E S C A M B I A CO U N T Y CO N T I N U E S TO E N CO U R AG E R E S I D E N T S TO TA K E P R EVE N TAT I VE A C T I O N A G A I N ST COVI D -1 9 Escambia County continues to stay in daily contact with health officials at the Florida Department of Health and local hospitals in regard to public health concerns related to the Coronavirus (COVID-19). “We want to remind the public that it is extremely important to continue to social distance, avoid close contact with people and it is recommended to wear a mask when social distancing is not possible as there has been a rise in cases in Escambia County as well as younger people testing positive,” said Escambia County Emergency Manager Eric Gilmore. “Through conversations with the Florida Department of Health, we have learned that COVID-19 is likely to spread from an infected individual when in close contact with someone, like riding in vehicles together. While our hospital systems are in good shape right now in terms of available beds and ventilators, we need to ensure we are all social distancing to keep it this way. Please continue to wash your hands often with soap for at least 20 seconds, use alcohol-based hand sanitizer with at least 60% alcohol, social distance, avoid touching your eyes, nose and mouth as well as it is recommended to wear a mask when social distancing is not possible.” The best source for up-todate information regarding confirmed cases of COVID-19 in Florida is the Florida Department of Health website and the associated Data and Surveillance Dashboard and Daily Report. The site is currently updated once daily, at around 3 p.m. ET. For more information, please visit the dedicated COVID website: http://escambia.floridahealth. gov/programs-and-services/ infectious-disease/covid-19. html The Florida Department of Health (the Department) releases a list of long-term care facilities in Florida associated with COVID-19 cases with active cases and number of deaths in each facility in or-

der to provide real-time data. The Department is providing a report detailing surveillance data for every Florida county. Previously, this information was only available for select communities. The surveillance data report is available online. To view demographics of cases in Escambia County, visit the COVID-19 dashboard and select Escambia County. The following case data will appear: age, gender, race, and ethnicity. Use the COVID 19 testing selfchecker to determine if you need to call your healthcare provider to be tested. Need extra support dealing with stress and coping during this time? Find a list of available resources at Escambiahealth.com. Printable resources for restaurants and businesses can be found on the resources page of the FDOH COVID-19 website and on the Escambia County web page for economic recovery. The best way to prevent illness is to avoid being exposed to this virus. However, as a reminder, the Centers for Disease Control and Prevention always recommends everyday preventive actions to help prevent the spread of respiratory diseases, including: Wash your hands often

• Wash your hands often with soap and water for at least 20 seconds especially after you have been in a public place, or after blowing your nose, coughing, or sneezing. • If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Cover all surfaces of your hands and rub them together until they feel dry. • Avoid touching your eyes, nose, and mouth with unwashed hands.

Avoid close contact

• Avoid close contact with people who are sick, even inside your home. If possible, maintain 6 feet between the person who is sick and other household members. • Put distance between yourself and other people outside of your home. °° Remember that some people without symptoms may be able to spread virus. °° Stay at least 6 feet (about 2 arms’ length) from other people. °° Keeping distance from others is especially important for people who are at higher risk of getting very sick. Cover your mouth and nose with a cloth face cover when around others

• The Florida Department of Health Public Health Advisory recommends all individuals in Florida should wear masks in any setting where social distancing is not possible, unless any of the following apply: °° A child is under two years of age; °° An individual has one or more medical conditions or disabilities that prevent wearing a face covering; °° An individual is obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service; °° An individual works in a profession where use of a face covering will not be compatible with the duties of the profession; or °° An individual is engaged in outdoor work or recreation with appropriate social distancing in place. °° All individuals over the age of 65 and all individuals of any age with highrisk health conditions should limit personal interactions outside of the home and take all measures to limit the risk of exposure to COVID-19. °° All individuals should re-

frain from participation in social or recreational gatherings of more than 50 people. For all gatherings of fewer than 50 people, individuals should practice social distancing by maintaining a distance of at least six feet from each other and wearing a face covering. Cover coughs and sneezes

• If you are around others and do not have on your cloth face covering, remember to always cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow and do not spit. • Throw used tissues in the trash. • Immediately wash your hands with soap and water for at least 20 seconds. If soap and water are not readily available, clean your hands with a hand sanitizer that contains at least 60% alcohol. Clean and disinfect

