In the aftermath of the 2008 housing market crash, tiny homes built on mobile flatbed trailers shot up in popularity. Consequently, the RV Industry Association reported a spike in sales and soon #vanlife spread across social media as more and more people became disenfranchised with the current housing affordability crisis. As the tiny living architectural and social movement grew in popularity, West Coast cities like Seattle, WA and Eugene, OR created tiny home communities as transitional housing for their homeless populations. Pensacola is currently making strides with the Affordable Housing Task Force concluding its meetings in August to send a final report to the City Council to vote on to create 500 Homes in 5 years. Escambia County has also implemented its Workforce Housing initiative. AMR is set to create the first tiny home community in Pensacola as another avenue for affordable housing. AMR at Pensacola, Inc. is a non-profit organization and state-certified Community Housing Development Organization that has been involved in the development and management of more than 130 affordable homes in Escambia County since 1989. Its main mission is to provide affordable housing for individuals and families with low-to-moderate income by renovating existing buildings to create safe and sustainable housing. “The Phoenix Project,” however, is seeking to create 14 tiny home communities consisting of 12 homes each in a scatter-site model that aims to lessen poverty concentration in neighborhoods by spreading housing throughout the city.

Maggie Davis, a consultant on the project, explained the overarching goal for the project: “Ultimately, AMR is focused on a ‘housing first’ model. So, the goal is to not only get people into low income housing at a fraction of the cost of traditional low-income housing projects but to also help them overcome barriers to become self-sufficient. It is community focused to allow people to have consistent social support. But it doesn’t stop at housing—the tiny home communities are about meeting the unique needs and goals of residents too.”

Housing first models prioritize providing temporary or permanent housing and allow people to meet their basic necessities before focusing on career or educational attainment, budgeting or attending to physical or mental health needs. Part of that social support for the project includes a shared on-site community center that will allow AMR to provide shared services and case management to residents such as mental health counselors, addiction counseling, financial literacy services and a variety of educational services. As Davis explained, AMR has researched the project for over a year touring other tiny home communities across the country including Square One Village in Oregon, Veterans Community Project in Missouri and The Dwellings in Tallahassee. AMR is currently working with the architect that designed The Dwellings and H&H Building Group to design the model home. “The Dwellings have become a key model to duplicate in Escambia County,” Davis said. “The architects have designed four different housing models that AMR will use that range from 220 to 490 square feet and sleep anywhere between one to three individuals. Each tiny house includes a sleeping area, a kitchen area, a living area, storage space and a porch area. There will also

be shared common areas like the community center, dining space, community gardens and other outdoor areas. The community center will also feature shared laundry services, bathrooms and two meeting rooms or offices.”

With tiny homes, the idea is to provide a more diverse option for low income housing that provides a greater sense of privacy and pride in one’s community.” The tiny homes will be built on permanent concrete slabs and set up as rental units with a third-party company processing the applications for income verification and qualifications. Although, Davis explained each tiny home community may vary in target population and community need. Currently, AMR has purchased land in Myrtle Grove at 6518 Lillian Highway and has been donated land at 2011 North T Street as an alternate location to begin building its first pilot community in January 2021. AMR has applied to IMPACT 100 Pensacola Bay Area for a grant to build the first community center and has been announced as a finalist for the 2020 grants announced on October 11. New regulations from the Florida Building Commission called “Appendix Q” are set to go into effect at the beginning of January 2021 to alleviate strict building codes for tiny

