CYB ER COA ST The pandemic has permanently shaped the workforce and set a precedent for employees and companies working remote from home. According to a recent Gallup survey, around 33 percent of Americans are working exclusively from home, which is down from 50 percent of the workforce polled in April. Remarkably, nearly two-thirds of U.S. workers who have been working remotely during the pandemic would like to continue to do so. Encouraging remote work is at the heart of the “Remote from Here” campaign launched by FloridaWest Economic Development Alliance to attract and retain talented remote cybersecurity workers. FLWest is Escambia County’s economic development organization with the mission of building, growing and sustaining the economic potential and prosperity of Northwest Florida. Through economic development initiatives, programs to recruit new business, workforce training and managing the local small business incubator, Co:Lab, FLWest is focused on generating wealth and opportunities in the community. The “Remote from Here” campaign is part of the FLWest cybersecurity strategy which unites the hub of military, government, educational and private sector cybersecurity assets in the area as a bustling CyberCoast. As CEO Scott Luth explained, the cybersecurity strategy started around seven years ago when FLWest began researching companies as target industry sectors to encourage growth and facilitate a cluster strategy. “The strategy was created in partnership with all of our cyber compa-
nies in the private sector, government contracting companies, military, especially on Cory Station, and significant input from the University of West Florida (UWF) and Pensacola State College (PSC). The first initiative was developing and supporting the educational infrastructure.” The educational and training opportunities are abundant on the CyberCoast. In Escambia County K-12, there are career academies dedicated to cybersecurity. George Stone Technical College offers an applied cybersecurity program and is a Cisco Networking Academy and Microsoft IT Academy. PSC offers a Cybersecurity Bachelor of Applied Science Program, and UWF is home to the Center for Cybersecurity, a National Center for Academic Excellence designated by the National Security Agency and Department of Homeland Security. The US Navy’s Cyber Training Center in Pensacola also trains around 10,000 to 12,000 people every year for

Whether they want to come here to train, remote work here, or bring their company here, that’s why we created the website.”

To help with recruitment, branding and showcasing the culture and opportunities in Pensacola, FLWest launched the website cybercoastflorida.com in November. The website is built on the pillars of “our people, our place and our possibilities” to not only make finding job opportunities easier with di-
rect links to cyber companies with job listings in Pensacola but to also help build and welcome the cyber community to Pensacola. “In 2017, we conducted a study to help with the cyber strategy and one thing that was really prominent to this career field and their employees is the quality of life, because they can live anywhere with their jobs,” Sena Maddison, director of communications explained. “We built the website catered and marketed to what employees in the cyber field are looking for. COVID has changed a lot of this at the moment, but these employees are still looking for places with people like themselves, networking opportunities like ITEN WIRED, fun meetups for craft beers, paddle boarding or baseball games, and to be easily connected through the airport.” As Maddison explained, the website creates a hub of Pensacola’s culture and attractions to help cyber employees make the leap to working remote in Pensacola. It features beautiful white sand beaches, bustling Downtown Pensacola, Gallery Night, The Blue Wahoos and The Blue Angels while connecting them to average rent and housing costs, companies hiring and promoting local cybersecurity educational opportunities. This is also where the partnership with local tourism comes from, because no matter where you move, you’re always a tourist first.” FloridaWest is currently working with local tourism officials, hoteliers, and real estate companies to offer incentives to try out a remote-work week in the area. Beginning in January, FloridaWest will launch a series of ads aimed at cybersecurity professionals in other cities who are looking for a change. The ads will drive traffic to the website and promote the overall quality of life in Pensacola. “Marketing is essential to this step in the cybersecurity strategy,” Maddison explained. “We want cybersecurity employees in Chicago to see commercials for sunny beaches. We want people interested in going back to school or getting recertified to know they can do that here. So, each month will be a different focus. We’ll also be directly reaching out and targeting demographics on LinkedIn and partnering with Visit Pensacola. The biggest thing is that people can find jobs in one click, in one day on the website. If they have a security clearance, their applications can be fast tracked too because there are so many jobs available here.” Through the website cybersecurity professionals can find job listings with local companies such as Booz Allen, General Dynamics, Raytheon Technologies, Northrop Grumman and Navy Federal Credit Union to name a few. As the “Remote from Here” campaign launches in January, Pensacola will continue to welcome and expand its cybersecurity workforce. 21 LAWYERS WILL RECEIVE FLORIDA BAR PRO BONO AWARDS IN SUPREME COURT CEREMONY JAN. 28 The Florida Bar will recognize 21 lawyers for their work on behalf of lowincome and disadvantaged clients at a Jan. 28 ceremony streamed live online by the Supreme Court of Florida. Established in 1981, The Florida Bar President’s Pro Bono Service Awards are intended to encourage lawyers to volunteer free legal services to the poor by recognizing those who make public service commitments and to raise public awareness of the substantial volunteer services provided by Florida lawyers to those who cannot afford legal fees. Florida Bar President Dori FosterMorales will present the 2021 awards. The awards recognize pro bono service in each of Florida’s 20 judicial circuits as well as service by one Florida Bar member practicing outside the state of Florida. They are presented annually in conjunction with the Tobias Simon Pro Bono Service Award which
