Downtown Pensacola has gone to the birds—Bird e-scooters, that is. The streamlined electric scooters made their debut in late July as part of a oneyear pilot program aimed at gauging the public’s interest in shared transportation and recreation options. The e-scooters offer residents and visitors an opportunity to see Pensacola in a new way while helping to reduce carbon emissions and traffic congestion on downtown’s historic streets. Drew Buchanan, owner of Pensacola Power Bikes, has signed on with global scooter company, Bird, to oversee the rollout of up to 250 scooters. “The good thing is that Bird is really, really experienced. I think they’re the biggest in the US—they are in more than 100 cities,” Buchanan said. “They were looking for someone with a little logistics and professional experience that has the know how to handle a fleet of micro mobility vehicles located downtown.” The e-scooters are dockless and all activity is appbased, including payment, maps, location info and more. Through the Bird smartphone app, riders

can see the nearest Bird scooter on a map, complete the safety tutorial and ride directly to their desired destination. Upon ending their trip, riders simply park the scooter safely along the side of a sidewalk or on the street next to an unmarked curb and take a photo of the scooter through the app to ensure proper parking. The City of Pensacola approved this pilot program pre-Covid, but decided to put the rollout on pause during the height of the pandemic. “We are excited to welcome Bird to the City of Pensacola, and we look forward to offering e-scooters as an environmentally-conscious mode

city continues to grow, and I think Bird scooters will make a great addition to our community.” A fully charged Bird e-scooter can travel about 25 miles at a maximum speed of 15 miles per hour. Buchanan hopes that one day, riders will be able to ride protected bike lanes all the way from Downtown Pensacola to Pensacola Beach. For the time being, he sees the e-scooters as another unique and immersive way to experience downtown’s unique offerings. “Downtown Pensacola’s streets weren’t necessarily set up for cars. They were set up for walking, biking, horses and carriages.” Buchanan explained. “I think the more that people can get out of their car and experience downtown without having to drive 40 miles an hour in an automobile, the better because it’s more fun and it’s just healthier.

Bird offers a number of reduced pricing options including free rides for healthcare workers and emergency personnel and a Community Pricing Program, which offers a 50 percent discount to low-income riders, Pell grant recipients, select local nonprofit and community organizations, veterans and senior citizens. ESRBA’S POLICY FOR COVID SAFETY AND RETURN TO IN-PERSON EVENTS As of 07/28/21 As the ESRBA attempts to resume in-person functions and events, please note that we will do everything in our power to promote the safety and well-being of our members, guests, staff and vendors. PORT OF PENSACOLA AWARDED OVER $800K FROM GOV. DESANTIS’ PORT RELIEF PACKAGE The Port of Pensacola has been awarded over $800,000 as part of the $250 million in funding for Florida’s ports announced today by Gov. Ron DeSantis to assist in recovery from decreased revenue in 2020, and to invest in infrastructure at Florida’s ports. Florida’s ports generate an economic impact of $117.6 billion and support 900,000 jobs. “I cannot thank Gov. DeSantis, FDOT Sec. Thibault and their staff enough for this critical financial support to Florida’s ports in this time of COVID-19,” Port of Pensacola Director Clark Merritt said. “Maritime commerce requires a robust and modern seaport infrastructure that is sustainable and reliable to meet the continued growth in Northwest Florida. Additionally, the funding will greatly assist the port as we make our facilities more resilient and recover from the significant damage following Hurricane Sally in 2020.” Gov. DeSantis said in a statement announcing the funding: “Not only are Florida ports a key economic driver for their surrounding communities, but also for our state as a whole,” “From the cruise industry, to cargo, to supporting military operations, our ports provide nearly 1 million jobs for Floridians. This $250 million investment in our ports is a commitment to our future economic prosperity for generations to come.” “The impact seaports have on every region in our state is enormous and, under the Governor’s leadership, the state continues to make key investments in our transportation network to keep our state moving forward and ensure that goods make it to consumers efficiently,” said FDOT Secretary Kevin J. Thibault,

