5 G T E C H E X PA N D S TO P E N S A C O L A by Dakota Parks In the era of Zoom calls and working from home, stable and reliable internet connection is more important than ever. Pensacola has become one of the latest cities to receive the next generation of wireless network technology to connect residential homes and businesses alike. Two major carriers, Verizon and AT&T, have begun installing cell towers to bring the 5G network to the Pensacola region. 5G boasts low latency and speeds that are up to 25 times faster than 4G LTE. In March 2021, Verizon announced a rollout of 5G Ultra Wideband in three major cities: Pensacola; Sacramento, California; and Seattle, Washington. The introduction of this network with a higher bandwidth for faster upload and download speeds opens a wide variety of benefits including streaming 4K video in seconds, seamless VR experiences, advances in remote medicine and even the prospect of adjusting traffic flow in real time. Business Climate has gathered the most up-to-date information on the 5G rollout to see how the technology will advance Pensacola’s business and residential life. Currently, around 2,700+ cities across America are connected to Verizon’s 5G Nationwide network, including Pensacola, and 35 cities are now connected to the 5G Ultra Wideband network. Deploying this new 5G technology requires new infrastructure called small cells, which generate less power while collecting and transmitting signals in a short range from one another. Carriers building superfast 5G networks must install hundreds of small cell sites to light poles, walls or towers, often in relatively small proximity to one another. Although 5G offers faster data speeds and better reliability than 4G LTE, not all 5G functions the same. For example, Verizon offers 5G Nationwide, which utilizes a low-band spectrum whose technology lets 5G service run simultaneously with 4G LTE on multiple spectrum bands. Verizon’s 5G Ultra Wideband network utilizes a high-band, ultra-wide millimeter-wave spectrum to deliver even faster
5G service. This millimeter wave spectrum refers to high frequency bands—specifically, those in the 28 GHz to 38 GHz range. Utilizing both technologies allows Verizon to expand service and utilize its full portfolio of current spectrum resources to serve both 4G and 5G customers. Those making the switch to 5G will require some updated technology in the home and office. For 5G mobility, customers will need a 5G-compatible smartphone or mobile hotspot and those switching to 5G home and 5G business internet will requires a 5G gateway. According to Diana Alvear, the south area consumer media relations for Verizon, the new 5G technology will revolutionize how businesses interact with their customers, track inventory, manage operations and engage with their workforce. “5G offers a truly next generational experience over 4G LTE with the ability to provide much faster data speeds and carry a massive amount of data for simultaneous users,”
she explained. “People in high density areas – like airports, stadiums or urban areas – will see dramatic improvements in speeds and latency even if many devices are connected to the network at the same time. 5G also brings new capabilities including connecting millions of smart devices as well as replacing your wired home broadband connection.” High density areas are among the first on the list to receive 5G connection in Pensacola, as cell sites have gone up predominantly along portions of downtown Pensacola between A street and 19 Avenue and parts of East Hill, around Cordova Mall and the Pensacola International Airport, as well as parts of Gulf Breeze and Pensacola Beach. According to the City of Pensacola’s 5G Small Cell Antenna Permit Application List, 75 permits from Verizon and AT&T have been approved and 5 are currently in review. However, not all residents have received the new technology with the same enthusiasm. Many residents have expressed concerns about new poles disrupting neighborhood aesthetics, while others are concerned about the potential health risks associated with the radio frequencies emitted from the cellular network. According to the American Cancer Society, there is no strong evidence that exposure to radio frequency waves from 5G cell phone towers causes any noticeable health effects, but more research must be conducted to study any possible long-term effects as new technologies emerge. American Cancer Society explains on its website, radio frequency waves rarely reach the ground from the point of transmission on tall cell sites: “Radio frequency waves from a cell phone tower antenna, like those from other telecommunication antennas, are directed toward the horizon (parallel to the ground), with some downward scatter. As a result, the level of exposure to RF waves at ground level is much lower than the level close to the antenna.” One major subject of concern for citizens, however, surrounds the City of Pensacola’s lack of authority over the placement of cell towers, resulting in new poles being installed in close proximity to residential homes. According to the Senate Bill 1000 signed by Governor Ron DeSantis on June 25, 2019, municipalities and counties are prohibited from adopting or enforcing certain ordinances, regulations or requirements related to communication services. The bill also specifies limitations on municipal and county authority to regulate and manage municipal and county roads or rights of way. Citizens in East Hill have protested the construction of new pole sites on the basis of preserving historic neighborhood aesthetics, which they claim have been violated through the failure to perform proper historic reviews. Several homeowners signed and sent a petition to the Federal Communication Commission

