One of the many perks of being the first city in the U.S. is that there is just so much history everywhere you look. There are thousands of interesting stories about the people who walked these streets, the buildings that once stood here and the ones that still do. Since this holiday season won’t be quite what we anticipated at the start of 2020, Pensacola Magazine figured you all could enjoy visiting Pensacola’s Christmas past. With the help of UWF Historic Trust archivist Jessie Cragg and Dustin Dewey, we pieced together a few interesting and heart-warming stories that show what Pensacolians were doing at various points in history during December.
Women’s Holiday Fashion in 1851 The ladies of Pensacola followed fashion tips straight from Paris, which were published in Harper’s New Monthly Magazine. In December of 1851, Pensacola women wore the following three fashionable cloaks: Parisian, Frileuse and Camara. Merry Christmas, Prisoners Christmas day in 1889 turned out to be a very generous day. Some would say it was perhaps too generous. On this day just in time for Christmas dinner, Pensacola Mayor William Dudley Chipley released every single prisoner confined at the station. Although the crimes of the prisoners are not mentioned, the daily news reported that there were 22 prisoners released. The article describes the bunch as the happiest people in Pensacola: “They were a happy set indeed, and all vowed that their first drink of Christmas egg-nog should be a toast to Mayor Chipley [sic].”
The Big Snow Storm of 1893 Yes, in 1893, it snowed heavily in Pensacola. A photo of a family playing in the snow in Pensacola was taken on Dec. 21, 1893. The image shows Pensacolians dressed warmly with snowballs in their hands. There weren’t any articles published about this snow storm. The only information about this strange occurrence is written on the back of the photograph. The writing on the back states that the image was taken East of Wright Street about a block and a half from the old L&N Station. Some of the people shown in the photo are the following: Julia Moreno, Dottie Blount, Julia Lee, Miss Emma Chandler, Rust and Octavia Smith, Cora and Dudley Hunt, Ruby Mallory, Little S.R. Mallory, Maude Fernald, Fan Warren, and Edna Thompson. A Brent Family Christmas Francis Celestino Brent was a prominent figure in the 20th century. After serving in the Confederate Army and being incarcerated by the Union, Brent returned to Pensacola. He established F.C. Brent and Co., owned the Brent Lumber Company and invested in several other businesses. Brent Lane, which runs from Palafox Street to Springhill Drive, was named after Brent. dren sit on either side of the table finishing their Christmas dessert.
The 1930s Christmas Lights Quarrel Today, Pensacolians expect downtown to be sparkling with thousands of lights each holiday season, but it wasn’t always that way. In fact, people were quite distraught over the lack of Christmas decorations downtown for numerous reasons. On Nov. 27, 1932, the News Journal’s cover featured the headline “Something Must Be Done to Arouse the Christmas Spirit.” The article argued that other cities of equal size to Pensacola increased holiday shopping in their downtown by adorning the streets with lights. Another issue this article posed was that visitors wouldn’t know Pensacola believed in Santa Claus without decorations: “Let’s get together and give the kiddies a real Christmas. Don’t let it be said that Pensacola does not believe in Santa Claus.” The cartoon at the center of the front page titled “Don’t Let Them Down” describes how Christmas decor downtown is important to children.
Although the St. Nicholas Girl’s Christmas tree and lights decorated Palafox hill at least since 1930, Pensacola didn’t light the streets of downtown s i m i l a r ly to what we see today until 1936.
Downtown’s First Christmas Parade With just a six weeks notice, the Pensacola Christmas Parade Inc. put together downtown’s first Christmas parade in 1983. Businesses in the community funded the event, and more than 20,000 people attended it. A variety of more than 50 floats paraded the streets starting on Jefferson Street. Even Santa himself attended the festivities. The theme of the parade was “A White Sands Christmas.” The grand marshal of the parade was Dottie Booker. She was named volunteer of the year in 1983.

10 Year Old Has Holiday Spirit Just days before Christmas in 1993, a 10 year old boy thought about how he could help the children in Sacred Heart Hospital. Steven Ball took a pruning pole and fished for mistletoes out of the oak trees in his yard. He arranged the mistletoes in various sized bundles and wrapped each one with red ribbons. Ball then sold the mistletoes outside of Kmart and WalMart in Milton for about 25 cents to a $1. He used the $27 dollars he made to buy 22 toys for the children stuck in the hospital on Christmas. “These kids are going to have to be here in the hospital and they can’t go home. I thought this might help,” Ball told the news journal almost 30 years ago. Hopefully this story will inspire some youngsters to be generous this year.

