ICE FLYERS BEGIN NEW SEASON by Gina Castro Picture this, you’re in an Ice Flyers jersey singing “Sweet Caroline” with the same level of enthusiasm you had the first three times. Your favorite Ice Flyers player spreads some holiday cheer by decking the halls of an opponent’s face. Wonderful isn’t it? No one misses hockey season as much as Downtown Crowd. The wait is almost over. The Ice Flyers’ home opener is Dec. 30 at 7:05 pm. “We’re really looking forward to this season. We know our fans are definitely looking forward to watching live sports in a safe environment,” Greg Harris, owner of the Pensacola Ice Flyers hockey team, said. “This has not happened in a very long time, so we’re definitely excited about it.” Earlier this year, the Southern Professional Hockey League (SPHL) was cut short due to COVID-19. After months of safety and health regulations, many states, including Florida, are opening back up to full capacity. SPHL announced on Oct. 6 that the 2020-2021 season will feature a 42-game regular season and a total of five teams: Birmingham Bulls, Huntsville Havoc, Knoxville Ice Bears, Macon Mayhem and Pensacola Ice Flyers. “Between the delayed start and the numerous cancelled events also booking replacement dates in 2021, there just was not enough time nor availability to have a full 56-game schedule without creating additional hardships for the five teams attempting to play this season,” Doug Price, SPHL Commissioner, said in a Oct. 6 press release. Because of state and local restrictions related to the continuing pandemic,

the Evansville Thunderbolts, Fayetteville Marksmen, Peoria Rivermen, Quad City Storm and Roanoke Rail Yard Dawgs will sit out the upcoming season and prepare to return for the 2021-2022 campaign. All players named to a protected list or signed to a training camp tryout will become free agents; however, the five teams not playing will be able to retain the rights to their protected list players for the 2021-2022 season.

Our priority is taking care of our fans. This is definitely not a decision we take lightly. It is very heavy on our minds and our hearts.” This year’s hockey season will look quite different. Face masks will be required to enter the Pensacola Bay Center and social distancing will be enforced. Even though businesses in Florida are able to open to 100 percent capacity, Harris stated that the Bay Center will be be-

tween 40 to 50 percent capacity. “Our priority is taking care of our fans. That’s really what it comes down to,” Harris continued. “This is definitely not a decision we take lightly. It is very heavy on our minds and our hearts. We just want to make sure that everybody is taking the precautions that they need to so that way we can have live hockey.” Guests will be socially distanced by pods of up to six people. Groups of guests who plan to attend the game collectively can sit together up to six people, and the groups of guests will be socially distanced from other groups. SPHL is also looking out for its players. Players follow a protocol that includes testing requirements and self evaluations. Harris is the co-chairman of the board for the league and serves on the Return to Play Committee. He explained that the protocols for players and staff is extensive and growing to

COLD WEATHER HEATING SAFETY TIPS FROM ESCAMBIA COUNTY With the National Weather Service of Mobile implementing a freeze warning tonight for Northwest Florida as temperatures begin to drop, Escambia County Fire Rescue encourages residents to practice space heater safety and know the potential risks associated with home heating equipment. The NWS is forecasting temperatures to get into the lower 30s and 20s tonight and remain below average throughout the work week. Home fires occur more in the winter months than any other time of year. According to the National Fire Protection Association, heating equipment is one of the leading causes of home fire deaths and space heaters account for 4 out of 5 home heating fire deaths. “As cold air rushes into our area, space heaters and fire places will be used. Most heating fires can be prevented from happening by following simple tips,” said Ray Melton, Escambia County Fire Rescue fire and life safety specialist. “ECFR wants to remind our citizens that space heaters, furnaces and fire places should all be checked prior to use. Last year during a cold period, ECFR responded to sev-

eral chimney fires that displaced residents.” While a joyous time of year, cold weather, holiday decorations and festivities can create serious fire dangers. Escambia County Fire Rescue, in collaboration with the Pensacola Fire Department, will launch its annual “Keep the Wreath Green” fire safety campaign Tuesday, Dec. 1. Firefighters hope to reduce the number of fires by promoting simple, life-saving holiday safety tips each day in December.

For portable electric heaters:

Follow these tips to stay safe while heating your home:

• Keep a glass or metal screen in front of the fireplace to prevent embers or sparks jumping out. • Do not burn paper in your fireplace or wood stove. • Put the fire out before you go to sleep or leave your home. • Put ashes in a metal container with a lid, outside, atleast 3 feet from your home. • Make sure your wood stove is 3 feet from anything that can burn. Source: FEMA- U.S. Fire Administration

• Have heating equipment and chimneys cleaned and inspected annually by a qualified professional. • Keep anything that can burn at least 3 ft. away from heating equipment, like the furnace, fireplace, wood stove or portable space heater. • Portable space heaters should be turned OFF every time you leave the room and before going to bed. • Never plug a space heater in a power strip. • Install carbon monoxide detectors to avoid carbon monoxide poisoning. • Never use an oven to heat your home.