(FCC) to review the construction of a small cell site built directly in front of a 100-yearold home on 19th Avenue between Gadsden and Jackson street. On March 17, the FCC granted a pleading schedule to review the petition. According to the Florida League of Cities, citizens opposed to Senate Bill 1000 and the inability of local government to act on cell tower placement can protest the bill by calling Florida legislators in support of “home rule.” The power of “home rule” dates back to the early 1900s and grants cities and counties the ability to enact ordinances at the local level without state approval. Overturning the bill in favor of home rule would give local government and municipalities control to negotiate the placement of towers with carrier companies. As 5G technology expands across the Pensacola region, the increase in connection speeds, reduced lag-time and increased reliability will benefit some of Pensacola’s topgrossing industries including healthcare, education, cybersecurity, banking, aerospace, military and hospitality, which all require advanced connection. PENSACOLA MESS HALL TO OPEN NEW LOCATION JUNE 1 The Pensacola MESS Hall is pleased to announce the official opening of its new location at 418 E. Wright St. The new location will open on June 1. Hours of operation for the summer will be Monday through Saturday, 10 AM - 5 PM, and Sundays, 1 PM - 5 PM. Admission is $12 per person for ages 3 and up. Visitors will again explore many favorite attractions, including the marble run, wind tubes, and harmonograph. In addition, our special summer exhibit will highlight our changing Earth with special activities highlighting the powerful forces that shape our air, land, water, and weather and how scientists study our Earth. The ever-popular mess kit counter will be stocked with the changing menu of individual activities that encourage exploration and “messing around” to understand complex scientific concepts. The corps of teen volunteers will present daily demos and special activities to engage visitors in deeper discovery. To help ensure public safety, timed admission reservations are recommended. FORT BARRANCAS AREA RECOGNIZED AS UNDERGROUND RAILROAD SITE Fort Barrancas Area was accepted into the National Park Service’s National Underground Railroad Network to Freedom on April 23, 2021. Located on Naval Air Station Pensacola, the 64.06-acre Fort Barrancas Area is managed by Gulf Islands National Seashore. The National Underground Railroad Network to Freedom is a federal program that commemorates the stories of the men and women who risked everything for freedom and those who helped them. It honors, preserves, and promotes the history of resistance to enslavement through escape and flight worldwide. “Fort Barrancas Area preserves powerful and emotional Underground Railroad stories,” says Acting Superintendent Darrell Echols. “These hidden stories show how enslaved Black people actively dismantled slavery and challenged systemic racism in our nation.” The Barrancas joins 16 new listings from the 41st round of Network to Freedom applications, representing sites, programs, and facilities in nine
states and the U.S. Virgin Islands. Fort Barrancas Area, commonly called the Barrancas during the Civil War, became a destination for freedom seekers in 1863. At the Barrancas, the Union maintained a military post—which included the Spanish Water Battery, Fort Barrancas and Advanced Redoubt—for recruiting, training and staging white and Black soldiers. Some freedom seekers became soldiers in the United States Colored Troops, playing an important role in the fight to restore the Union and destroy slavery. GULF COAST CULTURE FEST CELEBRATES DIVERSITY AND INCLUSION IN A TWOPART FESTIVAL! Gulf Coast Culture Fest plans to unite the community through various forms of arts and entertainment. The festival is being presented by FORC3 Studios LLC and will be a two-part festival held on May 22, 2021 at Seville Square and Bartram Park in downtown Pensacola. Admission is free to the public. Gulf Coast Culture Fest will be a day where the entire community can come together and be empowered and enriched with many different cultures. The event will offer something for the entire family. There will be an arts festival consisting of vendors, food trucks, and diverse forms of live entertainment in Seville Square from 8 a.m. – 6 p.m. That evening, Gulf Coast Short Film Fest, which is a community wide short film festival, will take place in Bartram Park from 8 p.m.- 9:30 p.m. “Gulf Coast Culture Fest is centered around highlighting diversity and inclusion through the arts to promote unity within our community. It is through art that we, as people, express ourselves and our culture, as well as understand each other. In the current climate of our nation, we want to provide