Dear Members, As Hannukah has come to a close, and the winter solstice has passed with a beautiful sunset featuring a bright Jupiter appearing very close to Saturn, and the Christmas holidays approach, I wanted to again express my gratitude for each of you. Although we could not see one another for a holiday gathering this month, you have all been in my thoughts. This season has been challenging in so many ways that feeling the joy December normally brings has been intermittent at best. Music and encouraging words from loved ones have cheered me out of the blues this season. One of the songs that has cheered me is at the link below, Irving Berlin’s Count Your Blessings (Instead of Sheep). This reminds me of Christmases past when my mother was alive. She truly had a way of creating magic out of ordinary things. I hope each of you can find the magic in the ordinary and feel hopeful about the future. I believe maintaining a positive mindset in challenging times is possible with patience, a focus on gratitude, and an acceptance that each of us will need an encouraging word from time to time to feel hopeful. I wish each of you joy, hope, and peace of mind as we celebrate the end of 2020. Reece Smith, Jr., Leadership Academy Class IX. MAYOR GIVES STATE OF THE CITY UPDATE AT GREATER PENSACOLA CHAMBER EVENT The Greater Pensacola Chamber hosted Mayor Grover Robinson for a State of the City luncheon at the Hancock Whitney Club at Pensacola Blue Wahoos Stadium today, Thursday, Dec. 17, where Mayor Robinson addressed a small group about the City of Pensacola’s economy, development and accomplishments in 2020. The event was presented by the Greater Pensacola Chamber and held in an open-air space with limited attendance and masks due to COVID-19. Mayor Robinson discussed how the City of Pensacola has moved forward during 2020 despite challenges from the COVID-19 pandemic and Hurricane Sally, highlighting numerous projects completed this year throughout the city. Mayor Robinson’s presentation also featured areas of economic success in the city, including the Port of Pensacola,
Pensacola International Airport and Pensacola Energy. “2020 has been an unusual year, but there’s nothing unusual about the resiliency of the City of Pensacola,” Mayor Robinson said. “We have stepped up on all occasions to make sure that we are poised to take care of where we go forward.” Some highlights Mayor Robinson shared in the State of the City include: • Pensacola International Airport is continuing to stay ahead of national averages with COVID-19 impacts. National airline industry numbers are lagging the previous year by 60-65%. However, PNS has seen a more rapid recovery. As recently as Thanksgiving week, Pensacola International Airport saw numbers just 23% below 2019. • Pensacola International Airport received over $11 million in CARES
CITY OF PENSACOLA RECEIVES DISTINGUISHED BUDGET PRESENTATION AWARD FOR 30TH CONSECUTIVE YEAR The Government Finance Officers Association has awarded the Distinguished Budget Presentation Award to the City of Pensacola Financial Services Department for its Fiscal Year 2020 Budget, marking the city’s 30th consecutive year receiving the award. GFOA also awarded the City of Pensacola the Certificate of Achievement for Excellence in Financial Reporting for the city’s Fiscal Year 2019 Comprehensive Annual Financial Report, marking the 39th year the city has received the award. The Distinguished Budget Presentation award represents a significant achievement by the City of Pensacola. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the city had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as: • A policy document • A financial plan • An operations guide • A communications device Budget documents must be rated “proficient” in all four categories, and the 14 mandatory criteria within these categories to receive the award. “The City of Pensacola works diligently to maintain a balanced, fiscally responsible budget to meet the needs of our citizens, and this is a testament to the hard work and dedication of our Financial Services Department,” Mayor Grover Robinson said. “I am incredibly proud of our Financial Services staff for being recognized with these honors for the 30th and 39th consecutive year.” There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along
with their corresponding budget documents, are posted quarterly on GFOA’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. In order to receive the award, the city had to satisfy compliance with both generally accepted accounting principles and program policy as established by the GFOA’s Special Review Executive Committee and the GFOA Executive Board. Reviews are performed by GFOA staff and members of the GFOA’s Special Review Committee, which comprises individuals from government, the public accounting profession, and academe who possess specialized expertise in governmental financial reporting. A Certificate is awarded only if there is consensus among reviewers that a comprehensive annual financial report substantially complies with both GAAP and program policy. There are over 4,300 participants in the Certificate of Achievement for Excellence in Financial Reporting program. The most recent Certificate Award recipients, along with their corresponding financial reports, are posted on GFOA’s website. Award recipients demonstrate a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the report. The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to the Pensacola-Escambia Development Commission or PEDC. Pensacola-Escambia Development Commission
The PEDC was established through the adoption of a legislative act in 1989, HB 984, amending Chapter 671365, Laws of Florida. The duties of the PEDC are to actively seek new industry for the area and to promote expansion of existing industries. It is responsible for promoting and developing industrial parks and promoting tourism and convention activities for the Escambia County area. The PEDC meets once a month for approximately one to 1 1/2 hours in the Greater Pensacola Chamber Board Room. The term of office is two years. Financial disclosure is required.

