Sleep. It’s the thing people spend an average 26 years doing in a lifetime, and another seven years are spent tossing and turning trying to fall asleep. Sleep is a natural, necessary condition of rest for the body and mind. One of sleep’s vital roles is to consolidate memories, a process where information and experiences are transformed into long-term memories. That’s why children, who are developing language, motor and social skills, need more sleep than adults. Children need additional sleep to consolidate all of the new information they are absorbing day-to-day. Sleep heals the body, rebuilds the immune system and regulates bodily functions through hormones. Sleep is necessary for optimal health and well being. Insufficient sleep can lead to many health problems, such as heart disease, diabetes and high blood pressure. Lack of sleep and even poor quality of sleep causes forgetfulness, irritability, poor concentration and increased susceptibility to colds and viruses. The National Sleep Foundation recommends that adults sleep 7 to 9 hours a night, teenagers need between 8 to 10 hours, younger children need 9 to 11 hours and oneyear-olds need roughly 11 to 14 hours. Even losing a single hour of sleep can be detrimental. The University of California found that the morning after daylight savings, which is when we lose an hour of sleep, there is a 25 percent increase in heart attacks. But when daylight savings ends and we gain an hour of sleep, heart attacks drop by 21 percent. Sleep deprivation can also impact your mental health. A study published in Nature Human Behaviour, a peerreviewed scientific journal, found that sleep deprivation provokes anxiety symptoms. Eti Ben Simon, a neuroscien-

tist and the author of the study, said that people who suffer from poor sleep or insomnia are two times more likely to develop an anxiety disorder than people who sleep well. Simon also found that sleep deprivation can affect people’s social lives. In her study, Simon’s sleep deprived participants preferred that other people keep a greater distance from them. Simon saw that the brain networks that regulate personal space were far more active in her sleep deprived participants. Normally, a person’s personal space is within arms reach, but people who are sleep deprived have a much larger personal bubble. Sleep Health, which is headed by the American Sleep Apnea Association, estimates that 50 to 70 million Americans of all ages and classes are affected by sleep-related problems. The National Institutes of Health predicts that America’s lack of sleep will continue to increase and estimates it will affect more than 100 million by the middle of the 21st century. Sleep Health postulates that technology use is one of the reasons more Americans are sleep deprived. The following statement is from the Sleep Health website: “The odds of being sleep deprived (less than 6 hours a

night for adults) has increased significantly over the past 30 years as the lines between work and home have become blurred and digital technology has firmly become part of our lifestyles. National data shows that poor sleep health is a common problem with 25 percent of U.S. adults reporting insufficient sleep or rest at least 15 out of every 30 days.” The Sleep Health Foundation reports that bright lights from screens, such as cell phones and televisions, block the release of melatonin, a hormone the body produces to regulate the sleep wake cycle, after only 1.5 hours of use in the evening, so it’s important to limit screen time before bed in order to get a restful sleep. A survey from the American Academy of Sleep Medicine (AASM) found that 88 percent of adults in the U.S. have chosen to postpone their bedtime so that they can watch more television shows. That percentage increases to 95 percent for adults between 18 and 44 years old. Postponing sleep can lead to increased issues with sleep. A study published in the Journal of Clinical Sleep Medicine found that people who bingewatch television shows exhibited increased symptoms of insomnia, poor sleep quality and alertness before sleep. AASM recommends turning off electronic devices at least 30 minutes before bedtime. Technology isn’t the only challenge preventing people from a good night's sleep. The American Sleep Association found that sleep disorders affect about 50 to 70 million U.S. adults. A sleep disorder is a condition that disrupts sleep for an extended period of time. Some of the most common sleep disorders are obstructive

sleep apnea and insomnia. The AASM estimates that nearly 30 million U.S. adults have obstructive sleep apnea, a sleep disorder where breathing is interrupted for 10 seconds or more at a time. If left untreated, obstructive sleep apnea can more than double your chances of dying from heart disease. AASM estimates that 23.5 Americans have undiagnosed obstructive sleep apnea. There are five warning signs for sleep apnea: snoring, choking during sleep, daytime 10 COMMANDMENTS OF HEALTHY SLEEP SOURCE: Sleep Health Foundation