home developments. The City of Tallahassee has adopted these regulations and The City of Milton has passed an ordinance to allow for construction within city limits. Current building codes in the Pensacola City Limits do not allow tiny home construction, although AMR has a letter of support from the City of Pensacola in adopting the new regulations. Mayor Grover Robinson expressed his support in an interview: “The issue has not so much been the city’s willingness to allow tiny homes, it’s been more of a challenge within the Florida building code. Come January 2021, that may no longer be an issue. We are working right now to help get these sites permitted. There isn’t one solution or fix to affordable housing. It’s a series of different things we need to do and different types of housing options. We are very interested in how to create tiny homes in Pensacola.” As Mayor Robinson explained, the city is currently interested in a variety of housing options to meet recommendations made by the Affordable Housing Task Force and research conducted with the Florida Housing Coalition including homeownership and rental options, single-family detached homes, leveraging property owned by the city, developing infill property and supporting tax credit developments. “With tiny homes, the idea is to provide a more diverse option for low income housing that provides a greater sense of privacy and pride in one’s community,” Davis explained. NOMINATION DEADLINE FOR THE ANNUAL PRO BONO SERVICE AWARDS IS OCTOBER 22 Nominations are still being accepted for the annual pro bono service awards, which honor lawyers, judges, law firms, and associations that have contributed extraordinary pro bono service. The nomination deadline for all categories is Thursday, October 22, 2020, no later than 5 p.m. Every year, in a ceremonial session of the Florida Supreme Court, more than two dozen lawyers and judges are honored by the court and The Florida Bar for the free legal assistance they have provided. For each of these members of The Florida Bar, as well as a law firm and a voluntary bar association, this honor underscores a professional commitment to service and acknowledges the many hours of pro bono work performed to help children, victims of human trafficking, the elderly, refugees, the poor and countless others who wouldn’t be able to afford the legal assistance they so badly need. The 2021 pro bono service awards ceremony will be held at the Florida Supreme Court at 3:30 p.m., Thursday, January 28, 2021. The road to this annual ceremony begins now, with the call for nominations. The Florida Bar and the chief justice of the Supreme Court invite nominations from legal aid groups, civic organizations, fellow lawyers, and regular citizens who know of a special lawyer, judge, law firm or voluntary bar that has freely given of time and expertise in making legal services available to the poor. Nominations must be received by Thursday, October 22. The online nomination forms are available on The Florida Bar’s website at for the following award categories: The Tobias Simon Pro Bono Service Award Presented annually by the chief justice to a lawyer to recognize extraordinary contributions in ensuring the availability of legal services to the poor. Named for the late Miami civil rights lawyer Tobias Simon, the award represents the Supreme Court’s highest recognition of a private lawyer for pro bono service. All current recipients of The Florida Bar President’s Pro Bono Awards are

considered for this prestigious award, as are direct nominees who have demonstrated exemplary pro bono service over the course of their careers. The Florida Bar President’s Pro Bono Service Award This award is given to an outstanding attorney for each of the state’s 20 judicial circuits and to an outstanding attorney among the out-of-state Florida Bar members. The Law Firm Commendation This statewide award, presented by the chief justice, recognizes a law firm that has demonstrated a significant contribution in the provision of pro bono legal services to individuals or groups that cannot otherwise afford the services. HURRICANE SALLY SURVIVORS IN FLORIDA RECEIVE $7.49 MILLION IN FEMA ASSISTANCE; REGISTRATION CONTINUE One week after becoming eligible for federal assistance for Hurricane Sally, 1,716 Florida individuals and households in Bay, Escambia, Okaloosa, Santa Rosa and Walton counties have been approved for $7.49 million in funding from FEMA. The money is for temporary housing expenses, basic home repairs and other essential disaster-related needs. If you have uninsured losses from the storm, you can register in several ways: • Visit disasterassistance.gov, enter your location and click on “Apply Online” • Download the FEMA App for smartphones • Call 800-621-3362 (800-462-7585 TTY). Multilingual operators are available. The toll-free numbers are open every day from 7 a.m. to 10 p.m. local time. Those who use a relay service such as a videophone, InnoCaption or CapTel should update FEMA with their specific phone number assigned to that service. ECAT RIDERS ARE INVITED TO PARTICIPATE IN FIRST PHASE OF TRANSPORTATION PLANNING VIA ONLINE SURVEY Escambia County Area Transit (ECAT) announced the launch of ‘Your Service, Your Say,’ a 10-year Transit Development Plan to reimagine the future of public transportation. To kick off this initiative, ECAT is inviting current riders to participate in an online survey that will identify transportation needs, priorities, and future transit demands throughout the community. Riders are encouraged to voice their experiences and opinions at www.yourescambiatransit.com, or in-person on the bus. In-person surveys will be available on the bus on the following dates: • Wednesday, Oct. 28 from 7-9 a.m. and from 4-6 p.m. CDT • Thursday, Oct. 29 from 9-11 a.m. and from 2- 4 p.m. CDT Survey responses will be used to improve local transit opportunities by evaluating bus frequency, service areas, and overall rider experience. “Our team recognizes that direct feedback from current riders is the best way to understand the ongoing travel patterns and system demands, which will provide beneficial insight on future operations,” said Tonya Ellis, Director of Mass Transit at Escambia County Area Transit. “By