P.E. “The funding announced today will have lasting positive impacts and significantly assist our seaport partners, as well as their surrounding communities.” This funding is specifically to support the financial recovery of Florida’s ports through the American Rescue Plan and the Coronavirus State Fiscal Recovery Fund. “The Port of Pensacola is such an integral part of Pensacola’s waterfront commerce, and I’m very grateful to receive this funding to invest in and improve infrastructure at the port,” Mayor Grover Robinson said. “We have seen great success at our port despite the challenges over the past year, and this funding will help the Port of Pensacola continue to build on that positive momentum.” Port of Pensacola leadership will be meeting with the Florida Department of Transportation to get more information about the allowable uses of the funding before creating an implementation plan. The Port of Pensacola, strategically positioned along the northern Gulf of Mexico, is Northwest Florida’s most diverse and business focused deep-water port. Port Pensacola is a full-service port offering stevedore and marine terminal services for all descriptions of bulk, break-bulk, unitized freight, and special project cargo. Additionally, offshore vessel marine maintenance, repair, and overhaul, or MRO, services are also delivered by Port tenants and business partners. The Port of Pensacola’s motto is “big enough for any requirement but small enough to know you,” and the Port makes sure its clients’ goals are priority number #1.

CITY’S ADA SIDEWALK REPAIR PROJECT SURPASSES 26,000 FEET The City of Pensacola’s Public Works and Facilities Department has repaired approximately 26,940 linear feet of sidewalk and installed 463 curb ramps as part of the city’s Americans with Disabilities Act Sidewalk Assessment. The city completed an ADA Sidewalk Assessment in 2017 to evaluate existing sidewalks for ADA deficiencies, identifying approximately 28,100 linear feet of sidewalks and another 2,021 new curb ramps needed in order to achieve an acceptable level of ADA compliance. “Sidewalks are such an important part of any community, and I’m excited to see sidewalks in the City of Pensacola

become more accessible for all of our residents and visitors,” Mayor Grover Robinson said. “We are committed to continuing these ADA sidewalk repairs to create a more accessible, walkable Pensacola.” Sidewalk repair projects were also prioritized in the survey to create a master sidewalk improvement project list, which is available on the city’s website. The targeted completion date for the repairs identified in the ADA Sidewalk Assessment is the end of 2023. FRONTIER AIRLINES ANNOUNCES NEW NONSTOP FLIGHT FROM PENSACOLA TO ORLANDO Low-fare carrier Frontier Airlines announced this week expanded service at Pensacola International Airport that now includes a nonstop flight to Orlando (MCO). This new route, scheduled to begin on Nov. 1, 2021, will operate three times a week on Monday, Wednesday and Friday. “This added service from Frontier Airlines is exciting to see and further amplifies the growth we are seeing at our airport while improving upon our intra-Florida marketplace,” said Airport Director Matt Coughlin. To celebrate the new service, Frontier is offering introductory fares starting at $29. Tickets must be purchased before Aug. 2, 2021 to receive the introductory rates. Frontier Airlines also offers nonstop flights to Denver and Chicago from Pensacola. “Pensacola International Airport continues to thrive, despite the challenges faced by the travel industry globally since 2020,” Mayor Grover Robinson said. “I am excited to offer even more nonstop flights to Pensacola

CITY TO HOST PENSACOLA SENIOR GAMES The City of Pensacola Parks and Recreation Department is scheduled to host the Pensacola Senior Games Friday, Sept. 10 through Sunday, Sept. 26. The series of game events will return for the first time since 2019. Citizens age 50 and older may compete in 21 recreation and sporting events over the course of a twoweek period. Athletes of all levels of experience are encouraged to participate. Game events will include bocce, horseshoes, bowling, darts, track and field, tennis, swimming, and more. Gold, Silver, and Bronze medals are awarded to each age group in each game event. FLORIDIANS CONTINUE UNPLUGGING, GOING WIRELESS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Floridians continue to disconnect telephone landlines and go wireless, with the COVID19 pandemic giving an extra push to the shift. While some rural areas lag in technology, more wireless devices are in use across Florida than there are residents, according to a new report from the state Public Service Commission. The commission’s annual Report on the Status of Competition in the Telecommunications Industry shows Florida’s wireline market is following a national trend in which major carriers — AT&T, CenturyLink and Frontier — experienced landline losses in 2020. In 2020, regular or analog phone lines could be found in 531,512 residences and 854,672 businesses in Florida, down from 613,929 residences and 999,747 businesses in 2019, an overall drop of 14.1 percent. Since 2017, the percentage of landlines has fallen 44 percent, from 2.49 million

to 1.39 million. Two decades ago, about 12 million landlines were in use across Florida. Meanwhile, Florida, with a population estimated at 21.48 million, had 22 million wireless subscriptions and 4.6 million connections for making calls through technology known as “cable/Voice over Internet Protocol,” according to the Federal Communications Commission. “That does seem like a big number… at first glance,” Eric Wooten, of the PSC’s Office of Industry Development & Market Analysis, told members of the commission last week. “And while young children, of course, wouldn’t have a (separate wireline) connection, increasingly, children are getting their own smartphones,” Wooten said. “But a lot of adults would have another phone for business. There are also some cars, like GM OnStar, that have their own numbers, and increasingly a number of devices, like some smartphones, have their own numbers.” The report noted that the pandemic has increased the demand for internet and wireless technologies.