Fix regular times for going to bed and for getting up. If you nap during the day, don’t allow yourself more than 45 minutes of sleeping time. Stop consuming alcoholic beverages four hours before bedtime and don’t smoke at all. Avoid caffeine beginning six hours before bedtime. This includes not only coffee and tea, but many soft drinks and chocolate as well. Avoid heavy, spicy, or sugary foods starting four hours before bedtime. A light snack just before retiring is okay. Exercise regularly, but not right before bed. Use comfortable bedding. Find a comfortable temperature setting for your bedroom, and keep the room well ventilated. Block out all distracting noise and eliminate as much light as possible. Reserve your bed for sleep and sex. It is not an office, a workroom, a movie theater, or TV viewing venue.

If you or someone you know is experiencing these symptoms, consult a medical provider or an AASM accredited sleep center at sleepeducation.org/find-a-facility. Insomnia is the most common sleep complaint. It affects about 30 to 35 percent of adults at some point in their lives and about 8 to 10 percent chronically. Insomnia causes difficulty falling asleep and staying asleep. Chronic insomnia, which is when sleep is disrupted for months or years at time, is linked to increased risk of heart failure, depression and anxiety. AASM found that the peaks and crashes in blood sugar are responsible for triggering insomnia. A study published in The American Journal of Clinical Nutrition found that a diet with a high amount of refined carbohydrates, such as pasta and white rice, increases the chances of developing insomnia. However, foods with a low glycemic index, such as fruits, vegetables and nuts, raise the blood sugar at a slower rate, which prevents the blood sugar from crashing. Although making changes to your diet and practicing good sleep hygiene may benefit insomnia, you should also consult a medical provider or a sleep center. Now, in this stressful situation where the coronavirus is spreading across the U.S., it’s even more important to get a good night's sleep. Poor sleep can increase stress levels and lower your immunity, which can make you more susceptible to colds and viruses. COVID-19: YOUR ROAD MAP TO LEGAL ADVICE STARTS WITH THE LAWYER REFERRAL SERVICE JEFF NALL EXECUTIVE DIRECTOR, ESCAMBIA-SANTA ROSA BAR ASSOCIATION COVID-19 has impacted our lives in so many ways, creating fear and uncertainty with every twist and turn of the pandemic. The effects of the coronavirus have real consequences including illness, death, deterioration of relationships, and our inability to provide and care for ourselves and our families. Many people are finding themselves in need of knowledge about wills, estate planning, child custody and visitation as well as divorce, landlord and tenant issues, unemployment, bankruptcy, and foreclosure. Seeking help and resources of any kind can be intimidating. Where do we start? Where do we turn? What do we do? We know what part of our life has been upended, but are not sure how to proceed. Luckily, for those in Escambia and Santa Rosa counties who feel they may need legal help, a good place to start is the Lawyer Referral Service. It is provided as a public service by the Escambia-Santa Rosa Bar Association, the professional association of attorneys in the two-county area. The service is certified by the American Bar Association and The Florida Bar. Participating attorneys are carefully vetted to ensure you receive the best possible service. The purpose of the service is to help the public find the right type of attorney based on their unique situation and circumstances. Think of it as sort of a match-making service. So how does it work? In whichever case, you will need to describe your situation so that the coordinator can provide you with the name and phone number of an attorney whose practice area fits the scenario. You will then schedule an initial consultation directly with the attorney.