a peaceful outlet where individuals can come together for a rejuvenating and unifying day of art, music, dance, poetry, and theater. We are also excited to announce Gulf Coast Short Film Fest as part of the overall festival,” Griffin said. Gulf Coast Short Film Fest will consist of entries from both filmmakers and non-filmmakers from different backgrounds and cultures. It will be an event presented by Gulf Coast Culture Fest, where the entire community can come together and immerse in different films created by individuals from the Gulf Coast and surrounding areas. JOHNSON BEACH DAY TO BE HELD MAY 1, 2021 The Perdido Key Chamber of Commerce and Gulf Islands National Seashore staff announced that the annual Rosamond Johnson Beach Day celebration will take place at Johnson Beach in the Gulf Islands National Seashore at 10 a.m., May 1, 2021. The annual event had to be canceled in 2020 due to Covid restrictions in place at that time. At a recent planning meeting between the Perdido Key Area Chamber Foundation, The National Park Service, and Escambia County District 2, the history of the annual Rosamond Johnson Beach Day was discussed. Plans for a downsized 2021 event and the future of the event in years to come was solidified. “This is the right event for the right reasons,” said Darrell Echols, Superintendent, Acting, Gulf Islands National Seashore Chief, Science and Natural Resources Department Southeast Regional Office National Park Service. After enlisting in the US Army at 15, Johnson died in combat two years later on the Korean Peninsula. While engaged with the enemy, on July 26, 1950, Pvt. Johnson carried two wounded soldiers to safety. He was fatally wounded while attempting to save a third wounded man. On August 21, 1950, Rosamond was posthumously awarded the Purple Heart for wounds he sustained while saving his fellow soldiers. Erin Wilmer, chair of the Chamber’s Military Affairs Council stated, “The story of the selfless bravery of Pvt. Johnson and the history of this beach is a story worthy of national attention and we hope to see the event grow exponentially over the years.” At the time of Johnson’s death, Pensacola beaches were racially segregated. The Sunset Riding Club, Inc. leased a county owned recreational area in 1950 for the sole use of bathing and recreational facilities for “colored citizens.” In honor of his ultimate sacrifice, and in recognition as the first Escambia County resident to die in the Korean Conflict, the recreational area became known as Rosamond Johnson Beach. The area became part of Gulf Islands National Seashore in 1971, and the name was retained. Today, a monument and exhibit honor Private Johnson and his service. For the past decade, the Perdido Key Chamber of Commerce has invited the Johnson Family, local and national dig-

nitaries, and the public to the beach to honor the memory of this local hero. Perdido Key Chamber President Dana Pagador said, “Johnson Beach is an iconic treasure to Perdido Key’s residents and visitors. Sharing this story is solidly in the mission of the Chamber foundation.” In honor of the sacrifice paid by Army Pvt. Rosamond Johnson and his family, the National Park Service waives entrance fees to the Johnson Beach area from 9 a.m. to noon on the day of the annual commemoration ceremony which is held the same day at 10 a.m. at Johnson Beach. The national seashore was granted a fee waiver by the NPS Regional Director at the park’s request in 2019. Fee waivers may only be authorized by the NPS Regional Director, the Secretary of the Interior or the President. Johnson Beach is one of the most popular beach recreation areas of the Gulf Islands National Seashore and is open daily from 5 a.m. to 8 p.m., March 1 through Oct.1 and 5 a.m. to 6 p.m., Nov. 1 through Feb. 28. Escambia County District 2 Commissioner Doug Underhill emphasized the importance of providing access to the waterfront for all local residents. “Waiving the park entrance fees the morning of the event will help bridge the prosperity gap allowing lower income citizens to access the park and share in the rich history of Perdido.” “All stakeholders agreed to enter into a general agreement to formalize the roles and responsibilities involved in planning and presenting the annual event in order to document and formalize the event roles and responsibilities, which was done with a handshake in the past,” said Underhill, who also pledged $1,000 of District 2 discretionary funds to offset the cost of producing the event. A portion of the funds will be set aside to produce printed materials to inform visitors of the sacrifice made by Pvt. Johnson and to tell the story of the segregationist aspects of the history of the beach. Chamber Board of Directors Chair Jim Beran praised the “positive and productive partnership that has been formed by all interested parties to insure that the event continues to educate beachgoers of the past as we look forward to a brighter future,” while pledging the continuing support of the Chamber staff and resources. LAWMAKERS LIMIT MONEY BACKING BALLOT INITIATIVES JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — In