SUPERINTENDENT SEARCH

N A R R O W S D O W N TO S I X C A N D I D AT E S by Gina Castro

For the first time in Escambia County, the county school district’s superintendent will be appointed rather than nominated. The Superintendent Search Citizens Advisory Committee, which is comprised of 22 members, has narrowed the list of 27 superintendent applicants down to six semifinalists. The committee members read through each of the applicants resumes, recommendation letters extensively. The committee voted to send the six candidates to the county school board for approval. The board approved of the candidates during its regular meeting on July 21. The superintendent of Escambia County oversees more than 40,000 students, 5,000 employees, 58 schools and a budget of more than $650 million. The board plans to offer the next superintendent a three-year contract and a salary range of $145,000 to $175,000. We reached out to each of the semifinalists for a brief summary of their background and experience. Keith C. Rittel has been superintendent of the Provo City School District since June 2012. Since arriving in Provo, Mr. Rittel has emphasized evidence-based practices in effective teaching, graduation rates, and a technology-based “Innovative Learning Initiative.” Prior to taking the reins in Provo, Keith Rittel was Deputy Superintendent of Clover Park School District (Lakewood, WA) for four years where he worked closely with Joint Base Lewis McChord and received several Department of Defense Education Grants for the district. Previously, he served 11 years as a high school principal with 4 years at Kamiak HS (Mukilteo, WA) and 7 years at Anacortes HS (Anacortes, WA). In 2004, he was honored to be selected as Washington State’s High School Principal of the Year. Mr. Rittel has had a consistent record of success in each successive position he has held since becoming an educator.

Currently, I oversee 10 high school principals as an executive area director for Orange County Public Schools in the Orlando metropolitan area. I have been a teacher, dean, assistant principal, a principal of an innercity middle school, a principal of a new middle school, and a high school principal. My goal would be to lead the district for students to learn, graduate, and grow to be productive citizens. This would include caring about each and every student, safety, effective teaching, staff training, parent involvement, and community engagement. 5. Keith Leonard

unique school improvement program that dramatically improved student achievement, and for his efforts, he was awarded the prestigious American Society for Quality’s International Juran Medal (2010) in the field of education for sustained systemic improvement. Currently, Dr. Cotter is the co-founder of the Exemplary Schools Organization and is author of two educational leadership books. Previously, Dr. Cotter served as superintendent of schools in Pennsylvania for 11 years, a principal for 5 years, and as a District Curriculum Supervisor, an Assistant Principal, a Middle and High School teacher in both regular and special education for well over 15 years. Escambia County and Pensacola is extremely attractive due to its downtown revitalization, its history, its diversity, its energy as a social, economic and educational center for the Panhandle region. He looks forward to the challenge of moving the district from “Good to Great.” For the next step in the superintendent search, the school board will ask each of the finalists five questions, and the candidates will provide written and video responses. The board will then invite all of the semifinalists or a few of them for an in-person interview in Escambia County. The interviews will begin mid August.

The property is home to the historic Jones House which has been restored to commercial standards by the previous owner, the Blackwater River Foundation. The larger building and property will allow many more visitors, schoolchildren and tourists to connect with Florida’s native butterflies and the care they need to thrive. “We are reaching out to individuals and businesses to help us move forward,” said Residential Horticulture Agent Mary Salinas. “The more help we have, the sooner we can be open and ready to serve our community.”

TOURISM NUMBERS PLUMMET IN SECOND QUARTER JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida’s vital tourism industry suffered an estimated 60.5 percent drop in visitors as the COVID-19 pandemic hit hard during the year’s second quarter, with international travel off more than 90 percent. And the outlook remains dim for the state following the nearly 20 million visitor drop from April through June. The tourism industry must combat ongoing negative perceptions of Florida’s handling of COVID-19, international travel bans, people slow to return to entertainment venues and double-digit unemployment. During the second quarter, an estimated 12.801 million people — almost all traveling from other states — came to Florida as businesses were shut down in April and amid harried reopening efforts in May and June, according to numbers posted Sunday by the Visit Florida tourism-marketing agency. In 2019, Florida recorded 32.4 million visitors in the second quarter and 68.2 million for the first six months. For the first half of 2020, the state saw its tourism numbers drop 35.2 percent, attracting 44.188 million visitors. Florida saw a 12.3 decrease in firstquarter tourism from 2019, representing a reduction of 4.4 million visitors, as the pandemic started to take hold. In all, an