Pat Atkinson, one of our lawyer referral service coordinators, has been with the service for more than 13 years and finds it a joy to help so many people. “My nursing background has enabled me to listen, put people at ease and pull out information that is important to determining the best referral,” explains Pat. “All of the attorneys who are part of the service are also a pleasure to work with and are committed to serving our community.” We have approximately 50 attorneys who participate in the program representing roughly 90 areas of practice. All of the attorneys who are part of the Lawyer Referral Service must be members in good standing of our Association as well as The Florida Bar, which is the organization of all lawyers who are licensed by the Supreme Court of Florida to practice law in the state. Though the service does not have pro bono or contingency lawyers, all of the participating lawyers have agreed to an initial 30-minute consultation at a reduced rate of $40. INNISFREE HOTELS DONATES 6,300 ROOM NIGHTS TO HEALTHCARE WORKERS AND MEDICAL PROFESSIONALS IMPACTED BY CORONAVIRUS Doctors, nurses, EMTs, paramedics and other frontline medical staff on the gulf coast will be provided a hotel stay free of charge at Innisfree’s properties GULF BREEZE, Fla., April 13, 2020 - Innisfree Hotels, Northwest Florida’s largest owner of beachfront hotels, announced today that the company will donate up to 6,300 room nights to frontline medical professionals leading the fight against COVID-19. Beginning this week, Innisfree will make rooms available without charge to doctors, nurses, EMTs, paramedics and other frontline medical staff who need a place to sleep, recharge or isolate from their families through the end of May. The initiative will be executed in partnership with Hilton and American Express’s commitment to donate up to 1 million hotel room nights across the United States. “In the spirit of hospitality, Innisfree is opening our doors to medical workers and first responders who are courageously and selflessly serving on the frontlines of the gulf coast,” said Ted Ent, President and CEO, Innisfree Hotels. “The concept of helping those who help us has long been ingrained in our company culture, so the decision to join Hilton in providing relief for thousands of medical staff enduring long hours under challenging circumstances was an easy one,” Ent explained.

Innisfree is working with local organizations who represent healthcare workers in Pensacola, Gulf Shores and Orange Beach, Fort Walton Beach, Panama City Beach, and Sarasota to provide access to the program. STAMPED LGBTQ FILM FESTIVAL ANNOUNCES NEW FESTIVAL DATES FOR 2020 Pensacola, FL – April 22, 2020 – Stamped LGBTQ Film Festival—Pensacola’s annual event featuring lesbian, gay, bi, transgender and queer (LGBTQ) films and filmmakers from across the globe—has announced the rescheduling of the 2020 festival to November 11–15, 2020, due to the COVID-19 pandemic. “We’ve made the difficult decision to reschedule our festival until November to ensure the health and safety of our attendees, our board, our friends and family,” said David Newton, Board President. “We are still just as excited and continue our planning for a phenomenal and creative festival. CITY COMPLETES SPRING STREET ROAD DIET PROJECT Drivers and bicyclists can now take advantage of the new and improved multi-modal Spring Street, part of the City of Pensacola's ongoing efforts to create a more bicycle and pedestrian friendly community and provide additional parking for visitors to downtown Pensacola. The City of Pensacola Public Works and Facilities Department has completed the Spring Street Road Diet Project, adding 46 new on-street parking spaces by reducing the four lane

road between Main and Garden streets to two lanes. The project also transformed this section of Spring Street into a multi-modal and shared roadway for motorists and bicyclists. "It's a great feeling to see these parking spaces completed and know we're providing something our citizens and visitors need in order to enjoy downtown," Mayor Grover Robinson said. "This is just the beginning of our goal to better connect our community. I'm looking forward to completing additional projects throughout the city as we work to increase parking options downtown and make Pensacola more bicycle and pedestrian friendly." Through the Spring Street Road Diet Project, Spring Street between Main and Garden streets was restriped to convert the outside lanes into on-street angled parking stalls in both directions in addition to the pre-existing parallel parking. Bicycle shared lane icons were also added to enhance safety by reminding drivers to share the road with bicyclists.