is given by the chief justice of the Florida Supreme Court. Awards recognizing pro bono contributions also will be presented in the categories of Voluntary Bar, Law Firm, Young Lawyers Division, Distinguished Judicial Service and Distinguished Federal Judicial Service. In the most recent reporting period from July 1, 2019, to June 30, 2020, Florida lawyers provided more than 1.2 million hours of pro bono services to those in need $6.3 million to legal aid organizations. The tryout will take place at the University of West Florida Aquatic Center, located at 11000 University Parkway, Bldg. 72. Applicants are asked to arrive at least 15 minutes early and to bring all relevant certifications to the tryout event. Position requirements for employment include the following: • The tryout will consist of a 600-yard pool swim in 10 minutes or less and a 1.5-mile run at the UWF track in 12 minutes or less. • The minimum age requirement is 16 years old. • American Red Cross Lifeguard Certification is preferred. • Must possess a valid driver’s license.
PENSACOLA MESS HALL DISTRIBUTES KITS FOR CLASSROOMS The Pensacola MESS Hall is distributing free Kits for Classrooms to provide elementary teachers with engaging, hands on science lessons for their students. Each kit contains the instructions and materials for fifty or more students to explore and discover. The kits are designed to be used for many years to come. In a typical year, thousands of young learners would visit the MESS Hall on school field trips, including many who might never have the chance to visit the MESS Hall otherwise. With the loss of field trips from the pandemic, the MESS Hall is eager to inspire curiosity about science by delivering these kits to teachers. As teachers have had to adjust their lessons to accommodate social distancing, providing materials for all students becomes even more important. FDOH-Escambia announced the temporary closure of its COVID-19 vaccination online interest form. We continue to work through the list of individuals who previously completed the online form. As supply becomes available, FDOH-Escambia staff will schedule appointments. We encourage residents to take advantage of opportunities offered through other partners to get vaccinated. Florida has launched a COVID-19 Vaccine Report that will be updated daily. As of January 25, 22,751 Escambia County residents have been vaccinated. The Florida Department of Health (the Department) issued a Public Health Advisory recommending the following: all individuals in Florida should wear face coverings in any setting where social distancing is not possible and all individuals should refrain from participation in social or recreational gatherings of more than 10 people. As of 2 p.m., Jan. 25, Escambia County has had 29,363 positive COVID-19 cases. This number is expected to change daily due to the return of results from ongoing testing. The best source for up-to-date information regarding confirmed cases of COVID-19 in Florida is the Florida Department of Health website and the associated Data and Surveillance Dashboard and Daily Report. The site is currently updated once daily, at around 2 p.m. CT. The total number of COVID-19 related deaths in Escambia County residents is 488 individuals. The Department releases a list of longterm care facilities in Florida associated with COVID-19 cases with active cases and number of deaths in each facility in order to provide real-time data. The list of long-term care facilities with active COVID-19 cases is available here. The Florida Department of Health has
ECAT RESUMES REGULAR SCHEDULE AND FARES ON MONDAY, JAN. 25 ECAT (Escambia County Area Transit) resumes running a regular schedule on most routes and reinstates regular fares on Monday, Jan. 25, 2021. Fares were suspended since Monday, March 23. Free face masks have been provided since June 1 and will continue to be available. Face masks will also be required to ride ECAT beginning Monday, Dec. 21. The Florida Department of Health Public Health Advisory recommends all individuals in Florida should wear masks in any setting where physical distancing is not possible, unless any of the following apply: • A child is under two years of age; • An individual has one or more medical conditions or disabilities that prevent wearing a face covering; • An individual is obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service; • An individual works in a profession where use of a face covering will not be compatible with the duties of the profession; or • An individual is engaged in outdoor