STATE TAX PROJECTIONS IMPROVE JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- While they didn’t go as far as the governor’s office wanted, Florida economists Monday shrank a projected revenue reduction lawmakers will confront when they hammer out the next budget. The economists, who met as the Revenue Estimating Conference, pointed to gains being made by businesses during the COVID-19 pandemic, outside of the vitally important tourism industry. They added back $1.5 billion to a general revenue projection for the current fiscal year and $623 million for the 2021-2022 fiscal year. Still, Senate President Wilton Simpson, who warned during a Nov. 17 legislative organization session that budget cuts will be necessary in the upcoming year, cautioned Monday about viewing the numbers too positively. “By any measure, the significant gains reflected in today’s estimate do not negate the many difficult challenges we will face as we craft a budget for the upcoming fiscal year, or that families and businesses across our state are facing as we all continue to battle COVID-19,” Simpson, R-Trilby, said in a prepared statement. “We know all too well that these estimates can change in a heartbeat; therefore, the Senate will continue to proceed with caution.”
In August, as the state was still in the second phase of Gov. Ron DeSantis’ coronavirus recovery effort, the economists reduced overall estimates of general revenue for this fiscal year by $3.42 billion and for next year by nearly $2 billion. The updated projections Monday trimmed those estimated reductions by a combined amount of about $2.1 billion. General revenue, which includes such money as sales taxes and corporate income taxes, plays a vital role in funding schools, health care and prisons. The Revenue Estimating Conference meets periodically throughout the year to update the projections, with the numbers serving as a baseline when lawmakers negotiate a budget. But the panel has faced an additional challenge this year because economic damage caused by the pandemic has slowed state tax dollars. As lawmakers prepare to grapple with the budget during the 2021 legislative session, Simpson has raised the possibility of increasing college and university tuition to help hold the line on other programs. He also has suggested increasing revenue by reaching an elusive gambling deal with the Seminole Tribe of Florida and requiring the collection of sales taxes on all online purchases.
DESANTIS CALLS RESERVOIR ‘A TOP ENVIRONMENTAL PRIORITY’ JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- Gov. Ron DeSantis on Monday backed a controversial reservoir being built in the Everglades while announcing the state will use a pool of environmental money to help Miami-Dade County protect Biscayne Bay from continued degradation. DeSantis said his office will continue to support the $1.6 billion Everglades Agricultural Area reservoir, which was approved by the Legislature in 2017 but has recently been questioned by new Senate President Wilton Simpson, R-Trilby. DeSantis addressed the issue as he outlined plans to provide a $10 million match for local efforts to restore Biscayne Bay. “The EAA reservoir remains a top environmental priority for my administration, and we look forward to pressing ahead as quickly as possible,” DeSantis said while at Bill Baggs Cape Florida State Park in Key Biscayne. Simpson, during a Florida Chamber of Commerce event on Dec. 8, described the man-made lagoon --intended to redirect water south from Lake Okeechobee --- as a “mistake.” Simpson, who became president last month, added that as lawmakers face a $3 billion to $4 billion shortfall in the next budget, the state “probably should stop building” the reservoir. The 2017 law provides $64 million a year for the reservoir, requiring it to be built on state-owned land rather than private farmland in the Everglades Agricultural Area. The law also allows Florida to boost funding for the work by issuing up to $800 million in bonds. The state anticipates half the funding for the work to come from the federal government. Simpson said the state’s approach to improving water quality in South Florida should be through deep injection wells on the north side of Lake Okeechobee, where more water enters the lake. Simpson’s comments have drawn blowback from several Treasure Coast lawmakers.