HOSPITALS CONTINUE SEEING SURGE IN COVID-19 PATIENTS CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE — The number of people hospitalized in Florida because of COVID-19 continued at a record pace Monday, according to the Florida Hospital Association. The industry group said 10,389 people were hospitalized for COVID-19 — the second day in a row that the number was over 10,000 and the highest daily total since the start of the pandemic. During an interview with MSNBC, Mary Mayhew, the president and CEO of the association, called the increase “dramatic” and said the disease is “attacking a younger population and putting them in the hospital.” Mayhew said 50 percent of the people hospitalized are between ages 25 and 55. She also said 96 percent of people hospitalized were unvaccinated. The surge in hospitalizations has come as the overall number of reported infections has risen dramatically in recent weeks, fueled by the highly transmissible delta variant of the coronavirus. Florida registered its largest-ever single day total of new COVID-19 cases — 21,683 — on Friday, according to data from the federal Centers for Disease Control and Prevention. The CDC on Monday did not post new Florida case numbers from the weekend. Florida was one of 32 states with no COVID-19 infection data for Saturday and Sunday. The state Department of Health in early June scaled back to posting data once a week, with its reports coming out on Fridays. State Agriculture Commissioner Nikki Fried, who is running for the Democratic gubernatorial nomination in 2022, called again Monday for Gov. Ron DeSantis’ administration to return to providing daily reports to the public. Fried said residents were “completely in the dark” about what was going on.

FSU BREAKS GROUND ON $88 MILLION FACILITY NEWS SERVICE OF FLORIDA STAFF Florida State University broke ground Monday on a research facility slated to open in 2024 in southwest Tallahassee. The $88 million, 116,000-square-foot building will serve as a “collaborative space for researchers from a variety of fields focused on creating and advancing new materials,” the university said in

The Florida Department of Health routinely and automatically reports COVID-19 data Monday through Friday, she said. White House Press Secretary Jen Psaki, noting that 20 percent of all new cases in the nation are coming in Florida, said schools should be allowed to enact mask mandates and that vaccinations should be encouraged. DeSantis on Friday issued an executive order barring school districts from requiring students to wear masks. “So, you know, at a certain point, leaders are going to have to choose whether they’re going to follow public health guidelines or whether they’re going to follow politics,” Psaki said. DeSantis has disputed the need for children to wear masks and has argued that the decision should be left up to parents. His executive order threatened to withhold funding for school districts that require students to wear masks. “I have young kids. My wife and I are not going to do the mask thing with the kids,” DeSantis said Friday. “We never have. I want to see my kids smiling. I want them having fun.” DeSantis recently has encouraged people to get vaccinated, though he has also blocked businesses from requiring customers to show proof of vaccination — the concept known as “vaccine passports.”

Nova Southeastern University, which has its main campus in Fort Lauderdale, announced a vaccination requirement for employees in July. The mandatory vaccination policy went into effect Sunday, and university employees have until Sept. 20 to complete their doses. Meanwhile, Nova Southeastern is asking students to voluntarily report their vaccination status to help “get back to a better fall.” Its goal, according to the university website, is for 70 to 80 percent of students reporting vaccinations before the school will drop a mask mandate. As of Monday, just under 50 percent of students at its main campus had reported being vaccinated. Florida’s public university system has not required that employees get vaccinated. The 12 public universities are planning a return to normal operations with mask-optional policies, while urging vaccinations for everyone on campus.