involving the community at each step of this project, we hope to continue developing a system that truly meets the needs of all residents.” The ‘Your Service, Your Say’ initiative will focus on updating the current ECAT fixed-route system to provide users with more frequent and reliable options. This plan also seeks to integrate innovative transportation concepts such as bus rapid transit, ridesharing (Uber, LYFT, etc.), bikesharing, and other transportation modes. Although this first survey is only for current ECAT riders, a second survey for the general public will be launching soon, allowing all residents to provide their input on the future of transportation in Escambia County. A Transit Development Plan (TDP) is a Florida Department of Transportation (FDOT) requirement. The TDP is intended to support the development of an effective multimodal transportation system in Escambia County and serves as the basis for defining public transit needs, which is a prerequisite to receive state funds. SBA OFFERS DISASTER ASSISTANCE TO BUSINESSES AND RESIDENTS OF FLORIDA AFFECTED BY HURRICANE SALLY SBA Administrator Jovita Carranza issued the following statement after the announcement of the Presidential disaster declaration for several counties in Florida affected by Hurricane Sally on Sept. 14, 2020: “The SBA is strongly committed to providing Florida residents with the most effective response possible to assist businesses, homeowners and renters with federal disaster loans. Getting businesses and communities up and running after a disaster is our highest priority.” Businesses and residents in the declared area can now apply for low-interest disaster loans from the U.S. Small Business Administration. The disaster declaration covers Bay, Escambia, Okaloosa, Santa Rosa and Walton counties in Florida, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA. Small businesses and most private nonprofit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans: Calhoun, Gulf, Holmes, Jackson and Washington in Florida; and Baldwin, Covington, Escambia and Geneva in Alabama. In accordance with health precautions for COVID-19, the SBA will not establish a field presence to assist survivors. However, SBA will continue to provide customer service and conduct outreach

virtually with webinars, skype calls, phone assistance and step-by-step application assistance. The SBA has opened Virtual Disaster Loan Outreach Centers / Virtual Business Recovery Center to help survivors apply online using the Electronic Loan Application via the SBA’s secure website at www.disasterloanassistance.sba.gov. RESIDENTS ENCOURAGED TO COMPLETE A FERRY SERVICE SURVEY Following Hurricane Sally, the Florida Department of Transportation recently announced that the recommended repairs to the damaged areas of the Pensacola Bay Bridge will take approximately six months to complete, weather permitting. Escambia County, the City of Pensacola and the City of Gulf Breeze are looking into alternative transportation efforts, such as the recently launched between the Pensacola Bay Center Park and Ride lot to the Tiger Point Community Center.

A survey has been designed by the University of West Florida’s College of Business and the Haas Center to gauge the community’s interest in ferry service between the cities of Pensacola, Gulf Breeze and Pensacola Beach. The survey will take just a few minutes to complete at:www. uwf.edu/ferryservice. A decision about ferry service will be made within the next couple of weeks, so please complete this survey as soon as possible this week.

Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA for mitigation purposes. Eligible mitigation improvements may include a safe room or storm shelter, sump pump, French drain or retaining wall to help protect property and occupants from future damage caused by a similar disaster. For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations, the SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic Injury Disaster Loan assistance is available regardless of whether the business suffered any physical property damage. Disaster loans up to $200,000 are available to homeowners to repair or replace disaster damaged or destroyed real estate. Homeowners and renters are eligible up to $40,000 to repair or replace disaster damaged or destroyed personal property. Interest rates are as low as 3 percent for businesses, 2.75 percent for nonprofit organizations and 1.188 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms

are set by the SBA and are based on each applicant’s financial condition. Applicants may apply online using the Electronic Loan Application via the SBA’s secure website at www.disasterloanassistance.sba.gov/s/. To be considered for all forms of disaster assistance, applicants should register online at DisasterAssistance.gov or download the FEMA mobile app. If online or mobile access is unavailable, applicants should call the FEMA toll-free helpline at 800-621-3362. Those who use 711-Relay or Video Relay Services should call 800-621-3362. Businesses and individuals may also obtain information and loan applications by calling the SBA’s Customer Service Center at 1-800-659-2955 (1-800-8778339 for the deaf and hard-of-hearing), or by emailing DisasterCustomerService@sba.gov. Loan applications can also be downloaded at www.sba.gov/. Completed applications should be mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. The filing deadline to return applications for physical property damage is Dec. 1, 2020. The deadline to return economic injury applications is July 2, 2021.

NEWS SERVICE OF FLORIDA STAFF–The Florida Department of Health said Monday that a private lab was not at fault for a problem Saturday that delayed the release of statistics about the COVID-19 pandemic. The department said Saturday that it had received about 400,000 previously reported test results from the Helix laboratory company and that it would need to “de-duplicate hundreds of thousands of results.” After months of releasing daily statistics about the pandemic, the department did not put

out a report Saturday, before resuming Sunday. On Monday, however, the department released a statement clearing Helix of blame for the problems. It said Helix’s submission of test results was “significantly lower” than 400,000 and that a technical issue caused the data’s repeated replication. “This was not the fault of Helix or the Department of Health,” Monday’s statement said. “We are working with technical experts to ensure this does not happen with subsequent data submissions.”

FERNANDEZ BOOSTS PRIMARY ELECTION MEASURE NEWS SERVICE OF FLORIDA STAFF–With Election Day nearing, South Florida health-care executive Mike Fernandez has put another $125,000 behind a proposed constitutional amendment that would revamp the state’s primary-election system. Fernandez made the contribution Sept. 30 to the All Voters Vote political committee, according to a newly filed finance report. Fernandez spent millions of dollars last year to help get the measure, known as Amendment 3, on the November ballot. The

proposal would allow registered voters to cast ballots in primary elections regardless of party affiliation. The two candidates getting the most votes in each primary would advance to the general election. If approved, it would be a major change from Florida’s longstanding “closed” primary system, which generally limits primaries to voters registered with parties. The measure has drawn opposition, in part, from the state Republican and Democratic parties.

COURT UPHOLDS DOCTOR CONVICTION IN OPIOID CASE NEWS SERVICE OF FLORIDA STAFF–A federal appeals court on Friday upheld the conviction and sentence of a former Indialantic physician who was accused of prescribing excessive amounts of oxycodone to patients. A three-judge panel of the 11th U.S. Circuit Court of Appeals rejected a series of arguments raised by John Gayden, Jr., who was convicted of seven counts of unlawful distribution of a controlled substance and sentenced to 235 months in prison. The ruling said the Florida Department of Health closed Gayden’s medical practice in October 2011, and lawenforcement agents began an investigation around the same time into his prescribing practices. A federal grand jury indicted him in 2016, leading to his conviction. One of the issues in the appeal involved law enforcement’s use of a state prescription-drug database, known as the Prescription Drug Monitoring Program, to review prescription records. Gayden contended that evidence gleaned from the database should have

been suppressed because agents did not obtain a warrant before searching it. But the appeals court said Gayden voluntarily entered information into the database and that he did not have a privacy interest in the records. “Gayden attempts to vicariously assert a privacy interest here based on the sensitive and confidential nature of his patients’ medical records,” said the 16-page ruling, written by Judge Richard Tallman and joined by Judges Robin Rosenbaum and Beverly Martin. “Although individual patients might arguably have a stronger basis to assert such a privacy interest in their own medical information, Gayden in his role as the prescriber does not have a similar privacy interest in the prescription records of his patients. Gayden cannot reasonably assert a privacy interest in his prescribing records that is solely derived from other people’s interest in the confidential nature of their own medical information which they choose to disclose to a pharmacist to get filled.”

