In April, Dr. F. Norman Vickers was named a 2021 Jazz Hero by the Jazz Journalists Association. Vickers, a Mississippi native, arrived in Pensacola in 1965 to begin practice of gastroenterology, a subspecialty of internal medicine with specific focus of digestive diseases. He combined his interest in music with his medical practice and was instrumental—the pun is intentional—in forming the Jazz Society of Pensacola in the early 1980s and starting the Pensacola Jazzfest. He was even a charter member of the American Federation of Jazz Societies and served in various positions including president in 1991. so to Vickers it was like a piano with white and black keys on it. The chromatic harmonica made sense to him because it reminded him of the keys and scales on a piano, so it turned out to be easier for him to play. Since then, Vickers and the chromatic harmonica have gone through life together— so much so that he keeps one belted to his side for easy access. This idea of music resonating within people and bringing them together to create a feeling of peace and unity followed Vickers into his career as a gastroenterologist. “My career is an internal medicine specialty with a little bit of a surgical flavor,” he explained. Vi c k e r s ’ e n d o s c o py patients (gastroscopy and colonoscopy) would receive light sedation and as they waited for it to set in he would tell them that he played the harmonica. “You name a tune, if I can hum it, I can play it,” he would say. Frequently his patients would name a tune that Vickers knew; he would play it for them, and they would hum along. When their words would get slurry, he knew that was his “go” sign. Occasionally, staff would ask him to play for them as he went up and down the elevator, which set Norman apart from the other doctors with whom staff seldom interacted in this lighthearted way. As the years went on

and Vickers became more involved in the American Federation of Jazz Societies, he became acquainted with William “Bill” Gottlieb, a famous photographer who worked for the Washington Post from the mid 30s until 1948, with some years spent fighting in World War II. The Post didn’t want to send a photographer out with him on assignment, so he took a borrowed big speed graphic camera, film and flashbulbs with him in order to capture images of jazz musicians. Since he had bought the film and flashbulbs, the photos belonged to him rather than the Washington Post. Gottlieb went on for a further career at McGraw-Hill but after that, he published his photos in a book, exhibited worldwide, including the Pensacola Museum of Art. Ultimately, he sold all his images to U.S. National Archives, so now the famous photos belong to all U.S. citizens. Vickers and Gottlieb became good friends and would see each other at meetings of the American Federation of Jazz Societies. Vickers learned a lot about photography, while Gottlieb learned a little bit about the tricks of the trade of taking endoscopic photos inside the digestive tract. All throughout Vickers’ home in Pensacola are beautiful photos of fantastic musicians gifted to him from various people, such as Duke Ellington, gifted to him by jazz photographer, Duncan

Schiedt, who also exhibited his photos at the Pensacola Museum of Art. A photo of Ella Fitzgerald with Dizzy Gillespie and Ray Brown was a gift from Gottlieb. Also hanging on Vickers’ office wall is a photo Norman took of Dick Hyman, who wore thick glasses, playing the piano. Vickers’ was fascinated by the way he could see the piano keys reflected in Dick’s glasses, so he took picture after picture to get the perfect one, and the final result hangs proudly on his office wall. A bigger space that also has beautiful Jazz art on display is the Jazz Room in the downtown West Florida Public Library. The Jazz Society and the Library have always been friends, so when there was interest in having a space dedicated to jazz, it was a wonderful opportunity. “I got two record producers, George Buck from New Orleans and Gus Statiras from New York City, who told me what they needed for the library’s jazz collection,” Vickers said. In 2013, the Jazz Room was completely f inished, f illed with books, CDs, records, and ar twork donated to the Pensacola Library for the Jazz room. The current value of all the items within the room is approximately $20,000, not to mention the fact that the WFPL Jazz room is one of only two libraries in America with a room focused solely on Jazz.