TALLAHASSEE — Florida lawmakers next year are expected to consider a proposal that would clear the way for the Broward County School Board to pay $25 million in compensation in the 2018 mass shooting at Marjory Stoneman Douglas High School that killed 17 people. Sen. Joe Gruters, R-Sarasota, filed a bill (SB 84) on Monday that would authorize the school board to pay the money to the estates of students and faculty members who died in the shooting and to other victims of the attack. The proposal, known as a “claim” bill, is filed for consideration during the legislative session that will start Jan. 11. It would require a settlement of claims against the school board, though it would leave open the possibility that victims and family members could pursue other lawsuits stemming from the attack by former Marjory Stoneman Douglas student Nikolas Cruz. “(The) amounts specified in this act are not intended to constitute full and complete compensation to any victims for their damages, but are intended to satisfy only the claims by the claimants specified in this act against the School Board of Broward County and the School Board of Broward County’s share of fault, without regard to any claims of the claimants against other responsible parties and without regard to the liability of others,” the bill said. The proposal was filed after the Florida Supreme Court ruled last September that state law placed a $300,000 limit on how much the school board could be forced to pay to families and victims in lawsuits filed after the shooting. The ruling dealt with the state’s sovereign-immunity laws, which are

designed to shield government agencies, including school boards, from costly lawsuits. Justices said mass shootings should be viewed as a single “incident or occurrence,” effectively placing the $300,000 limit on the school board’s liability in the Parkland attack. Attorneys for families and victims had contended that the shots were separate occurrences and that each plaintiff filing a claim against the school board should be able to receive $200,000. The school board, however, can pay more than $300,000 if the Legislature authorizes it through a claim bill. Gruters’ bill would do that by authorizing the payment of $8,333,333.33 in three annual installments. The bill does not detail how the money would be allocated to the estates of the 17 people killed and to 34 other people named in the proposal. Cruz, who was 19 at the time of the attack, continues to await trial on murder charges. “(The) negligence of the School Board of Broward 34 County contributed to the damages suffered as a result of the events of February 14, 2018, at Marjory Stoneman Douglas High School, to the extent that School Board of Broward County personnel had information regarding the risk of Nikolas Cruz committing acts of physical harm and violence toward others but failed to take reasonably appropriate action to protect the campus from Nikolas Cruz; were unprepared to deal with repeat trespassers and intruders on campus, such as former students like Nikolas Cruz; were unprepared to address armed intruders on campus; failed to prevent Nikolas Cruz from entering the campus and failed to intercept Nikolas Cruz once he did enter; and were unprepared to respond in the event of an active shooter on campus,” the bill said.

TALLAHASSEE — State investment in the parent company of the Ben & Jerry’s ice-cream chain could be blocked later this year after Ben & Jerry’s announced plans to stop selling its products in the West Bank and Gaza. Ash Williams, executive director and chief investment officer of the State Board of Administration, said in a letter Monday that the parent company, Unilever PLC, has been added to what is known as Florida’s list of “Scrutinized Companies that Boycott Israel.” That move, which occurred Thursday, triggered a 90-day window. If Unilever does not reverse the Ben & Jerry’s decision during that time, it would face a prohibition on state investment and contracts. Gov. Ron DeSantis and state Chief Financial Officer Jimmy Patronis, who, along with Attorney General Ashley Moody, serve as the State Board of Administration, issued statements Tuesday touting the move against Ben & Jerry’s and Unilever as showing support for Israel. “As a matter of law and principle, the State of Florida will not tolerate discrimination against the State of Israel or the Israeli people,” DeSantis said. But in announcing its decision last month, Ben & Jerry’s said the icecream maker believes “it is inconsistent with our values for Ben & Jerry’s ice cream to be sold in the Occupied Palestinian Territory.” “We’re a values-led company with a long history of advocating for human

rights, and economic and social justice,” Ben & Jerry’s said in a July 19 statement posted on its website. “We believe it is inconsistent with our values for our product to be present within an internationally recognized illegal occupation.” Unilever, which purchased Ben & Jerry’s in 2000, also posted a statement saying it has always recognized the “right of the brand and its independent board to take decisions about its social mission.” The company did not change its stance in a discussion last week with state investment officials. “The SBA (State Board of Administration) conducted an engagement call with Unilever Investor Relations on July 28, 2021 and received indication that the parent company has no current plan to prevent Ben & Jerry’s from terminating business activities in Israeli-controlled territories,” Williams wrote in the letter Monday to DeSantis, Patronis and Moody. Ben & Jerry’s said on its website that it has a licensee that manufactures ice cream in Israel and distributes it in the region. The company said it will not renew the license when it expires at the end of 2022 but will remain in Israel through a “different business arrangement.” Unilever is a conglomerate that sells products ranging from Hellmann’s mayonnaise to Dove soap, according to its website. In a news release Tuesday, DeSantis’ office criticized the stance of Ben & Jerry’s and Unilever, saying there is “nothing progressive about boycotting the only democracy in the Middle East.”
