday right around the corner, the Pensacola Fire Department encourages residents to practice safe cooking now and throughout the year. Most home fires and home fire injuries are caused by cooking. Thanksgiving is the peak day for home cooking fires. “While you plan your menus, also plan for fire safety – check your smoke alarms and make sure they are working,” said Pensacola Fire Marshal Annie Bloxson. Here are a few tips to follow: • Stay in the kitchen when you are cooking at high temperatures. • Stay home when cooking your turkey and check on it frequently. If you leave the kitchen, set a timer to remind yourself food is simmering or baking. • Keep children and pets at least 3 feet away from the stove. • Wear short or close-fitting sleeves while cooking on the stove. • Keep pan/pot handles turned toward the back of the stove.
Risks to consider when using a turkey fryer: • Turkey fryers can easily tip over, spilling hot oil across a large area. • An overfilled cooking pot will cause oil to spill over when the turkey is placed inside. You can test the level of oil needed by filling the pot with water first and dipping the turkey inside to see how much the water rises.
• A partially frozen turkey will cause hot oil to splatter. • Turkey fryers can easily overheat and start a fire. • Even a small amount of cooking oil spilling on a hot burner can cause a large fire. • Without thermostat controls, deep fryers can overheat oil to the point of starting a fire. • The pot, lid and handles of a turkey fryer can get dangerously hot and cause burn injuries. Safety tips to follow when deep-frying a turkey: • Place the fryer outside on a flat surface that cannot burn, such as cement. • Place the fryer at least 10 feet from anything that can catch fire. This includes anything overhead like your house eaves or branches. • Keep children and pets at least 3 feet from the fryer. • Use a fryer with thermostat controls. Without these, the oil can heat to the point of catching fire. • Thaw the turkey completely before cooking to keep ice crystals from splattering oil. • Use potholders and oven mitts when handling the turkey. • Pensacola Fire Department encourages everyone to make safety a priority in the kitchen at Thanksgiving and all year long.

NEW GRANT WILL PROVIDE SCHOLARSHIPS, EQUIPMENT FOR CTE STUDENTS AND PROGRAMS There’s a lot more scholarship money to be offered to potential Pensacola State College students interested in Career and Technical Education fields because of a just-awarded $726,388 grant the College has received. The Governor’s Emergency Education Relief (GEER) Fund will provide $105,000 for CTE scholarships and about $500,000 for new, state-of-theart equipment that will bolster a variety of PSC CTE programs which offer training and routes to industry credentialing in high-demand fields. The GEER Fund is provided through the Coronavirus Aid, Relief and Economic Security (CARES) Act and is aimed at, according to the grant statement, assisting “Florida College System institutions and postsecondary technical centers in their ability to enroll and complete students in shortterm, in-demand workforce/career and technical education (CTE) credentialing and certificate programs”. “This is tremendous for our students and prospective students,’’ said Deborah Hooks, CTE Student Resources Director, as well as the grant’s project director. “So many of the CTE programs are short-term programs where students aren’t eligible for Pell Grants. For our students, those funds can be a big deal, so this is huge for our college.” CTE programs at PSC that will be affected all can be completed in a year or less. Those programs are: • Commercial Vehicle Driving • CNC Machinist Operator/Programmer • CNC Composite Fabricator/Programmer

PRISON POPULATION DROPS DURING PANDEMIC JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – Pointing to a backlog of criminal cases during the coronavirus pandemic, state analysts say the number of inmates in Florida prisons has dropped – but is expected to snap back to more-normal levels in the coming years. The analysts, in a report posted online Monday, said the prison system had 82,027 inmates at the end of October and that the number is projected to go as low as 80,792 at the end of November. The number of inmates is forecast to be at 82,116 in June, the end of the state’s fiscal year. By comparison, the system had as many as 100,050 inmates in June 2015 and 95,626 inmates as recently as June 2019. In June 2020 – after the pandemic started – the system had 87,736 inmates, according to the report issued by a panel known as the Criminal Justice Estimating Conference.