TALLAHASSEE --- A program pushed by former Gov Rick Scott to help people compare prices and shop for medical procedures has cost taxpayers millions of dollars but has garnered little attention from the public. The state has paid more than $5 million for the FloridaHealthPriceFinder website over the past three years, according to a review of state financial records. But the site has generated just 131,653 visits since its launch in November 2017, information from the state Agency for Health Care Administration shows. Despite a lack of visits, AHCA officials remain upbeat about the initiative. “FloridaHealthPriceFinder is still out there going strong,” Nikole Helvey, bureau chief of the Florida Center for Health Information and Transparency, told members of a health-information advisory committee Thursday. She also said the state in July began collecting 2019 claims data, which is being reviewed for accuracy and quality. Helvey said the FloridaHealthPriceFinder website will be updated to include the 2019 claims data by spring 2021. “We’ll be excited to see that information coming through,” she said. In a statement to The News Service of Florida, Scott spokeswoman Sarah Schwirian defended the initiative. “There’s no reason patients shouldn’t know exactly what their procedures and prescriptions cost before they go into the doctor’s office or pharmacy,” she said. “Investing in efforts to increase transparency and lower the cost of health care for American families is worth it.” Scott, a former hospital-company executive, convinced lawmakers in 2016 to authorize a statewide all-payer claims database that receives information from insurers about how much they reimbursed health providers for medical procedures. That information can then be used for the FloridaHealthPriceFinder website. Scott, now a U.S. senator, championed health-care cost “transparency” and the establishment of the database after hospitals in 2015 supported a proposal to expand Medicaid eligibility under the federal Affordable Care Act. Scott, a fierce critic of the federal law better known as Obamacare, opposed the Medicaid expansion proposal, which ultimately died in the Legislature. The state signed a contract with the Health Care Cost Institute, or HCCI, in

April 2017 to administer the database and develop a consumer-friendly website where people could shop for 295 different “bundles” of health care services. HCCI was founded in 2011 by four insurance companies, including Aetna, Humana, and UnitedHealthcare --- all of which write coverage in Florida and voluntarily submitted the claims information. But the website was slow to get off the ground, in part due to a delay in moving forward with needed rules to get companies such as Florida Blue, AvMed, Health Options, Capital Health Plan and Florida Health Care Plan to submit the data. An effort by the Scott administration in June 2018 to make facility-level pricing information available to consumers without the claims data from the insurers was opposed by the Florida Hospital Association. The association argued at the time that without claims information from all carriers the FloridaHealthPriceFinder website would be confusing. Ultimately, the FloridaHealthPriceFinder website does not provide facility-level cost information to consumers. It allows people to see average costs for care on services ranging from acne treatment to chest X-rays at the national, state and county levels. Hospital association spokeswoman Monica Corbett told The News Service of Florida on Thursday that hospitals are focused on sharing timely, meaningful pricing and quality information with consumers. “We fundamentally recognize that most people need to understand not just the total anticipated charge, or average reimbursement for a procedure or service, but what they will owe after the insurance company has paid,” she said. “For that reason, some hospitals are implementing or exploring websites that are able to provide that level of detailed information to help patients better understand the anticipated out-of-pocket costs.” Audrey Brown, president and CEO of the Florida Association of Health Plans, also issued a statement in support of price transparency. “The FloridaHealthPriceFinder website certainly empowers Floridians to better shop for health care and understand the associated costs,” she said in a statement. “Florida’s health plans also understand that health care pricing is complex and we are always looking at additional ways in which we can allow our members to easily access and review data on both price and quality of health care services.”