THE ESCAMBIA-SANTA ROSA BAR ASSOCIATION INSTALLS 2021-2022 LEADERSHIP AND PRESENTS AWARDS PENSACOLA, Fla. (July 19, 2021) – The Escambia-Santa Rosa Bar Association recently held its annual installation banquet and formally celebrated the 50th anniversary of the association. Judge Linda Nobles conducted the installation of the 2021-2022 Executive Council and Young Lawyers Division officers and members. The association also recognized several of its members for their service to the profession and community. Newly installed Executive Council officers are Garrett LaBorde, president; Aaron McCurdy, vice president; Christine Kelly, secretary; Joe Passeretti, treasurer; and Heather Lindsay, immediate past president. New and returning Executive Council members are Ryan Cardoso, Shekka Drayton, Jessica Etherton, Rebecca Gilliland, Joe Kirkland, Stephen Luongo, John Mahoney II, Amie Remington, Rachel Sheffield, Haley VanFleteren, Aaron Watson and Young Lawyers Division representative Andrew Spencer. The inaugural Civility and Professionalism Award was presented to Judge Ross Goodman. Henceforth, the award will be named in his honor and presented annually. The 2021 Michael A. Doubek Community Service Award was presented to Douglas Grayson Miller. The 2020 Michael A. Doubek Community Service Award was retroactively awarded to Judge David Langham. The award is presented to a member or group of members of the Escambia-Santa Rosa Bar Association in recognition of volunteer service to the community. Newly installed Young Lawyers Division officers are Andrew Spencer, president; Michelle Nguyen, vice president; Logan Sliva, treasurer; and Brooke DiSalvo, secretary. Returning board members are Cecily Parker and Travis Morock. Shannon Morris was recognized as the recipient of the 2021 Young Lawyers Division William S. Meador Award. The award is given each year to a young

attorney who distinguishes themselves by their commitment to our community through charitable and civil service. The award was established in 2005 to honor the legacy left by William Meador of practicing law with integrity, sincerity and courtesy while recognizing his commitment of giving back to the community. REENTRY ALLIANCE PENSACOLA TO PROVIDE LOCAL LANDLORDS CASH INCENTIVES FOR PERMANENT HOUSING ReEntry Alliance Pensacola, Inc. (REAP) was recently selected as a Rapid ReHousing (RRH) service provider and awarded over $200,000 from the local Continuum of Care Lead Agency — Opening Doors of Northwest Florida, Inc. This funding is part of the $3.5 million Emergency Shelter Grant Cares Act CV2 Funding provided by the State of Florida, Department of Children and Family, Office of Homelessness. The new REAP RHH program will serve 100 people by preventing them from becoming homeless or by finding permanent housing for those experiencing homelessness over the next 12 months, to help limit the spread of COVID-19. REAP will work in collaboration with Opening Doors of Northwest Florida and other local Continuum of Care service providers along with local private landlords and homes, duplex, apartment, and mobile home property management companies in Escambia and Santa Rosa counties. “We are happy to be able to offer this needed housing assistance program to the community, especially those who have been negatively affected by the COVID 19 pandemic here in Escambia and Santa Rosa counties,” said Vinnie Whibbs, Executive Director of REAP. Rick Dye will head up the new RRH and Landlord Incentive Program as director. The program will provide case management, rapid rehousing, and temporary financial assistance to 100 clients who have been impacted by COVID-19 and now find themselves homeless, or soonto-be-homeless. Due to underlying health conditions and a lack of access to medical and indoor sleeping facilities, people