launched Healthy Together, a mobile app that can help a person view their test results, assess their symptoms and learn what to do after they have been tested for COVID-19. The app can be downloaded from the Google Play Store or the Apple App Store by searching for “Healthy Together”. Individuals whose results are uploaded into Healthy Together with a phone number will automatically receive a text notifying them that their results are available in the app. • The Florida Department of Health issued an update on the progress of the state’s vaccination efforts, as well as its weekly COVID-19 update. The State of Florida is in its fifth week of vaccine distribution and is preparing to support additional vaccination sites statewide. Governor DeSantis also provided an update on Florida’s COVID-19 vaccine distribution process. The state is continuing to take a proactive approach to increase vaccinations and prioritize vaccine access for Florida’s seniors. • The Florida Health Department has a brand new COVID-19 vaccine locator site. The new site will allow Floridians to find vaccine sites by county or city and contains contact information for each location. BUSINESS COVID-19 PROTECTIONS BACKED IN SENATE CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE — The Senate Judiciary Committee on Monday approved a proposal that would give Florida businesses that “substantially” comply with public-health guidelines broad protection from coronavirus-related lawsuits filed by customers and employees. The bill (SB 72) would not apply to health-care providers such as hospitals, nursing homes and physicians, who have been clamoring for protections since spring. Instead, the bill would help shield other types of businesses and educational and religious institutions from claims for damages, injuries or deaths. The Republican-controlled committee spent more than two hours debating the bill and four amendments offered by Democrats before voting 7-4 along party lines to move it to the Senate Commerce and Tourism Committee. “I promise all my bills will not be like this. I promise that we will work together in most of our legislation in a much more, I believe, collaborative way to address this,” said Judiciary Chairman Jeff Brandes, a St. Petersburg Republican who is sponsoring the bill. Without the legislation, Brandes said businesses could face lawsuits if they did not “wholly” comply with the various public-health orders issued at the state, local and federal levels. “They would have been subject to lawsuits that could have put them under. Not only businesses but homeown-
ers against homeowners, parishioners against pastors, and I think that’s what this legislation does,” Brandes said. “It says, ‘Look, we need to create a safe harbor for those businesses that substantially complied with the guidelines.’” The proposal’s supporters contend employers that have been struggling to remain in operation during the pandemic are at risk of getting sued. But a Senate staff analysis said only six lawsuits have been filed. Florida Justice Reform Institute President William Large, however, said his research indicates that 53 lawsuits have been filed across the state. Large said litigation has been filed against nursing homes and cruise lines, neither of which would be protected under the bill. Large asked senators to ensure that they consider similar legislation to protect health-care providers. “Sometime in the future, make sure our health-care providers are included in a bill that substantially looks like this,” said Large, whose business-backed group lobbies on a wide range of issues related to limiting lawsuits. Brandes’ bill would require plaintiffs to file claims within one year after incidents. They would be required to obtain affidavits from Florida physicians attesting that the defendants’ acts or omissions caused the damages, injuries or deaths. MAN WILL REMAIN IN JAIL IN PLOT TO CONFRONT PROTESTERS NEWS SERVICE OF FLORIDA STAFF A federal magistrate judge on Monday ordered a Tallahassee man accused of plotting to “violently confront” potential protesters at the Florida Capitol this month to be kept in jail until his trial. In a written ruling, Magistrate Judge Michael J. Frank also found probable cause for Daniel Baker’s Jan. 15 arrest, which came amid preparations for the possibility of protests by supporters of former President Donald Trump. The case against Baker hinges largely on a Facebook event Baker created issuing a “call to arms” asking other like-minded people to “encircle and trap” pro-Trump protesters on Jan. 20, the day of President Joe Biden’s inauguration. Investigators say Baker also printed and intended to distribute flyers with the information, accompanied by an image of an AK47 rifle. A federal public defender appointed to represent Baker tried during a pretrial hearing last week to convince the judge that Baker’s threats were “hyperbole.” But in

Frank’s ruling, he pointed to specificity in Baker’s threats, writing that although there were “political overtones to defendant’s messages, he explicitly included true threats within his diatribe.” As a result, the judge determined Baker’s speech was not protected by the First Amendment. In requiring Baker to remain in jail, Frank cited Baker’s access to firearms, his lack of “substantial ties to Tallahassee” and “participation in violent acts in the Middle East.” Baker, who was given an “otherthan-honorable” discharge from the military in 2007, traveled to Iraq and Syria in 2017 to join a militant group called the People’s Protection Units. Baker owns a pistol and a shotgun, which an FBI agent testified Baker had in his apartment at the time of his arrest, and had recently purchased but not yet retrieved a rifle from a pawn shop. Baker is charged with transmission, in interstate commerce, of a communication containing a threat to kidnap or to injure. If convicted, he could face a maximum of five years in prison and a $250,000 fine.