The reservoir was pushed by former Senate President Joe Negron, R-Stuart, because water discharged from the lake into waterways to the west and east was causing algae problems. DeSantis on Monday called the reservoir “one of the most important Everglades restoration projects in history.” “The project provides significant ecological benefits, reduces harmful discharges to the St. Lucie and Caloosahatchee estuaries, and importantly sends more clean water south to the Florida Everglades,” DeSantis said. DeSantis went to Biscayne Bay to highlight work that will be undertaken to protect the bay, with the state money matching funding by MiamiDade County. “In the coming weeks, the county and state will work collaboratively to identify worthwhile projects and pursue them without delay,” DeSantis said. Money for the match is coming from $625 million in the current fiscal year budget for water projects and the Everglades. Miami-Dade County Mayor Daniella Levine Cava, a Democrat, said the bay, vital to the region’s tourism, has been in a near collapse for years. That stems from nutrient pollution, in part due to a historic over-reliance on septic systems rather than sewers, and the region’s aging water system infrastructure. “We’ve seen the impacts of this crisis firsthand, especially in recent months,” Levine Cava said. “Our seagrass meadows are in retreat. There are algae blooms that are plaguing the formerly crystal-clear waters, and the fish kills were literally bringing the crisis off our shores vividly to the surface, all too recently. And our beautiful coral reefs are in jeopardy as well.” Miami-Dade County has already proposed six projects that will cost about $5 million. Among those projects will be converting some homes and businesses from septic tanks to sewer systems and helping scientists understand Stony Coral Tissue Loss Disease, which has affected the region’s coral reef system.

Amy Baker, head of the Legislature’s Office of Economic & Demographic Research, said Monday the economic recovery will become more apparent in the 2021-2022 fiscal year, when COVID-19 vaccines are expected to be widely deployed. The 2021-2022 year will start in July. However, Baker said the state’s tourism industry is expected to remain down for much of next fiscal year. “Even though a significant part of this category relates to the number of out-of-state tourists, this category also includes sales to Florida residents at restaurants, local attractions, and other leisure-based activities, which have also been negatively affected by the pandemic,” Baker noted. “The yearto-date gain in this category relates to restaurant sales, which are particularly sensitive to individual social distancing decisions, as consumers face a resurgence in the pandemic.” The economists met for most of the day Friday but were unable to reach a compromise on final numbers, requiring additional time Monday morning to complete the work. DeSantis’ office pushed more optimistic numbers than what were proposed by staff at the Office of Economic and Demographic Research. Holger Ciupalo, policy coordinator for the governor’s Office of Policy and Budget, drew a mild rebuke from Baker on Monday, as he was asked to be “a
little more respectful of our analysts” after he described projections from the Office of Economic & Demographic Research about corporate-tax figures as “irrational.” Ciupalo later remarked that “all the numbers are wrong.” Revenue projections proposed before the conference by the governor’s office were overall about $1.66 billion higher than what came in from the Office of Economic & Demographic Research. Baker noted that gains projected for corporate income taxes rely on year-todate gains already made by businesses, “despite reduced profitability, business failures and delayed business formations exerting downward pressure on receipts.” The new forecast includes improved employment projections from the August forecast, which could result in increased spending and additional state revenue next summer. Countering some of the gains, businesses such as hardware stores, home-decorating, light-machinery and bicycle shops aren’t expected to continue extraordinary growth experienced through the pandemic. The same goes for upticks in sales of furniture, musical instruments and home entertainment equipment. The conference will reconvene to update the figures in March, during the first half of the 60-day Legislative session.
JUDGE REJECTS PART OF SANCTUARY CITIES LAW NEWS SERVICE OF FLORIDA STAFF A federal judge has ruled that part of a controversial 2019 Florida law aimed at banning so-called sanctuary cities is unconstitutional. U.S. District Judge Beth Bloom issued an order last week in advance of a trial scheduled to start next month in a broader challenge to the law. Bloom struck down part of the law that allows county or state law-enforcement officials to transport out of their jurisdictions inmates who are subject to immigration detainers. The law allowed such transportation to federal facilities, including across state lines.
PROPOSAL COULD SNUFF OUT SMOKING IN PARKS NEWS SERVICE OF FLORIDA STAFF A Senate Republican wants to ban smoking at state parks and give local governments authority to curb smoking at their parks and beaches. Sen.
But Bloom said the transportation part of the state law conflicts with federal immigration law and, as a result, is unconstitutional. Under the U.S. Constitution’s Supremacy Clause, federal law overrides state law when such a conflict occurs. The city of South Miami and immigrant-advocacy groups filed the lawsuit in July 2019, after the sanctuary cities ban went into effect. The law requires cooperation with federal immigration enforcement, with Republican backers saying it would improve public safety. Critics, however, contended it was rooted in discrimination.
Joe Gruters, R-Sarasota, filed the proposal (SB 334) on Friday for consideration during the 2021 legislative session, which starts in March. In addition to prohibiting smoking in state parks, the bill would revamp a law that gives the state control of smoking regulations. The bill would create an exception to that law to allow cities and counties to restrict smoking at beaches and parks they own.