the latest effort by Republican lawmakers to make it harder to amend the Florida Constitution, the state House on Monday gave final approval to a bill that would place a $3,000 cap on contributions to political committees trying to put initiatives on the ballot. The GOP-controlled House voted 75-40 to pass the measure (SB 1890), which was approved by the Senate on April 15 and is headed to Gov. Ron DeSantis. It comes after deep-pocketed backers have largely financed drives to pass constitutional amendments on issues such as legalizing medical marijuana, increasing the minimum wage, and preventing gambling expansion. House sponsor Bobby Payne, R-Palatka, said the Constitution is the state’s “fundamental document” and that many of the changes that have been made could have been handled in statutes. The Legislature can more easily change statutes to address “circumstances, knowledge improvement, demographic changes (and) policy preferences,” he said. “It’s our duty to make sure that only the best ideas from people from our state, from Florida, are part of our guiding document,” he said. But Democrats said backers of ballot initiatives have needed to propose constitutional amendments because the Legislature has not responded to the wishes of the public on issues. “What the voters want, we’re not always delivering,” Rep. Anna Eskamani, D-Orlando, said. The bill is the latest in a series of attempts by the Legislature to clamp down on the constitutional amendment process. Lawmakers, for example, passed changes last year that toughened petitionsignature requirements for putting initiatives on the ballot. VAPING REGULATION BILL BACKED IN SENATE NEWS SERVICE OF FLORIDA STAFF The Florida Senate on Monday passed a plan that would regulate the sale of electronic cigarettes and raise the state’s legal age to use tobacco and vaping products from 18 to 21. The 29-9 vote, which sends the bill to the House, came despite opposition from some major health groups. That opposition stems, at least in part, from the bill seeking to prevent local regulations on such things as the marketing and sale of tobacco and vaping products. The bill, sponsored by Senate Regulated Industries Chairman Travis Hutson, R-St. Augustine, would raise the state’s legal age to smoke and vape to 21, a threshold already established in federal law. It also would create a state regulatory framework for the sale of

But some high-profile amendments have been largely bankrolled by Floridians such as Orlando attorney John Morgan, who successfully backed the medicalmarijuana amendment in 2016 and the minimum-wage amendment in 2020. It remains unclear whether any citizens’ initiatives will reach the 2022 ballot. The Florida Supreme Court on Thursday blocked a proposed constitutional amendment aimed at legalizing recreational marijuana use, saying the proposed ballot wording would have been misleading. The committee supporting that proposal, known as Make It Legal Florida, had raised and spent about $8.2 million to try to get on the ballot, with almost all of the money coming from marijuana firms based in other states, according to state campaign finance information.

An effort to end the state’s nofault auto insurance system traveled back to the Senate on Monday after the House approved a tweaked bill. The House voted 99-11 to support the proposal (SB 54), which includes ending a requirement that motorists carry personal-injury protection, or PIP, coverage. The bill would make bodily-injury coverage mandatory. The Senate already approved the bill, but the proposal is going back over a difference about medical-payments coverage — known as “med-pay.” The¬¬ Senate approved requiring motorists to carry $5,000 in med-pay coverage. The House wants to give motorists an “opt out” choice on $5,000 to $10,000 in med-pay coverage. Revamped in 2012 to try to reduce fraud in the system, no-fault has since 1979 required motorists to carry $10,000 in PIP coverage to help pay for health-care costs after accidents. The proposal would set minimum bodily-injury coverage at $25,000 for the injury or death
of one person in an accident and $50,000 for injuries or deaths of two or more people. House sponsor Erin Grall, R-Vero Beach, said Monday the change would save money for most drivers — primarily people who already have bodilyinjury coverage. “The $10,000 policy was set back in 1979. Forty-plus years later, the purchasing power of that $10,000 has eroded by 86 percent and is worth approximately $14,000 today,” Grall said. “In other words, PIP coverage would have to be about $72,000 to provide the same level of medical coverage that Floridians would have received in 1979.” Several Democrats have expressed concern that the plan would drive up premium costs for low-income Floridians who already struggle to make payments. Lobbyists for the insurance industry have warned that updated actuarial numbers are needed. A 2016 report by the Florida Office of Insurance Regulation projected drivers on average would see a 5.6 percent savings with a shift to a bodily-injury coverage requirement. But a 2018 study by the actuarial consulting firm Milliman showed a potential average increase in premiums of $67, or a 5.3 percent increase.