• Clean AND disinfect frequently touched surfaces daily. This includes tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets, and sinks. • If surfaces are dirty, clean them. Use detergent or soap and water prior to disinfection. • Then, use a household disinfectant. Most common EPA-registered household disinfectantsexternal icon will work. Monitor Your Health

• Be alert for symptoms. Watch for fever, cough, shortness of breath, or other symptoms of COVID-19. °° Especially important if you are running essential errands, going into the office or workplace, and in settings where it may be difficult to keep a physical distance of 6 feet. • Take your temperature if

symptoms develop. °° Don’t take your temperature within 30 minutes of exercising or after taking medications that could lower your temperature, like acetaminophen. • Follow CDC guidance if symptoms develop. If you believe you may have been exposed to COVID-19, please contact the FDOH Call Center (866-779-6121) or FDOH-Escambia’s number (850-595-6500) prior to traveling to any physician’s office, emergency department, hospital, or urgent care center, to ensure proper protective measures are taken to prevent further risk of spread to others. If possible, also review your signs, symptoms and travel history with your physician over the phone. Your physician will evaluate you for other possible causes of respiratory illness and also contact the county health department to access COVID-19 testing. If you are without health insurance or a health care provider, please contact your county health department so the health department can coordinate your medical evaluation and testing. Most people with confirmed COVID-19 infection reportedly have mild to moderate respiratory illness and can be managed at home in coordination with their health care provider and local health department. Governor DeSantis has announced a vacancy in the First Judicial Circuit, Escambia County Court created by the elevation of Judge Jennifer Frydrychowicz. Accordingly, the Judicial Nominating Commission of the First Judicial Circuit is now accepting applications for this vacancy. Applicants must fulfill the Constitutional qualifications before assuming the office of county court judge, which specify that: a) no person shall be eligible for the office of judge of any court unless the person is an elector of the state and resides in the territorial jurisdiction of the court; and b) no person is eligible for the office of county court judge unless the person is, and has been for the preceding five years, a member of the bar of Florida. Applications may be downloaded from the Office of the Governor’s website at www.flgov.com or the Florida Bar’s website at www.floridabar.org. All applicants must submit the following: A .pdf version of the complete unredacted application with attachments, including the executed FDLE form, and a color photograph in .jpg or .gif format; and A .pdf version of a redacted copy of the application excluding all exempt information pursuant to Chapter 119, Florida Statutes. FACE COVERINGS REQUIRED AT BUSINESSES WITHIN CITY LIMITS STARTING JUNE 26 Mayor Grover Robinson issued Declaration of State of Emergency 20-03 effective at 5 p.m. today,Friday, June 26, requiring face coverings to be worn by employees and patrons inside businesses within City of Pensacola limits. This order is in response to a rapid increase of COVID-19 cases in the Pensacola area and in accordance with the recent Public Health Advisory issued by the State Surgeon General, along with the recommendation from the Centers for Disease Control and Prevention that cloth face coverings be worn in public settings where social distancing is difficult to maintain. “Our top priority in the City of Pensacola is the health and safety of our citizens, and we have to take action to protect our community during these unprecedented times,” Mayor Robinson said. “Wearing a mask is a simple step we can all take to help prevent the spread of COVID-19, and ultimately help our community and economy recover more quickly. It’s important to remember that you can spread COVID-19 even if you don’t feel sick. Wearing a mask is not a sign of fear or selfishness, but rather a sign of kindness and selflessness since your mask could protect others from getting sick.” This order applies to City of Pensaco-

ESCAMBIA COUNTY COVID-19 TESTING SITES Ascension Medical Group Sacred Heart opened the first regional drivethrough testing center for COVID-19 on Monday, March 16, 2020. The schedule for Ascension Medical Group Sacred Heart’s drive-through centers in Pensacola, Destin and Panama City to provide community testing for Novel Coronavirus (COVID-19) are: • Pensacola location - open 9 a.m. to 1 p.m, Monday through Friday • Destin location - open 9 a.m. to 1 p.m., Mondays and Wednesdays • Panama City location - open 9 a.m. to 1 pm., Tuesdays and Thursdays Interested persons who want to get tested for the virus must first call a designated call center first for a phone screening. The number is 850-7462684. The call center will be open from 8 a.m. to 10 p.m., Monday through Friday. People from all states can be tested if they meet the screening criteria. Community Health Northwest Florida - More information on locations will be provided as the mobile testing schedule is confirmed. OneBlood is testing all blood donations for the COVID-19 antibody. The antibody test is authorized by the Food and Drug Administration (FDA) and will indicate if the donor’s immune system has produced antibodies to the virus, regardless of whether they ever showed symptoms. Appointments to donate are required. Masks are required to be worn by all blood donors. You may wear your own or we will provide one for you if needed. To protect our team members and other donors, please do not present to donate if you are not feeling well or have a fever. Please stay home and consider donating once you feel better.