experiencing homelessness are more susceptible to COVID-19 and at higher risk of experiencing severe symptoms. “REAP is proud to be a part of the community’s initiatives to reduce homelessness in the two-county area by providing this Rapid ReHousing response service,” said Dye. Working through Opening Doors of Northwest Florida, Inc., Escambia and Santa Rosa counties utilized various federal funds, including significant funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to go toward reducing the number of local citizens who experience homelessness. Working together, the various cities and two counties are making the single largest investment in addressing homelessness and homeless prevention in each county’s history. “We must take care of the most vulnerable among us during this time. The COVID-19 crisis has put many people’s living situations at an increased risk of becoming homeless due to a temporary loss of employment during the various local business shut downs,” said John Johnson, Executive Director, Opening Doors of Northwest Florida, Inc. “REAP stands by the Housing First Initiative to help eligible people improve their lives when re-entering normal community life after an extended time of personal disorder.” REAP will expand its current housing services to include those in the community who are in need of permanent housing due to loss of job or sickness during the pandemic but who have been re-hired and can prove to participating landlords a stable, reliable monthly income. BIRD SCOOTERS COMING TO PENSACOLA STARTING JULY 19 The City of Pensacola is partnering with shared electric scooter company, Bird Rides, to bring e-scooters to the city beginning Monday, July 19, offering residents and visitors a new way to explore Pensacola. “We are excited to welcome Bird to the City of Pensacola, and we look forward to offering e-scooters as an environmentally-conscious mode of transportation for residents and visitors to travel throughout our beautiful city,” Mayor Grover Robinson said. “We have heard from our residents that there’s a desire for multimodal transportation as our city continues to grow, and I think Bird scooters will make a great addition to our community.” Bird currently operates e-scooters in more than 250 cities globally, and they will deploy up to 250 scooters in the franchise area as part of a one-year pilot program. Bird will offer scooters to residents and visitors in order to help reduce carbon emissions, as well as traffic congestion on roadways. The scooters also offer residents without cars another transportation option. Through the Bird smartphone app, riders can see the nearest Bird scooter on a map, complete the safety tutorial and ride directly to their desired destination. Upon ending their trip, riders simply park the scooter safely along the side of a sidewalk or on the street next to an unmarked curb and take a photo of the scooter through the app to ensure proper parking. The cost for a Bird ride is $1 to start and a 39 cent per minute fee to ride. Bird guidelines and rules include: • The electric scooters can be used on roads and in bike lanes and have a maximum speed of 15 mph. • Scooters must be parked out of the way of pedestrians and never blocking driveways or accessibility ramps. • Riders are required to be at least 18 years old to access the scooters. • Riders are encouraged to wear a helmet on every ride.

• Riders are required to obey all standard rules of the road. • Additional rules may apply. Please refer to the app for more information. Bird offers the following programs that are available for all who qualify: • Community Pricing - Bird’s Community Pricing Program offers a 50% discount to low-income riders, Pell grant recipients, select local nonprofit and community organizations, veterans, and senior citizens. It’s designed to be the most inclusive micromobility discount program available anywhere. To sign up for the Community Pricing Program, download the Bird app, create an account, and email your proof of eligibility to access@bird.co. • Free Rides for Healthcare Workers and Emergency Personnel - Bird is proud to offer free rides to healthcare workers and emergency personnel. Eligible riders will receive two free 30-minute rides per day for as long as it takes to help our communities to recover from the global health crisis. • Community Mode - Community Mode allows anyone with a Bird account to report or provide feedback on vehicle-related issues such as poorly parked or damaged vehicles in their area. When a report is submitted, a member of the Bird team is assigned to correct the issue. Anyone can access Community Mode by tapping the yield sign on the bottom left of the Bird map. Local rental property landlords and managers will have a crucial role to play in solving and preventing homelessness in Escambia and Santa Rosa counties. As an incentive to local landlords and rental property managers, REAP is offering: 1. Cash bonuses paid to landlords who sign on as Community Partners equal to one or two months of rent, depending on the number of bedrooms in the rental home, or 2. Security deposits up to three times the monthly rent cost. In addition to those landlord and property manager incentives, REAP will also provide housing assistance services to eligible individual participants, if needed, to reassure landlords of their rent worthiness, of the following: 1. Short-term (up to three months) rental assistance and may include up to six months of arrears, including rental application fees charged by owner to all applicants. 2. Security deposits not to exceed two month’s rental payments. 3. Utility deposits. 4. Utility payments for gas, electric, water, and sewer (up to three months including up to six months arrearage.) 5. Moving cost assistance (including short term storage not to exceed three months.) 6. Housing Search and Placement Services to assist participants in locating and obtaining permanent housing. 7. Case Management Services to include initial assessments and re-evaluations, housing stability planning, and arranging, coordinating, and monitoring the delivery of services to facilitate housing stability.