estimated 31.39 million visitors came to the state during the first quarter. Florida ended 2019 with 131.4 million visitors. Among the second-quarter 2020 numbers, Florida saw just 235,000 overseas visitors and 9,000 Canadians, per the numbers posted by Visit Florida. The state, which had been on a nineyear run of increasing tourist numbers, estimated nearly 2.65 million overseas visitors in the second quarter of 2019 and 931,000 Canadians in the same time. After releasing the second-quarter numbers Sunday, Visit Florida added a note online that the pandemic has impacted the way the numbers were estimated and that the international figures released may be higher than the actual totals. “Please note that due to the unprecedented nature of the COVID-19 pandemic and the impact it has had on data used to produce visitor estimates, the numbers provided … are likely to face larger-than-normal revisions as new data become available,” Visit Florida said in the note. “Also note that for Q2 2020, VISIT FLORIDA believes that the number of overseas visitors to the state was actually 20,000-30,000, but the officially published estimate was calculated using the standard methodology per request from

FEDERAL DOLLARS BOLSTER STATE MEDICAID PROGRAM CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE — The cost of Florida’s Medicaid program is projected to total nearly $31.3 billion this fiscal year, and a record 4.36 million people are expected to enroll, according to new estimates drawn up by state economists. Despite a projected 10 percent increase in costs over last year, economists said the state will have enough money to keep the safety-net health care program funded during the current 2020-2021 fiscal year, in part because of Congress’ decision in March to increase the amount of federal funds spent on the program. But the projected financial stability could be short-lived. Economists project a near $554 million shortfall in the amount of state revenue needed in the 2021-2022 fiscal year if Congress doesn’t agree to extend the additional matching funds —- through what is known as the Federal Medical Assistance Percentage, or FMAP — beyond a scheduled Dec. 31 cutoff. The decision in March increased the FMAP by 6.2 percentage points. “This year we’re fine because of the changes in the federal FMAP. Those federal dollars protect us. We just need to get the budget authority (to spend the money) in the right places,” Amy Baker, coordinator of the Legislature’s Office of Economic and Demographic Research, told The News Service of Florida. The estimates were reached by Baker, economists in her office and House and Senate budget staff members who met as the state Social Services Estimating Conference. The spending and enrollment estimates reached by the conference are used as a basis for state budgeting decisions. As Florida deals with economic fallout from the coronavirus pandemic, the state is expected to bring in $3.4 billion less in general revenue this year than expected earlier. General revenue, which includes such money as sales taxes and corporate income taxes, play a vital role in funding schools, health care and prisons. The news that Medicaid doesn’t have a projected deficit for the current fiscal year, which started July 1, was welcomed by health-care providers. “It’s obviously early, but these numbers are at least encouraging,” Safety Net Hospital Alliance of Florida Chief

Executive Officer Justin Senior, a former state Medicaid director, said. Senior’s group represents 14 hospital systems that include public, teaching and children’s hospitals, and, combined, account for 40 percent of all Medicaid hospital days in the state, according to its website. “Hopefully, these projections come true, or — even better — the state sees an economic turnaround that even improves upon these numbers in the coming months,” Senior said. “That would help every part of the state budget.” Lawmakers passed a $93.2 billion budget for this year in March, as the pandemic was starting to hit the state and wreak havoc on the economy. Gov. Ron DeSantis vetoed $1 billion from the budget, hoping to bring the state spending plan in line with available revenues and conserve cash. The governor in July also ordered state agencies to come up with plans to trim 8.5 percent from their current-year budgets, though that does not mean such cuts will be carried out. Recognizing the national economic problems caused by the pandemic, Congress on March 18 approved increasing the federal Medicaid match for all states by 6.2 percentage points. That increase will pour an additional $1.6 billion in federal funding into Florida’s Medicaid program this fiscal year. Thompson, appearing at the Governors Club in Tallahassee, said that even with a vaccine for the coronavirus, consumers will need to be confident about their health while traveling and while at the destinations. “Today’s environment is the worst we’ve ever faced,” Thompson said. “While the rest of the economy is in a recession, the travel industry is in a depression.” Thompson, who served as chief operating officer and president of Visit Florida a decade ago, said more than 50 percent of the hospitality industry is facing unemployment.