Tina Polsky, a Boca Raton Democrat who is an attorney, filed an amendment that would have required a “qualified medical expert” to sign an affidavit that a plaintiff was positive for COVID-19 at the time the cause of action accrued and that the plaintiff’s infection resulted in injury, damages, or death. Polsky’s amendment would have deleted the provision in the bill that would require physician affidavits. In offering her amendment, Polsky said a physician would not be qualified to determine whether a business’ actions caused the COVID-19 infection. The Republican-led Legislature unveiled the Senate bill and its House counterpart (HB 7) this month. The bills are identical, and House and Senate leaders have thrown their support behind the proposals. The House bill cleared its first subcommittee last week in a party-line vote. Lawmakers are considering the proposals as the numbers of COVID-19 cases and deaths have surged in Florida during the fall and winter. As of Mon-
day, 1,658,169 cases of COVID-19 and 25,446 resident deaths had been reported in Florida since the pandemic hit. Bill Herrle, executive director of the small-business group NFIB Florida, said businesses are keenly aware the liability proposal is moving through the Legislature. “I can assure you that business owners are very aware that you are addressing this issue; that you are debating it today,” Herrle said. “And the thing they like about it the most is it’s being done today here at the very outset of the legislative session.” But Sen. Perry Thurston, a Fort Lauderdale Democrat who is an attorney, said he didn’t think liability protection was the most important COVID-19-related issue for the Legislature to tackle first as it prepares for the March 2 start of the annual session. “Blanket immunity that we have here is not what I think should be our first line of attack on this virus that has plagued our community,” Thurston said, adding that he gets calls about food insecurity and evictions and job loss. “One of the speakers talked about the fact that this is the first item of business for the Florida Legislature. I think it’s something that we should be addressing. But when I have to go back to my community and talk about people being evicted, people having food insecurities, life or death issues, I think it’s a sad reflection on the state that this is what we choose to address first as it relates to this virus.”

After a long-running legislative debate about Visit Florida, the chairman of the Senate Commerce and Tourism Committee wants to prevent the potential elimination of the tourism-marketing agency. Chairman Ed Hooper, R-Clearwater, filed a bill (SB 778) on Monday that would delete part of state
It faces a Feb. 10 deadline for filing a full January finance report at the state Division of Elections, but the committee website lists contributions as of Thursday. Among the contributions this month have been $100,000 from TECO Energy, Inc., $50,000 from the Daytona Toyota auto dealership and $25,000 from American Traffic Solutions, Inc., which is a major player in the red-light camera industry. DeSantis’ committee raised $502,278 in December, after bringing in $521,776 in November, according to the Division of Elections. It had about $8.75 million on hand as of Dec. 31. law that sets up a potential elimination of Visit Florida on Oct. 1, 2023. House leaders in recent years have pushed to do away with Visit Florida and have led efforts to reduce its funding. Under a compromise reached during the 2020 session, lawmakers put into state law the 2023 elimination date unless the Legislature takes action to save the agency. Hooper’s bill, filed for the upcoming 2021 session, would get rid of the elimination date. The bill also would allow Visit Florida to carry over unspent funds from year to year.