JOHN & JERRE PEACOCK MAKE A SIGNIFICANT CONTRIBUTION TO THE EFFORTS OF GULF COAST KID’S HOUSE John and Jerre Peacock recently made a $25,000 donation to Gulf Coast Kid’s House to further their mission of ending child abuse and healing families impacted by abuse. “It takes a truly amazing person and family to turn a tragedy of losing a son into a legacy of giving,” said GCKH executive director, Stacey Kostevicki. “We are so grateful to the Peacocks and their seemingly endless generosity.” The Peacock family has been longtime supporters of GCKH, supporting it through personal donations as well as proceeds from the Panhandle Charitable Open Golf Tournament, which was retired in 2019. The Panhandle Charitable Open benefitted numerous local charities and was held in honor of Peacock’s late son, John Ryan Peacock and Ashley Offerdahl, late child of co-chairs Nels and Abbie Offerdahl. Through their hard work and determination, the Peacock family has donated nearly $350,000 to the GCKH mission in the last 13 years.

NINE LOCAL ARTISTS EXHIBIT IN POP-UP ART SHOW Local artists Eniko Ujj and Cat Gambel present Where We Are Not: A Pop-Up Exhibition on Saturday, July 24th, from 5 to 10pm, and a chance to view the exhibit again on Sunday, July 25th, from 12 to 4pm. The event will take place at 777 W. Mallory St. This past April, Ujj and Gambel did a call out in Pensacola and the surrounding area for the most unusual artwork that members of the community created as children. After collecting all the work, they invited 9 artists from the Gulf South to create new original work based on the idea of paracosmic worlds and the selected childhood pieces. FLORIDA UNEMPLOYMENT CONTINUES UPWARD CLIMB NEWS SERVICE OF FLORIDA STAFF TALLAHASSEE — Florida’s unemployment rate again ticked upward as employers scramble to fill openings amid a surge in spending as people emerge from the coronavirus pandemic. The Florida Department of Economic Opportunity on Friday announced the state’s unemployment rate for June stood at 5.0 percent, up 0.1 percentage point from the mark in May. “We’re continuing to add jobs into our economy. So, that means businesses are responding to the market. More people are exchanging in the marketplace,” Adrienne Johnston, the state agency’s chief economist, told reporters in a conference call on Friday. “They are buying goods, and they are buying services. That means they need to add people, and they are adding employment.” The June figure reflects an estimated 523,000 Floridians qualified as unemployed out of a workforce of 10.398 million. It is also the third straight month the jobless rate for Florida has grown by 0.1-percentage point, alongside an increase in the labor force. Gov. Ron DeSantis tweeted Friday the 69,300 private-sector jobs added

last month represents “14 consecutive months of private-sector job growth and the largest monthly increase of the year.” Florida’s workforce size is up 83,000 from May and a half million over June 2020, when the state was in the first stage of DeSantis’ reopening efforts from the COVID-19 pandemic. In June 2020, when the unemployment rate stood at 11.6 percent, an estimated 1.149 million Floridians were listed as out of work. “More and more folks are receiving vaccines. Basically, what we are seeing in the data is that people are confident,” Johnston said. “They are continuing to engage in the labor force, and businesses are continuing to add jobs.” State legislative economists in part have attributed an increase in revenue over the past few months to people receiving federal stimulus checks, which has helped some consumers to draw from atypically large savings that built up during the pandemic. Johnston said the amassed savings through the pandemic is a factor in the ability of people to increase their spending.