SOCIAL MEDIA CRACKDOWN CLEARS SENATE TOM URBAN, JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — In one of Gov. Ron DeSantis’ top priorities of the legislative session, the Florida Senate on Monday passed a measure to crack down on social-media companies that remove users from their platforms. The Republican-controlled Senate voted 22-17, along almost straight party lines, to approve the proposal (SB 7072), which now will go to the House. DeSantis has made a priority of the issue after decisions by Twitter and Facebook to block former President Donald Trump from their platforms in January after Trump supporters stormed the U.S. Capitol to try to prevent certification of President Joe Biden’s election victory. The bill, in part, would bar social-media companies from removing political candidates from the companies’ platforms. Companies that violate the prohibition could face fines of $100,000 a day for statewide candidates and $10,000 a day for other candidates. The proposal also would require social-media companies to publish standards about issues such as blocking users and apply the standards consistently. Pointing to the dominance of a handful of technology companies, such as Amazon, Facebook and Google, bill sponsor Ray Rodrigues, R-Estero, said “big tech is not a free market” and that the state has a role in regulating such companies. “When the battle is between a monopoly on one side and hardworking Americans on the other, the right side of history has always been on the side of the people,”
Rodrigues said. “It has never been on the side of the monopolies, not in this country.” But Sen. Jeff Brandes, a St. Petersburg Republican who joined Democrats in voting against the bill, said the measure is unconstitutional and that it is a “big government bill.” “This is a bill you would see in countries that we don’t want to talk about, some that are 90 miles south of here and some that are a little further south,” Brandes said, alluding in part to Cuba. “It makes me uncomfortable that we have to have this conversation.” Democrats also suggested that the bill is politically motivated. DeSantis is a close Trump ally, and many Republicans were outraged when the former president was blocked from social-media platforms. “We know this bill is as much about political messaging as anything,” Senate Minority Leader Gary Farmer, D-Lighthouse Point said. But Sen. Kelli Stargel, R-Lakeland, said people have exercised free speech on social media and that platforms “arbitrarily” shut down the expression. “When you get to a situation where a business has a monopoly on a message, and the ability to direct a message though that monopoly, that is where government kind of sometimes comes in and steps in,” she said. “I think this bill is trying to strike that right balance, by allowing free speech, and at the same time trying to make sure the business is not arbitrarily setting up that speech and blocking out people that they don’t want in.”

COLLEGES, UNIVERSITIES COULD SPONSOR CHARTER SCHOOLS NEWS SERVICE OF FLORIDA STAFF The Senate on Monday passed a measure that could lead to state colleges and universities sponsoring charter schools. Senators voted 29-11 to approve the bill (SB 1028), which would allow higher institutions, after receiving the go-ahead from the Department of Education, to solicit applications for charter schools. State colleges currently are permitted to work with school districts to develop charter schools that offer secondary education and an option for students to receive associate degrees upon graduation. The colleges can sponsor one charter
school under certain conditions. Sen. Shevrin Jones, D-West Park, asked during a debate last week why the bill is necessary if a pathway already exists for colleges to sponsor schools. “It really is about efficiency. There are areas where there (are) colleges that want to go into multiple jurisdictions. Instead of having to go jurisdiction by jurisdiction,” bill sponsor Travis Hutson, R-St. Augustine, replied. “They can now just go directly to the state.” The bill would not limit the number of charter schools that institutions could sponsor, Hutson said. Among other things, charter school sponsors are responsible for approving or denying charter applications, overseeing the charter schools’ progress toward goals and monitoring financial performance. The House is ready to consider a similar bill (HB 51).