ESCAMBIA COUNTY THANKS THE GOVERNOR FOR HIS VISIT AND UPDATE Governor Ron DeSantis held a press conference at Ascension Sacred Heart Hospital in Pensacola on Sunday June 28 about COVID-19. Escambia County would like to thank the governor and hospital executives for providing updates to our community. He compared the data from March versus June. For example: • By the end of March, Florida had seven state-supported testing sites, which had tested a total of 20,000 people. Today, Florida has 41 testing sites, and has tested more than 438,000 people. • In March, the Florida Department of Emergency Management was fighting for critical PPE supplies and to date, FDEM has sent more than 40 million masks, more than 12.2 mil-

lion gloves, more than 1.7 million face shields and more than 2 million gowns to support health care workers and first responders. • There were many early actions to protect Long-Term Care residents and on June 15, mandatory testing was required every two weeks of all staff in Florida nursing homes and assisted living facilities. • 85% of all FL COVID-19 related fatalities have occurred in people 65 or older. • The age range of 25-34 year olds now have the highest number of cases; however many are asymptomatic or mild cases. The governor and hospital executives also urged the community to do not delay other medical treatment if needed.

A person asserting this exception for medical conditions or disabilities is not required to carry or produce documentation verifying the health condition to a business or law enforcement. • A person who is communicating with an individual who is hearing impaired who needs to see the mouth of the person speaking to facilitate communication. • An individual who is obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service. • Public safety, police, fire, and other life safety and health care personnel whose personal protective equipment requirements are governed by their respective agencies.

• A person in a federal, state, or Escambia County government building. • A person exercising while observing at least 6 feet of distancing from other persons. • Persons while eating or drinking. It is the intent of this provision that a face covering be worn while traversing a business for ingress and egress, to use the restroom facilities, and while standing when persons are unable to maintain at least 6 feet of distancing. • Business owners, managers, and employees who are in an area of a business that is not open to customers, patrons, or the public, provided that 6 feet of distance exists between persons. This exception does not apply to employees who are present in the kitchen or other food and beverage preparation area of a business – those persons must wear face coverings. • An individual in a lodging establishment who is inside of the lodging unit, including, but not limited to, a hotel room, motel room, vacation rental unit, timeshare unit, or similar unit. Nothing in this order shall require or allow a person to wear a face covering to conceal the identity of the wearer in violation of Chapter 876, Florida Statutes.

PENSACOLA BEACH SEES RECORD-BREAKING VEHICLE NUMBERS OVER THE WEEKEND A record number of cars traveled to Pensacola Beach over the weekend. Saturday, June 20 was the single busiest day on record since the car counter was installed at the Bob Sikes Toll Booth in 2016, with 21,970 cars passing through the toll booth. The toll plaza recorded the first backto-back 21,000 plus vehicle days on Friday, June 12 and Saturday, June 13. • 21,469 vehicles on Friday, June 12, 2020 • 21,860 vehicles on Saturday, June 13, 2020 • 20,229 vehicles on Sunday, June 14, 2020 • 20,722 vehicles on Friday, June 19, 2020 • 21,970 vehicles on Saturday, June 20, 2020 • 19,936 vehicles on Sunday, June 21, 2020 “This year we have seen an increase in the number of cars going through the toll plaza in a given hour, and noticed more people are coming out earlier in the day,” said District 4 Commissioner Robert Bender. “We are continuing to make improvements and evaluate traffic, including focusing on getting cars off the island.” 2020 has seen record-breaking numbers of vehicles on Pensacola Beach, with toll records already indicating nine