DESANTIS SAYS STATE TO FIGHT RULING IN CRUISE SHIP CASE TOM URBAN, JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis said Monday the state likely will ask a full federal appeals court to reimpose a preliminary injunction that would block restrictions on the cruise-ship industry during the COVID-19 pandemic. DeSantis made the comments after a panel of the 11th U.S. Circuit Court of Appeals late Saturday sided with the federal Centers for Disease Control and Prevention and issued a stay of the injunction, which was approved last month by a Tampa-based district judge. Florida Attorney General Ashley Moody, backed by DeSantis, filed the lawsuit in April, contending that the CDC had overstepped its legal authority in imposing the restrictions. While U.S. District Judge Steven Merryday agreed with the state’s arguments in issuing the injunction, a threejudge panel of the Atlanta-based appeals court late Saturday put Merryday’s ruling on hold. The panel did not immediately explain its decision, but DeSantis said Monday the state likely will ask the full appeals court to lift the stay — a move known as seeking an “en banc” ruling. “We are absolutely going to pursue getting the stay removed, either at the full 11th Circuit or at the U.S. Supreme Court. I think probably to the full 11th Circuit en banc,” DeSantis said during an appearance in Central Florida. Unless removed, the stay would allow the CDC restrictions to remain in place at least until the appeals court rules on the underlying issues in the case. In asking the appeals court for the stay, CDC attorneys argued that the “preliminary injunction rests on errors of law and is a clear abuse of the district court’s discretion.” “All of the cruise ships at issue here are foreign-flagged vessels that must stop at one or more foreign ports during each voyage,” U.S. Department of Justice attorneys wrote in the July 7 motion for a stay. “Cruise travel has the potential to introduce COVID-19 variants of concern into the United States from countries such as the Bahamas, Mexico, Honduras, Saint Maarten, Dominican

Republic, Haiti, Aruba, and Saint Kitts and Nevis. The CDC has authority to make and enforce such regulations as in its judgment are necessary to prevent the introduction, transmission or spread of communicable disease from a foreign country into the United States.” The case focuses heavily on what is known as a “conditional sailing order,” which the CDC issued in October, several months after the cruise industry shut down because of COVID-19 outbreaks onboard ships early in the pandemic. The conditional sailing order included a phased approach to resuming cruising, with ship operators needing to meet a series of requirements. DeSantis on Monday reiterated his arguments that the CDC didn’t have the authority to place such restrictions on the industry, which has a large presence in Florida. “I think most courts at this point have had their limit of the CDC issuing these dictates without a firm statutory basis,” DeSantis said. “I am confident we’d win on the merits at the full 11th Circuit, and obviously I am confident we would win at the U.S. Supreme Court.” The legal wrangling at the appeals court comes as Florida also is trying to fend off a lawsuit filed last week in the federal Southern District of Florida by Norwegian Cruise Line Holdings. That lawsuit challenges the constitutionality of a DeSantis-driven law that prevents cruise lines from requiring passengers to show proof of vaccination before they can board ships — an issue that has been known as requiring COVID-19 vaccine “passports.” U.S. District Judge Kathleen Williams has scheduled an Aug. 6 hearing on Norwegian’s request for a preliminary injunction against the law, which the Legislature passed in April. But attorneys for the state on Friday filed a motion to move the case out of South Florida to a court in the Middle District of Florida. The motion said the case should be transferred, at least in part, because it involves similar issues as the other cruise-industry case handled by Merryday, who is a judge in the Middle District of Florida.

According to Department of Economic Opportunity figures, just over half of the total job gains for June were in the leisure and hospitality fields. The state lost 1.3 million jobs between February and April in 2020 and has recovered just over 70 percent of that number. Johnston noted that professional and business services have recovered 92 percent of their lost workers, construction is at 99 percent of its pre-pandemic strength, and jobs in Florida involving financial activities exceed the numbers from the start of 2020.