Escambia County will be ready when we receive the vaccine in our area. • Gov. Ron DeSantis held a press conference regarding education and COVID-19 at Boggy Creek Elementary School in Kissimmee on Monday, Nov. 30 at noon.

• Place them on a solid, flat surface, away from high traffic areas and doorways. • Use and purchase heaters with an automatic shut off so if they are tipped over they will shut off. • Plug power cords directly into outlets and never into an extension cord. • Inspect for cracked or damaged, broken plugs or loose connections; replace before using. For Fireplaces and Wood Stoves:

Heating Fire Facts:

• Most home heating fire deaths (86%)

involved stationary or portable space heaters. • The leading factor contributing to home heating fires (27%) was failure to clean, principally from solidfueled heating equipment, primarily chimneys. • The leading factor contributing to ignition for home heating fire deaths (54%) was heating equipment too close to things that can burn, such as upholstered furniture, clothing, mattress, or bedding. • Nearly half (48%) of all home heating fires occurred in December, January and February. Practicing these home heating safety tips will help keep our community safe and warm during the winter months. Knowing what to do now is key to having a safe home. STUDENTS TO CONTINUE HAVING CHOICE OF INPERSON, ONLINE CLASSES JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Public school instruction will continue in-person and online this spring as coronavirus cases continue to increase across Florida, Gov. Ron DeSantis and Education Commissioner Richard Corcoran said Monday. Appearing at Boggy Creek Elementary School in Kissimmee, DeSantis supported a new order by Corcoran that will keep the online option available and provide protections for school-district funding. But DeSantis and Corcoran emphasized the importance of in-person learning. The order requires students struggling with virtual learning to shift to brick-and-mortar classrooms unless their parents formally object. “The data and the evidence is overwhelmingly clear, virtual learning is just not the same as being in person,” said DeSantis, who has argued that schools are safe amid the pandemic. “We wanted to figure out a way to still offer the parents choice, but to really put the onus on the school districts to be monitoring this, and when they see students fall behind, to really be affirmative and engaging with the parents,” DeSantis continued. DeSantis, who attended a high-school football playoff game Friday in Vero Beach, called the closure of schools during the pandemic “probably the biggest public health blunder in modern American history.” Florida and other

UF RECEIVES 27,000 ACRES IN OSCEOLA COUNTY NEWS SERVICE OF FLORIDA STAFF The University of Florida has received a gift of 27,000 acres of land in southern Osceola County and will work on conservation and research with the organization Ducks Unlimited. Elisabeth DeLuca donated the rural land near Yeehaw Junction to the university, and a conservation easement was set up through Ducks Unlimited’s land trust, Wetlands America Trust. The university said in a news release Monday that the structure of the arrangement involving UF and Ducks Unlimited creates conservation protections while also allowing teaching and research to take place. Ducks Unlimited is led by former Florida Agriculture Commissioner

‘CAMPUS CARRY’ ISSUE RE-EMERGES FOR 2021 SESSION NEWS SERVICE OF FLORIDA STAFF A long-debated proposal that would allow people with concealed-weapons licenses to carry guns on Florida college and university campuses was filed

BY THE NUMBERS: COUNTY COVID-19 CASES NEWS SERVICE OF FLORIDA STAFF TALLAHASSEE Florida is expected Tuesday to surpass 1 million reported cases of COVID-19 since the pandemic began. Here are the 20 counties with the most cases as of a Monday, December 1 count: • Miami-Dade: 229,618 • Broward County: 107,524 • Palm Beach County: 65,372 • Orange County: 58,325 • Hillsborough County: 58,293

states closed schools in March as the pandemic hit, and some areas of the country have shuttered classrooms again this fall. DeSantis said the harm from the closure of schools will “reverberate” for years and labeled people who advocate for closing schools as “today’s flat earthers.” “All you had to do is talk to a teacher, they all said the same thing, that it was not the same, and that kids were falling behind,” DeSantis added. The Florida Education Association teachers union and other plaintiffs filed a lawsuit this summer challenging a July order by Corcoran that was aimed at reopening schools. The plaintiffs argued that Corcoran’s order would force teachers to “needlessly expose themselves to a deadly and contagious virus based solely on a blanket and arbitrary decision that schools must reopen for in-person instruction or lose their funding.” A Leon County circuit judge in August sided with the plaintiffs, but his ruling was overturned by a panel of the 1st District Court of Appeal. The appeals court Monday refused requests by the plaintiffs for a rehearing. After DeSantis and Corcoran announced the new order Monday about the second half of the school year, the union expressed cautious optimism that it “offers our public schools a muchneeded measure of reassurance for the new year.” “Florida’s schools remain under-

Adam Putnam. “This Kissimmee Prairie landscape is in the Everglades headwaters, yet at the edge of Central Florida’s tourism and development core and is now a permanently protected piece of the conservation puzzle,” Putnam, the CEO of Ducks Unlimited, said in a prepared statement. “For generations to come, students and researchers will make new discoveries alongside migrating waterfowl, endangered red cockaded woodpeckers and grasshopper sparrows on this massive outdoor laboratory. Future ranchers, waterfowlers, nature lovers and wildlife scientists will be able to apply what they’ve read in textbooks to what they’re observing on the landscape, thanks to Elisabeth DeLuca. This partnership between the University of Florida and Ducks Unlimited benefits waterfowl, wildlife and millions of Floridians who value clean water and the protection of the natural landscape.”