CORCORAN: USE ‘SURGICAL’ RESPONSE TO VIRUS IN SCHOOLS ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE — Education Commissioner Richard Corcoran is urging local school officials to be “very surgical, not sweeping” when responding to coronavirus cases, which he acknowledged are likely to occur as classes resume this month. “If you have a COVID-19 case or you have (COVID-19) symptoms, don’t panic,” Corcoran told school superintendents in a conference call Thursday. “Communicate with everybody and be open and transparent about it. We are going to have cases, and that’s OK.” Corcoran asked superintendents to check in with with top officials in the state Department of Education before shutting down a classroom or school, and said symptomatic individuals should be sent home. He also stressed that school officials should communicate with parents whenever a symptomatic individual attends school. “Even though it is not required, we would suggest dismissing the class for that day. Clean it, hyper-clean it, and let the parents know you hyper-cleaned the class,” Corcoran added. “Unless your child has symptoms or you see symptoms, we are fine with your child coming back the very next day.” The Florida Association of School Superintendents on Aug. 7 sought guidance from Corcoran and state health officials about how to deal with infected students and employees, after Corcoran issued an emergency order mandating that schools reopen bricksand-mortar classrooms five days a week this month. Since 13 counties reopened schools last week, at least three school districts have confirmed that they have been forced to respond to positive cases or ask students to quarantine due to potential exposure to COVID-19. In Martin County, 151 elementary and high-school students were sent home after they either tested positive for the virus or showed symptoms of COVID-19, district spokeswoman Jennifer DeShazo confirmed to The News Service of Florida on Monday. Four students and one teacher in Bradford County tested positive for the virus and 78 students “have been asked to stay home out of precaution,” Assistant Superintendent David Harris said in an email to the News Service on Monday. And in Seminole County, two fifth-

grade teachers who were scheduled to start in-person instruction on Monday had to self-quarantine over the weekend, district spokesman Michael Lawrence said. One of the teachers tested positive for COVID-19 and the other came into contact with the educator who was infected with the virus, Lawrence said. Corcoran said he would not recommend quarantining an entire classroom if a student tests positive for COVID-19. Instead, he said school officials should consider quarantining a portion of the class or students who came into contact with an infected student for 15 minutes or longer. “I know it sounds complicated, but it is not,” he said. The goal, Corcoran said, is to “keep everyone safe” and to “keep everybody getting the best possible learning experience.” Thursday’s call with the school officials came a week after the Florida Association of District School Superintendents told Corcoran that school officials need a statewide protocol that lays out what to do when people show symptoms or test positive for COVID-19, the respiratory illness caused by the novel coronavirus. “Clear and articulate processes for the role of the Department of Health as the lead in case investigation, contact tracing and quarantine direction, length and implementation are essential and must be consistent across all school districts,” Pinellas County Superintendent of Schools Michael Grego, who is the president of the association, wrote in an Aug. 7 letter to Corcoran. The Florida Education Association and the union representing teachers in Orange County have filed lawsuits challenging Corcoran’s July 6 order. The unions allege that the mandate violates the state Constitution, which guarantees the right to “safe” and “secure” public schools. While speaking to the superintendents last week, Corcoran called the lawsuit “frivolous.” He praised the superintendents for working to reopen schools and offer in-person instruction, emphasizing that local officials should not hesitate to seek the advice of state officials. “I think we’re going to be an example to the rest of the nation how to do this effectively, how to address the needs of each child and really focusing on closing the achievement gap and having a great semester,” Corcoran said.