FLORIDA LOOKS FOR ‘WAY FORWARD’ ON BARS JIM TURNER NEWS SERVICE OF FLORIDA Florida’s ban on serving alcohol to people in bars will be reevaluated daily, the state’s top business regulator said in a series of tweets over the weekend that also offered apologies for the crackdown. Meanwhile, Gov. Ron DeSantis said Sunday the Department of Business and Professional Regulation is “trying to figure out a way forward” for bars, nightclubs and craft breweries that are essentially having to shut down again because of “widespread non-compliance” with coronavirus guidelines --non-compliance he attributed mostly to young adults who are “going to do what they’re going to do.” “My view is, I’d rather have those places open, complying,” DeSantis said during a news conference on coronavirus response efforts at Ascension Sacred Heart Hospital in Pensacola. “I think that’s probably less risky than what a lot of the young people end up doing. They’re still going to do things, most likely. And you may end up doing things in ways that are that are even more risky.” Halsey Beshears, secretary of the Department of Business and Professional Regulation, issued an order Friday suspending on-site consumption of alcohol at bars amid a surge in coronavirus cases in the state. The order doesn’t affect restaurants or other businesses that derive 50 percent or less of their gross revenue from the sale of alcohol. Bars had been allowed to reopen June 5 in the second phase of DeSantis’ effort to revitalize the economy. They were limited to 50 percent indoor capacity and were only supposed to provide service to seated customers. “Nothing I say or do will stop the pain, small business owners are feeling,” Beshears tweeted Saturday. “I empathize & understand, I’ve been there. It’s more then u: it’s your employees & the families they support. I’ll keep taking the hate, if it makes any of you feel better.” “We must forcefully flatten the curve,” he continued. “This decision was not a knee jerk reaction, nor was it made lightly, but based on evidence and the correlation in spikes after phase 2 reopening. We will get it right, then get people back to work ASAP.” Beshears pointed to the difficulty faced by bar owners when Rep. Anthony Sabatini, R-Howey-in-the-Hills, tweeted late Saturday that, “If I owned

a Bar I would open up immediately.” “I’ll play this game,” Beshears replied. “So you have a bar and u opened last night. Your max occupancy is 200 people. 200 show up. What do you do?” Under Beshears’ order, bars are allowed to sell drinks in “sealed containers” for off-site consumption. To one Twitter post that said, “Florida once again providing living proof that, as a society, we cannot handle having nice things,” Beshears simply replied, “I’m sorry.” To a Twitter user who expressed that “Alcohol is not essential,” Beshears replied, “Many would probably disagree with this statement.” When asked why the state didn’t just suspend or revoke licenses of establishments that violated the rules, Beshears noted incidents were widespread of bars exceeding the guidelines. “We did that earlier this week,” Beshears responded in a tweet. “Since it’s so widespread and the infected demographic so clear, we needed to grab this forcefully and immediately. Am going to consider this daily moving forward.” Last Monday, Beshears’ department suspended the license of the Knight’s Pub in Orlando for violating the terms of DeSantis’ order that allowed bars to reopen. The number of coronavirus cases has soared in Florida this month, with the Department of Health on Sunday reporting an additional 8,530 cases. DeSantis has repeatedly cited young adults as a major reason for the spike and focused on how the virus does not cause as many deaths and serious medical problems for young people as it does for seniors and people with underlying health conditions. But the Florida Democratic Party in an online ad Sunday took a shot at DeSantis for his claims that Florida had a hold on the virus in May. “Despite two consecutive record shattering days this weekend, DeSantis wants us to believe that nothing has changed and that we are on the path to reopening the economy safely,” Florida Democratic Party Chairwoman Terrie Rizzo said in a statement Sunday. “With nearly 10,000 cases confirmed just yesterday (Saturday), it has never been more clear that DeSantis failed Florida. Like his mentor Donald Trump, DeSantis is playing politics instead of prioritizing the health and safety of Floridians.”