Monday for consideration during the 2021 legislative session. Rep. Anthony Sabatini, R-Howey-in-the-Hills, refiled the “campus carry” proposal (HB 6001), which did not receive a hearing during the 2019 and 2020 sessions. Similar measures were filed unsuccessfully by other gun-rights supporters in prior sessions. The proposals have drawn opposition from highereducation leaders. As of Oct. 31, Florida had issued more than 2.19 million concealed-weapons licenses. The 2020 legislative session starts in March.

funded, and COVID-19 continues to create terrible disruption, but the state’s support for students on-campus and off should remain stable this spring,” a news release from the union said. FEA President Andrew Spar suggested the state could also suspend “highstakes standardized testing” or that tests be made less “make or break,” so students and teachers can catch up from the coronavirus disruption. A key issue in the union lawsuit involved part of the July order that dealt with the way public schools are funded. The order effectively conditioned a portion of money on school districts submitting reopening plans that included the use of brick-and-mortar classrooms, in addition to offering online alternatives. In Monday’s order, school districts must submit a plan by Dec. 15 that meets Corcoran’s requirements for the spring, which continues a requirement of schools being open five days a week for in-person instruction. Corcoran’s latest order also outlines learning and supplemental intervention services, with an emphasis placed on reading and mathematics. Almost 40 percent of the state’s public-school students have been studying remotely in the current semester. The plan for the spring came after state officials worked with the Florida Association of District School Superintendents. Appearing at the news conference, Osceola County Superintendent Debra Pace said the order provides districts a “bit more fiscal stability,” while helping parents not ready to send their children into brick-and-mortar classrooms. “We do know that learning happens

best in a classroom with a caring teacher, surrounded by their peers,” Pace said. “But we also know that’s not the right option for some of our families, some students who’ve been successful in the digital learning world.” The event was the first for DeSantis since a Nov. 4 appearance before the media at the Capitol. Agriculture Commissioner Nikki Fried, the only statewide elected Democrat, called DeSantis’ approach to the pandemic “bullish,” with “a lack of empathy that really is my greatest concern as we’ve gone through this pandemic.” “Every community is going to be a little different. Every community is seeing different spikes,” Fried said on Monday. “Not giving that type of authority to the locals and not trying to show leadership on this has really been his downfall. He really has lost a lot of the public’s trust in dealing with this response.” Since Nov. 15, the state has averaged more than 8,500 new coronavirus cases a day, the highest rate since late July. Asked about requests to require Floridians to wear masks, DeSantis maintained his opposition to issuing such mandates. “How has that worked out in the states that have done it? Has that stopped an outbreak in Minnesota, Illinois, Michigan. What about New Jersey? What about all these states where you have an explosion in cases?” DeSantis replied. “So, I mean, at some point, does the observed experience matter? I’m opposed to mandates. Period. I don’t think they work.” — News Service Assignment Manager Tom Urban contributed to this report.

COURT BACKS FDOT IN TOLL DISPUTE NEWS SERVICE OF FLORIDA STAFF An appeals court Monday overturned a circuit judge’s ruling that ordered the Florida Department of Transportation to return more than $53,000 in toll charges to a company that leases trailers to trucking customers. Tropical Trailer Leasing, LLC, argued that it was being improperly charged tolls through the state’s “toll by plate” system, which captures photographic images of license plates and bills owners for tolls. Tropical Trailer Leasing argued that the truck operators — not the trailer leasing company — should be responsible for paying tolls. Then-Leon County Circuit Judge Karen Gievers sided with the argument, issuing an injunction and ordering the Department of Transportation to refund $53,628,

according to Monday’s ruling by a panel of the 1st District Court of Appeal. But the panel overturned that decision on a series of grounds, including that Tropical Trailer Leasing could seek to recover the toll amounts from its trucking customers. “Tropical Trailer had an adequate remedy in contract law with their customers or drivers,” said the ruling, written by Judge Brad Thomas and joined by Judges Thomas Winokur and Harvey Jay. “In the present case, the record indicates Tropical Trailer conceded that it had recouped from its customers a significant amount of the tolls paid to the department. The record also indicates that Tropical Trailer’s lease states that where a lessee fails to pay a toll, the lessee is to reimburse Tropical Trailer for the amount incurred and pay Tropical Trailer an administration fee.”