The decreases have come as the court system has dramatically scaled back face-to-face proceedings, including trials, to try to prevent the spread of COVID-19, the respiratory disease caused by the coronavirus. That has helped lead to a reduction in prison admissions. “As a result of the continuing pandemic, the courts have developed a backlog of pending felony cases (30,999) that is expected to take several years to work its way through to the prison population,” an executive summary of the report said. “At this time, they do not expect to return to full operating capacity until FY 2021-22, with their backlog expected to take until the end of FY 2023-24 to resolve itself.” Florida Supreme Court Chief Justice Charles Canady issued emergency procedures in March that included suspending jury trials and suspending what are known as “speedy trial” procedures in criminal cases. Limited jury trials have since resumed in parts of the state. Canady on Tuesday issued two new and two revised orders about how the court system should operate during the pandemic, as the state continues to get hit with thousands of new cases each day. While the number of inmates is expected to remain relatively low throughout this fiscal year, the analysts are expecting steady increases in the coming years as prison admissions climb. After the projection of 82,116 inmates in June 2021, the report forecasts 86,463 in June 2022, 89,731 in June 2023 and continued increases to 92,911 in June 2026. The executive summary of the report said county sheriffs also appear to be “tightly managing jail capacity,” which can affect credits that criminal defendants receive for their time behind bars. That also could play a part in future population numbers in the state prison system. The analysts wrote that “an unknown number of future inmates will earn atypically low jail credits prior to sentencing and transfer to the state system. As conditions return to normal, the clearance of the backlog coupled with the reduced amount of accrued jail credits is expected to increase prison admissions and the resulting population over the forecast period.”
MEDICAID ENROLLMENT TO JUMP 16.5 PERCENT THIS YEAR NEWS SERVICE OF FLORIDA STAFF State economists say enrollment in Medicaid will spike by 16.5 percent this fiscal year, fueled by the economic downturn during the COVID-19 pandemic. Nationwide, states are seeing substantial growth in the program that serves poor, elderly and disabled people, but a high- ranking Medicaid official conceded that Florida is experiencing some of the biggest increases. “When you look at across the nation, we are probably ranked within the top eight of all the states with the increased percentage,” Tom Wallace, the state Agency for Health Care Administration’s assistant deputy secretary for Medicaid finance analytics, told members of a panel known as the Social Services Estimating Conference last week. “There are a few states above us that have increas-
es, but everyone is experiencing some sort of increases.” In an analysis posted online Monday, economists forecast that 4.442 million people will enroll in Medicaid during the 2020-2021 fiscal year, which began July 1 and will end June 30. If the forecast holds, that total would be 16.5 percent higher than the previous year enrollment of 3.814 million. Enrollment is projected to continue increasing to 4.588 million in the 2021-2022 fiscal year, which will start July 1. The Medicaid program does not cover all low-income Floridians and has different eligibility criteria based on age, income and assets and medical condition. Amy Baker, coordinator of the Legislature’s Office of Economic and Demographic Research, said she expected to see spikes in Medicaid enrollment but was surprised to see how widespread the increases have been. “The increase (in enrollment) was virtually – except for three or four (eligibility) categories – everywhere,” Baker said, noting that she expected to see increases in the numbers of children served but wasn’t expecting to see enrollment increases in long-term care programs. “I think what we saw in the data was more complex than what I was expecting it to be,” she said.