The Summation Weekly PFIZER, MODERNA VACCINES ROLLING INTO STATE CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE --- Florida is receiving a shipment of about 120,000 COVID-19 vaccine doses from Pfizer this week and will get another 360,000-plus doses of a vaccine from Moderna, Gov. Ron DeSantis announced Monday. The second shipment of the Pfizer vaccine will come days after DeSantis announced what was expected to be a week-long delay in the new supply. In the early weeks of inoculating Floridians against the disease, DeSantis continues to direct the coveted vaccines to what he calls the “tip of the spear” --- those front-line health care workers dealing directly with infected patients, as well as the roughly 138,000 residents in nursing homes and assisted living facilities across the state. DeSantis will announce a plan Tuesday for the second phase of vaccine distribution that will put Florida’s seniors next in line to get shots, over first responders and general health-care workers. The governor Monday didn’t disclose the age cutoff for the pending policy but several times discussed the 70-plus population during a news conference in Key Biscayne. A 2020 Census projection estimated about 3.17 million people in Florida were 70 or older. “Our whole strategy around COVID has always recognized the dramatic discrepancy in risk based on age, and so if you are trying to mitigate based on age surely you’d want to vaccinate based on age,” the governor said, noting that some research indicates that inoculating the bulk of the 70-plus population would drive down the death rate. The governor also said he disagreed with a federal Centers for Disease Control and Prevention advisory committee’s recent recommendation that people over age 75 and front-line essential workers should be next in line to get the shots. Front-line essential workers include first responders, educators, corrections officers and food and agricultural workers. DeSantis called the recommendation a “big mistake.” “The problems with that is, as I see it, a 22-year-old-food service worker would get a vaccine over a 74-yearold grandmother,” DeSantis said. “I don’t think that’s an appropriate cal-
Capitol News culation of the relative risk there.” DeSantis this month predicted that every resident in a Florida long-term care facility would be offered a vaccine by the end of December. According to the state’s COVID-19 draft distribution plan,138,588 residents were in nursing homes and assisted living facilities as of Sept. 20. The federal government has signed agreements with CVS and Walgreens to vaccinate long- term care residents and staff at nursing homes. DeSantis said the state would shore up those efforts with Florida National Guardled “strike” teams. Those teams were dispatched to Pinellas and Broward counties last week. “I’ve already told (the teams) You’re active and you’re involved in this until all seniors in long- term care facilities have been offered the vaccine,” DeSantis said. He added that he planned on sending teams to other areas soon. The governor’s announcement Monday that a second round of Pfizer vaccine is headed to Florida came days after The News Service of Florida reported the state wouldn’t get a Pfizer delivery this week. DeSantis subsequently attributed the delay to issues on the manufacturer’s end, which Pfizer denied in a statement. State Division of Emergency Management Director Jared Moskowitiz told the News Service on Monday that a federal tracking system was updated Sunday to indicate that 120,000 doses would be sent to the state this week. While Moskowitz said the second shipment was good news, it’s still less than the 205,000 doses the state initially anticipated would be sent this week. Moskowitz said some of the 120,000 Pfizer doses would be distributed to hospitals and county health departments. Moskowitz did not say which hospitals would get the vaccines but said it wouldn’t be any of the initial so called Pfizer 5 --- which were five major hospitals located in urban areas. The Pfizer vaccine must be stored at minus 70 degrees Celsius. Meanwhile, 170 hospitals across the state are slated to receive the Moderna vaccine, which received emergency use authorization from the federal government last week. DeSantis said about 61,000 doses of the vaccine were delivered Monday and that he expected another 300,000 delivered on Tuesday. The Moderna vaccine can be stored at regular freezer temperatures or minus 20 degrees Celsius.

SINGLE-PAYER HEALTH CARE TARGETED NEWS SERVICE OF FLORIDA STAFF A Senate Republican wants to change the Florida Constitution to make it harder to move to a single-payer health care system. Sen. Manny Diaz Jr., RHialeah, filed a proposed constitutional amendment (SJR 340) on Monday that would require two-thirds votes of the
House and Senate before a single-payer system could be enacted. Diaz’s proposal is filed for consideration during the 2021 legislative session, which will start in March. If approved by lawmakers, it would go on the 2022 ballot. A single-payer system generally involves a government paying health-care costs. The Republican-controlled Legislature has shown no indication that it would consider such a system, though Medicaid pays costs for low-income, elderly and disabled people who qualify.