JOBLESS RATE INCHES DOWN IN FLORIDA JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida’s jobless rate dipped 0.2 percentage points in December amid what state officials said is growing economic confidence as the COVID-19 pandemic continues. The state Department of Economic Opportunity on Friday announced a 6.1 percent unemployment rate, down from 6.3 percent in November. The new rate reflected 614,000 Floridians qualifying as being out of work in December — down 18,000 from a month earlier — out of a workforce of more than 10.14 million. Adrienne Johnston, the department’s chief economist, pointed to continued growth in seasonal hiring. “When we look at our November and October rates, where you start to see seasonal employment grow, this month (December) outperformed those months,” Johnston said. “So, it just generally reflects a growing confidence in businesses reopening and adding jobs and individuals going back into the labor market and finding employment.” Appearing in Key Largo on Friday, Gov. Ron DeSantis credited his policies of reopening schools and businesses during the pandemic, in contrast to some other parts of the country. “Many other states have lost jobs. And of course, the U.S. as a whole lost jobs month over month. And so, we are not only gaining jobs, but we’re doing it against the tide of where other places are shedding jobs,” DeSantis said. “And I think part of that is the fact that Florida is open, our schools are open. Parents have the ability to send their kids in person. People have a right to work in Florida. Government can’t shut you down. And businesses have a right to operate. And I think you’re seeing the results of that.” DeSantis also highlighted the state nearing 1 million seniors receiving first doses of COVID-19 vaccines. But Florida has also seen a surge in COVID-19 cases and deaths during the fall and winter, and the pandemic continues to hurt Florida’s economically critical tourism industry. In moves that could affect the tourism industry, President Joe Biden issued executive orders this week requiring people to wear face masks on such things as planes and trains to try to slow the spread of the virus. Backing federal Centers for Disease Control and Prevention guidelines, Biden also wants international travelers to receive negative COVID-19 tests to get into the United States and then quarantine for seven days after arriving. The state Department of Economic Opportunity on Friday issued a news release that highlighted “eight consecutive months of month-over-month job
growth” and focusing on 21,100 new private-sector jobs created in Florida last month, while private-sector jobs fell by 95,000 nationally. Several employment categories saw increases in jobs from November to December in Florida, including professional and technical services, which grew by 12,500 jobs. Among others, retail jobs were up by 8,600 and real estate added 3,000 positions. Also, jobs at hotels and restaurants went up by 2,400. Meanwhile, as layoffs moved forward at major theme parks, jobs in an arts, entertainment and recreation category fell by 4,700 from November to December. Positions involving transportation, warehousing and utilities were down by 2,300. Government jobs were reduced by 4,300, with 3,000 involving state positions. The number of people considered to be actively looking for work increased by 31,000 from November to December, but labor participation remains off from the pre-pandemic period. “Due to the nature of this particular recession, which is a result of COVID, we know that there are certain areas and there have been certain periods where people have not either been able to look for work or there are reasons why they would not be looking for work,” Johnston said. “I mentioned we do have some individuals who identified as discouraged that is higher than it was prior to the pandemic. But that’s not the full story. So, there are some individuals who are not discouraged necessarily. They’re just not actively looking for work at this time.” In December 2019, the state had a 2.9 percent jobless rate, with an estimated 297,000 people out of work from a workforce that topped 10.4 million. The state has recovered 61 percent of the 1.178 million jobs lost from February to April as the pandemic hit. The category of leisure and hospitality accounted for 15.5 percent of the jobs lost over the past year, with the tourism-rich Orlando-Kissimmee-Sanford metropolitan statistical area having a 6.9 percent unemployment rate in December, the highest in the state. The Lakeland-Winter Haven and the Miami-Fort Lauderdale-West Palm Beach metropolitan statistical areas were next highest at 6.7 percent. At the other end, the lowest jobless mark was found in the Crestview-Fort Walton Beach-Destin area at 4.2 percent, followed by the Naples-Immokalee-Marco Island area at 4.3 percent and the Gainesville area at 4.4 percent. The national unemployment rate — announced last week for December — stood at 6.7 percent for a second month.