STATE PROPOSAL SUBMITTED FOR DRUG IMPORTATION NEWS SERVICE OF FLORIDA STAFF The Agency for Health Care Administration announced Monday that it had submitted a proposal to the federal government to allow Florida to establish a program to import prescription drugs from Canada. In a prepared statement issued by his office, Gov. Ron DeSantis said “for far too long Floridians have been paying exorbitant prices for prescription drugs” and promised that his administration “will continue to work collaboratively in an effort to bring affordable prescription drugs to all Floridians.” The Legislature in 2019 passed a law directing the state to develop a Canadian prescription-drug importation program for certain pharmaceuticals. It was championed by DeSantis and former House Speaker Jose Oliva, R-Miami Lakes. Federal officials have had the authority to approve Canadian drug- importation programs, so long as the U.S. Department of Health and Human
Services finalized rules for programs such as the Florida plan. The rules take effect Nov. 30, which means the state is a week early in submitting its application. The governor’s office said the state will “begin by importing a few drug classes which will include maintenance medications to help individuals and consumers that have chronic health conditions such as asthma, COPD, diabetes, and HIV/AIDS.” Kaiser Health News reported Oct. 23 that no private company bid on a $30 million contract Florida offered to vendors interested in establishing and administering the program. The governor’s announcement said, though, that AHCA “will soon contract with a vendor to manage and oversee all aspects of the program and ensure Canadian suppliers and eligible importers comply with all federal nd state law requirements.” The program is opposed by the pharmaceutical industry, which aggressively and unsuccessfully lobbied the Legislature to kill the bill.

APPEALS COURT WEIGHS MASK MANDATE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – As debates continue to flare across the state about mask mandates, an appeals court Monday took up a battle about the constitutionality of an Alachua County order that requires people to wear masks to try to prevent the spread of COVID-19. A three-judge panel of the 1st District Court of Appeal heard arguments in a challenge that raises a series of issues, including whether the order violates privacy and freespeech rights. Jeff Childers, an attorney for plaintiff Justin Green, said the county order should be blocked and pointed to the principles of “life, liberty and the pursuit of happiness.” “The (nation’s) founders would say that life without liberty is not worth living, and life without being able to pursue happiness isn’t worth living,” Childers said. “You cannot prioritize one of those over the others without throwing the entire system out of whack.” But Jack Ross, an attorney for the county, said a key issue in the case is whether “the federal and/or the state Constitution prohibits the citizens of Alachua County, through their elected representatives, from adopting reasonable regulations to restrict the spread of a deadly disease.” “We clearly have a medical emergency, which is fraught with scientific and medical uncertainty,” Ross said. “The facts change every day. The science changes every day. … The courts are not in a position to make those determinations on a day-to-day basis the way the elected representatives of the people are.” Green, who operates a nursery business, and Childers took the case to the Tallahas-
see-based appeals court after Alachua County Circuit Judge Donna Keim in May refused to grant a temporary injunction to block the order, which requires people at businesses such as grocery stores and restaurants to wear face masks. Along with continued political debates about wearing face masks during the pandemic, mask requirements passed by local governments in several parts of the state have drawn legal challenges. As an example, challenges to mask requirements in Leon and Gadsden counties went to the 1st District Court of Appeal after the lawsuits were rejected by circuit judges. It remains unclear when the three-judge panel of the appeals court will rule in the Alachua County case. But during Monday’s hearing, two of the judges, Scott Makar and Joseph Lewis, asked questions that, at times, sounded skeptical of the plaintiff ’s arguments. At one point, for example, Childers said the mask requirement is “rooted in an awful historical legacy,” with masks being a symbol of such things as intimidation and violence. But Makar quickly interjected, “Those situations didn’t involve a pandemic. I mean, it’s one thing to wear a mask into a convenience store to commit a robbery prepandemic. It’s another thing during the pandemic to say, ‘Well, I have to wear a mask now, so therefore I’m going to be mistaken for a criminal.’” Judge Robert Long, however, questioned Ross about a privacy right in the Florida Constitution. “Does an individual have the ability to make a decision on their own about what they wear around their head and face without government interference?” Long asked. “I think there might be some right. I do not think that right is absolute, and I think it depends on the situation and what the basis and the reason for the ruling is,” Ross said. “In this case, the reason is to stop the spread of a medical emergency.”