LAW GRADS ‘LEFT HANGING’ AFTER BAR EXAM CALLED OFF DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE — After moving the test online because of COVID-19, the Florida Board of Bar Examiners has called off a plan to hold the Bar exam on Wednesday because it was not “technically feasible.” The board announced late Sunday that the exam will take place “on a date to be determined in October.” Applicants who signed up for the exam, originally slated to be in person in late July, can also wait until February to take the test, the announcement said. The last-minute cancellation, issued on the eve of a scheduled live trial of the examination software, ignited a frenzy on social media among people planning to take the exam and their supporters, who have urged the Board of Bar Examiners to drop the test altogether this year or to replace the multiple-choice exam with essays submitted by email, as some other states have done amid the COVID-19 pandemic. “It just devastated me,” Theresa Black, who earlier this year had signed up to take the in-person test, told The News Service of Florida on Monday. Black, a graduate of the Loyola University New Orleans law school who lives in Alabama but wants to move back to Florida, called the board’s lastminute move “negligence at its finest.” “Now, we don’t even know what date the exam is going to be. We’re just left hanging and hanging and hanging,” she said. The board’s July 1 decision to hold the exam online came after an outcry from graduates, law school professors and legislators, who argued that holding the test in person was contrary to health

NO TIMELINE ON BARS REOPENING NEWS SERVICE OF FLORIDA STAFF A spokeswoman for the Department of Business and Professional Regulation said Monday it’s still uncertain when bars and breweries can again serve alcohol for onsite consumption. DBPR Secretary Halsey Beshears has been meeting privately with brewers and bar owners over the past few weeks to discuss concerns about widespread shutdowns caused by the COVID-19 pandemic. “Following the recent meetings with representatives of bars and breweries across the state, Secretary Beshears is reviewing feedback and ideas from these business owners and considering options for a sensible plan forward,” DBPR spokeswoman Karen Smith said in an email Monday. “While no timeframe for reopening is certain, Secretary Beshears understands the urgency advocated by business owners in these recent meetings.” Beshears on June 26 shuttered on-site consumption at bars and breweries because some establishments were violating requirements that had been put in place to try to stem the spread of COVID-19, the respiratory disease caused by the coronavirus. The move essentially closed most bars and nightclubs, though es-

But the board’s rules for the online exam and technical problems with the ILG Technologies software used for the test sparked a furor among prospective test-takers and their advocates, including the deans of 10 Florida law schools. The college leaders last week asked the Florida Supreme Court and the board to adopt a “contingency plan” that would allow an open-book exam and essay questions submitted by email. The Supreme Court has authority over the board. The law-school deans, including deans of schools at Florida State University, Stetson University and the University of Miami, also urged the board to “examine critically” the use of the multiple-choice exam, “and to consider whether it can be administered at all if the ILG software is deemed to be unworkable.” “Announcing this sort of contingency plan in advance will inspire confidence among applicants that the examination will proceed in some form, unhindered by technological obstacles. It also will help lessen the understandable stress and anxiety of our graduates, who will welcome (and deserve) the additional clarity and reassurance,” the deans wrote on Friday. While bars were allowed to start serving drinks again, the state limited indoor customer occupancy to 50 percent and allowed only table service. But Beshears reimposed the ban on onsite consumption in the June 26 order because non-compliance with the safety guidelines in the bar industry was considered too widespread to enforce. Numerous bar owners have filed lawsuits against the state over the order.

To help offset the exam postponement, the board created a “supervised practice program” that is similar to an existing “Certified Legal Intern” program. The new program will “allow for practice with supervision by a member of The Florida Bar,” Sunday’s announcement said. The program will begin in mid-September, when grades would have been released for the July test, the board noted.

PRIMARY VOTING TOPS 2.6 MILLION NEWS SERVICE OF FLORIDA STAFF More than 2.6 million Floridians have cast ballots ahead of Tuesday’s primary elections, with nearly 80 percent voting by mail, according to numbers posted on the state Division of Elections website. As of late Monday morning, 2,109,222 mail-in ballots had been tallied, while 555,037 people had cast ballots at early voting sites. Early voting ended this weekend throughout the state, but mail-in ballots will continue to come into supervisors of elections’ offices Monday and Tuesday.