DESANTIS VETOES A ‘BIG HIT’ TO HEALTH CARE BUDGET CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE --- Gov. Ron DeSantis vetoed more than $140.5 million in health care spending from the state’s new budget Monday as he brought the spending plan in line with reduced revenues stemming from the COVID-19 pandemic. In trying to balance the 2020-2021 budget, which takes effect Wednesday, DeSantis vetoed scores of health carerelated projects but also cut into what is known as the “base budget,” which includes programs funded with recurring dollars. “We took a big hit,” Senate Health and Human Services Appropriations Chairman Aaron Bean, R-Fernandina Beach, said. “But I get it because we are the largest silo (part of the budget).” Spending on health and human services accounted for about 40 percent of the $93.2 billion budget that lawmakers passed in March, as COVID-19 began to cause major economic damage in the state. DeSantis issued $1 billion in vetoes Monday and signed a $92.2 billion budget. As part of their plan, lawmakers agreed to increase by $30.2 million funding for the “iBudget” program, which provides services to help people with developmental and intellectual disabilities live at home. The governor approved that funding. But DeSantis eliminated $58.4 million that lawmakers included to increase the wages of people who provide services, such as adult day training, to iBudget beneficiaries. “That one hurt the most,” Bean said. “These people who are making $9 an hour are taking care of our most vulnerable citizens. We all knew it was coming. Does that make it any less painful? No. However, I understand because of the times we are in.” In a prepared statement, Florida Developmental Disabilities Council Executive Director Valerie Breen thanked DeSantis for keeping intact the additional $30.2 million, which will go to increasing the number of people who can participate in the iBudget program. “The decision to support thousands of our most vulnerable citizens is not taken lightly in these unprecedented times,” Breen said. “Although the (Developmental Disabilities) Council is disappointed that pay increases were vetoed for critical personal support staff, a lifeline for health and safety for those living at home, we are grateful that the governor and his staff kept APD (the state Agency for Persons with Disabilities) whole.”

SCOOTER CASE SCUTTLED AT SUPREME COURT NEWS SERVICE OF FLORIDA STAFF The Florida Supreme Court on Monday declined to wade into a legal battle about a Panama City Beach decision to ban the rental of motorized scooters. Classy Cycles, Inc., went to the Supreme Court in January after the 1st District Court of Appeal upheld the ban. As is common, the Supreme Court did not explain its reasons for declining to hear the case. But the decision effectively left standing the 1st District Court of Appeal ruling. The case stems from two ordinances passed in 2017 to prohibit the overnight rental of scooters and to completely prohibit scooter rentals effective Sept. 8, 2020. Classy Cycles, Inc., took the case to the appeals court after a Bay County circuit

Agency for Persons with Disabilities spokeswoman Melanie Etters said the agency was reviewing the governor’s vetoes and had no comment. DeSantis also vetoed another $38.4 million that would have been used to increase Medicaid rates for providers who care for people with disabilities in institutions. The additional funding was targeted to providers that care for people with severe maladaptive behaviors. DeSantis, meanwhile, approved increased funding that lawmakers targeted to nursing homes in the coming year. Nursing homes will get a $74.8 million bump in their Medicaid rates between state and federal funding. Overall, DeSantis stressed during a news conference Monday that the vetoes did not reflect the merits of projects or programs. Indeed, DeSantis said he vetoed $550 million in items that he had included in his own proposed budget for the upcoming fiscal year. “We were operating under a certain set of assumptions. The Legislature was as well. As the reality changes (with the pandemic), I think we all have to recognize that none of us are going to get everything that we want. So, I thought it was important that I was stepping up to the plate on that as well,” the governor said. That’s not to say everything he proposed was eliminated. DeSantis spared from the veto pen a $10.3 million appropriation for the state to hire a contractor to help create a program to import cheaper prescription drugs from Canada. He also spared from a veto a $3.2 million appropriation for a Medicaid management information system that Agency for Health Care Administration Secretary Mary Mayhew requested. Meanwhile, of the $140.5 million in health care spending that was vetoed, roughly $44 million came from what are known as “special projects.” Some of the special projects that got eliminated included $3 million for Calhoun Liberty Hospital in rural Northwest Florida; $3.5 million for Nova Southeastern University to provide primary health care to veterans; $4 million for the Miami Center for Mental Health and Recovery; and $2 million for Florida International University targeted STEM Initiatives. Bean said he spent the majority of Monday on the phone. “I’ve been calling people all day and telling them where we are and in most instances that their community project didn’t make the final cut,” Bean said. “We will fight again for almost all of the above next year. We’ll just do it again.”