ESCAMBIA COUNTY EMERGENCY OPERATIONS CENTER ESTABLISHES ECONOMIC RESET WORKING GROUP The Escambia County Emergency Operations Center has established a business, industry and economic stabilization COVID-19 reset working group. According to Escambia County’s Comprehensive Emergency Plan, Emergency Support Function (ESF) 18 is to provide guidance and coordinate issues with Escambia County’s business community in all phases of emergency management including expediting response and recovery. The Greater Pensacola Chamber is appointed as the lead agency. “The COVID-19 reset working group is communicating closely with all area chambers, businesses, industries, community and government leaders to assist in the rapid dissemination of information, identifying unmet needs and supporting the business community recovering from the pandemic,” said Escambia County Administrator Janice Gilley. “This work group is critical to resetting our economy, and their input is invaluable to returning our region to a thriving destination.” The Economic Reset Working Group will provide the business community with current and relevant information and resources to assist them in their recovery efforts. They will establish a one-stop online information and resource center for business and employees. “The COVID-19 situation remains fluid and while business resumption at what level is currently unknown, we must prepare for the recovery now,” said Todd Thomson, president and CEO of the Greater Pensacola Chamber. “We are looking towards economic recovery as we research and consider what resources and

initiatives can be implemented to assist our businesses, workforce and community as whole.” “The Economic Reset Working Group provides guidance and resource to local policymakers, such as myself, and the business community so we can make informed decisions to ensure a safe, orderly, and coordinated resumption of business activities in Pensacola and Escambia County,” said Pensacola Mayor Grover Robinson. VOLUNTEER SOUGHT FOR THE ESCAMBIA COUNTY PLANNING BOARD The Escambia County Board of County Commissioners is seeking an Escambia County resident interested in volunteering to be considered for an at-large appointment to the Escambia County Planning Board. At-large members serve a two-year term of office and attend one meeting per month (generally the first Tuesday of the month). Meetings are generally from 8:30 a.m. to no later than noon; however, occasionally may go beyond noon depending upon the agenda. No travel is involved unless the Planning Board members decide to view a particular property for informational purposes. Financial disclosure is required. MAYOR'S NEIGHBORHOOD CLEANUP COLLECTS 89 TONS OF BULK WASTE The latest Mayor's Neighborhood Cleanup collected approximately 89 tons (177,540 pounds) of bulk waste, along with 256 tires and 1,275 gallons of paint. The cleanup took place on Saturday, April 25 and included over 2,000 houses in the cleanup area. The Mayor's Neighborhood Cleanup allows residents in the cleanup areas to leave eligible items at the curb on cleanup day to be picked up by City of Pensacola Sanitation Services. The cleanup includes bulk items such as household appliances, furniture and mattresses, bicycles and toys, tires and old paint.

ESCAMBIA COUNTY BOARD OF ADJUSTMENT

Established by the Board of County Commissioners through adoption of Escambia County Ordinance No. 88-16, enacted on December 1, 1988. Ordinance 20049 amended the Escambia County Code of Ordinances to change the membership from five to seven members, all of whom must reside within Escambia County. Ordinance 2004-9 specifies the BCC endows the BOA with the power to conduct any required quasi-judicial public hearings to grant, grant with conditions, or deny applications for variances, conditional uses, requests for final extension of development orders for site plan approval, requests for the temporary use of a mobile home as a guest residence due to medical hardship, and appeals of administrative decisions filed by those persons aggrieved by interpretations or administration of these regulations. Ordinance 200135 provides a right of appeal to the Board of County Commissioners for review of the orders of the BOA affirming, reversing or modifying the decision of an administrative official.

MAYOR RELEASES DRAFT 'RECOVER PENSACOLA' PLAN FOR COVID-19 REOPENING IN THE CITY OF PENSACOLA Mayor Grover Robinson released a draft "Recover Pensacola" plan today with a framework for reopening the City of Pensacola safely and beginning to restore the local economy and businesses impacted by COVID-19.
